0:00:11 > 0:00:12This is Business Briefing.

0:00:12 > 0:00:19I'm Sally Bundock.

0:00:19 > 0:00:22In the dock - Silicon Valley's social media giants defend

0:00:22 > 0:00:25their stance on political propaganda - but will tighter

0:00:25 > 0:00:26regulation be enforced?

0:00:26 > 0:00:29Markets are awaiting the latest interest rate decision

0:00:29 > 0:00:34from the US central bank.

0:00:34 > 0:00:37Tomorrow Donald Trump will announce his choice for head

0:00:37 > 0:00:40of the Federal Reserve.

0:00:40 > 0:00:43And share markets in Asia start the month of November on a high

0:00:43 > 0:00:52as traders prepare for the latest decision from the US central bank.

0:01:07 > 0:01:10First though, let's bring you the latest on events

0:01:10 > 0:01:11in New York.

0:01:11 > 0:01:14A man has deliberately driven a pick-up truck into cyclists

0:01:14 > 0:01:22and pedestrians in New York killing at least eight people

0:01:22 > 0:01:24and injuring twelve others.

0:01:24 > 0:01:26Officials have described it as a terrorist act.

0:01:26 > 0:01:28Police sources have named the suspect as twenty-nine year-old

0:01:28 > 0:01:41Sayfullo Saipov - from Uzbekistan - who moved to America in 2010.

0:01:41 > 0:01:45This is live pictures of the scene. That is the vehicle that was stopped

0:01:45 > 0:01:53by police. Sayfullo Saipov was shot shortly after the incident when he

0:01:53 > 0:01:57left the vehicle and he is now in hospital where he is being treated

0:01:57 > 0:02:02but under guard, of course. Police believe in the authorities believe

0:02:02 > 0:02:07he was a lone wolf attacker but as you can imagine, an investigation is

0:02:07 > 0:02:12under way on the part of the FBI and the authorities to find out exactly

0:02:12 > 0:02:17who he was and what links he had to any terrorist organisations. We will

0:02:17 > 0:02:20keep you updated throughout the programme.

0:02:20 > 0:02:22Tech executives have finished their first day

0:02:22 > 0:02:25of testimony in front of the US Congress.

0:02:25 > 0:02:28Representatives from Facebook, Google and Twitter have faced

0:02:28 > 0:02:31questions from US policymakers about Russian interference in the US

0:02:31 > 0:02:40Presidential election.

0:02:40 > 0:02:42Our North America technology reporter, Dave Lee, has been

0:02:42 > 0:02:48following the story from Washington DC.

0:02:48 > 0:02:53The first committee hearing has concluded. Was a fairly comfortable

0:02:53 > 0:02:56ride, I must say, for the three technology companies, Facebook,

0:02:56 > 0:03:00Google and Twitter. They put on something of an united front. They

0:03:00 > 0:03:04wanted to show the senators that they were capable, they say, of

0:03:04 > 0:03:09dealing with this Rob on their own. The problem is, friendly, enormous.

0:03:09 > 0:03:13Facebook said as many as 126 million users may have been reached by

0:03:13 > 0:03:17Russian propaganda. To the said it could have been as many as 288

0:03:17 > 0:03:21million on its platform and Google said it has widespread problems on

0:03:21 > 0:03:27its network as well. However, they say they will enforce stricter

0:03:27 > 0:03:30policies, more transparent policies about advertising and that will stop

0:03:30 > 0:03:35this problem from occurring in the future election. On the other hand,

0:03:35 > 0:03:39senators do not seem so convinced of that. Many of them are pushing for

0:03:39 > 0:03:44new regulations that would make the entire ad process and many of the

0:03:44 > 0:03:47algorithms on these networks a lot more transparent and public. The

0:03:47 > 0:03:54companies that, of course, do not want that. We will hear more from

0:03:54 > 0:03:58Dave on that story as it progresses. Now a busy day for the United

0:03:58 > 0:04:03States. The central bank has gathered the Federal Reserve and

0:04:03 > 0:04:07they will make their announcement as well later on the latest decision

0:04:07 > 0:04:13about the cost of role running. That quantitive easing, as it is known.

0:04:13 > 0:04:17Is go to our Asia business because the story is watched over the world.

0:04:17 > 0:04:22The markets in Asia are starting a November on a high. Talk us through

0:04:22 > 0:04:27it. That is right. It is on a positive move that. We have the

0:04:27 > 0:04:34likes of Tokyo, Seoul, Hong Kong all in positive territory. All are

0:04:34 > 0:04:39waiting to see what the Federal Reserve will do in terms of monetary

0:04:39 > 0:04:44policy. But when you speak with analysts, they are not expecting a

0:04:44 > 0:04:48move or an interest rate until December. The focus is on who will

0:04:48 > 0:04:53replace the current Federal chair after her term expires in February.

0:04:53 > 0:05:01One of the candidates is a Republican, another is John Taylor,

0:05:01 > 0:05:05a Stanford economist and always on the Republican list of potential

0:05:05 > 0:05:12Federal Reserve jazz. He thinks the reserve should be much higher

0:05:12 > 0:05:17despite low inflation. Earlier we spoke to a economist who explains

0:05:17 > 0:05:20why Janet should stay on as the chief. She probably should stay

0:05:20 > 0:05:28because you want somebody as credible as Janet and the only

0:05:28 > 0:05:35Canada is to repay and -- reappoint her. The others are rather less

0:05:35 > 0:05:40credible or are more hawkish.But she is a Democrat.This is the

0:05:40 > 0:05:43problem. President Trump has been trying to overturn so many of the

0:05:43 > 0:05:47things that President Obama did and appointing Janet Yellen was one of

0:05:47 > 0:05:51those things. The expectation is that she will not make it.The

0:05:51 > 0:05:54markets are watching closely on who the choice of President Trump will

0:05:54 > 0:05:58be. The moment of truth should come in about in nine days time. For now,

0:05:58 > 0:06:02investors are watching closely to more company earnings and the key

0:06:02 > 0:06:06job support which will be released on Friday. Great to be here on your

0:06:06 > 0:06:13new show, Sally.Good to have you, as always. You are a vital element

0:06:13 > 0:06:18and we will see you shortly. Talking now about what is going on in

0:06:18 > 0:06:19Malaysia.

0:06:19 > 0:06:22Malaysia has been hit by a massive data breach which could have

0:06:22 > 0:06:24compromised the personal information of the entire population.

0:06:24 > 0:06:27Leisha Santorelli has been following the story from Singapore.

0:06:27 > 0:06:33The customer data of more than 46 million mobile subscribers in

0:06:33 > 0:06:38Malaysia appears to be leaked onto the dark Web. Leisure only has a

0:06:38 > 0:06:41population of around 32 million people so this could affect the

0:06:41 > 0:06:46entire country. Personal information that was leaked included things like

0:06:46 > 0:06:49personal identification numbers, mobile numbers as well as home

0:06:49 > 0:06:55addresses. It was first discovered by a local website, a local

0:06:55 > 0:06:59technology website which said an individual was trying to sell this

0:06:59 > 0:07:07bizarre -- data for an undisclosed sum of Bitcoin. The local website

0:07:07 > 0:07:13also said that it appeared that the rich took place between 2014 and

0:07:13 > 0:07:182015. It has been flagged to the Malaysia and regulators and they are

0:07:18 > 0:07:22investigating. Could have legal ramifications for the Telecom on

0:07:22 > 0:07:25occasion operators because they have an obligation to keep data

0:07:25 > 0:07:28protected. Experts say that what customers can do right now is

0:07:28 > 0:07:33replaced their Sim card because having personal data leaked is quite

0:07:33 > 0:07:37a serious thing. These days, criminals can take that information

0:07:37 > 0:07:40and use it for things such as fraud or identity theft.

0:07:40 > 0:07:44The head of Mexico's oil firm Pemex has told the BBC that if the current

0:07:44 > 0:07:47trade friction with the United States were to spread

0:07:47 > 0:07:49to the energy market, then both countries would suffer.

0:07:49 > 0:07:55He was speaking to our Business Editor Simon Jack.

0:07:55 > 0:08:01Repurchase a lot of gas from the United States so, you know, I am a

0:08:01 > 0:08:06firm believer that trade is good for two people, it is not win lose. We

0:08:06 > 0:08:10both went. You must admit, however, that the tone of the relationship

0:08:10 > 0:08:18has changed. The idea of building a wall, is not a physical one, a trade

0:08:18 > 0:08:22one in NAFTA is creaking a little bit of the scenes that it is Donald

0:08:22 > 0:08:30Trump, is his bark worse than his bite?I can say this. We exported

0:08:30 > 0:08:36around 800,000 barrels of oil every day. Mostly to the United States. We

0:08:36 > 0:08:39import 500,000 barrels of gasoline and diesel. Mostly from the United

0:08:39 > 0:08:47States. We import 2 billion cubic feet of natural gas, mostly from the

0:08:47 > 0:08:53United States. That is advantageous to both of us. Now if somebody wants

0:08:53 > 0:08:58to get in the middle of this trade, there are going to be many people

0:08:58 > 0:09:03who will be unhappy about it because many jobs are associated with it on

0:09:03 > 0:09:10both sides of the border. I think, you know, so far, energy is not part

0:09:10 > 0:09:19of NAFTA and so far there have been no talks about hindering any of this

0:09:19 > 0:09:23very advantageous trade between the two countries. We will see. If it

0:09:23 > 0:09:29does, people, people will complain. The US President, is he a friend or

0:09:29 > 0:09:36a foe?Well... There is no answer. For us, it has been a difficult

0:09:36 > 0:09:44year, for Mexico. But let's see. In what way has it been difficult?

0:09:44 > 0:09:49Well, there has been a lot of noise around the relationship between

0:09:49 > 0:09:57Mexico and the United States. This has put us in an interesting

0:09:57 > 0:10:05situation, in a difficult situation. An interesting perspective from the

0:10:05 > 0:10:07head of the Mexican oil from -- firm.

0:10:07 > 0:10:10The price of Bitcoin rose above $6,300 after the US exchange

0:10:10 > 0:10:13operator announced plans to launch a futures contract based

0:10:13 > 0:10:19on the digital currency by the end of the year.

0:10:19 > 0:10:22Futures contracts are used by many traditional financial assets -

0:10:22 > 0:10:25they are a common way to hedge against price swings.

0:10:25 > 0:10:28India has climbed 30 places in the World Bank's rankings

0:10:28 > 0:10:29for Ease of Doing Business.

0:10:29 > 0:10:33It's the first time the country has finished in the top 100 places

0:10:33 > 0:10:33on the list.

0:10:33 > 0:10:36In July, the government introduced a new nationwide tax system

0:10:36 > 0:10:41which replaced over a dozen state level taxes.

0:10:45 > 0:10:47That's it for Business Briefing this hour.

0:10:47 > 0:10:56But before we go, here are the markets.

0:10:56 > 0:11:00They continue to be strong board in a used. The News Briefing is next.

0:11:00 > 0:11:05Stay with us as we talk you through all the stories in the global media

0:11:05 > 0:11:11including the events in New York.
