:00:27. > :00:29.appalling events in Manchester last night our thoughts and prayers are

:00:30. > :00:33.with the victims and with the families and friends of all those

:00:34. > :00:39.affected. It is now beyond doubt that the people of Manchester and of

:00:40. > :00:44.this country have fallen victim to a callous terrorist attack, an attack

:00:45. > :00:51.that targeted some of the youngest people in our society with cold

:00:52. > :00:55.calculation. This was among the worst terrorist incidents we have

:00:56. > :00:59.ever experienced in the United Kingdom, and although it is not the

:01:00. > :01:05.first time Manchester has suffered in this way, it is a worse attack

:01:06. > :01:10.this city has experienced and the worst ever to head the north of

:01:11. > :01:15.England. The police and security services are working at speed to

:01:16. > :01:22.establish the complete picture, but I wanted to tell you what I can at

:01:23. > :01:28.this stage. At 1033 last night, the police were called to report an

:01:29. > :01:33.explosion at Manchester Arena, in Manchester city centre, near

:01:34. > :01:36.Victoria train station. We now know that a single terrorist detonated

:01:37. > :01:41.his improvised explosive device near one of the exits of the venue,

:01:42. > :01:49.deliberately choosing the time and place to cause maximum carnage and

:01:50. > :01:53.to kill and injure indiscriminately. The explosion coincided with the

:01:54. > :02:01.inclusion of a pop concert which was attended by many young families and

:02:02. > :02:05.groups of children. All I saw terrorism are cowardly attacks on

:02:06. > :02:12.innocent people, but this attack stands out for its appalling,

:02:13. > :02:17.sickening cowardice. Deliberately tagging and Saint, defence the

:02:18. > :02:21.children and young people who should have been enjoying one of the most

:02:22. > :02:26.memorable nights of their lives. As things stand, I can tell you that in

:02:27. > :02:33.addition to the attacker, 22 people have died and 59 people had been

:02:38. > :02:41.hospitals across Greater Manchester. Many are being treated for

:02:50. > :02:52.injured by many children and young people. We struggle to comprehend

:02:53. > :02:56.the warped and twisted mind that sees a room packed with young

:02:57. > :03:03.children not as I seem to cherish, but as an opportunity for carnage,

:03:04. > :03:07.but we can continue to resolve to thwart such attacks in the future,

:03:08. > :03:12.to take on and defeat the ideology that often feels as violence, and if

:03:13. > :03:18.there are tonnes out to be those responsible for that attack, to seek

:03:19. > :03:21.them out and bring them to justice. The police and security services

:03:22. > :03:24.believe that the attack was carried out by one man, but they now need to

:03:25. > :03:30.know why he was acting alone was part of a wider group. It will take

:03:31. > :03:34.some time to establish these facts, and the investigation will continue.

:03:35. > :03:41.The police and security services will be given all the resources they

:03:42. > :03:45.need to complete that task. The police and security services believe

:03:46. > :03:47.they know the identity of the perpetrator, but at this stage of

:03:48. > :03:55.the investigations we cannot confirm his name. Their police and emergency

:03:56. > :04:02.services have, as always, acted with great courage and on behalf of the

:04:03. > :04:06.country I want to express gratitude to them. They acted in accordance

:04:07. > :04:09.with the plans you have in place, and the exercises they conducted

:04:10. > :04:16.test those plans, and they performed with the utmost professionalism. 400

:04:20. > :04:25.many paramedics, doctors and nurses have worked valiantly amateur Matic

:04:59. > :05:01.search is underway. We know that many friends and relatives of people

:05:02. > :05:05.caught up in the attack are still trying to find out what has happened

:05:06. > :05:12.to their children, brothers and sisters, parents and loved ones,

:05:13. > :05:17.salt, please, think of those people who are experiencing unimaginable

:05:18. > :05:20.worry, and if you have any information at all relating to the

:05:21. > :05:26.attack, please contact Greater Manchester Police. The threat level

:05:27. > :05:36.remains that Syria. That means that a terrorist attack means highly

:05:48. > :05:53.the Chief Constable of Greater Manchester Police, Ian Hopkins, the

:05:58. > :06:02.emergency services who came to Manchester's aid in the moment of

:06:03. > :06:06.need. As I announced last night, the general election campaign has been

:06:07. > :06:12.suspended. I will cheer another meeting of Cobra later today. A

:06:13. > :06:15.terrible moments like this, it is cast before leaders, politicians and

:06:16. > :06:18.others to condemn the perpetrators and to declare that the terrorists

:06:19. > :06:23.will not win. But the fact that we have been you before and the fact

:06:24. > :06:30.that we need to say this again does not make it any less true. For as

:06:31. > :06:34.often as we experience but the worst of humanity in Manchester last

:06:35. > :06:38.night, we also saw the best. The cowardice of the attacker met the

:06:39. > :06:44.bravery of the emergency services and the people of Manchester. The

:06:45. > :06:50.attempt to divide is met countless acts of kindness that brought people

:06:51. > :06:55.closer together, and in the days ahead, those must be the things we

:06:56. > :07:00.remember. The images we hold in our mind should not be those of

:07:01. > :07:04.senseless slaughter, but of the ordinary men and women who bid

:07:05. > :07:10.concerns about their own safety to one side and rushed to help. The men

:07:11. > :07:17.and women of the emergency services, who tirelessly to bring comfort to

:07:18. > :07:23.help anti-serum lives. Of the messages of solidarity and hope, of

:07:24. > :07:26.all those who open their homes to the victims. They are the images

:07:27. > :07:31.that embody the spirit of Manchester and the spirit of Britain. S Bennett

:07:39. > :07:43.will never be broken. There will be difficult days ahead. We offer our

:07:44. > :07:49.thoughts and prayers to the family and friends of those affected. We

:07:53. > :07:58.security services as a go about their work, and we all, every single

:07:59. > :08:06.one of us, stand with the people of Manchester at this terrible time.
