0:02:27 > 0:02:30future business. I am pleased too about Birmingham getting the

0:02:30 > 0:02:36Commonwealth Games. I've got my running shoes on already. Mr

0:02:36 > 0:02:39Speaker, I note there's no date for the restoration and renewal debate.

0:02:39 > 0:02:44I know the leader of the House has listened to members across the House

0:02:44 > 0:02:48that Thursday is not an appropriate day because maybe people have

0:02:48 > 0:02:52different things to do. As the EU bill goes through to the other

0:02:52 > 0:02:56place, could she say whether it's likely that the debate will take

0:02:56 > 0:03:01place we need to act sooner rather than later. There are already people

0:03:01 > 0:03:05on the Select Committee who have been on the report, worked on the

0:03:05 > 0:03:10report, it's taken a long time to get that debate going. Mr Speaker,

0:03:10 > 0:03:12Prime Minister questions are becoming more like Prime Minister's

0:03:12 > 0:03:17slogans. We have heard fit for the future and, if this is a way of

0:03:17 > 0:03:21stopping her, the Prime Minister, we say, fit for the future with Labour.

0:03:21 > 0:03:26But someone needs to update the Prime Minister. She mentioned

0:03:26 > 0:03:30sustainable and transformational partnerships in relation to an

0:03:30 > 0:03:32integrated health and social care. She said Labour was supposed to. Of

0:03:32 > 0:03:38course we are. It is another reorganise liegs the disastrous

0:03:38 > 0:03:42social care act which cost the country £3 billion. What she didn't

0:03:42 > 0:03:47mention was the atable care organisation. Accountable to who? I

0:03:47 > 0:03:50asked the leader last week when the Government was intended to lay the

0:03:50 > 0:03:55regulations before the House. She didn't give me an answer. Will there

0:03:55 > 0:04:01be adequate time to lay those and if there'll be time for a vote? Another

0:04:01 > 0:04:06week, another U-turn or two. On Tuesday, we found out that plans to

0:04:06 > 0:04:09end the revenue support grant and allow councils to keep all of the

0:04:09 > 0:04:14business rates would be put on hold. Not everyone has Oxford Street in

0:04:14 > 0:04:20their constituency! It will hopefully end the bizarre policy of

0:04:20 > 0:04:26councils buying shopping malls and I don't know what the whip is doing

0:04:26 > 0:04:31there sitting chuntering. You say none of that - if he could listen

0:04:31 > 0:04:37that would be very, very helpful. The Government is consulting on a

0:04:37 > 0:04:42fair funding review and the consultation closes on 12th March.

0:04:42 > 0:04:46Could the lead erase with the Community Secretary the extension of

0:04:46 > 0:04:50that consultation until the end of March to give people time to

0:04:50 > 0:04:55respond? The other U-turn on Wednesday, the member for Wigan led

0:04:55 > 0:05:00a Westminster Hall debate on the extension for foster carers being

0:05:00 > 0:05:07able to claim free childcare for their foster children. The minister

0:05:07 > 0:05:12ended that exclusion. The minister should be congratulated on that,

0:05:12 > 0:05:15closing that gap in policy. That is what we would like to see in

0:05:15 > 0:05:19opposition days. We want to work constructively with the Government

0:05:19 > 0:05:24where there are gaps in policy. I ask the leader of the House about

0:05:24 > 0:05:32the committee - and she indicated when the EU bill has received Royal

0:05:32 > 0:05:36Assent she will proceeding orders. Given there are many statutory

0:05:36 > 0:05:39powers that the Government are reserving to themselves, could she

0:05:39 > 0:05:42confirm through the usual channels, perhaps, fairly quickly, that the

0:05:42 > 0:05:46chair of the committee will be from the opposition? And could we have a

0:05:46 > 0:05:51statement on why the Equalities and Human Rights Commission is not

0:05:51 > 0:05:53appointing people, because ministers are vetoing appointments on

0:05:53 > 0:05:57political grounds. The board at the moment cannot function. The former

0:05:57 > 0:06:01head of equalities and employment rights of the TUC, despite being

0:06:01 > 0:06:05supported by the chair, was not reappointed. And she was told that

0:06:05 > 0:06:09the decision not to reappoint was because a political adviser at

0:06:09 > 0:06:12number ten noticed a tweet disapproving of some Government

0:06:12 > 0:06:16policy. Can the leader of the House confirm the Government is not

0:06:16 > 0:06:21vetoing appointments on grounds of dissent with the Government? Can the

0:06:21 > 0:06:25Government look again at reappoints her? She is a highly-qualified

0:06:25 > 0:06:28person and supported be I the chair.

0:06:40 > 0:06:44It's putting at risk fundamental values expected of a democratic

0:06:44 > 0:06:47state including judicial independence, could the Leader of

0:06:47 > 0:06:51the House confirm the Prime Minister will be raising a rule of law with

0:06:51 > 0:06:55the Polish government? Is this the kind of government our government is

0:06:55 > 0:07:00doing trade deals with? Our country played a vital role in drafting the

0:07:00 > 0:07:03European Convention on human rights with the UK being the first country

0:07:03 > 0:07:10to sign up to this. We promote the rule of law throughout the world.

0:07:10 > 0:07:13And finally, looking back on the year, the Leader of the House

0:07:13 > 0:07:17mentioned the events in Melbourne from Westminster to Manchester, from

0:07:17 > 0:07:21London Bridge to Finsbury Park. Families will spend their first

0:07:21 > 0:07:26Christmas grieving for their lost loved ones including our own deputy

0:07:26 > 0:07:29Speaker. Our prayers are with him and his family at this difficult

0:07:29 > 0:07:33time and I'm pleased that following a statement by Mayor Burnham that

0:07:33 > 0:07:37the Government were initially only going to pay 12 million to public

0:07:37 > 0:07:49services that the Government will now pay the full 28

0:07:51 > 0:07:53million as asked for. Yesterday was human solidarity day, we always see

0:07:53 > 0:07:56the country come together in difficult times, we should strive to

0:07:56 > 0:07:59do that when there are no disasters. Finally I want to say thank you to

0:07:59 > 0:08:01my opposition Chief Whip for the support and help is given and my

0:08:01 > 0:08:08staff and his staff and the Chief Whip for his support last week. The

0:08:08 > 0:08:11Leader of the House, the deputy leader who has been so loyal

0:08:11 > 0:08:16throughout the years with different leaders, Mr Speaker your family and

0:08:16 > 0:08:23office in particular, the House of Commons library, official reporters,

0:08:23 > 0:08:27catering, cleaning, security workers and all right honourable members on

0:08:27 > 0:08:31their family. I have to do this, it's a joke from a Christmas

0:08:31 > 0:08:39cracker, what do reindeer hang on their Christmas trees? Hornaments.

0:08:39 > 0:08:47May I wish everybody happy Christmas and a peaceful New Year.I'm sure

0:08:47 > 0:08:56the joke will resound around many Christmas table this year and may I

0:08:56 > 0:09:00particularly join with her in sending all of our sympathies to the

0:09:00 > 0:09:05Deputy Speaker and his family. What a terrible tragedy, we are all so

0:09:05 > 0:09:10sorry about that. I also want to share her remarks about human

0:09:10 > 0:09:15solidarity. We've seen so many examples of amazing solidarity and

0:09:15 > 0:09:19yet very sadly also too many examples of people allowing their

0:09:19 > 0:09:25disagreements to splash into violence, vitriol, hatred and so on,

0:09:25 > 0:09:29and really we do want in this Parliament to be able to share our

0:09:29 > 0:09:33disagreements and then go out of here and have a cup of tea together.

0:09:33 > 0:09:37Any time, I'm always delighted to share a cup of tea with the

0:09:37 > 0:09:41honourable lady opposite and I wish her and her family are very happy

0:09:41 > 0:09:46Christmas. Mr Speaker, she asks about when they are and our debate

0:09:46 > 0:09:59will be scheduled and I can say to her as I did last week -- the R&R

0:09:59 > 0:10:03debate, I'm working to find a suitable date for that. She asks

0:10:03 > 0:10:06about accountable care organisations, these are intended to

0:10:06 > 0:10:12provide more joined up care, more efficient care, greater

0:10:12 > 0:10:17productivity, and they are something that the NHS would value having us

0:10:17 > 0:10:21on tool that their disposal and that is the purpose of them. There's

0:10:21 > 0:10:25nothing else but the intention to make the NHS more effective and

0:10:25 > 0:10:30productive. She asks about the consultation on fair funding,

0:10:30 > 0:10:35whether it could be ended at the end of March rather than the 12th of

0:10:35 > 0:10:41March. I will happily take that up with DCLG. If there is no good

0:10:41 > 0:10:46reason why it can't be, I'm sure DCLG would be sympathetic. On the

0:10:46 > 0:10:49childcare for foster children, I think it is something the whole

0:10:49 > 0:10:53House is delighted with progress in this area and we should celebrate

0:10:53 > 0:10:57that access being provided by the Government. She asks about the

0:10:57 > 0:11:02sifting committee, there are drafts changes on the order paper for her

0:11:02 > 0:11:05and colleagues to look up. The decision about who will make up that

0:11:05 > 0:11:11committee will be made in due course through the usual channels. She also

0:11:11 > 0:11:14asks about appointments to human rights commission. These decisions

0:11:14 > 0:11:21are taken in possession of all the facts about who was the right

0:11:21 > 0:11:25balance of experience, background and so on. I can't comment on the

0:11:25 > 0:11:28specifics of what she mentions but I can ensure there is scrupulous

0:11:28 > 0:11:32fairness in terms of the appointments to commissions. She

0:11:32 > 0:11:39asks about Poland, I can say to her all and remain very strong allies of

0:11:39 > 0:11:44the United Kingdom. Polish fighters in world wars have been enormously

0:11:44 > 0:11:50supportive to the interests of the UK, we should never forget that.

0:11:50 > 0:11:54However she rightly points out the UK upholds international law, we

0:11:54 > 0:11:58have a commitment to the importance of the rule of law and the Prime

0:11:58 > 0:12:01Minister will be making her views on that very clear when she is in

0:12:01 > 0:12:10Poland. I would also like to share her all-encompassing good wishes to

0:12:10 > 0:12:16all of those who work for and in this place, thank you.As per usual

0:12:16 > 0:12:20there is extensive interest in the business question but I simply

0:12:20 > 0:12:26advise the House there are two statements to follow and that over

0:12:26 > 0:12:3030 people are seeking to contribute to the two debate to take place

0:12:30 > 0:12:36under the auspices of the backbench business committee so there is a

0:12:36 > 0:12:42premium on brevity, now to be inevitably demonstrated by Sir Peter

0:12:42 > 0:12:50Bottomley.The House will welcome the statement by DCLG today on the

0:12:50 > 0:12:53crackdown of unfair leasehold practices. Would it be possible for

0:12:53 > 0:12:56the Government to announce when there will be a government debate on

0:12:56 > 0:13:02the timetable so we can stamp out the exploitation, the crockery and

0:13:02 > 0:13:04heartlessness by some of the freeholders who have been operating

0:13:04 > 0:13:18on touched in this field for so long? -- untouched.I share the

0:13:18 > 0:13:22concern about practices in this area and I'm sure updates will be

0:13:22 > 0:13:26provided as soon as possible.I thank the House for the answer, and

0:13:26 > 0:13:32I wish all the members of the House are very Merry Christmas and I won't

0:13:32 > 0:13:44repeat the list, and it's panto season and I'm sure every day is

0:13:44 > 0:13:49like a pantomime in this House. But this year we have our own version of

0:13:49 > 0:14:04motherly to -- mother totally goosed. No longer assisted by the

0:14:04 > 0:14:09pantomime dame from Aladdin, our hero climbs bravely into the Brexit

0:14:09 > 0:14:19unknown. I'm sure we are all hoping for a very peaceful election in the

0:14:19 > 0:14:23New Year. Last time people were assaulted by the state for simply

0:14:23 > 0:14:27voting, it's almost impossible to believe that in a modern European

0:14:27 > 0:14:31democracy political leaders are contesting this election from prison

0:14:31 > 0:14:37for simply desiring a particular political outcome for their country.

0:14:37 > 0:14:42Can we have a debate about tax, to try to better understand why England

0:14:42 > 0:14:47is quickly becoming the highest taxed part of the UK. Where in

0:14:47 > 0:14:53Scotland 70% of taxpayers have had their tax reduced, and in England

0:14:53 > 0:14:59once their council tax is factored in, taxpayers in a band E property

0:14:59 > 0:15:04face a tax increase of over £100. Perhaps the Scottish Government can

0:15:04 > 0:15:09give them some advice and assistance about how to try and design a fair

0:15:09 > 0:15:14tax system based on the best principles of redistribution.

0:15:14 > 0:15:18Lastly, at this time of goodwill and cheer, remember the Scottish Tory

0:15:18 > 0:15:23members of Parliament are not just for Christmas. You are stuck with

0:15:23 > 0:15:28them, as they plummet in Scottish Westminster opinion polls, those

0:15:28 > 0:15:33cute doe eyed stoppers of a second independence referendum could grow

0:15:33 > 0:15:37up to be the unloved forgotten waste of space with nothing better to do

0:15:37 > 0:15:44than bark about our government, so remember people of Scotland, if you

0:15:44 > 0:15:47think about voting Tory in Scotland look at what they grow up to when

0:15:47 > 0:15:56they get down here.I'm not entirely sure what to make of that, Mr

0:15:56 > 0:16:00Speaker, but taking his points in the Christmas spirit which I think

0:16:00 > 0:16:06is very important, he clearly feels under threat by my honourable friend

0:16:06 > 0:16:10's because of the excellent work they do in holding the Scottish

0:16:10 > 0:16:16Government to account also the excellent work they do in

0:16:16 > 0:16:22representing their own constituents in Scotland. It's great for us on

0:16:22 > 0:16:26this side of the House to see the Conservatives at work supporting

0:16:26 > 0:16:30Scottish constituents. He asks about taxes and he will be aware we will

0:16:30 > 0:16:35be very disappointed on this side of the House and my honourable friend

0:16:35 > 0:16:40the member is from Conservative Scotland to seek taxes going up in

0:16:40 > 0:16:45Scotland, particularly at a time when the Chancellor in his budget

0:16:45 > 0:16:50announced an extra £2 billion for Scotland. He asks about Catalonia

0:16:50 > 0:16:54and I certainly think the whole House will join in hoping that

0:16:54 > 0:16:59today's election in Catalonia will be peaceful, respectful, and of

0:16:59 > 0:17:04course Spain is a very key ally to the UK. But as I've just said in

0:17:04 > 0:17:08answer to the honourable lady opposite, we absolutely uphold the

0:17:08 > 0:17:14rule of law at all times. Finally he asks about Brexit trade deals, the

0:17:14 > 0:17:17Prime Minister has said on any number of occasions as has the

0:17:17 > 0:17:21Brexit Secretary that we are determined to get the best possible

0:17:21 > 0:17:25deal for the UK and for our European Union friends and neighbours as we

0:17:25 > 0:17:35leave the European Union and that will be on March 29, 2019.Will my

0:17:35 > 0:17:42right honourable friend to find time for general debate on new types of

0:17:42 > 0:17:46crimes such as mopeds gangs and acid attacks, with this depressing trend

0:17:46 > 0:17:53it seems the law and sentencing guidelines are not fit for purpose.

0:17:53 > 0:17:57My honourable friend raises a very concerning issue. We are determined

0:17:57 > 0:18:02to put a stop to this type of new kind. The Home Office has been

0:18:02 > 0:18:05working closely with a number of partners including the motorcycle

0:18:05 > 0:18:10and insurance industry, and the police, to develop an action plan

0:18:10 > 0:18:14and will be reviewing progress early in the New Year. On acid attacks,

0:18:14 > 0:18:17the Government is consulting on nukes legislation that would inhibit

0:18:17 > 0:18:25the sale of corrosive substances to under 18s and sulphuric acid will be

0:18:25 > 0:18:30placed on the list. It is a big challenge. I'm sure my honourable

0:18:30 > 0:18:34friend, as I am, is pleased traditional crimes are decreasing

0:18:34 > 0:18:39thanks to the excellent efforts of our law enforcers but we must and

0:18:39 > 0:18:46will react to modern times quickly and effectively.Can I thank the

0:18:46 > 0:18:52Leader of the House for the business statement advertising their wares of

0:18:52 > 0:18:55the backbench business community in the New Year, particularly the

0:18:55 > 0:19:00six-hour intended debate on defence which is sponsored by my right

0:19:00 > 0:19:04honourable friend the Member for Gedling. It is Christmas and I think

0:19:04 > 0:19:11we should add to the extended list we had from the shadow leader. A

0:19:11 > 0:19:16time for forgiveness I think really at Christmas so let's extend a warm

0:19:16 > 0:19:37and Merry Christmas to ipsa.Study on! -- Steady on!They are the

0:19:37 > 0:19:42founders of our feast so let's extend a Merry Christmas to them and

0:19:42 > 0:19:47could I extend an invitation to you, Mr Speaker, and the Leader of the

0:19:47 > 0:19:51House between June and September, Gateshead and Newcastle will be

0:19:51 > 0:19:54hosting the great exhibition of the north and I would be delighted to

0:19:54 > 0:20:05invite you both to visit during that period.Thank you. Mr Speaker, I'm

0:20:05 > 0:20:09sure you and I would be delighted to do that. I've really enjoyed

0:20:09 > 0:20:13previous trips in particular to Gateshead, it's a fabulous vibrant

0:20:13 > 0:20:19place with fabulous views, tall buildings and enormous roof state

0:20:19 > 0:20:23views, fabulous, so I will certainly take the honourable gentleman up on

0:20:23 > 0:20:27that. His right to raise an important debate on the 11th of

0:20:27 > 0:20:32January on defence, which will give many members the chance to air their

0:20:32 > 0:20:37views. I would also like to share in his merry wishes to ipsa and may

0:20:37 > 0:20:46they have a successful and happy 2018.It's increasingly clear that

0:20:46 > 0:20:50the health and social Claire needs of rural communities diverged very

0:20:50 > 0:20:56significantly from those in urban communities -- social care,

0:20:56 > 0:20:58therefore I wondered if the Leader of the House would welcome the

0:20:58 > 0:21:01creation of the National Centre for global health and care and the

0:21:01 > 0:21:06appointment of Richard Parish who has vast international and local

0:21:06 > 0:21:12experience. Could we therefore perhaps have a debate in Government

0:21:12 > 0:21:15time on the unique pressures that rural health and social care

0:21:15 > 0:21:19provided in recognition of the changes we need in funding and

0:21:19 > 0:21:26structure?My honourable friend is right to raise this important issue.

0:21:26 > 0:21:31Rural areas face unique pressures. Challenges raised aloft and around

0:21:31 > 0:21:35barriers to access including rural transport and urgent and emergency

0:21:35 > 0:21:40care. She will be aware dwellers in rural areas often enjoy better

0:21:40 > 0:21:44health than urban areas and she may wish to apply for an adjournment

0:21:44 > 0:21:50debate to debate this very important matter further.

0:21:50 > 0:21:54Members across the House would have been horrified to have seen the

0:21:54 > 0:21:58extent of the amount of plastic in our seas after watching Blue Planet

0:21:58 > 0:22:02this year. Will the leader of the House and you Mr Speaker make it

0:22:02 > 0:22:07your New Years resolutions to make Parliament plastic-free in 2018?

0:22:10 > 0:22:15Well I agree with the honourable lady. I was glued to blue planet and

0:22:15 > 0:22:18the issues it raised. I was delighted as Environment Secretary

0:22:18 > 0:22:22myself to have been able to announce the latest strategy looking at how

0:22:22 > 0:22:27we can reduce the plastics in our seas. The current Environment

0:22:27 > 0:22:32Secretary has just now signed the commitment to banning microbeads

0:22:32 > 0:22:36from face washes and other products. This Government has done more than

0:22:36 > 0:22:41any other to try and clamp down on waste plastics getting into our

0:22:41 > 0:22:47marine areas and we will continue to do everything possible.

0:22:51 > 0:22:57One of the farcical stories of new mark 2017 has been Network Rail's

0:22:57 > 0:23:02failure to man the barriers at the station. It is a good job that Santa

0:23:02 > 0:23:05will arrive through the air on a slay because otherwise he may not be

0:23:05 > 0:23:10able to get into the town. The latest instalment was the operatives

0:23:10 > 0:23:14failed to recognise the barriers should be closed from 10pm,

0:23:14 > 0:23:19overnight and misread it as 10am, closing the entire town off for

0:23:19 > 0:23:23Saturday shopping at Christmas. Could the Leader of the House pick

0:23:23 > 0:23:27up the phone to the chief executive of Network Rail and give him a good

0:23:27 > 0:23:35telling off?As ever, my friend represents his constituents

0:23:35 > 0:23:39extremely well. He may want to have an adjournment debate to raise this

0:23:39 > 0:23:45issue.Happy St Thomas' day, Mr Speaker, to be precise. I just want

0:23:45 > 0:23:49to ask, I am delighted that the leader of the House has said we are

0:23:49 > 0:23:52moving the day for an R and R because it is better the whole House

0:23:52 > 0:23:56should come to a proper decision. Can I just suggest to Hertha when we

0:23:56 > 0:24:02have on the 15th January, I found time... I am helping her. The second

0:24:02 > 0:24:06read of the space industry bill took less than two hours in the House of

0:24:06 > 0:24:09Lords. I don't see why it should take any more time here and we could

0:24:09 > 0:24:15use the rest of the day then to do R and R and come to a proper decision.

0:24:15 > 0:24:19Ipsa have said if all members next year want staff to be paid before

0:24:19 > 0:24:24Christmas, if we all say aye today, then they will all do it properly

0:24:24 > 0:24:27next year. Well, I am very grateful, as I am

0:24:27 > 0:24:32sure is the Chief Whip and the opposition Chief Whip on his advice

0:24:32 > 0:24:37to how to schedule the business. He'll appreciate that the space bill

0:24:37 > 0:24:40is an important piece of legislation that is going to create jobs for the

0:24:40 > 0:24:44future. Highly skilled, huge opportunity for the United Kingdom

0:24:44 > 0:24:50and it needs to be given a proper hearing in this place.

0:27:28 > 0:27:33what more we can do. We have £20 million on schemes supporting people

0:27:33 > 0:27:39who homeless or at risk in order to get them secure tenancies and £28

0:27:39 > 0:27:42million for backing first pilots. It is vital local authorities do take

0:27:42 > 0:27:47advantage of the funding that is available to them and that we all

0:27:47 > 0:27:50focus on tackling homelessness and rough sleeping.

0:32:13 > 0:32:19the use of plastic bags by 83%, means there are nine billion fewer

0:32:25 > 0:32:29try and discourage litter on land which so often ends up in our seas.

0:32:29 > 0:32:35And we have just finished consulting on proposals to reduce metal,

0:32:35 > 0:32:40plastic and glass litter and reward and return schemes for drinks

0:32:40 > 0:32:43containers. All these things are important. I encourage his
