0:01:06 > 0:01:08more than 100 women, yet the parole board has decided

0:01:08 > 0:01:11that after ten years in custody it is safe for him to be released.

0:01:11 > 0:01:14He's due out by the end of the month.

0:01:14 > 0:01:16The government wants to stop that happening and is looking

0:01:16 > 0:01:18at the possibility of legal action.

0:01:18 > 0:01:21Anybody out there will appreciate just how awful this must

0:01:21 > 0:01:23be for victims, to see what is happening, to think

0:01:23 > 0:01:26about somebody like that being out on the streets.

0:01:26 > 0:01:29I think it's absolutely right that the Secretary of State

0:01:29 > 0:01:32for Justice will be doing everything he can to make sure this

0:01:32 > 0:01:36man stays behind bars.

0:01:36 > 0:01:38The Justice Secretary is David Gauke.

0:01:38 > 0:01:40He's been in the post for less than a week.

0:01:40 > 0:01:43He has asked lawyers to look at whether it is plausible

0:01:43 > 0:01:45to contest the decision in the courts and if there

0:01:45 > 0:01:47is a good chance of success.

0:01:47 > 0:01:48Opposition MPs welcome the move.

0:01:48 > 0:01:50I think that the public are completely bewildered that

0:01:50 > 0:01:53Warboys is being released as early as he is.

0:01:53 > 0:01:57He is a serious criminal and a threat to women,

0:01:57 > 0:02:01and I don't think that his victims - nor, frankly, the majority of women

0:02:01 > 0:02:04- are going to be convinced that he doesn't continue to be

0:02:04 > 0:02:07a threat to us.

0:02:07 > 0:02:10It would be highly unusual for the government to launch a legal

0:02:10 > 0:02:14challenge against a decision made by an organisation they are

0:02:14 > 0:02:16responsible for and if they do bring judicial review proceedings

0:02:16 > 0:02:21against the parole board, there is no guarantee of success.

0:02:21 > 0:02:25We do know that the bar for judicial review claims is set very high.

0:02:25 > 0:02:27You can't simply take a case to court because you

0:02:27 > 0:02:29don't like the outcome.

0:02:29 > 0:02:32It has to be unlawful for some reason or another.

0:02:32 > 0:02:34So we will wait and see.

0:02:34 > 0:02:37In the meantime, victims of John Worboys are being consulted

0:02:37 > 0:02:40on what conditions he will have to comply with when he is let out.

0:02:40 > 0:02:43Some are concerned that the serial sex offender will try

0:02:43 > 0:02:46to track them down.

0:02:47 > 0:02:52Where does this case go from here?

0:02:52 > 0:02:56I think events are going to move very quickly because the clock is

0:02:56 > 0:03:01ticking. It is going to be two weeks before John Worboys is due to be let

0:03:01 > 0:03:05out. If the government wants to stop that happening, it is going to have

0:03:05 > 0:03:08to get its advice quickly from the lawyers it is consulting and make a

0:03:08 > 0:03:13decision about whether to bring a legal challenge. So I expect them to

0:03:13 > 0:03:17make a decision within the next few days. In the meantime, lawyers for

0:03:17 > 0:03:20some of the victims concerned have also been considering judicial

0:03:20 > 0:03:24review proceedings. There are two possible tracks, one from the

0:03:24 > 0:03:28government and one coming from the lawyers for the victims. It is not

0:03:28 > 0:03:32simple just to bring a legal challenge and for the court just to

0:03:32 > 0:03:36accept it. It is not enough to say we simply don't like this decision.

0:03:36 > 0:03:41Basically the court would have to decide in order to stop this

0:03:41 > 0:03:43happening that the release was completely irrational or there was

0:03:43 > 0:03:47something wrong with the process by which the decision was arrived at.

0:03:47 > 0:03:51That is a high bar, as lawyers have said, so there is absolutely no

0:03:51 > 0:03:54guarantee that it will succeed. In the meantime there is a possibility

0:03:54 > 0:03:58that the court might decide to stop John Worboys being released what

0:03:58 > 0:04:02they make a decision on whether to allow the judicial review.Danny,

0:04:44 > 0:04:48permanent secretary going in. Why are outside the Cabinet Office?

0:04:48 > 0:04:52Because Carillion have so much work in so many contracts in all arms of

0:04:52 > 0:04:56government that it all needs to be coordinated by the Cabinet Office.

0:04:56 > 0:05:00Why are we here? Because they need to make sure that everything will

0:05:00 > 0:05:05work fine if, and it is a big if, Carillion collapses. Schools need to

0:05:05 > 0:05:10continue to be maintained, and so do prisons and hospitals etc etc. What

0:05:10 > 0:05:14they are working on is a contingency plan in the eventuality there are

0:05:14 > 0:05:19issues that cannot be resolved at Carillion. Separately, I understand

0:05:19 > 0:05:24there may be meetings between the company and the banks today, in the

0:05:24 > 0:05:28hopes of finding a solution. If they can't find one, the company could
