0:03:06 > 0:03:09Committee. Friday the 20th, the House will not be sitting. I would

0:03:09 > 0:03:13like to inform the House that the debate on restoration and renewal

0:03:13 > 0:03:20will now take place on Thursday the 11th of January, 2018. I should also

0:03:20 > 0:03:23like to inform the House that the business in Westminster Hall for

0:03:23 > 0:03:28December will be 4th of December, debate on the new petition relating

0:03:28 > 0:03:32to public sector Bill. 11th of December, petitions on the

0:03:39 > 0:03:44general debate on funding for domestic violence refuges. 19th of

0:03:44 > 0:03:48December, general debate on the steel sector deal. This week, the

0:03:48 > 0:03:51working group on an independent grievance policy held further

0:03:51 > 0:03:56meetings. I am pleased to report the positive progress we're making and I

0:03:56 > 0:04:01would like to thank colleagues for the constructive way we are working

0:04:01 > 0:04:04together. All members of the working group are committed to bringing the

0:04:04 > 0:04:09proposals to the House before it rises on the 21st December. The

0:04:09 > 0:04:13group has received the number of contributions, all of which will

0:04:13 > 0:04:18inform the final policy and will be commissioned to survey that are

0:04:18 > 0:04:23distributed to staff inside and outside of the estate of Parliament.

0:04:23 > 0:04:27We're balancing the need for fast action with Due Diligence and we

0:04:27 > 0:04:31will continue to update the House. The light of the work on harassment,

0:04:31 > 0:04:36it is right to mention that this Saturday is International Day for

0:04:36 > 0:04:40the elimination of violence against women. We in this House stand for

0:04:40 > 0:04:45all of those who are working to put at an end the basis of gender based

0:04:45 > 0:04:51violence. Can I congratulate Her Majesty and the Duke of Edinburgh on

0:04:51 > 0:04:55the occasion of the 70th wedding anniversary. I think the entire

0:04:55 > 0:05:04country has been inspired by the wonderful achievement. Thank you.

0:05:04 > 0:05:10THE SPEAKER:There's heavy pressure on time today. The phenomena of

0:05:10 > 0:05:14colleagues beatling into the chamber after the leader has started to give

0:05:14 > 0:05:18the business has been growing in recent times. This is really very

0:05:18 > 0:05:21unsatisfactory. Members must keep an eye on the monitor and make sure

0:05:21 > 0:05:30they're here on time. It's not fair to come late and then expect to be

0:05:30 > 0:05:33called, delaying progress to later business and opportunities for

0:05:33 > 0:05:38colleagues to participate in that later business. So, frankly, today,

0:05:38 > 0:05:42I am disinclined to call people who turned up late. Their conduct must

0:05:42 > 0:05:49improve. Valerie Vaas.Thank you. Can Iing thank the leader for

0:05:49 > 0:05:52the-coming business all the way up to the Christmas recess. That's very

0:05:52 > 0:05:58helpful. Can I thank the leader also for the extra opposition day. That

0:05:58 > 0:06:06too is very helpful and useful. I'm slightly saddened, the date for RNR

0:06:06 > 0:06:11is not the date you originally intended to have it before the

0:06:11 > 0:06:15House. It is now on a Thursday which is not particularly helpful for

0:06:15 > 0:06:20members who come from far flung constituencies. Could I ask her to

0:06:20 > 0:06:24look at possibly having the debate earlier in the week? And could we

0:06:24 > 0:06:32have... Could we have a look at the motion before we rise? She'll know

0:06:32 > 0:06:38it has been 14 months since the report and... Sorry s there a

0:06:38 > 0:06:46problem? OK. That costs will be... The honourable member ought to no,

0:06:46 > 0:06:52he's a lawyer. Judges wouldn't put up with this. It has been 14 months

0:06:52 > 0:06:57since the report. Costs are increasing. I raised last week the

0:06:57 > 0:07:02issue which the leader didn't respond to in her address nor has

0:07:02 > 0:07:07she written to me on the list of minister ace interests. It has not

0:07:07 > 0:07:11been updated since September. Could the leader ensure that's done as

0:07:11 > 0:07:14soon as possible? Particularly as trade negotiations are going on. We

0:07:14 > 0:07:18want to make sure there is transparency and no condition

0:07:18 > 0:07:25flicked of interest. I don't know if the Leader of the House is aware of

0:07:25 > 0:07:29when the impact assessments requested will be provided to the

0:07:29 > 0:07:33chair of the committee of exiting the union? I think the deadline is

0:07:33 > 0:07:39on Tuesday? I'm sure she's aware of the sanctions for that. Could we

0:07:39 > 0:07:44also have a statement on what the £3 billion mentioned in the budge tote

0:07:44 > 0:07:48prepare the exit from the EU? There's to detail on. That we know

0:07:48 > 0:07:54there are 300 staff, the inner tash until trade has 200 staff. Could the

0:07:54 > 0:07:58leader be explicit what it is for or could the Chancellor make a

0:07:58 > 0:08:02straight. There's still the immigration bill, the fisheries bill

0:08:02 > 0:08:06and the agriculture bill. Could the leader of house please say when

0:08:06 > 0:08:12those will be published. Despite the secretary saying we wouldn't, we've

0:08:12 > 0:08:17lost the European banking agency to France and the European medicines

0:08:17 > 0:08:22agency to Holland, we're also losing our influence, we've lost our judge

0:08:22 > 0:08:28on the international #k0ur9. -- court. Could you do the House the

0:08:28 > 0:08:35courtesy of having a debate or oral statement on forensics services. In

0:08:35 > 0:08:402012, the Government sold off the Florence why I can science service

0:08:40 > 0:08:43despite warning that standards were slipping two years ago. The Policing

0:08:43 > 0:08:49Minister in a written statement on Tuesday confirmed tests from Trimega

0:08:49 > 0:08:55between 2010 and 2014 and Randox Testing Services are being treated

0:08:55 > 0:08:59as potentially unreliable. The police were informed there may have

0:08:59 > 0:09:03been manipulation of test results. Customers include local authorities,

0:09:03 > 0:09:07legal representatives, #e78 ployers and the police. The House needs to

0:09:07 > 0:09:13know what the Government will do to restore public confidence in

0:09:13 > 0:09:15forensic science and restore the Forensic Science Service. The

0:09:15 > 0:09:19minister must come to the House as requested by the honourable member

0:09:19 > 0:09:23for Sheffield. If it is not being sold off it is being cut. Could we

0:09:23 > 0:09:27have an urgent statement from the Justice Secretary in response to the

0:09:27 > 0:09:32Shadow Justice Secretary in answer to his written question that there

0:09:32 > 0:09:40are cumulative cuts of 40% to the Mods budget ending 2020. The former

0:09:40 > 0:09:44leader of the House has gone to a department cut in half. The Law

0:09:44 > 0:09:48Society says these cuts are having a real impact on the ability of the

0:09:48 > 0:09:53most vulnerable in our society to access justice. So justice for the

0:09:53 > 0:09:58few not the many. The chance willer appears to have forgotten about

0:09:58 > 0:10:05defending our country. Nothing on defence. Nothing on social care,

0:10:05 > 0:10:10nothing on student finance or on the review of university finance.

0:10:10 > 0:10:13Forgotten about the public sector. Services which underpin our

0:10:13 > 0:10:18communities. He's forgotten about affordable homes. How much was set

0:10:18 > 0:10:23aside for the liabilities we have to pay to the EU and mental health. £28

0:10:23 > 0:10:26billion to a cash-rich local authority and nothing to anyone

0:10:26 > 0:10:32else. Could we have a statement on all those topics? No invasion just

0:10:32 > 0:10:38stagnation. Nor did the Chancellor mention the OBR said Brexit played a

0:10:38 > 0:10:43part in weak productivity which result in the a revised downward

0:10:43 > 0:10:48growth forecast and no measure to kick-start a stagnant economy. The

0:10:48 > 0:10:52pound has fallen today. Could we have a statement on what's going to

0:10:52 > 0:10:57be done on that by the Chancellor. That's why the honourable member

0:10:57 > 0:11:02from Burton resulted to personal insults to the Leader of the

0:11:02 > 0:11:07Opposition yesterday. There were plenty of seats Mr Speaker, plenty

0:11:07 > 0:11:11of seats and for the Chancellor. No need to sit on the stairs. We debate

0:11:11 > 0:11:15in this chamber, I thought, we don't sledge. That's just for cricket

0:11:15 > 0:11:20matches. Oh, I forgot, there was one thing the Chancellor did which was

0:11:20 > 0:11:23innovative. The Chancellor and Government seems to be obsessed by

0:11:23 > 0:11:27driverless cars. We know why. Because when driverst cars crash,

0:11:27 > 0:11:42there is no driver to take the blame.Thank you. I'm personally

0:11:42 > 0:11:46delighted that the Government is embracing the opportunities of

0:11:46 > 0:11:52future technology and the high skilled jobs of the future. I regret

0:11:52 > 0:11:57that the honourable lady seeks to down play the importance of new

0:11:57 > 0:12:04technologies in creating a bright future for the UK. She asks about

0:12:04 > 0:12:09the debate on the restoration and renewal of the palace. I can assure

0:12:09 > 0:12:15all honourable members and encourage honourable members, please do come

0:12:15 > 0:12:20to my third drop-in session next Tuesday evening where the engineers

0:12:20 > 0:12:24for the R&R programme are on #457bed to answer questions. I'm there to

0:12:24 > 0:12:28hear all views on what we should be doing about this fantastic palace of

0:12:28 > 0:12:31Westminster. It is right we get a grip on it. That's what we are

0:12:31 > 0:12:36doing. That's why we'll have a debate on 11th January. I encourage

0:12:36 > 0:12:40all members to make sure they're aware of the issues before then. The

0:12:40 > 0:12:44honourable lady asks about the impact assessments. As I have said

0:12:44 > 0:12:49many times, we will be absolutely meeting the obligations of the

0:12:49 > 0:12:53motion that was passed by the House with regards to impact assessments.

0:12:53 > 0:13:00She asks for information on the break down of the budget that was

0:13:00 > 0:13:06given to preparedness for leaving the EU. She will appreciate as we

0:13:06 > 0:13:09leave the EU, there are requirements to be ready for that, have new

0:13:09 > 0:13:13systems and procedures in place. It is quite right the Chancellor

0:13:13 > 0:13:17provides funding for those new systems and procedures. And, as we

0:13:17 > 0:13:23go through the Brexit legislation, it will be apparent the extent of

0:13:23 > 0:13:26excellent preparation work that's going on amongst all departments on

0:13:26 > 0:13:30the Government side. She asks about the immigration, fisheries and

0:13:30 > 0:13:34agriculture bills. They will all be coming forward in due course. A lot

0:13:34 > 0:13:39of work is already underway to prepare for that. She asks about the

0:13:39 > 0:13:43UK's influence in the world. I'm sure she does not mean to talk down

0:13:43 > 0:13:49our great country. We, on this side of the House, are extremely

0:13:49 > 0:13:55optimistic about the future for the UK as we seek to leave the EU. We

0:13:55 > 0:13:59have very strong support. We are a key member of the United Nations

0:13:59 > 0:14:06Security Council. We are absolutely key to many of the international

0:14:06 > 0:14:10agencies around the world, not least of which is in our support for

0:14:10 > 0:14:13international aid. Something I'm sure the honourable lady will

0:14:13 > 0:14:19welcome. She asks specifically about the Forensic Science Services. It is

0:14:19 > 0:14:22a very concerning report. I'm sure there will be much more to be said

0:14:22 > 0:14:28about that in due course. She may well wish, and honourable members,

0:14:28 > 0:14:33to raise that in questions at the first opportunity. She also asks

0:14:33 > 0:14:39about the 40% cuts in the MOJ budget. There are questions on 5th

0:14:39 > 0:14:45December. As she will be aware. All departments are looking to to make

0:14:45 > 0:14:49efficiency savings. It is not the case cuts automatically mean less

0:14:49 > 0:14:53access to any service. There are efficiencies being made right across

0:14:53 > 0:14:56Government which is something to welcome to offer better value to the

0:14:56 > 0:15:02taxpayer. Timmy, in regard to her points about yesterday's budget,

0:15:02 > 0:15:05yesterday, my Right Honourable Friend delivered a budget that will

0:15:05 > 0:15:13support a Britain fit for the future. We've scrapped stamp duty

0:15:13 > 0:15:18for over 80% of first time buyers. Fantastic news for young people.

0:15:18 > 0:15:23Increased the living wage, great news for low easterners. Cut income

0:15:23 > 0:15:29tax and frozen fuel duty. These measures support everyone in the UK

0:15:29 > 0:15:33providing a particularly boost for the lower paid. The budget proves

0:15:33 > 0:15:36we're taking a balanced approach to the economy while supporting even

0:15:36 > 0:15:42more people in their every day lives. Thank you Mr Speaker.Thank

0:15:42 > 0:15:49you. I'm one of the offenders, as I said last time, I threw myself on

0:15:49 > 0:15:52your mother'sy but I was on time, sir.

0:15:52 > 0:15:55THE SPEAKER:Order, I wasn't aware the honourable gentleman had been

0:15:55 > 0:16:05late! The fellow behind him is... The honourable gentleman, the member

0:16:05 > 0:16:09for Gainsborough is chuntering from a saidant tripost its for the simple

0:16:09 > 0:16:14reason I haven't the foggiest idea from this distance what he's

0:16:14 > 0:16:19chuntering about. I'm sure he'll tell me what it is. Meanwhile, the

0:16:19 > 0:16:22honourable gentleman for Gainsborough can sit quietly and

0:16:22 > 0:16:27await his fate. We'll hear from the honourable member for Bridgwater.I

0:16:27 > 0:16:33will not chunter. The Leader of the House is fully aware at the moment

0:16:33 > 0:16:38we're trying to get built as soon as possible. One of the problems is the

0:16:38 > 0:16:44A358 which is now under yet again another set of consultation. Taunton

0:16:44 > 0:16:47Dean Council lied that the road go ahead has been given. That is not

0:16:47 > 0:16:54true. Could we have a debate on this. As the Hinkley sea project is

0:16:54 > 0:17:00of massive and international importance?My honourable friend

0:17:00 > 0:17:04raises a point that is of grave concern to him. I encourage him to

0:17:04 > 0:17:13take this up with DCLG ministers. My honourable friend sends his

0:17:13 > 0:17:20apologies to you. I want to welcome the appointment of Sarah Clarke, the

0:17:20 > 0:17:25first black rod. Her appoint the follows the announcement of the

0:17:25 > 0:17:30first Doctor Who. One inhabits a weird and whammy universe and the

0:17:30 > 0:17:35other one flies around in a Tardis. It seems the Leader of the House has

0:17:35 > 0:17:39acquired a time machine. The pre-Christmas debate on restoration

0:17:39 > 0:17:45renewal will take place before Christmas 2018 in the new year.

0:17:45 > 0:17:53Another pioneering woman was Winnie ewing. We're grateful to you for her

0:17:53 > 0:17:57maiden speecheer 50 years ago. That's why it is quite timely we

0:17:57 > 0:18:00will have the first SNP opposition day since before the election on

0:18:00 > 0:18:03Wednesday. I know the House is in a state of breathless anticipation

0:18:03 > 0:18:08waiting to find out what topics we will chose and whether the

0:18:08 > 0:18:11Government will maintain its policy of abstaining on opposition day

0:18:11 > 0:18:18motions. We welcome the announced yesterday from the Chancellor to

0:18:18 > 0:18:23scrap VAT on Scotland's fire and police services. It is interesting

0:18:23 > 0:18:27Scotland's Tory MPs are trying to claim credit for the Chancellor's

0:18:27 > 0:18:31change of heart. Any time it's been raised by SNP members they've tried

0:18:31 > 0:18:35to shout us down. That begs the question, what is the point of

0:18:35 > 0:18:41Scottish Tory MPs? A couple of weeks ago, the Leader of the House told us

0:18:41 > 0:18:44it was their job to hold the Scottish Government to account. She

0:18:44 > 0:18:49told me the place to hold Scottish ministers to account is the Scottish

0:18:49 > 0:18:53Parliament from whence many of our colleagues came. If they're so

0:18:53 > 0:18:55obsessed with the performance of the Scottish Government they should go

0:18:55 > 0:18:59back. We'll find out whether our Scottish colleagues are prepared to

0:18:59 > 0:19:03get on with their day job and join SNP MPs in holding this Government,

0:19:03 > 0:19:11the UK Government, to account.First of all, I'd like to wish his

0:19:11 > 0:19:15honourable friend well who very kindly gave the honourable lady

0:19:15 > 0:19:20opposite and myself prior notice he wouldn't be here. So we do wish him

0:19:20 > 0:19:26well. Secondly, the honourable gentleman raises the absolutely

0:19:26 > 0:19:30correctly, the issue of SNP opposition day next week. And we do

0:19:30 > 0:19:34all await with baited breath the subject for discussion. I would

0:19:34 > 0:19:42encourage him to let the subject for debate be indeed to congratulate my

0:19:42 > 0:19:46honourable friends, the Conservative members for Scotland on the

0:19:46 > 0:19:50excellent negotiations that they held with my Right Honourable Friend

0:19:50 > 0:19:55the Chancellor to try and ensure the police and Fire Services in Scotland

0:19:55 > 0:20:02would be able to recover VAT which the Scottish Government decided to

0:20:02 > 0:20:06bring under Scottish rule in the full knowledge that VAT would not be

0:20:06 > 0:20:12recoverable. So, it seems extraordinary that honourable

0:20:12 > 0:20:19members on the SNP benches should be criticising rather than thanking my

0:20:19 > 0:20:23honourable friends for their contribution and certainly, I'm very

0:20:23 > 0:20:27glad the honourable gentleman welcomes the debate on R&R. It is

0:20:27 > 0:20:40not just before Christmas 2018, it is just into the new year of 2018.

0:20:40 > 0:20:45Remembered for Stafford is joining the end continued celebration a mere

0:20:45 > 0:20:56five days later about Arsenal's 2-0 victory over Tottenham Hotspur.My

0:20:56 > 0:21:00right honourable friend has not mentioned the second reading of a

0:21:00 > 0:21:11jest to phase two AA. Can I ask for a debate on the importance on

0:21:11 > 0:21:13preparing for such a major project in terms of national road

0:21:13 > 0:21:25infrastructure. These 2A will cut across lots of busy roads in a short

0:21:25 > 0:21:29space. It is vital that this national infrastructure is protected

0:21:29 > 0:21:43Julian Lake the Phase 2A if it is to go ahead. The debate on HS2 will be

0:21:43 > 0:21:48as soon as possible in the New Year. He is right to point out that proper

0:21:48 > 0:21:52infrastructure to accommodate this enormous project is vital. There are

0:21:52 > 0:21:55transport questions on the 30th of November and I encourage him two

0:21:55 > 0:22:00days that matter there In order to protect subsequent business I were

0:22:00 > 0:22:05advising the House I would like to move onto the next business by

0:22:05 > 0:22:1111:45am.Perhaps members can train your contributions accordingly.Can

0:22:11 > 0:22:18I thank the leader for the business being announced up until the

0:22:18 > 0:22:23Christmas recess. The backbench Committee has already had

0:22:23 > 0:22:28provisional determinations for the days that have been announced. On

0:22:28 > 0:22:33the seventh we have prison and perform and safety. And also a

0:22:33 > 0:22:39general debate on the UK fishing industry prior the EU fishing

0:22:39 > 0:22:44council in December. The provisional determination for the 14th would be

0:22:44 > 0:22:50on the quality of prevention -- pension provision for women and also

0:22:50 > 0:22:56pregnancy tests. And for the 21st is Russian interference in UK politics

0:22:56 > 0:22:59and a general debate on matters to be raised before the adjournment of

0:22:59 > 0:23:08the Christmas recess. The I say I am delighted he was able to accommodate

0:23:08 > 0:23:22the debate on fishing prior to the December counsel. We rightly devolve

0:23:22 > 0:23:29money to mayors across the country, I will not allude to the ball like

0:23:29 > 0:23:34Cuba can I wish Arsenal well in the Europa League tonight. We provide

0:23:34 > 0:23:37funding to metal mayors and other local authorities and I asked them

0:23:37 > 0:23:45to spend it wisely. The Labour Mayor of London has been on the airwaves

0:23:45 > 0:23:50complaining about the funding for the Metropolitan Police and other

0:23:50 > 0:23:55services. He sits on £2.5 billion of unallocated reserves and indeed has

0:23:55 > 0:24:01failed to spend a symbol penny of the record amount of money for

0:24:01 > 0:24:07social housing in London. Can we have a debate at some time about the

0:24:07 > 0:24:16performance of our devolved institutions?Arsenal fans are

0:24:16 > 0:24:22incorrigible. I will stay out of that one. Northampton rugby side for

0:24:22 > 0:24:30me. My friend makes a very good point. It is unconscionable for the

0:24:30 > 0:24:34Mayor of London whenever he fall short in terms of provision for

0:24:34 > 0:24:37Londoners to point the finger at central Government for the lack of

0:24:37 > 0:24:43funding when he is sitting on the enormous reserves. Can I ask the

0:24:43 > 0:24:54Leader of the House for a debate on the plight of the Muslims in

0:24:54 > 0:25:03Pakistan, particularly people who have been sentenced to death because

0:25:03 > 0:25:08of the particular sect of Islam that offends blasphemy laws. The

0:25:08 > 0:25:13honourable lady raises a sensitive issue and it is something across

0:25:13 > 0:25:22this House that they condemn, the death penalty in the first sentence

0:25:22 > 0:25:25-- first instance and also... I encourage the honourable lady too

0:25:25 > 0:25:28late to the Foreign Office who will be pleased to take up this issue for

0:25:28 > 0:25:35her.Like many others on the side of the House I have received lots of

0:25:35 > 0:25:40correspondence after voting against an amendment about animal being

0:25:40 > 0:25:47sentiment, it would have limited practical impact, can my friend

0:25:47 > 0:25:49reactivate the statement released today by the Environment Secretary

0:25:49 > 0:25:53that confirms this Government does believe that this Government thinks

0:25:53 > 0:25:59that animals are scenting beings and that all members want a policy that

0:25:59 > 0:26:03protects animals rather than supporting this particular amendment

0:26:03 > 0:26:12which an EU term still allows bull-fighting and Poppy smuggling.

0:26:12 > 0:26:18-- puppy. We are the nation bloc of animal lovers. -- nation of animal

0:26:18 > 0:26:27lovers. We are proposing to increase the sentencing for animal cruelty

0:26:27 > 0:26:33and CCTV in all slaughterhouses. He is right to point out that the

0:26:33 > 0:26:35current EU instrument, Article 13, has not delivered on the progress we

0:26:35 > 0:26:42want to see. In practice its effect is very unclear in this field to

0:26:42 > 0:26:46prevent practices across the EU which are cruel and painful to

0:26:46 > 0:26:50animals. This Government is committed to the highest standards

0:26:50 > 0:26:54of animal welfare and will take all steps necessary to ensure that is

0:26:54 > 0:27:00the case in the law.I wanted to ask the Leader of the House when the

0:27:00 > 0:27:08Government plans to continue on what was the courts in prison Bill which

0:27:08 > 0:27:12fell because of the general election. I have been told they is

0:27:12 > 0:27:16not now a Parliamentary time to restart a Bill that had cross-party

0:27:16 > 0:27:20support that would end the unnecessary deaths of children in

0:27:20 > 0:27:28the family courts. The honourable lady raises an important point. In

0:27:28 > 0:27:33regard to the previous poll that was not completed by the end of the last

0:27:33 > 0:27:36parliament, different but similar measures are being brought forward

0:27:36 > 0:27:39in this Parliament and they will come forward as soon as the

0:27:39 > 0:27:46Parliamentary timetable allows. After the foot end -- the end of the

0:27:46 > 0:27:51foreign stage of Newark, we did not think it would happen again but

0:27:51 > 0:27:57network rail is doing it to us this time. The barriers at new work

0:27:57 > 0:28:00station are down continuously. The town is cut off and the hundreds of

0:28:00 > 0:28:04thousands of people who want to come and shop and work in my time cannot

0:28:04 > 0:28:08get in. Can the Leader of the House to a debate on the appalling

0:28:08 > 0:28:13performance of network rail which is under national ownership and how we

0:28:13 > 0:28:19can get things moving again in Newark. My honourable friend is

0:28:19 > 0:28:22chasing an incredibly important point. Newark is a fabulous time and

0:28:22 > 0:28:26I am sure of his constituents are very annoyed about what is going on.

0:28:26 > 0:28:32He will be reassured to know about transport questions on the 13th of

0:28:32 > 0:28:39November and that is a good time to raise his concerns. -- 30th.As the

0:28:39 > 0:28:45leader had time to read -- read a linked report from Irish embassies

0:28:45 > 0:28:50that paint the unflattering picture of the UK Government's negotiating

0:28:50 > 0:28:55skills with relation to Brexit. They talk about British ambassadors --

0:28:55 > 0:28:58feeling sorry for British ambassadors trying to present a

0:28:58 > 0:29:03coherent picture with confusion at home. Will the reader make time for

0:29:03 > 0:29:07a debate on the Government's incompetence and inability to

0:29:07 > 0:29:12deliver Brexit with the risk of there being no deal. There are quite

0:29:12 > 0:29:17a number of debates going on about Brexit at the moment. Perhaps he has

0:29:17 > 0:29:21not been present in the chamber? I would also encourage him to stop

0:29:21 > 0:29:27talking the talk -- country down. We are optimistic about the prospects

0:29:27 > 0:29:35for the country as we leave the EU and his pessimism is not helping.I

0:29:35 > 0:29:40was delighted to hear the Chancellor focusing on infrastructure, air

0:29:40 > 0:29:47pollution and productivity in his speech yesterday. Infrastructure

0:29:47 > 0:29:51issues and linked growth are vital for improving air quality. With the

0:29:51 > 0:29:54Leader of the House consider finding time for the full debate on this

0:29:54 > 0:30:02issue?My honourable friend is exactly right, air quality is a

0:30:02 > 0:30:07vital issue for this country. We all want to see transport moving to

0:30:07 > 0:30:12ensure that we are not unnecessarily polluting. She is right to raise the

0:30:12 > 0:30:16Chancellor's announcement of more money for infrastructure funding,

0:30:16 > 0:30:19particularly for linked awards. She will find a way to discuss the

0:30:19 > 0:30:25specific issue for her constituency, perhaps through the German debate. I

0:30:25 > 0:30:29think the Chancellor's announcements yesterday shows a commitment to

0:30:29 > 0:30:35solving the twin problems of transport and air pollution.

0:30:35 > 0:30:39Congratulations to the Public Accounts Committee for just the

0:30:39 > 0:30:44revealing a financial calamity of giant proportions. Instead of the

0:30:44 > 0:30:49anticipated subsidy of £6 billion to Hinkley point, the Public Accounts

0:30:49 > 0:30:57Committee to look -- calculate it will be £330 billion of subsidy and

0:30:57 > 0:31:03that the costs will fall on the poorest consumers. The EPR reactor

0:31:03 > 0:31:09has not produced a single watt of electricity. Every other examples

0:31:09 > 0:31:13are years late and billions over budget. Isn't it essential we debate

0:31:13 > 0:31:17this before we have more sinkholes for dumping billions of pounds of

0:31:17 > 0:31:29public money into?As has been the case for a long time, I admire the

0:31:29 > 0:31:33commitment of the honourable gentleman about talking down nuclear

0:31:33 > 0:31:40power. I have to say to him gently, he will be aware that this country

0:31:40 > 0:31:42depends greatly on nuclear electricity generation to keep our

0:31:42 > 0:31:49lights on and will continue to do so. He will be aware that the

0:31:49 > 0:31:54nuclear power plants are at the end of the useful life, we need projects

0:31:54 > 0:31:58like Hinkley point, not just for developing jobs but also for keeping

0:31:58 > 0:32:02the lights on as a low carbon source of electricity generation that will

0:32:02 > 0:32:12take us into the decades ahead.Even these illustrious knights of the

0:32:12 > 0:32:16realm have to learn to arrive on time. Which of them is the more

0:32:16 > 0:32:27deserving? I think you'll hear from Sir David Amis.Will my right

0:32:27 > 0:32:33honourable friend find time for the debate on animal welfare? Many of

0:32:33 > 0:32:39our constituents have been led to believe that when we believe the

0:32:39 > 0:32:43European Union, standards of animal welfare will decline. As an animal

0:32:43 > 0:32:47lover myself, not only do I want to see high standards maintained but I

0:32:47 > 0:32:54want to see them improved further. As the Prime Minister said

0:32:54 > 0:32:58yesterday, we have some of the highest animal welfare standards and

0:32:58 > 0:33:06the world. We have already set out our proposals to introduce mandatory

0:33:06 > 0:33:10CCTV in slaughterhouses, to increase sentences for animal cruelty to five

0:33:10 > 0:33:14years. To ban Michael beads that cause harm to marine life and to ban

0:33:14 > 0:33:22the ivory trade to bring an end to elephant poaching. -- micro beads.

0:33:22 > 0:33:27We also recognise and respect the right that animals are sent into

0:33:27 > 0:33:30beings and should be treated accordingly. We will do everything

0:33:30 > 0:33:35to ensure that our animal welfare standards remain as high or higher

0:33:35 > 0:33:42as we leave the European Union. Yesterday we saw another 3 billion

0:33:42 > 0:33:47tossed into the endless black hole of blacks it. With just 2.8 billion

0:33:47 > 0:33:52extra going to NHS England and skiers amount for Wales to use. I

0:33:52 > 0:33:58don't know about you Mr Speaker but I do not remember seeing a big red

0:33:58 > 0:34:02bus driving around stating, Vote Leave for less NHS spending because

0:34:02 > 0:34:06we have to blow it all on Brexit. Perhaps they could not find the big

0:34:06 > 0:34:15enough boss? Will the Government make a statement on this?The

0:34:15 > 0:34:18honourable lady will be aware that this Government will be investing

0:34:18 > 0:34:23one third of £1 trillion on the NHS during this Parliament and

0:34:23 > 0:34:27yesterday, the Chancellor of the Czech announced an extra 6.3 billion

0:34:27 > 0:34:35of additional funding to meet the pressure that the NHS is under. And

0:34:35 > 0:34:42an additional 2.8 billion of resource funding to improve NHS

0:34:42 > 0:34:46performance and ensure that more patients receive the care that they

0:34:46 > 0:34:50need more quickly. This side of the House is fully committed to an NHS

0:34:50 > 0:34:56that works for all people in our country. She should also be a demand

0:34:56 > 0:34:59that the NHS has been independently voted the best health system in the

0:34:59 > 0:35:00world.

0:35:05 > 0:35:12I apologise for being late. Turning up late to the vineyard, the

0:35:12 > 0:35:20labourer is entitled to equal wages. Can I ask my right honourable friend

0:35:20 > 0:35:23about the debate on restoration renewal? It'll be the first week we

0:35:23 > 0:35:29get back. Can I urge her to lay her motion early, perhaps before we

0:35:29 > 0:35:33break for the Christmas recess, because certainly I would like to be

0:35:33 > 0:35:39putting down an amendment and will need time on the order paper, time

0:35:39 > 0:35:43is it Mr Speaker is kind enough to select it, for people who want to

0:35:43 > 0:35:49sign it. We accept there should be the delivery authority responsible

0:35:49 > 0:35:54as the leader of the hazards and talking about. But unless there is a

0:35:54 > 0:36:00clear instruction to the boards of experts, will be pressure to take us

0:36:00 > 0:36:05out of the old palace for many years and take us out of the old Chamber.

0:36:05 > 0:36:17-- kick as out.He will be aware the joint committee report sets out that

0:36:17 > 0:36:21it was not possible to set a precise Budget for the programme at this

0:36:21 > 0:36:24stage and as part of further feasibility work it will be

0:36:24 > 0:36:33imperative that a thorough business case should be... In order to assess

0:36:33 > 0:36:38in more detail. The work of the motion to establish a sponsor board

0:36:38 > 0:36:42and delivery authority will be essential to provide the rubber

0:36:42 > 0:36:45evaluation of the options and we will bring forward a motion as soon

0:36:45 > 0:36:53as we can. -- proper evaluation. The work of the parliamentary health

0:36:53 > 0:36:59service ombudsman. Their constituent complained in November 20 16th told

0:36:59 > 0:37:06would receive a response by March 2017 and did not get a response

0:37:06 > 0:37:13until October. We sent many e-mails, my office, and the weight was too

0:37:13 > 0:37:20long.If the honourable gentleman wants to write to me on his behalf,

0:37:20 > 0:37:26I will take it up.I wish Motherwell all the best in the League Cup

0:37:26 > 0:37:33final. As they wished other teams well earlier on in the Chamber.

0:37:33 > 0:37:39Medical assessments by the DWP agencies and contractors. My

0:37:39 > 0:37:49constituent has cerebral palsy from birth. She was assessed, zero

0:37:49 > 0:37:55points, received a letter which cost to try and commit suicide. Can we

0:37:55 > 0:38:00have a debate because honourable people are being put at risk?It is

0:38:00 > 0:38:06a concerning issue. As I have said in this place a number of times it

0:38:06 > 0:38:15is good that all honourable colleagues do take up specific

0:38:15 > 0:38:19constituency cases. £50 billion has been committed by the DWP for

0:38:19 > 0:38:26support to people with disabilities and the double assessments are

0:38:26 > 0:38:29designed to give more control over lives and care. But there are

0:38:29 > 0:38:34specific cases where the work has not been done properly and I

0:38:34 > 0:38:39encourage her to make contact with DWP minister is on her specific

0:38:39 > 0:38:46case.The Budget red book has 376 words on the whole of the Northern

0:38:46 > 0:38:52Powerhouse Section but 453 words just on the Oxford, Cambridge,

0:38:52 > 0:38:59Milton Keynes growth corridor. Can we have a debate on the funding and

0:38:59 > 0:39:07fair investments for the North?I am surprised at the question, I think

0:39:07 > 0:39:10the Northern Powerhouse has been at the heart of everything this

0:39:10 > 0:39:15Government has sought to do since 2010 under the previous and current

0:39:15 > 0:39:19Chancellor. They have shown enormous commitment to the Northern

0:39:19 > 0:39:25Powerhouse. There has been employment growth, investment in

0:39:25 > 0:39:27transport and rail infrastructure and that is spread right across the

0:39:27 > 0:39:31United Kingdom. If the honourable lady wants to take up the specifics,

0:39:31 > 0:39:35I suggest she raises this during the Finance Bill debate or the Budget

0:39:35 > 0:39:46debate.The Foreign Secretary is yet to make a statement to the House on

0:39:46 > 0:39:54the Rohinga Muslims fleeing my mark. Each day where our Government fails

0:39:54 > 0:40:05to act is another day wasted with innocent lives lost -- Myanmar. Can

0:40:05 > 0:40:13we have time for discussion on numerous reports subjecting

0:40:13 > 0:40:22bystanders to genocide. We are concerned about the plight of the

0:40:22 > 0:40:29Rohinga people. It is a major humanitarian crisis and I commend

0:40:29 > 0:40:32the honourable lady for taking steps to see it for herself as have other

0:40:32 > 0:40:37members. The UK has delivered a clear message that the Burmese

0:40:37 > 0:40:41authorities must act urgently to protect civilians to allow full

0:40:41 > 0:40:46humanitarian access and allow refugees to return. The UK people

0:40:46 > 0:40:57have given £47 million to an aid efforts including £5 million...

0:40:57 > 0:41:01Thanks to your gracious hospitality yesterday women's aid were able to

0:41:01 > 0:41:06hold a reception in your apartments. We had the most incredibly moving

0:41:06 > 0:41:12testimony from my constituent, Claire, on how her children were

0:41:12 > 0:41:16murdered by their father when he barricaded them in an attic and set

0:41:16 > 0:41:22fire to the family home. The leader has already acknowledged the

0:41:22 > 0:41:28importance of the issue of domestic violence. Can as once again that we

0:41:28 > 0:41:33have both the Courts Bill and the domestic violence Bill not within

0:41:33 > 0:41:41this Parliament but within this Session of Parliament.I must say

0:41:41 > 0:41:45that I was privileged to be there with her and many others yesterday.

0:41:45 > 0:41:55And I say in this Chamber what I said to Claire, her Speech was the

0:41:55 > 0:42:01bravest and most remarkable Speech that I have ever heard in Speaker 's

0:42:01 > 0:42:09House in nearly 8.5 years as Speaker. I salute her quite

0:42:09 > 0:42:10extraordinary courage and determination, as I think everybody

0:42:10 > 0:42:22present date. It was a privilege to hear.That sounds incredibly

0:42:22 > 0:42:25harrowing and my heart goes out to her. It must have been the most

0:42:25 > 0:42:32horrendous experience. May I say that the Prime Minister has

0:42:32 > 0:42:37personally over many years shown her own commitment to eradicating the

0:42:37 > 0:42:43appalling and frequent incidents of domestic violence. We have a

0:42:43 > 0:42:47commitment to bringing forward a domestic violence Bill. It will be

0:42:47 > 0:42:52done as soon as possible and hope to encourage the honourable lady, as I

0:42:52 > 0:43:03know she will, to continue to speak with Home Office ministers about her

0:43:03 > 0:43:12constituency and reshape the bill should take.Herders and Christian

0:43:12 > 0:43:20farmers in... With the leader of the House agreed to a statement on the

0:43:20 > 0:43:31basis that our UK Government could stop or mitigate this violence? The

0:43:31 > 0:43:37battles going on right across the world, he raises the point, he

0:43:37 > 0:43:41offered raises different aspects of the religious and ethnic battles

0:43:41 > 0:43:44going on, he is right to do that and I encourage him to continue to

0:43:44 > 0:43:49highlight these cases and should he feel the need to have a specific

0:43:49 > 0:43:52adjournment debate to highlight a specific issue, Anchorage and to do

0:43:52 > 0:44:02so. -- I encourage them to do so. The future of local authorities, not

0:44:02 > 0:44:06a word in the Budget, social care, yet millions of our citizens depend

0:44:06 > 0:44:18upon them. They are not efficiencies, they are cuts to the

0:44:18 > 0:44:25services our constituents depend upon.He will be aware as we all are

0:44:25 > 0:44:28of the pressures our economy is under as we seek to balance the need

0:44:28 > 0:44:34to get the deficit under control that we inherited in 2010 to avoid

0:44:34 > 0:44:40leaving that the burden of debt for the next generation. At the same

0:44:40 > 0:44:44time, the Chancellor made clear yesterday he is taking steps to have

0:44:44 > 0:44:48a balanced approach which enables us to support the most needy and at the

0:44:48 > 0:44:56same time to protect our public finances. One of the most vulnerable

0:44:56 > 0:45:08community are those bereaved by suicide. Dr Sharon MacDonald,

0:45:08 > 0:45:13director at the University of Manchester, research on those

0:45:13 > 0:45:19bereaved by suicide to prevent future deaths. Did we have a debate

0:45:19 > 0:45:23on suicide bereavements and its impact on families and friends but

0:45:23 > 0:45:28also will the Leader of the House support me in encouraging members to

0:45:28 > 0:45:33circulate the survey to their constituents?Of course, I am always

0:45:33 > 0:45:39delighted to help in anyway I can to try and promote something that as

0:45:39 > 0:45:42important as the right honourable lady discusses, the impact on those

0:45:42 > 0:45:49bereaved by suicide. I do encourage her to seek a Westminster Hall and

0:45:49 > 0:45:54adjournment debate so that other members can bring forward examples

0:45:54 > 0:45:59from their own constituencies.Could we have a debate on Government time

0:45:59 > 0:46:03on the process and implementation of school exclusions because nearly 900

0:46:03 > 0:46:06peoples across North East Lincolnshire in the last year alone

0:46:06 > 0:46:13have lost 3489 days of the education and it is critical that schools have

0:46:13 > 0:46:20the support that they need to provide education that children

0:46:20 > 0:46:27deserve, it is really important. It is right to highlight the importance

0:46:27 > 0:46:33of every child getting a good education and she might be aware on

0:46:33 > 0:46:37the 11th of December there are such questions I am sure that the

0:46:37 > 0:46:42Minister will be pleased to answer those questions. We have a

0:46:42 > 0:46:45commitment to £4800 for every secondary school child, three dozen

0:46:45 > 0:46:49five in Japan for every primary school child, but also increases in

0:46:49 > 0:46:54specific plans for dealing with issues for special needs for

0:46:54 > 0:47:04children -- 3500 pounds for every primary school child. We are

0:47:04 > 0:47:10focusing our education spent on those who need it most.I have been

0:47:10 > 0:47:23contacted by occupational pension scheme at HS BC Midland bank. In

0:47:23 > 0:47:27terms of access to state pensions, can we have a debate on this

0:47:27 > 0:47:33important subject which is affecting thousands of people? The issue of

0:47:33 > 0:47:40pensions, whether private or public, is important for those affected. The

0:47:40 > 0:47:45honourable gentleman will be aware he can write and take this up with

0:47:45 > 0:47:52the Financial Conduct Authority who can look into specific concerns that

0:47:52 > 0:47:57pensioners have a boat a specific skin. He may well wish to raise that

0:47:57 > 0:48:02during the Budget update next week. -- pensioners who have a specific

0:48:02 > 0:48:10concern.It is crystal clear to everybody, one of my constituents

0:48:10 > 0:48:26has -- my constituent is... Can we have an urgent debate on Government

0:48:26 > 0:48:31time and the ability of the Government to vilify the honourable

0:48:31 > 0:48:38and disabled in our society?I reject what the honourable lady is

0:48:38 > 0:48:41saying about the Government's approach. We have done an enormous

0:48:41 > 0:48:50amount to improve the ability of those with disabilities to be in

0:48:50 > 0:48:55control of the spend on their welfare. Those in greater need

0:48:55 > 0:48:58receive greater support from the Government. If the honourable lady

0:48:58 > 0:49:04wishes to raise her particular case I encourage her to do so at DWP

0:49:04 > 0:49:12questions or the statements that follows.Christmas is coming but the

0:49:12 > 0:49:16thing making my constituents unhappy is the an affair and excessive

0:49:16 > 0:49:21delivery charges they are being charged, and escalating blight on

0:49:21 > 0:49:24the Highlands and other rural constituencies, an issue I have

0:49:24 > 0:49:28raised many times. Can we have a debate on Government time and

0:49:28 > 0:49:35finally dealing with this shark practice? This was raised by one of

0:49:35 > 0:49:40my honourable friend on this side and I completely agree with him and

0:49:40 > 0:49:42with my honourable friend that it is not right that delivery charges

0:49:42 > 0:49:47should be artificially put up for particular areas and Anchorage and

0:49:47 > 0:49:53to take this up and see what can be done about it.

0:49:58 > 0:50:03Last weekend, I attended a conference Girls To The Front with

0:50:03 > 0:50:09over 200 women and girls discussing, among other things, feminism and sex

0:50:09 > 0:50:15education in schools. Can we have a debate on this important issue?I

0:50:15 > 0:50:18commend her for taking part and encouraging young women to talk

0:50:18 > 0:50:21about the issues of feminism and the rights of young women and their

0:50:21 > 0:50:26success in the workplace and so on. Absolutely vital that we act as role

0:50:26 > 0:50:32models as much as we possibly can, to encourage young women to aspire

0:50:32 > 0:50:38to fulfil their dreams, and I do encourage her to seek an adjournment

0:50:38 > 0:50:45so that we can further share our experiences in that area. This week,

0:50:45 > 0:50:49the Competitions And Market Authority said Concorde ear had

0:50:49 > 0:50:57overcharged the NHS when they raised the price of some tablets from £4 to

0:50:57 > 0:51:01£258. When will the Leader of the House make sure that it's time for

0:51:01 > 0:51:04the Secretary of State to come to the size and in a statement, or is

0:51:04 > 0:51:13that talking down greedy corporate bosses at Concordia?I share his

0:51:13 > 0:51:17concern about the example he has given. If true, I am sure ministers

0:51:17 > 0:51:22will want to look at that. He will be aware that health questions on

0:51:22 > 0:51:26the 19th of December, so if he cannot get an answer before then, I

0:51:26 > 0:51:31encouraged him to raise it at that health questions. It has now been

0:51:31 > 0:51:40two years since at Glasgow deal has been announced, and some of that was

0:51:40 > 0:51:43supposed to be my constituency, but some of that is still derelict land

0:51:43 > 0:51:48and I was disappointed that was not the budget yesterday about that. Can

0:51:48 > 0:51:57we have a debate to consider how we can regenerate urban areas that have

0:51:57 > 0:52:00suffered from deindustrialisation and dereliction.He raises an

0:52:00 > 0:52:03incredibly important point. Right across the UK, there are pockets of

0:52:03 > 0:52:06areas that do require to beat generation. I think the

0:52:06 > 0:52:11announcements yesterday of war money for infrastructure to make a Britain

0:52:11 > 0:52:15that is fit for the future, we will absolutely want to look at specific

0:52:15 > 0:52:16cases
