:00:46. > :00:49.further Lords amendments. On Thursday the 10th of March, the

:00:50. > :00:58.remaining stages of the Northern Ireland Stormont agreement. The

:00:59. > :01:02.subjects for this debate was determined by the backbench business

:01:03. > :01:09.committee. On Friday 11th of March, we will consider Private members

:01:10. > :01:14.bills. The following week, the remaining stages of the energy bill.

:01:15. > :01:19.On Tuesday the 15th of March, the second reading of the investigatory

:01:20. > :01:24.panel spill, followed by consideration of Lords amendments.

:01:25. > :01:27.And when the 16th of March, the Chancellor of the Exchequer will

:01:28. > :01:31.deliver his budget statement. On Thursday the 17th of March, there

:01:32. > :01:36.will be a continuation of the budget debate. On Friday the 18th of March,

:01:37. > :01:39.the house will not be sitting. Before Christmas, I indicated we

:01:40. > :01:45.would provide regular updates on the situation in Syria and I would say

:01:46. > :01:53.to the house at their will be a further statement shortly on matters

:01:54. > :01:57.related to that. They have been to fire alarms in the palace this week,

:01:58. > :02:00.and on both occasions, there was a great deal of confusion among

:02:01. > :02:05.members and members of the public who were there, so can I urge their

:02:06. > :02:10.Needed to initiate a review of these arrangements as soon as possible?

:02:11. > :02:12.Last week, I asked whether the Beaded is planning to delay the

:03:23. > :03:29.going to be sacked. I am beginning to feel very sorry for so have been

:03:30. > :03:34.searching the jobs pages for him the only thing that seemed suitable was

:03:35. > :03:39.working as an unpaid voluntary in turn for the honourable member for

:03:40. > :03:44.Bath. But he says in a job description that he wants someone

:03:45. > :03:48.who is a good team player, so that rules the Reader. All the other jobs

:03:49. > :03:54.only want someone with a good sense of humour. Need I say more? Nobody,

:03:55. > :03:59.I am sure the Prime Minister will give the reader of the house are

:04:00. > :04:02.going reference. The last parliament was a zombie Parliament, four months

:07:06. > :07:11.first race relations act and he won the referendum to stay in Europe. He

:07:12. > :07:16.ended censorship, created the open University and the arts Council, and

:07:17. > :07:20.for that matter, under him, we won the Eurovision Song contest. Three

:07:21. > :07:28.times. Three times more than we've ever won it under the Tories. Is it

:07:29. > :07:32.not outrageous that we have is statue of Margaret Thatcher, who

:07:33. > :07:36.made my constituents lives miserable, but just a bust of Harold

:07:37. > :07:50.Wilson, who made this country a civilised society? I was hoping that

:07:51. > :07:57.we would win the Eurovision Song contest next year. Of course, it is

:07:58. > :08:02.necessary with fire drills to carry them out. Lessons will be learned,

:08:03. > :08:05.but I give my thanks to all the officers of the hose who were

:08:14. > :08:16.Queen's Speech, we will announce the date of the Queen's Speech when we

:08:17. > :08:22.have decided the date of the Queen's Speech. As always, he makes the

:08:23. > :08:25.mistake of thinking that what he reads in the race is what is

:08:26. > :08:28.actually going to happen. They will take our decision on the Queen's

:08:29. > :08:40.Speech and we will announce it to this size as always. We have to be

:08:41. > :08:49.mindful of the need to make sure business and recess goes ahead.

:08:50. > :08:58.I have just set out plans for a second reading of the police and

:08:59. > :09:03.crime Bill next week. I announced the investigatory Powers Bill, a

:09:04. > :09:07.crucial bill to allow us to enable to defend our country. If he thinks

:09:08. > :09:13.that is a feature of a zombie Parliament, he does not know what

:09:14. > :09:17.zombie means. Mr Speaker, can I echo, though, his comments about the

:09:18. > :09:23.work done tentatively by members across his house, including why the

:09:24. > :09:28.number for Daventry? I know how serious an issue this is. Just

:09:29. > :09:32.outside my constituency we have the children's trust at Tadworth Court

:09:40. > :09:42.across all sides of this house. I hope that the Senate committee will

:09:43. > :09:46.pick up on the work he and others have done and do a full report. He

:09:47. > :09:50.asked for a parliamentary investigation. The best organisation

:09:51. > :09:56.to do this is the Senate committee. I also set out today plans for the

:09:57. > :10:02.Welsh affairs debate to take place later. It is of course this week

:10:03. > :10:05.seemed a bit state. I extend my good wishes to all Welsh members of

:10:06. > :10:09.Parliament on the occasion. I'm looking forward to me the faith,

:10:10. > :10:14.when the people of Wales have the chance to get rid of a failing

:10:20. > :10:25.It is a bit of a relief today to see the shadow leader in better spirits

:10:33. > :10:38.the Opposition spent last Saturday just like old times at a CND rally.

:10:39. > :10:45.It was not just that the lead of the opposition has appointed the finance

:10:46. > :10:51.minister from the Greek Government as his advisor. I do not know how

:10:52. > :10:56.any member of the Labour front bench could take that women seriously. It

:10:57. > :11:00.wasn't that a former Shadow Cabinet minister said on Monday expectations

:11:01. > :11:03.were rock bottom and Corbin fell below them. I actually thought the

:11:04. > :11:08.most bizarre claim to come from the Labour leadership this week was by

:11:09. > :11:12.the Leader of the Opposition said he gets his moral compass from

:11:13. > :11:17.Eastenders. Surely not even the shadow leader can think this is a

:11:18. > :11:22.man fit to be Prime Minister. I understand it is hard when you have

:11:23. > :11:25.decided to become a cheerleader, as the shadow leader has come for a

:11:26. > :11:30.team he clearly simply does not support. Indeed, I would be happy to

:11:31. > :11:34.grant the shadow leader a debate on learning from the lessons of

:11:35. > :11:37.history, because here is the man who says he is proud to have stuck a

:11:38. > :11:43.knife in the back of Tony Blair, but only this week he seems to have had

:11:44. > :11:47.second thoughts. He has started to show signs of thinking again,

:11:48. > :11:51.because he told a group of students, I am going to talk about Tony Blair,

:11:52. > :11:55.I think we still like to speak about him. But of course, Mr Speaker,

:11:56. > :12:08.those were the days when the Labour Party was a serious political party.

:12:09. > :12:13.Thank you. Some French minister has apparently been saying today that if

:12:14. > :12:18.we have the nerve to come out of the EU, all the 4000 people in Calais

:12:19. > :12:22.would be put in rubber boats and come across to Britain because the

:12:23. > :12:26.French don't want anything to do with it. If I were a Frenchman I

:12:27. > :12:30.would be hugely embarrassed by my Government, a country that is two

:12:31. > :12:36.and a half the size of this country and is roughly the same population.

:12:37. > :12:40.It cannot disburse 4000 people and look after them. They should be

:12:41. > :12:45.ashamed. But could we have a statement from the Foreign Secretary

:12:46. > :12:50.next week letting these House know whether it is the Government's

:12:51. > :12:55.position that if we came out of the EU we would have more immigration

:12:56. > :12:59.into this country rather than less? I am certain the Foreign Secretary

:13:00. > :13:02.will be back before these House shortly and the opportunity will be

:13:03. > :13:06.there to put forward that point. I have heard in the last couple of

:13:07. > :13:09.weeks the French Interior Minister reassure us that bilateral

:13:10. > :13:14.agreements that exist between the UK and France over border controls is

:13:15. > :13:24.one of the French Government -- that the French Government would not wish

:13:25. > :13:31.to put at risk. Today is World Book Day and it is worth noting the

:13:32. > :13:37.wonderful writers we have. There are wonderful writers within this

:13:38. > :13:45.country and they enhance people'slives. The deed of the house

:13:46. > :13:50.and I now have a joint experience of fighting referendums. We have both

:13:51. > :13:55.now been on the sharp end of various project fears. I in the Scottish

:13:56. > :14:00.referendum and he is currently experiencing the new project fear as

:14:01. > :14:07.he leads the campaign to take the UK out of the EU. The scaremongering

:14:08. > :14:17.from the inside is almost straight out of the useless and dysfunctional

:14:18. > :14:23.Better Together manual. As a supporter of our place in the EU, I

:14:24. > :14:27.want this counter-productive scaremongering to stop. I presume

:14:28. > :14:31.the Leader of the House is happy with it given that it works in his

:14:32. > :14:33.interest. Can we have positive campaigning and can we encourage

:14:34. > :14:39.everybody when we are debating our place in Europe to make it as

:14:40. > :14:42.positive as possible? A statement from the Defence Secretary on

:14:43. > :14:48.Trident. Apparently he's just about to declare that Trident renewal is

:14:49. > :14:51.already underway before we get the opportunity to move this House. It

:14:52. > :14:55.is absolutely appalling that the Defence Secretary would simply take

:14:56. > :15:01.this House for granted, and he must explain himself on this issue.

:15:02. > :15:04.Scotland rejects Trident and we intend to make this a hugely

:15:05. > :15:09.substantial issue in the Scottish elections, and we simply refuse to

:15:10. > :15:16.have this weapon of mass destruction dumped on our nation without any

:15:17. > :15:29.approval. What do we do now Schumacher on such a large part of

:15:30. > :15:33.Scottish funding. Even though these minor consequentials are huge issues

:15:34. > :15:37.for Barnet consequentials for Scotland. The Leader of the House

:15:38. > :15:43.told us that the mysteries of the Barnett consequentials... We are

:15:44. > :15:49.talking about estimates this week. I was ruled out of order for two

:15:50. > :15:54.minutes. Somebody somewhere has got to tell us how we should get this

:15:55. > :15:58.addressed and where we are Scottish members get to discuss, debate and

:15:59. > :16:05.vote on the issue of the Barnett consequentials. I do not think the

:16:06. > :16:10.irony of the debate on the Lords amendment to the welfare bill, with

:16:11. > :16:17.Tory after Tory bombast in all these wicked lords. If the Lords are only

:16:18. > :16:24.to be chastised when they do not do the Tories' business... There will

:16:25. > :16:29.now be another 40 Tory Lords. Why don't they back as instead of trying

:16:30. > :16:36.to gerrymander that bizarre house? Why don't they work with us? I start

:16:37. > :16:41.by saying of course I very much agree with him about the need for

:16:42. > :16:46.positive campaigning. I hope that all those involved in the debate

:16:47. > :16:49.over our membership of the EU in the commitments will take a positive

:16:50. > :16:53.approach and set out the facts so that the British people can take

:16:54. > :16:57.their decisions. When he talks about positive campaigning he talks about

:16:58. > :17:01.project fear. Just remind him about the things he said over the

:17:02. > :17:06.introduction of Ingush votes for English laws when frankly, if we

:17:07. > :17:09.listen to he says, you would have thought that much doom and gloom

:17:10. > :17:14.would have fallen upon us. It is not clear to me that that has happened.

:17:15. > :17:18.The union has not fallen apart with the introduction of Ingush votes for

:17:19. > :17:24.English laws. The Scottish people I know think it is entirely fair. If

:17:25. > :17:28.he is concerned to bring the Defence Secretary to this house to explain

:17:29. > :17:34.himself, he has the ability to seek your consent to do so, all through

:17:35. > :17:37.other avenues available. But when he talks about Trident being dumped on

:17:38. > :17:42.our nation, as he phrases it, I would just remind him of all the

:17:43. > :17:45.people in Scotland whose livelihoods depend upon Trident. All of the

:17:46. > :17:49.people in the north-west of England whose jobs depend upon the future

:17:50. > :17:56.replacement of Trident. Is he really saying that he wants all of those

:17:57. > :17:59.jobs to disappear? That he wants the area to be abandoned without an

:18:00. > :18:03.economic role for the future? I do not think that is in the interest of

:18:04. > :18:07.those communities. It is in the interest of Scotland and the UK that

:18:08. > :18:11.we retain a nuclear deterrent, both for our national security but also

:18:12. > :18:16.in order to ensure that imparts a the UK there are jobs. He raised the

:18:17. > :18:21.question of the estimates committee. The estimates debate. I would remind

:18:22. > :18:26.him he is a member of the DA 's committee. The liaison committee

:18:27. > :18:30.choose the subject for debate -- the liaison committee. It is free to

:18:59. > :19:00.five col power stations have announced they will potentially

:19:01. > :19:06.close or partially closed, one of these being Ricci B. Bobby Desmond

:19:07. > :19:12.has stated its intention to phase out coal power generation by 2025,

:19:13. > :19:16.market conditions mean these closures could come far sooner. Can

:19:17. > :19:20.we have a debate in Government time and energy policy and the role this

:19:21. > :19:26.existing power station infrastructure can play? I

:19:27. > :19:30.understand the concern is the honourable lady has raised. I heard

:19:31. > :19:32.her question yesterday at Prime Minister's Questions as well. It is

:19:33. > :19:38.a subject where she is able to bring forward debate to seek consent from

:19:39. > :19:41.the back bench to have this matter discussed in the house. It clearly

:19:42. > :19:46.affects a number of honourable members and I encourage her to bring

:19:47. > :19:49.forward that subject for discussion. This session of Parliament runs

:19:50. > :19:55.beyond June. Might he consider giving us more days for backbench

:19:56. > :20:00.business and our bills? If so, might he put the bill I am promoting with

:20:01. > :20:03.colleagues on all sides of the house, for the automatic

:20:04. > :20:08.registration of free school meals, as top of one of those days? It is

:20:09. > :20:13.the one move we could make between now and the summer holidays that

:20:14. > :20:18.would have a real effect on for families. He has a long track record

:20:19. > :20:23.of pursuing social reforms of this kind and I will certainly look very

:20:24. > :20:28.carefully at his bill and what he is rising. The progress of business in

:20:29. > :20:33.this house depends on success in getting Government business through.

:20:34. > :20:39.We have a programme which... I want to make sure that the dates set for

:20:40. > :20:45.the Queen's Speech and the dates set for recess are consistent with what

:20:46. > :20:51.we need to make sure our manifesto is incremented. Would he find time

:20:52. > :20:55.for a debate on the impact of timetable changes on the lives of

:20:56. > :21:03.commuters in South" to mark the company have long last accepted the

:21:04. > :21:08.vote and ordered new rolling stock and have just announced it will not

:21:09. > :21:15.be arriving. I commend his work on an issue that affects many of us. I

:21:16. > :21:18.would say to him that the Transport Secretary is here at questions next

:21:23. > :21:25.ministers. He is clearly doing a good job in keeping the company

:21:26. > :21:32.under pressure in a time when there are serious issues about the service

:21:33. > :21:37.on that particular line. As chair of the Backbench Business Committee, I

:21:38. > :21:39.did write to the Leader of the House looking for some assistance with

:21:40. > :21:46.getting protected time for particular debates. We did have the

:21:47. > :21:51.gangs and serious youth violence debate booked, which has now been

:21:52. > :21:55.rescheduled for later today. But on Tuesday, the forthcoming Tuesday,

:21:56. > :22:01.International women's Day, a particularly timely debate, I did

:22:02. > :22:06.ask the dealer of the has to consider and give an undertaking to

:22:07. > :22:10.protect time on that day. I have received a reply and no such

:22:11. > :22:17.undertaking has been given. I think that is would Greta Bull. It is

:22:18. > :22:24.possible but urgent questions -- that is regrettable. It is possible

:22:25. > :22:28.that urgent questions... I think we have already seen that this may be

:22:29. > :22:34.required from time to time. Please do reconsider. As I said, I have

:22:35. > :22:38.given this careful consideration. I have looked at the flow of business

:22:39. > :22:42.on backbench days. I will watch carefully on next Tuesday and I'm

:22:43. > :22:50.sure you and I will want to ensure that there is proper time for debate

:22:51. > :22:54.on that particular day. But on that, I have to be also mindful of the

:22:55. > :22:57.working hours of staff and this House so I do not want to make

:22:58. > :23:02.significant changes without being confident there is a real problem

:23:03. > :23:05.that needs to be solved rather than occasional problems. I will keep

:23:06. > :23:07.this under review but my contention is we will simply have proper time

:23:08. > :23:18.available next week. In light of Switzerland withdrawing

:23:19. > :23:23.its application for membership of the European Union, can we have a

:23:24. > :23:27.debate next week about why they would possibly choose to do that? I

:23:28. > :23:32.think this will add grist to the mill to the debate on the

:23:33. > :23:36.referendum, and I am sure that while I don't have a debate scheduled and

:23:37. > :23:39.European matters next week, I'm in little doubt there will be an

:23:40. > :23:46.opportunity shortly to raise those matters with ministers. Most members

:23:47. > :23:50.will be surprised that very many current and former service Snell

:23:51. > :23:56.have never received a medal acknowledging their service. All

:23:57. > :24:00.those who have served have accepted the sacrifice associated with the

:24:01. > :24:04.decision, but they've never received a medal and mostly have been

:24:05. > :24:09.involved in conflict or served a lengthy period. Can we debate

:24:10. > :24:17.introducing in national defence medal as a tangible recognition of

:24:18. > :24:22.their servers? I would simply say from my perspective, I don't think

:24:23. > :24:27.medals should be handed out without consideration of the contribution

:24:28. > :24:36.made. If you start to have medals for all, the value of the medals for

:24:37. > :24:39.a particular service and tough circumstances are slightly devalued,

:24:40. > :24:43.so I would simply say to her, I would praise unreservedly all of our

:24:44. > :24:49.armed forces, but the medal system we have in this country is really

:24:50. > :24:54.designed for those who go beyond the routine and put themselves in danger

:24:55. > :24:59.in the service of this country. When will this house have an opportunity

:25:00. > :25:04.to express its opinion on the new fiscal framework for Scotland? And

:25:05. > :25:09.when we have a debate on that issue, will we also have a debate on

:25:10. > :25:14.Barnett consequential is, for example, the issue relating to city

:25:15. > :25:21.grounds in Glasgow. We give more money to Glasgow inner-city grant

:25:22. > :25:27.and more money goes to the Scottish Government as a result. The Scotland

:25:28. > :25:35.Bill is making progress through the other house. I understand, the

:25:36. > :25:39.agreement we have reached will provide for a transition the deed to

:25:40. > :25:42.a new world for the Scottish Government, but the Scottish

:25:43. > :25:46.Government now does have to start using the powers it has been given,

:25:47. > :25:52.taking some of the tough decisions are the governments have to take,

:25:53. > :25:56.but which so far, we had insulated themselves from. In the last few

:25:57. > :26:05.weeks, there have been stories about gamblers and addiction, it is quite

:26:06. > :26:08.clear when you go to the roulette table, the Gambler stands no chance

:26:09. > :26:14.of leaving with heavier pulpits than he entered. There is a need for

:26:15. > :26:23.change when it comes to fixed odds betting terminals. Would you agree

:26:24. > :26:26.to a debate on that matter? The minister will be back before the

:26:27. > :26:30.house in due course. I'm aware this is a matter of concern across the

:26:31. > :26:33.house, and it's possible this is a subject that might be brought to the

:26:34. > :26:39.Backbench Business Committee if it is shared across the house. If the

:26:40. > :26:47.government persists with this intention of delaying the vote on

:26:48. > :26:52.Trident renewal until after the Labour Party conference, it will

:26:53. > :26:57.become harder for pro-defence and pro-trident Labour MPs to vote in

:26:58. > :27:03.favour of renewal. May we please have the date that the debate and

:27:04. > :27:07.vote will take place, especially if we're going to have more time

:27:08. > :27:16.available by extending the length of this session. I do know the concerns

:27:17. > :27:20.he has about the timing of this debate. I will make sure his views

:27:21. > :27:28.are put back into the discussion about when that event should happen.

:27:29. > :27:32.This week, a select committee in the Clause found that contrary to

:41:02. > :41:06.death of their son killed in a hit-and-run accident in 2010. The

:41:07. > :41:09.driver, Colin McDonald, is a criminal with little regard for

:41:10. > :41:15.human life. He was on bail for a serious stabbing, had dealt with

:41:16. > :41:19.having already been put out on early release for manslaughter. Colin

:41:20. > :41:23.McDonald was sentenced for the stabbing and the hit and run but

:41:24. > :41:28.again let out on early release on licence until 2021. Last week he was

:41:29. > :41:32.again sentenced to another manslaughter. The parents want

:41:33. > :41:38.answers. How can the justice system that is meant to give people

:41:39. > :41:43.confidence do this to people? Will you support securing a meaningful

:41:44. > :41:45.debate? I have been in my time as Justice Secretary involved in

:41:46. > :41:50.discussions about a number of such cases. We did also bring forward

:41:51. > :41:54.some measures to tackle the law then -- tighten the law then. We also

:41:55. > :41:59.started a review of the laws around this to see if there were further

:42:00. > :42:06.steps to be taken in cases of this kind. The Lord Chancellor is here

:42:07. > :42:10.next Tuesday but I would encourage him, from past experience with

:42:11. > :42:14.constituency matters myself, to use the debate system to bring a

:42:15. > :42:18.minister to the House to really go through the House in detail and look

:42:19. > :42:20.for changes that can make a difference to families like that who

:42:21. > :42:28.have been through the most terrible situations. Local councils must help

:42:29. > :42:33.maintain trust in politics at the local level by the way they openly

:42:34. > :42:38.discuss and transparently agreed their budget and explain savings and

:42:39. > :42:41.efficiencies and the programmes that they will undertake. Will the Leader

:42:42. > :42:48.of the House agree with me that councils such as... Must lead the

:42:49. > :42:55.way in this? They are struggling to openly explain their budgets to the

:42:56. > :42:58.public. Can we have a debate on this so MPs can highlight the importance

:42:59. > :43:03.of these total delivered vital local decisions and how they must be

:43:04. > :43:06.clearly and roundly understood for residents? My honourable friend

:43:07. > :43:09.makes an important point and there was a curious irony given the

:43:10. > :43:13.control of her Borough Council and the Liberal Democrats are digging

:43:14. > :43:17.for openness but not always delivering it when in power. I am

:43:44. > :43:49.phone call from a concerned constituent who was on a train being

:43:50. > :43:53.told by the driver that we had been mistakenly by the signal is put on

:43:54. > :43:56.the wrong line, so they would not be visiting any of the stations to

:43:57. > :44:00.which the passengers on that train but intending to go. My constituents

:44:01. > :44:07.to me, we are used to the chaos but this is just downright dangerous.

:44:11. > :44:19.on our Railways, in particular Southeast and, because this is just

:46:30. > :46:33.Midlands under the Conservative Government is going from strength to

:46:34. > :46:37.strength. Earlier this week I took part in a workshop delivered by the

:46:38. > :46:40.Alzheimer's Society, which was attended by MPs from across this

:46:41. > :46:45.House in order to become dementia friends. Can we have a debate to

:46:46. > :46:49.discuss what more can be done to support those living with dementia

:46:50. > :46:53.and their carers and families, particularly extending the blue

:46:54. > :46:58.badge parking scheme to those facing dementia related challenges? I would

:46:59. > :47:02.commend all of those in this House who have had the training to become

:47:03. > :47:07.dementia friends. We did the same. It is enormously important that we

:47:08. > :47:11.all understand the impact of dementia, and having had a relative

:47:12. > :47:15.with dementia, my understanding now having been through the dementia

:47:16. > :47:17.training, of what she went through, is much greater, so I praise

:47:18. > :47:22.enormously all those delivering back training. Again, this is a subject

:47:23. > :47:26.that the Backbench Business Committee might like to consider.
