0:02:54 > 0:02:58look at the rules which prohibit any publication of the reasons for the

0:03:01 > 0:03:06because they are his rules.It would be highly unusual for the Government
0:03:06 > 0:03:10to launch a legal challenge against the parole board, an organisation it
0:03:10 > 0:03:14is responsible for. And if the case ends up here at the High Court,
0:03:14 > 0:03:19there's no guarantee of success. Would it be difficult? That depends
0:03:19 > 0:03:23on the quality of the decision-making. If this was a bad
0:03:23 > 0:03:26decision, one which no reasonable decision maker could have reached,
0:03:26 > 0:03:30or for some reason it failed to follow the procedures, for example,
0:03:30 > 0:03:34it has been said that the victims, or some of them, weren't consulted,
0:03:34 > 0:03:40it is quite possible the decision was unlawful. It is so unusual is
0:03:40 > 0:03:43that it's not usually the Secretary of State for Justice making those
0:03:43 > 0:03:50arguments.In the meantime, preparations are continuing for John
0:03:50 > 0:03:56Worboys' release. Some are concerned that the serial sex offender will
