:01:26. > :01:27.It took at least another hour for some kind of order

:01:28. > :01:30.to be established, debris still smouldering on the streets.

:01:31. > :01:35.The confrontation was sparked by death of Rashan Charles.

:01:36. > :01:37.He was chased into a shop by police a week ago.

:01:38. > :01:39.Officers say he tried to swallow something.

:01:40. > :01:43.There was a struggle and he became ill.

:01:44. > :01:45.Just over an hour later, Rashan Charles was declared dead.

:01:46. > :01:52.He is the third young man to die after being stopped by police

:01:53. > :01:56.It has stirred up long-standing grievances here.

:01:57. > :01:58.They're angry and they're confused because they're not

:01:59. > :02:04.They have to carry knives because they're living in fear.

:02:05. > :02:11.They're forced into situations where they don't understand how

:02:12. > :02:14.to live, how to make money, how to work for what they want

:02:15. > :02:16.because they don't want to work for the system.

:02:17. > :02:20.The council has been cleaning up and trying to move on.

:02:21. > :02:24.It spent the week trying to ease concerns in this community.

:02:25. > :02:26.The Charles family has warned that hostile actions

:02:27. > :02:32.People are gathering in Hackney again today.

:02:33. > :02:38.I'm quite worried that people want to come from outside of Hackney,

:02:39. > :02:41.haven't been part any of those protests this week and haven't

:02:42. > :02:43.listened to the family's requests and don't necessarily

:02:44. > :02:45.have the motivation of having a peaceful protest.

:02:46. > :02:48.So I think as long as it remains peaceful, people should be able

:02:49. > :02:52.The Independent Police Complaints Commission says it will seek

:02:53. > :02:55.to answer the questions from Rashan Charles' family

:02:56. > :02:57.about his death and will follow the evidence wherever it leads.

:02:58. > :03:03.The North Korean leader Kim Jong-un claims any target on the US mainland

:03:04. > :03:10.It follows his military's latest intercontinental missile test,

:03:11. > :03:13.As with previous launches, the event was celebrated

:03:14. > :03:21.From Seoul, here's our correspondent Karen Allen.

:03:22. > :03:26.Cloaked in darkness, state run TV captured the final

:03:27. > :03:32.A potent symbol of North Korea's defiance in the face

:03:33. > :03:37.Its leader Kim Jong-un there to witness it all.

:03:38. > :03:50.And the moment that Pyongyang thumbed its nose at the world.

:03:51. > :03:52.The second launch of an intercontinental ballistic

:03:53. > :03:57.It travelled higher and further than the missile fired before,

:03:58. > :03:59.eventually smashing down into the ocean off

:04:00. > :04:06.Then came the official confirmation from Pyongyang.

:04:07. > :04:08.The newsreader announcing that this test was proof that the whole

:04:09. > :04:18.Pictures show a triumphant North Korean leader.

:04:19. > :04:20.In Washington, President Trump described the tests

:04:21. > :04:25.The reaction from North Korea's neighbour in the south

:04:26. > :04:36.TRANSLATION: Dashing the international community's hopes

:04:37. > :04:39.have eased inter-Korean military tensions and in particular, Seoul's

:04:40. > :04:51.These joint US-South Korea military drills a response to the launch,

:04:52. > :04:55.designed to send a clear message that Seoul and Washington stand

:04:56. > :04:57.shoulder-to-shoulder in the face of an increasingly belligerent North

:04:58. > :05:05.The US already has battleships in the Pacific Ocean.

:05:06. > :05:08.Now, it has promised to scale up its strategic assets in response

:05:09. > :05:14.More aircraft carriers and stealth bombers could soon be on the way.

:05:15. > :05:16.A jubilant Kim Jong-un wants US recognition as a nuclear power.

:05:17. > :05:18.Instead, in the wake of another missile test,

:05:19. > :05:20.he's likely to face stiffer sanctions with China

:05:21. > :05:35.and Russia under pressure not to stand in the way.

:05:36. > :05:38.President Trump's Chief-of-Staff, Reince Priebus, has resigned

:05:39. > :05:41.after days of public infighting at the White House and repeated

:05:42. > :05:43.failures by the administration to fulfil key election pledges.

:05:44. > :05:45.Mr Trump has replaced him with John Kelly, a former general,

:05:46. > :05:51.who he praised for his work as head of Homeland Security.

:05:52. > :05:55.He has done an incredible job thus far, respected by everybody.

:05:56. > :06:09.It has emerged that UK universities have a pension fund with a deficit

:06:10. > :06:12.that has grown to more than ?17 billion -

:06:13. > :06:16.The universities superannuation scheme caters for existing

:06:17. > :06:21.Pensions experts warn universities may have to reduce benefits

:06:22. > :06:28.for members or increase tuition fees for students to fill the black hole.

:06:29. > :06:31.Universities only have a limited number of sources of income.

:06:32. > :06:33.The main source of income is obviously from student fees

:06:34. > :06:36.and it seems inconceivable to me that student fees will not have

:06:37. > :06:40.to be diverted into plugging the pension deficit.

:06:41. > :06:43.That means either that they go up or there is a smaller amount

:06:44. > :06:51.of money that can be dedicated towards teaching and research.

:06:52. > :06:55.Our Business Correspondent Joe Lynam is here.

:06:56. > :07:07.Yes, this pension scheme is in a pickle and the number has doubled

:07:08. > :07:09.over the last year. It is as you say the biggest financial pensions black

:07:10. > :07:13.hole in the country at the moment and the Government can't bail it

:07:14. > :07:20.out. This is not something that the taxpayers can step in and help. What

:07:21. > :07:23.are the options? You could go back to the lecturers and academics and

:07:24. > :07:29.say you need to pay in more and get less out. They took a hit last year

:07:30. > :07:34.and may say that's not a runner. We may want to change countries. The

:07:35. > :07:38.next option is to go to donors, wealthy individuals who like to have

:07:39. > :07:41.their names on libraries and buildings in the university. They

:07:42. > :07:46.may not like the idea of paying into a pension scheme. You are looking at

:07:47. > :07:48.increasing the costs for students and that's toxic. Just ask the

:07:49. > :07:54.Liberal Democrats after the 2015 election. From September, they will

:07:55. > :08:01.be paying ?9250 maximum for tuition fees. That's going to be very

:08:02. > :08:06.tricky. A as for the scheme, they say it is too soon to talk about

:08:07. > :08:11.hiking twu wirks costs, they say the universities superannuation scheme

:08:12. > :08:12.are secure and backed by a solid investment portfolio. Joe, thank

:08:13. > :08:14.you. With all the sport,

:08:15. > :08:15.here's Mike Bushell England are batting

:08:16. > :08:20.again in the Third Test Toby Roland Jones has become

:08:21. > :08:27.the first English bowler to take five wickets on his Test

:08:28. > :08:29.debut for eight years. South Africa added 49 runs

:08:30. > :08:31.this morning, before First to go today

:08:32. > :08:35.was Morne Morkel, who edged Jimmy Anderson to former

:08:36. > :08:37.captain Alastair Cook. Before Roland Jones'

:08:38. > :08:41.entry into the history Tamba Bavuma - who reached

:08:42. > :08:44.52 - caught behind England got to 20 for no wicket

:08:45. > :08:49.when they went off for rain, but Keaton Jennings

:08:50. > :08:51.is lucky to still be there. Britain's Paul, di Resta,

:08:52. > :08:59.is returning to Formula One racing, for the first time since

:09:00. > :09:01.November 2013. Felipe Massa has had to pull

:09:02. > :09:04.out of the Hungarian Grand Prix after suffering

:09:05. > :09:07.from dizzy spells since Friday. It means the Williams team reserve

:09:08. > :09:10.driver di Resta will step in to take part in qualifying

:09:11. > :09:18.and tomorrow's race. Lewis Hamilton hoping to equal

:09:19. > :09:20.Michael Schumacher's record of 68 England's footballers have trained

:09:21. > :09:26.this morning ahead of their Women's European Championship quarterfinal

:09:27. > :09:28.against France in the Netherlands. Our sports correspondent

:09:29. > :09:30.Katie Gornall has been in the England camp this week

:09:31. > :09:34.and joins us live. Katie, there's a real sense back

:09:35. > :09:46.here that this is a very Well, that's right. We get a sense

:09:47. > :09:50.of that here as well and England will need to be confident because

:09:51. > :09:56.history is very much against them when it comes to France. They

:09:57. > :09:59.haven't beaten France. There is a feeling that France could be there

:10:00. > :10:03.for the taking. They struggled in the group. They only just made it

:10:04. > :10:08.through. They were very close to elimination and they're going to be

:10:09. > :10:11.missing their captain, their influential captain who is regarded

:10:12. > :10:16.as one of the best defenders in the world. England, on the other hand,

:10:17. > :10:21.cruised through their group. They won three out of three and one of

:10:22. > :10:26.only two teams with 100% record and scored ten goals. So they have got a

:10:27. > :10:30.real spring in their step, but I think we can expect a spiky

:10:31. > :10:36.quarterfinal. There has been ebb and flow of mind games between the two

:10:37. > :10:39.camps with Mark Sampson saying that the French coach is wet behind the

:10:40. > :10:46.ears when it comes to tournament football. He said his team is a team

:10:47. > :10:50.of street fighters and they bite back when they are poked. I was at

:10:51. > :10:54.training this morning in their base and they had a tactics board by the

:10:55. > :11:00.side of the pitch that just said, "Win" On it. That's all they're

:11:01. > :11:06.concentrating on. If they do that, they will make history and if they

:11:07. > :11:08.do that, they will face Sweden or the Netherlands in the semifinals in

:11:09. > :11:12.the last four. That game between Sweden and the Netherlands is being

:11:13. > :11:18.played this evening, Mike. Thanks, Katie.

:11:19. > :11:19.Kick off is 7.45pm, France against England.

:11:20. > :11:22.That's all the sport for now - back to you Chris.

:11:23. > :11:27.You can see more on all of today's stories on the BBC News Channel.

:11:28. > :11:30.The next news on BBC One is at 6.45pm this evening.

:11:31. > :11:54.Good afternoon. Well, the weather is going rapidly downhill in many parts

:11:55. > :12:00.of the country after what was for some of us a very sunny start to the

:12:01. > :12:04.day. It is a beautiful picture from Suffolk, but here too the rain is

:12:05. > :12:06.going to reach you. Let me show you the headline for today. Southern

:12:07. > :12:07.parts of the country will
