0:01:40 > 0:01:43Robert Mugabe remains President of Zimbabwe tonight

0:01:43 > 0:01:46despite a tumultuous weekend that saw popular protests against him

0:01:46 > 0:01:50and an ultimatum from his own party.

0:01:50 > 0:01:53In the last few hours, a live address to the nation -

0:01:53 > 0:01:55widely expected to include his resignation - saw him pledge instead

0:01:55 > 0:01:57to oversee his party congress next month.

0:01:57 > 0:02:00But the party has already replaced him -- and called on him

0:02:00 > 0:02:01to resign by tomorrow.

0:02:01 > 0:02:11Let's cross live to our Africa Editor, Fergal Keane in Harare.

0:02:15 > 0:02:20Well, these are the hours after anticipation. When it was announced

0:02:20 > 0:02:23earlier today that Robert Mugabe would address the nation it was

0:02:23 > 0:02:27taken to mean that he was going to resign and that was encouraged by

0:02:27 > 0:02:32officials, that idea was encouraged by officials said to be close to the

0:02:32 > 0:02:36negotiations. The world's oldest head of state has defied the

0:02:36 > 0:02:43predictions and the hopes of many of his people.

0:02:43 > 0:02:48The very music seemed designed to drain any drama out of the moment.

0:02:48 > 0:02:52And perhaps the geniality of the encounter was a giveaway. Robert

0:02:52 > 0:02:57Mugabe did not look like a man about to walk into the wilderness and his

0:02:57 > 0:03:01words delivered 15 minutes into a rambling address confirmed that he

0:03:01 > 0:03:07intended to stay as leader of the country and party at least until the

0:03:07 > 0:03:14party congress in December.The Congress is due in a few weeks from

0:03:14 > 0:03:21now. I will preside over its processes which must not be

0:03:21 > 0:03:33repossessed by any axe calculated to undermine it or to compromise the

0:03:33 > 0:03:39outcome in the eyes of the public. He praised the military and

0:03:39 > 0:03:44acknowledge the crisis in his country and party.The way forward

0:03:44 > 0:03:58thus cannot be based on swapping lying clicks that ride roughshod

0:03:58 > 0:04:05over party rules and procedures. There has to be a net return to the

0:04:05 > 0:04:14guiding principles of our party as enshrined in its constitution.This

0:04:14 > 0:04:18appearance has shocked the people of Zimbabwe who were prepared to

0:04:18 > 0:04:23witness his resignation.I think we are being played. I feel let down,

0:04:23 > 0:04:27by now we should have had a result, but it is like we are back to square

0:04:27 > 0:04:33one.What did you make of that? I think the whole nation was expecting

0:04:33 > 0:04:40him to resign and we are all shocked, I think people will be

0:04:40 > 0:04:42depressed, confused, people do not understand what is happening, but I

0:04:42 > 0:04:50think we are in a post-Mugabe era. It will happen.There are big

0:04:50 > 0:04:54questions now, how can Robert Mugabe preside over a party which today

0:04:54 > 0:04:59removed him from the leadership? Once loyal supporters met to warn

0:04:59 > 0:05:03that he would be impeached by Parliament if he did not step down

0:05:03 > 0:05:08from the presidency by midday tomorrow. An old friend read out the

0:05:08 > 0:05:08sentence.

0:05:22 > 0:05:25Tonight's non-resignation does not change the feeling of the party and

0:05:25 > 0:05:31it does not remove the bitterness against his wife Grace Mugabe and

0:05:31 > 0:05:38her friends.It has to be over now? Yes. Enough is enough.The people of

0:05:38 > 0:05:45Zimbabwe have shown in numbers that they are fed up with this dynasty

0:05:45 > 0:05:52and a new era is beginning.This is the moment when Robert Mugabe lost

0:05:52 > 0:05:57power in his own party, the party he dominated for so long and has now

0:05:57 > 0:06:01been replaced as party leader by a man who was one of his closest

0:06:01 > 0:06:09allies for decades. The new leader Emmerson Mnangagwa is known as the

0:06:09 > 0:06:15Crocodile. Celebrated for his ruthless cunning. He may have agreed

0:06:15 > 0:06:24to pause, but he is unlikely to stop until he ousts his old comrades. On

0:06:24 > 0:06:29the streets of Harare the people of the presidency to occupy a different

0:06:29 > 0:06:33nation. Here praying for reconciliation and healing. They

0:06:33 > 0:06:45have already started to move beyond the trauma of the age of Mugabe. So

0:06:45 > 0:06:49how are the ordinary Zimbeaweans reacting? Our correspondent has

0:06:49 > 0:06:53followed this crisis from the beginning and she has been out

0:06:53 > 0:06:58gauging the feelings of fellow citizens.

0:06:58 > 0:07:03They came to listen to what President Mugabe had to say. After

0:07:03 > 0:07:06meeting with Army generals responsible for a takeover earlier

0:07:06 > 0:07:12last week they had expected to hear his resignation speech. At this bar

0:07:12 > 0:07:16they waited and waited, to be told by President Mugabe in a stumbling

0:07:16 > 0:07:25address. But he was going nowhere. He does not speak for our interest.

0:07:25 > 0:07:30He only speaks for his own personal interests and his family.So why are

0:07:30 > 0:07:37you so disappointed?We are suffering. We have had enough of

0:07:37 > 0:07:44suffering, we need him to change his mind.We need him to resign. He did

0:07:44 > 0:07:50not say he was resigning or anything and we are still waiting.The people

0:07:50 > 0:07:54marched yesterday and expressed their views. I am a young lawyer in

0:07:54 > 0:07:59Zimbabwe, I have been practising law for the past three years, it is

0:07:59 > 0:08:03pathetic.The country has gone to the dogs. The consummate politician

0:08:03 > 0:08:08appears at least for the moment and on the surface to have negotiated a

0:08:08 > 0:08:13deal on his own terms. This is not the announcement that some

0:08:13 > 0:08:17Zimbeaweans were waiting for, Robert Mugabe is still the President and it

0:08:17 > 0:08:21is not clear whether permanents will now begin the impeachment process.

0:08:21 > 0:08:25People here today were expecting to hear the resignation they have

0:08:25 > 0:08:29demanded but those hopes have been dashed. The wild celebrations we

0:08:29 > 0:08:34have seen on the streets stand in stark contrast to the sombre mood in

0:08:34 > 0:08:39Harare tonight.

0:08:39 > 0:08:43After a night that turned out rather differently to what some people were

0:08:43 > 0:08:51expecting, what will happen now? Frankly, I shudder to speculate.

0:08:51 > 0:08:55Nobody is quite sure. We were being told by a source close to the

0:08:55 > 0:08:59negotiations that it was definitely going to happen. We have heard that

0:08:59 > 0:09:02he agreed to resign and then changed his mind. I believe that the

0:09:02 > 0:09:06generals have no intention of forcing him out at the barrel of a

0:09:06 > 0:09:10gun, they will be content to allow the party to carry out its

0:09:10 > 0:09:13procedures, work three impeachment in Parliament if necessary and

0:09:13 > 0:09:26remember, they are backed up by huge public demonstrations

0:09:30 > 0:09:33like we saw yesterday. We are also being told that tomorrow morning the

0:09:33 > 0:09:35military will give a press conference and so will the war

0:09:35 > 0:09:37veterans, and important constituency, all of them opposed to

0:09:37 > 0:09:39Robert Mugabe continuing.This is a pause, not a conclusion. Thank you.

0:09:39 > 0:09:42The Chancellor Philip Hammond has said measures to boost the housing

0:09:42 > 0:09:45market will be at the heart of his budget on Wednesday.

0:09:45 > 0:09:47He says he wants 300 thousand homes to be built every year,

0:09:47 > 0:09:50a big rise from the recent levels of around 200 thousand

0:09:50 > 0:09:51a year in England.

0:09:51 > 0:09:54But Mr Hammond stressed there was no "single magic bullet"

0:09:54 > 0:09:58to increase housing supply as Ben Wright now reports.

0:09:58 > 0:10:01Building up expectations ahead of the budget for a raft of measures

0:10:01 > 0:10:04to fix the housing crisis.

0:10:04 > 0:10:07The Chancellor wants to stop developers sitting on land that has

0:10:07 > 0:10:09been given the green light for housing.

0:10:09 > 0:10:12There are lots of things we can do using planning powers,

0:10:12 > 0:10:14using intervention powers to get planning permission that have

0:10:14 > 0:10:17been granted built up.

0:10:17 > 0:10:20We will use money, we will use the powers of the state,

0:10:20 > 0:10:22we will use the powers of the planning system

0:10:22 > 0:10:26but we are determined to get those missing homes built.

0:10:26 > 0:10:28Today Mr Hammond gave hints and winks about government help

0:10:28 > 0:10:32for smaller house builders and the possible cuts to stamp duty.

0:10:32 > 0:10:35Housing seems set to be the centrepiece of the budget,

0:10:35 > 0:10:38but will it add up to the giant house-building leap another Cabinet

0:10:38 > 0:10:40minister has called for?

0:10:40 > 0:10:43Wednesday will tell us.

0:10:43 > 0:10:45Labour says the government should borrow billions

0:10:45 > 0:10:48more for house-building and stretched public services.

0:10:48 > 0:10:51Stop giving the tax cuts to the corporations and the rich

0:10:51 > 0:10:53and recognise you have got an emergency out there

0:10:53 > 0:10:57in terms of public services, invest in those public services.

0:10:57 > 0:11:00The head of the NHS in England has said health needs an urgent

0:11:00 > 0:11:01£4 billion spending boost.

0:11:01 > 0:11:04The Chancellor said he would seek to address particular pressure

0:11:04 > 0:11:08points but a spending splurge on any front looks unlikely.

0:11:08 > 0:11:12Balancing the books is still the government's aim.

0:11:12 > 0:11:14There will be some cash for driverless car technology

0:11:14 > 0:11:16and artificial intelligence, but will robots eventually put

0:11:16 > 0:11:19millions of us out of work?

0:11:19 > 0:11:23Mr Hammond said that won't happen, but did say this.

0:11:23 > 0:11:26Where are all these unemployed people?

0:11:26 > 0:11:29There are no unemployed people...

0:11:30 > 0:11:32Because we have created three and a half million

0:11:32 > 0:11:33new jobs since 2010.

0:11:33 > 0:11:35The Chancellor's clumsy claim, there are no unemployed people

0:11:35 > 0:11:39was quickly clarified by him.

0:11:39 > 0:11:41Mr Hammond meant that previous periods of technological change had

0:11:41 > 0:11:44not left millions out of work.

0:11:44 > 0:11:47Phillip Hammond will walk out of that door on Wednesday knowing

0:11:47 > 0:11:50that the contents of his budget box could be crucial to the political

0:11:50 > 0:11:56fortunes of Theresa May's struggling government as well as his own.

0:11:56 > 0:11:59Unusually, Cabinet colleagues have been arguing publicly for more money

0:11:59 > 0:12:01to be spent on the health service, on house-building.

0:12:01 > 0:12:04Tory MPs are urging him to come up with some bold ideas to prove this

0:12:04 > 0:12:08is a government that has a purpose beyond Brexit.

0:12:08 > 0:12:10The Chancellor knows as well that there are critical Tory MPs

0:12:10 > 0:12:14who want him out of his job because they do not think his heart

0:12:14 > 0:12:19is in the task of getting Britain out of the EU.

0:12:19 > 0:12:22We won't be a government that is defined just by Brexit...

0:12:22 > 0:12:24The outcome of the Brexit negotiations will matter much more

0:12:24 > 0:12:27than any single budget and tomorrow a core group of Cabinet ministers

0:12:27 > 0:12:29including the Chancellor will discuss how to unblock talks,

0:12:29 > 0:12:32knowing that an offer of more money might be the key.

0:12:43 > 0:12:49How do you think the Chancellor is going to chart a course this week?

0:12:49 > 0:12:52It is interesting. The position of John McDonald showed some of the

0:12:52 > 0:12:57problems that Phillip Hammond is facing. His claim is

0:12:57 > 0:13:00straightforward, increase taxes on businesses and the wealthy and pay

0:13:00 > 0:13:05for public services from those increased taxes. Phillip Hammond has

0:13:05 > 0:13:09a far harder equation to solve. He is hemmed in by the politics, no

0:13:09 > 0:13:14majority in the House of Commons, that means tax rises or spending

0:13:14 > 0:13:22cuts difficult to force through. The one option left him is to borrow

0:13:22 > 0:13:24more but that could jeopardise the offer that that party made to

0:13:24 > 0:13:27balance the books in 2025 so any more borrowing could be

0:13:27 > 0:13:32controversial. He is hemmed in by the economic is, we are expecting

0:13:32 > 0:13:35this big productivity downgrade. The economy has not been as good at

0:13:35 > 0:13:39producing wealth as we expected and that means it does not grow as fast

0:13:39 > 0:13:44and the government does not get the tax revenues it expects. The room

0:13:44 > 0:13:48for manoeuvre is constrained, probably something on housing and

0:13:48 > 0:13:52health as well and let's look at that public sector pay cap, what

0:13:52 > 0:14:03will he do there? There is one big question, can he sound big and bold

0:14:03 > 0:14:05politically for all those families who have got falling real incomes

0:14:05 > 0:14:08without putting the economy and the public finances at risk.We will see

0:14:08 > 0:14:09on budget day. Thank you very much.
