:03:49. > :03:52.House consider the findings of Mr Shaw before signing off on the bill.

:04:02. > :04:08.for a three-day debate on the Autumn Statement? I know I have asked this

:04:15. > :04:21.cursory at the best of times. Billions of pounds are pushed

:05:34. > :05:38.further cuts will lead to another 300 being lost. I'm sure every

:05:39. > :05:46.member in the house did repeat figures for the local police force.

:05:47. > :05:48.When Cardiff and Swansea regularly host major sporting events, would it

:05:49. > :05:54.not be a real dereliction of duty yet again the cup police budgets

:05:55. > :06:00.more than the 5% police forces have already agreed? We also want to look

:06:01. > :06:04.at the government's travel costs when we are looking at expenditure

:06:05. > :06:10.in the light of the news that the government today is planning to go

:06:49. > :06:51.government, or is it, frankly, that the Leader of the House has become

:06:52. > :06:54.something of a Liberal Democrat because we all know what they did in

:06:55. > :06:58.the last government, they voted things through in Parliament, back

:06:59. > :07:02.to their constituencies and campaigned against them, and that is

:07:03. > :07:13.what exactly the leader of the hosting is the denial. -- the Leader

:08:19. > :08:22.that the house has the time to digest that reply before any motion

:08:23. > :08:27.is made to the house? Panic urchin to make the vision for a two-day

:08:28. > :08:30.debate when it comes to any formal government proposal? When the house

:09:08. > :09:10.year's youth Parliament chose mental health is our campaign on the back

:09:11. > :09:16.of which the Select Committee published its report this week

:09:17. > :09:20.entitled Young people's mental health. It is an excellent report

:09:21. > :09:25.which argues that mental health is as important as physical health and

:09:26. > :09:29.says that more than half of all mental ill-health starts before the

:09:30. > :09:33.age of 18. They also refer to this stigma of mental ill health as the

:09:34. > :09:46.greatest battle of all. Today is International mainstay and... --

:09:47. > :09:49.international men's day. Young gay men are six times more likely than

:09:50. > :09:56.their straight counterparts to take their own lives. Is it not incumbent

:09:57. > :10:00.on all of us to tackle the root causes of mental ill-health, protect

:10:01. > :10:10.the vulnerable and to end the stigma that all too often attaches to it?

:10:11. > :10:15.Can I start by echoing the words of the shadow leader about the events

:10:16. > :10:19.in Paris, but the tragic death of Nick Alexander. We should also

:10:20. > :10:24.extend your good wishes for those who have been wounded and

:10:25. > :10:28.traumatised. We wish a speedy recovery to all of them still in

:10:29. > :10:33.hospital in Paris. As a former journalist and somebody who has

:10:34. > :10:37.worked alongside some heroic journalists I would echo his words

:10:38. > :10:40.about journalists as well. They go into some of the most dangerous

:10:41. > :10:46.situations and some pay with their lives. We always owe them a debt of

:10:47. > :10:49.gratitude for the information they provide and the light they shine on

:10:50. > :10:54.some of the most barbaric purposes in the world. Whilst we don't

:10:55. > :10:58.normally and should not talk about the security of this House I would

:10:59. > :11:03.like to say the honourable and red honourable members that in the wake

:11:04. > :11:06.of the Paris attacks are security officials and all of those involved

:11:07. > :11:11.in running displays are well aware of the challenges we face and always

:11:12. > :11:15.seek to take appropriate measures. I hope that honourable members and the

:11:16. > :11:18.staff who work here are always reassured that they are doing

:11:19. > :11:22.everything they can on their behalf. We also owe a debt of

:11:23. > :11:26.gratitude to the armed police, to all the security staff who provide

:11:27. > :11:33.protection for the heart of our democracy. I would also echo his

:11:34. > :11:36.words on the condolences following the tragic explosion in Cardiff and

:11:37. > :11:44.are good wishes and sincere sympathies to the families of those

:11:45. > :11:49.involved. The Shadow leader has always been keen to focus on

:11:50. > :11:52.anniversaries so will the Scottish National Party join me to celebrate

:11:53. > :11:59.the 21st anniversary of another great conservative social reform, he

:12:00. > :12:04.has talked about it recently, it is the 21st birthday of the National

:12:05. > :12:10.Lottery. A project that has provided important support in the shadow

:12:11. > :12:15.leader's constituency, in the SNP constituencies and elsewhere. It

:12:16. > :12:20.makes a real difference to local communities and I would praise all

:12:21. > :12:23.of those involved over those 21 years in developing the National

:12:24. > :12:27.Lottery and supporting local projects. And those who have secured

:12:28. > :12:34.lottery funding for important local causes. All I can say is that we

:12:35. > :12:39.will provide Rhys West dates as soon as possible but he will understand

:12:40. > :12:49.that it is incumbent on all Members of this house to put securing the

:12:50. > :12:53.interests of the nation ahead of holidays. We will seek to deliver

:12:54. > :13:00.the dates for recesses as soon as we can. On the report on immigration

:13:01. > :13:05.removal centre is I will make sure that those are brought to the

:13:06. > :13:09.attention of the Home Secretary ahead of the immigration bill. On

:13:10. > :13:15.the Autumn Statement is, he asked for a three-day debate but he has an

:13:16. > :13:17.opposition day coming up. There is no shortage of time available for

:13:18. > :13:24.opposition parties and Members of the house to secure debates. We in

:13:25. > :13:27.Government have given more time controlled to Members of the house

:13:28. > :13:31.outside the Government than any previous Government and it is of

:13:32. > :13:36.course open to debate any subject that he wishes. He really should

:13:37. > :13:40.remember why we are taking these decisions. We are still sorting out

:13:41. > :13:46.problems that we inherited from the years of Gordon Brown when they were

:13:47. > :13:51.in Government. I have to say that we on this side of the house might take

:13:52. > :13:57.it more seriously if they have any economic policy of their own.

:13:58. > :13:59.Frankly I am completely confused. Is it the party leadership or the

:14:00. > :14:05.Shadow Chancellor or the backbenchers? The messages are so

:14:06. > :14:09.mixed that no one has any idea. He talked about extra security money

:14:10. > :14:13.and I'm grateful to the Labour Party for their support for additional

:14:14. > :14:17.funding for the security services. It is important. We will have to

:14:18. > :14:24.wait for the details of the spending review. I would remind him that we

:14:25. > :14:27.have had to take difficult decisions about police funding, police forces

:14:28. > :14:36.up and down the country have responded admirably. Crime has

:14:37. > :14:40.fallen and is falling. He talked about the announcement today about

:14:41. > :14:44.Government transport. I have to say, if I look back at what was proposed

:14:45. > :14:51.back in the years of a Labour Government, they were going to spend

:14:52. > :14:56.?100 million on two new aircraft. It would have been a complete waste of

:14:57. > :14:59.public money. We are spending a small fraction of that upgrading an

:15:00. > :15:03.existing aircraft to save money for the taxpayer and that is the

:15:04. > :15:14.difference between the parties, we are delivering value. Foreign Office

:15:15. > :15:19.funding for bilateral groups. We will respond in due course. On

:15:20. > :15:23.Syria, he said that he will respond fully to the committee and he will

:15:24. > :15:28.do that in the next few days, it is a sign of how seriously he takes the

:15:29. > :15:32.matter that he will respond personally. And when the response

:15:33. > :15:41.has been considered by this house we can take matters further. He will

:15:42. > :15:51.have to wait for the response. As my right honourable friend knows, just

:15:52. > :15:57.to remind him, this was when the British went to find the American

:15:58. > :16:03.colonies. I recently met with the Secretary of State for culture,

:16:04. > :16:07.media and sport. Can we have a debate on this important subject and

:16:08. > :16:14.how it can boost tourism to the UK and importantly Plymouth? Well, my

:16:15. > :16:18.honourable friend continues to be an admirable champion for not only the

:16:19. > :16:22.City of Plymouth but the heritage of the City. He is doing more than any

:16:23. > :16:27.representative of that City in recent years to promote it as a

:16:28. > :16:32.historic centre in this country and I commend him. We have culture

:16:33. > :16:37.questions next week and I'm sure he will use that opportunity again. All

:16:38. > :16:42.of my good wishes to those in Plymouth preparing for this

:16:43. > :16:45.anniversary and I wish him well in supporting the City he represents.

:16:46. > :16:52.Can I also thank the leader of the house for his business next week and

:16:53. > :16:58.associate myself with the condolences to those in Paris and

:16:59. > :17:05.events in Cardiff and also say that the staff of this house have worked

:17:06. > :17:14.so hard to crunch in the -- to continue to ensure that we are saved

:17:15. > :17:19.in a positive way. -- we are safe. And I noticed a few ripples when we

:17:20. > :17:25.talked about the tried and debates which offers an opportunity to

:17:26. > :17:28.clarify the position over the critical decision that will be

:17:29. > :17:35.taken. We know the conservative position. They love their nukes and

:17:36. > :17:40.are happy to despair and are happy to dispense ?167 billion an obscene

:17:41. > :17:47.weapons of mass destruction, a Cold War weapon that can't even start to

:17:48. > :17:51.defend us. You know the SNP position, we have historic

:17:52. > :17:57.opposition. And we could also suggest a number of ways to spend

:17:58. > :18:02.more useful the ?167 billion. And we would like to find out what the

:18:03. > :18:09.Labour Party think and I'm not holding out great expectations! I

:18:10. > :18:13.think they are both for and against, uncertain and unsure about

:18:14. > :18:19.Trident and when it comes to the vote next week I think it might be

:18:20. > :18:24.for, against, maybe four, maybe abstention? That roughly categorises

:18:25. > :18:29.the Labour position on Trident. I look forward to hearing from them

:18:30. > :18:34.next week. When are we going to get the debate? I think we are Jews. --

:20:18. > :20:20.opinion polls and we have personal satisfaction ratings way beyond

:20:21. > :20:25.anything that has been seen by either of the parties down here. I'm

:20:26. > :20:28.pretty certain that the leader of the house would like to pay tribute

:20:29. > :20:34.to the success of our First Minister and what she has achieved in the

:20:35. > :20:40.past year. Well, I should say to start with that the honourable

:20:41. > :20:47.gentleman had more acclaim behind him than the Leader of the

:20:48. > :20:53.Opposition behind his. I have... I don't understand where they stand

:20:54. > :20:58.either, it is utterly confusing. We have had the extraordinary position

:20:59. > :21:01.yesterday on the Daily Politics show, when the Shadow Foreign

:21:02. > :21:06.Secretary was asked, when the Honourable Member was asked if he

:21:07. > :21:11.had confidence in his party leader he said, I have confidence in Hilary

:21:12. > :21:15.Benn, which speaks volumes. I'm not surprised. I am confused about what

:21:16. > :21:21.they stand for. The Shadow Defence Secretary supports it. I understand

:21:22. > :21:28.the confusion. Maybe we will discover next week about what their

:21:29. > :21:32.policy is. I would gently chide him about the contradictions next week.

:21:33. > :21:36.But half of the day he will argue we should pull out of Scotland are

:21:37. > :21:41.vital national resource costing thousands of jobs. Leaving part of

:21:42. > :21:46.Scotland a wasteland. And the other part of the day he will complain

:21:47. > :21:51.about making necessary reductions in HMRC and worry about that costing

:21:52. > :21:57.jobs in Scotland. I don't know how he can swear those two. Our defence

:22:20. > :22:26.will address those issues when the house has digested the report. I can

:22:27. > :22:30.simply say, the difference between us and not between us and Labour but

:22:31. > :22:34.also the SNP as well, when we make a change of this type it is designed

:22:35. > :22:42.to save money and reduce Government travel costs. That is surely the

:22:43. > :22:46.right thing. The Scotsman reported last year that Nicola Sturgeon when

:22:47. > :22:49.in charge of transport never travelled by rail, she always

:22:50. > :22:53.travelled by chauffeur driven car and I travelled to work by train

:22:54. > :23:02.this morning and it was late. It is frustrating but I get the train. I

:23:03. > :23:08.get the train each day and may be the first secretary should have done

:23:09. > :23:12.the same. Let me ask him a question. He talks about the first

:23:13. > :23:17.anniversary and the achievements of the SNP over the past 12 months and

:23:18. > :23:21.we recognise their success but he slightly underplays his own

:23:22. > :23:24.contribution. It's a team effort and I think he should give himself a pat

:23:25. > :23:34.on the back and not just Nicola Sturgeon. Saint Francis's special

:23:35. > :23:41.school was broken into three times over half term. And again vandalised

:23:42. > :23:45.last weekend, causing over ?15,000 worth of damage. Forcing it to

:23:46. > :23:49.close. Will my right honourable friend join me in appealing to

:23:50. > :23:54.people with more information to come forward, they will be treated

:23:55. > :23:57.anonymously. An applauding the resilience of the headmaster Steve

:23:58. > :24:06.Hollinghurst, and the local residents who raised over ?9,000 to

:24:07. > :24:10.help the school opened this week. It was a shocking incident and it is

:24:11. > :24:16.always dreadful when a community facility or a school is a target of

:24:17. > :24:24.crime. It is inexcusable. It is also a sign of the strength of the

:24:52. > :24:55.granted UK City of culture for 2017. The science Museum received ?20

:24:56. > :25:00.million of taxpayer money but have told Hull that it's not possible to

:25:01. > :25:06.move the gypsy moth aeroplane that Amy Johnson flew to Australia in

:25:07. > :25:12.1913, the first woman to do that, to Hull for the festival. I wondered

:25:13. > :25:19.whether we could have a debate on the obligations on national arts

:25:20. > :25:25.organisations and museums in this country to work with Hull leading up

:25:26. > :25:31.to the City of culture 2017. And also for Hull's history to actually

:25:32. > :25:35.be displayed in Hull. Let me congratulate the City for its

:25:36. > :25:40.achievements. I had some oversight on the City of culture in Liverpool

:25:41. > :25:44.and it did a fantastic job and I saw and it did a fantastic job and I saw

:25:45. > :25:50.what it could create in the City. I am sure that if Hull goes through

:25:51. > :25:54.the same process of preparation and excitement, frankly, about the

:25:55. > :26:01.capital of culture year, it will be a great boost.

:26:02. > :26:07.She is absolutely right that I would hope and expect our great national

:26:08. > :26:11.museums and other institutions would lead their part in supporting our

:26:12. > :26:17.regions as well as being centres of national excellence. Tomorrow the

:26:18. > :26:22.Lancet commission on liver disease will produce a report which will

:26:23. > :26:25.highlight the enormous impact and financial cost of this disease in

:26:26. > :26:29.this country. Could we have a debate or a statement, Minister in the

:26:30. > :26:36.Department of Health over what the government is prepared to do about

:26:37. > :26:40.this critical problem? I will pay tribute to all of those who have

:26:41. > :26:44.been involved in producing this report. The Department of Health

:26:45. > :26:48.intends to take this very seriously. I would simply say to him that this

:26:49. > :26:51.may very well, given that is a widespread area of concern, be

:28:12. > :28:16.Trident, would ever be described as being a wasteland. It is beautiful

:28:27. > :28:31.country and something we all wish to spend time in. If such an important

:28:32. > :28:34.facility was lost to western Scotland the impact the local

:28:35. > :28:40.economy, believing the side that is an important part of the local

:28:41. > :28:44.economy would be a tragedy which is why I disagree with the Scottish

:28:45. > :28:50.nationalists on the economic impact of this. Quite apart from the

:28:51. > :28:58.defence impact. This is one where we will not be with the SNP. On the

:28:59. > :29:08.national lottery, we should also pay tribute to the man whose idea it was

:30:22. > :30:29.chief executive. Can't we have a debate in government time on golden

:30:30. > :30:33.parachute in the public sector? Every local council is accountable

:30:34. > :30:39.to its local electors for the decision it takes. I have no idea

:30:40. > :30:43.about the nature of the contract on the circumstances behind that payoff

:30:44. > :30:49.so therefore it would be wrong for me to comment on it. On Monday my

:30:50. > :30:54.honourable friend the member for North Thanet said that he would like

:30:55. > :30:58.the procedure committee to make recommendations to enable precise to

:30:59. > :31:01.choose its own representatives to international organisations. Will my

:31:02. > :31:04.right honourable friend give an assurance that the government will

:31:05. > :31:08.not stand in the way of such a process? My honourable friend as

:32:30. > :32:32.likely to to be able to influence change through engagement with

:32:33. > :32:35.China. The Foreign Secretary will be here next Tuesday for Foreign Office

:32:36. > :32:40.questions and he will raise the issue again I am sure. It has always

:32:41. > :32:43.been the case that this government will raise the concerns over human

:32:44. > :32:50.rights with other nations where it is appropriate to do so. Some time

:32:51. > :32:56.ago Harrow Council decided to outsource the designation of

:32:57. > :33:00.disabled parking badges. The result of this is that increasingly a

:33:01. > :33:04.number of age, infirm individuals who are extremely vulnerable have

:33:05. > :33:11.had their applications for renewal of their blue badges rejected

:33:12. > :33:15.without the course to appeal. Did we have a debate in government time on

:33:16. > :33:20.the implementation of disabled parking so that we can actually

:33:21. > :33:22.explore the operation right across this country because there is

:33:23. > :33:25.nothing more and furious and then seeing somebody parking at the

:33:26. > :33:29.disabled bay he is clearly not disabled but at the same time

:33:30. > :33:34.disabled people not being able to park in the dash and access shops

:33:35. > :33:39.and other facilities. The other part of what he is talking about is how

:33:40. > :33:44.often we go in the car park see vast numbers of empty disabled spaces

:33:45. > :33:48.that we have people who need look badges who struggle to get them. It

:34:25. > :34:29.money is to be used to buy equipment, protection equipment,

:34:30. > :34:32.vehicles including helicopters, and night fighting equipment. Can we

:34:33. > :34:38.have a debate on whether this is in fact new money or is it money

:34:39. > :34:42.diverted from the wider defence budget, and whether or not it is now

:34:43. > :34:47.time given the Prime Minister Knight has its own private army but the

:34:48. > :34:53.sound of it in which Parliamentary oversight for special forces is

:34:54. > :34:58.widened and more open? I think the then Minister's private army is a

:34:59. > :35:05.pretty worry -- pretty disparaging way of describing some of our most

:35:06. > :35:09.special forces. We are providing money so very brave group of people

:35:10. > :35:13.can't defend our country against the appalling things we have seen in

:35:35. > :35:38.engage with me or the employees or the unions. Can we have a debate on

:35:39. > :35:44.the responsibilities and obligations on companies to engage with the

:35:45. > :35:47.communities did, to engage with employees and do what they can to

:35:48. > :35:52.make sure we can get the right support for the right people at the

:37:24. > :37:27.putting mental health on the right parity with physical health and has

:37:28. > :37:31.introduced the Cancer Drugs Fund. A debate would help us expose the

:37:32. > :37:39.reality of the rhetoric opposite where in Wales where they are in

:37:40. > :37:44.control they are cutting their NHS? I think my honourable friend makes a

:37:45. > :37:47.very important point, that the health service faces enormous

:37:48. > :37:52.challenges with an ageing population, the development of new

:37:53. > :37:57.treatments, it always faces a challenge to keep and that is why it

:37:58. > :38:03.is right and proper that we have provided or a commitment to provide

:38:04. > :38:09.the billion pound that Simon Stevens ask for. That is why we have

:38:10. > :38:12.committed to deliver more support from mental health funding. The

:38:13. > :38:19.contrast between the health service in England and Wales is there for

:38:20. > :38:24.all to see and I hope in the future everyone in this country learned

:38:25. > :38:32.that lesson. The Leader of the House may be aware that a trust that runs

:38:33. > :38:36.425 foodbanks this country have put out its midyear statistics

:38:37. > :38:45.yesterday, April to September. North Enfield foodbank gave 2465 three-day

:38:46. > :38:50.emergency food supplies to people in crisis in Enfield and 990 of these

:38:51. > :38:54.were given to children. Could we have an early debate in this House

:38:55. > :38:59.on the government policies that are widening the gap significantly

:39:00. > :39:07.between rich and poor and driving so many children into abject poverty?

:39:08. > :39:09.First only pay tribute to all the volunteers who work in food banks

:39:10. > :39:15.around the country. Food banks are not unique to the United Kingdom.

:39:16. > :39:19.They are used more extensively in countries like Germany. They do good

:39:20. > :39:22.work in helping people overcome crisis in their lives and I pay

:39:23. > :39:25.tribute to all the volunteers. I have to say to her it is simply not

:39:33. > :39:38.is falling sharply, the number of children growing up in workless

:39:47. > :39:51.of Preston, therefore it would be helpful to have a debate on why the

:39:52. > :39:55.Labour-controlled like as the County Council has spent ?23 million

:39:59. > :40:06.shutting libraries and museums in my constituency. I have visited the bus

:41:47. > :41:53.coming forward on Northern Irish welfare reform. As leader of the

:41:54. > :41:56.house, have you any concerns that this legislation is coming through

:41:57. > :42:04.this house as opposed to the Northern Ireland executive assembly?

:42:05. > :42:07.May I take advantage of the opportunity to pay tribute to the

:42:08. > :42:12.Northern Ireland Secretary who has worked tirelessly in recent weeks to

:42:13. > :42:17.try to find a solution to a very complex and difficult problem. The

:42:18. > :42:21.bill that will come before the house on Monday is an outcome of all of

:42:22. > :42:27.those talks, something that has the support of all of the parties in

:42:28. > :42:30.Northern Ireland. The motion was passed through the assembly

:42:31. > :42:33.yesterday. I hope that Members on all sides of the house will come

:42:34. > :42:40.together to pass this legislation speedily and indeed in the other

:42:41. > :42:44.place. One of the things we should always do is where Northern Ireland

:42:45. > :42:52.politics reach an agreement it is beholden upon all of us to put it

:42:53. > :43:03.into place as soon as we can. Last Thursday it was announced that 1000

:43:04. > :43:08.miners will be made redundant by 2015. It comes on the back of other

:43:09. > :43:15.redundancies which amounts to around 5000 public sector jobs in the last

:43:16. > :43:22.two months alone. In order to deal with this situation properly, can we

:43:23. > :43:29.have a statement of the Government review of CCS programmes. Teesside

:43:30. > :43:37.is an excellent candidate and we could attract private investment to

:43:38. > :43:40.the area. Can I say first ball that any large-scale job losses in this

:43:41. > :43:46.country is unwelcome and any job loss. The Government will certainly

:43:47. > :43:50.work with all of those on Teesside and others are affected by recent

:43:51. > :43:54.developments to do everything we can to ease the immediate impact but

:43:55. > :44:00.also secure appropriate investment to replace the jobs lost. That will

:44:01. > :44:03.always be a priority. In terms of addressing the issue of carbon

:44:04. > :44:06.capture, the Prime Minister said yesterday that this is something

:44:07. > :44:12.that is under consideration by the energy Department. I will make sure

:44:13. > :44:15.that if he did not have the opportunity to raise it with the

:44:16. > :44:22.Secretary of State, she will no doubt bring forth information about

:44:23. > :44:26.her plans in due course. Can we have an urgent debate or statement on the

:44:27. > :44:31.junior doctors dispute given that we now know that 98% of junior doctors

:44:32. > :44:35.have overwhelmingly voted in favour of offal is right. The turnout was

:44:36. > :44:47.76%. -- of eight full strike. He has clearly you lost -- he has

:44:48. > :44:53.clearly lost the confidence of junior doctors. The Health Secretary

:45:32. > :45:34.gentleman that he raises the issue directly with the Secretary of State

:45:35. > :45:41.and I will make sure his department is aware that the subject will be

:45:42. > :45:49.put to him. Could I associate myself with the remarks on the industrial

:46:27. > :46:29.the issues that he raised in the debate and he will no doubt find

:46:30. > :46:43.opportunities to pursue the debate if he feels those issues are not

:46:44. > :46:49.being addressed. HMRC's Welsh customer service centre is currently

:46:50. > :46:54.located in Porthmadog. This is a convenient place for Welsh speaking

:46:55. > :46:57.staff but also for the majority of people who are likely to use

:46:58. > :47:03.services in Welsh. The service is to be moved to Cardiff which is four

:47:04. > :47:09.hours away on a good day in the car, but we have a debate on the proposed

:47:10. > :47:16.changes on Welsh speaking jobs and services and jobs as a whole

:47:17. > :47:19.throughout Wales? Of course by happy coincidence there is a debate next

:47:20. > :47:25.Tuesday as part of the Scottish Nationalists opposition day. The

:47:26. > :47:27.Government is well aware of the sensitivities in providing Welsh

:47:28. > :47:33.speaking services. There is a need to ensure that HMRC operates in as

:47:34. > :47:39.efficient way possible and she would want us to deliver value for money

:47:40. > :47:44.for the taxpayers that she represents. Of course HMRC will

:47:45. > :47:46.ensure that it can continue to provide an appropriate Welsh

:47:47. > :47:55.language service but those who need it. -- for those who need it. This

:47:56. > :47:59.house is united in reaction to the dreadful events in Paris last week

:48:00. > :48:10.and in making clear that these have nothing to me -- have nothing to do

:48:11. > :48:19.with the Muslim community. Muslim refugees were displayed as rats in a

:48:20. > :48:22.cartoon in a national newspaper. Can he provide an opportunity for this

:48:23. > :48:29.house to make clear that this kind of hatred should have no place in

:48:30. > :48:34.our national conversation? Well, I did not see the cartoon that she

:48:35. > :48:41.mentions. Let me be absolutely clear, the events that took place in

:48:42. > :48:45.Paris were not representative of the Muslim community either in France or

:48:46. > :48:49.anywhere else in the world. The vast majority of Muslim people are

:48:50. > :48:53.decent, God-fearing, law abiding people who work hard for their

:48:54. > :48:58.families and do the right thing in their community. None of us should

:48:59. > :49:02.have anything to do with a narrative suggesting otherwise. There is a

:49:03. > :49:07.tiny minority of people who come from Muslim countries who in my view

:49:08. > :49:11.this birch the Muslim faith through an ideology that is among the most

:49:12. > :49:14.unpleasant that we have ever experienced in the history of

:49:15. > :49:24.mankind. It should be resisted at all costs. For nearly two years my

:49:25. > :49:27.constituent has been detained in Chennai and he is undergoing a

:49:28. > :49:34.second trial for pie see despite it being dropped. I spoke to the

:49:35. > :49:38.Minister for Commonwealth affairs and the Foreign Secretary on the 2nd

:49:39. > :49:42.of November and neither has yet responded so can we have a statement

:49:43. > :49:46.as to whether the Government will commit to providing every assistance

:49:47. > :49:51.to Billy and his shipmates and ensuring as BD turnaround of their

:49:52. > :49:54.passport applications to allow them to return to their families at the

:50:21. > :50:26.addiction to prescription drugs in my constituency. It has been brought

:50:27. > :50:32.to my attention that there is a black market on GP prescriptions. If

:50:33. > :50:37.it is happening there, it is happening across the country in

:50:38. > :50:40.different constituencies. Will the leader of the house make time for a

:50:41. > :50:47.debate to discuss this deeply disturbing development? I have not

:50:48. > :50:50.been aware of that problem but I take on board the point he is making

:50:51. > :50:55.and it would be extremely serious, not only in terms of addiction for

:50:56. > :50:58.people in his community but also the financing of the local health

:50:59. > :51:03.service and we should not tolerate that. I will make sure that the

:51:04. > :51:06.Health Secretary today is aware of his concerns and perhaps if he could

:51:07. > :51:09.write to the Health Secretary setting out in more detail what is

:51:10. > :51:12.happening I will ask the Health Secretary to look out for that

:51:13. > :51:20.letter and make sure it is given immediate attention. Can we have a

:51:21. > :51:27.debate about the rights of football supporters in the UK? Such a debate

:51:28. > :51:32.will allow us to pay tribute to Brian Lomax, the founder of

:51:33. > :51:36.supporters direct in the UK and who sadly passed away at the beginning

:51:37. > :51:40.of the month. He understood that football is more than just a

:51:41. > :51:43.business and more than entertainment, it is about emotion,

:51:44. > :51:51.loyalty and our communities and he will be sorely missed. I think the

:51:52. > :52:00.honourable gentleman's words speak volumes. He is absolutely right to

:52:01. > :52:03.pay tribute. And I think also to remind us of the importance that

:52:04. > :52:06.football plays in communities open down the country, not just in the

:52:07. > :52:11.professional game and of course supporters trusts are focused on the

:52:12. > :52:16.professional game but also a grass-roots sport bringing together

:52:17. > :52:20.people from all aspects of society. I pay tribute to Mr Lomax for the

:52:21. > :52:30.work he did and my condolences go to his family on his sad death. If any

:52:31. > :52:35.of us object to the leader of the house's business motion we would

:52:36. > :52:37.lose the right to table amendments. In the microwave legislative

:52:38. > :52:43.business of next Monday which will also take place on a day where many

:52:44. > :52:48.honourable Members will want to ask questions. This sort of microwave

:54:08. > :54:10.would not be good enough for him to do that tomorrow and hide his

:54:11. > :54:14.statement on Friday when many Members will be back in their

:54:15. > :54:18.constituencies, and that would give him the opportunity to come back to

:54:19. > :54:22.correct the statement he made at the dispatch box that patients have to

:54:23. > :54:26.wait 14 hours before seeing a consultant at the weekend which has

:54:27. > :54:30.been disproved. Only the Government believes that and it would give him

:54:31. > :54:35.the opportunity to put it right. When are we going to get the

:54:36. > :54:38.statement? The result was only announced a few minutes before the
