0:00:23 > 0:00:25Halova,

0:00:25 > 0:00:30good afternoon.

0:00:30 > 0:00:31The US national government has officially shut down,

0:00:31 > 0:00:34a year to the day after Donald Trump took office as President.

0:00:34 > 0:00:37Senators had failed to agree a stop-gap budget -

0:00:37 > 0:00:38amid a bitter dispute President Trump's Republicans

0:00:38 > 0:00:41and the opposition Democrats over immigration and border security.

0:00:41 > 0:00:45The impasse will affect hundreds of thousands of federal workers.

0:00:45 > 0:00:48But essential government services will carry on.

0:00:48 > 0:00:49The recriminations have already begun.

0:00:49 > 0:00:54David Willis reports from Washington.

0:00:55 > 0:01:03The ayes her 50 and the noes, 49.

0:01:03 > 0:01:10The last hope of avoiding and embracing shutdown missed. The

0:01:10 > 0:01:14motion is not agreed to.The bill had passed in the House of

0:01:14 > 0:01:19Representatives 24 hours earlier but that issue aside from the money

0:01:19 > 0:01:25itself was how that money was spent. Democrats sought a provision in the

0:01:25 > 0:01:28bill protecting the so-called dreamers, 800,000 young people

0:01:28 > 0:01:33brought into this country illegally who's right to remain is due to be

0:01:33 > 0:01:38revoked in a few weeks' time. The Democratic leader in the Senate met

0:01:38 > 0:01:41with President Trump for more than an hour at the White House but the

0:01:41 > 0:01:47two men failed to reach a deal. The way things went today, the way you

0:01:47 > 0:01:53turned from a bipartisan deal, it's almost as if you were rooting for a

0:01:53 > 0:02:00shutdown. And now we will have one and the blame should crash entirely

0:02:00 > 0:02:05on President Trump's shoulders.Many Republicans support efforts to

0:02:05 > 0:02:09legitimise the status of the dreamers but they want it tired to

0:02:09 > 0:02:12other provisions such as President Trump's border wall and not made

0:02:12 > 0:02:18part of the government funding bill. What we have just witnessed on the

0:02:18 > 0:02:23floor was a cynical decision by Senate Democrats to shove aside

0:02:23 > 0:02:27millions of Americans for the sake of irresponsible political games.

0:02:27 > 0:02:34The government shutdown was 100% avoidable.The last government

0:02:34 > 0:02:40shutdown here in 2013 lasted 16 days and led to around 800,000 government

0:02:40 > 0:02:46workers being placed on temporary leave. For President Trump, the man

0:02:46 > 0:02:50who brands himself the deal-maker in Chief, this is a political

0:02:50 > 0:02:54embarrassment. The first day of the government shutdown coincides with

0:02:54 > 0:02:58the first anniversary of his inauguration. David Willis, BBC

0:02:58 > 0:03:01News, Washington.

0:03:01 > 0:03:03Mary Lou McDonald has been confirmed as the only candidate nominated

0:03:03 > 0:03:07to replace Gerry Adams as Sinn Fein president.

0:03:07 > 0:03:12As the only candidate nominated Mary Lou McDonald will be formally

0:03:12 > 0:03:14elected at a special conference next month.

0:03:14 > 0:03:20Mr Adams is retiring after leading the Republican Party

0:03:20 > 0:03:21for 30 years.

0:03:21 > 0:03:24Our correspondent Kevin Sharkey is in Belfast for us.

0:03:24 > 0:03:29What everyone thinks of Sinn Fein's President over the last few decades

0:03:29 > 0:03:36Gerry Adams has unquestionably been a world figure as well as in the UK

0:03:36 > 0:03:40and Ireland. How will Mary Lou McDonald lead her party differently?

0:03:40 > 0:03:44Yes, Mary Lou McDonald said this morning, filling the shoes of Gerry

0:03:44 > 0:03:47Adams will be impossible, she said. No one can do that. That gives you a

0:03:47 > 0:03:52sense of the status he is held in within the party and also

0:03:52 > 0:03:57politically here and globally over the last 30, 35 years or so. Mary

0:03:57 > 0:04:01Lou McDonald on the other hand is perceived to have a clean pair of

0:04:01 > 0:04:05heels politically, she doesn't have any of the baggage from the troubled

0:04:05 > 0:04:11times in Northern Ireland. Over the decades. She was a member of the

0:04:11 > 0:04:16European Parliament for Sinn Fein. She is a sitting TD in the Irish

0:04:16 > 0:04:21Parliament in Dublin at the minute. There is no doubt she will have a

0:04:21 > 0:04:24significant role and one of the important issues facing Sinn Fein

0:04:24 > 0:04:28and politics here in Northern Ireland at the moment is trying to

0:04:28 > 0:04:33get devolution restored, and talks will begin in Belfast next week

0:04:33 > 0:04:39between the parties in an attempt to get power-sharing restored at

0:04:39 > 0:04:43Stormont. Mary Lou McDonald will not be imposed when the talks resume

0:04:43 > 0:04:49next week but there is no doubt she will have a very significant impact.

0:04:49 > 0:04:51Kevin Sharkey in Belfast, thank you.

0:04:51 > 0:04:53The French President has suggested the UK could get a bespoke trade

0:04:53 > 0:05:01deal with the European Union after Brexit, but again warned that

0:05:02 > 0:05:04Britain could expect full access to the Single Market unless it

0:05:04 > 0:05:05accepted its rules.

0:05:05 > 0:05:08In an interview to be broadcast in full on the Andrew Marr Show

0:05:08 > 0:05:11tomorrow morning, Emmanuel Macron said he respected, but regretted,

0:05:11 > 0:05:14the Brexit vote, but the EU would love to welcome the UK back.

0:05:14 > 0:05:16To get full access to the Single Market

0:05:16 > 0:05:17unique contribution to the

0:05:17 > 0:05:18budget and you have to accept...

0:05:18 > 0:05:20The freedoms.

0:05:20 > 0:05:23..The freedoms and the four pillars, and you have to accept

0:05:23 > 0:05:26the jurisdiction.

0:05:26 > 0:05:28As soon as you decide not to join these preconditions,

0:05:28 > 0:05:31it's not a full access.

0:05:31 > 0:05:32So, it's something perhaps between this full

0:05:32 > 0:05:36access and a trade agreement.

0:05:36 > 0:05:38Police in Sheffield are appealing for information to help find two

0:05:38 > 0:05:43children have been missing since last night.

0:05:43 > 0:05:47Marcel Menyhart who's 12 and 13-year-old Marcela Menyhartova,

0:05:47 > 0:05:51were last seen at the city's ice rink near the suburb of Attercliffe,

0:05:51 > 0:05:52at around 8pm yesterday evening.

0:05:52 > 0:05:56British tourists travelling to Jamaica are being advised to stay

0:05:56 > 0:05:59in their resorts after a state of emergency was declared

0:05:59 > 0:06:02in the area around Montego Bay.

0:06:02 > 0:06:05There's been a surge in gang-related violence in the area

0:06:05 > 0:06:07There's been a surge in gang-related violence in the area.

0:06:07 > 0:06:09Around 200,000 Britons visit the popular holiday

0:06:09 > 0:06:10destination each year.

0:06:10 > 0:06:11Nick Davis reports.

0:06:11 > 0:06:13For a country that depends on tourism, the pictures of troops

0:06:13 > 0:06:16on the streets in Montego Bay, Jamaica's biggest resort,

0:06:16 > 0:06:18isn't ideal, but the government says it is

0:06:18 > 0:06:22something that needs to be done.

0:06:22 > 0:06:28The security forces are expected and have been directed to treat

0:06:28 > 0:06:29citizens with respect and protect the dignity

0:06:29 > 0:06:33and safety of all.

0:06:33 > 0:06:36Most of the tourists who visit Montego Bay and much of the north

0:06:36 > 0:06:38coast stay in gated or guarded all-inclusive hotels

0:06:38 > 0:06:42where security isn't an issue.

0:06:42 > 0:06:50But crime in the city has spiked.

0:06:50 > 0:06:53That's the growing reality for the people that live in the city.

0:06:53 > 0:06:55Last year saw the 1,600 people murdered in Jamaica.

0:06:55 > 0:07:01335 of them in St James, the area where Montego Bay is.

0:07:01 > 0:07:03Most of the crime is gang-related and focused in a small

0:07:03 > 0:07:05number of communities.

0:07:05 > 0:07:09The Foreign Office has advised holidaymakers that they should only

0:07:09 > 0:07:11travel to and from the airport to their hotels and when

0:07:11 > 0:07:13they do take excursions to make sure

0:07:13 > 0:07:15they are arranged by official tour reps.

0:07:15 > 0:07:18The authorities say there will be more roadblocks and vehicle searches

0:07:18 > 0:07:21as they go after the gangs and their guns.

0:07:21 > 0:07:24A similar state of emergency in 2010, in Kingston,

0:07:24 > 0:07:27saw the murder rate drop to its lowest levels in years,

0:07:27 > 0:07:28a statistic that meant lives saved.

0:07:28 > 0:07:31In Montego Bay it's hoped the same will happen again.

0:07:31 > 0:07:36Nick Davies, BBC News, Jamaica.

0:07:36 > 0:07:38With all the sport - here's Mike Bushall

0:07:38 > 0:07:42at the BBC Sport Centre.

0:07:42 > 0:07:48Good afternoon. Good afternoon, thank you. First of all, the tennis.

0:07:48 > 0:07:51Defending champion Roger Federer is safely through to the fourth

0:07:51 > 0:07:53round of the Australian Open - he beat Richard Gasquet.

0:07:53 > 0:07:56Federer has yet to drop a set at this year's tournament.

0:07:56 > 0:07:58And there was an injury scare for the six-time

0:07:58 > 0:08:00champion Novak Djokovic - he needed medical treatment in his

0:08:00 > 0:08:01match against Albert Ramos-Vinolas.

0:08:01 > 0:08:09He did win in straight sets but he wasn't at his best -

0:08:15 > 0:08:17in is his first event since Wimbledon last year.

0:08:17 > 0:08:20His next opponent is Chung Hyeon, who's become the first South Korean

0:08:20 > 0:08:23man to reach the last 16 in Melbourne - and to get there,

0:08:23 > 0:08:25he knocked out the fourth seed Alexander Zverev.

0:08:25 > 0:08:28Simona Halep saved three match points before winning 15-13 in the

0:08:28 > 0:08:34decider. That set alone lasted two hours and 22 minutes. They won in

0:08:34 > 0:08:40court for nearly four hours in all. Chelsea lead 2-0 in the early

0:08:40 > 0:08:44Premier League kick-off today after scoring two goals in the first six

0:08:44 > 0:08:48minutes from Eden Hazard and then a superb team effort featuring two

0:08:48 > 0:08:51backheel is finished off in style by Willian.

0:08:51 > 0:08:54And it's been quite a first half, in the Scottish Cup match

0:08:54 > 0:08:57at Pittodrie, where Aberdeen are 3-1 up against St Mirren.

0:08:57 > 0:09:00Ryan Christie has become the star of the show with two goals in the first

0:09:00 > 0:09:04half and it's now half time.

0:09:04 > 0:09:07English golfer Ross Fisher has a share of the lead after the third

0:09:07 > 0:09:09round of the Abu Dhabi golf Championship -

0:09:09 > 0:09:11he and Thomas Pieters are 17 under-par.

0:09:11 > 0:09:13But just one shot behind, is Rory McIlroy, back

0:09:13 > 0:09:15after three months out, with a rib injury.

0:09:15 > 0:09:18He shot a round of 65 to put himself firmly in contention.

0:09:18 > 0:09:20England Netball has admitted it may struggle to fund

0:09:20 > 0:09:22the national team in the future.

0:09:22 > 0:09:24The players turned professional in 2016 but the majority

0:09:24 > 0:09:27of the funding the sport receives has to be spent on grassroots.

0:09:27 > 0:09:29Jo Currie's been investigating, ahead of England's match

0:09:29 > 0:09:36against New Zealand tonight.

0:09:37 > 0:09:44Netball is booming. Over 1 million people play in England and next year

0:09:44 > 0:09:47the sport's elite will descend upon Liverpool for the World Cup. It

0:09:47 > 0:09:52should be a defining moment for the sport. Instead, there are fears of

0:09:52 > 0:09:58funding shortfall which could leave the national team's future in

0:09:58 > 0:10:01jeopardy.It is a huge worry and the thing that keeps me awake at night

0:10:01 > 0:10:06and I wouldn't want it as my legacy as a CEO, no CEO wants to think that

0:10:06 > 0:10:09under their control the England team did not survive and we just won't

0:10:09 > 0:10:11let that happen.

0:10:11 > 0:10:13Netball was one of the main beneficiaries of Sport England's

0:10:13 > 0:10:16funding last year, receiving almost £17 million.

0:10:16 > 0:10:19But only 3 million of that can be used by the elite players.

0:10:19 > 0:10:23And once that 3 million has gone there's going to be a big hole

0:10:23 > 0:10:25in the budget.

0:10:25 > 0:10:30Of course, that money helps a lot and because you are getting to train

0:10:30 > 0:10:35a lot more and live and compete as professional athletes. We all know

0:10:35 > 0:10:38that that will improve what you see on the court. We want to make sure

0:10:38 > 0:10:43we get the professional athletes they are so these youngsters get the

0:10:43 > 0:10:47opportunity to grow up to be a netball player, not enable player

0:10:47 > 0:10:50and this.England netball say they have a plan to raise the money to

0:10:50 > 0:10:53keep their players professional and full-time but nothing is guaranteed.

0:10:53 > 0:10:56We have really got to boost our commercial revenue and it's the one

0:10:56 > 0:11:00thing the board has charged me with doing. We need to have a sell out

0:11:00 > 0:11:04arenas and we need to model exactly how male sport commercialises their

0:11:04 > 0:11:09sport. So it's going to be a mixture of ticket income, sponsorship

0:11:09 > 0:11:11revenue and looking at how we deliver netball. And what better way

0:11:11 > 0:11:14to start than with the Quad series this weekend when England take on

0:11:14 > 0:11:20the world's top teams in London? It's exciting to start 2018 at the

0:11:20 > 0:11:23Commonwealth Games year playing against the top nations in the

0:11:23 > 0:11:27world, we have Australia on Monday, New Zealand up first and South

0:11:27 > 0:11:31Africa, so it's exciting to get the girls here to play on our home turf.

0:11:31 > 0:11:35So England are aiming high ahead of next year's World Cup. They are just

0:11:35 > 0:11:39hoping that success on the court secures their national team's future

0:11:39 > 0:11:41off it. Joe Curry, BBC News.

0:11:41 > 0:11:42That's all the sport for now.

0:11:42 > 0:11:46I'll have more for you in the next hour.

0:11:46 > 0:11:50Thanks very much. You can see more on today's stories throughout the

0:11:50 > 0:11:54afternoon on the BBC News Channel.

0:11:54 > 0:11:57The next news on BBC One is at 5:30pm, bye for now.
