:01:52. > :01:54.and the Foreign Secretary, Boris Johnson, said the tax

:01:55. > :01:56.would not rise if the Tories won the election.

:02:04. > :02:10.To rally the Conservative vote, senior ministers including Defence

:02:11. > :02:14.Secretary and the Foreign Secretary have been suggesting that income tax

:02:15. > :02:17.would not rise if they were re-elected but the Conservative

:02:18. > :02:22.manifesto does not make those promises. Days from the election, is

:02:23. > :02:26.it being hastily rewritten? Our position has not changed, we have

:02:27. > :02:30.set that out in the manifesto and what people will know when they vote

:02:31. > :02:34.on Thursday is it is the Conservative party that always has

:02:35. > :02:37.been and is and always will be the low tax party and it is our

:02:38. > :02:42.intention to reduce taxes for ordinary working families. What does

:02:43. > :02:48.the Conservative manifesto say on tax? At the last election, David

:02:49. > :02:54.Cameron promised not to increase income tax, National Insurance or

:02:55. > :03:00.VAT. But on the 20 17th manifesto, only the pledge on VAT remains. If

:03:01. > :03:05.Theresa May is returned to Number 10, she has a prospect of tough

:03:06. > :03:10.Brexit talks ahead and her manifesto does not boxer in with income tax,

:03:11. > :03:14.there is no pledge not to increase that but her colleagues were talking

:03:15. > :03:18.about tax today to refocus attention in this campaign from what would

:03:19. > :03:25.happen if the Labour Chancellor moves into number 11. Are you all

:03:26. > :03:29.right? I am now that I have met you. Labour say they have nothing to hide

:03:30. > :03:32.attacks, they claim a policy of making the better off and big

:03:33. > :03:37.business pay more is popular and Conservatives lack clarity. There

:03:38. > :03:42.was complete chaos at the top of the government. Let us be clear, what

:03:43. > :03:48.Labour is offering is no tax rises or National Insurance rises or VAT

:03:49. > :03:51.rises for 95% of the population and an increase in corporation tax and

:03:52. > :03:54.some tax increases at the top end to pay for social care. The Lib Dems

:03:55. > :03:59.said they would increase income tax to boost tax spending and accused

:04:00. > :04:03.the Conservatives of shifting attention away from their policies

:04:04. > :04:07.on social care. It may well be an attempt to shift attention away from

:04:08. > :04:11.the dementia tax which has cost Theresa May a lot of credibility but

:04:12. > :04:14.by moving onto taxation they are not helping themselves because they have

:04:15. > :04:17.been very arrogant and have refused to spell out which taxes they would

:04:18. > :04:22.have to raise and they know they will have to raise taxes. Theresa

:04:23. > :04:26.May is still ahead in the polls so was probably not looking for divine

:04:27. > :04:34.intervention. Tonight she visited a Hindu temple in London, she wants to

:04:35. > :04:35.broaden support but moving the agenda onto tax today has proved to

:04:36. > :04:44.be a mixed blessing. Where does this leave us tonight?

:04:45. > :04:46.Any clearer? First of all the Conservatives wanted to move the

:04:47. > :04:51.agenda onto tax and away from social care, where they feel more

:04:52. > :04:54.vulnerable, and were clear in that they wanted to offer reassurance to

:04:55. > :04:59.the court Conservative voters that their instincts on tax of a changed

:05:00. > :05:02.but the execution has been messy because the Defence Secretary said

:05:03. > :05:05.that absolutely there will be no increases in income tax and Boris

:05:06. > :05:09.Johnson says there are no plans to increase income tax as Theresa May

:05:10. > :05:12.said there was no change in the manifesto, which gives no such

:05:13. > :05:17.commitment and says nothing on that particular topic so I think that

:05:18. > :05:34.although the execution has been messy, it has

:05:35. > :05:38.given the opportunity for the opposition parties to say that not

:05:39. > :05:40.only is this chaotic but to smell blood because tomorrow, I understand

:05:41. > :05:42.the Shadow Chancellor will say that Labour hopes to even reduce VAT,

:05:43. > :05:45.putting more pressure on the Conservatives. That is not a firm

:05:46. > :05:46.policy commitment. It shows the opposition are more comfortable

:05:47. > :05:47.talking about tax. Thank you very much.

:05:48. > :05:49.The deputy leader of Afghanistan, Abdullah Abdullah, has survived

:05:50. > :05:51.a bomb attack at a funeral in the capital, Kabul.

:05:52. > :05:54.At least seven people were killed and over 100

:05:55. > :05:58.The funeral was taking place of the son of a prominent politician.

:05:59. > :05:59.He was killed yesterday during clashes between

:06:00. > :06:03.From Kabul, Secunder Kermani sent this report, which contains images

:06:11. > :06:13.as they were burying a man shot dead by police yesterday

:06:14. > :06:18.during a protest against the growing violence in Kabul.

:06:27. > :06:29.There were parts of human bodies lying all around me.

:06:30. > :06:33.After that, I had to get to hospital.

:06:34. > :06:37.This is the third time in four days that dead and injured Afghans have

:06:38. > :06:41.been brought to emergency hospitals across the city.

:06:42. > :06:44.Kabul used to be one of the most secure places in the country.

:06:45. > :06:48.Now, it seems, it's one of the most dangerous.

:06:49. > :06:50.Relatives gathered outside the hospital, anxious for news

:06:51. > :06:55.This man was describing to us how the suicide

:06:56. > :06:56.bombers blew themselves up, one after another,

:06:57. > :07:05.It turned out to be warning shots from the police.

:07:06. > :07:10.But it's a measure of how tense the city is.

:07:11. > :07:12.Kabul is still reeling from the aftermath of a huge blast

:07:13. > :07:15.on Wednesday which killed over 90 people.

:07:16. > :07:17.Many residents are furious with the authorities for not

:07:18. > :07:25.One of the leaders of the Unity government was at the funeral today.

:07:26. > :07:29.I asked him why so many attacks seem to be succeeding.

:07:30. > :07:32.I would say that we will raise this issue very seriously

:07:33. > :07:37.You are not considering your own position and resigning?

:07:38. > :07:39.If that would have been the solution, that would have been

:07:40. > :07:43.the first thing that I would have resorted to.

:11:07. > :11:09.The Transfiguraion by Raphael, who died when only 37 years old,

:11:10. > :11:12.this being his last masterpiece, confirmation of a supreme

:11:13. > :11:17.talent with a reputation for clarity and control.

:11:18. > :11:20.But that is superficial - beneath the surface lies another

:11:21. > :11:23.Raphael, a surprisingly experimental artist who could draw

:11:24. > :11:28.with the freedom and expressiveness of a jazz musician.

:11:29. > :11:32.What we see here is he's moving away from the kinds of traditions

:11:33. > :11:38.that he's inherited, so he's trying to introduce this

:11:39. > :11:40.very traditional image of the Madonna and Child with a real

:11:41. > :11:43.tenderness, a real human sympathy and naturalism,

:11:44. > :11:47.and it's that element of human sympathy that makes Raphael

:11:48. > :11:51.different, that shows us where he's going,

:11:52. > :11:56.and it's through drawing that he can explore this kind of expressiveness.

:11:57. > :12:02.This is an amazing drawing, it shows Raphael in an absolute

:12:03. > :12:04.burst of brainstorming creativity, madly drawing with the pen.

:12:05. > :12:07.It's hugely adventurous, hugely febrile.

:12:08. > :12:09.It's like a volcano, there's all this energy

:12:10. > :12:14.He is chasing his thoughts on paper really, really fast.

:12:15. > :12:20.With these drawings of Raphael's, do we meet a different artist

:12:21. > :12:23.to the one we maybe think we know from the paintings, somebody

:12:24. > :12:26.who is much more emotional, much more experimental?

:12:27. > :12:33.He's very, very expressive in these drawings, and often very adventurous

:12:34. > :12:37.in the way that he is using drawing as a way of conveying emotion.

:12:38. > :12:41.And here we really do see him exploring quite profound emotions

:12:42. > :12:45.in the drawings and creating forms that are moving, that

:12:46. > :12:51.When I saw these drawings coming out of their crates,

:12:52. > :12:55.as they arrived for the exhibition installation, you know,

:12:56. > :12:59.I was moved to tears at times, and that's the magic of the drawing.

:13:00. > :13:01.Raphael gave this picture to his contemporary,

:13:02. > :13:04.the German artist Albrecht Durer, to show he, too, could

:13:05. > :13:06.draw like a master - an assertion visitors to this
