:00:21. > :00:24.The Prime Minister, Theresa May, says the Government will take back

:00:25. > :00:28.control of Britain's borders when we leave the EU

:00:29. > :00:33.and hinted that could mean leaving the single market.

:00:34. > :00:37.But in her first interview of the New Year, Mrs May said

:00:38. > :00:38.the choice between controlling immigration and staying

:00:39. > :00:42.in the single market was not a binary, either/or decision.

:00:43. > :00:45.Mrs May also said 2017 would be the year when the Government will

:00:46. > :00:52.Here's our Political Correspondent, Suzanna Mendonca.

:00:53. > :00:58.Ever since she took on the top job there is one subject that has

:00:59. > :01:02.dominated Theresa May for the premiership. Brexit means that the

:01:03. > :01:08.ad we are going to make a success of it. The hard and soft grey or what

:01:09. > :01:13.we want a red, white and blue Brexit. But what form Brexit will

:01:14. > :01:17.take is the first everybody wants and fifth finalist today made clear

:01:18. > :01:22.she didn't want to keep of membership, insisted that could

:01:23. > :01:27.control immigration alongside it on are fit deal. What I'm saying is

:01:28. > :01:32.that it is wrong to look at this as a binary shoe, either you have them.

:01:33. > :01:40.Immigration or you have a food trade deals -- finery issue. -- binary.

:01:41. > :01:45.She did not go so far as to say she was the single market. She had one

:01:46. > :01:48.question put to her three times as if the answer, which is the ideal

:01:49. > :01:55.prioritising immigration over access to the single market. That was what

:01:56. > :01:59.she did not want to answer. Now, ten to 11 weeks from the flickering of

:02:00. > :02:02.Article 50 and the most important negotiations for a generation, we

:02:03. > :02:06.need more clarity than that and we don't have it. Any move away from

:02:07. > :02:12.the single market goods versus ultimatum from the First Minister of

:02:13. > :02:16.Scotland to have a second referendum on independence. They will be making

:02:17. > :02:21.a big mistake if they think I am bluffing. We voted to stay in the

:02:22. > :02:24.EU, we were told that voting no the only way we could stay in and we now

:02:25. > :02:29.face being taken out. Theresa May does not want the defined by faith

:02:30. > :02:40.alone is trying to wrestle the agenda towards her domestic policy

:02:41. > :02:42.-- five Brexit alone. About us recognising our obligations as

:02:43. > :02:46.citizens within the communities and society we have here in the UK,

:02:47. > :02:50.about recognising that there is a role for government but government

:02:51. > :02:54.needs to ensure it is acting as effectively as possible in those

:02:55. > :02:58.areas where it should be taking action. She will kick that of

:02:59. > :03:02.tomorrow with plans to target the stigma of mental health and four for

:03:03. > :03:05.the seas around houses and her industrial strategy still to come --

:03:06. > :03:06.more policies. Israel's ambassador to Britain has

:03:07. > :03:09.apologised after a member of his staff was secretly recorded

:03:10. > :03:12.saying he wanted to "take down" Shai Masot, who's

:03:13. > :03:16.a political advisor, was filmed by a reporter

:03:17. > :03:19.during a meeting in London, claiming Sir Alan was creating

:03:20. > :03:21."problems" for Israel and was too Our correspondent Christian Frasier

:03:22. > :03:37.is outside the restaurant Israeli Shai Masot is not on the

:03:38. > :03:40.diplomatic list so perhaps this is not as serious as it could have been

:03:41. > :03:44.if he was more senior within the embassy for the is a political

:03:45. > :03:47.adviser speaking unreservedly about bringing down a senior member of the

:03:48. > :03:53.British government. That conversation took place at this

:03:54. > :03:59.restaurant in October day in London, secretly recorded, and you will see

:04:00. > :04:01.that he is speaking to,, Maria Strizzolo, who is an aid to the

:04:02. > :04:03.Conservative Minister Robert Halfon and we understand she has resigned

:04:04. > :04:39.this morning. The question is very embarrassing

:04:40. > :04:46.for the Israeli ambassador, Mark Qarabag, apologised -- Mark Regev.

:04:47. > :04:49.But we do know Israelis are particularly adept at lobbying

:04:50. > :04:53.western governments and we also know that Sir Alan has been a fierce

:04:54. > :04:58.critic of Israeli policy and the support of a Palestinian state,

:04:59. > :05:03.referring to settlement policy some years ago as akin to apartheid in

:05:04. > :05:06.South Africa. Perhaps we should not be altogether surprised that there

:05:07. > :05:11.are some in the Israeli embassy who are not too keen on him and that he

:05:12. > :05:13.is the number two in the Foreign Office. Thank you.

:05:14. > :05:16.A lorry has rammed into a group of Israeli soldiers in Jerusalem,

:05:17. > :05:20.Police say the vehicle veered off course and hit the group

:05:21. > :05:25.It follows a period of Palestinian attacks

:05:26. > :05:30.In that same time, nearly 230 Palestinians have

:05:31. > :05:36.Authorities in America have charged the Iraq war

:05:37. > :05:39.veteran Esteban Santiago following the shooting

:05:40. > :05:41.at Fort Lauderdale airport which left five people dead

:05:42. > :05:47.There are questions about why the 26-year-old,

:05:48. > :05:50.who'd told the FBI he heard voices and was being controlled

:05:51. > :05:52.by the US Government, was allowed to keep his weapon

:05:53. > :05:59.Credit card and personal loan debt is at record levels according

:06:00. > :06:03.It says unsecured debt - that is money that's not

:06:04. > :06:08.borrowed against property - has reached ?13,000 per household.

:06:09. > :06:11.Unions are warning a slowdown in wage growth and increasing

:06:12. > :06:14.inflation could make the debt more difficult to repay for many.

:06:15. > :06:19.Here's our Business Correspondent, Joe Lynam.

:06:20. > :06:21.With Christmas over, many of us will be poring

:06:22. > :06:26.over our bank statements to check our finances.

:06:27. > :06:29.But it appears that some of us are taking on increasing amounts

:06:30. > :06:31.of unsecured debt, including overdrafts, student loans,

:06:32. > :06:41.Analysis of official data by the TUC shows the average amount

:06:42. > :06:46.of unsecured borrowing per household has doubled since 2000 to ?12,899.

:06:47. > :06:52.Furthermore, the proportion of unsecured debt in proportion

:06:53. > :06:56.to disposable income has dropped from 21% to almost 28%,

:06:57. > :07:04.leaving a record total of unsecured debt of ?349 billion in Britain.

:07:05. > :07:10.At that across the board because that is what people end up have paid

:07:11. > :07:13.and about two thirds of that is from an increase in consumer credit so we

:07:14. > :07:17.think these figures are cause for concern and they are issues we need

:07:18. > :07:20.to think about as we go into this quite worrying year for people when

:07:21. > :07:26.we might see another living standard squeeze. While some types of debt

:07:27. > :07:32.might be rising, the Bank of England says mortgage arrears and loans

:07:33. > :07:37.defaults have been steadily declining and the fag's Andy lured

:07:38. > :07:45.said the regulator was not worried yet. -- the bank's Andy lured.

:07:46. > :07:54.It is some doubt in fairly sizeable way. And interest rates are still

:07:55. > :07:59.very low. But policy makers are worried that many of us who have

:08:00. > :08:00.taken on too much debt could face problems if the economy weakens in

:08:01. > :08:03.2017. Much of Europe is experiencing

:08:04. > :08:05.subzero temperatures and heavy snowfalls with at least 20 deaths

:08:06. > :08:07.over the weekend. Ten people have died in Poland

:08:08. > :08:10.and several in Italy where snow has covered the mountain regions already

:08:11. > :08:12.struggling to recover Overnight temperatures hit minus 30

:08:13. > :08:19.Celsius in Moscow overnight with the freezing temperatures

:08:20. > :08:24.spreading from there through Europe down to Turkey with the resulting

:08:25. > :08:26.flight cancellations The Queen has recovered

:08:27. > :08:34.from her heavy cold and was well enough to attend church

:08:35. > :08:36.at Sandringham this morning, her first public appearance

:08:37. > :08:38.since the beginning of December. Our Royal Correspondent,

:08:39. > :08:40.Daniela Relph, was there to see her. Her report contains

:08:41. > :08:52.flash photography. It had been a much anticipated

:08:53. > :08:55.arrival. Driven in a state Bentley, it was the first time the Queen had

:08:56. > :09:00.been seen in public since arriving on her Sandringham estate before

:09:01. > :09:02.Christmas. Cheered as she emerged from the car, she arrived just

:09:03. > :09:11.before 11 o'clock. -- she was accompanied by the Duke

:09:12. > :09:16.of Edinburgh having missed the services on Christmas and New Year's

:09:17. > :09:21.Day. Those who were pleased to see her. We saw her very close up and

:09:22. > :09:26.she looked a little bit frail but it was nice to see her. It was really

:09:27. > :09:31.exciting. Whenever you see her, you get a little buzz so it was good to

:09:32. > :09:35.know she was coming. The did look quite right in the car and that was

:09:36. > :09:40.nice. The Queen's speech, recorded a couple of weeks before Christmas,

:09:41. > :09:44.had been one of the last time she had been seen. She had also carried

:09:45. > :09:49.out an investiture in early December but in the past three weeks she had

:09:50. > :09:55.been laid low. As a precaution she was advised to stay inside and rest

:09:56. > :09:58.to help her recovery. The Queen's presents at church over Christmas is

:09:59. > :10:02.a set piece Royal event so her absence inevitably causes concern

:10:03. > :10:06.and speculation but Royal officials had always said this with a

:10:07. > :10:12.90-year-old woman with a bad cold and needed time to get better. After

:10:13. > :10:15.church the Queen was driven back to the main house on the estate. She

:10:16. > :10:19.will remain in Norfolk until next month. Daniela Ralph, BBC News,

:10:20. > :10:20.Sandringham. The next news on BBC

:10:21. > :10:42.One is at 6.05pm. Good afternoon. It doesn't feel like

:10:43. > :10:43.winter at the moment, for most of us it
