:03:03. > :03:05.take a guitar and Chuck Berry uses these riffs, these wonderful

:03:06. > :03:10.introductions in a way that Keith Richards learned, as he himself

:03:58. > :04:02.died at the age of 90. The NHS is facing a 'mission

:04:03. > :04:04.impossible' to meet the standards and targets required

:04:05. > :04:06.by the Government. That's according to the organisation

:04:07. > :04:08.which represents health For the first time, NHS Providers

:04:09. > :04:15.says the money allocated for the next financial year -

:04:19. > :04:22.patient demand and will make it difficult, if not impossible,

:04:23. > :04:24.to meet targets such It's been a winter of unprecedented

:04:25. > :04:35.strain on the NHS with hospitals full, or close to it,

:04:36. > :04:38.and patient demand on the increase. The budget earlier this

:04:39. > :04:40.month included new funding for social care and

:04:41. > :04:44.investment in A units in England. NHS Providers representing hospitals

:04:45. > :04:50.and other trusts says that may ease some of the pressure

:04:51. > :04:53.but there will still be a yawning gap in the resources needed just

:04:54. > :04:56.to keep services ticking over. This is the first time

:04:57. > :04:58.in recent NHS history that trusts are saying they cannot

:04:59. > :05:01.deliver the key accident and emergency and elective surgery

:05:02. > :05:03.targets and hit financial balance, and that's before the year

:05:09. > :05:14.Secretary Jeremy Hunt says hospitals in England should get back

:05:15. > :05:16.to their target of seeing or assessing 95% of patients in A

:10:31. > :10:35.children's mother screaming that her babies had been hurt. I asked her,

:10:36. > :10:39.can I help you? Do you want me to call the police or the ambulance for

:10:40. > :10:45.you? She didn't say anything and I asked her, what's wrong? What's

:10:46. > :10:49.happened? She just said, my kids, and she was crying. Officers are

:10:54. > :10:57.father. The police say the 33-year-old was at the flat just

:10:58. > :11:02.before the twins were found and left before the police arrived. I would

:13:16. > :13:18.the incentives for buying them will have been taken away.

:13:19. > :13:24.From April the 1st most cars will pay an initial charge depending on

:13:25. > :13:29.their emissions, and then ?140 a year after that. Hybrid cars will

:13:30. > :13:32.get a ?10 rebate but still pay ?130 compared with nothing at the moment

:13:33. > :13:38.and cars costing ?40,000 or more will face an additional premium. The

:13:39. > :13:44.new duties will have no affect on cars already on UK roads. The

:13:45. > :13:48.Government insists that the new Vehicle Excise Duty will be fair to

:13:49. > :13:53.motorists and improve air quality by encouraging the take-up of cleaner

:13:54. > :13:58.vehicles. But will the new charges deter drivers are already on cars

:13:59. > :14:02.with low CO2 emissions? I think it's probably a good idea to try and

:14:03. > :14:04.encourage people to buy environmentally friendly vehicles if

:14:05. > :14:09.at all possible so I would suggest it is better to charge lower road

:14:14. > :14:17.to charge more tax? Ridiculous. It would be the environment I would be

:14:18. > :14:20.worried about. This is a plug-in hybrid vehicle meaning when it is

:14:21. > :14:24.running on its battery it doesn't emit any noxious gases at all but if

:14:25. > :14:30.you buy this vehicle from April you'll be paying ?440 a year more

:14:31. > :14:35.than if you bought it today. Some believe that that will dis-
