:01:21. > :01:22."taken its eye off the ball" in its defence planning.

:01:23. > :01:26.General Sir Richard Barrons warned the Defence Secretary in April that

:01:27. > :01:28.cuts had left the armed forces ill-prepared for any

:01:29. > :01:34.Here's our Defence Correspondent, Jonathan Beale.

:01:35. > :01:38.For over a decade, Britain's Armed Forces have been

:01:39. > :01:43.fighting counterinsurgency wars in Afghanistan and Iraq.

:01:44. > :01:46.But according to a former senior general, they are ill-equipped

:01:47. > :01:49.and ill-prepared to defend the homeland or to fight a war

:01:50. > :01:54.against a significant military power like Russia.

:01:55. > :01:57.General Sir Richard Barrons gave this stark assessment

:01:58. > :02:01.to the Defence Secretary just before he left the Army a few months ago.

:02:02. > :02:08.Although Nato is a considerably more powerful organisation

:02:09. > :02:11.in absolute terms than Russia, because of what Russia has,

:02:12. > :02:14.it is holding at higher readiness, we have created this gap

:02:15. > :02:16.for opportunism or miscalculation and I argue we should

:02:17. > :02:23.British forces have recently been training with Nato allies to meet

:02:24. > :02:27.the potential threat from a more aggressive Russia.

:02:28. > :02:30.But in his ten-page memo to the Defence Secretary,

:02:31. > :02:34.Sir Richard highlights serious gaps in the nation's defences.

:02:35. > :02:38.Military capability has been withered by design,

:02:39. > :02:41.repeatedly stripped out by recent defence cuts.

:02:42. > :02:45.Neither the UK homeland nor a deployed force could be

:02:46. > :02:50.protected from a concerted Russian air campaign.

:02:51. > :02:53.And he warns of extremely fragile equipment or platforms

:02:54. > :02:59.that we cannot afford to use fully, damage or lose.

:03:00. > :03:02.That appears to be a reference to the two new expensive aircraft

:03:03. > :03:07.carriers now being built for the Royal Navy.

:03:08. > :03:11.As for the new jets that will fly off them, the F35, Sir Richard

:03:12. > :03:14.says an enemy would not need to shoot them down.

:03:15. > :03:17.They would only need to target the 40 people

:03:18. > :03:21.Sir Richard is undoubtedly right and there are many people

:03:22. > :03:24.inside the Ministry of Defence at senior level and outside it

:03:25. > :03:28.It is only a shame that he did not raise these issues more

:03:29. > :03:32.strongly when he was Chief of Joint Forces Command.

:03:33. > :03:35.The Ministry of Defence point out that the defence budget is rising

:03:36. > :03:38.and the plans to buy more military hardware were recently

:03:39. > :03:41.approved by defence chiefs, including Sir Richard.

:03:42. > :03:46.He left after being passed over for promotion.

:03:47. > :03:51.But General Barrons insists this is not sour grapes.

:03:52. > :03:55.He says he is speaking out as a matter of conscience.
