0:00:23 > 0:00:25Good afternoon.

0:00:25 > 0:00:28The US national government has officially shut down,

0:00:28 > 0:00:32a year to the day after Donald Trump took office as President.

0:00:32 > 0:00:35Senators failed to agree a stop-gap budget -

0:00:35 > 0:00:37amid a bitter dispute between President Trump's

0:00:37 > 0:00:39Republicans and the opposition Democrats over immigration

0:00:39 > 0:00:41and border security.

0:00:41 > 0:00:44They're meeting now to try to do a deal to allow hundreds

0:00:44 > 0:00:47of thousands of Federal workers to return to work on Monday morning.

0:00:47 > 0:00:54David Willis reports from Washington.

0:00:54 > 0:00:59The ayes 50, the nays are 49.With a midnight deadline looming they came

0:00:59 > 0:01:03up well short of the 60 votes needed. Without a funding agreement

0:01:03 > 0:01:07in place, the government of the largest economy in the world was now

0:01:07 > 0:01:12only minutes away from shuts down. Three fifths of the Senators duly

0:01:12 > 0:01:14chosen and sworn not having voted in the affirmative, the motion is not

0:01:14 > 0:01:19agreed to.That after the Democrat leader in the Stennett, Chuck

0:01:19 > 0:01:22Schumer, had had an hour-long meeting with President Trump at the

0:01:22 > 0:01:26White House. He called out the deal-maker in chief for failing to

0:01:26 > 0:01:33deliver.The way things went today, the way you turned from a bipartisan

0:01:33 > 0:01:37deal, it's almost as if you were rooting for a shuts down. And now

0:01:37 > 0:01:44we'll have one. And the blame should crash entirely on President Trump's

0:01:44 > 0:01:50shoulders.The White House in a statement branded the Democrats

0:01:50 > 0:01:54obstructionist losers.What just witnessed on the floor was a cynical

0:01:54 > 0:01:58decision by Senate Democrats to shove aside millions of Americans

0:01:58 > 0:02:08for the sake of irresponsible political gameness. The government

0:02:08 > 0:02:11shutdown was 100% avoidable. As the vote collapsed, outside on the steps

0:02:11 > 0:02:17of the Capitol, were the people whose fate Democrats want to tie to

0:02:17 > 0:02:21this funding agreement. The so-called Dreamers- young people

0:02:21 > 0:02:23brought into the United States illegally who President Trump is

0:02:23 > 0:02:27threatening to deport in a few weeks' time. Many Republicans

0:02:27 > 0:02:31support legitimising their status, but they want it to be part of an

0:02:31 > 0:02:34immigration bill that would also provide funds for a wall along the

0:02:34 > 0:02:39Mexican border. A pet project of President Trump. The president was

0:02:39 > 0:02:45hitting the hash key hard this morning. This is the one-year

0:02:45 > 0:02:50anniversary of my presidency and the Democrats wanted to give me a nice

0:02:50 > 0:02:54present hashtag Democrat shutdown. The last government shutdown here in

0:02:54 > 0:02:582013 caused the closure of many national parks and monuments and

0:02:58 > 0:03:02lead to around 800,000 government workers being placed on temporary

0:03:02 > 0:03:06leave. Nobody here wants to see history repeated.I'm just very

0:03:06 > 0:03:11disappointed that we couldn't all come to an agreement about this.

0:03:11 > 0:03:15There is common ground in the middle, I just am shocked that our

0:03:15 > 0:03:21government is this dysfunctional. For President Trump this is a

0:03:21 > 0:03:25political embarrassment. One year ago amid considerable pomp and

0:03:25 > 0:03:28ceremony he was celebrating his inauguration having switched to

0:03:28 > 0:03:31office on the platform of the ultimate steel-maker. At the end of

0:03:31 > 0:03:40a tumultuous year, such credentials are now in question. Members of

0:03:40 > 0:03:43Congress are gathering right now to try to find a solution to this

0:03:43 > 0:03:49crisis, with most government offices closed over the weekend, the worst

0:03:49 > 0:03:53effects of this government shutdown aren't expected to be felt until

0:03:53 > 0:04:00Monday. But if some sort of solution isn't found by then, thousands of

0:04:00 > 0:04:04American government workers could turn up to find their offices are

0:04:04 > 0:04:09locked and their pay is being docked. Kate. David, thank you.

0:04:09 > 0:04:13In the past few minutes reports are coming in of an attack on a major

0:04:13 > 0:04:14hotel in the Afghan capital, Kabul.

0:04:14 > 0:04:16At least four gunmen are reported to have entered

0:04:16 > 0:04:18the Intercontinental Hotel and opened fire on guests inside.

0:04:18 > 0:04:21As yet it's unclear if there are casualties.

0:04:21 > 0:04:24Sinn Fein has announced who will succeed Gerry Adams

0:04:24 > 0:04:26as its party president.

0:04:26 > 0:04:29Mary Lou McDonald, a member of parliament in the Irish Republic,

0:04:29 > 0:04:31was the only candidate for the role.

0:04:31 > 0:04:33Mr Adams emerged from Northern Ireland's turbulent history

0:04:33 > 0:04:35to become leader more than 30 years ago.

0:04:35 > 0:04:38Ms McDonald comes from a very different background.

0:04:38 > 0:04:44Our Ireland Correspondent Chris Page is in Belfast.

0:04:44 > 0:04:49Tell us a little bit more about her. She's been favourite for some time

0:04:49 > 0:04:53hasn't she?Yes, that's right, Kate, it's been thought for some years now

0:04:53 > 0:04:56that Mary Lou McDonald was the likely successor to Gerry Adams.

0:04:56 > 0:05:01She's been a very strong presence at Mr Adams's side at keep political

0:05:01 > 0:05:04events recently. The personal political journey has been very

0:05:04 > 0:05:08different to her predecessor. Mr Adams was brought up in west

0:05:08 > 0:05:12Belfast, the working-class area, the crucible of the conflict in Northern

0:05:12 > 0:05:16Ireland. Security sources believe he was a senior member of the IRA so

0:05:16 > 0:05:20he's always denied being in the organisation. Mary Lou McDonald grew

0:05:20 > 0:05:25up in a middle-class suburb in Dublin and joined Sinn Fein during

0:05:25 > 0:05:30the peace process. Sinn Fein confirmed she was the only nominee

0:05:30 > 0:05:33to succeed Mr Adams as president and she said she would put her own stamp

0:05:33 > 0:05:42on the dog.-- job. The truth is nobody will ever feel Gerry Adams's

0:05:42 > 0:05:47shoes, that's the truth. The truth is, my friends, I won't feel Gerry

0:05:47 > 0:05:56's shoes. But the news is that I brought my own.So she will take

0:05:56 > 0:05:59over officially as Sinn Fein president at a special party

0:05:59 > 0:06:02conference in three weeks' time. It mark something of a generational

0:06:02 > 0:06:07shift in the party away from people who had IRA connections, towards new

0:06:07 > 0:06:10figures who have no direct connection with the troubles. Now

0:06:10 > 0:06:14Sinn Fein's political opponents will still continue to focus on links to

0:06:14 > 0:06:18the IRA and Sinn Fein will indeed continue to defend the IRA campaign.

0:06:18 > 0:06:22But these days the party prefers to talk about present-day politics

0:06:22 > 0:06:25rather than the paramilitary violence of the past.Chris, thank

0:06:25 > 0:06:29you.

0:06:29 > 0:06:32British tourists travelling to Jamaica are being advised to stay

0:06:32 > 0:06:34in their resorts after a state of emergency was declared

0:06:34 > 0:06:35around Monteego Bay.

0:06:35 > 0:06:38There's been a surge in gang-related violence in the area.

0:06:38 > 0:06:40Every year, around 200,000 Britons visit the popular holiday

0:06:40 > 0:06:43destination as Nick Davis reports.

0:06:43 > 0:06:46For a country that depends on tourism, the pictures of troops on

0:06:46 > 0:06:51the streets in Montego Bay, Jamaica's biggest resort, isn't

0:06:51 > 0:06:55ideal. But the government says it's something that needs to be done. The

0:06:55 > 0:07:00security forces are expected, and have been directed, to treat

0:07:00 > 0:07:08citizens with respect and protect the dignity and safety of all. Most

0:07:08 > 0:07:13of the tourists who visit Montego Bay and much of the north coast stay

0:07:13 > 0:07:16in gated unguarded all-inclusive hotels where security isn't an

0:07:16 > 0:07:21issue. But the growing reality for people who live in the city is that

0:07:21 > 0:07:26crime has spiked. Last year saw over 1600 people murdered in Jamaica. 335

0:07:26 > 0:07:33of them in Saint James, the area where Montego Bay is. Most of the

0:07:33 > 0:07:36crime is gang-related and focused in a small number of communities. The

0:07:36 > 0:07:39Foreign Office has advised holiday-makers they should only

0:07:39 > 0:07:44travel to and from the airport to their hotels and, when they do take

0:07:44 > 0:07:48excursions, to make sure they are arranged by a official tour wraps.

0:07:48 > 0:07:52Authority say there will be more roadblocks and vehicle searches as

0:07:52 > 0:07:55they go after the gangs and their guns. A similar state of emergency

0:07:55 > 0:08:00in 2010 in Kingston saw the murder rate dropped to its lowest levels in

0:08:00 > 0:08:06years. A statistic that meant lives saved. In Montego Bay it is hoped

0:08:06 > 0:08:12the same will happen again. Nick Davis, BBC News, Jamaica.

0:08:12 > 0:08:14A minute's applause has been held at Premier League football grounds

0:08:14 > 0:08:17today as a mark of respect for Cyrille Regis, the England

0:08:17 > 0:08:18striker who died last weekend.

0:08:18 > 0:08:21In today's football - Chelsea are now up to third

0:08:21 > 0:08:25in the table after their win over Brighton, as Ade Adedoyin reports.

0:08:25 > 0:08:27A minute's applause to mark the death of Cyrille Regis,

0:08:27 > 0:08:35who passed away last Sunday at the age of 59.

0:08:35 > 0:08:37The players in black armbands to honour the former

0:08:37 > 0:08:39England international, widely regarded as a pioneer,

0:08:39 > 0:08:44who helped break down racial barriers in the game.

0:08:44 > 0:08:46Brighton were hosting the Premier League champions,

0:08:46 > 0:08:48Chelsea, who were missing a number of first-team regulars

0:08:48 > 0:08:50through injury and suspension.

0:08:50 > 0:08:52One man who was playing was Eden Hazard.

0:08:52 > 0:08:54And it didn't take long for him to make his mark.

0:08:54 > 0:08:56Three minutes later, half the Brighton team could do

0:08:56 > 0:09:02nothing to stop this intricate passing move.

0:09:02 > 0:09:04The Brazilian international, Willian, with a well worked goal,

0:09:04 > 0:09:07which again involved Hazard.

0:09:07 > 0:09:10And things didn't get any better for the home side,

0:09:10 > 0:09:12who felt they should have had at least one penalty

0:09:12 > 0:09:13in the first half.

0:09:13 > 0:09:15Brighton did have their chances after the break,

0:09:15 > 0:09:18but it was that man again, Hazard.

0:09:18 > 0:09:23A brilliant solo effort to put Antonio Conte's side 3-0 up

0:09:23 > 0:09:26and on course for all three points for the first time this year.

0:09:26 > 0:09:28But they weren't finished just yet.

0:09:28 > 0:09:29Victor Moses making it four.

0:09:29 > 0:09:31An emphatic victory for Chelsea.

0:09:31 > 0:09:34It was a memorable day for Eden Hazard, the man

0:09:34 > 0:09:37of the match, and perhaps even more memorable for this young fan.

0:09:37 > 0:09:45Ade Adedoyin, BBC News.

0:09:47 > 0:09:50There's more to the evening on BBC News Channel. I'll be back with the

0:09:50 > 0:09:52team for the late news. That
