:00:20. > :00:23.The music world is paying tribute to Chuck Berry -

:00:24. > :00:26.the guitarist and songwriter who, for many, invented rock and roll -

:00:27. > :00:32.The Rolling Stones' Mick Jagger said Berry had been an inspiration

:00:33. > :00:36.who had lit up his teenage years and blew life into the Stones'

:00:37. > :00:42.David Sillito looks back at his life.

:00:43. > :00:44.# Deep down in Louisiana close to New Orleans

:00:45. > :00:47.# Way back up in the woods among the evergreen

:00:48. > :00:49.# There stood a log cabin made of earth and wood

:00:50. > :00:52.# Where lived a country boy named Johnny B Goode...#

:00:53. > :01:04.# It's a jumpin' little record I want my jockey to play...#

:01:05. > :01:09.If any one person could claim to have invented rock'n'roll,

:01:10. > :01:14.# Maybellene, why can't you be true...#

:01:15. > :01:18.His formula - take rhythm and blues, mix it with country and add electric

:01:19. > :01:22.guitar, and sing about the stuff that teenagers care about.

:01:23. > :01:25.Half of the young people go to school.

:01:26. > :01:30.Half of the people have cars, I wrote about cars and mostly

:01:31. > :01:35.all the people, if they're not now, they'll soon be in love.

:01:36. > :01:37.Charles Berry was born in St Louis, Missouri.

:01:38. > :01:40.As a teenager, he spent time in prison for armed robbery,

:01:41. > :01:42.he married young, trained as a hairdresser

:01:43. > :01:50.It was Muddy Waters who suggested he record a song

:01:51. > :01:58.Of course, he was only one of many rock'n'roll pioneers.

:01:59. > :02:00.And another spell in prison, a conviction for immorality

:02:01. > :02:05.with a 14-year-old girl, halted his career.

:02:06. > :02:08.# Up in the mornin' and out to school #

:02:09. > :02:10.When he re-emerged, he discovered that his sound

:02:11. > :02:14.He was, though, something of a loner.

:02:15. > :02:17.He would often turn up and play with whoever was around.

:02:18. > :02:20.Sometimes, he wouldn't even hand out a set list.

:02:21. > :02:23.He knew everyone would know the songs.

:02:24. > :02:26.And he wasn't always easy to get on with,

:02:27. > :02:29.as his fan, Keith Richards, found out.

:02:30. > :02:32.I've been living for 60 years with it!

:02:33. > :02:37.But is it going to be here, after we're

:02:38. > :02:45.But, as John Lennon said, if you wanted to give rock'n'roll

:02:46. > :02:54.another name, you might call it Chuck Berry.

:02:55. > :02:58.Chuck Berry, who has died at the age of 90.

:02:59. > :03:01.The NHS is facing a "mission impossible" to meet the standards

:03:02. > :03:04.and targets required by the Government,

:03:05. > :03:06.that's according to the organisation which represents health

:03:07. > :03:12.For the first time, NHS providers says the money allocated

:03:13. > :03:16.for the next financial year beginning in April is not enough

:03:17. > :03:20.to meet growing patient demand and will make it difficult if not

:03:21. > :03:22.impossible to meet targets like A waiting times.

:03:23. > :03:29.It's been a winter of unprecedented strain on the NHS,

:03:30. > :03:31.with hospitals full - or close to it - and patient

:03:32. > :03:37.The Budget earlier this month included new funding for social care

:03:38. > :03:40.and investment in A units in England.

:03:41. > :03:44.NHS providers representing hospitals and other trusts said that may ease

:03:45. > :03:47.some of the pressure, but there'll still be a yawning gap

:03:48. > :03:52.in the resources needed just to keep services ticking over.

:03:53. > :03:55.This is the first time in recent NHS history that trusts are saying

:03:56. > :03:58.they cannot deliver the key accident and emergency and elective surgery

:03:59. > :04:03.That's before the year has even started.

:04:04. > :04:06.That's the first time ever that's actually happened.

:04:07. > :04:14.The warning comes after the Health Secretary, Jeremy Hunt,

:04:15. > :04:16.said hospitals in England should get back to the target of seeing

:04:17. > :04:20.or assessing 95% of patients in A within four hours.

:04:21. > :04:24.It's not going to be overnight, but it is essential.

:04:25. > :04:27.I am expecting the NHS to return to that target during the course

:04:28. > :04:35.But NHS providers say it's unprecedented to warn,

:04:36. > :04:38.even before the financial year begins, that, on current planned

:04:39. > :04:44.budgets, the A standard and others can't be met.

:04:45. > :04:46.The organisation says there will be big increases in the number

:04:47. > :04:50.of patients in England who lose out because key targets are missed,

:04:51. > :04:53.with 1.8 million waiting more than four hours in A and 100,000

:04:54. > :04:59.waiting more than 18 weeks for routine surgery.

:05:00. > :05:01.The Department of Health said the comments fail to acknowledge

:05:02. > :05:05.that the NHS has a strong plan to improve performance and that

:05:06. > :05:08.staff were working hard to treat thousands more people each year

:05:09. > :05:18.North Korea's state media says its military has tested a new

:05:19. > :05:21.The announcement came during a visit to China

:05:22. > :05:23.by the US Secretary of State, Rex Tillerson.

:05:24. > :05:28.Mr Tillerson told China's president, Xi Jinping, that President Trump

:05:29. > :05:30.looks forward to enhancing understanding between

:05:31. > :05:37.A one-year-old boy has died and his twin sister

:05:38. > :05:40.is in a critical condition after they were found with serious

:05:41. > :05:44.Police, who were called to a flat in Finsbury Park,

:05:45. > :05:46.are trying to find out what happened.

:05:47. > :05:52.Victims of sexual assault and rape will no longer have to go

:05:53. > :05:55.through the ordeal of giving evidence in court under changes

:05:56. > :05:59.being brought forward by the Justice Secretary, Liz Truss.

:06:00. > :06:01.From September, the cross-examination of alleged victims

:06:02. > :06:05.will be pre-recorded and played to the jury.

:06:06. > :06:08.It follows a trial involving child victims who said the system made

:06:09. > :06:14.them feel less pressured and better able to recall events.

:06:15. > :06:16.The Liberal Democrat leader, Tim Farron, has accused Theresa May

:06:17. > :06:20.of pursuing nationalist and protectionist policies that

:06:21. > :06:23.will badly damage Britain when it leaves the EU.

:06:24. > :06:26.He's told his party's spring conference Mrs May's decision

:06:27. > :06:29.to seek a hard Brexit wasn't what people had voted

:06:30. > :06:36.If I were a business person, who had given money to today's

:06:37. > :06:40.Conservative Party, I would demand my money back.

:06:41. > :06:45.You were sold a free-market, international, pro-business party.

:06:46. > :06:48.What you got is protectionism, nationalism, economic vandalism.

:06:49. > :06:54.Stuart Flinders is in York where the conference is being held

:06:55. > :07:05.Tim Farron seeming to be positioning himself to be attractive as the Lib

:07:06. > :07:10.Dems to some Tory voters who are not happy with the way Theresa May was

:07:11. > :07:14.handling Brexit? That was the pitch for the business vote but he is

:07:15. > :07:18.appealing more widely to voters on the centre-left. The Lib Dems only

:07:19. > :07:22.have nine seats in parliament but they point to the fact that

:07:23. > :07:27.membership is higher now than it has been the 20 years and there was a

:07:28. > :07:30.surge in members during the time of the European referendum and the

:07:31. > :07:34.election of Donald Trump and they say that a significant. He painted a

:07:35. > :07:39.stark picture of change across the world today and he positioned the

:07:40. > :07:46.Conservatives under Theresa May as part of an emerging consensus on the

:07:47. > :07:49.political right characterised by nationalism, authoritarianism and

:07:50. > :07:54.protectionism. He compared Theresa May to Vladimir Putin and Donald

:07:55. > :07:58.Trump, and threw in the name of Marine Le Pen, the French National

:07:59. > :08:04.Front for good measure. The point is his party, in this country at least,

:08:05. > :08:05.has become the home in absence of effective opposition from Labour of

:08:06. > :08:09.the disillusioned. Thank you. The RAC is warning most drivers

:08:10. > :08:11.buying new cars will face increased Among the worst hit will be those

:08:12. > :08:15.purchasing greener, more environmentally-friendly hybrid

:08:16. > :08:18.vehicles - some of which will attract road tax -

:08:19. > :08:22.or vehicle excise duty, as it's now formally known -

:08:23. > :08:24.for the first time, as our business correspondent

:08:25. > :08:34.Joe Lynam explains. Car drivers were encouraged to go

:08:35. > :08:39.green by Gordon Brown in the early 2000s. He wanted us to drive cars

:08:40. > :08:44.with low carbon emissions in return for paying less road tax and in some

:08:45. > :08:50.cases nothing. But from next month that's about to change with road tax

:08:51. > :08:55.increasing for new, greener cars. Most cars bought from April the 1st

:08:56. > :09:00.will pay an initial charge depending on their emissions and then ?140

:09:01. > :09:07.after that every year. It means hybrid cars will have to pay ?130 in

:09:08. > :09:12.road tax, and cars costing ?40,000 or more will face an additional

:09:13. > :09:17.premium, but luckily new duties will have no effect on cars already on UK

:09:18. > :09:21.roads. Already we are hearing dealerships have been very busy in

:09:22. > :09:25.the build-up to this change, people are trying to get in there before

:09:26. > :09:34.they will be hit by the extra cost, but we are expecting afterwards

:09:35. > :09:38.there to be a lull, particularly hitting hybrid car sales. The

:09:39. > :09:41.Government says the new vehicle excise duty will be fair to

:09:42. > :09:45.motorists, good for the environment and improve air quality by

:09:46. > :09:49.encouraging the take-up of cleaner vehicles. This is a plug-in hybrid

:09:50. > :09:54.vehicle which means when it is running on its battery it doesn't

:09:55. > :09:58.emit any noxious gases at all but if you buy this vehicle from people you

:09:59. > :10:04.will be paying ?440 per year more than if you bought it today. Some

:10:05. > :10:06.people believe that will dis- incentivise people from buying green

:10:07. > :10:08.cars. You can see more on all of today's

:10:09. > :10:12.stories on the BBC News Channel. The next news on BBC

:10:13. > :10:28.One is at 5.30pm. Hello, it is fair to say it has been

:10:29. > :10:32.pretty mild across much of the country this weekend. We have had a

:10:33. > :10:35.lot of cloud and outbreaks of rain, it is looking pretty soggy through

:10:36. > :10:40.Central parts of the UK through this morning as it has been across parts
