:03:21. > :03:24.assessed and then they are guaranteed to have housing,

:03:31. > :03:35.that both the resettlement programme and the of silent dispersal

:03:36. > :03:42.programme so far have been pretty unevenly matched across the country,

:03:43. > :03:47.what extra support can be given to those local authorities who are

:03:48. > :03:50.taking a large number of people under both of those programmes

:03:51. > :03:56.because it is often matched with very challenging situations and

:03:57. > :04:04.schools both in terms of cool places and school standards and so needs

:04:05. > :04:07.that extra support. Element we work across government and have made it

:04:08. > :04:11.clear, pagan powers in the immigration act to make sure that

:04:12. > :04:16.there is help available to local parties who do help to take those

:04:17. > :04:20.particularly unaccompanied fathom seeking to them so they are not just

:04:21. > :04:22.an cant who have taken many of these children initially but they're

:04:23. > :04:29.across country there's financial help available. In the budget but

:05:14. > :05:18.our commitment to provide working parent of three and 4 euros with 30

:05:19. > :05:22.hours of free child care to ensure providers can deliver high-quality

:05:23. > :05:26.childcare we will be increasing funding for childcare by over 1

:05:27. > :05:29.billion a year by 2019. The childcare bill has cleared its part

:05:30. > :05:33.in three stages and 25 local authorities will be piloting the

:05:34. > :05:40.programme from the summer ahead of full delivery in the summer of 2017.

:05:41. > :05:42.Will my honourable friend to one of me and congratulations for the

:05:43. > :05:46.fantastic work they already do and agree with me that be 33 hours of

:05:47. > :05:52.nursery education will make such a difference to the most deprived

:05:53. > :05:56.parts of my town. My honourable friend is absolutely right. Families

:05:57. > :06:01.in deprived parts of ready 12 save ?5,000 a year as a result of the 30

:06:02. > :06:05.hours and if further support they can get it for the child tax credit

:06:06. > :06:09.system. The 30 hours free child care is to help families with the cost of

:06:10. > :06:14.living, enabled him to work more hours and give children the best

:06:15. > :06:18.start in life. I very much welcome that York is one of the pilot

:06:19. > :06:21.schemes and I congratulate the Minister for all his work on this.

:06:22. > :06:24.But at the minister knows there is some concern amongst nursery

:06:25. > :06:28.providers over the future funding levels driven by despair the between

:06:29. > :06:36.the amount local authorities pay. As such, with the minister consider

:06:37. > :06:39.future reasons into and what does -- avoid top piping and can I ask them

:06:40. > :06:44.to consider visiting nurseries in my constituency to see how the pilot is

:06:45. > :06:48.working as well? I would like to reassure my honourable friend that

:06:49. > :06:52.later this year we will be consulting on an early year s

:06:53. > :06:55.national funding formula. As part of this we will set a Permax petition

:06:56. > :07:00.on local authority cost why things to ensure that the record investment

:07:01. > :07:04.being made in childcare is allocated fairly and reaches providers at the

:07:05. > :07:07.front line. I am particularly impressed by the animation in

:07:08. > :07:11.childcare brought about by local authority in York and that is why we

:07:12. > :07:18.chose them as one of our early implementers and I will be delayed

:07:19. > :07:21.to visit again Bob. Has my honourable friend on an assessment

:07:22. > :07:26.of the number of nursery races and limits and if there is enough

:07:27. > :07:30.revision capacity for these places? My honourable friend asked a very

:07:31. > :07:34.important question. I think the key point here to make it that Dublin,

:07:35. > :07:37.the entitlement to free care is not the same as Dublin the demand for

:07:38. > :07:44.childcare. Many parents already by more than 18 hours and indeed there

:07:45. > :07:46.is spare capacity in the system. The 6 billion funding going into

:07:47. > :07:54.childcare easier should incentivize more providers to enter the market

:07:55. > :07:57.and where there are specific local difficulties, there are ?50 million

:07:58. > :08:03.made available through the spending review to tackle capacity

:08:04. > :08:10.constraints there. I have heard nothing today that assures me that

:08:11. > :08:14.for parents seeking this extra 30 hours that they are going to be able

:08:15. > :08:18.to find them. I do not know if the Minister is aware, but 482 childcare

:08:19. > :08:24.places have been lost in Enfield in early years and 114 providers have

:08:25. > :08:28.disappeared since 2010. Though when parents are looking for these places

:08:29. > :08:33.I will be very surprised if they are on the ground. What is the minister

:08:34. > :08:39.do to ensure that he can make meet the promised that his government

:08:40. > :08:43.have made? I'm afraid I have to disagree with the honourable ladies.

:08:44. > :08:50.And the last Parliament, the childcare sector created 230,000 new

:08:51. > :08:54.places. I am confident that with record investment, the sceptre will

:08:55. > :08:57.rise to the challenge of delivering the 30 hours and I think it is about

:08:58. > :09:01.time we stop talking down the childcare sex there and recognise

:09:02. > :09:06.the continued growth of the industry. Rethink constituency

:09:07. > :09:11.surgeries I've had representations about five it providers and

:09:12. > :09:14.state-mandated nurseries that the funding simply is not going to be

:09:15. > :09:18.there and it's no good blaming beast that there were blaming local of the

:09:19. > :09:21.rates for the fact the government have got a model which is half-baked

:09:22. > :09:24.I'm underfunded and running behind time. What is the minister going to

:09:25. > :09:28.do to make sure the place they made to parents of the general election

:09:29. > :09:36.is made real through the availability of places and crucially

:09:37. > :09:40.the funding to go with it? I made answer your question with a dose of

:09:41. > :09:45.reality. The government is investing more in childcare than any previous

:09:46. > :09:48.permit. At a time when other departments are facing financial

:09:49. > :09:52.constraint, this government has made a strategic childcare priority about

:09:53. > :09:57.childcare that is why we undertook the first ever cost of childcare

:09:58. > :10:03.reviewed to ensure that funding is fair to providers and sustainable

:10:04. > :10:07.for the taxpayer. Mr Speaker, the national order office report

:10:08. > :10:12.published last week raises concerns about how the childcare for some

:10:13. > :10:17.three and four-year-olds could impact the current provision for

:10:18. > :10:23.disadvantaged to-year-olds. Could the minister explained what steps

:10:24. > :10:26.would be taken to ensure in case provision for one group would impact

:10:27. > :10:31.and the good work currently being done with the disadvantaged

:10:32. > :10:34.to-year-olds? The honourable member asked a very good question and the

:10:35. > :10:38.answer is there it be no adverse impact for the two-year-old offer.

:10:39. > :10:42.We were the first government to introduce 15 hours of free child

:10:43. > :10:46.care for disadvantaged to-year-olds, that will carry on. We have

:10:47. > :10:51.increased the hourly rate for the funding for two-year old but we have

:10:52. > :10:55.also inserted that the earliest pupil premium continues of those

:10:56. > :10:58.tool, three and four-year-olds will are particularly disadvantaged do

:10:59. > :11:03.not bark -- fall even further behind. The Minister is right to

:11:04. > :11:07.talk about incentivizing providers to come forward and this is a big

:11:08. > :11:12.opportunity. Can I urge them to dig into account needs of different

:11:13. > :11:15.types of providers such as child monitors as well as nurseries and

:11:16. > :11:22.other types of settings and should all be able to take part in this

:11:23. > :11:26.larger and exciting opportunity? I totally agree with the honourable

:11:27. > :11:30.member. One of the great things about the childcare market in the UK

:11:31. > :11:34.is the diversity of provision that is available to parents and so that

:11:35. > :11:38.we can meet all parents need especially when it comes to work

:11:39. > :11:42.b-day childminder, nurseries, school nurseries and one of the things we

:11:43. > :11:45.are going to be doing is making sure that like the ability for parents is

:11:46. > :11:52.that the heart of how the 30 hours is delivered. Thank you Mr Speaker.

:11:53. > :11:58.Minister it really is all about delivery. He talks about meeting all

:11:59. > :12:04.parents need and what is he going to do when already 59 local authority

:12:05. > :12:09.is say that they do not have the place is to meet current obligations

:12:10. > :12:18.to three-year-old, never mind the additional hours. Once again, a dose

:12:19. > :12:24.of reality. 99% of four-year-olds are accessing the existing 15 hours

:12:25. > :12:29.of childcare. 96% of three-year-olds are accessing it and I am happy to

:12:30. > :12:35.compare our record with that of the previous labour government. After 13

:12:36. > :12:41.years in office, they provided 12 and a half hours of free child care,

:12:42. > :12:44.and happy time this party has provided 30 hours of free child

:12:45. > :12:49.care. They never offered anything for disadvantaged to-year-olds, we

:12:50. > :12:54.have a programme for disadvantaged to-year-olds. We are investing more

:12:55. > :12:57.than any previous government. They may not like it but they must accept

:12:58. > :13:08.it. The conservatives are the party of childcare. Mr Speaker, my party

:13:09. > :13:12.introduced your start. There was no sort start, there were no children

:13:13. > :13:17.centres, there was no you never sold off for on any kind of childcare

:13:18. > :13:24.prior to the Labour government in 1997. Mr Speaker, the test of this

:13:25. > :13:30.will be how many families actually use the additional hours and the

:13:31. > :13:33.test of this will be the families are. What I would like to know Mr

:13:34. > :13:41.Speaker is how he has managed to concoct a system where a household

:13:42. > :13:46.with an income of ?200,000 a year gets the benefit of the additional

:13:47. > :13:52.hours, whereas a single parent on the minimum wage, 20,000 single

:13:53. > :13:56.parent on the minimum wage are not going to be eligible. How have you

:13:57. > :14:04.managed to come up with something so deeply unfair? Let me explain the

:14:05. > :14:09.policy that she should by now be familiar with to her. Our

:14:10. > :14:15.eligibility criteria makes absolute sense. In order to get 30 hours free

:14:16. > :14:19.child care you need to be in work and earning over ?107 a week and it

:14:20. > :14:24.does not matter if you are a lone parent. Not more than ?100,000 a

:14:25. > :14:31.year which means if anybody in the family earned over ?100,000 a year

:14:32. > :14:36.they are not eligible. I know that members opposite do not want to hear

:14:37. > :14:40.it, but labour s childcare voucher scheme meant that parents who were

:14:41. > :14:45.earning over ?1 million to get childcare subsidies but the other

:14:46. > :14:49.boys did not. We're not allowing that to happen in our childcare

:14:50. > :14:57.scheme. Question number three Mr Speaker. Thank you Mr Speaker. This

:14:58. > :15:03.government is determined to make Britain the best place in the world

:15:04. > :15:07.to study stem subjects, our reforms to curriculum and qualifications are

:15:08. > :15:11.designed to raise Edwards to match that internationally. Our network of

:15:12. > :15:13.match-ups and science learning partnerships are supporting schools

:15:14. > :15:19.with the aim of improving the quality of math and science teaching

:15:20. > :15:25.and a 67 million lb is will train up to 17 and a half thousand math and

:15:26. > :15:31.physics teachers by 2020. In my constituency, there are a number of

:15:32. > :15:34.newly well-paid jobs and entering space, renewable energy and other

:15:35. > :15:39.highly skilled high-tech sectors including the Navy. What further

:15:40. > :15:43.method can I take back to employers to ensure that Mets will have the

:15:44. > :15:47.resources, the expertise to inspire and prepare our young people for

:15:48. > :15:52.these jobs in West Cornwall Eley Cornwall and what more can the

:15:53. > :15:56.department to do that we have the needs for the future? As a member of

:15:57. > :15:59.the science and technology committee my honourable friend of a keen

:16:00. > :16:04.advocate of the high-tech sector, particularly his support for the

:16:05. > :16:07.Greeley that I earned patient and Cornwall. He is right therefore to

:16:08. > :16:10.share the government s determination to improve them schooled in this

:16:11. > :16:14.country, that is why the government fund the Cornwall and West Devon

:16:26. > :16:28.reforming Mr Speaker technical and professional education and taking

:16:29. > :16:36.steps to improve the quality of careers advice to young people.

:16:37. > :16:40.Thank you Mr Speaker. Families and schools are doing an excellent job

:16:41. > :16:43.raising for businesspeople to visit cool to inspire the next generation

:16:44. > :16:48.of entrepreneurs including finance and technology entrepreneurs. With

:16:49. > :16:51.the secretary of State outline the plan to engage more businesspeople

:16:52. > :16:59.with more schools to encourage more young people to help build our

:17:00. > :17:01.enterprise economy, particularly in science and technology? This is

:17:02. > :17:05.precisely what is happening. They are working very closely with the

:17:06. > :17:09.enterprise companies because we want to insert there is a connection

:17:10. > :17:16.between the employers and schools so we do have a generation of young

:17:17. > :17:21.people inspired by technology and to know what jobs are available in the

:17:22. > :17:24.technology sector, where incidentally on average earnings are

:17:25. > :17:34.19% higher than those not working in the technology sector or. With the

:17:35. > :17:37.minister agreed there was no prime minister more passionate about

:17:38. > :17:44.science, technology and mathematics in its power to liberate individuals

:17:45. > :17:47.potential than Howard Wilson. And what he further agree that Howard

:20:00. > :20:04.recently sent out an ambition to seek a 20% increase in growth

:21:53. > :21:55.what steps will be taken to ensure that great role models and mentors

:21:56. > :21:59.will be provided to supplement the work and ensure that students from

:22:00. > :22:04.all backgrounds are aware of the wealth of opportunities available to

:22:05. > :22:08.them once they leave education? Mr Speaker, that is an excellent

:22:09. > :22:12.question. Any path, too much emphasis has been put on one-to-one

:22:13. > :22:19.careers advice which often happens too late and is not delivered

:22:20. > :22:24.effectively. That is why the ?70 million has been made available

:22:25. > :22:27.across this Parliament to find career services including a new

:22:28. > :22:29.national mentoring screamed -- scheme to focus on the most

:22:30. > :22:34.disadvantaged but also the honourable friend is absolutely

:22:35. > :22:37.right about mentors, especially for young girls in particular in areas

:22:38. > :22:43.like spins objects and stem professions and that as well. Does

:22:44. > :22:47.the honourable friend agree with me that too often the old career

:22:48. > :22:50.services is regarded as something as a source of mild gentle humour for

:22:51. > :22:55.people remembering their school days perhaps because they were first

:22:56. > :22:58.delayed and the enormous importance of offering work experience from

:22:59. > :23:01.businesses and other employers from all that there's not just to young

:23:02. > :23:06.people as I know many honourable members to hear in their towns? Wood

:23:07. > :23:12.my honourable friend is absolutely right. For a long-time career advice

:23:13. > :23:16.became the punch line a joke and many people have experiences where

:23:17. > :23:20.the advised that they were given just not make sense to them at all.

:23:21. > :23:24.That is why we are focusing in our career strategy on real practical

:23:25. > :23:30.employer interactions so the world of work can go into schools and also

:23:31. > :23:35.children can actually see what is out there and have their passions

:23:36. > :23:45.lighted and excited so that they can work out what is best for them. Mr

:23:46. > :23:48.Speaker, will the honourable members be delighted because he lost the

:23:49. > :23:52.punch line for his joke and should go easy on the self-congratulation

:23:53. > :23:54.since the government has provided that's presided over the

:23:55. > :24:01.disintegration of career services for young people. DFD failed to

:24:02. > :24:06.include work experience in the curriculum. No wonder the CBI told

:24:49. > :24:51.piece in careers advice and guidance was employee interactions and that

:24:52. > :24:56.is what the excellent careers and interbred company is setting up. As

:24:57. > :25:00.part of a strategy it has ruled out enterprise advisors and 30 local

:25:01. > :25:03.enterprise partnerships have signed up to be part of this so that every

:25:04. > :25:15.school will have an enterprise coordinator to link them to the

:25:16. > :25:18.world of work. Mr Speaker, we have 59 University technical College is

:25:19. > :25:21.open or in development, we are well on the weight to meeting our

:25:22. > :25:26.manifesto commitment of opening a UTC within reach of every city.

:30:58. > :31:02.those schools would be higher proportion of them on school meals

:31:03. > :31:07.are less likely than they were five years ago to be taught by qualified

:31:08. > :31:12.teacher in art, dance and musical. In contrast to professional parents,

:31:13. > :31:18.two thirds of whom pay for additional lessons in the subjects,

:31:19. > :31:23.parents on lower wages are much less likely to be able to afford them. I

:31:24. > :31:27.replied to see that working-class kids are excluded from the creative

:31:28. > :31:32.subjects in our education system? I know the honourable Lady has an

:33:01. > :33:02.those schools, to the school had another support that they are

:33:03. > :33:07.getting the standard teaching they desire. Can he explain how the new

:34:36. > :34:38.educational inequalities amongst some of our most disadvantaged

:34:39. > :34:43.pupils along with helping to tackle holiday hunger. Yet, recent survey

:34:44. > :34:49.showed that 64% of schools are warning they would not be able to

:34:50. > :34:55.offer this due to a government... Code sneaked out. Perhaps not the

:34:56. > :34:58.kind of Christmas present vulnerable people hoping to receive from the

:34:59. > :35:03.Minister. With the attainment gap, why would the Prime Minister... A

:35:04. > :35:06.summer schools have proven very effective since the attainment gap

:35:07. > :35:10.in helping disadvantaged children and help to give them a start. Buyer

:35:11. > :35:15.ministers ignoring this evidence and scrapping funding for summer

:35:16. > :35:22.schools? -- why are. The honourable Lady has raised in error and

:35:23. > :35:25.education which I think is an excellent example, she must also

:35:26. > :35:28.remember the backdrop in which we are taking the education system

:35:29. > :35:34.forward. We have protective funding, more money is going to them than

:35:35. > :35:37.before. We have protected the people premium, 2.5 billion over the next

:35:38. > :35:40.year and we have made sure to live a strong curriculum through that were

:35:41. > :35:42.children in primary schools should be learning the basics and have the

:35:43. > :35:46.building box to ensure that they have a right future. It is for

:35:47. > :35:54.schools to decide how they can achieve that they have the money to

:36:51. > :36:56.Does the Secretary of State agree with me that Manning said. Society

:36:57. > :37:01.organizations will not only exacerbate the difficulties that

:37:02. > :37:05.parents are ready phase, but further enable preachers of the omission

:38:09. > :38:16.as unfair in their area. It is not to be used as a campaigning tool.

:38:17. > :38:23.Question number 13, Mr Speaker. The government is committed to raising

:38:24. > :38:27.standards and maps, we have introduced an ambitious new National

:38:28. > :38:30.Curriculum which places greater focus on routine and mental

:38:31. > :38:37.arithmetic. Long multiplication, long division and fractions are now

:38:38. > :38:43.... We have removed the use of calculators from test. And have

:38:44. > :38:48.place to introduce a multiplication tables check for all pupils at the

:38:49. > :38:54.end of year six. I think the Minister for his reply. Improving

:38:55. > :38:57.maps in primary schools is crucial for children later in life as they

:38:58. > :39:01.provide the foundation for more advanced learning. It is the

:39:02. > :39:06.government in doing to ensure that more children in primary school with

:39:07. > :39:09.the expected levels of university. We have launched a network of dirty

:39:10. > :39:15.fight match-ups, these are school let centers of excellence which are

:39:16. > :39:18.driving confirmation of teaching based on this practice

:39:58. > :40:03.government doing to ensure that they are requiring that they are learning

:40:04. > :40:07.their multiple patient tables in the early years of primary school. -- I

:40:08. > :40:13.suspect it is still a problem. It is a requirement that all children by

:40:14. > :40:19.the end of year before we'll know there was a patient tables up to

:40:20. > :40:24.number 12. -- multiplication. We will do a check for this nature.

:40:25. > :40:27.This is a wonderful achievement if we can ensure that every child is

:40:28. > :40:29.primary school knowing their multiplication tables by heart it

:40:30. > :40:41.will transform mathematics teaching in this country at secondary school

:40:42. > :40:43.and beyond. Number 15 Sir. We have noted significant contribution in

:40:44. > :40:48.helping to shape our education system over many years. They've

:40:49. > :40:54.schools are among some of our best performing schools. Parents of all

:40:55. > :40:59.faith value them for the quality of their education and strong ethos. We

:41:00. > :41:03.continue to work closely with faith organizations to ensure that the

:41:04. > :41:08.character of the school is maintained and developed. Faith

:41:09. > :41:13.schools are true partner, wife of the government insisting on the cap

:41:14. > :41:17.of 50% of people of a faith attending a new free school. We know

:41:18. > :41:21.that there is a hidden agenda to by the government, they do not want

:41:22. > :41:23.100% Muslim schools. The fact is that the Muslim schools are

:41:24. > :41:29.oversubscribed anyway. While this is doing is preventing the Catholic and

:41:30. > :41:37.new free schools coming on stream. Why has the -- why not abolish the F

:41:38. > :41:41.freedom prevail? The 50% limit on a faith admissions to free schools, it

:41:42. > :41:45.does ensure that the new high-quality school places that they

:41:46. > :41:48.provide are available to local children, not just those of a

:41:49. > :41:53.particular faith. Helps ensure that those peoples received an inclusive,

:41:54. > :41:59.broadly based education. We are always happy to hear representations

:42:00. > :42:04.on how best to achieve these goals. I will survey welcome applications

:42:05. > :42:07.to establish, for example, more conflict free schools. The interest

:42:08. > :42:14.of our Catholic Church in particular is currently reluctant to do so.
