0:05:08 > 0:05:12legislation so could the Minister confirm it will not be another four

0:05:12 > 0:05:15years before we get legislation to ban wild animals in circuses. It

0:09:07 > 0:09:11apologised to those who have seen operations cancelled. 437 million

0:09:11 > 0:09:18winter funding this year and NHS providers have been clear that the

0:09:18 > 0:09:23NHS has not been better prepared for winter than ever before. I think

0:09:23 > 0:09:26part of appropriate planning for winter is making sure patients don't

0:09:26 > 0:09:33find out on the day that their operation is being cancelled. I

0:09:33 > 0:09:36welcome her comments on many of the environmental policies this

0:09:36 > 0:09:40government is adopting. I think it is right we are having a 25 year

0:09:40 > 0:09:44plan for the environment and many across the house will be interested

0:09:44 > 0:09:48to see what that will involved and I hope to welcome the Prime Minister's

0:09:48 > 0:09:55announcement today of the extension to the plastic bag charge,

0:09:55 > 0:09:59contributing 95 million to good causes across the country. I think

0:09:59 > 0:10:03it's right we expand that to smaller enterprises because I am sure they

0:10:03 > 0:10:08will also be keen to participate. She also makes a point about one of

0:10:08 > 0:10:13our previous areas of expertise, the issue of rail fares. I'm surprised

0:10:13 > 0:10:17that she wants a statement so soon there was a opposition day debate

0:10:17 > 0:10:21yesterday where many of these issues were referred to. To me the

0:10:21 > 0:10:26challenge I think is clear to the party opposite, as they will be

0:10:26 > 0:10:31aware of the Secretary of State is clear she aspires, one of the

0:10:31 > 0:10:35biggest obstacles is on her own side, I would love to be a fly on

0:10:35 > 0:10:40the wall to the ACE Labour Party to persuade the RMT trying to drop

0:11:25 > 0:11:30lottery. She may regard herself a bonus ball in any reshuffle but I

0:11:30 > 0:11:35think what we have seen today with a range of new ministers on the front

0:11:35 > 0:11:39bench shows how our government now resembles increasingly the nation we

0:11:39 > 0:11:45are seeking to serve and I think we are seeing a front bench which has a

0:11:45 > 0:11:48range of new talent coming through. At least when we do a reshuffle we

0:12:24 > 0:12:30many years. I am horrified with how it is being flouted by HMRC and the

0:12:30 > 0:12:35workers themselves.I know I can not go far without the honourable

0:12:35 > 0:12:40gentleman pursuing him to the dispatch box. It is noted across the

0:12:40 > 0:12:46House. As we know we will review employment practises across the

0:12:46 > 0:12:51country. Reviewing those responses to that consultation. I am sure he

0:13:21 > 0:13:25given this job permanently. Who wouldn't jump enough at the end of

0:13:25 > 0:13:31the debates and relieved the leader of the House... I am glad to see she

0:13:31 > 0:13:39retained her place. In the words of banana ram ma it has not been a

0:13:39 > 0:13:50cruel sum summer, but a hard winter. Never before has a Cabinet reshuffle

0:13:50 > 0:13:53diminished the authority of a Prime Minister in quite a way this one

0:13:53 > 0:14:00has. Quite an outstanding feat, even for this Government. The repel bill

0:14:00 > 0:14:10comes back next week and there is disappointment in Scotland. The

0:14:10 > 0:14:14Secretary of State, his failure to deliver has even disappointed and

0:14:14 > 0:14:19frustrated his own Scottish Conservative colleagues.. Would be

0:14:23 > 0:14:28unelected House of Lords. The nation's aristocrats, church of

0:14:28 > 0:14:34England Bishops and party donors and cronies will have more say on

0:14:34 > 0:14:36critical issues than directly elected Members of Parliament from

0:14:36 > 0:14:43Scotland. What democracy could this be? It is a big test for my friends

0:14:43 > 0:14:51in the Scottish Conservative Party. They know, they cannot possibly vote

0:14:51 > 0:14:58for this knowing its flaws w the hope it may be fixed for them. There

0:14:58 > 0:15:03is all this blind loyalty - is it really, really worth it? For all the

0:15:03 > 0:15:10commitment to the lobby. Not one of them was thought to be sufficient

0:22:29 > 0:22:33buying the Daily Mail when he travelled on Virgin Trains, buff he

0:22:33 > 0:22:38will know that they have taken action and they have in effect

0:22:38 > 0:22:46banned customers from buying this. Could we have a debate about this

0:22:46 > 0:22:55rather unacceptable act by Virgin?I think many observe what may be a

0:22:55 > 0:22:58matter for a particular company, as a commuter on that particular line,

0:22:58 > 0:23:05I hope that the Government minister, into their own corporate values.

0:23:05 > 0:23:11Getting home might become quite difficult as a consequence.

0:23:16 > 0:23:20launching its 25-year plan and catching up with the Welsh Labour

0:23:27 > 0:23:32lacks substance, is full of weak proposals and no laws. It is not

0:23:32 > 0:23:36innovative, not radical and is a cheap attempt by this Prime Minister

0:23:36 > 0:23:40at re-branding the Tories with green wash. Will the Government commit to

0:23:40 > 0:23:44making a statement on this plan in this House to allow for proper

0:23:44 > 0:23:52scrutiny?I am disapointsed she's a little churl lish over what we are

0:23:52 > 0:23:56seeking to do. There are some issues across the House we can unite and do

0:23:56 > 0:24:00what is right for the future generations. I would caution her to

0:24:00 > 0:24:04wait to learn more information as to what is decided. I am sure it will

0:24:04 > 0:24:07be discussed at length across the House in the forthcoming business.

0:24:07 > 0:24:12And she will learn more today, I hope, more in the future as well.

0:37:33 > 0:37:37completed at Christmas time and now offers three outstanding shops and

0:37:37 > 0:37:40flats for rent. This is a prime example of an ambitious community

0:37:40 > 0:37:44led project so could we have a debate on what more the government

0:37:44 > 0:37:50can do to encourage such outstanding community projects?I praise the

0:37:50 > 0:37:53project what they have achieved. I would direct all honourable members

0:37:53 > 0:38:01to look more closely at the committee ownership schemes. There

0:38:01 > 0:38:05is such a fertile ground for all community projects, plenty of

0:38:05 > 0:38:08opportunity out there to make sure we can do what we can in our local

0:38:08 > 0:38:16times.For some years I have been in correspondence with the chief

0:38:16 > 0:38:20executive of persimmons about houses which were built in my constituency

0:38:20 > 0:38:24and there are gardens slipping into the drain. I got no response until I

0:38:24 > 0:38:29threaten to raise it in Parliament but when I held that same chief

0:38:29 > 0:38:34executive was to receive £110 million as a bonus on the back of

0:38:34 > 0:38:39the government policy of right to buy which equates to about £3100 per

0:38:43 > 0:38:48have a debate in this house about corporate greed and corporate
