:13:00. > :13:03.announcing the business. Since the EU referendum there has not been one

:13:04. > :13:06.single debate on the conseqtences in government time. Our constituents

:13:07. > :13:10.demand to know that governmdnt's intention, whether we will be

:13:11. > :13:15.members of the single market, what sort of immigration system will be

:13:16. > :13:19.in place. For goodness sake, we want to know if a visa will be rdquired

:13:20. > :13:24.for European travel. This w`s meant to be about taking control. We seem

:13:25. > :13:28.to have handed control to a handful of clueless Brexit toadies who are

:13:29. > :13:38.determined to keep this in secrecy, and this House should demand better

:13:39. > :13:41.than that. When will we hear from the Leader of the House abott having

:13:42. > :13:52.a detailed debate about the Brexit plans? I say to the honourable

:13:53. > :13:56.gentleman, I woke this mornhng to see all the details of the Hinkley

:13:57. > :13:59.announcement. What happened to all the plan that the Secretary of State

:14:00. > :14:04.is supposed to bring import`nt statements to the size and not have

:14:05. > :14:09.discussed in the media? There should be a full debate on it, and it is

:14:10. > :14:18.appalling that we have not had the debate on this so far. We'rd just

:14:19. > :14:20.back from recess and we're going recess again in five hours.

:14:21. > :14:27.Apparently this is charmingly called the confidence we -- conferdnce

:14:28. > :14:41.recess, which covers most p`rties, but not this Scottish National

:14:42. > :14:47.Party. Our constituents are baffled that we are arising when important

:14:48. > :14:51.work needs to be discussed, like Brexit details. Voluntary

:14:52. > :15:00.organisations and meeting. We should start to think about abandoning this

:15:01. > :15:02.recess and I hope the Leader of the House supports this. Hopefully it

:15:03. > :15:09.will be a conclusion to the most vicious party civil war in history.

:15:10. > :15:11.Its bitterness only matches its destructiveness, and maybe the

:15:12. > :15:14.Leader of the House and I could offer to work as peacekeepers to try

:15:15. > :15:23.to bring back the broken party once again. I fear on that last point

:15:24. > :15:30.that matters may now be nearer beyond repair. Can I say on Hinkley

:15:31. > :15:37.again, the Secretary of State will be at this dispatch box within an

:15:38. > :15:43.hour and all members will h`ve the chance to put questions to him then.

:15:44. > :15:50.On his points about the consequences of the EU referendum, the f`ct

:15:51. > :15:54.remains, and my views were well-known, the people of the United

:15:55. > :15:58.Kingdom voted by a relatively small but decisive majority to le`ve the

:15:59. > :16:04.European Union. As the Primd Minister said the other day, we

:16:05. > :16:09.cannot have a running commentary on the preparation are articul`tion of

:16:10. > :16:16.a negotiating position. You do not, in diplomacy or business or a walk

:16:17. > :16:21.of life, set out your negothating position in detail so that those

:16:22. > :16:23.with him your negotiating now all those details. But the honotrable

:16:24. > :16:28.gentleman and his colleagues will have the opportunity to put oral

:16:29. > :16:32.questions to the Foreign Secretary on the 18th of October and to the EU

:16:50. > :16:55.questions on the policy. Thd leader said about the select committee

:16:56. > :16:57.chairmanship but forgot to say whether the motions had been laid

:16:58. > :17:01.before the House. I underst`nd they have not been at the moment. My main

:17:02. > :17:06.question is to do with the boundary changes. When the boundary changes

:17:07. > :17:12.were announced and we had the debate in this House, we did not know we

:17:13. > :17:17.were going to leave the EU. With 75% of our laws made in the EU, and the

:17:18. > :17:25.abolition of all those hard,working MEPs, why are we now reducing the

:17:26. > :17:32.number of MPs? The Prime Minister should perhaps look at this again.

:17:33. > :17:38.Could we have a statement ndxt week? That decision is one that the House

:17:39. > :17:44.took when it passed the leghslation that set out the number of lembers

:17:45. > :17:49.of Parliament framework within which the boundary commission would

:17:50. > :17:55.operate. That is set in prilary legislation. On his other point we

:17:56. > :17:59.intend to lay the relevant resolutions and changes to standing

:18:00. > :18:04.orders as rapidly as possible. There are still a few technical

:18:05. > :18:09.discussions. If we can label hammer those out today, but it is certainly

:18:10. > :18:11.our intention that there should be no delay that is unavoidabld before

:18:12. > :18:29.those motions tabled. A clinic clinical commissioning

:18:30. > :18:36.group has granted a contract to provide muscular skeletal sdrvices.

:18:37. > :18:41.They employ no clinicians that will deliver the service and will rely on

:18:42. > :18:48.existing service providers to contract with them to provide NHS

:18:49. > :18:53.services. This is complete ladness leading to chaos in the NHS, and

:18:54. > :18:58.unnecessary tier of bureaucracy who will suck out the profits at the

:18:59. > :19:01.expense of patients. Can we have a debate on the performance of

:19:02. > :19:12.privatised companies in the NHS we can expose the poor perform`nce of

:19:13. > :19:18.companies? You may well seek to secure a debate on that. Thdse

:19:19. > :19:22.conditions the local NHS and the decision may vary from each area.

:19:23. > :19:29.But this government recognises the NHS can sometimes use of thd private

:19:30. > :19:37.and charitable sectors to ddliver NHS services free to their tsers.

:19:38. > :19:43.People are suffering from the smoke from the fire at a mill which has

:19:44. > :19:48.been burning for over a week and a half. Can we have a debate hn

:19:49. > :19:53.government about the illegal dumping of waste, enforcement action and the

:19:54. > :19:58.penalties applied on situathons such as this? I was concerned to hear

:19:59. > :20:05.about the plight of my honotrable friend's constituents. I wotld urge

:20:06. > :20:07.her to liaise with the Environment Agency, who I believe have `n

:20:08. > :20:13.important role in trying to sort this out. I will draw her comments

:20:14. > :20:21.to the attention of the reldvant minister at Defra so that there can

:20:22. > :20:26.be a response to her concerns. Can I find the Leader of the Housd for the

:20:27. > :20:31.business announcement for the beginning October ten, and the two

:20:32. > :20:35.debates on Thursday the 30th of October, one baby loss, abott infant

:20:36. > :20:39.mortality and stillbirth, and of course the debate on the current

:20:40. > :20:44.enquiry into home in pregnancy tests and the use of drugs which has led

:20:45. > :20:50.to much damage for many in our population. During this morning the

:20:51. > :20:57.Leader of the House will be suggesting to members to air their

:20:58. > :21:04.issues, but we do have a significant queue built up already of

:21:05. > :21:11.outstanding, and her debates. Can I ask the Leader of the House,

:21:12. > :21:16.following the recess: alloc`ting time to the backbench committee We

:21:17. > :21:21.will try to be as generous `s possible the honourable gentleman,

:21:22. > :21:26.within the limits that laid down in terms of the allocation of days I'm

:21:27. > :21:30.afraid just as I and my fellow business managers have sometimes to

:21:31. > :21:35.say no to ministers who want to bring in legislation, so thdre is

:21:36. > :21:47.questioned our priorities to those people. In my consistency, ht has

:21:48. > :21:53.had a place close. People are working hard to try and savd the pub

:21:54. > :21:56.for the village. Can we havd a debate and how we can support this

:21:57. > :22:04.committee and other villages around the country to save their local

:22:05. > :22:08.pubs? This sounds to me a pdrfect subject for an adjournment debate,

:22:09. > :22:12.and I can point to my own constituency to cases where the

:22:13. > :22:16.local community has rallied and saves the local pub as a colmunity

:22:17. > :22:21.asset in the way changes thhs government brought in to thd law

:22:22. > :22:34.have made possible. Can we have a debate on the NHS? My local

:22:35. > :22:40.community has had to find s`vings. They need the extra money r`ther

:22:41. > :22:45.than have to make cuts, can we have that debate? The government has

:22:46. > :22:51.delivered in full and prevent the additional money that the chief

:22:52. > :22:59.executive of the NHS said hd needed in order to deliver the NHS's plan.

:23:00. > :23:04.What is also the case is th`t the NHS plan involves looking at how

:23:05. > :23:07.services come in different parts of the country, need to change and

:23:08. > :23:13.evolve in order to meet the sort of hell servers we are going to need in

:23:14. > :23:18.the future. And these are ddcisions for the local NHS because the needs

:23:19. > :23:26.of urban and rural areas max differ very significantly. To government

:23:27. > :23:30.consultations have both recommended increasing the rates of intdrest is

:23:31. > :23:35.paid on late payment of compensation to people who are subject to

:23:36. > :23:38.compulsory orders. The Chief Secretary to the Treasury h`s

:23:39. > :23:42.indicated these measures ard unlikely to be introduced until

:23:43. > :23:47.after the construction of HS2 is due to start. Following years of

:23:48. > :23:52.mismanagement and further, H have little faith HS2 will pay

:23:53. > :23:56.compensation on time and fahrly But I understand these matters can be

:23:57. > :24:00.introduced via a statutory instrument. Could the Leader of the

:24:01. > :24:04.House arrange for an instrulent to be brought before the cells as soon

:24:05. > :24:10.as is of a uncertainly well in advance of the construction of HS2?

:24:11. > :24:18.Both you and I will have bedn following her question closdly. I

:24:19. > :24:21.will talk to the Chief Secrdtary to the Treasury to understand better

:24:22. > :24:25.the current position and I'l sure he will want to write to my right

:24:26. > :24:34.honourable friend in order to set his views out. A statement from

:25:52. > :26:01.time, I shall make sure I'vd got his concerns on my agenda. Two weeks

:26:02. > :26:07.ago, a 20-year-old student died of meningitis within 48 hours of

:26:08. > :26:11.contact and flu. She had no obvious symptoms. Their parents describes

:26:12. > :26:16.that they knew little about how the disease could strike, althotgh any

:26:17. > :26:20.strand is potential, not level of knowledge is reflected by everyone

:26:21. > :26:24.they've met and people who H know. They are calling for much more to be

:26:25. > :26:30.done to prevent more falling victim to this disease. Rates of mdningitis

:26:31. > :26:34.cases are on the rise and Ptblic Health England has called for more

:26:35. > :26:39.young people to take a back vaccine. Could we have a debate on the rate

:26:40. > :26:45.of take-up of meningitis vaccines, how to increase awareness and how we

:26:46. > :26:52.can join messages and understand and undertake more research so we see an

:26:53. > :26:57.end to this horrific diseasd? May I first, Mr Speaker, express ly

:26:58. > :27:04.sincere sympathy to the famhly and friends of her constituent? That

:27:05. > :27:10.must be an unbearable experhence of any family to have to endurd. And I

:27:11. > :27:16.think many of us will have had a comfortable examples in the areas we

:27:17. > :27:21.represent. So I agree with her about the importance of highlighthng this

:27:22. > :27:25.matter and I am sure that mdmbers in all parts of the House will support

:27:26. > :27:32.her endeavours, it strikes le this is the sort of thing a debate in

:27:33. > :27:39.Westminster Hall might be the best way to highlight the matter. Since

:27:40. > :27:47.the Second World War, the BBC monetary service has perforled,

:27:48. > :27:50.providing intelligence and the Secretary of State for defence

:27:51. > :27:56.confirmed it is a vital intdrest to his departments. Today we h`ve an
