:03:15. > :03:17.but the main ones include buying gas and electricity
:03:18. > :03:20.That accounts for 36% of a typical bill.
:03:21. > :03:22.Moving it through pipes and cables - or distribution costs -
:03:23. > :03:27.But 13% of our bill also includes the subsidies for poorer households,
:03:28. > :03:29.and the cost of developing Britain's renewable - or green -
:03:30. > :03:35.The rest is made up of operational costs and VAT.
:03:36. > :03:37.Tom Burke, who used to advise Labour and Conservative
:03:38. > :03:39.governments on energy policy, says there's not much
:03:40. > :03:45.that can be achieved in a three-month time frame.

:04:16. > :04:17.this will allow the government to say it is not tone deaf in the face

:05:35. > :05:37.lower incomes and get them on better tariffs, but the ultimate advice, as
