:00:00. > :00:09.Tonight at 10pm, Turkey votes yes to constitutional changes that

:00:10. > :00:15.will concentrate power in the hands of President Erdogan.

:00:16. > :00:18.He can now dissolve Parliament and abolish the role

:00:19. > :00:20.of Prime Minister, but says the country will enjoy

:00:21. > :00:29.TRANSLATION: This is a success, it is a victory for Turkish people,

:00:30. > :00:34.Turkish economy and for Turkey as a whole.

:00:35. > :00:37.But it was a narrow victory, with opponents saying the country

:00:38. > :00:46.America says it's working on a range of options with China

:00:47. > :00:50.to resolve the crisis over North Korea's weapons programmes.

:00:51. > :00:53.The number of people killed in a bomb attack on a civilian

:00:54. > :00:59.convoy in Syria has risen to 126, most of them children.

:01:00. > :01:02.Parents are calling for better special-needs teaching, as unions

:01:03. > :01:08.warn that budget cuts are depriving children of support.

:01:09. > :01:10.And, Vettel's victory in the Bahrain Grand Prix gives him

:01:11. > :01:33.a clear lead over Lewis Hamilton in Formula 1.

:01:34. > :01:39.Turkey's President Recep Tayyip Erdogan has declared victory

:01:40. > :01:42.in a controversial referendum granting him sweeping new powers.

:01:43. > :01:44.He said tonight that the country had opened

:01:45. > :01:51.But opponents say the result amounts to one-man rule,

:01:52. > :01:53.with the President now able to abolish the role

:01:54. > :01:57.of Prime Minister and, if necessary, dissolve Parliament.

:01:58. > :01:59.It was a close vote, with widespread support

:02:00. > :02:01.for the constitutional changes in rural areas, but with many

:02:02. > :02:03.rejecting the proposals in the bigger cities, including

:02:04. > :02:07.Opponents are alleging voting fraud and say they'll

:02:08. > :02:19.Tonight, the victors were out in force, celebrating as though

:02:20. > :02:30.In fact, here in Istanbul and in Turkey's two other largest

:02:31. > :02:33.cities, Izmir and in Ankara, the capital, the No campaign seemed

:02:34. > :02:42.The worry is that the result has been too narrow

:02:43. > :02:55.The fact is that there is a big underlying level

:02:56. > :03:04.of nervousness and anger here, which, really, the result of this

:03:05. > :03:08.referendum being so close hasn't done anything to calm down.

:03:09. > :03:12."Tayip Erdogan will be a world leader, God willing", says this man.

:03:13. > :03:22.However slight his majority in the referendum, President Erdogan

:03:23. > :03:26.has taken the decision to push through his far reaching

:03:27. > :03:34.constitutional changes and deal with any consequences.

:03:35. > :03:44.Today, the decision made by the Turkish public is historic, this is

:03:45. > :03:47.not an ordinary day, it is a very serious change for the future after

:03:48. > :03:55.K. -- the future of Turkey. They chanted "bring back the death

:03:56. > :04:01.penalty" and he seemed His argument all along has been that

:04:02. > :04:05.only a really strong presidency can galvanise Turkey

:04:06. > :04:09.into being successful and wealthy. So he is getting rid

:04:10. > :04:11.of the old constitution's He is giving himself the power

:04:12. > :04:19.to hire and fire the country's judges and he has made it possible

:04:20. > :04:22.for himself to stay There had been one or two small

:04:23. > :04:28.opposition demonstrations but he stamped down so hard

:04:29. > :04:33.on his opponents in recent years that they are reluctant to come

:04:34. > :04:35.out onto the streets The Yes campaign may not

:04:36. > :04:44.have won the popular vote in the capital,

:04:45. > :04:46.Ankara, but tonight it held its celebrations, all carefully

:04:47. > :04:50.choreographed in advance. This has been indeed a day

:04:51. > :04:54.on which history was made. But it is likely to cut Turkey off

:04:55. > :04:57.further from its old allies What we have seen today seems

:04:58. > :05:02.like a major change of course. John, this appears to be

:05:03. > :05:08.a fairly narrow victory. How is he going to bring

:05:09. > :05:20.the country together now? Actually, I really do not think that

:05:21. > :05:27.he wants to bring people together very much, after all he has won this

:05:28. > :05:33.narrow victory by demonising his opposition, Stirling and quite a lot

:05:34. > :05:36.of anger and sometimes a certain degree of violence in the country

:05:37. > :05:42.and they do not think he is going to say, you have your viewpoint which

:05:43. > :05:47.we are prepared to listen to. I think he is going to carry on,

:05:48. > :05:51.forcing it through as he forced the referendum through. As for the

:05:52. > :05:59.opposition, what do they do? You would have expected them to be right

:06:00. > :06:03.here in the centre of Istanbul, where there have been so many

:06:04. > :06:10.demonstrations over such a long period. There is absolutely nobody

:06:11. > :06:15.here whatsoever. It looks as though the opposition, for the time being,

:06:16. > :06:19.is simply stunned by their failure to win. Most people in the

:06:20. > :06:27.opposition thought that they would just make it. What do they do? Well,

:06:28. > :06:31.I think a lot of people are going to leave the country, they will go to

:06:32. > :06:38.the West in different ways and I think they are going to... The last

:06:39. > :06:46.big demonstration by the opposition here once in 2013. And that was

:06:47. > :06:53.followed by death and a large amount of injury and I think the stuffing

:06:54. > :06:55.has gone out of the opposition altogether. John, many thanks for

:06:56. > :07:00.that. John Simpson in Istanbul. America says it's working

:07:01. > :07:03.on a "range of options" with China amid rising tensions over

:07:04. > :07:05.North Korea's nuclear Pyongyang attempted to test fire

:07:06. > :07:08.what's thought to be a medium-range missile this weekend from a base

:07:09. > :07:11.in the Shinpo region on the east coast, but it blew up

:07:12. > :07:13.shortly after take-off. The launch is being seen

:07:14. > :07:15.as a provocation, coming shortly before the US

:07:16. > :07:18.Vice President Mike Pence Our correspondent, John Sudworth,

:07:19. > :07:24.is in the North Korean capital, where his movements are being

:07:25. > :07:29.monitored and tightly controlled. This flower show, like almost

:07:30. > :07:32.everything else in North Korea, And this display is in

:07:33. > :07:42.honour of their abiding Isn't it a little strange to have

:07:43. > :07:51.rockets and missiles There are reports that there

:07:52. > :07:58.was a missile test this morning This is not a failure,

:07:59. > :08:06.we will win and we will have greater There has, so far, been no mention

:08:07. > :08:14.of the missile on North Korean TV. Every launch, failure or not,

:08:15. > :08:19.takes the military one The timing of the latest missile

:08:20. > :08:26.test is significant, coming just a few hours before

:08:27. > :08:29.the US Vice President, Mike Pence, arrived

:08:30. > :08:31.in the South Korean capital, It is a message of defiance

:08:32. > :08:37.from here in Pyongyang. Its quest to become a fully fledged

:08:38. > :08:43.nuclear power continues. At its big military parade

:08:44. > :08:46.yesterday, it put some of its newest The decades of threats and sanctions

:08:47. > :08:53.against North Korea have clearly Mr Pence's talks will

:08:54. > :09:01.focus on trying to find Senior administration officials

:09:02. > :09:06.said military options The President has made clear

:09:07. > :09:14.that he will not accept the United States and its allies

:09:15. > :09:16.and partners in the region being under threat from this hostile

:09:17. > :09:21.regime with nuclear weapons. And so we're working together

:09:22. > :09:25.with our allies and partners and with the Chinese leadership

:09:26. > :09:31.to develop a range of options. At Pyongyang Zoo today, there

:09:32. > :09:37.was a relaxed holiday atmosphere. The looming crisis seemed

:09:38. > :09:43.far from anyone's mind. North Korea appears confident that

:09:44. > :09:47.President Trump's threats will turn out to be hollow

:09:48. > :09:51.and that he will conclude, like others before him,

:09:52. > :09:55.that war carries far too many risks. The number of people thought to have

:09:56. > :10:06.died in a bomb attack in Syria yesterday has risen to 126 -

:10:07. > :10:13.including 68 children. That is according to local

:10:14. > :10:16.activists. They were among busloads

:10:17. > :10:18.of civilians being brought out of two pro-government towns

:10:19. > :10:20.in the north-west that The blast happened

:10:21. > :10:23.on the outskirts of Aleppo. This report from our diplomatic

:10:24. > :10:25.correspondent, James Landale, They were heading for

:10:26. > :10:30.what they thought was safety. Thousands of civilians

:10:31. > :10:33.from government held villages had been under siege by rebel forces

:10:34. > :10:37.for two years. Just a short bus ride

:10:38. > :10:40.from Aleppo and a better life. A vehicle supposedly

:10:41. > :10:48.carrying food packed, Devastating the convoy

:10:49. > :10:55.of buses and cars. A potato truck, as they were very

:10:56. > :11:00.hungry, comes and offers for the kids potato

:11:01. > :11:02.chips, potato bags. So the kids, who were very hungry,

:11:03. > :11:06.some of them left the buses and went to the truck and as soon

:11:07. > :11:09.as they approached the truck, And that is why it emerged today

:11:10. > :11:15.that among the 126 people dead were 68 children,

:11:16. > :11:17.according to British-based activists Hundreds of others injured

:11:18. > :11:25.in the attack were rushed It is still not clear

:11:26. > :11:29.who was responsible for the attack, although local Islamist rebel groups

:11:30. > :11:34.have denied any involvement. The people travelling in these

:11:35. > :11:37.buses were part of a deal between government and opposition

:11:38. > :11:39.forces to evacuate civilians They were attacked as they waited

:11:40. > :11:46.for another convoy to get going in the south, evacuating

:11:47. > :11:51.civilians from rebel-held areas. But an attack like this,

:11:52. > :11:55.that left so many dead, will raise doubts about whether there will be

:11:56. > :11:59.more evacuation deals in the future. The remaining survivors

:12:00. > :12:02.in the convoy continued their journey on to Aleppo

:12:03. > :12:05.in relative safety. The United Nations condemned

:12:06. > :12:08.the attack and urged all sides But there are already fears that

:12:09. > :12:14.civilians in rebel-held areas may One of the biggest teachers' unions

:12:15. > :12:24.says children with special needs, aren't getting the support they're

:12:25. > :12:28.entitled to because of budget cuts. Speaking at the NASUWT

:12:29. > :12:33.conference in Manchester, the General Secretary warned that

:12:34. > :12:35.pupils could be "seriously The government insists it's spending

:12:36. > :12:40.nearly ?100 million extra Our education editor,

:12:41. > :12:45.Branwen Jeffreys, has the story. He is friendly and

:12:46. > :12:52.sparky and smiley. But his autism causes him an awful

:12:53. > :12:56.lot of issues with the world, that just isn't set up

:12:57. > :13:02.for children like him. That includes primary school,

:13:03. > :13:04.where support was patchy. Oscar's meltdowns can

:13:05. > :13:10.include self harm. He will bite himself,

:13:11. > :13:14.he might head-butt. Head-butt walls, doors,

:13:15. > :13:16.so it could involve having to sit there with a cold compress

:13:17. > :13:19.between the wall and his head. Children with special needs

:13:20. > :13:26.are seven times more likely to be That's what happened

:13:27. > :13:32.to Oscar last year. Then a placement at a special

:13:33. > :13:35.school broke down. The impact we have now got

:13:36. > :13:38.is we have got a child who has We have a child with

:13:39. > :13:44.mental health issues. We now have in the region

:13:45. > :13:45.of 40 professionals We feel massively let down

:13:46. > :13:49.by an education system Extra money has gone to councils

:13:50. > :13:55.to top up special needs support but charities say the demand

:13:56. > :14:00.for help is rising faster. Getting the support you need

:14:01. > :14:03.for a child with special needs can feel like a relentless battle

:14:04. > :14:07.and with school budgets facing their biggest

:14:08. > :14:10.squeeze for 20 years, And if more children

:14:11. > :14:16.like Oscar are excluded, the local council has to pick

:14:17. > :14:20.up the pieces. He is waiting for a place

:14:21. > :14:23.at a more expensive autism The battle to agree it has left

:14:24. > :14:31.Oscar out of school for many months. All of the failure to provide

:14:32. > :14:35.for him is financially driven. He doesn't understand why he can't

:14:36. > :14:38.play with his friends. He doesn't entirely understand

:14:39. > :14:47.what has happened because for him, we had very good days

:14:48. > :14:50.where his needs are being met And his understanding is,

:14:51. > :14:56.but, Mummy, when they Two weeks ago he threatened

:15:03. > :15:06.if any, sleep. We have not asked for anything

:15:07. > :15:09.he is not entitled to. We have been very clear that we just

:15:10. > :15:14.wanted him to have a fair access to an education

:15:15. > :15:18.like any other child. Just like his sister, Madison,

:15:19. > :15:21.who goes to a local school. Something Oscar's family
