:01:26. > :01:32.But some consumer groups are sceptical.

:01:33. > :01:35.Prices are a very real problem for families across Britain,

:01:36. > :01:42.This review is going to deliver benefits in a year's

:01:43. > :01:47.So the people left with the feeling of a government that is

:01:48. > :01:50.There are many stages in the energy value

:01:51. > :01:53.chain, but the main ones include buying gas and electricity on

:01:54. > :01:56.That accounts for 36% of a typical bill.

:01:57. > :01:58.Moving it through pipes and cables or

:01:59. > :02:01.distribution costs accounts for 29% of atypical bill.

:02:02. > :02:03.But 13% of our bill also includes the subsidies for

:02:04. > :02:06.poorer households, and the cost of developing Britain's renewable

:02:07. > :02:15.The rest is made up of operational costs.

:02:16. > :02:19.Tom Burke, who used to advise Labour and

:02:20. > :02:21.Conservative governments on energy policy, says there's not much that

:02:22. > :02:24.can be achieved in a three month time frame.

:02:25. > :02:31.I think the review is essentially headlined management.

:02:46. > :02:48.tone deaf in the face of rising gas and electricity prices, especially

:02:49. > :02:50.since only last week, Britain's largest provider, British Gas,

:02:51. > :02:51.increased its standard electricity prices by 12.5%.

:02:52. > :02:58.Both the US and China have welcomed tougher sanctions

:02:59. > :03:01.against North Korea in the wake of its recent ballistic

:03:02. > :03:07.The UN security council agreed the scanctions last night.

:03:08. > :03:11.This morning, China's Foreign Minister said he hoped North Korea

:03:12. > :03:15.would take what he said would be the smart decision on testing.

:03:16. > :03:17.Earlier he met the American Secretary of State Rex Tillerson

:03:18. > :03:21.at a conference of south-east Asian countries.

:04:01. > :04:05.experts believe could reach the US. On Saturday, the UN Security Council

:04:06. > :04:09.passed fresh sanctions against North Korea, drafted by Washington they

:04:10. > :04:16.are aimed at hitting Pyongyang's exports and, therefore, economy.

:04:17. > :04:19.At this meeting between South Korea's Foreign Minister and Mr

:04:20. > :04:25.Tillerson the two leaders described the sanctions as a good outcome. The

:04:26. > :04:31.measures were even backed by China, North Korea's ally and top trade

:04:32. > :04:35.partner. TRANSLATION: The Chinese side urge the North Koreans to

:04:36. > :04:39.calmly handled the UN Security Council resolutions and not do

:04:40. > :04:44.anything beneficial such as a missile launch or nuclear test.

:04:45. > :04:50.For North Korea the new sanctions could mean the loss of about $1

:04:51. > :04:54.billion. But experts say it is unlikely to deter the state-run

:04:55. > :04:57.conducting more nuclear and missile tests.

:04:58. > :05:02.The North Koreans are unlikely to negotiate anything until they will

:05:03. > :05:09.have a proven capability to deliver a nuclear strike to the continental

:05:10. > :05:15.United States. Once they get such a capability, probably in a few years,

:05:16. > :05:20.they are probably going to talk. Here in Seoul the President's that

:05:21. > :05:23.has welcomed the UN resolution but the response in North Korea has been

:05:24. > :05:28.expectedly belligerent. A newspaper run by the country's ruling party

:05:29. > :05:32.said the US would be catapulted into a sea of fire if it did not change

:05:33. > :05:36.its hostile policy towards Pyongyang.

:05:37. > :05:39.In Manila the US Secretary of State commemorated those who died in World

:05:40. > :05:44.War II, and with his meetings there he hopes to contain the threat from

:05:45. > :05:47.North Korea. It is making the Americans nervous,

:05:48. > :05:49.but there seems to be more immediate solution.

:05:50. > :05:52.A man has died and another has been found clinging to a buoy

:05:53. > :05:55.after a boat sank in the English channel early this morning.

:05:56. > :05:57.The coastguard has launched a search for other crew members.

:05:58. > :06:09.Our correspondent Simon Jones is there for us now.

:06:10. > :06:16.What is the latest? Two men are still missing, believed to be in the

:06:17. > :06:21.water. We have had two coastguard helicopters in the sky searching for

:06:22. > :06:24.them and two lifeboats, passing ships have also been asked to be on

:06:25. > :06:30.the lookout. It started at around 6am when a fishing boat spotted a

:06:31. > :06:34.man clinging to a buoy around two miles off the coast from around

:06:35. > :06:36.here. He was brought to shore, he had been in the water for several

:06:37. > :06:51.hours. He is a 45-year-old from London, we

:06:52. > :06:54.understand from Romania originally. He told the emergency services that

:06:55. > :06:56.the boat he was on went down, it is unclear why, but three of his

:06:57. > :06:59.colleagues are missing. The hunt continued and at around 8:15am the

:07:00. > :07:01.body of a man was discovered and brought back to shore. The hunt is

:07:02. > :07:06.continuing for the two other men. The water temperature is around 15

:07:07. > :07:07.degrees, so as each hour passes, the hope is fading. Thank you, Simon
