:00:19. > :00:25.The Labour leader, Jeremy Corbyn, is to deliver a rallying call

:00:26. > :00:27.to his party after last week's defeat in the Copeland by-election.

:00:28. > :00:30.He'll say that, despite the scale of the task, now is not

:00:31. > :00:34.the time to retreat, run away or give up.

:00:35. > :00:37.Mr Corbyn will be giving a keynote speech to the Scottish Labour

:00:38. > :00:39.Here's our political correspondent, Tom Barton.

:00:40. > :00:45.His report contains flash photography.

:00:46. > :00:54.Do you still think you are the man to rebuild Labour? Jeremy Corbyn

:00:55. > :00:59.arriving in Perth this morning. We are campaigning for a just and fair

:01:00. > :01:03.society. Preparing for his first major speech since the party's

:01:04. > :01:07.historic defeat in the Copeland by-election last week. Ahead of that

:01:08. > :01:10.speech in an article in the Sunday newspaper, he wrote, the result was

:01:11. > :01:18.deeply disappointed. He also makes it clear he is not

:01:19. > :01:38.planning on going anywhere. Labour Party, 7000... Labour held

:01:39. > :01:43.the seat of Stoke-on-Trent Central but the loss in Copeland for the

:01:44. > :01:49.first time in 80 years has led some to question whether Labour can win a

:01:50. > :01:52.general election. Those loyal to Jeremy Corbyn is a constant

:01:53. > :01:59.questions about his leadership are hurting the party. One of the issues

:02:00. > :02:03.is that people see a divided party and the last 20 months, half of them

:02:04. > :02:07.have been leadership elections where we looked divided. People say it is

:02:08. > :02:11.not about the leadership election, it is about us coming together,

:02:12. > :02:17.listening to people, developing the policies, but also making sure those

:02:18. > :02:20.policies are communicated in words that people fully appreciate. In

:02:21. > :02:25.Scotland, where Labour was once dominant but now faces a massive

:02:26. > :02:28.task to overturn the SNP, delegates at the party's conference today back

:02:29. > :02:34.the party 's leader. I want people to come back to -- a lot of people

:02:35. > :02:38.have come back to Labour since Jeremy became leader. It has not

:02:39. > :02:42.been a great week but we will go forward. In his speech this

:02:43. > :02:46.afternoon, Mr Corbyn will say the result in Copeland shows the scale

:02:47. > :02:51.of the challenge facing Labour. But he will also try to inject the party

:02:52. > :02:53.with confidence, saying now is not the time to retreat, runaway or to

:02:54. > :02:56.give up. The new independent reviewer

:02:57. > :02:59.of terror laws has warned that Britain faces a level of threat not

:03:00. > :03:01.seen since the IRA Max Hill told the Sunday Telegraph

:03:02. > :03:06.that plots by Islamist extremists to attack UK cities

:03:07. > :03:09.was an enormous risk. With me now is our correspondent,

:03:10. > :03:20.Caroline Hawley. What else has he said? To let you

:03:21. > :03:24.know, the current threat level is classified as severe which means an

:03:25. > :03:29.attack is likely. Now we have Max Hill saying the threat is enormous

:03:30. > :03:34.comet continuing, it will not abate, and it cannot be ignored. --

:03:35. > :03:38.enormous, continuing. IS is being squeezed on the battlefield in the

:03:39. > :03:42.Middle East and is lashing out with tax. We have seen attacks in Europe.

:03:43. > :03:47.But the threat to the UK, the warning is very severe. Being

:03:48. > :03:51.likened, as you said, to the threat to London when the IRA were active.

:03:52. > :03:53.The Home Secretary Amber Rudd has agreed and said the country is in

:03:54. > :03:56.dangerous times. Thank you. In the last few minutes,

:03:57. > :03:59.Britain's four-time Olympic champion Mo Farah has insisted he is a clean

:04:00. > :04:02.athlete who has never He spoke out in a statement

:04:03. > :04:08.after a leaked draft report by US anti-doping authorities has

:04:09. > :04:11.suggested that Alberto Salazar, Mo Farah's coach, may have

:04:12. > :04:14.broken the rules to boost Mr Salazar has been under

:04:15. > :04:20.investigation since allegations about drugs use at his American

:04:21. > :04:40.training base were made by the BBC's Can it be 1-macro-2 for the better

:04:41. > :04:47.Salazar group? He is the mastermind behind Mo Farah and his gold medals.

:04:48. > :04:53.But a better Salazar has been under investigation by the US anti-doping

:05:06. > :05:12.series of allegations against their former coach. He is a sort of win at

:05:13. > :05:18.all costs person. It is hurting the sport. Today the first glimpse of

:05:19. > :05:22.the findings, an interim report by the agency has been leaked by the

:05:23. > :05:30.Russian hacking group and passed to the Sunday Times. The report alleges

:05:31. > :05:38.Mr Salazar used banned or unethical methods including the fusions of

:05:39. > :05:44.supplements over the legal limit, and tested and potentially unlawful

:05:45. > :05:48.medical procedures and medications. An alleged use of an infusion in

:05:49. > :05:58.2014 remains under investigation. They said it could confirm it has a

:06:12. > :06:19.warned about Mr Salazar and his methods by one of their own doctors

:06:20. > :06:22.as far back as 2011. Mr Salazar maintains his athletes' use of

:06:23. > :06:30.medications has always fully complied with the world anti-doping

:06:31. > :06:34.code and in exactly the way Usada directed. Mo Farah has released a

:06:35. > :06:38.statement saying, it is deeply frustrating I am having to make an

:06:39. > :06:41.announcement on the subjects. I am a keen athlete who has never broken

:06:42. > :06:49.the rules as O'Groats meat regards to substances -- the rules as
