0:00:06 > 0:00:09Labour calls for a new and independent system for all parties -

0:00:09 > 0:00:12to tackle claims of sexual harassment at Westminster.

0:00:12 > 0:00:15With two MPs - one Labour and one Conservative -

0:00:15 > 0:00:16suspended over allegations, senior figures say

0:00:16 > 0:00:23confidence must be restored.

0:00:23 > 0:00:26We need to make sure that our youngsters know that we will listen

0:00:26 > 0:00:29to them, that we will help, that it's not acceptable, and that they

0:00:29 > 0:00:32don't need to put up with any of it.

0:00:32 > 0:00:36And this evening a minister in the Scottish Government

0:00:36 > 0:00:39resigned his post, saying some of his previous actions have been

0:00:39 > 0:00:44considered inappropriate.

0:00:44 > 0:00:46Also to night.

0:00:46 > 0:00:48The Prime Minister of Lebanon steps down -

0:00:48 > 0:00:50saying that he's in fear of his life.

0:00:50 > 0:00:52Why helium balloons are such a threat to marine

0:00:52 > 0:00:56and wildlife across the UK.

0:00:56 > 0:00:59And Celtic set a new British record after being unbeaten

0:00:59 > 0:01:03in 63 domestic matches.

0:01:17 > 0:01:22Good evening.

0:01:22 > 0:01:26Labour has called on all the main political parties to agree a new,

0:01:26 > 0:01:29independent system to tackle sexual harassment at Westminster.

0:01:29 > 0:01:33It comes ahead of a meeting planned by Theresa May with Opposition

0:01:33 > 0:01:35leaders on Monday to discuss proposals for fresh grievance

0:01:35 > 0:01:39procedures for staff and MPs.

0:01:39 > 0:01:43This evening the crisis spread to Holyrood,

0:01:43 > 0:01:44with the Scottish Nationalist MSP Mark McDonald resigning

0:01:44 > 0:01:46as a government minister over "inappropriate" behaviour.

0:01:46 > 0:01:49Our political correspondent Iain Watson reports.

0:01:50 > 0:01:56This is the week when politicians' private lives became very public.

0:01:56 > 0:01:59Past actions by some MPs have had serious consequences.

0:01:59 > 0:02:02There have been accusations, resignations, investigations,

0:02:02 > 0:02:04and it's clear the current crisis at Westminster will continue

0:02:04 > 0:02:07to fill the front pages.

0:02:07 > 0:02:10Tonight, there are newspaper claims that Sir Michael Fallon lost his job

0:02:10 > 0:02:12when a journalist contacted Downing Street to say he'd

0:02:12 > 0:02:16behaved inappropriately towards her 14 years ago.

0:02:21 > 0:02:24Friends of Michael Fallon don't deny this took place but I understand no

0:02:24 > 0:02:30single instant led to his departure.

0:02:30 > 0:02:32And tonight a new resignation, this time the Childcare Minister

0:02:32 > 0:02:36in the Scottish Government.

0:02:36 > 0:02:42In a statement the SNP's Mark McDonald said:

0:02:42 > 0:02:46"It's been brought to my attention that some of my previous actions

0:02:46 > 0:02:50have been considered to be inappropriate

0:02:50 > 0:02:52where I have believed myself to be merely humorous."

0:02:52 > 0:02:55And he went on to apologise to anyone who may have upset.

0:02:55 > 0:02:57Political parties are now responding to the spate of allegations.

0:02:57 > 0:03:00The Conservatives have toughened their code of conduct.

0:03:00 > 0:03:02The Shadow Foreign Secretary has said a younger generation will no

0:03:02 > 0:03:04longer put up with harassment.

0:03:04 > 0:03:07Many women MPs have been pressing for an independent body to hear any

0:03:07 > 0:03:09complaints and Labour's leadership has now agreed.

0:03:09 > 0:03:11We need to make sure that our youngsters know

0:03:11 > 0:03:15that we will listen to them, that we will help, that

0:03:15 > 0:03:18it's not acceptable, and that they don't need to put up

0:03:18 > 0:03:22with any of it.

0:03:22 > 0:03:25You know, we've got to say no to this and they will find friends

0:03:25 > 0:03:28and allies, people like me, who will not put up with this.

0:03:28 > 0:03:31You know, some of the things that I've heard in the last week

0:03:31 > 0:03:34have been so disgusting.

0:03:34 > 0:03:37The physical structures of parliament have been made fit

0:03:37 > 0:03:42for the 21st century, and on Monday Theresa May wants

0:03:42 > 0:03:45to do much the same thing with the wider culture

0:03:45 > 0:03:46here at Westminster.

0:03:46 > 0:03:48She's holding cross-party talks to try to get broad agreement

0:03:48 > 0:03:55on tackling harassment and inappropriate behaviour.

0:03:55 > 0:03:58But some MPs are worried that political careers could end

0:03:58 > 0:04:00on the basis of rumour and the settling of old scores.

0:04:00 > 0:04:03There's a febrile atmosphere and there's a feeding frenzy that

0:04:03 > 0:04:05some have described, I think probably rightly,

0:04:05 > 0:04:06as a witchhunt.

0:04:06 > 0:04:08Yes, this may sell tomorrow's chip wrappings but this

0:04:08 > 0:04:14is more serious than that.

0:04:14 > 0:04:16And I believe that my colleagues, members of Parliament,

0:04:16 > 0:04:19have a right to the same natural justice as anybody else

0:04:19 > 0:04:20and they're not getting it.

0:04:20 > 0:04:22Party leaders want to be seen to taking tough

0:04:22 > 0:04:23action against harassment.

0:04:23 > 0:04:26But they know, perhaps even fear, that they're not entirely

0:04:26 > 0:04:27in control of events.

0:04:27 > 0:04:33Iain is with me now.

0:04:33 > 0:04:38There are fresh allegations in tomorrow's papers.That's right,

0:04:38 > 0:04:41expected fresh allegations but I think a sigh of relief from Downing

0:04:41 > 0:04:44Street and some of the other political leaders that none of the

0:04:44 > 0:04:48major figures in the government or opposition are getting tied up in

0:04:48 > 0:04:51this, getting drawn into the net of further allegations, instead I have

0:04:51 > 0:04:58heard some stories about largely existing people who have been named,

0:04:58 > 0:05:02as we heard of Sir Michael Fallon's resignation but also the front page

0:05:02 > 0:05:05of the Sunday Times, the de facto Deputy Prime Minister Damian Green

0:05:05 > 0:05:09has been dragged into this as well because the allegation is that

0:05:09 > 0:05:13pornography was found on a computer in his office nearly ten years ago

0:05:13 > 0:05:16during the period when he was being investigated and subsequently

0:05:16 > 0:05:20arrested over a leak inquiry and he has responded to these latest

0:05:20 > 0:05:24stories to night. I have a statement here. And tells me the story is

0:05:24 > 0:05:27completely untrue and he says comes from a tainted and untrustworthy

0:05:27 > 0:05:30source. He said the police had never told about this before it appeared

0:05:30 > 0:05:34in the newspaper and no other paper has run this and he goes on to say

0:05:34 > 0:05:38the allegations about the material and computer are disreputable

0:05:38 > 0:05:42political smears. So quite a robust response from Damian Green. But I

0:05:42 > 0:05:45think this underlines the fact that the government needs to be seen to

0:05:45 > 0:05:50be getting on the front foot and not blown off course by the latest

0:05:50 > 0:05:53allegations and that's why I have got this cross-party talks on Monday

0:05:53 > 0:05:55when the Prime Minister will bring all of the parties on board to try

0:05:55 > 0:05:58and get a new regime for dealing with allegations of harassment and

0:05:58 > 0:06:01dealing with allegations of intimidation and bullying. And

0:06:01 > 0:06:05again, as we have seen from the resignation from an SNP minister it

0:06:05 > 0:06:08is important all political parties are involved and it's not just

0:06:08 > 0:06:11confined to the governing party. Many thanks.

0:06:11 > 0:06:13The Lebanese Prime Minister, Saad Hariri, has resigned,

0:06:13 > 0:06:17saying he fears for his life.

0:06:17 > 0:06:19In a televised statement, he was fiercely critical of Iran

0:06:19 > 0:06:21and of the Hezbollah militant group which wields considerable

0:06:21 > 0:06:22power in Lebanon.

0:06:22 > 0:06:25Martin Patience reports from Beirut.

0:06:26 > 0:06:29It's an honour to be here with you, Mr President.

0:06:29 > 0:06:32For the Prime Minister of a small nation, Saad Hariri had some

0:06:32 > 0:06:40very powerful friends, that's because Lebanon

0:06:40 > 0:06:42matters in the Middle East, it's a country outsiders

0:06:42 > 0:06:45fight to control.

0:06:45 > 0:06:47And today an extraordinary sign of that, the Prime Minister resigned

0:06:47 > 0:06:52saying he feared assassination.

0:06:52 > 0:06:55Speaking from Saudi Arabia, which backs him, Saad Hariri fired

0:06:55 > 0:06:58this warning to Iran.

0:07:00 > 0:07:04TRANSLATION:I want to say to Iran and its followers

0:07:04 > 0:07:06that they are losing in their interference

0:07:06 > 0:07:11in the affairs of the Arab world.

0:07:11 > 0:07:14Our nation will rise up, as it has done in the past and cut

0:07:14 > 0:07:18off the hands that wickedly extend into it.

0:07:18 > 0:07:21Iran and Saudi Arabia are fighting a proxy war across the Middle East.

0:07:21 > 0:07:23In Lebanon, Tehran backs the movement Hezbollah,

0:07:23 > 0:07:28which commands strong support.

0:07:30 > 0:07:36But its opponents say it operates as a state within a state.

0:07:36 > 0:07:41And its armed wing was accused of killing Saad's father, Rafic,

0:07:41 > 0:07:45more than a decade ago by a massive truck bomb.

0:07:45 > 0:07:51It traumatised the nation, but ultimately reshaped

0:07:51 > 0:07:54the Middle East and now some are asking whether his son's

0:07:54 > 0:07:57resignation will do the same.

0:07:57 > 0:07:59This announcement has left people here stunned and created

0:07:59 > 0:08:03enormous uncertainty.

0:08:03 > 0:08:05Lebanon has generally been spared the violence seen

0:08:05 > 0:08:08elsewhere in recent years, but now many Lebanese fear that

0:08:08 > 0:08:11their country could be a casualty in the wider regional struggle.

0:08:11 > 0:08:14Martin Patience, BBC News, Beirut.

0:08:20 > 0:08:24Saudi Arabia's defence forces claim to have shot down a missile -

0:08:24 > 0:08:26which was fired from Yemen - close to the King Khalid

0:08:26 > 0:08:29International Airport in Riyadh.

0:08:29 > 0:08:31Saudi Arabia is currently leading a campaign against

0:08:31 > 0:08:33Houthi militia in Yemen.

0:08:33 > 0:08:36Houthi sources there have confirmed that they fired the missile

0:08:36 > 0:08:39and that the airport was its target.

0:08:39 > 0:08:42A seven-year-old girl has died after suffering critical injuries

0:08:42 > 0:08:46in an incident at a house in south-west London yesterday.

0:08:46 > 0:08:5055-year-old Robert Peters, whom officers say was known

0:08:50 > 0:08:53to the victim, appeared in court today charged with attempted murder.

0:08:53 > 0:08:56He's been remanded in custody until December.

0:08:56 > 0:09:00New figures suggest that only half of fixed speed cameras

0:09:00 > 0:09:02in the UK are switched on - and some forces have turned

0:09:02 > 0:09:04all their cameras off.

0:09:04 > 0:09:08The information is based on 36 of the UK's 45 police forces.

0:09:08 > 0:09:11Road safety campaigners say the situation is concerning -

0:09:11 > 0:09:13and they've blamed budget cuts for so many cameras

0:09:13 > 0:09:18being turned off.

0:09:18 > 0:09:21Campaigners are warning of the growing threat to marine

0:09:21 > 0:09:24and wildlife in the UK from the increasing number of helium

0:09:24 > 0:09:26balloons and sky lanterns being released into the air.

0:09:26 > 0:09:29They say they can be deadly for animals -

0:09:29 > 0:09:33both on land and in the sea - as creatures can become entangled

0:09:33 > 0:09:36in them, or swallow them - and they fear their warnings

0:09:36 > 0:09:37are not being heard.

0:09:37 > 0:09:39Dan Johnson reports.

0:09:39 > 0:09:43The litter in our seas, an issue largely hidden.

0:09:43 > 0:09:48And how it gets there isn't always clear.

0:09:48 > 0:09:52So look at this and think about it.

0:09:52 > 0:09:53Where do they land?

0:09:53 > 0:09:56What goes up must come down.

0:09:56 > 0:09:59And the result is trouble at sea.

0:09:59 > 0:10:05It hurts wildlife, it entangles them.

0:10:05 > 0:10:12It is classed as later. -- litter.

0:10:12 > 0:10:13It is very unsightly...

0:10:13 > 0:10:15Campaigns have been running for years but the message

0:10:15 > 0:10:16isn't getting through.

0:10:16 > 0:10:19Most people think oh, we're having a great time, you know,

0:10:19 > 0:10:20we'll let the balloons off, there's not really

0:10:20 > 0:10:21much of a problem.

0:10:21 > 0:10:24But again it is when you bring that visual impact to something

0:10:24 > 0:10:27that is ingested, marine litter, it is dead sea birds again wrapped

0:10:27 > 0:10:30up with bits of string and bits of balloon out

0:10:30 > 0:10:31of their mouth as well.

0:10:31 > 0:10:34And it could be internal and we find out when we do a postmortem.

0:10:34 > 0:10:37The amount of plastic in the ocean is already a threat to marine

0:10:37 > 0:10:39ecosystems and sea life.

0:10:39 > 0:10:42And the truth is it's impossible to tell how much balloons

0:10:42 > 0:10:43are adding to the problem.

0:10:43 > 0:10:45Because the impact is out there, offshore, unseen and unmeasured.

0:10:45 > 0:10:47So balloons get released without consideration

0:10:47 > 0:10:51of the consequences.

0:10:51 > 0:10:54It has landed in the field and being curious she has swallowed it.

0:10:54 > 0:11:00And they can be just as deadly online.

0:11:00 > 0:11:02And they can be just as deadly on land.

0:11:02 > 0:11:04Jennifer's horse died after choking and panicking.

0:11:04 > 0:11:07Right through here it was tangled in the back leg.

0:11:07 > 0:11:09Crashed into this, broke all of this and broke her neck.

0:11:09 > 0:11:13And then she lay dying horrendously for what seemed like an eternity.

0:11:13 > 0:11:15Feisty was heading to be a top showjumper.

0:11:15 > 0:11:18Just like her sister here.

0:11:18 > 0:11:21They do not understand, they're releasing litter into the air.

0:11:21 > 0:11:24Airborne litter.

0:11:24 > 0:11:26And if anyone dropped that on a pavement they would get

0:11:26 > 0:11:30heavily fined for it.

0:11:30 > 0:11:33And it is causing untold suffering for animals that are eating them

0:11:33 > 0:11:38in the fields and either becoming very injured or killing them.

0:11:38 > 0:11:42The call is for a wider ban on balloons being released

0:11:42 > 0:11:45and for people to keep their impact in mind before they drift

0:11:45 > 0:11:48off out of sight.

0:11:48 > 0:11:52Dan Johnson, BBC News, on the south coast.

0:11:52 > 0:11:54With all the sport - here's Olly Foster at

0:11:54 > 0:11:56the BBC Sport Centre.

0:11:56 > 0:11:59Celtic have broken their own record for the longest unbeaten run

0:11:59 > 0:12:00in British football.

0:12:00 > 0:12:06They haven't lost in 63 league and cup games.

0:12:06 > 0:12:08Victory against St Johnston saw them surpass the record

0:12:08 > 0:12:10that they set 100 years ago.

0:12:10 > 0:12:13Here's our Scotland football reporter Chris McLaughlin.

0:12:13 > 0:12:20A century ago and in the month the United States entered

0:12:20 > 0:12:23the First World War a group of Celtic players set a record.

0:12:23 > 0:12:27Today as those who fell in that conflict and others

0:12:27 > 0:12:30were remembered, the current crop were out to better it.

0:12:30 > 0:12:33It was never really in doubt.

0:12:33 > 0:12:36The class of 2017 have been swatting aside all in their path in Scotland.

0:12:36 > 0:12:45Scott Sinclair put them on their way in Perth.

0:12:45 > 0:12:47The signal for the party to start came after Dembele doubled

0:12:47 > 0:12:49the lead in the second half.

0:12:49 > 0:12:53St Johnstone just wanted it to end.

0:12:53 > 0:12:59An own goal made it three. And by the time Olivier Ntcham had scored

0:12:59 > 0:13:03the fourth the record had well and truly been smashed.

0:13:03 > 0:13:05It is an incredible feat by the players and a wonderful

0:13:05 > 0:13:07example of professionalism.

0:13:07 > 0:13:09Of playing and creating high standards every single day.

0:13:09 > 0:13:17And they have faced everything as football players.

0:13:17 > 0:13:21Domestic games unbeaten 63, the Celtic's history makers march on.

0:13:21 > 0:13:23Chris McLaughlin, BBC News, Glasgow.

0:13:23 > 0:13:26The top five teams in the Premier League all play tomorrow,

0:13:26 > 0:13:29Match of the Day follows the news with the goals from today's six

0:13:29 > 0:13:32games but I've got the results for you now if you want them.

0:13:32 > 0:13:34Liverpool had the biggest win of the day.

0:13:34 > 0:13:37Mohamed Salah scored twice in their 4-1 win at West Ham.

0:13:37 > 0:13:39The Hammers haven't won in the League since the end

0:13:39 > 0:13:42of September and are one point above the relagtion zone.

0:13:42 > 0:13:44Their manager Slaven Bilic admitted that he is in

0:13:44 > 0:13:45a difficult situation.

0:13:45 > 0:13:48There was one draw today, 2-2 between Stoke and Leicester.

0:13:48 > 0:13:50The other matches saw 1-0 wins for Huddersfield, Bournemouth,

0:13:50 > 0:13:54Burnley and Brighton.

0:13:54 > 0:13:58England have their first victory at the Rugby League World Cup.

0:13:58 > 0:14:01It wasn't convincing against Lebanon but they should now

0:14:01 > 0:14:03reach the quarterfinals.

0:14:03 > 0:14:05They won 29-10 in Sydney.

0:14:05 > 0:14:07Scotland can still qualify from their group despite another

0:14:07 > 0:14:09heavy defeat, this time from New Zealand.

0:14:09 > 0:14:13Here's our sports correspondent David Ornstein.

0:14:13 > 0:14:18Serenading the start of a unique event, the first meeting of England

0:14:18 > 0:14:22and leather nun, plenty of local support for a side that includes

0:14:22 > 0:14:26part-timers, builders and electricians among them. The early

0:14:26 > 0:14:29graft was done by England. COMMENTATOR: It's going to be

0:14:29 > 0:14:33Watkins who scores the opening try. Beaten by Australia in their opening

0:14:33 > 0:14:36game this seemed a more straightforward task, Lebanon,

0:14:36 > 0:14:41though, were quick to respond and when Nick Kassis levelled the scores

0:14:41 > 0:14:46we have a contest. England gradually took control, but did Jermaine

0:14:46 > 0:14:50McGillvary lose his, accused of biting, he will face a disciplinary

0:14:50 > 0:14:55review. There was no question about England's next try, Tom Burgess with

0:14:55 > 0:14:59a magnificent solo effort. COMMENTATOR: Burgess with a charge

0:14:59 > 0:15:02down the middle, big brother Sam Love is the moment.

0:15:02 > 0:15:06To put his country on course for the quarterfinals.

0:15:06 > 0:15:09Also hoping to be there are Scotland, however, in their path

0:15:09 > 0:15:14today stood the might of New Zealand and the Kiwis lived up to
