:00:00. > :00:00.hate? I can assure him that the Home Secretary takes a very closd eye on

:00:00. > :00:11.all matters like this and that the Government takes every step it can.

:00:12. > :00:21.Business questions. Will be leader give us the forthcoming bushness and

:00:22. > :00:29.all that jazz? Not much jazz! That is not something I know abott! th

:00:30. > :00:35.of February, motions relating to the order and the state pension

:00:36. > :00:43.amendment regulations. Followed by a debate on the future of the roots of

:00:44. > :00:46.the great rest and railway ,- great Western Railway. 9th of February,

:00:47. > :00:53.and Opposition Day, a hot ddbate on the European referendum in the name

:00:54. > :00:57.of the DUP. Then a half day debate on housing in the name of the

:00:58. > :01:01.Liberal Democrats. That will be followed by a motion to approve a

:01:02. > :01:05.money resolution on the administration bill. The 10th of

:01:06. > :01:09.February, motions relating to the police grant and local Government

:01:10. > :01:13.finance reports, followed bx a motion relating to the procddure

:01:14. > :01:18.committee report on the nothfication of arrest of members. 11th of

:01:19. > :01:24.February, a debate on Equit`ble Life, followed by a debate on the

:01:25. > :01:30.conservation of Sea Bass and the effect of related EU measurds. Both

:01:31. > :01:32.have been set by the backbench business committee. 12th of

:01:33. > :01:37.February, the house will not be sitting. The provisional business

:01:38. > :01:51.for the week commencing the 22nd will include on the 22nd thd second

:01:52. > :01:57.reading of a bill. On the 10th of February... You will have to wait!

:01:58. > :02:03.Anticipation for next week! On the 11th of February the business in

:02:04. > :02:08.Westminster Hall will be a debate on the persecution of Muslims `nd other

:02:09. > :02:15.religious minorities in Pakhstan. It has been quite a week. I thought I

:02:16. > :02:20.was hearing things yesterdax when I was listening to the Today

:02:21. > :02:27.programme, they said a Belghan blue and had given the Prime Minhster his

:02:28. > :02:36.backing. I thought BBC bias? Inappropriate stigmatising language?

:02:37. > :02:46.Maybe it was a wallow. No, ht was Mr Loons. The Loons back the Prime

:02:47. > :02:53.Minister! The only people that the leave group hate more than the EU

:02:54. > :03:00.are their fellow leave group. There are several groups, I thought one

:03:01. > :03:09.was a gay organisation, better off out! There is also a group called

:03:10. > :03:15.get Britain out, which also is not a gay organisation! One group believe

:03:16. > :03:20.the other groups don't want to leave. That group leave that the

:03:21. > :03:23.other group are a bunch of right-wing homophones, and they not

:03:24. > :03:30.far wrong. One group thinks the other group are a bunch of

:03:31. > :03:33.libertarian lunatics. And everybody hates Ian, apparently. Can the

:03:34. > :03:47.leader tell us which grew pdople join? Which group will he join?

:03:48. > :03:56.The leader just announced the second reading of a bill for the 22nd of

:03:57. > :04:00.February. That is not an announcement, it is a

:04:01. > :04:04.non-announcement. What Bill will this be, or does the leader even

:04:05. > :04:10.know? Has the Chief Whip not told him? He can whistle into his ear.

:04:11. > :04:14.Following what the Minister said earlier this week, it could be the

:04:15. > :04:20.bill of putting children up chimneys, I would not put it past

:04:21. > :04:24.this lot. Now that the new Justice Secretary has consigned yet another

:04:25. > :04:29.preposterous policy that cale from the pen of the former Justice

:04:30. > :04:35.Secretary, is the mystery bhll going to be the Chris Grayling abolition

:04:36. > :04:40.Bill? I can let you in on a secret, but don't tell anybody else. Members

:04:41. > :04:49.of the Cabinet refer to be leader as the dark Lord. To be honest, I think

:04:50. > :04:52.he will be the invisible Lord. We'll the honourable member of thd more

:04:53. > :04:56.door ensure that the Work and Pensions Secretary comes to the

:04:57. > :05:03.house next week to make a statement on the despicable appointment of the

:05:04. > :05:05.head of Amazon China as a nonexecutive director of thd

:05:06. > :05:09.Department for Work and Pensions? Is this some kind of joke or a

:05:10. > :05:12.deliberate insult to benefit claimants and people who receive

:05:13. > :05:18.their pensions up and down the land? Amazon has used anti-compethtive

:05:19. > :05:22.practices to crush competitors, deliberate and calculated mdans of

:05:23. > :05:25.avoiding paying its fair sh`re of tax in this country and it has

:05:26. > :05:31.refused to cooperate in tackling VAT fraud. If they were a benefht

:05:32. > :05:35.claimant, people would be accusing them of fraud. The figures `re

:05:36. > :05:40.shocking, they took ?5.3 billion of sales from British Internet shoppers

:05:41. > :05:51.that, according to companies house, they paid ?11.9 million in TK tax.

:05:52. > :06:00.That is a tax rate of 4.002$. - 0.002%. That is mates rates. There

:06:01. > :06:06.is one rule for the rich and powerful and quite another for the

:06:07. > :06:09.rest. When the Department Work and Pensions Secretary comes, c`n he

:06:10. > :06:20.explain this? Under his ruld is if you take two twins born in 0953

:06:21. > :06:26.Jack and Jill, Jack at ?155 in state pension, Jill gets ?131, just

:06:27. > :06:32.because she is a woman. Fewdr than one in four women born in the 1 50s

:06:33. > :06:39.will qualify for the full flat rate state pension, that is a disgrace,

:06:40. > :06:43.it is unfair, unjust and imloral. On Tuesday, we had the second reading

:06:44. > :06:46.of the enterprise Bill. That has already been through all of its

:06:47. > :06:51.stages in the House of Lords because it started their, the bill committee

:06:52. > :06:57.cannot take any evidence in this house. But in a case of startling

:06:58. > :07:00.hubris, the Business Secret`ry announced that the Government

:07:01. > :07:06.intends to add a whole new section to the bill to liberalise Stnday

:07:07. > :07:09.trading. This was not in thd Conservative manifesto. Thex did not

:07:10. > :07:14.even mention it in the Housd of Lords, so who are they frightened

:07:15. > :07:19.off, the bishops or the votdrs? Lent starts on Wednesday, so can I

:07:20. > :07:22.suggest a new discipline for the leader of the house and the

:07:23. > :07:29.Government, telling the house first. In particular, today is timd to talk

:07:30. > :07:32.today, we talk about mental health. We'll believe it ensure that the NHS

:07:33. > :07:36.England mental health task force report, which has been constantly

:07:37. > :07:41.delayed and was originally promised before Christmas, is not published

:07:42. > :07:47.during the recess, but is when the house is sitting next week. Leaks

:07:48. > :07:50.suggest that there is a ?1.2 billion funding gap in mental health

:07:51. > :07:55.provision. Warm words about mental health and Parliamentary sovereignty

:07:56. > :08:00.are very well, but we will judge this Government by their actions,

:08:01. > :08:06.not by their words. I want to end with a few words about personnel in

:08:07. > :08:08.the leader's office, becausd I understand that the leader has

:08:09. > :08:14.decided to do without the sdrvices of his head of office, M Winter I

:08:15. > :08:19.cannot say how rich a grade a step I believe this is. He is a man of

:08:20. > :08:25.complete and utter civil service professionalism. He served Labour

:08:26. > :08:29.and Conservative leaders with complete impartiality and

:08:30. > :08:32.dedication, working with melbers of all political parties, putthng in

:08:33. > :08:38.extremely long hours and le`ding his team at Robert Lee. He put le right

:08:39. > :08:41.frequently. His total focus has been answered in the house, which I would

:08:42. > :08:43.gently suggest to the leader should be his focus as well. I wish him

:08:44. > :09:02.well. He made a number of requests for

:09:03. > :09:07.statement. I would remind hhm, as I do each week, I provide him with

:09:08. > :09:12.extensive opportunities to debate matters in this house. What we have

:09:13. > :09:18.established is that each wedk he stands and asks for a debatd, almost

:09:19. > :09:22.never do they get put into place when the opposition is provhded

:09:23. > :09:25.times for them. Fewer than one in six of the subjects he asks for

:09:26. > :09:32.debate on were brought forw`rd by him and his party. Either hd is not

:09:33. > :09:36.actually seriously interestdd, or his own party are not listening to

:09:37. > :09:41.him. He raised the question of tax paid, I remind him that the steps we

:09:42. > :09:45.have taken to recover tax from companies like Google are h`ving to

:09:46. > :09:51.take place because when Labour were in power for 13 years they did

:09:52. > :09:54.nothing about this. I listen to the hypocrisy that comes from statements

:09:55. > :09:59.on the other side of the hotse when they say, why are we doing these

:10:00. > :10:03.things now? They did nothing about these things in Government. He talks

:10:04. > :10:09.about pension issues, they did nothing about them when thex were in

:10:10. > :10:13.Government. We are into redtcing a new single tier pension that will

:10:14. > :10:17.deliver fairness for people in our society that will ensure th`t

:10:18. > :10:23.everybody has a decent retirement. In the 13 years they were in power,

:10:24. > :10:29.when did they do anything lhke that? He talks about the enterprise Bill.

:10:30. > :10:33.We are the elected house, wd will debate a matter that is rel`ted to

:10:34. > :10:38.devolution, something his p`rty is supposed to support, they don't

:10:39. > :10:46.anymore. Again, we heard nothing of this week's event in the Labour

:10:47. > :10:51.Party. The latest madcap idda, as if using nuclear submarines as strip

:10:52. > :10:54.carriers were not enough, wd have a party opposite where the Sh`dow

:10:55. > :11:01.Chancellor wants to get rid of borders for the future. No borders

:11:02. > :11:05.at all. What happens? Terrorists cross borders, organised crhme

:11:06. > :11:09.spreads, more and more migr`tion against the wishes of the pdople in

:11:10. > :11:14.this country. The Labour Party has been seized by a madcap ideology and

:11:15. > :11:15.he is still sitting there, still supporting it, I do not unddrstand

:11:16. > :11:28.why. Could I ask the Treasury to take a

:11:29. > :11:31.closer look at the proposed changes for the disbursement of landfill tax

:11:32. > :11:38.revenues through the landfill communities fund before thex become

:11:39. > :11:42.effective in April's currently, 10% of every project is raised by a

:11:43. > :11:48.third party, usually the applicant. The proposal is to transfer that 10%

:11:49. > :11:50.to the landfill operator and the concern is that many smaller

:11:51. > :11:56.operators may withdraw from the scheme, so fewer projects whll be

:11:57. > :12:02.able to be considered. I am sure this is an unintended consepuence. I

:12:03. > :12:07.am aware of the concerns shd has raised. I can assure her th`t the

:12:08. > :12:09.Department of Kim and it is and local Government is currently in

:12:10. > :12:14.discussions with representatives of the industry, it is tried to do what

:12:15. > :12:19.it needs to do in the right way There are some decisions, btt I can

:12:20. > :12:27.assure her the Department is aware of her concerns.

:12:28. > :12:35.I also thank the leader for announcing next week's business

:12:36. > :12:39.Today is world can today. Every household in this country is touched

:12:40. > :12:43.by somebody affected with c`ncer. It is a great chance to pay trhbute to

:12:44. > :12:47.the wonderful staff that work in hospices and hospitals across the UK

:12:48. > :12:52.who treat people with this still appalling condition. This morning

:12:53. > :13:01.the Daily Mail asked, who whll speak for England? I have no ambition in

:13:02. > :13:05.that department, but the le`der of the house is perhaps the iddal

:13:06. > :13:11.candidate, he is the man who liberated English legislation from

:13:12. > :13:15.the oppression of us pernichous Scots MPs. He is one of the leading

:13:16. > :13:21.Eurosceptics in the Cabinet. , the hour,, the man. We have a chance to

:13:22. > :13:27.debate this, we have a European debate next week, courtesy of the

:13:28. > :13:30.DUP. Perhaps we will have another chance to discuss the joint letters

:13:31. > :13:36.from the first ministers from across the UK from the devolved assemblies.

:13:37. > :13:39.It will not be so contentiotsly dismissed like it was yesterday from

:13:40. > :13:43.the Prime Minister when it was raised in this house, perhaps a bit

:13:44. > :13:44.more respect from the first ministers of the assemblies would be

:13:45. > :13:57.in order this time. We have only got one week to secure

:13:58. > :14:03.an agreement on the fiscal situation and the two parties could not be

:14:04. > :14:08.further apart. Where we onlx got an hour to debated yesterday, there

:14:09. > :14:14.will be no opportunity before an agreement is made on Friday to look

:14:15. > :14:19.at it. The Minister of Statd said something yesterday, he said that if

:14:20. > :14:24.a fiscal agreement is made, it would have to come back to this House for

:14:25. > :14:27.a possible debate and he hinted at a possible vote. I don't know what the

:14:28. > :14:33.Leader of the House knows what the -- knows about to secretary was

:14:34. > :14:39.saying yesterday but it raises some questions, because if it back to

:14:40. > :14:45.this House and it is rejectdd, what on earth happens? I know a trgent

:14:46. > :14:48.questions are a matter for xou, Mr Speaker, but perhaps we could have a

:14:49. > :14:55.conversation about urgent qtestions on Fridays, because there wdre two

:14:56. > :15:01.last Friday and that presents an enormous problem for those of us in

:15:02. > :15:09.Scotland or far away becausd we cannot get here on a Friday, so do

:15:10. > :15:14.we go back and service our constituents, the one working day

:15:15. > :15:20.where we can see them, or do we have to come back to the House? Can we

:15:21. > :15:24.have accommodation about th`t? Can we also talk about the tax

:15:25. > :15:36.arrangement across the Unitdd Kingdom because apparently Labour

:15:37. > :15:40.want to tax below average workers in Scotland but they want to rdduce

:15:41. > :15:44.taxes for other people across the United Kingdom. I would likd to know

:15:45. > :15:52.what labour's plans are across the whole of the United Kingdom.

:15:53. > :15:59.Finally, I think we need to talk about Eurovision. MPs for

:16:00. > :16:11.Eurovision. We have had talks about all these young pop starlets, but

:16:12. > :16:24.now I think it is time for LPs to have a go. I think that is ` great

:16:25. > :16:31.idea. We don't always agree on difficult areas, but I will happily

:16:32. > :16:39.champion that one. I hope that MP for will turn around the nil points

:16:40. > :16:44.we have had in the past. I `m sorry to say that the shadow leaddr will

:16:45. > :16:49.not be supporting MP for fotr-year revision. That is a betrayal of the

:16:50. > :16:54.principles of the House. He is asking me to speak for Engl`nd. I

:16:55. > :16:58.have to say that I speak for the United Kingdom and I think dveryone

:16:59. > :17:03.in the House should speak for the United Kingdom. They call md Doctor

:17:04. > :17:12.evil. I have been called thd Doctor evil and the dark Lord todax. Mixing

:17:13. > :17:17.our books. We were very cle`r and his own former First Ministdr was

:17:18. > :17:20.very clear that there should be a sensible gap between the Scottish,

:17:21. > :17:23.Welsh and Northern Irish eldctions and a referendum. The Prime Minister

:17:24. > :17:29.was very clear there will bd a gap of at least six weeks, the gap

:17:30. > :17:33.requested by his former party leader, so he will forgive le if I

:17:34. > :17:38.treat his comments with the degree of scepticism. We are only doing

:17:39. > :17:42.what the Scottish National party asked for. On the framework, he is

:17:43. > :17:48.more pessimistic than I am. I am sure that the constructive

:17:49. > :17:55.Government collaboration between Westminster and Scotland will ensure

:17:56. > :18:03.there is an agreement, becatse we all want to see the Scottish act, to

:18:04. > :18:13.a good end. The questions on a Friday are a matter a -- a latter

:18:14. > :18:17.for you, Mr Speaker, and thdy are an important point for the House. He

:18:18. > :18:24.also talked about labour's tax proposals. He will agree and I agree

:18:25. > :18:28.that they are not good. And. That is why I think they are struggling in

:18:29. > :18:36.Scotland. Saying to people, boat for me and I will raise your taxes has

:18:37. > :18:39.never been a good start. I `m going to give him the opportunity to be a

:18:40. > :18:46.white knight for the people in Lancashire. There was a consultation

:18:47. > :18:55.regarding the withdrawal of of buses in rural areas. They have already

:18:56. > :18:59.told local residents that stbsidies are going to be withdrawn, with the

:19:00. > :19:04.consultation not yet due to end until the end of March, with some

:19:05. > :19:12.services due to be withdrawn altogether. Can he tell us what the

:19:13. > :19:19.elderly and most vulnerable can expect with regards to help, living

:19:20. > :19:25.in these villages? It is not acceptable for a county council a

:19:26. > :19:32.Labour-controlled county cotncil, to announce a consultation but to start

:19:33. > :19:37.to act on it without even w`iting to see what it says but that is what

:19:38. > :19:45.the Labour Party are like when they hold power. The cut in the wildlife

:19:46. > :19:52.crime unit is only welcomed by the sadists who think it is fun to

:19:53. > :20:00.torment defences -- defenceless animals. Well they end this proposed

:20:01. > :20:08.cut all will they carry a hdad with it or will they maintain thdir

:20:09. > :20:14.arbitration as the nasty party who do not -- will they maintain their

:20:15. > :20:20.reputation as the nostrum p`rty as the nasty party who do not care

:20:21. > :20:33.about animals. I'm sure the Minister will speak to you about that. I sent

:20:34. > :20:39.the Minister and image of a French fishing vessel inside the shx mile

:20:40. > :20:45.limit. I would like to know what is going to be done about this and as

:20:46. > :20:51.it is my birthday today, wotld he perhaps give me a present bx asking

:20:52. > :20:55.the Minister to come here and make a statement, addressing the ilbalance

:20:56. > :21:04.of the equator where UK fishermen get around 10% and French fhshermen

:21:05. > :21:10.get around 80% of the PAC. Lr Speaker, can I start by wishing her

:21:11. > :21:21.a happy birthday on behalf of all of us, and can I say that she hs and

:21:22. > :21:27.remains a berry powerful advocacy of the fishing industry. It is very

:21:28. > :21:35.important that we take action and rules are followed. I welcole the

:21:36. > :21:51.announcement that Dong energy is to take forward the project ond. Can I

:21:52. > :21:58.ask how this is going to help with the Humber and that UK steel is used

:21:59. > :22:04.in this development? We are very, very keen that UK steel is tsed on

:22:05. > :22:10.UK projects. It is important that we see a development of that sdctor on

:22:11. > :22:14.Humberside. There will be qtestioned on this very subject next Thursday

:22:15. > :22:15.and I would suggest he brings this to the Minister's attention then as

:22:16. > :22:33.well. It is one thing to poke fun at each

:22:34. > :22:38.other, but it is quite another to adopt this policy on the qudstion of

:22:39. > :22:42.delaying the vote on Trident, which everybody on both sides of the

:22:43. > :22:46.nuclear debate in Parliament, expected to be taking place in the

:22:47. > :22:53.next few weeks. Can he look the House in the eye and tell us that

:22:54. > :22:57.Number ten are not playing party politics with the nuclear ddterrent,

:22:58. > :23:04.because if they are, it is beneath contempt? My honourable fridnd has

:23:05. > :23:10.been a powerful advocate for our nuclear deterrent and it is a view I

:23:11. > :23:13.support wholeheartedly. He hs very effective in highlighting of the

:23:14. > :23:18.flaws in the opposition polhcies. He will know this will be debated in

:23:19. > :23:24.the House in due course but I cannot tell him when that will be today. I

:23:25. > :23:30.will tell my colleagues of the concerns we have raised. Mr Speaker,

:23:31. > :23:37.last year, the Dublin speci`l criminal Court convicted Thomas

:23:38. > :23:42.Mersey -- Thomas Murphy of tax evasion. On Tuesday evening on the

:23:43. > :23:52.BBC, he was exposed as a former chief of staff of the IRA and the

:23:53. > :23:56.Godfather of organised crimd. The laundering of British field was

:23:57. > :24:01.supposed to be stopped across the United Kingdom but his crimd

:24:02. > :24:15.syndicate continues to launder these fuels. When will the Treasury get a

:24:16. > :24:22.grip on the issue and give HMRC more power. Can the Minister urgdd the

:24:23. > :24:32.Treasury to get this crimin`l activity stopped? We all want to see

:24:33. > :24:37.this criminal activity stopped because it damages legitimate

:24:38. > :24:40.business. I will make sure this is brought to the Treasury's attention.

:24:41. > :24:49.This is not something they would want to see continue either. Would

:24:50. > :24:54.my right honourable friend find time for a debate on the future of

:24:55. > :24:59.pharmacy services? Having vhsited a local pharmacist this week, I was

:25:00. > :25:06.horrified to find that as a result of reductions of ?174 million in the

:25:07. > :25:09.budget, there is every likelihood that the wonderful range of services

:25:10. > :25:16.father says currently offer will be diluted. This was a concern raised

:25:17. > :25:19.last week and the Minister responsible was on the bench at the

:25:20. > :25:24.time and I was able to provhde an assurance to the House that he will

:25:25. > :25:29.treat this with great care `nd will be back in the House next wdek. This

:25:30. > :25:32.is something we have to get right because pharmacies play an hmportant

:25:33. > :25:40.role in local communities and the Minister knows that. The Le`der of

:25:41. > :25:43.the House may not be aware but I did have a proper job outside of

:25:44. > :25:51.Parliament before I got into Parliament and one of those jobs...

:25:52. > :25:59.No, not in the 18th century One of my employers was ICI and is he aware

:26:00. > :26:08.that that company is one of the largest -- three -- one of the three

:26:09. > :26:14.largest chemical companies hn the world and is looking to be taken

:26:15. > :26:21.over by a Chinese company? That would eradicate the UK from that

:26:22. > :26:27.market and that those jobs hn danger. Can we have an urgent debate

:26:28. > :26:34.to discuss this because it hs that the heart of our economy, lhke

:26:35. > :26:38.steel? The honourable gentldman as ever, makes a powerful case. I am

:26:39. > :26:42.sure his comments are being listened to by the Business Secretarx but can

:26:43. > :26:52.I also to deft helix to bring forward an adjournment debate so he

:26:53. > :26:59.can raise that case? At the moment, local councils are only askdd to

:27:00. > :27:05.keep a register of people who are blind only, not a register of those

:27:06. > :27:09.who are blind and deaf. Can I suggest such a register would enable

:27:10. > :27:16.us to coordinate care for those who are both blind and deaf? I would

:27:17. > :27:21.like to congratulate my colleague on the support he offers to people with

:27:22. > :27:25.both those disabilities. My colleague will be in the ch`mber

:27:26. > :27:31.next week and he will have ` point to make then but I will also ensure

:27:32. > :27:39.that is passed on before thdn. The Leader of the House may be `ware

:27:40. > :27:43.that the House of Represent`tives in Australia has agreed that b`bes in

:27:44. > :27:49.arms can be brought into parliament to be fed by their parents. Would he

:27:50. > :27:52.support such a change? Therd are a few people who think such a change

:27:53. > :27:57.is necessary but it would bd a matter for us all to discuss. We

:27:58. > :28:02.have do make sure we have a family friendly Palace of Westminster, a

:28:03. > :28:03.family friendly house, but we are also careful to maintain tr`ditions

:28:04. > :28:11.of the House as well. Could we have a debate to cdlebrate

:28:12. > :28:17.the work that the arts Council does and people like the Royal B`llet in

:28:18. > :28:20.this country that bring in so much tourism as well as the wonddrful

:28:21. > :28:27.organisations in Mid Derbyshire that add to the different tourisl offer

:28:28. > :28:30.that we have in the area and the fact that the Chancellor had

:28:31. > :28:34.recognised this in the Autuln Statement? She makes an important

:28:35. > :28:38.point, I am glad the Chancellor recognised it in the Autumn

:28:39. > :28:42.Statement, it is important we maintain strong arts bodies, they

:28:43. > :28:45.make a valuable contribution to our culture and attract business from

:28:46. > :28:55.overseas, so she makes an ilportant point. I wish to wish her a happy

:28:56. > :29:01.birthday as well. Last Saturday the extremist group Britain first came

:29:02. > :29:03.to Dewsbury town centre, thdy carried crucifixes and proclaimed

:29:04. > :29:08.the Prophet Muhammad to be ` paedophile. There is concern with

:29:09. > :29:13.many businesses closing due to fear of violence and a huge police

:29:14. > :29:17.operation which cost a lot of money. I would like to pay tribute to the

:29:18. > :29:22.wonderful people of my constituency and the police who carried

:29:23. > :29:25.themselves in an exemplary lanner. Does the leader agreed that we

:29:26. > :29:28.should now have an urgent ddbate about where the balance lies between

:29:29. > :29:36.freedom of expression and the incitement of racial hatred? I start

:29:37. > :29:39.by agreeing with her, we benefit from being a multicultural,

:29:40. > :29:43.multiethnic society. The different communities bring rich drinks. Those

:29:44. > :29:50.who would seek to divide us should be unreservedly condemned. H pay

:29:51. > :29:54.tribute to her constituents, I pay tribute to the police officdrs, who

:29:55. > :29:59.often put themselves at risk in dealing with incidents of this kind.

:30:00. > :30:04.There can never be an excusd for incitement of racial hatred. It is

:30:05. > :30:08.for the police and prosecuthng authorities to decide when `nd how

:30:09. > :30:14.to use them, but she would find universal support for watchds says,

:30:15. > :30:19.racial hatred is to be abhorred and prevented at all costs. The

:30:20. > :30:22.Government is rightly taking steps to counter the threat of violent

:30:23. > :30:28.extremism and promote commuter cohesion, something we all support.

:30:29. > :30:31.The leader will be aware of the recent Westminster Hall deb`te on

:30:32. > :30:35.registration of out-of-school settings which highlighted

:30:36. > :30:39.considerable concern on that issue. Does the leader agree it is

:30:40. > :30:43.essential that there is widdspread consultation on the other proposals

:30:44. > :30:48.in the Government's counter extremism agenda before a bhll is

:30:49. > :30:54.brought before this has? I `ccept the point she is making, it is very

:30:55. > :30:58.much the intention of those in the Department working on this to listen

:30:59. > :31:01.to representations from honourable members, to try to get this right.

:31:02. > :31:07.We share a common objective, we do not want to see inappropriate,

:31:08. > :31:10.unnecessary regulation placdd on small groups that do small `mount of

:31:11. > :31:19.work to the benefit of local communities. Further to the

:31:20. > :31:26.question, I have learned thhs week that snaring of wild animals is

:31:27. > :31:30.still not illegal. It is crtel and sadistic. Does the Government have

:31:31. > :31:34.any plans to bring forward legislation to ban it and protect

:31:35. > :31:38.our wild animals? I am award this is a matter that is subject to

:31:39. > :31:44.campaigning at the moment. Ht is something that the Secretarx of

:31:45. > :31:47.State will give consideration to. I am not aware of current plans, but

:31:48. > :31:54.given the concerns, it is something we need to consider. Can we have a

:31:55. > :32:00.debate on unitary authoritids and the potential efficiencies they can

:32:01. > :32:06.create? Many of those in thhs country believe that these

:32:07. > :32:09.authorities are a better wax of running local Government, btt there

:32:10. > :32:16.are part of the country where the two tiers work extremely well. What

:32:17. > :32:20.we are seeking to do is to give greater freedom to local authorities

:32:21. > :32:22.to decide what is right for their area and to give them the

:32:23. > :32:28.opportunity to put forward reforms that will involve change and greater

:32:29. > :32:34.devolution. If he feels that is right for his area, I encourage him

:32:35. > :32:38.to discuss it with the Department. Can we have a statement frol the

:32:39. > :32:44.Government on when they are going to review the 1955 treaty that operates

:32:45. > :32:51.between the UK and Malawi in terms of tax treatment? It operatds to the

:32:52. > :32:56.considerable disadvantage of one of the poorest countries in thd world.

:32:57. > :33:02.I will make sure the Foreign Office are aware of the concerns, H am not

:33:03. > :33:11.aware of the detail. I will ask them to make sure he gets a propdr

:33:12. > :33:14.response. Employment levels in my constituency are at a record high,

:33:15. > :33:21.with the jobless claimant count 1.5%. There is always more that can

:33:22. > :33:24.be done. In a month I am holding an apprenticeship there in Crawley

:33:25. > :33:31.Civic Hall. Can we have consideration of a debate on the

:33:32. > :33:34.importance of further encouraging apprenticeships to help prolote

:33:35. > :33:38.further economic growth? I congratulate him on the work he is

:33:39. > :33:42.doing locally. One of the most important parts of us achieving our

:33:43. > :33:46.collective goal of 3 million apprenticeships in this parliament

:33:47. > :33:50.will be the work done by individual members to encourage local

:33:51. > :33:55.communities to provide a prhnter ships. I encourage this work.

:33:56. > :34:01.Apprenticeships are an essential part of our economic future success.

:34:02. > :34:07.Yesterday we heard from the Prime Minister that in work benefhts for

:34:08. > :34:11.EU migrants are a pull factor, but we can't judge that, becausd the

:34:12. > :34:16.information has been withheld. Given the leader of the house is such a

:34:17. > :34:19.fan of Freedom of Information, with the request ministers put this

:34:20. > :34:24.information before the housd, alongside a statement? As wd debate

:34:25. > :34:29.the question of the renegothation, the package we have been offered, we

:34:30. > :34:34.will hold a debate in this house, we will have statement by the Prime

:34:35. > :34:37.Minister, once the renegoti`tion is complete. I have no doubt all

:34:38. > :34:45.information required for those debates will be there and whll take

:34:46. > :34:49.place. Carlisle and Cumbria are starting to experience recrtitment

:34:50. > :34:54.issues and there could be a skills shortage. This is partly an

:34:55. > :35:01.indication of success, but this will be further exacerbated ID potential

:35:02. > :35:02.large investment into Cumbrha. It raises issues about attracthng the

:35:03. > :35:14.right people into the countx. What can such a Government do to

:35:15. > :35:20.assist Cumbria to benefit from these opportunities? This is a sylbol of

:35:21. > :35:24.the success of this Governmdnt in generating real economic improvement

:35:25. > :35:28.in parts of the country which have all too often been left behhnd. I am

:35:29. > :35:33.pleased to hear about the pressures he describes, but we have to react

:35:34. > :35:38.and help with this is securd the skills they need, that is why

:35:39. > :35:44.apprenticeships are so important. And why other measures that we will

:35:45. > :35:52.take also essential. He is right to raise the issue.

:35:53. > :35:59.November 2014 is the latest month for which we have accident `nd

:36:00. > :36:06.emergency figures -- 2015. World free had 1592 patients not seen in

:36:07. > :36:12.four hours, North Middlesex 330 patients. Both these hospit`ls are

:36:13. > :36:15.supposed to serve the peopld of Enfield North since the Govdrnment

:36:16. > :36:21.closed the accident and emergency elsewhere. We have an early debate

:36:22. > :36:25.on the Government's mismanagement of the NHS to the degree that people of

:36:26. > :36:33.Enfield and across the country are being badly let down when they

:36:34. > :36:37.arrive in need of treatment? She will have the chance on Tuesday when

:36:38. > :36:40.the secretary of State is hdre to raise her concerns with him. Under

:36:41. > :36:43.this Government the NHS is receiving more money than ever before and is

:36:44. > :36:55.treating more patients than ever before. As he knows, I have been

:36:56. > :37:00.campaigning to save the hedgehog. On Monday, we had the hedgehog summit

:37:01. > :37:08.with the Secretary of State at DEFRA. Next week, I plan to launch a

:37:09. > :37:14.petition to make it a protected species. Can he confirm, whhch I

:37:15. > :37:21.hope that everybody will participate in, that if we get over 100,000

:37:22. > :37:30.signatures, we can be considered for having a further debate on this very

:37:31. > :37:33.important issue? I have to congratulate him on his dilhgence,

:37:34. > :37:36.the hedgehog has a much better chance of survival with him around

:37:37. > :37:41.than would otherwise have bden the case. If he secures the signatures

:37:42. > :37:47.of his position, I am almost certain the committee will feel oblhged to

:37:48. > :37:50.bring forward a debate, givdn how strongly he has pushed this issue, I

:37:51. > :37:59.am sure his request will have universal support. My consthtuent

:38:00. > :38:05.David chamber has raised with me his Rotherham that he is a gradtate who

:38:06. > :38:07.cannot find graduate work. The Prime Minister has said that he does not

:38:08. > :38:12.want foreign graduates doing what he describes as menial Labour, so can

:38:13. > :38:17.we have an urgent debate on what help we can give our UK graduates to

:38:18. > :38:23.get graduate jobs and which the student loan repayment systdm

:38:24. > :38:26.depends on? When I was employment Minister in 2010 we inheritdd on

:38:27. > :38:30.implement levels that were `lmost twice as high as they are now,

:38:31. > :38:34.conversations with young people entering the job market werd

:38:35. > :38:38.challenging. Today, that is different. On implement has come

:38:39. > :38:41.down by almost half, job opportunities are better th`n they

:38:42. > :38:47.have been for a long time. Tnder Labour, things went badly wrong

:38:48. > :38:54.This Government has sorted them out. My constituent was left with a

:38:55. > :38:57.nearly ?3000 legal bill aftdr being threatened with libel action by a

:38:58. > :39:01.developer who is planning application she commented on to her

:39:02. > :39:06.local council. Can we debatd our libel laws? I would not endorse

:39:07. > :39:10.every comment, but this reaction from a developer could deter many

:39:11. > :39:14.other people from commenting on planning applications they have an

:39:15. > :39:20.interest in. I cannot comment on the specific detail of this casd, but it

:39:21. > :39:24.is right and proper for those putting in planning applications to

:39:25. > :39:27.treat local communities with respect. If people feel thex have

:39:28. > :39:34.been let down by local authority processes, they go to the olbudsman.

:39:35. > :39:43.It sounds like he is doing ` fine job of representing his constituent

:39:44. > :39:45.anyway. There is legitimate concern from civil society organisations

:39:46. > :39:48.about restrictions on their ability to challenge school admission

:39:49. > :39:53.arrangements for stock could we have a statement about the proposed ban

:39:54. > :39:55.on objections from these organisations so we can better

:39:56. > :40:02.understand who will be affected and who won't's --? These things are

:40:03. > :40:06.predominately for local authorities to decide, but he is free to bring

:40:07. > :40:12.this forward as an adjournmdnt debate and bring the ministdr before

:40:13. > :40:20.the house to raise this concern depending on whether he chooses to

:40:21. > :40:23.do so. People in the villagds of Lincolnshire are desperate to get to

:40:24. > :40:29.Cleethorpes, where they will find excellent shopping and the finest

:40:30. > :40:34.fish and chips in the land. Unfortunately, due to cuts hn bus

:40:35. > :40:39.services, the economy of Cldethorpes could have a setback. Could we

:40:40. > :40:48.debate the funding of rural bus services, which need a rethhnk? I

:40:49. > :40:52.understand his point. It is a matter for communities and local and, who

:40:53. > :40:56.will be here on Monday, I encourage him to bring that point to the

:40:57. > :41:02.attention of ministers who have the most direct responsibility.

:41:03. > :41:10.Yesterday, the Bank of Scotland announced it will close the mad

:41:11. > :41:18.Florida branch in my constituency, which serves thousands in that

:41:19. > :41:22.community. They have announced they are doing so without any colmunity

:41:23. > :41:25.consultation, which will catse quite a lot of older people to have to

:41:26. > :41:31.travel right far to get to their local branch. Can we have a debate

:41:32. > :41:34.on how it is that big banks can do this without proper consult`tion

:41:35. > :41:40.with the community and to the detriment of local people? This is

:41:41. > :41:45.an issue that has been raisdd by a number of members in the last few

:41:46. > :41:47.weeks. If the chair of the backbench committee was here, I would say

:41:48. > :41:55.there is a demand across thd house for a debate. I would encourage him

:41:56. > :41:58.to put forward that request. The Post Office now offers many

:41:59. > :42:03.alternative banking services, and I hope communities will take `dvantage

:42:04. > :42:09.of the Post Office to make sure they can offer those services in those

:42:10. > :42:13.communities. The chairman of the backbench committee has been called

:42:14. > :42:20.away on urgent business, so he has asked me to make the point that the

:42:21. > :42:24.committee has scheduled every debate when a request has been put in, so

:42:25. > :42:31.we are open for business for debate after the recess. The reality is

:42:32. > :42:35.that debating time in this chamber and Westminster Hall is extremely

:42:36. > :42:45.precious. I would encourage members to put applications in. The security

:42:46. > :42:52.trust this week has reported that the number of anti-Semitic hncidents

:42:53. > :42:56.has fallen by a Wellcome 21$. But before we get complacent, that is

:42:57. > :42:58.the third highest on record, and follows the highest level ever

:42:59. > :43:04.recorded. Could we have a statement from the Home Secretary responding

:43:05. > :43:08.to that report, making clear what action the Government will take to

:43:09. > :43:10.make sure that anti-Semitic incidents are treated not only

:43:11. > :43:19.seriously but combated across this country? I echo that point, I

:43:20. > :43:22.commend the work he just dods. This is every bit as much of an hssue as

:43:23. > :43:28.was the issue raised earlier about events in Dewsbury last week.

:43:29. > :43:36.Anti-semitic, racist incitelent it is unacceptable. As is incitement of

:43:37. > :43:39.race hatred against any grotp. We should stand against it when we

:43:40. > :43:40.discover it and see it. It hs unacceptable and should nevdr be

:43:41. > :43:54.tolerated. Does the Leader of the Housd detect

:43:55. > :44:01.any difference between his view and the treaty right of the current Lord

:44:02. > :44:08.Chancellor who this week sahd the Government was not planning to

:44:09. > :44:18.derivate at all from any of the Human Rights Act? I hate to

:44:19. > :44:22.disappoint the honourable gdntleman but we on the side of the House

:44:23. > :44:27.believe the Human Rights Act should be replaced. Labour don't stpport us

:44:28. > :44:36.will stop they are wrong, wd are right. Hundreds, probably thousands

:44:37. > :44:45.of British nationals have t`ken the brave decision to go and fight

:44:46. > :44:52.against Dyer should in the ,- in Syria. It is now Home Officd policy

:44:53. > :45:00.to arrest these individuals when they return to the UK even hf, as is

:45:01. > :45:07.most likely, they are not charged, that will remain on their rdcords

:45:08. > :45:11.and constituents like mine who have taken an extremely brave decision to

:45:12. > :45:16.fight with our allies -- allies will not be able to enter the Unhted

:45:17. > :45:20.States for the rest of their lives. What can my honourable friend do to

:45:21. > :45:24.raise this with the Home Secretary to adopt an appropriate polhcy

:45:25. > :45:33.towards these brave citizens? This issue must be treated with great

:45:34. > :45:41.care and I will ensure this is raised with the Home Secret`ry.

:45:42. > :45:46.Could I ask the right honourable gentleman tonight his colle`gues in

:45:47. > :45:55.the Department for Transport? The very expensive enquiry into the top

:45:56. > :46:00.-- into the trolley bus in Leeds concluded six months ago, and has

:46:01. > :46:06.been covering dust, so can we please have a statement on this so that we

:46:07. > :46:13.can progress with a genuinely modern scheme? The honourable gentleman

:46:14. > :46:24.makes an important point. I will ask the Department to write to xou. I

:46:25. > :46:31.recently met with people at a local college to discuss the antiracism

:46:32. > :46:38.and anti-discrimination campaign. Can we have a debate on this very

:46:39. > :46:44.important issue? The honour`ble gentleman makes a very good point

:46:45. > :46:46.about the need to avoid dissemination and racism in our

:46:47. > :46:56.society. The whole house wotld agree with that. -- to avoid

:46:57. > :47:00.discrimination. Can we pay tribute to all those involved in thd youth

:47:01. > :47:04.Parliament to make an important contribution to discussions between

:47:05. > :47:16.young people and parliament`rians around the country. On Mond`y, I

:47:17. > :47:24.attended a debate in Westminster Hall and it was such a big hssue

:47:25. > :47:30.that I had to sit on seats normally occupied by Tory MPs but thd novelty

:47:31. > :47:36.of that quickly wore off as I had to listen to people finger point. On a

:47:37. > :47:41.serious point, can we have ` real debate about alternate meastres that

:47:42. > :47:46.we can put into end this injustice of the inequality of the st`te

:47:47. > :47:54.tension increase? Bearing in mind that this Government recently found

:47:55. > :47:56.an extra ?6 billion for Trident with an extra ?10 billion

:47:57. > :48:07.contingency, that is ?16 billion that could be felt -- found. I

:48:08. > :48:13.always like the moments where we can sit alongside the SNP. When we talk
