:01:27. > :01:29.spending announcements in the Budget on Wednesday, because Britain needs
:01:30. > :01:32."fuel in the tank" as it prepares to leave the European Union.
:01:33. > :01:35.But he's also warned the EU that Britain will not "slink off
:01:36. > :01:38.like a wounded animal" if it doesn't secure a good deal.
:01:39. > :01:42.Labour is calling for increased spending on public services,
:01:43. > :01:49.Here's our political correspondent Eleanor Garnier.
:01:50. > :01:51.These days a long shadow casts itself over
:01:52. > :01:56.Brexit is dominating politics and as the Chancellor
:01:57. > :01:58.makes his spending plans, it dominates his
:01:59. > :02:03.I regard my job as Chancellor as making sure that our economy
:02:04. > :02:06.is resilient, that we have got reserves in the tank,
:02:07. > :02:10.so as we embark on the journey that we will be taking over the next
:02:11. > :02:13.couple of years we are confident that we have got enough gas
:02:14. > :02:16.in the tank to see us through that journey.
:02:17. > :02:24.But domestic pressures are building up as well.
:02:25. > :02:27.There are repeated calls for more money for the NHS,
:02:28. > :02:33.plus claims social care is in crisis and desperately needs extra funding.
:02:34. > :02:36.The Chancellor says this is no time for a spending spree,
:02:37. > :02:39.but Labour is warning more needs to be done.
:02:40. > :02:42.What we are saying is we will have a fair taxation system
:02:43. > :02:45.and we will tackle tax evasion and avoidance, we will make sure
:02:46. > :02:47.there are no longer giveaways to corporations and the rich.
:02:48. > :02:50.We will invest in our economy and grow the economy and on that
:02:51. > :02:54.basis we will be able to afford the public services that we need
:02:55. > :02:56.and we will also be able to have fair wages.
:02:57. > :02:59.The Chancellor might have abandoned the target and timetable
:03:00. > :03:02.of his predecessor George Osborne, but he has not abandoned
:03:03. > :03:06.the commitment to dealing with the deficit.
:03:07. > :03:09.Economic forecasts might be looking up but do not expect any fireworks
:03:10. > :03:16.And the government will not want any surprises when EU leaders formally
:03:17. > :03:20.start Brexit negotiations later this month.
:03:21. > :03:23.The Chancellor expects to get a trade agreement,
:03:24. > :03:30.Anybody in the European Union who thinks that if we do not do
:03:31. > :03:33.a deal with the European Union, if we do not continue
:03:34. > :03:37.to work closely together, Britain will simply slink off
:03:38. > :03:40.as a wounded animal, that is not going to happen.

:03:45. > :03:46.The Chancellor has called those who want higher borrowing
:03:47. > :03:52.He is sticking to his cautious approach until the view of life

:04:03. > :04:05.Phillip Hammond said there'd be ?500 million a year to improve
:04:06. > :04:07.skills and technical training in England.
:04:08. > :04:10.The money will be used to support changes in technical education
:04:11. > :04:12.which will see 16-19-year-olds choosing to study in one of 15
:04:13. > :04:17.routes to qualifications in specific industries.
:04:18. > :04:22.With me is our Education Editor Branwen Jeffreys.
:04:23. > :04:30.How significant the change will this be? Leading technical education at
:04:31. > :04:34.the centre of the budget is symbolic. Businesses are worried
:04:35. > :04:39.about the economic uncertainty ahead, but those skills gaps go back
:04:40. > :04:43.decades. Countries like Germany and the Netherlands have been much
:04:44. > :04:47.better at getting young people from mid to high grade technical
:04:48. > :04:52.qualifications. This money is going into backing some quite big changes
:04:53. > :04:57.in England. In a few years of' time a 16-year-old wanting to do
:04:58. > :05:02.vocational training will choose from one of 15 routes. They will include
:05:03. > :05:06.maps and traditional skills and more training on top of that specific to
:05:07. > :05:11.industries like catering, finance and engineering. But how far can
:05:12. > :05:16.despite hundred million pounds go towards plugging the skills gap.
:05:17. > :05:20.Overall in the grand scheme of public spending it is a pretty
:05:21. > :05:25.modest amount of money, but it has received a warm welcome from further
:05:26. > :05:29.education colleges. For the last 20 years and further education has
:05:30. > :05:35.lagged behind schools in terms of investment, they have not kept up.
:05:36. > :05:40.So independent economists at the Institute for Fiscal Studies says if
:05:41. > :05:44.you look at that up to 2020, that amounts to 13% less for every single
:05:45. > :05:48.The White House has asked the US Congress to investigate allegations
:05:49. > :05:51.that the Obama Administraion tapped Donald Trump's telephones in the run
:05:52. > :05:55.President Trump made the claims in a series of tweets but they've
:05:56. > :05:58.been dismissed as false by a spokesman for Barack Obama.

:11:03. > :11:07.the smart meter and the reading is ?7,000 on it and I have only put on
:11:08. > :11:11.the dishwasher and washing machine. I contacted SSE on Twitter and I
:11:12. > :11:18.e-mailed them through my apt to account. I got no response back from
:11:19. > :11:23.them. My faith in my reader is dwindling by the second. SSE said
:11:24. > :11:27.that a small number of customers were seeing inaccurate information
:11:28. > :11:31.due to an issue with software. Customers should rest assured that
:11:32. > :11:36.their billing is completely unaffected. Andre has one of the 5
:11:37. > :11:41.million smart meters that have already been installed in British
:11:42. > :11:46.homes. By the end of the decade every single household should have
:11:47. > :11:51.one at a total cost of ?11 billion. Apart from giving you exact bills,
:11:52. > :11:55.smart meters are designed to encourage the Internet of things.
:11:56. > :11:59.When they work they are also supposed to enable quicker and
:12:00. > :12:04.easier switching between suppliers. The smart meter roll-out has already
:12:05. > :12:07.been beset with delays, but this weekend's wildly inaccurate readings
:12:08. > :12:10.will probably push the embarrassment gauge well into the red.
:12:11. > :12:15.A memorial is to be built in northern France to honour British
:12:16. > :12:17.soldiers and sailors who died during the D-day landings
:12:18. > :12:20.The government is to contribute ?21 million towards the monument
:12:21. > :12:23.that will be near the beaches on which the Normandy

:12:51. > :12:53.On each beach, there was roughly 1200 on each beach that were killed,

:13:26. > :13:29.for a memorial and now the government have backed that call. It
:13:30. > :13:33.is early days for the memorial, but one possible designer is the man
:13:34. > :13:37.behind this moving tribute to the crews of Bomber Command. The
:13:38. > :13:40.monument will be in one of the seaside towns that saw heavy
:13:41. > :13:47.fighting. George Batten is delighted. It means everything
:13:48. > :13:49.really. All of us who came that have lived our lives, but our friends and
:13:50. > :13:55.colleagues who were left behind had nothing. The hope is the memorial
:13:56. > :13:58.can be completed in time for the 75th anniversary of the landings in

:15:21. > :15:26.Achilles whilst Tony Bellew later revealed he broke his hand. But the
