:01:23. > :01:26.have the second reading of the enterprise Bill Lords followed by a

:01:27. > :01:30.motion relating to the House of Commons commission. On Wednesday 3rd

:01:31. > :01:34.of February, there will be a further opposition day and on Thursday 4th

:01:35. > :01:39.of February, there would be a further day of business nominated by

:01:40. > :01:45.the backbench business committee. Friday 5th of February will be

:01:46. > :01:50.looking at private member's bills. I apologise for the state of my voice.

:04:12. > :04:14.case, we have been sorely disappointed because he did no such

:04:15. > :04:20.thing and he should get himself another job. Which is it? Does he

:04:21. > :04:24.not know whether table office is? Did he never intend to table the

:04:25. > :04:28.motion in the first place? What is bizarre about this is because the

:04:29. > :04:32.Government used the negative process and failed to table its own motion

:04:33. > :04:37.as promised, it was virtually impossible for the measure to be

:04:38. > :04:42.defeated. Even if English MPs want the order annulled, the whole house

:04:43. > :04:49.could have overruled them because the annulment required a double

:04:50. > :04:54.majority. So much for evil. It is nothing but an elaborate the

:04:55. > :04:57.farcical attempt at democracy and we should get rid of it as fast as

:04:58. > :05:01.possible. When are we going to have a debate on the Strathclyde report?

:05:02. > :05:05.They have had within the House of Lords but we have not had one here.

:05:06. > :05:10.We have seen an increase in the use of statutory instruments since this

:05:11. > :05:15.Government came to power. It is now churning out 3043 a year compared to

:05:16. > :05:22.1891 a year under Labour. That is a 60% increase. Fracking in national

:05:23. > :05:25.parks, slashing working tax credits, cutting support for poorer students,

:05:26. > :05:29.surely it is wrong to limit the powers of the Lords in relation to

:05:30. > :05:33.statutory instruments when 3000 such measures are being pushed through

:05:34. > :05:44.the Commons on an amendable motions every year. The latest of these is

:05:45. > :05:50.the recall of MPs act 2003. This is no minor piece of legislation. It is

:05:51. > :05:55.174 pages long. It is nearly three times longer than the original act,

:05:56. > :05:58.yet this Government, who is only allowing a 90 minute debate in

:05:59. > :06:02.committee on Tuesday. I think we should have a proper right of

:06:03. > :06:06.recall. That is what I voted for in the last parliament rather than a

:06:07. > :06:09.damp squib that the Government into juice. Surely an important measure

:06:10. > :06:15.should be considered by the whole house line by line. Next Wednesday

:06:16. > :06:21.is the Holocaust Memorial Day and we will be debating this afternoon the

:06:22. > :06:26.Memorial Day and we will remember the millions of Jews who were

:06:27. > :06:30.exterminated. The trade unionists, the gay men, the so called a

:06:31. > :06:34.socials, the Jehovah's Witnesses and the people with disabilities who

:06:35. > :06:40.were killed under the T4 forced euthanasia programme which saw 9772

:06:41. > :06:48.men and women gassed at the Brandenburg Centre in 1940 alone.

:06:49. > :06:52.Genocide is still happening today. They slaughter women and children in

:06:53. > :06:55.Syria and Iraq and in Darfur, the Sudanese Government has been engaged

:06:56. > :06:59.in genocide for more than a decade. I am sure the Leader of the House

:07:00. > :07:05.will agree that we must almost take sides because looking the other way

:07:06. > :07:09.helps the oppressor, encourages the torment and perpetuates the crime.

:07:10. > :07:13.Which takes me to Russia. Sir Robert Owen has delivered his judgment on

:07:14. > :07:19.the murder of Alexander living in Coke. The Home Secretary will make a

:07:20. > :07:24.statement. -- Alexander Litvinenko. I can understand why she wants to

:07:25. > :07:28.negotiate with Russia but the one thing we know for certain about the

:07:29. > :07:32.murderous club to major regime in Russia is that it walks all over the

:07:33. > :07:38.week. Putin has no respect for those who let him do what he wants. On the

:07:39. > :07:43.7th of March 2012, this house declared unanimously that it wanted

:07:44. > :07:48.the Government to introduce an act ensuring nobody involved in the

:07:49. > :07:54.murderous work that he fell should be able to enter this country. The

:07:55. > :07:57.USA has such an act. Is it not time that we made absolutely clear that

:07:58. > :08:03.Russian murderers are not welcome in this country and that the likes of

:08:04. > :08:11.Andrei Luca Vogt can only enter the country if they are prepared to

:08:12. > :08:18.stand trial. , Start with the issue of English votes for English laws.

:08:33. > :08:35.that I do not think it is right to stop blaming those who set up the

:09:18. > :09:24.I echo the comments on Holocaust memorial day. This has always been

:09:25. > :09:28.an important point in the Parliamentary calendar and I am

:09:29. > :09:34.grateful that we continued the tradition. I have announced two more

:09:35. > :09:37.opposition dates. The Shadow Leader has asked for debates on a variety

:09:38. > :09:42.of subjects and will have a lot of time to deal with. He may not have

:09:43. > :09:48.time for certain things. He did not ask me for a debate on his party's

:09:49. > :09:52.new defence policy of sending nuclear submarines out to sea with

:09:53. > :09:57.no missiles. He did not, despite comments on diet, he did not ask for

:09:58. > :10:09.a statement on Syria so his party leader can set out plans for that.

:10:10. > :10:12.He did not ask about reopening his discussions with Argentina on the

:10:13. > :10:17.Falkland islands. And he did not ask for a debate on trade union law, so

:10:18. > :10:20.his party can return to the days of flying pickets and secondary

:10:21. > :10:24.strikes. Putting companies out of business and workers out of jobs. If

:10:25. > :10:29.he wants additional time for debates on those issues, I am sure we can

:10:30. > :10:33.look at that very carefully. I am certainly willing to provide extra

:10:34. > :10:37.time for debate about the backbone of lack of it of members of the

:10:38. > :10:41.Shadow Cabinet, not brave enough to put their own jobs on the line when

:10:42. > :10:45.it comes to standing up to a Leader of the Opposition whose policies

:10:46. > :10:48.pose a real threat to this country. The Shadow Leader has left the

:10:49. > :10:53.Church of England because he believes its policies are

:10:54. > :10:57.unacceptable. But he will not do the same for a Shadow have an, even

:10:58. > :11:01.though its policies are clearly unacceptable. Mr Speaker, he and his

:11:02. > :11:08.colleagues actually abandoned the red flag and are scrapping defences

:11:59. > :12:00.group. There is a difference between people who travel this country,

:12:01. > :12:08.bringing fairgrounds and entertainment to our communities and

:12:09. > :12:11.those groups of travellers who occupy public land illegally and

:12:12. > :12:15.leave a vast amount of mess around to be cleared up at huge public

:12:16. > :12:19.expense. It is a distinction we should always be proud to make. He

:12:20. > :12:23.does a great job in the work he does and it is a distinction that he is

:12:24. > :12:29.right to say is enormously important. Thank you for announcing

:13:28. > :13:33.we had was a measure that withheld consent but the English votes For

:13:34. > :13:42.English laws mechanism subjected an English veto. Can the Leader of the

:13:43. > :13:45.House responds to this? When we start to distinguish members of this

:13:46. > :13:48.House according to geography and nationality, it will be

:13:49. > :13:52.reinterpreted and extended by the end of this Parliament, we will have

:13:53. > :13:56.a real divide in this House. And that the of the House's legacy as he

:13:57. > :14:00.goes off to fight fight in one of his Euro battles to get this country

:14:01. > :14:05.out of Europe. I want to know whether this Government will respect

:14:06. > :14:10.the vote of the House of Lords. I am not a great supporter but what they

:14:17. > :14:19.should be excluded from the scope of the trade union Bill. We do not want

:14:20. > :14:24.this bill to destroy the trade union relationships that we enjoy in

:14:25. > :14:27.Scotland. It is a deeply ideological Tory bill. And this is trying to be

:14:28. > :14:37.imposed on a country that just does not do Tory. So, can't believe it at

:14:38. > :14:44.the border? -- can we leave it at the border? A number of people are

:14:45. > :14:48.concerned about Yemen and our role in equipping the Saudi air force in

:14:49. > :14:52.the bombing campaign. This was rightly raised by the member for

:14:53. > :14:57.Murray. We have sold ?10 million worth of aircraft to the Saudi air

:14:58. > :15:00.force and yet we do not have an arms export committee within this House,

:15:01. > :15:06.which has lain dormant since the last General Election. Can we get

:15:07. > :15:11.this committee up and running as quick as possible, so there is some

:15:12. > :15:16.form of scrutiny over arms exports we're making? Lastly, we heard

:15:17. > :15:19.rumours yesterday about a possible vote on Trident. I am sorry to see

:15:20. > :15:25.that is not in the business statement today. All of us could

:15:26. > :15:33.make a real decision about it. All the major parties now have a

:15:34. > :15:37.position which is apparent. The gentleman opposite wants to spend

:15:38. > :15:40.billions of pounds on useless and obsolete weapons of mass

:15:41. > :15:45.destruction. We are opposed to that spending. The Labour Party now have

:15:46. > :15:49.the yellow submarine option, maybe four, maybe against and maybe

:15:50. > :15:55.sending submarines out with no weapons. We are now all in a

:15:56. > :15:58.position to make a decision. Canny Leader of the House proceed so we

:15:59. > :16:04.can have a debate and see how the party 's response to this issue? Let

:16:05. > :16:10.me start by wishing our friends in the SNP and enjoyable Burns night

:16:11. > :16:15.next week. After discussions last week, whether they will pipe in the

:16:16. > :16:20.haggis in a traditional way, when, we heard they should be piping in

:16:31. > :16:34.there was a mistake, I do not believe we should condemn human

:16:35. > :16:39.error in a project that has gone pretty smoothly. No one would wish

:16:40. > :16:44.to exclude my honourable friend from Romford from anything, nor would he

:16:45. > :16:47.allow himself to be excluded. He is the ultimate English nationalist but

:16:48. > :16:53.also a UK nationalists as well. And that is the point the honourable

:16:54. > :16:57.member Mrs on the trade union Bill. He talks about imposing something on

:16:58. > :17:01.the country. We are all part of one country. That is what the Scottish

:17:02. > :17:05.people decided in the referendum. It may be difficult for the SNP to

:17:06. > :17:09.accept that but this is a bill that is for the United Kingdom. I

:17:10. > :17:13.appreciate they may disagree, but it will be voted upon by the UK

:17:14. > :17:18.Parliament and I expect it will be passed by the UK Parliament. On the

:17:19. > :17:23.issue of Yemen, the Prime Minister made clear yesterday at PMQs in a

:17:24. > :17:27.response to his own leader of the party here at Westminster, exactly

:17:28. > :17:30.what the position is with Saudi Arabia and accept what our non-role

:17:31. > :17:36.is in the conflict taking place in Yemen. It is something we all want

:17:37. > :17:39.to see a solution for. A proper Government to represent all the

:17:40. > :17:45.people of Yemen. He talks about arms control. It is a partnership of a

:17:46. > :17:47.number of select committees which can meet whenever it chooses and it

:17:48. > :17:52.is not for the Government to instruct select committees to meet.

:17:53. > :17:57.He highlighted the chaos of the policy opposite on Trident, as I did

:17:58. > :18:02.earlier. I don't know where they stand now. Did he want to build

:18:03. > :18:06.submarines but send them to see empty? That is probably the case. At

:18:07. > :18:10.least, the party opposite has a clear position. The Labour Party is

:18:11. > :18:14.all over the place on this issue. I suspect when we bring the issue to

:18:15. > :18:20.the House, we will both have an interesting time exposing this

:18:21. > :18:23.fraudulent position they now have. There are 47 honourable members

:18:24. > :18:28.seeking to catch my eye. I am keen to accommodate colleagues but I must

:18:29. > :18:34.point out, there are two ministerial statements to follow. And there are

:18:35. > :18:38.two debates under the auspices of the Backbench Business Committee.

:18:39. > :18:42.There is a premium upon brevity. What is required from each member is

:18:43. > :18:47.a single and short supplementary question, without preamble and a

:18:48. > :18:57.characteristically pithy reply by the Leader of the House. Pauline

:18:58. > :18:59.Latham. Land an awkward stop the city from being an ardent sprawl.

:19:41. > :19:43.and we would always wish to see local authorities provide a proper

:19:44. > :19:53.balance between the necessary development to provide housing but

:19:54. > :19:56.also to ensure we protect wildlife. I am grateful to the Leader of the

:19:57. > :20:00.House for the advance notice of the backbench business debate on

:20:01. > :20:11.Thursday for February. I would also note that we have Monday's

:20:12. > :20:15.forthcoming on backbench business. With the Leader of the House

:20:16. > :20:19.consider again protected time for these debates, so there could be at

:20:20. > :20:24.least three hours for his debate at the end of Government business? I

:20:25. > :20:27.also point out to members that the Backbench Business Committee is very

:20:28. > :20:31.much open for business. Thank you very much. That is an important

:20:32. > :20:37.point. We want to see a good range of debates for the committee to

:20:38. > :20:42.consider. I will give careful consideration to the point he has

:20:43. > :20:48.made about time. Will the leader be good enough to give us a debate on

:20:49. > :20:52.how we can get back our own country? The voters must understand that in

:20:53. > :20:58.relation to this immigration question, the bulldozing of the

:20:59. > :21:00.Dublin regulation, with the connivance of the commission,

:21:01. > :21:05.through Angela Merkel's own policy and the new human rights laws, which

:21:06. > :21:09.are being extended to allow people in Calais to come over here, these

:21:15. > :21:18.country back, please? As my honourable friend knows, this

:21:19. > :21:22.broader issue will be extensively debated in this House and across the

:21:23. > :21:27.country in the coming months. With regard to more immediate issues, it

:21:28. > :21:30.is important that while the user takes decisions about what will

:21:31. > :21:33.happen currently, the interests of the UK should not be forgotten

:21:34. > :21:41.simply because we're not in the Schengen area. Can we have a debate

:21:42. > :21:44.on the lack of accountability of transport bodies at regional and

:21:45. > :21:47.national level who do not work together? We suffered hours of

:21:48. > :21:51.gridlock recently because of an accident on a motorway at a football

:21:52. > :21:57.match at the Etihad Stadium. Those events likely to happen on the same

:21:58. > :22:00.day at times. Agencies find it impossible to work together or come

:22:01. > :22:04.up with solutions. Can we have that debate? It is important that

:22:05. > :22:09.transport bodies are mindful of events like this. We have seen

:22:10. > :22:14.events where major events have coincided with major works. It is an

:22:15. > :22:16.important point. I am sure this will be listened to by the Secretary of

:22:17. > :22:24.State for Transport who will be here next week to take questions. If the

:22:25. > :22:30.Leader of the House aware of the heartless cuts to local library

:22:31. > :22:35.services in Telford? Can we have a debate on the vital role that

:22:36. > :22:42.library services play in communities like Donington, Hadley and Newport?

:22:43. > :22:48.It is an important point. Library services are of enormous importance

:22:49. > :22:52.to people in this country. It is striking how Conservative councils

:22:53. > :22:57.have faced the challenges that local authorities across the country face

:22:58. > :23:05.in a more innovative way. Labour councils are often unable to provide

:23:06. > :23:09.efficiencies and protect services. Last week, at Women and Equalities

:23:10. > :23:11.questions, we were unable to have questions on the report by the

:23:12. > :23:16.select committee on the transgender issue. Though the Minister consider

:23:17. > :23:23.allowing time for topical questions as part of the inequalities Question

:23:24. > :23:30.Time? We do restructure Question Time from time to time and am happy

:23:31. > :23:34.to give that consideration. We make a substantial block of time

:23:35. > :23:38.available, as you will have heard, Mr Speaker. It is a good opportunity

:23:39. > :23:45.for select committees to seek time for debates they wish to have. We

:23:46. > :23:49.heard that the Leader of the House wants a debate on the future of

:23:50. > :23:53.Trident. The spokesman for the Scottish Nationalists once a debate

:23:54. > :23:56.on the future of Trident. I know from personal experience that the

:23:57. > :23:59.leader of the Labour Party is never afraid to have a debate on the

:24:00. > :24:05.future of Trident. So, why have we not been given a date for the main

:24:06. > :24:10.gate debate and decision? Surely, the Prime Minister can't be so

:24:11. > :24:14.occupied with considerations of European negotiations, as to delay

:24:15. > :24:17.this once more, when it was delayed outrageously for five years, as part

:24:18. > :24:29.of a grubby coalition deal in 2010? He feels strongly that we should

:24:30. > :24:34.have such a debate. I'm not sure the opposition want to have that debate

:24:35. > :24:37.any time soon. This is a matter under consideration -- and

:24:38. > :24:45.consideration and I hope to let you know what the decisions are about

:24:46. > :24:47.defence matters. The International Amateur Athletic Federation has

:24:48. > :24:53.acknowledged the widespread doping in world athletics. This morning, UK

:24:54. > :25:00.anti-doping has asked to see arsenal of his long outspokenness on doping

:25:01. > :25:09.in football. What is the Government going to do one stands can we have a

:25:10. > :25:14.on this? I think we understand where your footballing sympathies lie. I

:25:15. > :25:18.feel Manchester United may be unlikely to overtake yours this

:25:19. > :25:26.season but we can but hope. We have had culture questions and that is a

:25:27. > :25:29.point that undoubtedly the Secretary of State has already thought about

:25:30. > :25:36.carefully and will continue to do so. I will make sure his concerns

:25:37. > :25:39.are raised. Doping in sport is to be condemned and dealt with with the

:25:40. > :25:50.strongest possible force when appropriate. Can we have a debate on

:25:51. > :25:55.the entirely unsatisfactory situation of international banks

:25:56. > :26:02.treating members of Parliament as persons of interest in organised

:26:03. > :26:05.crime? Can I commend my honourable friend for bringing forward the

:26:06. > :26:10.debate yesterday and strong support for the comments to be made. On

:26:11. > :26:14.behalf of all members come it is absolutely inappropriate that

:26:15. > :26:20.international banks should look upon members of this house as anything

:26:21. > :26:24.other than normal customers. The fact that they do pursue a line that

:26:25. > :26:30.I believe is often intrusive and necessary is something we should all

:26:31. > :26:36.state clearly that we think is unacceptable. We were delighted in

:27:50. > :27:52.premiums are often extortionate, unaffordable and unfair. Can we have

:27:53. > :27:57.a debate on flood insurance the business and whether the Government

:27:58. > :28:06.will begin negotiations with the Nick insurance industry as they did

:28:07. > :28:11.with domestic properties and flowed awnings. I know his county has been

:28:12. > :28:14.affected by this and all of us would wish to see continued progress being

:28:15. > :28:21.made in the areas affected by flooding to get businesses and

:28:22. > :28:25.homeowners back to normal. He knows there was a residential system but I

:28:30. > :28:35.insurance industry about how we address the concerns he has

:36:18. > :36:22.whether that is something which is a rumour or otherwise. I haven't seen

:41:02. > :41:05.the last five and a half years is a steady fall in unemployment. And a

:41:06. > :41:08.steady rise in employment. The economy of the north is growing

:41:09. > :41:12.faster than the economy in the South. I am proud of the

:41:13. > :41:17.achievements of this Government. We have turned around a situation

:41:18. > :41:20.where, when we came to office, the forecast was unemployment would rise

:41:21. > :41:25.to three million and it is now around half that. The Government

:41:26. > :41:30.invested ?50 million of Regional Growth Fund and established the

:41:31. > :41:36.largest enterprise zone in the country in order to forward their

:41:37. > :41:40.ambitions to ensure the Humber became the energy estuary, vital to

:41:41. > :41:43.the economy of my constituency. Progress seems to be rather too

:41:44. > :41:48.slow. Could we have an urgent statement on how we pursue the

:41:49. > :41:52.matter? We'll want to see continued economic growth in Humberside. The

:41:53. > :41:56.enterprise zone he talks about is one part of our strategy to see

:41:57. > :42:00.continued improvement and a continued fall in an implement. The

:42:01. > :42:04.Secretary of State will be made aware of his concerns and will look

:42:05. > :42:12.to see what he can do to help. Last night, I met with the parents of a

:42:13. > :42:16.man who had a 15 year in cabin crew before a sudden death in January 20

:42:17. > :42:22.14. He was found to have died from chronic exposure to chemicals. It is

:42:23. > :42:30.believed this was caused by contaminated cabin air. Will the

:42:31. > :42:34.Minister made a statement to ensure air passengers are aware of the

:42:35. > :42:39.situation and what steps the Government is taking to ensure air

:42:40. > :42:42.passengers are safe? This has been brought up in this House over a

:42:43. > :42:49.number of years and has been debated. We might look at bringing

:42:50. > :42:55.up a debate on this again. I will insure that concerns over this

:42:56. > :43:03.tragic death will be passed on and she can put this point across again.

:43:04. > :43:09.The rail line at Dawlish was cut off due to severe storms. The Secretary

:43:10. > :43:18.of State for Transport set up a task force to report on resilience in the

:43:19. > :43:22.south-west. Can we have a statement on the Government on how they are

:43:23. > :43:25.proceeding? I am aware of the huge disruption that the damage at

:43:26. > :43:31.Dawlish caused. Both the Government and Network Rail responded as

:43:32. > :43:37.quickly as possible to restore the existing route and work is ongoing

:43:38. > :43:40.for possible alternatives to provide contingency for the future. The

:43:41. > :43:48.Secretary of State will be here in the next few days and I will make

:43:49. > :43:52.sure these concerns are passed on. This week, the Prime Minister

:43:53. > :43:56.appeared to back a ban on the Muslim veil in some circumstances but not

:43:57. > :44:01.in others and seemed to stop short on an outright ban on the facial

:44:02. > :44:05.veil. This has caused confusion and concern among the Muslim community

:44:06. > :44:08.in my constituency. Can we have a statement from the premise to

:44:09. > :44:14.clarify what the Government policy is and will he clarify that this

:44:15. > :44:18.will not apply in devolved Scotland? The Prime Minister will be here next

:44:19. > :44:21.week to take questions. But it is the case that there are places in

:44:22. > :44:28.our society where it is not appropriate to wear a face veil. An

:44:29. > :44:32.example is giving evidence in court. It would be wrong to have someone in

:44:33. > :44:39.court didn't evidence with a full face veil on. That is one example.

:44:40. > :44:45.It is sensible to have a balance. Can we have a debate about the

:44:46. > :44:51.provision of IVF? The guidelines for 2013 recommend three or four cycles

:45:25. > :45:27.raised. Dozens of businesses in Rochdale have been without power

:45:28. > :45:32.since the floods. BT are dragging their feet. Can we have a debate

:45:33. > :45:38.over whether BT are capable of delivering what is an essential

:45:39. > :45:42.service? If BT have not been able to deliver phone lines to businesses,

:45:43. > :45:46.that is of serious concern and I will pass that on to the Business

:45:47. > :45:50.Department this morning. And indeed to the culture Department, both of

:45:51. > :45:57.whom have responsible tea in this area. It needs to be rectified

:45:58. > :46:07.quickly. I'd back the prosecution of children who post indecent images

:46:08. > :46:10.cause great concern. People have been haunted because of the

:46:11. > :46:19.sensitivity of the issue. We need to decriminalise the issue. If we

:46:20. > :46:26.decriminalise, more will come forward for help. Can we have a

:46:27. > :46:29.statement on this? I hope that the prosecuting authorities in Northern

:46:30. > :46:34.Ireland and elsewhere apply a degree of common sense. We have rules

:46:35. > :46:38.designed to protect young people from inappropriate exploitation,

:46:39. > :46:41.from revenge porn, and all of us would take the view that if a

:46:42. > :46:45.teenager does something stupid, we would not wish to see them

:46:46. > :46:53.criminalised without good reason. Can we have a statement from the

:46:54. > :46:58.Works and pensions Minister, over the Christmas period, I had a number

:46:59. > :47:02.of families who could not access benefits of tax credits. The

:47:03. > :47:07.procedure seems to be slow and delayed. I think this is serious.

:47:08. > :47:15.Can we have a statement or a debate on the issue? Tax credits are

:47:16. > :47:19.normally paid directly through a different route from the benefits

:47:20. > :47:22.system. So, it depends entirely on individual cases. If he wants to

:47:23. > :47:32.write me with more detailed examples, I will make sure it is

:47:33. > :47:38.passed to the Secretary of State. My constituent was tragically killed

:47:39. > :47:45.during a crushing incident at the Hajj in Saudi Arabia. Can we have a

:51:30. > :51:34.right thing to provide the right balance. We think the systems in

:51:35. > :51:42.place provide the balance, even if he and his party disagree. Can we
