:01:22. > :01:24.for Wales the Cardiff City deal sets the possibilities to secure Cardiff

:01:25. > :01:34.as one of the best places to do business. Yesterday we met to

:01:35. > :01:40.discuss the city deal and ensure that progress and momentum are being

:01:41. > :01:43.maintained. My honourable friend the member for Cardiff North has long

:01:44. > :01:51.championed this city deal to deliver later success for Cardiff and Wales

:01:52. > :01:55.everyone must be as committed to delivering for Cardiff as he and the

:01:56. > :01:58.Secretary Of State art, what assessment has he made of the Welsh

:01:59. > :02:05.assembly government commitment to this deal and particularly their

:02:06. > :02:08.commitment to funding it? I thank my right honourable friend for his

:02:09. > :02:12.question I discussed the deal and proposal on Monday when the First

:02:13. > :02:15.Minister and I am assured by David Strong commitment from all parties

:02:16. > :02:22.for the city deal. There are still some questions need to be answered

:02:23. > :02:25.about the nature of the deal coming from the Welsh government and we

:02:26. > :02:30.look forward to getting it secured as soon as possible. Last month I

:02:31. > :02:35.ask the Secretary Of State whether or not his government would match

:02:36. > :02:38.the 580 million the Welsh government is putting towards the Cardiff City

:02:39. > :02:45.deal, had he got a cheque from the Chancellor yet? I am slightly

:02:46. > :02:50.surprised by the tone coming from the right honourable lady we have

:02:51. > :02:54.already put ?125 million on the table to help with real

:02:55. > :02:58.electrification. We have already put ?50 million towards the compound

:02:59. > :03:03.semiconductor cat pulp Centre in Cardiff, the is now? Or where our

:03:04. > :03:06.commitment to securing an ambitious city deal for Cardiff but there are

:03:07. > :03:10.some questions about the nature of the Welsh government support for

:03:11. > :03:15.this but I am sure we can work through those issues and land the

:03:16. > :03:18.deal. I am sure the Secretary Of State will join with me in welcoming

:03:19. > :03:26.the announcement that Aston Martin will be welding their new facility

:03:27. > :03:31.in south Wales does best not emphasise the private sector nature

:03:32. > :03:37.and what is the government linked to make sure the Welsh government

:03:38. > :03:41.engage with the private sector and get more money in? My honourable

:03:42. > :03:45.friend that's likely right back firstly may I just put on my record

:03:46. > :03:49.our congratulations to the honourable member for Cardiff North

:03:50. > :03:55.and to his wife, Claire, just if you these after the birth of his second

:03:56. > :04:00.child. It is good to see them taking an rate from paternity leave to

:04:01. > :04:06.stand here and champion the interest of his people in Cardiff. This is a

:04:07. > :04:11.great example of the Welsh government and UK Government working

:04:12. > :04:16.together, through team Wales approach. It is about business being

:04:17. > :04:19.right at the heart of helping to secure the city deal vision but

:04:20. > :04:24.right at the heart of delivering the city deal version as well. My

:04:25. > :04:29.congratulations do the honourable member as well and my

:04:30. > :04:33.congratulations, two, to the honourable member sitting opposite

:04:34. > :04:36.and the Welsh government for the support of the project and the

:04:37. > :04:40.Cardiff City deal and the Swansea City deal as well. Will he confirm

:04:41. > :04:45.the support will be there for Cardiff and the proposal I Terry

:04:46. > :04:50.Matthews for an Internet course that will link Swansea and West Wales as

:04:51. > :04:58.well? This is where we drive jobs into West Wales the honourable

:04:59. > :05:03.member has raised a number of initiatives but I think the common

:05:04. > :05:08.theme was about the nature of partnership working. That is what we

:05:09. > :05:12.need to see more raw, local partners working together. The Aston Martin

:05:13. > :05:16.deal shows the fruit of what can be achieved when you have the right

:05:17. > :05:20.kind of attitude and commitment from the right minister, First Minister

:05:21. > :05:24.and local MPs like the member for the Vale of Glamorgan. We have

:05:25. > :05:29.discussed this with Terry Matthews and we are interested in discovering

:05:30. > :05:37.more detail and working with the partners in Cardiff. Isn't it one of

:05:38. > :05:44.the reasons that Aston Martin has moved to the greater Cardiff season

:05:45. > :05:47.is because of the success of delivering fast broadband and

:05:48. > :05:55.particularly the skills which now exist in South Wales? My honourable

:05:56. > :05:59.friend who had a great love and knowledge of Wales is absolutely

:06:00. > :06:02.right. The most important thing about securing these inward

:06:03. > :06:07.investment rejects whether Aston Martin or companies like Airbus is

:06:08. > :06:12.the excellence of the skills and the workforce we have in Wales. It is

:06:13. > :06:18.more that can be achieved but the reason companies like that Jews

:06:19. > :06:22.Wales over locations all around the world is because of the quality of

:06:23. > :06:27.skills and the workforce, the quality of infrastructure and

:06:28. > :06:32.because the UK Government is committed to providing the best

:06:33. > :06:39.environment for growth. I will answer questions two and seven

:06:40. > :06:45.together. Employment in Wales is more stable than ever before. Aston

:06:46. > :06:54.Martin has already been referred to, it is testimony of the significant

:06:55. > :06:57.investment Wales is attracting. As a former student of Aberystwyth

:06:58. > :07:03.University, the oldest and best law school in Wales, I am pleased to see

:07:04. > :07:10.that more than 80% of employees in mid Wales are employed by small and

:07:11. > :07:13.medium-sized enterprises. Will he join me in acknowledging the

:07:14. > :07:23.significance of this thriving community to the economy in Wales?

:07:24. > :07:27.He is absolutely right and the true champion of Aberystwyth and Wales.

:07:28. > :07:33.Given our small businesses in that area with an extra 5500 people going

:07:34. > :07:40.out to work everyday since 2010 as a result of the economic stability we

:07:41. > :07:45.have brought about. Does the Minister agree that the key to

:07:46. > :07:50.further enhancing Wales is for diverse of occasion in the rural

:07:51. > :07:53.economy just as there is happening in a Stanley? What specific measures

:07:54. > :07:59.does he have in to increase enterprise in Wales's more remote

:08:00. > :08:05.areas west of Mac my honourable friend is a great expert on rural

:08:06. > :08:15.areas and I pay tribute to his success in North Norfolk. Employment

:08:16. > :08:20.increase demonstrates the dynamism and broad base on which our policies

:08:21. > :08:27.have taken place. The British business bank, start-up run Skene

:08:28. > :08:30.and new enterprise allowance scheme we are keen to work with the

:08:31. > :08:35.government to try to diversify further. Now it is official

:08:36. > :08:40.government policy to support membership of the European Union in

:08:41. > :08:47.the referendum will be Minister and Secretary Of State chooses report

:08:48. > :08:50.which shows the benefit of Wales to the European Union? I would opinion

:08:51. > :08:55.is clear and the government position is to support the deal that my right

:08:56. > :08:59.honourable friend the Prime Minister has negotiated. Of course Europe is

:09:07. > :09:10.repatriated from Europe back to the United Kingdom and Wales through

:09:11. > :09:16.cohesion funding. Can I reiterate the comments made by the honourable

:09:17. > :09:19.gentleman from Gillingham? Can I ask the Secretary Of State if we are

:09:20. > :09:24.series about creating more jobs, and we are, that means real investment

:09:25. > :09:28.in real infrastructure. That has been because the government 's

:09:29. > :09:35.mobile infrastructure project has been such a field year and a livered

:09:36. > :09:40.so little for rural Wales? The honourable member raises this issue

:09:41. > :09:47.on an repetitive bases and because of this I met open Reach earlier

:09:48. > :09:50.this week as well as BT UK as well the mobile operators, I have plans

:09:51. > :09:55.to meet those shortly to discuss what extra can be done to improve

:09:56. > :10:00.the mobile infrastructure communication but I will make the

:10:01. > :10:05.point that under the 4G option at least 95% coverage will be gained in

:10:06. > :10:13.Wales which contrasts significantly with the 3G option we were left with

:10:14. > :10:17.last time. Will he join me in congratulating my constituent, Mr

:10:18. > :10:24.Sean Taylor, on his company. In four years this has gone from zero staff

:10:25. > :10:34.to 220 staff revitalising the economy of rural North West Wales.

:10:35. > :10:38.Many members will appreciate the difficulties that the wires can

:10:39. > :10:43.offer but I will pay tribute to my honourable friend the member for

:10:44. > :10:46.Aberconwy who is the pure champion of the wires and the diverse

:10:47. > :10:53.occasion it puts please not only in his own constituency but elsewhere

:10:54. > :10:59.and we are keen to see the diverse of occasion of this business in this

:11:00. > :11:02.area. I would like to pay tribute to the excellent news about Aston

:11:03. > :11:08.Martin and I as well as paying tribute to that company I would like

:11:09. > :11:11.to pay tribute to our dynamic raw business Welsh Labour government and

:11:12. > :11:14.to everyone who was involved in securing the deal. As we are

:11:15. > :11:22.discussing trends in employment and with around 200,000 jobs in Wales

:11:23. > :11:26.depended on our EU membership, what does the Secretary Of State think

:11:27. > :11:32.would happen to trends in employment if we were daft enough to leave the

:11:33. > :11:35.EU? I am grateful to the honourable lady about her comments on the

:11:36. > :11:42.efforts the UK Government has made to attract investment and the Aston

:11:43. > :11:44.Martin investment in our own constituency, I think I should be

:11:45. > :11:49.underlined the comments the honourable lady made. The government

:11:50. > :11:53.does not plan to leave the EU, the Prime Minister has made the case, he

:11:54. > :12:01.has negotiated a strong deal and I am confident people will support

:12:02. > :12:05.that when the referendum comes. With permission I will answer questions

:12:06. > :12:09.three and five together. This government knows that supporting our

:12:10. > :12:12.manufacturing industry is vital to the balancing the economy. Despite

:12:13. > :12:17.challenging global we have seen 12,000 new mansion battling jobs

:12:18. > :12:21.treated in Wales since 2010 reversing the previous decline in

:12:22. > :12:28.manufacturing jobs we saw in the previous Labour government.

:12:29. > :12:38.How will we benefit from the economic recovery in North Wales? By

:12:39. > :12:42.honourable friend is right about the strength of recovery in Wales. Much

:12:43. > :12:47.of what is innovative and exciting and good is happening in North

:12:48. > :12:51.Wales. We are clear that the economy of North Wales is integrated in a

:12:52. > :12:55.single economy with the north-west of England. There are opportunities

:12:56. > :12:59.for people on both sides of the border to benefit from the Northern

:13:00. > :13:03.powerhouse vision. I met with the council earlier this month and they

:13:04. > :13:10.are calling out to be part of the northern powerhouse. Does the

:13:11. > :13:12.Secretary of State agree with me that the success of the

:13:13. > :13:17.manufacturing industry in Wales and the rest of the UK reflects a

:13:18. > :13:24.growing global demand for our products and is further success of

:13:25. > :13:30.the government's ambitious campaign? I thank him for that question, he is

:13:31. > :13:33.absolutely right. There is enormous and growing global demand for

:13:34. > :13:37.high-quality goods and products manufactured in Wales. We have set

:13:38. > :13:42.ourselves ambitious targets for increasing the level of exports from

:13:43. > :13:47.the UK. I want to see the Welsh business sharing in that export

:13:48. > :13:50.surge, that is why the exporting is great road show drug will be in

:13:51. > :13:56.North Wales tomorrow explaining to small businesses what export

:13:57. > :14:02.opportunities lie across the world. To balance the economy is to

:14:03. > :14:05.decentralise enterprise and services. Why is the government

:14:06. > :14:12.closing down tax offices in rural areas of Wales and courts and the

:14:13. > :14:14.impact this has on the economy? They talk decentralisation but they

:14:15. > :14:20.centralise services when they have the opportunity. The honourable

:14:21. > :14:25.gentleman should understand this, this government has a sacred duty to

:14:26. > :14:30.take care of how taxpayers money is spent. With all of the problems we

:14:31. > :14:35.were left with in 2010, the truth is we maintain a strong government

:14:36. > :14:39.footprint in Wales and it is true that the growth in private-sector

:14:40. > :14:46.jobs in Wales in the last five years outstrips any reductions we have

:14:47. > :14:54.seen in public sector employment. There is a welcome step, will it is

:14:55. > :14:58.vital they are combined with a fiscal framework that is not

:14:59. > :15:03.detrimental to Wales. Given the struck -- struggles of the Scottish

:15:04. > :15:06.Government, what expectations can the Welsh government have on their

:15:07. > :15:13.chosen method and what is his method and is it not the case that partial

:15:14. > :15:19.income tax powers will present no detriment? The honourable gentleman

:15:20. > :15:24.is right for the need to get the details right. We have seen the

:15:25. > :15:29.Scottish fiscal framework. But that is further down the line. In Wales,

:15:30. > :15:35.we still have a discussion with the Welsh government. They want to avoid

:15:36. > :15:40.taking on any income is taxed powers whatsoever. They want to avoid the

:15:41. > :15:50.problems of that, they are running from having that fall accountability

:15:51. > :15:53.that we feel is necessary for Wales. Would he agree the Severn Bridge is

:15:54. > :15:59.key to the economy in Wales and the debts will be paid back before the

:16:00. > :16:04.2018 prediction and there is a golden opportunity to reduce tolls

:16:05. > :16:08.for businesses and motoring in Wales? My honourable friend, the

:16:09. > :16:13.chairman of the select committee has been persistent and effectively

:16:14. > :16:17.raising concerns about the burdens imposed on businesses in Wales and

:16:18. > :16:21.the motorists by the high level of tolls on the Severn Bridge. We have

:16:22. > :16:27.not made any final decisions on what happens when the private-sector

:16:28. > :16:30.concession comes to an end in 2017, but if his committee members have

:16:31. > :16:33.ideas on what they want to see happen, I know myself and the

:16:34. > :16:42.Treasury would be keen to hear from them. Last year, the Secretary of

:16:43. > :16:45.State says his work ambition was to secure growth in the Welsh economy.

:16:46. > :16:49.On his watch we are seeing the loss of hundreds of jobs in the

:16:50. > :16:54.strategically important steel industry. The government has been

:16:55. > :17:01.painfully slow to heeding our warnings on cutting energy costs and

:17:02. > :17:06.disingenuous, with EU backing given in December, how much longer worse

:17:07. > :17:11.government delay the energy compensation package that the steel

:17:12. > :17:16.industry in Wales desperately needs? I am really disappointed by the

:17:17. > :17:21.slightly tribal and partisan tone that the shadow Secretary of State

:17:22. > :17:25.adopts on this. If we wanted to talk about the record what happened to

:17:26. > :17:29.steal jobs under Conservative or Labour governments, I am happy to

:17:30. > :17:32.debate that. We can of that micro-talk about the decline in jobs

:17:33. > :17:37.under previously both governments. I now want to deal with the global

:17:38. > :17:42.storm facing the steel industry. This government has taken a lead in

:17:43. > :17:46.Europe in the queue at rules and arguing for protection measures

:17:47. > :17:52.against Chinese dumping and that the steel industry in Wales has the best

:17:53. > :17:57.chance of a sustainable future. Government also has a key role in

:17:58. > :18:02.commissioning infrastructure developments that can rebalance the

:18:03. > :18:07.economy, manufacturers across Wales were gearing up in earnest to supply

:18:08. > :18:11.the Swansea Bay tidal lagoon. They share my deep concern that the

:18:12. > :18:16.government is now planning a lengthy review that could scupper the

:18:17. > :18:19.project altogether. Can the Secretary of State give an

:18:20. > :18:25.unequivocal guarantee that this vitally important project will not

:18:26. > :18:28.be sidelined by his government? I do notice the shadow Secretary of State

:18:29. > :18:33.did not stand up here today and welcome what we saw yesterday, Her

:18:34. > :18:39.Majesty The Queen naming and opening the new Elizabeth Cross rail line,

:18:40. > :18:45.which by the way uses 50,000 tonnes of steel made in Wales. She should

:18:46. > :18:50.be welcoming that as a good example of how UK infrastructure investment

:18:51. > :18:54.can drive growth in the steel industry as well. In terms of the

:18:55. > :18:58.tidal lagoon review, the chief executive of that review has

:18:59. > :19:01.welcomed the review himself. He welcomes that we are looking into

:19:02. > :19:09.this and exploring all options to see if this project is financially

:19:10. > :19:14.viable. We are better informed, albeit at some length. Does the

:19:15. > :19:18.Minister share my view that a prime mover between rebalancing the

:19:19. > :19:25.economy is the sense of fairness? Does the agreed that the action

:19:26. > :19:27.taken by this government in constituencies throughout Wales is

:19:28. > :19:34.about making the best use of their talents? The house in the nation

:19:35. > :19:39.should have heard him and I fear they might not have adequately done

:19:40. > :19:47.so. It will do for today though. As long as the Secretary of State heard

:19:48. > :19:50.but courtesy dictates. Mr Speaker, I did not hear the full question but

:19:51. > :19:57.what I did here was an important point about fairness when it comes

:19:58. > :20:02.to rebalancing the economy. Unlike the previously the government when

:20:03. > :20:05.the UK became hopelessly balance towards London and the south-east,

:20:06. > :20:08.we think there are talents and resources in the North of England,

:20:09. > :20:15.Wales, Scotland, Northern Ireland and the West of England that need to

:20:16. > :20:21.be captured and enhanced. Number four, Mr Speaker. This government

:20:22. > :20:24.has a proud record of devolution in Wales, establishing the sil

:20:25. > :20:29.commission, new fiscal powers and taking forward the Saint Davids Day

:20:30. > :20:34.agreement. In that agreement we committed to consider the case for

:20:35. > :20:44.devolving APD to Wales this work is being undertaken and assessed by the

:20:45. > :20:50.Treasury. Evolving air passenger duty will not help, it will damage

:20:51. > :20:54.the economic viability Bristol Airport of consequential and

:20:55. > :20:59.detrimental affects in the south-west. When my right honourable

:21:00. > :21:02.friend the stresses that with the Chancellor, will he reflect on the

:21:03. > :21:05.fact that if it had not been for making great games in the

:21:06. > :21:10.south-west, there would not be a majority of the Conservative

:21:11. > :21:13.government. I thank him for his question, like me, I am sure he

:21:14. > :21:19.welcomes the fact that as a government we are cutting APD in all

:21:20. > :21:24.parts of the government. -- in all parts of the country. There are also

:21:25. > :21:27.serious concerns about the effect that APD devolution may have on

:21:28. > :21:34.competition issues in relation to Bristol Airport. Is the Secretary of

:21:35. > :21:39.State aware that North Wales number local airport are Liverpool and

:21:40. > :21:45.Manchester and will he pull his finger out and meet to improve

:21:46. > :21:52.connectivity to Manchester Airport by rail from North Wales? Mr

:21:53. > :21:56.Speaker, I am aware of the issues the honourable member for Wrexham

:21:57. > :22:00.raises. I recently met with the North Wales business Council to talk

:22:01. > :22:03.about the importance of a rail link from North Wales into Manchester

:22:04. > :22:12.Airport. He makes an important point that we are very mindful of. Number

:22:13. > :22:16.six Mr Speaker. Wales is getting back to work, 58,000 fewer working

:22:17. > :22:20.household since 2010, our welfare reforms have benefited the people of

:22:21. > :22:31.Wales, helping people into jobs that will provide a regular wage to

:22:32. > :22:36.themselves and their families. I thank my honourable friend for that

:22:37. > :22:40.answer. Does he agree with me that it is the far-reaching benefit

:22:41. > :22:44.changes and reforms of the welfare state that have encouraged people to

:22:45. > :22:50.get back to work and have the dignity of earning a living rather

:22:51. > :22:52.than living a life on benefits? He is absolutely right, the

:22:53. > :22:56.unemployment rate in Miles has fallen more than any other parts of

:22:57. > :23:01.the UK in the last quarter. Welfare of form is key to that, we are

:23:02. > :23:11.determined to deliver a low wealth, low tax, high wage economy. The

:23:12. > :23:14.Institute for Fiscal Studies warned this month that universal credit

:23:15. > :23:18.will weaken the incentives for single parents to work. What

:23:19. > :23:26.assessment has the government made of ruling out -- what effect

:23:27. > :23:32.universal credit will have an Wales? Welfare reform needs to be taken in

:23:33. > :23:36.its totality. It is about incentivising work and increasing

:23:37. > :23:39.wages and lowering taxes. I would hope the honourable member would

:23:40. > :23:54.reflect on the positive nature of welfare reform interning about

:23:55. > :23:56.communities. Number eight. The secretary of state and I readily

:23:57. > :24:01.meet with stakeholders to discuss government plans for infrastructure

:24:02. > :24:05.across the whole of Wales. Just this week, the Secretary of State will be

:24:06. > :24:13.meeting her Tajik to discuss proposals for a new nuclear power

:24:14. > :24:19.station. As part of the government's Northern Powerhouse incentive

:24:20. > :24:23.proved, six years early, can he confirm that it will benefit the

:24:24. > :24:27.people of both Wales and sperm or economic develop and programmes in

:24:28. > :24:34.Wales as well as in north-west England and Cheshire? I am grateful

:24:35. > :24:41.to him for raising this issue, he highlights the HS two project is

:24:42. > :24:44.truly a national scheme. It offers potential for Wales and the

:24:45. > :24:48.potential Northern Powerhouse. I recently met with the North Wales

:24:49. > :24:53.task force who recognise the potential of North Wales in the

:24:54. > :24:58.Northern Powerhouse and the Northern Powerhouse to North Wales. Much is

:24:59. > :25:04.rightly made of trends in employment in Wales but average full-time

:25:05. > :25:10.workers pay in my constituency has dropped 12% in the last two years.

:25:11. > :25:17.What is the Secretary of State doing to bring infrastructure projects and

:25:18. > :25:22.science and technology salaries to our constituencies? Inode she is a

:25:23. > :25:25.true champion of her home constituency but across the whole of

:25:26. > :25:32.North Wales and will welcome the significant investment in the

:25:33. > :25:36.present in Wrexham. The ?20 billion investment that will bring as well

:25:37. > :25:43.as the interest she has shown in the nuclear projects in her area, I have

:25:44. > :25:48.met with her and the leader of Bernard Council recently to discuss

:25:49. > :25:52.the effects this will have and the announcements made by the

:25:53. > :26:00.Chancellor, making millions available for this scheme. Number

:26:01. > :26:05.considered as a matter of urgency in considered as a matter of urgency in

:26:06. > :26:18.terms of publication as an asp is all. They have waited all this time

:26:19. > :26:23.for some conclusions, it is ridiculous that government

:26:24. > :26:27.departments in the last two months have been sitting on the report.

:26:28. > :26:35.What is going on, I understand reductions are taking place, what

:26:36. > :26:40.confidence can we have in the published report eventually that it

:26:41. > :26:46.is a true report without interference from the government? I

:26:47. > :26:53.thank the honourable lady for her question, it is a serious and

:26:54. > :27:01.sensitive issue, and I will think of the tireless work she has done for

:27:02. > :27:05.those who suffered horrendous abuse. We have the report, it is being

:27:06. > :27:15.looked at by the Crown Prosecution Service and the DPP and the police.

:27:16. > :27:19.Some reductions are being made, I will, we will only make redactions

:27:20. > :27:22.where absolutely necessary and we will provide full explanations into

:27:23. > :27:30.why we are making those redactions, we owe that to the victims. Does the

:27:31. > :27:37.Secretary of State agree with me that there is concern about the

:27:38. > :27:41.language issue in this report. In the Waterhouse report, saying the

:27:42. > :27:47.children saw a great deal, as well they might. I think the honourable

:27:48. > :27:51.member is getting into a level of detail that we can perhaps discuss
