0:00:10 > 0:00:18question, Valerie Baz.Could be Minister please give the ministers
0:00:18 > 0:00:24of the house -- business of the house to the house please.Paul
0:00:24 > 0:00:29Maynard.I am sure as eagle eyed member of the house will notice, I
0:00:29 > 0:00:37am not the leader of the house, my right honourable friend is attending
0:00:37 > 0:00:47Sandringham and sent her apologies as I stand in her place. The
0:00:47 > 0:00:54business will include the following, we will have the second reading of
0:00:54 > 0:00:58the space industry bill. On Tuesday the 16th of January we will have
0:00:58 > 0:01:03remaining exchanges of the European Union withdraw build day one.
0:01:03 > 0:01:06Followed on Wednesday the 17th of January by the conclusion of the
0:01:06 > 0:01:10remaining stages of the European withdrawal bill. On Thursday the
0:01:10 > 0:01:1718th of January we will have two debates recommended by the backbench
0:01:17 > 0:01:23business committee, the motion on the treatment of SME's followed by a
0:01:23 > 0:01:26general debate on Holocaust Memorial Day 2018. This will be followed on
0:01:26 > 0:01:34Friday the 19th of January where we will debate private members bills.
0:01:34 > 0:01:39Provisional will include the falling on Monday the 22nd we will have the
0:01:39 > 0:01:45second reading of the financial claim Bill, on Tuesday the 23rd we
0:01:45 > 0:01:53will have nuclear safeguards Bill 's consideration telecommunications
0:01:53 > 0:01:57infrastructure relief from nondomestic rates bill. On Wednesday
0:01:57 > 0:02:00the 24th we will have built its allotted opposition day and there
0:02:00 > 0:02:04will be a debate on an opposition motion with the subject to be
0:02:04 > 0:02:09announced. On Thursday the 25th of January there will be a debate on a
0:02:09 > 0:02:12motion on joint enterprise followed by a general debate on the
0:02:12 > 0:02:18prescription both debates determined once again by the backbench business
0:02:18 > 0:02:21community. On the half-full of the leader of the house I am sure I wish
0:02:21 > 0:02:27all members to wish the member of Northampton North congratulations on
0:02:27 > 0:02:30being promoted from deputy leader to the new rule where I am sure his
0:02:30 > 0:02:40urbane approach will suit him. And Mr Speaker may I also welcome back
0:02:40 > 0:02:45all members from what I hoped was a restful and peaceful Christmas and
0:02:45 > 0:02:49New Year break. I very much hope the appreciated the house 's efforts in
0:02:49 > 0:03:01restarting the bells and Big Ben for New Year. I hope we all have an
0:03:01 > 0:03:04interesting and exciting 2018 but not too exciting because we don't
0:03:04 > 0:03:16like too much excitement and politics do we?I am excited
0:03:16 > 0:03:19already, can I thank the Minister for turning up and taking business
0:03:19 > 0:03:31questions and setting out government, he has now been
0:03:31 > 0:03:37promoted, maybe he is replaceable Mr Speaker? We thank him for all his
0:03:37 > 0:03:41work. My first question is could muster please confirm if there will
0:03:41 > 0:03:46be a deputy leader of the house and following your suggestion to the
0:03:46 > 0:03:51Treasury bench yesterday Mr Speaker could the list of responsibilities
0:03:51 > 0:03:55be updated as soon as possible? Mr Speaker I am not sure if Bananarama
0:03:55 > 0:03:59was on the playlist of the Prime Minister but I don't know if you
0:03:59 > 0:04:05recall the song it ain't what you do it's the way that you do it. That is
0:04:05 > 0:04:08what gets results. But with the reshuffle it was the same old same
0:04:08 > 0:04:14old, same old people, new titles, all of the responsibilities in their
0:04:14 > 0:04:18departmental portfolios. So should be Minister please ensure with the
0:04:18 > 0:04:23changes of titles there is no further cost to the public purse. It
0:04:23 > 0:04:27seems men can say no and the Prime Minister goes all right but when a
0:04:27 > 0:04:33woman says no she is sacked. To paraphrase the Prime Minister, there
0:04:33 > 0:04:37really are boys jobs and girls jobs. We will wait to see what the fallout
0:04:37 > 0:04:43is. It seems the government is following what the opposition is
0:04:43 > 0:04:48doing because the opposition already have in the Shadow Cabinet at Shadow
0:04:48 > 0:04:53Cabinet level and Minister for Housing and social care. Now it is
0:04:53 > 0:04:58policy the government is announcing no vote on fox hunting, while
0:04:58 > 0:05:05animals in circuses. That was put through September 2014 and the
0:05:05 > 0:05:08government have done nothing, and now they say they will introducing
0:05:08 > 0:05:12legislation so could the Minister confirm it will not be another four
0:05:12 > 0:05:15years before we get legislation to ban wild animals in circuses. It
0:05:15 > 0:05:21seems the government has gone from hunting and was to hugging animals.
0:05:21 > 0:05:24The Secretary of State for Transport is missing, missing on the day that
0:05:24 > 0:05:29the rail fares for increased by 3.4%, the highest increase in five
0:05:29 > 0:05:38years. Missing the opportunity to explain to the house why, when the
0:05:38 > 0:05:40passenger focused survey which found 91% of people are satisfied with
0:05:40 > 0:05:44East Coast mainline which returned £1 billion to the Treasury the
0:05:44 > 0:05:50government sells it. No explanation why the franchises terminated. Could
0:05:50 > 0:05:54we have a statement, he was years yesterday at opposite the as to the
0:05:54 > 0:06:00cost not only the projective prospect profits but the full cost
0:06:00 > 0:06:05of the bailout? Yet again the government did not vote in favour of
0:06:05 > 0:06:10our motion or oppose it or amend it. There is a fatal flaw in the
0:06:10 > 0:06:14government arguments. They say they plan for the winter so the shadow
0:06:14 > 0:06:18set to the was right when he said it is preventable and predictable. The
0:06:18 > 0:06:22evidence is clear on the NHS, the evidence is clear of cancelled
0:06:22 > 0:06:27operations and people waiting on trolleys. My friend and constituent
0:06:27 > 0:06:30was discharged from New Cross Hospital on the 15th of December and
0:06:30 > 0:06:36I spoke to him. On the 2nd of January he had a huge heart attack
0:06:36 > 0:06:40and was dead. The Secretary of State has to take responsibility and be
0:06:40 > 0:06:45accountable. Could the Minister say why then if there are no concerns on
0:06:45 > 0:06:50the behalf of the government why have the Care Quality Commission
0:06:50 > 0:06:53decided to suspend routine inspections because of as they see
0:06:53 > 0:06:58winter pressures? Did the government plan for that? Could we have a
0:06:58 > 0:07:00statement on today's announcement by NHS providers that they cannot
0:07:00 > 0:07:06deliver as set out under the NHS Constitution are safe and decent
0:07:06 > 0:07:09standard of patient care? It is about accountability and
0:07:09 > 0:07:14responsibility. The deputy shadow leader of the house, we do have a
0:07:14 > 0:07:17deputy shadow leader of the house has written an excellent article
0:07:17 > 0:07:21about accountability in the health service Journal. You will recall
0:07:21 > 0:07:25what Nye Bevan said, if a bedpan dropped you would hear it in
0:07:25 > 0:07:30Whitehall. We say it's the other way around, what happens in Whitehall
0:07:30 > 0:07:33should be Howard Adil local level. It's accountability which is most
0:07:33 > 0:07:37important. But it seems they do not get contracts they are sued and get
0:07:37 > 0:07:41paid out public money. If they cannot fulfil a public contract the
0:07:41 > 0:07:47build out by public are paying for this. I don't know if you have seen
0:07:47 > 0:07:52but there is announcement of enquiry so the Minister please tell the
0:07:52 > 0:07:55house what the government position is on the enquiry which has been
0:07:55 > 0:07:59announced by the commissioner for public appointments into the
0:07:59 > 0:08:02government 's failure to followed due diligence in the appointments to
0:08:02 > 0:08:09the office of students? Why had the Minister not done the appropriate
0:08:09 > 0:08:14checks? And finally Mr Speaker as we celebrate the anniversary of the 100
0:08:14 > 0:08:18years of women being able to vote I hope this year we can celebrate that
0:08:18 > 0:08:22whether you are called carry our whether you're called John you will
0:08:22 > 0:08:30be paid equally for equal work wherever you work. Can I agree with
0:08:30 > 0:08:32the Minister, welcome back everyone and to wish everyone a very happy
0:08:32 > 0:08:41New Year.I hope she retains her sense of excitement throughout the
0:08:41 > 0:08:47forthcoming exchanges. I am disappointed I think that she wants
0:08:47 > 0:08:52me to be replaced so quickly in this new role. But nonetheless I will do
0:08:52 > 0:08:57my best in the short time I have available. She rightly raises the
0:08:57 > 0:09:01importance of winter planning in the NHS and I am sure she will have read
0:09:01 > 0:09:04carefully and listened carefully to the debate yesterday afternoon and
0:09:04 > 0:09:07the words of the Prime Minister where it was made clear she has
0:09:07 > 0:09:11apologised to those who have seen operations cancelled. 437 million
0:09:11 > 0:09:18winter funding this year and NHS providers have been clear that the
0:09:18 > 0:09:23NHS has not been better prepared for winter than ever before. I think
0:09:23 > 0:09:26part of appropriate planning for winter is making sure patients don't
0:09:26 > 0:09:33find out on the day that their operation is being cancelled. I
0:09:33 > 0:09:36welcome her comments on many of the environmental policies this
0:09:36 > 0:09:40government is adopting. I think it is right we are having a 25 year
0:09:40 > 0:09:44plan for the environment and many across the house will be interested
0:09:44 > 0:09:48to see what that will involved and I hope to welcome the Prime Minister's
0:09:48 > 0:09:55announcement today of the extension to the plastic bag charge,
0:09:55 > 0:09:59contributing 95 million to good causes across the country. I think
0:09:59 > 0:10:03it's right we expand that to smaller enterprises because I am sure they
0:10:03 > 0:10:08will also be keen to participate. She also makes a point about one of
0:10:08 > 0:10:13our previous areas of expertise, the issue of rail fares. I'm surprised
0:10:13 > 0:10:17that she wants a statement so soon there was a opposition day debate
0:10:17 > 0:10:21yesterday where many of these issues were referred to. To me the
0:10:21 > 0:10:26challenge I think is clear to the party opposite, as they will be
0:10:26 > 0:10:31aware of the Secretary of State is clear she aspires, one of the
0:10:31 > 0:10:35biggest obstacles is on her own side, I would love to be a fly on
0:10:35 > 0:10:40the wall to the ACE Labour Party to persuade the RMT trying to drop
0:10:40 > 0:10:45their excessive wage demands. That is a conversation I would love to
0:10:45 > 0:10:50see. As a child of the 80s I have very fond memories of Bananarama and
0:10:50 > 0:10:57many hits that maybe she might recall the comic relief guys because
0:10:57 > 0:11:02that was more the tone of what she had to say with her comments on the
0:11:02 > 0:11:07reshuffle. I find it bizarre that anyone on the opposition benches has
0:11:07 > 0:11:12the temerity to criticise a reshuffle. I remember a time in the
0:11:12 > 0:11:16not so distant past when opposition reshuffles came along as often as a
0:11:16 > 0:11:22London bus. It was almost a random number generator. The competition
0:11:22 > 0:11:25for the front pitch was as random and unpredictable as the national
0:11:25 > 0:11:30lottery. She may regard herself a bonus ball in any reshuffle but I
0:11:30 > 0:11:35think what we have seen today with a range of new ministers on the front
0:11:35 > 0:11:39bench shows how our government now resembles increasingly the nation we
0:11:39 > 0:11:45are seeking to serve and I think we are seeing a front bench which has a
0:11:45 > 0:11:48range of new talent coming through. At least when we do a reshuffle we
0:11:48 > 0:11:53make positive progress. Thank you for your comments today.
0:12:03 > 0:12:06THE SPEAKER: I know that the honourable gentleman from the front
0:12:06 > 0:12:15bench will respond in similar vein. Will my honourable friend find a
0:12:15 > 0:12:19time for debate on employment agencies and temporary workers, in
0:12:19 > 0:12:24particular. Before becoming an MP I was in the recruitment business for
0:12:24 > 0:12:30many years. I am horrified with how it is being flouted by HMRC and the
0:12:30 > 0:12:35workers themselves.I know I can not go far without the honourable
0:12:35 > 0:12:40gentleman pursuing him to the dispatch box. It is noted across the
0:12:40 > 0:12:46House. As we know we will review employment practises across the
0:12:46 > 0:12:51country. Reviewing those responses to that consultation. I am sure he
0:12:51 > 0:12:55will join me in looking forward to seeing what views they come out with
0:12:55 > 0:13:00at the end of that process.Could I wish you and all the staff of the
0:13:00 > 0:13:04House a very happy New Year. I thank the honourable gentleman for
0:13:04 > 0:13:08announcing the business for next week. By the overwhelming success of
0:13:08 > 0:13:12this Cabinet reshuffle, I thought I had missed the announcement from the
0:13:12 > 0:13:16deputy leader of the House. There wasn't one made. We are grateful to
0:13:16 > 0:13:21the honourable gentleman for filling in. He may dazzle us enough to be
0:13:21 > 0:13:25given this job permanently. Who wouldn't jump enough at the end of
0:13:25 > 0:13:31the debates and relieved the leader of the House... I am glad to see she
0:13:31 > 0:13:39retained her place. In the words of banana ram ma it has not been a
0:13:39 > 0:13:50cruel sum summer, but a hard winter. Never before has a Cabinet reshuffle
0:13:50 > 0:13:53diminished the authority of a Prime Minister in quite a way this one
0:13:53 > 0:14:00has. Quite an outstanding feat, even for this Government. The repel bill
0:14:00 > 0:14:10comes back next week and there is disappointment in Scotland. The
0:14:10 > 0:14:14Secretary of State, his failure to deliver has even disappointed and
0:14:14 > 0:14:19frustrated his own Scottish Conservative colleagues.. Would be
0:14:19 > 0:14:23unacceptable is for these amendments and issues to be considered in an
0:14:23 > 0:14:28unelected House of Lords. The nation's aristocrats, church of
0:14:28 > 0:14:34England Bishops and party donors and cronies will have more say on
0:14:34 > 0:14:36critical issues than directly elected Members of Parliament from
0:14:36 > 0:14:43Scotland. What democracy could this be? It is a big test for my friends
0:14:43 > 0:14:51in the Scottish Conservative Party. They know, they cannot possibly vote
0:14:51 > 0:14:58for this knowing its flaws w the hope it may be fixed for them. There
0:14:58 > 0:15:03is all this blind loyalty - is it really, really worth it? For all the
0:15:03 > 0:15:10commitment to the lobby. Not one of them was thought to be sufficient
0:15:10 > 0:15:13quality to be promoted... THE SPEAKER: Immensely grateful to
0:15:13 > 0:15:18the honourable gentleman. I know he's completed his contribution. We
0:15:18 > 0:15:24are deeply obliged to him. I am grateful to his ingenious word
0:15:24 > 0:15:31play. Playing a game of bingo with his opponents in the chamber. The
0:15:31 > 0:15:38success of my colleagues from Scotland by unhow often he refers to
0:15:38 > 0:15:44them. With the concern over the EU bill.
0:15:44 > 0:15:49He would have heard yesterday that negotiations are intensifying in
0:15:49 > 0:15:53getting that clause right. When we have agreed, it will appear on the
0:15:53 > 0:15:59order paper. Maybe he can use his immense influence in Edinburgh to
0:15:59 > 0:16:03help ensure those negotiations go as speedily as possible. We are keen to
0:16:03 > 0:16:09get that amendment on the order paper. I hope he's just as keen.
0:16:09 > 0:16:16Help him to help us.The best way, as we know, to get a good deal out
0:16:16 > 0:16:20of the EU is make clear we are prepared for no deal. When we have
0:16:20 > 0:16:25the debate next week, will we have the minister for hard Brexit in the
0:16:25 > 0:16:28chamber, as we were promised during or after the reshuffle, so we can
0:16:28 > 0:16:36question him or her? If not, why not?Well, I am sure we will have a
0:16:36 > 0:16:40range of dedicated across a number of departments making a success to
0:16:40 > 0:16:44the leaders of the EU. I am sure it will be a lively debate next week. I
0:16:44 > 0:16:48look forward to all members making a full contribution to it.
0:16:48 > 0:16:52I am very grateful, Mr Speaker. Can I wish you and all members of the
0:16:52 > 0:16:56staff and members around the House a very happy and healthy 2018. Happy
0:16:56 > 0:17:03New Year, everyone. Mr Speaker, the Backbench Business Committee has
0:17:03 > 0:17:06received a very heavily subscribed application for a debate about the
0:17:06 > 0:17:12restoration and renewal of the palace of Westminster wesmt could
0:17:12 > 0:17:17the minister -- Westminster. Could the minister let us know if there
0:17:17 > 0:17:21will be a debate in Government time in the near future? As we thought
0:17:21 > 0:17:26they would, as that would be preferable to using backbench
0:17:26 > 0:17:29committee time, which is under heavy application from members. You may
0:17:29 > 0:17:33remember just before Christmas and now that the festivities are over, I
0:17:33 > 0:17:39did invite yourself and the leader of the House to visit Newcastle and
0:17:39 > 0:17:45Gateshead for the Great Exhibition of the North running through to
0:17:45 > 0:17:50September, which will culminate in the Great North Run. Can I review
0:17:50 > 0:17:54that invitation. Please do come and visit us for the Great Exhibition of
0:17:54 > 0:18:01the North. It will be the North at its best.It is my first chance to
0:18:01 > 0:18:04say thank you for all the work he does. It is an important part of the
0:18:04 > 0:18:11House. He mentions the RNR debate. We are keen as a Government to hear
0:18:11 > 0:18:14all the views, of all of those on all sides, on what their views are
0:18:14 > 0:18:19on this issue. We are working hard to get the right date in the
0:18:19 > 0:18:25parliamentary calendar to make sure that as many members can take part
0:18:25 > 0:18:30as possible. That should not stop the need to have a wider debate. We
0:18:30 > 0:18:34will secure that date as soon as possible, I hope. I hear his kind
0:18:34 > 0:18:42invitation. As he spent many days in Durham up to the New Year. I enjoyed
0:18:42 > 0:18:47my time in Gateshead. I have been to see it. I was much impressed. Thank
0:18:47 > 0:18:53you.I wonder whether a debate on rural bus transport could be
0:18:53 > 0:18:58organised? My residents in the village of Tiverton have had their
0:18:58 > 0:19:02bus service cancelled. They have a once a week bus service. This means
0:19:02 > 0:19:06they cannot access the pharmacy, collect their pensions from the
0:19:06 > 0:19:11local village and I also have problems with increasing journey
0:19:11 > 0:19:17times. I know what a beautiful range of
0:19:17 > 0:19:21villages she represents. It is vitally important they have good bus
0:19:21 > 0:19:29connections. I would urge her to make use on Thursday of the
0:19:29 > 0:19:36ministerial questions and put the questions to the team.Yesterday
0:19:36 > 0:19:42Rose The mother of Gordon Gentle, one of the first soldiers to die in
0:19:42 > 0:19:47the Iraq war, expressed her regret at the statement by Government that
0:19:47 > 0:19:52seems to absolve Parliament from the conclusions of the Chilcot report.
0:19:52 > 0:19:59And we need, as she called, an act of apology from this House and this
0:19:59 > 0:20:05Parliament, it wasn't one man, it was the opposition, it was three
0:20:05 > 0:20:09committees, who were leaders for that worst mistake we have made this
0:20:09 > 0:20:15century. Wouldn't a suitable act of apology be followed by the reading
0:20:15 > 0:20:24of the names of 179 soldiers that we sent to their deaths?I know you
0:20:24 > 0:20:28have been a consistent campaigner on this issue for many years. I will
0:20:28 > 0:20:32make sure I pass his comments on to the leader of the House, who I am
0:20:32 > 0:20:37sure will do her best to get him a suitable response to that point.
0:20:37 > 0:20:42Thank you very much. Could we please have a debate in Government time
0:20:42 > 0:20:49over the failure of consultation in major infrastructure projects.
0:20:49 > 0:20:59Junction 25 on the 25 is a artery route. They have to check priority
0:20:59 > 0:21:04in local Government. Could we have a debate on that?I recognise he has a
0:21:04 > 0:21:10long-running concern over these issues. I would urge him to apply
0:21:10 > 0:21:14for an adjournment or Westminster debate. Get the minute stallal
0:21:14 > 0:21:21response to which I believe he's genuinely entitled.The national
0:21:21 > 0:21:26with Westminster bank is 73% public owned. It is closing its branch in
0:21:26 > 0:21:31Port crawl, where millions roll into it from the businesses across the
0:21:31 > 0:21:37town and the large number of retirees who live in the town. Is it
0:21:37 > 0:21:43not time that those banks which are publicly owned, bailed out the
0:21:43 > 0:21:47public should have a social responsibility clause to enable them
0:21:47 > 0:21:50to continue so, they cannot close without the permission of the
0:21:50 > 0:21:56community in which they serve?I recognise her concerns over banking
0:21:56 > 0:21:59in her local community are widely shared across the House on both
0:21:59 > 0:22:11sides. I recognise that at a time when changes she will know she will
0:22:11 > 0:22:16have an opportunity today at Westminster Hall, 3pm, to have a
0:22:16 > 0:22:21debate on the role of bank in the community. I am sure she will make
0:22:21 > 0:22:25her voice heard there. My honourable friend was an excellent rail
0:22:25 > 0:22:29minister until earlier this week. I don't know if he was in the habit of
0:22:29 > 0:22:33buying the Daily Mail when he travelled on Virgin Trains, buff he
0:22:33 > 0:22:38will know that they have taken action and they have in effect
0:22:38 > 0:22:46banned customers from buying this. Could we have a debate about this
0:22:46 > 0:22:55rather unacceptable act by Virgin?I think many observe what may be a
0:22:55 > 0:22:58matter for a particular company, as a commuter on that particular line,
0:22:58 > 0:23:05I hope that the Government minister, into their own corporate values.
0:23:05 > 0:23:11Getting home might become quite difficult as a consequence.
0:23:11 > 0:23:16Thank you, Mr Speaker. This UK Government has finally got around to
0:23:16 > 0:23:20launching its 25-year plan and catching up with the Welsh Labour
0:23:20 > 0:23:27Government on the plastic bag levy, just six years later. But this plan
0:23:27 > 0:23:32lacks substance, is full of weak proposals and no laws. It is not
0:23:32 > 0:23:36innovative, not radical and is a cheap attempt by this Prime Minister
0:23:36 > 0:23:40at re-branding the Tories with green wash. Will the Government commit to
0:23:40 > 0:23:44making a statement on this plan in this House to allow for proper
0:23:44 > 0:23:52scrutiny?I am disapointsed she's a little churl lish over what we are
0:23:52 > 0:23:56seeking to do. There are some issues across the House we can unite and do
0:23:56 > 0:24:00what is right for the future generations. I would caution her to
0:24:00 > 0:24:04wait to learn more information as to what is decided. I am sure it will
0:24:04 > 0:24:07be discussed at length across the House in the forthcoming business.
0:24:07 > 0:24:12And she will learn more today, I hope, more in the future as well.
0:24:12 > 0:24:21Thank you, Mr Speaker. Earlier this week a cable brought local services
0:24:21 > 0:24:26to services of the a halt. Could we have a debate on the effect of crime
0:24:26 > 0:24:30on rail services? And contingency planning for the disruption it
0:24:30 > 0:24:39causes?Back into my former pastures, which I to avoid whenever
0:24:39 > 0:24:45possible. I would urge him to apply for an adjournment debate. Getting
0:24:45 > 0:24:51rail services right when they break down at short notice is a difficult
0:24:51 > 0:24:55thing to perfect. There are powers over disruption and I am sure he can
0:24:55 > 0:25:01take that up with the RR to see what redress can be achieved.
0:25:01 > 0:25:06Many of the NHS Trusts in Yorkshire are currently considering proposals
0:25:06 > 0:25:16to transfer NHS staff over to companies. . Can we have a debate on
0:25:16 > 0:25:28this in Government time?Well, I recognise many honourable ... To
0:25:28 > 0:25:31bring care providers together in local areas and make it more
0:25:31 > 0:25:36effective. Want to ensure better community provision so fewer people
0:25:36 > 0:25:41do have to attend hospital. That way we make sure all our NHS resources
0:25:41 > 0:25:44are best deployed in the communities.
0:25:44 > 0:25:49Back to railways. He knows that the Secretary of State
0:25:49 > 0:25:53for Transport is keen to open some of the closed railway lines around
0:25:53 > 0:25:58the country. As he was himself when he was a minister. Is it possible to
0:25:58 > 0:26:03get an early statement about where those lines may be. Many people are
0:26:03 > 0:26:09keen to open a line which will enable them to visit Skipton, Leeds
0:26:09 > 0:26:12and other such great places and that the people of Yorkshire may be able
0:26:12 > 0:26:17to visit the people of Lancashire, to see what great hospitality we
0:26:17 > 0:26:24have in store for them.
0:26:24 > 0:26:29I think it's important to stress to all honourable members that the best
0:26:29 > 0:26:33vehicle to seek to promote your local and size partnership and your
0:26:33 > 0:26:37local councils and whether its economic growth opportunity and
0:26:37 > 0:26:40housing opportunity the government will look favourably on those
0:26:40 > 0:26:44schemes. More information will be released in due course in how to go
0:26:44 > 0:26:50about promoting these opportunities. A number of my constituents have
0:26:50 > 0:26:57contacted me over the leasehold scandal and the government needs to
0:26:57 > 0:27:00do something about it, what about those already caught? Can we have a
0:27:00 > 0:27:05debate to hear what the government intends to do for those already
0:27:05 > 0:27:10affected by it?We have already committed to making progress, you'll
0:27:10 > 0:27:14heard what the Prime Minister has said about these concerns, I am sure
0:27:14 > 0:27:20there will be an opportunity to secure debate in either Westminster
0:27:20 > 0:27:27hall or elsewhere to raise these important points.Could we have a
0:27:27 > 0:27:31statement on the hospital in Oxford as that seems to be the only way of
0:27:31 > 0:27:35showing that no changes to chemotherapy treatment have been
0:27:35 > 0:27:41made in hospital at all.Has been a degree of confusion over what is
0:27:41 > 0:27:46happening at the Churchill trust. I know the member for Banbury was
0:27:46 > 0:27:49clear yesterday that it is important that no one undergoing cancer
0:27:49 > 0:27:52treatment at the Churchill Hospital should in any way doubt about their
0:27:52 > 0:27:56treatment would not be continuing. I welcome any opportunity to make
0:27:56 > 0:28:04clear what the situation is.Can we please have a statement on the
0:28:04 > 0:28:07record is the government holds of former Ministry of Defence civil
0:28:07 > 0:28:10servants who served overseas and in particular how these individuals
0:28:10 > 0:28:15should proceed to access their service records? A constituent of
0:28:15 > 0:28:19mine taught in British motorist kills in Germany but has been told
0:28:19 > 0:28:25that no records exists falling and access request to the Ministry of
0:28:25 > 0:28:28Defence. When I wrote to the Ministry of Defence on their behalf
0:28:28 > 0:28:32the advice I was given that he should submit yet another subject
0:28:32 > 0:28:37access request even though he had already done so twice. My
0:28:37 > 0:28:41constituents requires this proof of servers saw his grandchildren may
0:28:41 > 0:28:48get British passports. Clear guidance is needed urgent.I know
0:28:48 > 0:28:54the leader of the house is listed US in following up issues and I'm sure
0:28:54 > 0:28:58she will pick this one up and deal with it through MOD to try to seek
0:28:58 > 0:29:08further clarification. Can we have an urgent statement on the fact that
0:29:08 > 0:29:10despite government guidelines hospital car parking charges for
0:29:10 > 0:29:16most people have increased by 47% and 50% of hospitals charge disabled
0:29:16 > 0:29:21people to park. I don't know if my honourable friend saw the campaign
0:29:21 > 0:29:24over Christmas which showed how patients are suffering because of
0:29:24 > 0:29:28high hospital car parking costs. Can you write to the Health Secretary
0:29:28 > 0:29:36and get an urgent statement?I know my honourable friend has been a
0:29:36 > 0:29:39long-term campaigner over this issue. He raises an important issue
0:29:39 > 0:29:43that I am sure will be discussed in more detail at the next set of
0:29:43 > 0:29:48questions when they are due but he is welcome to seek to secure a
0:29:48 > 0:29:52Westminster hall debate for an important issue for many on both
0:29:52 > 0:29:58sides of the chamber.While conducting a survey on bus services
0:29:58 > 0:30:02in my constituency of Barnsley East I heard time and again the needs of
0:30:02 > 0:30:06residents are being ignored by bus companies who prioritise profits or
0:30:06 > 0:30:10passengers. Can we have a debate on allowing local authorities to
0:30:10 > 0:30:14operate bus companies to ensure they are run in the interest of local
0:30:14 > 0:30:22people.I'm sure she will be aware we recently passed the bus services
0:30:22 > 0:30:27act to allow greater opportunities to local councils to decide how they
0:30:27 > 0:30:30deploy their bus services. Transport questions is the perfect opportunity
0:30:30 > 0:30:34to raise that question in the chamber to a minister who will know
0:30:34 > 0:30:42better answer than I.Can we have a debate on how this government is
0:30:42 > 0:30:45supporting growth deals? We have ambitious plans going forward but we
0:30:45 > 0:30:49need both governments to work together to deliver the best
0:30:49 > 0:30:53possible results. Does my honourable friend agree that comments this week
0:30:53 > 0:30:58from the SNP that they may go it alone with some deals would actually
0:30:58 > 0:31:02be counter-productive and deliver far less to our area than a joint
0:31:02 > 0:31:10growth deal with UK and Scottish governments?Further proof should I
0:31:10 > 0:31:13needed that the more noise I hear opposite the further proof I have we
0:31:13 > 0:31:18are doing the right thing. It is important that as a Westminster
0:31:18 > 0:31:21government we do all we can to support local growth in areas of
0:31:21 > 0:31:28Scotland. Will the Minister make sure the Foreign Secretary comes to
0:31:28 > 0:31:34the house to explain his policy on Bermuda?Last summer Bermuda was
0:31:34 > 0:31:38required to introduce same-sex marriage which it has now done. Six
0:31:38 > 0:31:42months later the Bermudan parliament is begging the Foreign Secretary to
0:31:42 > 0:31:47allow them to cancel same-sex marriage. This is a retrograde step,
0:31:47 > 0:31:50six couples who are already married would be unmarried which even this
0:31:50 > 0:31:57government must think is wrong? Can he make sure the Bermudan Parliament
0:31:57 > 0:32:08is told firmly no way we are sticking with same-sex marriage. At
0:32:08 > 0:32:14the moment, this is a moment I have long waited for, to face over the
0:32:14 > 0:32:22dispatch box. A very important point has been raised, I will make sure
0:32:22 > 0:32:26leaders of the house communicate to get the answer that is sought
0:32:26 > 0:32:32because it is an important point. In his previous role my honourable
0:32:32 > 0:32:35friend conducted a detailed consultation on disabled access at
0:32:35 > 0:32:40stations. And many of my constituents took the opportunity to
0:32:40 > 0:32:45ask for lifts to be installed. Could he therefore arrange for his
0:32:45 > 0:32:49successor to come to the house and make a statement on what is going to
0:32:49 > 0:32:52happen now on providing proper disabled access to our stations
0:32:52 > 0:32:59across the country. It's quite right to stress the importance of
0:32:59 > 0:33:02improving disabled access, he will be more than aware we have an
0:33:02 > 0:33:07ongoing consultation. I spent a very happy Christmas reading all the
0:33:07 > 0:33:13replies and I am aware of the interest, access of all is an
0:33:13 > 0:33:16important programme. I know the government is considering carefully
0:33:16 > 0:33:19how best to target it and there will be an announcement in due course as
0:33:19 > 0:33:26to how it will be responded to.Mr Speaker not everybody had a good New
0:33:26 > 0:33:31Year. Another four young men were killed and stabbed on New Year's Eve
0:33:31 > 0:33:35in London. Clearly our thoughts go out to the family and friends
0:33:35 > 0:33:41dealing with such tragic loss. What we need to know is when will the
0:33:41 > 0:33:46government serious violent strategy be published and can I urge the
0:33:46 > 0:33:51government to look at the root causes of youth violence as part of
0:33:51 > 0:33:55the strategy? We all share the shock at what occurred on New Year's Eve
0:33:55 > 0:33:59and the early hours of New Year 's morning, I was horrified when I saw
0:33:59 > 0:34:02the news the next day. She will be aware a lot of work has been going
0:34:02 > 0:34:06on on the heart of the Mayor of London, the image in them may have
0:34:06 > 0:34:10boots and the Home Office to make sure we look carefully at how we use
0:34:10 > 0:34:13stop and search powers. An important and powerful point is made and I
0:34:13 > 0:34:17make sure we get a suitable action to the date of publication as soon
0:34:17 > 0:34:25as we can.Privy Council business in Sandringham but the residents of
0:34:25 > 0:34:29Sandringham in Worsley have had to put up with derelict shops falling
0:34:29 > 0:34:35into rack and ruin over many years. Could we have a debate in government
0:34:35 > 0:34:38time on local authorities powers to deal with derelict buildings and
0:34:38 > 0:34:45bring them back into use whether as shops, commercial or housing.I can
0:34:45 > 0:34:49only applaud the dexterity, I know from my own experience that vacant
0:34:49 > 0:34:53houses can take a long, long councils for local councils to get
0:34:53 > 0:34:57ownership of so it's right, I would urge him to apply for a Westminster
0:34:57 > 0:35:12hall debate.Has the temporary shadow leader seen EDM 775 on
0:35:12 > 0:35:15airline charges for musical instruments I declare my interest as
0:35:15 > 0:35:18a member of the musicians union. Airlines are increasingly making
0:35:18 > 0:35:23life difficult for musicians with guitar sized and smaller musical
0:35:23 > 0:35:26instruments and is it not time for the government to have a debate
0:35:26 > 0:35:29about this or at least Colin the airlines to talk to them about
0:35:29 > 0:35:34setting up a code of conduct of some kind to make sure talented musicians
0:35:34 > 0:35:40are not appeared in this way?I know he has raised this before on a
0:35:40 > 0:35:44number of occasions. I am not yet at the stage of taking that broke back
0:35:44 > 0:35:48for bedtime reading. As you know we have transport questions on Thursday
0:35:48 > 0:35:52which is a perfect opportunity to speak to the new aviation minister
0:35:52 > 0:35:56to see what they have about what I know is an important issue
0:35:56 > 0:36:01particularly those with larger instruments can be a real challenge.
0:36:01 > 0:36:05I know the importance my honourable friend places on apprenticeships,
0:36:05 > 0:36:08could we have a debate on the importance of further education
0:36:08 > 0:36:12colleges such as Stafford and Newcastle College in Staffordshire
0:36:12 > 0:36:17on providing those high quality apprenticeships locally.Quite right
0:36:17 > 0:36:25to make sure we have all possible education avenues further education
0:36:25 > 0:36:29is really important I have a superb provider in my own constituency and
0:36:29 > 0:36:34I know he does as well so I hope, maybe reply to the backbench
0:36:34 > 0:36:39business committee so we can all have a say in that important matter.
0:36:39 > 0:36:45The report support services in my constituency has recognising motions
0:36:45 > 0:36:50at 31 so can we have a debate or statement on funding for volunteer
0:36:50 > 0:36:55support services to ensure they have the resources to empower women and
0:36:55 > 0:36:59defeat isolation?I know this is an issue the leader of the house
0:36:59 > 0:37:03attaches great importance to as does the Home Secretary. I am sure he
0:37:03 > 0:37:07will join me in praising the work of the local organisation. I would urge
0:37:07 > 0:37:11him to keep pressing for debate opportunities in the house to bring
0:37:11 > 0:37:15attention to what I know is an important issue for all honourable
0:37:15 > 0:37:21members across house.With the threat of a national supermarket
0:37:21 > 0:37:26chain looking to take over a highly influential high-street location the
0:37:26 > 0:37:30people in my constituency came together to find a building known as
0:37:30 > 0:37:33the corn exchange, 220 people invested in the project which
0:37:33 > 0:37:37completed at Christmas time and now offers three outstanding shops and
0:37:37 > 0:37:40flats for rent. This is a prime example of an ambitious community
0:37:40 > 0:37:44led project so could we have a debate on what more the government
0:37:44 > 0:37:50can do to encourage such outstanding community projects?I praise the
0:37:50 > 0:37:53project what they have achieved. I would direct all honourable members
0:37:53 > 0:38:01to look more closely at the committee ownership schemes. There
0:38:01 > 0:38:05is such a fertile ground for all community projects, plenty of
0:38:05 > 0:38:08opportunity out there to make sure we can do what we can in our local
0:38:08 > 0:38:16times.For some years I have been in correspondence with the chief
0:38:16 > 0:38:20executive of persimmons about houses which were built in my constituency
0:38:20 > 0:38:24and there are gardens slipping into the drain. I got no response until I
0:38:24 > 0:38:29threaten to raise it in Parliament but when I held that same chief
0:38:29 > 0:38:34executive was to receive £110 million as a bonus on the back of
0:38:34 > 0:38:39the government policy of right to buy which equates to about £3100 per
0:38:39 > 0:38:43house built, I wondered if the government think it's now time to
0:38:43 > 0:38:48have a debate in this house about corporate greed and corporate
0:38:48 > 0:38:54responsibility?She has raised an important issue in her constituency
0:38:54 > 0:38:58already in the chamber but I might urge it to go further and secure a
0:38:58 > 0:39:01debate in the general debate perhaps to raise the issue more thoroughly
0:39:01 > 0:39:08because it sounds as though it deserves it.Mr Speaker given the
0:39:08 > 0:39:11challenges the NHS services regularly faced during the winter
0:39:11 > 0:39:13period and the excellent cost effective contribution local GP
0:39:13 > 0:39:18services can make in easing a and E pressures in particular can we have
0:39:18 > 0:39:24an urgent debate on the support government can give to ensure the
0:39:24 > 0:39:28surgeries are fully equipped to give the required primary care?I think
0:39:28 > 0:39:32my honourable friend makes an important point about how we need to
0:39:32 > 0:39:38ensure we manage rising demand with 2.9 million more attendances at
0:39:38 > 0:39:41accident and emergency since 2010. We have a dynamically changing
0:39:41 > 0:39:45health care demand pattern out there. It's important we do all we
0:39:45 > 0:39:49can in our local communities to manage that demand better. GPs have
0:39:49 > 0:39:54a clear role to play in that and I hope things can be further looked at
0:39:54 > 0:40:01in this chamber.Closes tomorrow in the face of massive public
0:40:01 > 0:40:04opposition so when will the new employment Minister come to this
0:40:04 > 0:40:07house and offer us reassurances that no further job centres in Glasgow
0:40:07 > 0:40:17will be under threat?I hear what is said and I understand the concern,
0:40:17 > 0:40:21we are increasingly number of job centre plus staff in Scotland and
0:40:21 > 0:40:25across the country to provide support to those who need it most.
0:40:25 > 0:40:30There are smaller offices being merged into bigger sites. We have
0:40:30 > 0:40:33consulted the public in areas where people will have to travel more than
0:40:33 > 0:40:36three miles and more than 20 minutes. If he remains concerned
0:40:36 > 0:40:40about his own particular example in Glasgow I urge him to secure a
0:40:40 > 0:40:48debate on that issue to get more detailed answers.Woolly honourable
0:40:48 > 0:40:51gentleman agree with me the last seven years have seen excessive
0:40:51 > 0:40:56increase in air pollution, marine pollution, pollution of the
0:40:56 > 0:41:00countryside, isn't it about time we had an early debate that took real
0:41:00 > 0:41:03scrutiny on the record of this government and its environmental
0:41:03 > 0:41:04protection policies?
0:41:09 > 0:41:15A doughty attendee, at all Question Time 's. He has made some very
0:41:15 > 0:41:22important issues. We have a 25 environment plan, that is the
0:41:22 > 0:41:29obvious vehicle, he has rightly raise this concern.
0:41:30 > 0:41:37Martin Doherty queues. Clydebank will be celebrating the opening of
0:41:37 > 0:41:40their new headquarters, they will continue after 25 years offering
0:41:40 > 0:41:43support to those suffering from an seeking compensation from
0:41:43 > 0:41:47asbestos-related conditions, does Minister join me in congratulating
0:41:47 > 0:41:52him but also think it is time the government abated whether those
0:41:52 > 0:41:58living in England and Wales received the same compensation given by the
0:41:58 > 0:42:01Parliament of Holly Road and Scotland for those suffering from it
0:42:01 > 0:42:06over ten years ago.I very much support what he has got to say about
0:42:06 > 0:42:19it, and the support in his part of Scotland, I also hear his case. Most
0:42:19 > 0:42:26recent figures show 69% of new houses built in the north-west are
0:42:26 > 0:42:30unnecessarily sold as leasehold, leaving homeowners at the mercy of
0:42:30 > 0:42:36cowboy financiers, who by their freeholds in job lots in order to
0:42:36 > 0:42:40exploit them financially. He gave a poor answer to my honourable friend
0:42:40 > 0:42:45the member for Holton who asked about this earlier. -- buy. Can we
0:42:45 > 0:42:47have an urgent debate in government time about what this government will
0:42:47 > 0:42:54do now to help thousands of people including many of my constituents,
0:42:54 > 0:43:03subject to this appalling financial exploitation. On always disappointed
0:43:03 > 0:43:08by these concerns. The Prime Minister was clear yesterday,
0:43:08 > 0:43:13bringing forward changes to legislation. I suggest she urges a
0:43:13 > 0:43:17degree of patience, to make sure we get it right, and then we can
0:43:17 > 0:43:24discuss the proposals.Can I press the minister, when will there be a
0:43:24 > 0:43:29statement from the government on the PR launch by the Prime Minister on
0:43:29 > 0:43:35the 25 year plan for the environment, when will we see it?As
0:43:35 > 0:43:41the honourable lady for... If the honourable lady for Cardiff will let
0:43:41 > 0:43:46me have a chance to get my mouth in gear to say something. My voice box
0:43:46 > 0:43:49does not operate at the same speed as everybody else, please be
0:43:49 > 0:43:56patient. I'm sure you will agree with me, the secretary of State for
0:43:56 > 0:44:00Defra will be keen to make sure the house is fully aware of all we are
0:44:00 > 0:44:03seeking to do in terms of environmental plans and will not
0:44:03 > 0:44:08have to wait long to hear in this place for what we are seeking to do.
0:44:08 > 0:44:12Important announcements will be made today, I'm sure we will have a
0:44:12 > 0:44:20further opportunity to discuss in the days and weeks to come. The
0:44:20 > 0:44:24government's welcome review into fixed odds betting terminals will be
0:44:24 > 0:44:28a looking to change the stakes, many issues around policy without the
0:44:28 > 0:44:34need for primary legislation. We do not want this to be delayed any
0:44:34 > 0:44:36further but it does leave a democratic deficit, will the
0:44:36 > 0:44:42government allow for a debate in government time around this, so that
0:44:42 > 0:44:45we can sure that this crucial issue is properly debated.A number of
0:44:45 > 0:44:51debates in the house in this issue, it is an important one in my own
0:44:51 > 0:44:55constituency, as I know from my own casework, I would urge the
0:44:55 > 0:44:59honourable gentleman to make sure he is applying for all sorts of debate,
0:44:59 > 0:45:02so we can explore the issue further. Another announcement is coming in
0:45:02 > 0:45:06due course.
0:45:08 > 0:45:14We have seen a rise in mopeds related crime and knife crime,
0:45:14 > 0:45:18prosecution rates have flat line. Will the government provide time to
0:45:18 > 0:45:22debate this inability to provide justice to victims and families and
0:45:22 > 0:45:26when will the government improve its shabby track record?I'm sure you
0:45:26 > 0:45:35will recognise the volume of work undergone right now. To understand
0:45:35 > 0:45:41what the underlying causes are, that leads to increase have seen. It is
0:45:41 > 0:45:45quite right to press the government, I urge them to do so through the
0:45:45 > 0:45:49usual challenges.
0:45:53 > 0:45:57This week, the Cabinet Office confirmed to me the target
0:45:57 > 0:46:01turnaround time for response to members is 20 days and yet in
0:46:01 > 0:46:05letters I have sent, it took two months to get a letter from the
0:46:05 > 0:46:09Chancellor, I am now approaching 100 days and counting for a response
0:46:09 > 0:46:14from the Environment Secretary. And two months waiting for a response
0:46:14 > 0:46:18from the energy minister, can you outline what is going to be done to
0:46:18 > 0:46:21hold this new dynamic to account in terms of responding to the
0:46:21 > 0:46:26honourable members. The leader of the house takes this immensely
0:46:26 > 0:46:32seriously, as I did when I was a responding minister. They are
0:46:32 > 0:46:36monitored carefully, I would urge them to ensure that we chase this
0:46:36 > 0:46:44up. But I will make sure as leader of the house that we will always
0:46:44 > 0:46:49strive for continuous improvement. Can the Minister make time to debate
0:46:49 > 0:46:53the planned closure of the Unilever and Britvic plants in Norwich South,
0:46:53 > 0:46:59local people want the government ministers to take action, so far we
0:46:59 > 0:47:03have a Business Secretary refusing to come to the city and meet the
0:47:03 > 0:47:07workers, another Trade Minister who says he does not want to be
0:47:07 > 0:47:11involved, and another Business Minister who said that he actively
0:47:11 > 0:47:18wants to see the plant closed. Please, pull your finger out.I
0:47:18 > 0:47:23heard the point of order yesterday, this concerns many people Unilever
0:47:23 > 0:47:31employees will feel uncertainty. The government is disappointed that
0:47:31 > 0:47:34Unilever has closed the Norwich plant, we welcome the commitment to
0:47:34 > 0:47:38maintain most of the production in Norwich, we stand-by ready to help
0:47:38 > 0:47:49the workforce wherever we can, we need to work with Unilever to get
0:47:49 > 0:47:51further clarity. The automotive sector in this country is facing
0:47:51 > 0:47:57challenging times, no more than in my constituency, the Vauxhall car
0:47:57 > 0:48:01plant, another 250 redundancies were announced on top of 400 last
0:48:01 > 0:48:05October, can we have a debate as a matter of urgency about what are the
0:48:05 > 0:48:08practical steps the government can do to protect manufacturing jobs and
0:48:08 > 0:48:16protect the future of the car plant. You will not be surprised if here
0:48:16 > 0:48:20that I understand the importance of Vauxhall Lotus to the community, I
0:48:20 > 0:48:24was disappointed to hear of the job losses. The response has been put
0:48:24 > 0:48:28into action, the government is trying to in gauge with Vauxhall
0:48:28 > 0:48:32further, throughout the process, to do all we can to protect UK jobs and
0:48:32 > 0:48:39help those who are affected. -- trying to engage. We will make sure
0:48:39 > 0:48:44the leader of the house passes them on to me to debate. You may be aware
0:48:44 > 0:48:48of the concern that many parents have about skin gambling and looped
0:48:48 > 0:48:53boxes and worries in the video games sector of authorised third-party
0:48:53 > 0:48:58websites selling those items, turning young people into gamblers,
0:48:58 > 0:49:02and reports of young people losing a great deal of money very quickly.
0:49:02 > 0:49:05Can we have a debate in government time on how best to protect young
0:49:05 > 0:49:11people and safeguard successful and vibrant video game industry. He has
0:49:11 > 0:49:17raised an important example of how Internet element and technology can
0:49:17 > 0:49:20see new threats and dangers, we need to make sure we are fully prepared
0:49:20 > 0:49:25for them. He raises an important point, it is important to move for a
0:49:25 > 0:49:32debate which will make sure the ministers look to it more fully.
0:49:32 > 0:49:36Minister has already commented on the European withdrawal Bill clause
0:49:36 > 0:49:3911, and the debates and discussions taking place elsewhere regarding
0:49:39 > 0:49:43this, could we have an urgent statement rectifying the record
0:49:43 > 0:49:46where assurances were made to members across the house that the
0:49:46 > 0:49:51amendments would be tabled next week.I have listened carefully to
0:49:51 > 0:49:56his many assiduous points of order that have been made here, and you
0:49:56 > 0:49:59will have heard my earlier reply that the government is committed to
0:49:59 > 0:50:03making sure this is tabled. Can only do so when negotiations are
0:50:03 > 0:50:10successfully concluded, intensifying efforts, and making sure it is as
0:50:10 > 0:50:14soon as possible.Despite not one single minister setting foot in any
0:50:14 > 0:50:17of the job centres is government will close in Glasgow which start
0:50:17 > 0:50:22from tomorrow, they plan to go ahead anyway. Can we have a statement
0:50:22 > 0:50:26because this news comes in the same week that privately owned first bus
0:50:26 > 0:50:33is increasing fares by up to 40% for sums travellers in the city. When
0:50:33 > 0:50:36this programme of closures finishes, there will be nine centres, there
0:50:36 > 0:50:41are currently 16, we need an urgent debate, will he facilitate it?I
0:50:41 > 0:50:45know that this has been discussed on a number of occasions, what I would
0:50:45 > 0:50:52ask him to focus on is not just the input, but the output, having more
0:50:52 > 0:51:01available over Glasgow. We need the support from the job centre. I have
0:51:01 > 0:51:09been working with two teenage constituents whose...Daughters will
0:51:09 > 0:51:14not inherit any of the pension and the money will go to be a strange
0:51:14 > 0:51:18second husband. Can we have a statement about the issue of
0:51:18 > 0:51:25wrongful inheritance, please. Important point, not one that I can
0:51:25 > 0:51:34give them an answer to. Make it a statement of fact from the relevant
0:51:34 > 0:51:46department.Results of a survey of bullying in this place, results
0:51:46 > 0:51:50which will come as no surprise to the members of the Unite
0:51:50 > 0:51:53Parliamentary staff Branch. In view of this survey, can you tell the
0:51:53 > 0:51:57house whether there is progress on publication of the report into
0:51:57 > 0:52:02bullying and sexual harassment.I am sure he will be aware that the
0:52:02 > 0:52:05leader of the house is taken is extremely seriously, playing a key
0:52:05 > 0:52:10role in working with the house on the working group that is trying to
0:52:10 > 0:52:16come up with a cross-party consensus on what steps should be taken.
0:52:16 > 0:52:19Whatever the venue, workplace bullying is wrong, more so than ever
0:52:19 > 0:52:24in this place, we all rely on the people who work so hard in private
0:52:24 > 0:52:26offices to manage both the constituency and the business and
0:52:26 > 0:52:32what we do here in Westminster should be retreated -- treated with
0:52:32 > 0:52:40respect at all times. Can I first of also, I'm very grateful to the Prime
0:52:40 > 0:52:43Minister for raising the importance of freedom of religion and belief in
0:52:43 > 0:52:47a Christmas message. December last year, eyewitness the alarming scale
0:52:47 > 0:52:58of deaths in farmers in Nigeria's middle belt. There were attacks on
0:52:58 > 0:53:04Christian communities. Could the Minister request a statement of
0:53:04 > 0:53:08review of the trainee the UK provide to the Nigerian Armed Forces to
0:53:08 > 0:53:13ensure that these interests are protected. And assiduous campaign on
0:53:13 > 0:53:19this, and many numerous rates from this issue, my constituents contact
0:53:19 > 0:53:24me with these concerns as well, so I congratulate him on his persistence
0:53:24 > 0:53:27and urge him to continue with those debates, they raise an important
0:53:27 > 0:53:32issue.The minister will be made aware today of the impending closure
0:53:32 > 0:53:36of the job centres, which serves half of my constituency but may not
0:53:36 > 0:53:39be aware of the Freedom of information request put in for an
0:53:39 > 0:53:42impact assessment of the closure, the nearest job centre will be three
0:53:42 > 0:53:47miles away, and at a distant pro portion at impact will be had on
0:53:47 > 0:53:50those with caring responsibilities, women and ethnic Norwich is, so will
0:53:50 > 0:53:55the Minister insist that the new Minister attends this, on the impact
0:53:55 > 0:54:04of and how he will mitigate them. -- women and ethnic minorities.Longer
0:54:04 > 0:54:07journey times will have a full public consultation on the decision,
0:54:07 > 0:54:12what I also said to the honourable member, which is, I would like into
0:54:12 > 0:54:18focus as much is possible on the outputs of the process, with more
0:54:18 > 0:54:22work coaches assisting his constituents.The Scottish
0:54:22 > 0:54:25Government has twice now written to the outgoing Secretary of State
0:54:25 > 0:54:30asking to intervene to save jobs in the culture and sport sector,
0:54:30 > 0:54:36following a decline in revenues. Can we have a debate on the importance
0:54:36 > 0:54:40of sport and culture and how we plugged the huge gap in resources
0:54:40 > 0:54:47that these sectors are suffering from.I want to make sure he gets
0:54:47 > 0:54:52the response he is exciting, I would
