0:03:24 > 0:03:29youth Parliament last Friday, about which I hope I was suitably

0:03:29 > 0:03:37expansive and congratulatory at the time. I also echo what the right

0:03:37 > 0:03:39honourable lady has said about Parliament week. I'm glad she

0:03:39 > 0:03:46herself has invested in it and derived satisfaction from it.The

0:03:46 > 0:03:49Shadow Leader... Can I thank the Leader of the House for the

0:03:49 > 0:03:55forthcoming business? I note that next Tuesday we have day three of

0:03:55 > 0:04:04the European withdrawal bill. Cheer! That is day three of eight, clause

0:04:04 > 0:04:08five, schedule one ack row. Can the leader confirmed that the deadline

0:04:08 > 0:04:13for new clauses and the members is 5:30pm today? I have asked her

0:04:13 > 0:04:17previously about proper notice for members in the interests of

0:04:17 > 0:04:20democracy. Could she ensure she gives members correct notice about

0:04:20 > 0:04:24these bills and it does not happen again? Can I also asked the Leader

0:04:24 > 0:04:28of the House to say whether the committee stage of the whole House

0:04:28 > 0:04:40will be complete before the Christmas recess on the 21st of

0:04:40 > 0:04:43December and will it be in the other place before the Christmas recess? I

0:04:43 > 0:04:46know my friends in the other players are very keen to help out. Could I

0:04:46 > 0:04:48ask the Leader of the House to ensure the list of ministers

0:04:48 > 0:04:52interests is updated? The list was last updated in December, 2016, Mr

0:04:52 > 0:04:55Speaker. It is vital not just the ministers but also the members,

0:04:55 > 0:05:00because some of them may have another position, like the

0:05:00 > 0:05:04honourable member for working. It seems that in an article, the right

0:05:04 > 0:05:09honourable member in his other job as investment manager said, it is

0:05:09 > 0:05:13time to look further afield as the UK economy hits the bricks. Can the

0:05:13 > 0:05:18leader say whether it is government policy to advocate as members sit on

0:05:18 > 0:05:26the Government side in that other jobs not to invest the country?

0:05:26 > 0:05:31It is difficult to understand how the government cannot know the size

0:05:31 > 0:05:34of the divorce bill. Surely the Chancellor will have to know the

0:05:34 > 0:05:40amount of money because he has to set his budget? This smacks of

0:05:40 > 0:05:43incompetent government. The way they dealt with the Paradise papers and

0:05:43 > 0:05:47the response to my honourable friend the member for Barking and Dagenham

0:05:47 > 0:05:51earlier this week was appalling. We have had the Panama papers and the

0:05:51 > 0:05:55Paradise papers and now the invisible papers, the so-called

0:05:55 > 0:06:00impact assessments on the 58 sectors. First they exist, then they

0:06:00 > 0:06:05do not exist, then they exist in a form incomprehensible to everyone

0:06:05 > 0:06:08apart from the ministers. The deadline of the impact assessments

0:06:08 > 0:06:14to the committee is next week because the minister said he needed

0:06:14 > 0:06:17three weeks from the time the motion was passed by this house. The

0:06:17 > 0:06:20minister said there was a mixture of qualitative and quantitative

0:06:20 > 0:06:24analysis, but I am sure the right honourable member for Leeds Central

0:06:24 > 0:06:29is perfectly capable of analysing those papers. Could the leader give

0:06:29 > 0:06:32a commitment that the invisible papers will be available and could

0:06:32 > 0:06:35she say when they will be delivered given the motion was passed by this

0:06:35 > 0:06:42house? The invisible papers are rapidly leading to an invisible

0:06:42 > 0:06:46cabinet. Some may have missed it, but there seems to be a new game in

0:06:46 > 0:06:52town. I am a cabinet minister, get me out of here. The week before last

0:06:52 > 0:06:56one left the government. Last week another lead the government and

0:06:56 > 0:07:00another comes before a Select Committee and makes a mistake on

0:07:00 > 0:07:05government policy putting a young family at risk. This is a heartless

0:07:05 > 0:07:12government, Mr Speaker, I have to say. Listen to the evidence because

0:07:12 > 0:07:1638 days before Christmas eviction notices have been sent out following

0:07:16 > 0:07:21a policy which is flawed and cruel, denying people a chance to manage

0:07:21 > 0:07:25their lives. If the government rings Universal Credit does not have an

0:07:25 > 0:07:30effect, could the Leader of the House say white the major housing

0:07:30 > 0:07:33association has stated the arrears rate for those claiming the new

0:07:33 > 0:07:38benefit is around three times higher than other tenants. Mr Speaker, that

0:07:38 > 0:07:41is the evidence and it calls for a pause in the roll-out of Universal

0:07:41 > 0:07:47Credit. I noticed there was a debate on tuition fees in Westminster Hall

0:07:47 > 0:07:52next week, but we would like the universities minister to come to the

0:07:52 > 0:07:56House and make a statement and explain why the chief executive of

0:07:56 > 0:08:01the student loans company has been sacked. Given the department is a

0:08:01 > 0:08:06major shareholder, 85%, put the leader ensured that he comes here,

0:08:06 > 0:08:11particularly because some students have overpaid by 10000 and the

0:08:11 > 0:08:16budget is 100 million. It is in the Times newspaper today. Finally, now

0:08:16 > 0:08:20to house matters, put the Leader of the House he say what they and what

0:08:20 > 0:08:25time has been allocated for the debate on the restoration and

0:08:25 > 0:08:29renewal programme. The leader has previously indicated December, but

0:08:51 > 0:08:56to sit here and they are fantastic the way they treat this house with

0:08:56 > 0:08:59such respect, listening to the arguments on both sides. We can

0:08:59 > 0:09:05learn lots of lessons from them. I want to thank on your behalf all the

0:09:05 > 0:09:10staff and volunteers who coordinated the whole day. There are topics were

0:09:10 > 0:09:19votes at 16 and a curriculum to prepare us for life. Parliament's

0:09:19 > 0:09:22education has ensured that 4000 events are taking place across the

0:09:22 > 0:09:26country with over 900 primary schools and 300 secondary schools

0:09:26 > 0:09:30taking part. I want to thank them all for their efforts in educating

0:09:30 > 0:09:35the next generation on democracy. The Leader of the House, Andrea

0:09:35 > 0:09:41Leadsom.Thank you, Mr Speaker, and by the honourable lady and I

0:09:41 > 0:09:45thoroughly enjoyed the enthusiasm of young people in the youth Parliament

0:09:45 > 0:09:50in this place and I endorse what she says about our pleasure at the

0:09:50 > 0:09:54interest of young people in our democracy and politics. In specific

0:09:54 > 0:09:59answer to her point about new clauses and amendments, that will be

0:09:59 > 0:10:03the rise of the House today which is the deadline for submitting those.

0:10:03 > 0:10:09She has asked whether the EU withdrawal bill committee will be

0:10:09 > 0:10:15completed by Christmas. She will be aware of the usual procedure because

0:10:15 > 0:10:18it is difficult to project forward with absolute certainty for a

0:10:18 > 0:10:22lengthy period of time, so we will continue to update the House in the

0:10:22 > 0:10:26usual way every week with future business as far as we are able to do

0:10:26 > 0:10:32so. She suggests the government is somehow not clear on our

0:10:32 > 0:10:37negotiations with the EU. Far from it, this government is entirely

0:10:37 > 0:10:41clear. What we are seeking to do is to get the best possible deal for

0:10:41 > 0:10:48the United Kingdom as we leave the European Union in March 2019 as

0:10:48 > 0:10:52stipulated by the triggering of Article 50, and the entire

0:10:52 > 0:10:56government is working to that end. She mentions the Paradise papers and

0:10:56 > 0:11:05I would just like to say, Mr Speaker, that since 2010 HMRC has

0:11:05 > 0:11:09achieved £160 billion more in tax revenues as a result of efforts

0:11:09 > 0:11:15taken to reduce tax avoidance and evasion. This government has taken

0:11:15 > 0:11:20the lead in greater international tax transparency. The former Prime

0:11:20 > 0:11:23Minister, my right honourable friend, took enormous steps to

0:11:23 > 0:11:26ensure that our own crown dependencies and overseas

0:11:26 > 0:11:32territories and other international colleagues and friends work with us

0:11:32 > 0:11:38to make sure that we stamp out tax avoidance and evasion and nobody has

0:11:38 > 0:11:41done more than this country to achieve that. She asked about the 58

0:11:41 > 0:11:47impact assessments and my right honourable friend has made quite

0:11:47 > 0:11:53clear that he is working with the chairman of the Brexit Select

0:11:53 > 0:11:57Committee to find a way forward that will make sense of those impact

0:11:57 > 0:12:02assessments in such a way they can be useful, but at the same time

0:12:02 > 0:12:06balancing the need to not hamper the negotiations, whilst at the same

0:12:06 > 0:12:11time providing maximum transparency. She asked about Universal Credit,

0:12:11 > 0:12:16that might has been discussed a number of times in this place. To be

0:12:16 > 0:12:20very clear, Universal Credit is being rolled out very slowly. All of

0:12:20 > 0:12:26the lessons learned are being taken on board. Now more than 50% of those

0:12:26 > 0:12:29receiving Universal Credit are receiving an early payment so that

0:12:29 > 0:12:34they can manage their finances. The government has listened to the views

0:12:34 > 0:12:38of the House and has taken steps to improve the roll-out of Universal

0:12:38 > 0:12:43Credit. She asks about the student loans company and I encouraged her

0:12:43 > 0:12:46to direct her questions perhaps through a Parliamentary question on

0:12:46 > 0:12:51the specifics of the issue around the Chief Executive of the student

0:12:51 > 0:12:56loans company, but I am sure she would agree it is not helpful for a

0:12:56 > 0:13:00public servant to effectively undermined the work of their own

0:13:00 > 0:13:03company that they are managing our behalf of the government. She also

0:13:03 > 0:13:09asked about the debate on R.N. Da. She will know that we are seeking to

0:13:09 > 0:13:14bring forward a motion to both houses just as soon as possible. It

0:13:14 > 0:13:17is our intention to do that before the House rises for Christmas, but

0:13:17 > 0:13:23that will be as ever business permitting. Thank you, Mr Speaker.

0:13:23 > 0:13:28In order, just before I call the first backbencher I should advise

0:13:28 > 0:13:32the House that there is a statement by the Leader of the House to follow

0:13:32 > 0:13:36on an extremely important matter of great interest to members in all

0:13:36 > 0:13:41parts of the House. Thereafter we have two debates to take as under

0:13:41 > 0:13:45the auspices of the backbench business committee to which more

0:13:45 > 0:13:50than 30, from memory I would say 35, members have submitted an

0:13:50 > 0:13:56application to speak. Those debates have to finish by five o'clock.

0:13:56 > 0:14:00Thereafter there are two further matters that are potentially

0:14:00 > 0:14:05debatable for I think a total of three hours. It may very well not

0:14:05 > 0:14:10happen, but it could. So there is a premium on brevity. I would ask

0:14:10 > 0:14:15colleagues if they are late, do not stand and try to take part, that is

0:14:15 > 0:14:20not fair. Secondly, could people please ask single sentence questions

0:14:20 > 0:14:26without preamble today. I know the Leader of the House will respond

0:14:26 > 0:14:29with characteristically pithy replies.Mr Martin Vickers. Thank

0:14:29 > 0:14:34you, Mr Speaker. Last week at the transport in the North debate I

0:14:34 > 0:14:39raised the issue of the dormant plans to extend the M11 up to the

0:14:39 > 0:14:42Humber Bridge. It would be a great boost for the Northern powerhouse.

0:14:42 > 0:14:48Can the Leader of the House find time for a debate?My honourable

0:14:48 > 0:14:51friend is a big champion for his constituency and the North and I

0:14:51 > 0:14:54encouraged him to seek an adjournment debate on that very

0:14:54 > 0:15:01matter.Can I also congratulate the youth Parliament for the proceedings

0:15:01 > 0:15:08last week and to invite them into this house and have a debate and

0:15:08 > 0:15:11then send them away and tell them you cannot participate in our

0:15:11 > 0:15:16democracy until you are 18, that is strange. It has only been a couple

0:15:16 > 0:15:20of weeks since the last business questions, but two weeks in politics

0:15:20 > 0:15:25is an eternity for this government. And then two members of the Cabinet

0:15:25 > 0:15:31have left and the Brexit Civil War is raging and it puts the Roundheads

0:15:31 > 0:15:40and the Cavaliers to shame. According to his colleagues, the

0:15:40 > 0:15:45Chancellor is using lots of economic words so all is not lost. In my view

0:15:45 > 0:15:49this government is in contempt of this house for not forwarding the

0:15:49 > 0:15:53Brexit analysis papers as instructed by a binding motion of this house.

0:15:53 > 0:15:58It is entirely up to you, Mr Speaker, how you respond to this.

0:15:58 > 0:16:03Yesterday I noted in response to a point of order the government has a

0:16:03 > 0:16:06three-week period starting from the ministerial statement last week to

0:16:06 > 0:16:10comply with the instructors of this house. You have been

0:16:10 > 0:16:14characteristically generous to the government in allowing them is three

0:16:14 > 0:16:18weeks because that motion had no time limit attached to it. Will we

0:16:18 > 0:16:23see these papers next week and in full without any reduction and

0:16:23 > 0:16:27qualification? Will they be supplied to the Brexit committee as

0:16:27 > 0:16:31instructed by this house? It is the budget next week and we are all very

0:16:31 > 0:16:37much looking forward to it. It seems like the SNP has been successful in

0:16:37 > 0:16:47assuring that Scottish police... A single Scottish police force is

0:16:47 > 0:16:51something all parties have supported all through the years and I am sure

0:16:51 > 0:16:54she will want to welcome this and thank all the other parties in this

0:16:54 > 0:17:00house for getting behind the SNP in this campaign.Thank you, Mr

0:17:00 > 0:17:04Speaker. I can only reiterate to the honourable gentleman that the

0:17:04 > 0:17:08government is fully committed to making a success Brexit and to

0:17:08 > 0:17:14making a success of our domestic agenda. That is absolutely where we

0:17:14 > 0:17:19stand. In terms of the impact assessment papers, as I said to the

0:17:19 > 0:17:22honourable lady opposite, we will comply to the motion of the House

0:17:22 > 0:17:27but there is a balance to be struck in ensuring we act in the best

0:17:27 > 0:17:31interest of the public international interest and that we comply with the

0:17:31 > 0:17:35wishes of this house. On a single Scottish police force, of course the

0:17:35 > 0:17:38UK Government will support and ensure that that single Scottish

0:17:38 > 0:17:42police force is a success in every way that we possibly can.John

0:17:42 > 0:17:48Lambert. The Leader of the House may be aware that last week the official

0:17:48 > 0:17:53business season in Scotland showed the number of businesses per person

0:17:53 > 0:17:59is 27% higher across the UK compared to Scotland. And I ask my right

0:17:59 > 0:18:03honourable friend for a debate on what the government can do to

0:18:03 > 0:18:06support business start-ups across the UK, especially when the Scottish

0:18:06 > 0:18:12Government is doing all it can to chase them away?My honourable

0:18:12 > 0:18:17friend makes a very important point and I know that he, as well as the

0:18:17 > 0:18:21government, are working hard to support businesses and entrepreneurs

0:18:21 > 0:18:27right across the UK. But however many of the leaders of growth are

0:18:27 > 0:18:31devolved to the Scottish Government, not least business rates. It is in

0:18:31 > 0:18:34their power to make Scotland a more attractive business destination. I

0:18:34 > 0:18:40am sure he and many of my other honourable friends on our side of

0:18:40 > 0:18:44the House will be encouraging the Scottish Government to focus less on

0:18:44 > 0:18:49a second independence referendum and more in step in to into one of the

0:18:49 > 0:18:54most attractive places in the world for doing business.Could I thank

0:18:54 > 0:18:57the Leader of the House for the business statement. Can I put a

0:18:57 > 0:19:02special plea in for as early notice as possible for any backbench time

0:19:02 > 0:19:07between now and after the budget and up in the run-up to the Christmas

0:19:07 > 0:19:12recess? In particular there is a time sensitive application from my

0:19:12 > 0:19:17honourable friend the member for South East Cornwall on fisheries.

0:19:17 > 0:19:21That debate application has been asked for as close to, but before

0:19:21 > 0:19:26the Fisheries Council meeting in Brussels on the 11th and 12th of

0:19:26 > 0:19:32December. A special request for that debate. Mr Speaker, on a personal

0:19:32 > 0:19:39note, tomorrow is the 17th of November, the former anniversary of

0:19:39 > 0:19:45the Tyne & Wear MP's letter to the Secretary of State for Transport.

0:19:45 > 0:19:48Four months. This matter has been raised in this house in transport

0:19:48 > 0:19:54questions on the 19th of October, in the debate on transport in the North

0:19:54 > 0:19:58on the 6th of November. We sent a follow-up letter on the 12th of

0:19:58 > 0:20:02September. We have not yet had a holding response, never mind a

0:20:02 > 0:20:08response. Four months, this is beyond the pale, it is well beyond

0:20:08 > 0:20:15the Cabinet Office recommendations for ministerial replies.

0:20:15 > 0:20:17Well, the honourable gentleman of course knows we will always give as

0:20:17 > 0:20:22much notice as we can of backbench time for the I'm grateful to him for

0:20:22 > 0:20:26raising the specific point about fisheries, something which is of

0:20:26 > 0:20:32huge interest to many across the House. With regard to his point

0:20:32 > 0:20:36about the letter about transport and there is a transport questions date

0:21:21 > 0:21:25her to seek an adjournment debates and she can hear directly from

0:21:25 > 0:21:31ministers on exactly what more can be done.Today is World Pancreatic

0:21:31 > 0:21:42Cancer Day. Last night there was a report for diagnosing pancreatic

0:21:42 > 0:21:47cancer early. What progress has been made about tackling the disease?I

0:21:47 > 0:21:51share the honourable gentleman's said about this devastating kind of

0:21:51 > 0:21:56cancer. I encourage him to raise this at health questions all seek an

0:21:56 > 0:22:01adjournment debate. Some of these specific health issues can benefit

0:22:01 > 0:22:08from more focused attention.Last week, the Labour chair of the panel

0:22:08 > 0:22:18referred to construction in the Green belt as sharp elbowed Nimbys.

0:22:18 > 0:22:22Can we talk about the course of action available to applicants when

0:22:22 > 0:22:28councillors breach the responsibilities?I am sure my

0:22:28 > 0:22:31honourable friend heard the Prime Minister yesterday saying that we

0:22:31 > 0:22:35will continue to protect the Green belt he raises a very important

0:22:35 > 0:22:39point. It is vital that local councillors, like everyone in public

0:22:39 > 0:22:43life, behaves in a way that inspires confidence and trust of the

0:22:43 > 0:22:47electorate. My honourable friend is right to raise concerns of his

0:22:47 > 0:22:52constituents. There are some options available. There is a code of

0:22:52 > 0:22:56conduct required by all local authorities that applies to local

0:22:56 > 0:23:01authority members and there are indeed procedures for considering

0:23:01 > 0:23:04complaints when members have breached the code of conduct. He

0:23:04 > 0:23:11might want to consider that.We have seen various reports on the growth

0:23:11 > 0:23:17of fake news and growing evidence of Russian involvement in the EU

0:23:17 > 0:23:22referendum, and in our politics. Isn't it time we regulated these

0:23:22 > 0:23:25social media platforms. The chief Executive and chair of Ofcom both

0:23:25 > 0:23:30say Facebook and Google are media companies and should be regulated as

0:23:30 > 0:23:34such. Can we have a government debate on bringing these companies

0:23:34 > 0:23:40under UK law on this issue and seek to ensure their content can be

0:23:40 > 0:23:44trusted?The honourable lady is absolutely right to raise this very

0:23:44 > 0:23:49concerning issue. The Government recognises the need to protect the

0:23:49 > 0:23:52reliability and objectivity of information. It is an essential

0:23:52 > 0:23:57component of our democracy. We are working with industry to ensure high

0:23:57 > 0:24:03quality, online media has a future and the same time low quality fake

0:24:03 > 0:24:13news is not encouraged. We have not seen interference of successful
