:00:21. > :00:26.The government has said that Britain will defend the interests

:00:27. > :00:28.of Gibraltar in the Brexit negotiations, following warnings

:00:29. > :00:31.that Spain is attempting to use the process to pursue its claim

:00:32. > :00:36.The EU has suggested that a Brexit deal won't cover Gibraltar

:00:37. > :00:38.without a separate agreement between London and Madrid.

:00:39. > :00:42.Labour say it's vital the people of Gibraltar aren't

:00:43. > :00:43.used as a "bargaining chip" in negotiations.

:00:44. > :00:57.Could this rock, looming from the Mediterranean, threaten Britain's

:00:58. > :01:01.future relationship with EU? Gibraltar's been in British hands

:01:02. > :01:05.for more than 300 years but it voted almost unanimously to remain in the

:01:06. > :01:10.EU, giving Spain of taking the territory back. Just this week,

:01:11. > :01:14.Theresa May said that wouldn't happen. We are absolutely steadfast

:01:15. > :01:19.in our support of Gibraltar and its people and its economy. Our position

:01:20. > :01:23.has not changed. But the European Council's position has changed and

:01:24. > :01:27.in its draft negotiating guidelines, it says, after the UK leads the

:01:28. > :01:31.union, no agreement between the Unite -- between EU and the UK may

:01:32. > :01:36.apply to the territory of Gibraltar without the agreement between the

:01:37. > :01:40.kingdom of Spain and the UK. And giving Spain veto rights could mean

:01:41. > :01:45.choppy waters ahead. Spain hasn't been shy of confronting Britain in

:01:46. > :01:49.the past, here over fishing rights of the Gibraltar Coast. Now its

:01:50. > :01:54.demands on the territory could be part of any future EU- UK trade

:01:55. > :01:58.deal. These are draft guidelines but already we see Spain making the

:01:59. > :02:01.moves that people expect she might have made at five minutes to

:02:02. > :02:04.midnight with an agreement ready, she is doing now, and frankly, I

:02:05. > :02:10.think it is singling out Gibraltan fairly. But Middridge dove has --

:02:11. > :02:14.does have a list of grievances like Djibril Sow's low tax economy,

:02:15. > :02:17.enabling the smuggling of cheap cigarettes into Spain. Brexit may

:02:18. > :02:23.just have given the Spanish more leverage on that and the big

:02:24. > :02:27.question of sovereignty. Spain must have tried something like 12 times

:02:28. > :02:31.to conquer or takeover Gibraltar. This is something that many people

:02:32. > :02:37.in Spain want. It is a matter of national pride to have Gibraltar

:02:38. > :02:41.back. The letter triggering Article 50 in the Brexit process made no

:02:42. > :02:45.mention of Gibraltar. Some say it should have. It was not just it did

:02:46. > :02:49.not mention Gibraltar. It was that it only talked about one land border

:02:50. > :02:53.where the negotiations cover tee land borders. It also made reference

:02:54. > :02:58.to government in terms that did not include the fact there are, you

:02:59. > :03:05.know, Gibraltar has a government as well. The overwhelming majority of

:03:06. > :03:07.people in Gibraltar want to stay British and I think on that basis,

:03:08. > :03:10.we will respect the sovereignty of the people of Gibraltar, respect

:03:11. > :03:14.their decision and respect the negotiating process. A process which

:03:15. > :03:17.Spain wants Gibraltar to be a part of. Richard Lister, BBC News.

:03:18. > :03:20.Our political correspondent Iain Watson is in Westminster.

:03:21. > :03:27.Why wasn't Gibraltar mentioned in Theresa May's letter? I have to tell

:03:28. > :03:30.you, you are not the only person asking that question. Certainly

:03:31. > :03:34.British members of the European Parliament I have spoken to are

:03:35. > :03:36.raising it and a House of Lords committee suggested Gibraltar might

:03:37. > :03:40.have been a bit of an afterthought and even Spanish politicians, who

:03:41. > :03:44.are both surprised and delighted it was not mentioned in the Prime

:03:45. > :03:47.Minister's letter. The answer is straightforward that the government

:03:48. > :03:55.said they never, ever believed that the sovereignty of Gibraltar would

:03:56. > :03:57.be part of the negotiations with the EU and tonight, are stressing, to

:03:58. > :03:59.coin a phrase, their rock-solid support for Gibraltar but I

:04:00. > :04:02.understand the issue will be raised on Wednesday in the European

:04:03. > :04:05.Parliament. Nonetheless, the Prime Minister's critics say this shows

:04:06. > :04:06.she was not prepared enough for the complexity of the negotiations that

:04:07. > :04:09.lie ahead. Thank you for joining us. The Help To Buy scheme was meant

:04:10. > :04:12.to support lower-wage earners But it's emerged thousands

:04:13. > :04:17.of families on high incomes have also benefited,

:04:18. > :04:21.as Joe Lynam now reports. But for the government's Help To Buy

:04:22. > :04:25.scheme, Lena Hannon and her husband would have needed an additional five

:04:26. > :04:28.to ten years before they could She does worry, though,

:04:29. > :04:33.that some high earners are also It does bother me a bit that some

:04:34. > :04:39.people that don't really need But to be fair, I think

:04:40. > :04:46.that the fact that the scheme was able to help people like me,

:04:47. > :04:50.and I know that a lot of people benefited from this scheme,

:04:51. > :04:55.it makes me feel happy. Introduced four years ago

:04:56. > :04:57.to encourage house-building and help mostly first-time buyers get

:04:58. > :05:02.on the ladder, 250,000 people have bought property

:05:03. > :05:05.using the Help To Buy schemes. But research suggests that existing

:05:06. > :05:08.homeowners from wealthy households Using official data,

:05:09. > :05:18.research found that around 4000 households in England earning more

:05:19. > :05:24.than ?100,000 used to the Helped To Buy equity loan

:05:25. > :05:26.scheme, and 20,000 households used it even though they weren't

:05:27. > :05:28.even first-time buyers. This scheme, in place,

:05:29. > :05:30.playing a valuable part in helping people get into the housing market

:05:31. > :05:33.for the first time, should only be there for first-time buyers,

:05:34. > :05:35.and really shouldn't be there for people who are earning

:05:36. > :05:39.over ?100,000 per year. The Help To Buy equity loan scheme

:05:40. > :05:46.offers buyers up to a fifth of the cost of a new-build home

:05:47. > :05:49.so they only need to The government says almost 400,000

:05:50. > :05:54.people have been helped and ?8.6 billion has been promised

:05:55. > :06:01.for it in England until 2021. The fact that the Help To Buy

:06:02. > :06:03.scheme has helped existing and sometimes wealthy households

:06:04. > :06:08.will worry some economists. They have long seen concerns

:06:09. > :06:12.about consumer indebtedness, rising house prices and savings

:06:13. > :06:17.at an all-time record low. If the cost of living

:06:18. > :06:19.continues to rise as it has in recent weeks and months,

:06:20. > :06:21.that will make the BBC News has learned that only 5%

:06:22. > :06:29.of prison staff in England and Wales will be entitled to new pay

:06:30. > :06:33.allowances of up to ?5,000. The payments were announced by the

:06:34. > :06:36.Ministry of Justice two months ago. They were aimed at tackling claims

:06:37. > :06:40.that low pay and morale had led The Prison Officers' Association has

:06:41. > :06:44.described the situation A mudslide in southern Colombia has

:06:45. > :06:50.killed more than 100 people Swollen rivers and heavy rains sent

:06:51. > :06:55.mud onto homes and roads Whole neighbourhoods are feared to

:06:56. > :07:06.have been swept away. Nottinghamshire Police

:07:07. > :07:08.are appealing for help finding a woman who's suspected

:07:09. > :07:10.of abducting her two young sons. It comes after a family court warned

:07:11. > :07:13.that Samantha Baldwin, who's 42, This is Samantha Baldwin,

:07:14. > :07:22.not seen since Monday. She is believed to have

:07:23. > :07:25.abducted her two sons in the hours after a court ordered they be

:07:26. > :07:29.removed from her care. The police say nine-year-old Louis

:07:30. > :07:33.and six-year-old Dylan are at risk of harm from her and they are asking

:07:34. > :07:39.the public to help find them. Samantha went missing, having left

:07:40. > :07:42.court shortly after 11am. We are working on the notion

:07:43. > :07:48.that they remain together. We are concerned that Samantha poses

:07:49. > :07:52.a risk to the boys and we have a 100-strong team of dedicated

:07:53. > :07:54.officers working around the clock to trace her and return

:07:55. > :07:57.the children safely. The two boys have been

:07:58. > :08:00.made wards of court. Samantha Baldwin was last

:08:01. > :08:05.seen here in Nottingham The police are not ruling out

:08:06. > :08:10.the possibility that somebody else might be involved

:08:11. > :08:16.and could be harbouring her. Two women arrested on suspicion

:08:17. > :08:19.of assisting an offender have now In the Premier League, Liverpool

:08:20. > :08:31.have won today's Merseyside derby. The victory over Everton moves them

:08:32. > :08:35.up to third place in the table, Difficult to imagine,

:08:36. > :08:41.now, but this corner They were Anfield's original

:08:42. > :08:46.occupants in the 19th century. In the 21st, they have become

:08:47. > :08:48.overly obliging guests. No one in blue interrupted

:08:49. > :08:51.Sadio Mane until he Liverpool's problems

:08:52. > :08:57.lie at the other end. The red guard left their posts

:08:58. > :09:00.and there was young Matthew Pennington from Warrington

:09:01. > :09:05.for Everton, his first for the club. But Anfield groans would,

:09:06. > :09:08.within minutes, turn to gasps. Philippe Coutinho has

:09:09. > :09:10.tailored his reputation with moments of such

:09:11. > :09:15.silk, masterfully measured. Despite such style, the Reds

:09:16. > :09:17.often flirt with danger. Then Mane, their top

:09:18. > :09:22.scorer, went off injured. But there is a reason

:09:23. > :09:25.James Bond is a Liverpool fan. For all the risks and mishaps,

:09:26. > :09:28.they specialise in thrilling Daring Divock Origi this time,

:09:29. > :09:34.goal 009 of the season. Liverpool briefly shaken,

:09:35. > :09:40.then stirred, and are now in third. Now, you may remember the story

:09:41. > :09:48.of the brightly-coloured car that's causing consternation in certain

:09:49. > :09:50.quarters for spoiling the view in the picturesque

:09:51. > :09:54.Cotswold village of Bidbury. Its elderly owner Peter Maddox

:09:55. > :09:56.was criticised for parking Today, a 100-strong convoy

:09:57. > :10:04.of fellow yellow car owners from around Britain have driven

:10:05. > :10:08.through the village in a very bright We are back with the

:10:09. > :10:18.late news at 10:15pm. Now on BBC1, it's time

:10:19. > :10:20.for the news where you are.
