0:01:02 > 0:01:06the globe. The UK Prime Minister says it is highly likely that Russia

0:01:06 > 0:01:10was behind the poisoning of a former spy in Britain, speaking in

0:01:10 > 0:01:13parliament, Theresa May said that Sergei Skripal and his daughter were

0:01:13 > 0:01:17attacked with a nerve agent, irrelevant by the Soviet military.

0:01:17 > 0:01:21Moscow denies any involvement. The White House called the attack

0:01:21 > 0:01:27reckless. The dramatic correspondent James Landau has more.

0:01:27 > 0:01:31Today, police continued to examines all three home of Sergei Skripal,

0:01:31 > 0:01:34more than one week after the former Russian intelligence officer and his

0:01:34 > 0:01:45daughter were attacked with a nerve agent.

0:01:52 > 0:01:53So, this morning ministers gathered for a

0:01:53 > 0:01:55meeting of the National Security Council, looking for answers.

0:01:55 > 0:01:57An update on the investigation from the

0:01:57 > 0:02:00police and intelligence services that would allow them and the Prime

0:02:00 > 0:02:02Minister to decide what steps to take next.

0:02:02 > 0:02:04For some days ministers have been pushing Theresa May for

0:02:04 > 0:02:05tougher response.

0:02:05 > 0:02:07This afternoon she was clear who she thought was

0:02:07 > 0:02:09responsible, and what they should do.

0:02:09 > 0:02:12It is now clear that Mr Skripal and his daughter were poisoned with

0:02:12 > 0:02:14a military grade nerve agent of a type developed by Russia.

0:02:14 > 0:02:17It is part of a group of nerve agents known as Novichok.

0:02:17 > 0:02:19Based on the analysis of world leading experts

0:02:19 > 0:02:20at Porton Down,

0:02:20 > 0:02:22our knowledge that Russia has previously produced this agent

0:02:22 > 0:02:24and would still be capable of doing so,

0:02:24 > 0:02:26the Government has concluded that it

0:02:26 > 0:02:28is highly likely that Russia was responsible for the act against

0:02:28 > 0:02:38Sergei and Yulia Skripal.

0:02:38 > 0:02:40She said the Foreign Secretary had summoned

0:02:40 > 0:02:44the Russian ambassador and told him he had

0:02:44 > 0:02:47until the end of tomorrow to explain whether this was a direct

0:02:47 > 0:02:49act by the Russian state or by

0:02:49 > 0:02:59others who now control the nerve agent.

0:03:03 > 0:03:06Mr Speaker, this attempted murder using a weapons grade nerve agent

0:03:06 > 0:03:09in a British town was not just a crime against the Skripals,

0:03:09 > 0:03:10it was an indiscriminate and reckless act against

0:03:10 > 0:03:12the United Kingdom, putting the lives of

0:03:12 > 0:03:13innocent civilians at risk.

0:03:13 > 0:03:16And we will not tolerate such a brazen attempt to murder

0:03:16 > 0:03:17in innocent civilians on our soil.

0:03:17 > 0:03:19The Labour leader called for tougher sanctions

0:04:46 > 0:04:50Russia, huffing and puffing, but the politicians do not believe that

0:04:50 > 0:04:55Britain will blow the house down and take strong measures against Moscow

0:04:55 > 0:04:59so the key question is, if, come Wednesday, Britain and improve this

0:04:59 > 0:05:04was an act of state-sponsored force by Russia, what kind of measures

0:05:04 > 0:05:09will Britain, together with our allies, take against Moscow?Steve

0:05:12 > 0:05:15Another twist in the debate over gun regulation here in the US, with

0:05:15 > 0:05:19President Trump putting off action on raising the minimum age for

0:05:19 > 0:05:23buying guns. This was an idea that he championed after the school

0:05:23 > 0:05:28shooting in Florida. Now the one White House wants to fund programmes

0:05:28 > 0:05:32to train school staff to use firearms, encourage military

0:05:32 > 0:05:35veterans and retired police to become teachers and improved

0:05:35 > 0:05:40background and mental health checks. For more on this we spoke with a

0:05:40 > 0:05:46national political correspondent for the Hill.

0:05:46 > 0:05:51The president seems to have backed away from the idea of raising the

0:05:51 > 0:05:54minimum age at which you can purchase a gun, how does the White

0:05:54 > 0:05:58House explain this evolving position.Great question, almost a

0:05:58 > 0:06:02month since the mass shooting in Parkland, Florida, president

0:06:02 > 0:06:05initially talked about tough measures he wanted to take to defy

0:06:05 > 0:06:09the NRA, the White House today were stepping back and saying, the

0:06:09 > 0:06:12president has not given up on any of those initiatives but he just wants

0:06:12 > 0:06:18to study them.Interesting, the president himself a few weeks ago

0:06:18 > 0:06:22was accusing politicians of running scared from the NRA. He himself has

0:06:22 > 0:06:26had several meetings with the NRA recently, have they had an impact?

0:06:26 > 0:06:30They definitely had an impact, the president has met at least twice

0:06:30 > 0:06:34with representatives of the NRA, initially publicly was saying wanted

0:06:34 > 0:06:37to be tough and take a leadership role on guns, they talked with him

0:06:37 > 0:06:44privately about the politics of this, their own positions on this

0:06:44 > 0:06:47and gun control, and Republicans on Capitol Hill also were very

0:06:47 > 0:06:50instrumental in discouraging the president from thinking in a

0:06:50 > 0:06:53mid-term election year that this would be in any way profitable for

0:06:53 > 0:06:57Republicans running for re-election. The fact is now, we don't have a

0:06:57 > 0:07:01discussion about restrictions on gun ownership, it is all about mental

0:07:01 > 0:07:07health and school safety.And hardening schools, hardening the

0:07:07 > 0:07:11actual infrastructure of schools, as you pointed out, by saying, that was

0:07:11 > 0:07:14the lead item from the White House today, the United States need to

0:07:14 > 0:07:20make schools much more guarded and at guns to the school setting, where

0:07:20 > 0:07:25students are learning. We know that is very controversial and yet the

0:07:25 > 0:07:30president is very supportive and not surprisingly the NRA is too.Without

0:07:30 > 0:07:34the Florida School shooting survivors planning a huge march on

0:07:34 > 0:07:39Washington next week, they have called for gun restrictions, also

0:07:39 > 0:07:43something that polling suggests Americans back too, so this is going

0:07:43 > 0:07:47to be a political issue in the run-up to the mid-term.Yes, but we

0:07:47 > 0:07:51know there is some Democrats running in states that President Trump won

0:07:51 > 0:07:56in 2016 who are nervous about the idea of being tough on guns, both

0:07:56 > 0:08:00parties have hesitations about this. The young people who have been very

0:08:00 > 0:08:04affected and motivated by the mass shooting in Florida are mobilising.

0:08:04 > 0:08:07The other element that is interesting, the White House is

0:08:07 > 0:08:13referring to states. Borrowed acted on legislation can signed by a

0:15:40 > 0:15:45Minister... I just felt, and many feel like I do, that we are walking

0:15:45 > 0:15:52off the field of competence, and into a realm where we sort of how to

0:15:52 > 0:15:56decipher the tweets to figure out what policy will be! That does not

0:19:40 > 0:19:43Saturday and again this morning tweeted in ways that made it sound

0:19:43 > 0:19:47like he was not happy with the European Union, he says the European

0:19:47 > 0:19:52Union has large tariffs and barriers against the United States, if you

0:19:52 > 0:19:56don't get an exemption, will be you retaliate against American products?

0:19:56 > 0:20:03If the proposed steel and aluminium tariffs are imposed on European

0:20:03 > 0:20:07exports, then yes, we will use our rights under the World Trade

0:20:07 > 0:20:12Organisation to impose rebalancing tariffs on American exports. We hope

0:20:12 > 0:20:16that will not be the case, I know that the president has made some

0:20:16 > 0:20:19critical remarks about the European Union, we don't share that

0:20:19 > 0:20:22perspective. I don't think it is fair to characterise the European

0:20:22 > 0:20:28Union as protectionist or posing barriers to exports, we are one of

0:20:28 > 0:20:32the largest trading economies in the world and one of the most open and

0:20:32 > 0:20:35we trade enormously with the United States, but if that is a

0:20:35 > 0:20:39conversation the president wants to have, he should hold it with his

0:20:39 > 0:20:43European Intel occurred tos, and we can continue his conversation but on

0:20:43 > 0:20:51the immediate issue of tariffs, we are looking down the avenue of

0:20:51 > 0:20:55intervention. Failing which, we will preserve rights under the WTO. --

0:20:55 > 0:21:01interlocutors.Measures against European steel and aluminium exports

0:21:01 > 0:21:05to America, would that have a material impact on European

0:21:05 > 0:21:11producers, Germany is only 3% of the total import of steel.We are

0:21:11 > 0:21:14actually the largest exporter of steel to the United States,

0:21:14 > 0:21:18second-largest by volume and the largest by value, so total European

0:21:18 > 0:21:21Union exports of steel are quite important, the total value of those

0:21:21 > 0:21:27exports is around $8 billion, and that is the value of the European

0:21:27 > 0:21:32export which will be affected by these tariffs if they are imposed.

0:21:32 > 0:21:37So it would have an impact on European companies?Very much, and

0:21:37 > 0:21:40we of course feel obliged to protect their interests.Going through the

0:21:40 > 0:21:45list of things that the EU has talked about in terms of retaliatory

0:21:45 > 0:21:48measures, bourbon from Kentucky, Harley-Davidsons from Wisconsin,

0:21:48 > 0:21:53orange juice from Florida, all very important states in American

0:21:53 > 0:21:58politics, is this a political gesture that the EU is proposing?

0:21:58 > 0:22:02The commission has proposed an indicative list, this has been

0:22:02 > 0:22:05discussed with member states, in choosing the products you always

0:22:05 > 0:22:08look at those which will have a maximum impact, in terms of the

0:22:08 > 0:22:14effect desired.Impact politically, you mean.Also economically, because

0:22:14 > 0:22:18the desire is to is to send a message that the damage inflicted on

0:22:18 > 0:22:23European exports will be reciprocated in terms of having an

0:22:23 > 0:22:28impact on American exports. I want to emphasise, this is not where we

0:22:28 > 0:22:33want to be and we hope we will not take this forward.If there is going

0:22:33 > 0:22:38to be a trade war, to be clear, the European Union will fight back?I

0:22:38 > 0:22:43really don't think it would be right to characterise this as a trade war,

0:22:43 > 0:22:47we sincerely hope that it is possible to have a dialogue and come

0:22:47 > 0:22:49out of this situation without tariffs being imposed on either

0:22:49 > 0:22:54side, that is the objective, if tariffs are imposed, then indeed, we

0:22:54 > 0:22:59will have to protect the interests of our industry in the where we best
