:00:45. > :00:50.homes The imposing rock at the mouth of the Mediterranean has been in

:00:51. > :00:55.British hands since 1713. Its fortified low case ten miles from

:00:56. > :00:58.north Africa's coast's made it a key strategic base for Britain's

:00:59. > :01:01.military, as well as home to 30,000 British subjects. The outpost shares

:01:02. > :01:04.a border with Spain which has long sought to reclaim it, but this week,

:01:05. > :01:10.Theresa May made it clear that would not happen as part of Brexit. But

:01:11. > :01:14.yesterday, just two days after that Commons statement, the EU's draft

:01:15. > :01:17.Brexit negotiating guidelines were issued, including this clause, which

:01:18. > :01:22.said: No future agreements between the EU and the United Kingdom may

:01:23. > :01:25.apply to Gibraltar without the kingdom of Spain's approval. Some

:01:26. > :01:30.say Spain is trying to exploit Brexit. Every country looks to look

:01:31. > :01:36.after its own interests and this is what Spain is now trying to do over

:01:37. > :01:40.Gibraltar. It's absolutely wrong that any future Free Trade

:01:41. > :01:44.Agreement, any future security, bilateral arrangements, or anything

:01:45. > :01:47.else, should depend on Britain giving some concession to Madrid

:01:48. > :01:55.over Gibraltar. In Gibraltar, officials are furious. We are not

:01:56. > :02:03.going to be a pawn in Brexit, we want the culprits of Gibraltar. We

:02:04. > :02:07.are the partner of the EU and we are the ones walking away, but we are

:02:08. > :02:11.not responsible for that. Triggering the Article 50 process leaving for

:02:12. > :02:14.Britain didn't include reference to Gibraltar and some critics say it

:02:15. > :02:18.should have. What this perhaps underlines is the challenge facing

:02:19. > :02:21.Britain as it begins negotiating as a single nation against 27, each of

:02:22. > :02:24.which have their own vested interests. Matt Cole, BBC News.

:02:25. > :02:37.Why do you think Spain are making this move? Some are thinking perhaps

:02:38. > :02:39.they have seen an opportunity, the sequencing of the Brexit

:02:40. > :02:44.negotiations, the announcing of it on Friday. The idea is that the

:02:45. > :02:48.divorce talks come first, then the trade negotiations on a future trade

:02:49. > :02:53.deal. Enit comes to the negotiations, Britain may have

:02:54. > :02:57.leverage over spin because Spain wants to protect its interests, like

:02:58. > :03:01.Santander for example. So Spain seeking to get the deal done on

:03:02. > :03:04.Gibraltar, if it can, seeing an opportunity during the Brexit

:03:05. > :03:10.divorce negotiations in that section as they deal with it. It remains as

:03:11. > :03:15.only draft plans at the moment. Whether the rest of the EU will back

:03:16. > :03:19.Spain in its defire for this and whether Britain will hold the line

:03:20. > :03:21.and keep Gibraltar as it has done for 300 years.

:03:22. > :03:23.Thousands of households on high incomes have received taxpayers'

:03:24. > :03:27.money to buy a home according to official figures.

:03:28. > :03:30.They reveal that the Help to Buy scheme which offers subsidies

:03:31. > :03:33.to buyers has helped four thousand households in England

:03:34. > :03:36.earning more than ?100,000 a year to purchase a home.

:03:37. > :03:41.Our Business Correspondent Joe Lynam reports.

:03:42. > :03:48.Introduced four years ago when the UK economy simply wasn't growing at

:03:49. > :03:51.awe, the Help To Buy scheme aimed to stoke up house building and help

:03:52. > :03:56.mostly first time buyers get on the ladder. Since then, 250,000 people

:03:57. > :04:00.have bought property using the Help To Buy schemes. But research by

:04:01. > :04:05.Labour soots that existing homeowners have wealthy households

:04:06. > :04:10.have benefitted as well. Using official data research found that

:04:11. > :04:15.around 4,000 households in England earning more than ?100,000 used the

:04:16. > :04:18.Help To Buy equity loan scheme and 20,000 households used it even

:04:19. > :04:23.though they weren't even first-time buyers. This scheme in place playing

:04:24. > :04:29.valuable part in helping people get into the housing market for the

:04:30. > :04:32.first time should only be there for first-time buyers and shouldn't be

:04:33. > :04:37.there for people earning over ?100,000 a year, it just doesn't

:04:38. > :04:41.make sense. The Help To Buy equity loan scheme offers buyers up to a

:04:42. > :04:46.fifth of the cost of a new build home so they only need to provide a

:04:47. > :04:50.5% deposit. The Government says almost 400,000 people have been

:04:51. > :04:56.helped and 8.6 billion pounds has been promised for it in England

:04:57. > :05:00.until 2021. When lenders now once again are not scared about falling

:05:01. > :05:03.house prices and are prepared to advance money to people who want to

:05:04. > :05:07.buy homes. The question is, has it now gone on for too long and is it

:05:08. > :05:11.now arted officially pushing up house prices, particularly those of

:05:12. > :05:16.new build homes? The fact that the Help To Buy scheme's helped existing

:05:17. > :05:22.and sometimes wealthy households will worry some economists. They've

:05:23. > :05:25.long seen concerns about consumer endebtedness, rising house prices

:05:26. > :05:30.and savings at Savage an all-time record low. If the cost-of-living

:05:31. > :05:36.continues to rise as it has in recent weeks and months, that'll

:05:37. > :05:37.make the problem even worse, Joe linen, BBC News.

:05:38. > :05:41.BBC News has learned that only 5% of prison staff in England and Wales

:05:42. > :05:44.will get new pay allowances of up to ?5,000.
