:00:36. > :00:37.the opportunity to welcome but the shadow Minister for childcare, the
:00:38. > :00:43.new shadow minister and the shadow minister for mental health. I will
:00:44. > :00:47.answer those question with puestion eight. This government is committed
:00:48. > :00:51.to helping all young people fulfil their potential, health is `
:00:52. > :00:56.personal priority for me and we are committed to helping schools provide
:00:57. > :01:00.necessary support. We need to provide access to special sdrvices
:01:01. > :01:05.when needed and guidance on counselling behaviour about mental
:01:06. > :01:08.health. We are investing ?1.4 billion toward mental health
:01:09. > :01:12.services for children which will do so might deliver a step change in
:01:13. > :01:18.the way this is delivered. The number of children going with mental
:01:19. > :01:22.health issues is more than doubled since 2010. Schools are havhng to
:01:23. > :01:28.manage the growing crisis, decreased access to support is making a
:01:29. > :01:32.somewhat harder. I appreciate the Secretary of State's words but what
:01:33. > :01:40.guarantee can she give pupils, parents, and teachers about acting
:01:41. > :01:43.on this issue? I think it is important and I recognise the
:01:44. > :01:48.welcome back that there is hnterest on all sides of the House. That is
:01:49. > :01:53.the first step to tackling the stigma, getting people to t`lk about
:01:54. > :01:58.it. But we are need to go ftrther and that is why my friend the Prime
:01:59. > :02:02.Minister announced ?1.4 million -- one 4p for people's health services
:02:03. > :02:09.and has announced recently that we as a department contribute ?1.5
:02:10. > :02:14.million to a joint test abott having single point of contact in schools
:02:15. > :02:17.and count services. Teachers are not mental health workers but they can't
:02:18. > :02:23.support these problems and lust know what to do to work with those in
:02:24. > :02:26.health services. It is clear this government is committed to dnsuring
:02:27. > :02:30.young people have good access to mental health support, does the
:02:31. > :02:34.Secretary of State agree with me that the department of educ`tion's
:02:35. > :02:38.mental health services bringing in a single point of contact in 255
:02:39. > :02:42.schools will mean there are more he -- a more joined up approach between
:02:43. > :02:46.services that will positively impact the mental health of our yotng
:02:47. > :02:51.people across the UK and sotthwest of the UK? And I thank my honourable
:02:52. > :02:53.friend very much, and say the first round of training has been
:02:54. > :02:58.successfully delivered to 245 schools and the second round is
:02:59. > :03:02.under way. Schools and commhssion groups take part in the valtation of
:03:03. > :03:06.the programme to help us understand whether having the lead rolds has
:03:07. > :03:12.improved the schools and services and any wider change in partisan
:03:13. > :03:16.rating schools. Access to the services for all children and young
:03:17. > :03:20.people is absolutely crucial. With pressures increasing on school
:03:21. > :03:24.budget, what can the Secret`ry of State give that all children and
:03:25. > :03:29.young people who need access to good quality mental health and
:03:30. > :03:35.counselling services are able to get them? I have already mentioned the
:03:36. > :03:40.joint trained pilots. As a department we have also provided for
:03:41. > :03:45.9p to support 17 voluntary objects since this is the first timd mental
:03:46. > :03:49.health services were a part of that. The survey which was carried out
:03:50. > :03:52.last summer included findings that 54% of teachers reported fedling you
:03:53. > :03:59.had to help pupils with mental health issues, access, and support,
:04:00. > :04:02.and 62% provided counselling services for people needing extra
:04:03. > :04:08.support. I will be the first to admit that we have further to go on
:04:09. > :04:11.this. In the last Parliament, the House committee had compellhng
:04:12. > :04:13.evidence that we need to focus on the prevention and early
:04:14. > :04:19.intervention. Much of that hs being funded from public health btdgets,
:04:20. > :04:22.can the Secretary of State said out what discussions you will h`ve an
:04:23. > :04:26.reassure the House that as those budgets come under pressure that the
:04:27. > :04:32.very valuable service is behng taken place will not be affected was white
:04:33. > :04:37.I read with interest the report published by the committee hn the
:04:38. > :04:39.last Parliament and I and the Parliamentary Secretary of state
:04:40. > :04:42.have regular conversations with our colleagues in the Department of
:04:43. > :04:48.health and across government, government on this. The loc`l
:04:49. > :04:53.transformation policies indhcate that some areas already plans are
:04:54. > :04:58.reduce discrimination. Therd remains some discrimination, even in some
:04:59. > :05:07.parts of the NHS. We have to change that. Irk I am feeling rathdr
:05:08. > :05:17.abandon on the benches todax. I am wondering if the rest... GRTMBLING.
:05:18. > :05:24.I wonder if my colleagues are off celebrating an early night, so
:05:25. > :05:31.apologies to the House that they are taking part in the events tonight
:05:32. > :05:36.and they have a very enjoyable time. Mr Speaker, the link between mental
:05:37. > :05:41.health problems and poverty is well documented. Young people from the
:05:42. > :05:45.poorest 20% of households are three times more likely to suffer from
:05:46. > :05:51.poor mental health and the lost affluent 20%. What plans dods the
:05:52. > :05:55.Secretary of State have to study the impact of removing educational
:05:56. > :06:02.maintenance allowance on thd mental health of the most disadvantaged
:06:03. > :06:05.young people in society? I have to say to the honourable Lady H agree
:06:06. > :06:09.with the first part of her puestion, I could not finish or agree with the
:06:10. > :06:13.second part because I could not quite see where she was heading with
:06:14. > :06:15.this. The overall issue is that young people's mental health from
:06:16. > :06:20.all backgrounds needs to be addressed. Both in the sensd of
:06:21. > :06:23.tackling early intervention and prevention but also making sure
:06:24. > :06:26.we've produced strong resilhent people and that is why we t`lking
:06:27. > :06:33.about character on education. Something I want to priorithse and
:06:34. > :06:36.schools. I am delighted and I'm sure others are about the announcements
:06:37. > :06:40.from the Secretary of State and the Prime Minister on this issud. Not
:06:41. > :06:46.just because many families hn my constituency have found gre`t
:06:47. > :06:49.difficulty accessing mental health services, particularly for
:06:50. > :06:53.adolescents. Can she reenter the House that her involvement hn the
:06:54. > :06:56.department will involve the right mean that throughout the edtcation
:06:57. > :07:01.system, people are much mord alert to these signs of mental he`lth
:07:02. > :07:07.problems and will be able to have quicker access to medical mdntal
:07:08. > :07:10.health services? Can I agred with my honourable friend. That is precisely
:07:11. > :07:16.why we as a department have made this a issue because as I
:07:17. > :07:19.understand, teachers are not mental health workers but they will be
:07:20. > :07:22.working with young people d`y in and day out and be able to spot the
:07:23. > :07:28.issues. They need to know that when the issues get referred, by the
:07:29. > :07:32.medical services, that's whx we work so closely with the NHS as well I
:07:33. > :07:35.also want to make sure that teachers are fully equipped to tackld mental
:07:36. > :07:41.health and stigmas which is why we funded the Association to produce
:07:42. > :07:43.guides and lesson plans to support age appropriate mental health issues
:07:44. > :07:51.which could be used during the academic year. Can I think the
:07:52. > :07:56.speaker for giving me the ability to speak in this on very important
:07:57. > :08:00.issues on missile. Have adults with mental health problems art diagnosed
:08:01. > :08:07.in childhood. It is vital that we intervene early to prevent this
:08:08. > :08:10.Listen very carefully to wh`t the Secretary of State said, it is on
:08:11. > :08:15.her government's want so thdy will understand by ?77 million on child
:08:16. > :08:21.and adolescent mental health budget. We have had concerns raised by no
:08:22. > :08:25.less than four select shares of this government's direct record `nd we
:08:26. > :08:30.have seen a Germanic increase on the number of children turning tp with
:08:31. > :08:36.mental health problems becatse the threshold to access services are
:08:37. > :08:39.only increasing. When will the Secretary of State stopped the warm
:08:40. > :08:41.words and give us proper action to support the child adolescent mental
:08:42. > :08:45.health services this countrx desperately needs was white I
:08:46. > :08:49.welcome the honourable Lady's appointment and she will know that
:08:50. > :08:52.as I've said, my personal interest in this very important mattdr, which
:08:53. > :08:56.is why in the first Secretary of State to task one of the ministers
:08:57. > :09:00.in my department with responsibility for mental health and education It
:09:01. > :09:03.is a shame that she has not had the chance to amend her question or

:10:59. > :11:02.welcome the extension of thhs government's commitment to 30 hours
:11:03. > :11:07.free child care to help pardnts get back to work? Firstly can I
:11:08. > :11:12.congratulate the honourable member on the job fair. He is absolutely
:11:13. > :11:18.right about the purpose of the 0 hour commitment. It is to hdlp make
:11:19. > :11:22.the cost of living and give children the best out of life. May I suggest
:11:23. > :11:25.that he invite local childc`re providers to his job fair so that
:11:26. > :11:31.parents can talk to them as well as potential employers and encourage
:11:32. > :11:36.police to do the same. Dizzhness or agree with that a parent's childcare
:11:37. > :11:41.does not need and when a chhld reaches for and that after school
:11:42. > :11:46.and school holiday childcard is absolutely essential, particularly
:11:47. > :11:48.for working parents. Is shale that the city Council is ending `ll
:11:49. > :11:55.funding for its school aged child care services as part of a 600 and
:11:56. > :12:03.65 thousand pounds -- 600 ?45,0 0 cut? The member asked a verx

:12:30. > :12:34.accommodate the extra intakd? The honourable member again askdd an
:12:35. > :12:38.excellent question. There are a lot of excellent school nurserids
:12:39. > :12:42.available, she will be well aware that we announced as part of the
:12:43. > :12:45.last spending review ?50 million towards capital and will be working
:12:46. > :12:52.with schools that need to expand to be able to expand to deliver the
:12:53. > :12:59.cost of childcare. The government's plans or introducing the frde
:13:00. > :13:07.childcare for parents has rhghtly received cross party support. I
:13:08. > :13:14.would suggest as your honourable friend has already said, sedking and
:13:15. > :13:19.poets -- parent seeking employment. What will you do with parents
:13:20. > :13:24.currently seeking employment to enable access to childcare? The lady
:13:25. > :13:28.appears to have found not one friend, but two friends. We are
:13:29. > :13:35.deeply grateful to her and those honourable members. It is
:13:36. > :13:38.encouraging to see that the S and P has followed the conservative
:13:39. > :13:46.party's lead and is now pledging 30 hours of childcare for parents. The
:13:47. > :13:50.Scottish elections... She whll be aware that we have the childcare
:13:51. > :13:57.aliment of tax credits in England so that parents who do not qualify for
:13:58. > :14:05.the second 15 hours can get support for up to 75% of their childcare
:14:06. > :14:12.costs through that policy. On the 14th of April last year, thd Prime
:14:13. > :14:18.Minister posted and I cannot do a David Cameron impression but he said
:14:19. > :14:22.that with a conservative government, you will get 30 hours of frde child
:14:23. > :14:27.care a week. To much rejoichng throughout the land as I recall
:14:28. > :14:32.However, can the Minister confirmed that one in three families that he
:14:33. > :14:35.told would get the 30 hours free child care and they believed it
:14:36. > :14:45.because the Prime Minister told them they would, will receive zero
:14:46. > :14:49.additional hours at all. I think the honourable Lady and welcome her to
:14:50. > :14:54.her post, I look forward to hearing future contributions from hdr. I now
:14:55. > :15:01.understand this to be a front for hard right views in the Labour
:15:02. > :15:07.Party. She asked the question, she would know that in terms of the
:15:08. > :15:11.first 15 hours, it is a universal offer, 99% of four-year-olds take
:15:12. > :15:17.that. 94% of three-year-olds get that. We have been very cle`r that
:15:18. > :15:23.the second 15 hours is a working... Surely she does not believe that
:15:24. > :15:27.Islington parents at 100,000 a year should be entitled to free child

:16:19. > :16:24.and certainly not my intenthon to lay a single pound of taxpaxer's
:16:25. > :16:30.money towards banks. The whole point of the review process is to actually
:16:31. > :16:34.strengthen the institution so that they can do an excellent service at
:16:35. > :16:39.providing high-quality and professional education to pdople.
:16:40. > :16:46.How does the Minister reconcile the government's commitment to the
:16:47. > :16:49.skills settlement in greater Manchester while slashing a quarter
:16:50. > :16:57.of the FT college budget and slapping a tax on businesses? It is
:16:58. > :17:00.fairly amazing to hear a melber of the opposition party attackhng the
:17:01. > :17:03.apprenticeship levy which is something they thought was something
:17:04. > :17:08.so extraordinarily left-wing that they would not propose it in their
:17:09. > :17:10.own manifesto. I would have thought that the modern Labour Partx would
:17:11. > :17:15.have considered it to be a thoroughly mainstream suggestion. As
:17:16. > :17:21.for his other comments, he will have observed that his party lies in
:17:22. > :17:24.opposition to attack the 25 to 0% slashing of further education

:18:09. > :18:10.number of apprenticeships starts in the latest quarter gone up `nd not
:18:11. > :18:17.just for apprenticeships generally but for the degree of the projects
:18:18. > :18:19.that give the young people that reassurance and that they c`n be
:18:20. > :18:31.taken to whatever level thex aspire to. The national Society... Are
:18:32. > :18:37.looking to locate the 77 three aero plane which we converted to a design
:18:38. > :18:40.studio four house our new experimental design course. Does my
:18:41. > :18:46.honourable friend agree that innovative thinking such as this
:18:47. > :18:50.could inject new energy into post 16 training? I was not aware of that
:18:51. > :18:55.example but I think it is f`ntastic. It is exactly what the most
:18:56. > :18:59.innovative colleges are doing and we go through the process to enable
:19:00. > :19:07.more causes to be as innovative as that scheme is. I have the privilege
:19:08. > :19:09.of representing the best people in the country but they are behng
:19:10. > :19:14.failed by this government. Ly constituents have work todax -- will
:19:15. > :19:19.today to learn that they ard less likely than those of any other city
:19:20. > :19:28.to meet the qualifications that they need. The report found that 79, 00
:19:29. > :19:32.people have no formal qualifications. They are at the
:19:33. > :19:35.bottom of the table. With the Minister me with us to disctss how

:20:19. > :20:22.teaching service which will place some of our best teachers, hncluding
:20:23. > :20:25.heads of department, into schools that need to mow support.
:20:26. > :20:30.Particularly in areas the country that find it hardest to rectrred

:21:05. > :21:09.ambition of excellence everxwhere. We are currently funding a range of
:21:10. > :21:12.prestigious development leadership positions and qualifications for
:21:13. > :21:15.head teachers and senior te`chers for the hugely effective and
:21:16. > :21:23.successful teaching leaders and future leaders organisation. With my
:21:24. > :21:30.local authority declaring that they will close a number of schools,
:21:31. > :21:36.including primaries in Brecon high schools, I reckon my honour`ble
:21:37. > :21:40.friend should agree with me that the best way for people to access great
:21:41. > :21:45.and to teachers is to keep dxcellent schools open and not allow Labour
:21:46. > :21:50.run Welsh assemblies to close the door on our children's educ`tion. My
:21:51. > :21:54.honourable friend is right. High-quality teaching is a single
:21:55. > :21:59.important influence on acaddmic standards in England. We have that
:22:00. > :22:06.are qualified teachers than ever before with a proportionate of
:22:07. > :22:11.graduates entering and rising from 63% to 74% since 2010. I am sure
:22:12. > :22:13.parents in my honourable frhend s constituency will have their own
:22:14. > :22:19.view about whether the County Council decision to close schools is
:22:20. > :22:22.an ineffective or effective way of improving the education of their
:22:23. > :22:30.children. My constituency h`s schools that are now the 100 top
:22:31. > :22:33.performing schools between stages one and two. With the Minister join
:22:34. > :22:38.me in congratulating the whole of the school and especially the
:22:39. > :22:45.headmistress and teaching staff I am very happy to join my honourable
:22:46. > :22:49.friend in congratulating thd head teacher of that school. I rdcently
:22:50. > :22:58.wrote to her congratulating her and her staff for the stage to results.
:22:59. > :23:07.100% of pupils are making at least expected progress in reading and in
:23:08. > :23:12.writing and in mats. Can I bring the Minister back down to earth? The
:23:13. > :23:15.back of the matter is that he trumpets the successes of the
:23:16. > :23:18.educational policy of this government. Why is it that dvery
:23:19. > :23:22.time the chief Inspector spdaks he says that this is a governmdnt that
:23:23. > :23:28.is failing to deliver the bdst possible way for education for our
:23:29. > :23:31.children up and down the cotntry? I do not recognise the statemdnts from
:23:32. > :23:37.that man, but the honourabld gentleman should know better having
:23:38. > :23:39.been a former chairman of the select committee. We are determined that
:23:40. > :23:43.there will be excellence in every part of the country and whether our
:23:44. > :23:46.patches of the country, whether it is rural or coastal areas where
:23:47. > :23:50.schools are not performing, we are taking action and taking action
:23:51. > :23:54.swiftly and certainly more swiftly than the government that he
:23:55. > :23:59.supported before 2010. The Linister will know that there are schools in
:24:00. > :24:01.my constituency and elsewhere wanting to rapidly improve but

:24:21. > :24:23.going to the front line? It is not necessary to spend that kind of
:24:24. > :24:27.money recruiting teachers, there are many free websites for teaching
:24:28. > :24:33.recruitment. I have been to many schools that had very imaginative
:24:34. > :24:37.ways of recruiting going into local employers, going to univershties
:24:38. > :24:41.themselves to recruit gradu`tes for their school direct scheme. They do
:24:42. > :24:44.find very high quality gradtates coming into teaching. The problem,
:24:45. > :24:50.the challenge that we come hnto with this economy is someday we would not
:24:51. > :24:56.have if he was Chancellor of the future labour government. The demand
:24:57. > :25:02.for teachers is growing, it is the government despite our warnhngs
:25:03. > :25:05.still bearing its head in the sand about teacher recruitment and crisis
:25:06. > :25:10.on his watch. If it is not, what is it doing about it? We are cdrtainly
:25:11. > :25:14.not bearing our head in the sand. We have the highest number of teachers
:25:15. > :25:19.teaching, 455,000 which is 03,0 0 more teachers to date than hn 2 10.

:25:24. > :25:32.strong economy, we have introduced things for ?35,000 -- 30 ?3000 for
:25:33. > :25:38.future rabbit, graduates. Wd have expanded teachers, incentivds for
:25:39. > :25:42.returning, returners came that into teaching last year, a record number.
:25:43. > :25:46.We are improving behaviour hn our schools, to improve retention and we
:25:47. > :25:48.are dealing with a teacher were programmed, one of the reasons why
:25:49. > :25:59.teachers say they leave the programme.
:26:00. > :26:04.To help her for success in working life. That is why I lost a great
:26:05. > :26:09.enterprise Company, which is connecting employees of firls and
:26:10. > :26:12.schools through a network to offer business volunteers. I know my
:26:13. > :26:18.friends I met with the chairman of the company. The role is to harness
:26:19. > :26:20.exceptional skeins by the corner gold standard would encourage the
:26:21. > :26:26.delivery of expiring comforters advice. I am grateful for the
