3:57:51 > 3:57:50the children are urging the British Government to do more and to help

3:57:51 > 3:57:50refugees and those accompanying children. She has been to the people

3:57:51 > 3:57:50trafficking and people traffickers and stopping the organised gangs,

3:57:51 > 3:57:50but of course there is a very real risk of child explication with these

3:57:51 > 3:57:50vulnerable children travelling across to Europe. What more is she

3:57:51 > 3:57:50and the government doing to make sure that this problem is tackled?

3:57:51 > 3:57:50We are very conscious to -- of the issues that could arise to the

3:57:51 > 3:57:50children. Particularly how they could be traffic and exploded. That

3:57:51 > 3:57:50is why the expertise of the independent anti-slave commissions,

3:57:51 > 3:57:50he has already had discussions with those in Calais. You will be

3:57:51 > 3:57:50visiting hotspots in Europe in the coming weeks to ensure that he can

3:57:51 > 3:57:50both help identify these issues but also share his expertise that others

3:57:51 > 3:57:50to get these poor children safely reunited with their families in the

3:57:51 > 3:57:50UK. The Home Secretary and colleagues have had regular

3:57:51 > 3:57:50discussions with the French counterparts on this matter to speed

3:57:51 > 3:57:50up the process and in deed I can report it has been a significant

3:57:51 > 3:57:50report of the last few weeks and the time it takes to process these

3:57:51 > 3:57:50applications. Charity workers at Calais have deep concerns of the 129

3:57:51 > 3:57:50missing children following dismantling parts of the jungle.

3:57:51 > 3:57:50Does he agree that more must be done by authorities and make

3:57:51 > 3:57:50representations by the French authorities but are generally seen

3:57:51 > 3:57:50as children out and determined with haste which of these children are

3:57:51 > 3:57:50able to come to Scotland in the rest of the UK? I would like to report

3:57:51 > 3:57:50the Begu the discussions on this matter between the Home Secretary

3:57:51 > 3:57:50and French colleagues. It was recently announced that the

3:57:51 > 3:57:50provision of ?10 million process to help unaccompanied children in

3:57:51 > 3:57:50Europe. How it is going to be allocated will be announced very

3:57:51 > 3:57:50soon. Far from lagging behind the European Union on this issue, the UK

3:57:51 > 3:57:50is doing far more than any other country in Europe with massive

3:57:51 > 3:57:50support for the camps for the refugees. Also settling the most

3:57:51 > 3:57:50vulnerable refugees from the cancer the UK. Yes my Honorable friend

3:57:51 > 3:57:50makes an extremely good point. The government believes that making --

3:57:51 > 3:57:50relocating children around Europe is not the answer. I was keen to

3:57:51 > 3:57:50relocate the most vulnerable people from the countries around Syria, 51%

3:57:51 > 3:57:50of the people that brought children, and I would hope most people on both

3:57:51 > 3:57:50sides of the house would accept that this is a well measured, well

3:57:51 > 3:57:50carried out scheme. It has led to many children's lies being

3:57:51 > 3:57:50significantly improved. Nevertheless thousands of children are still

3:57:51 > 3:57:50waiting to be resettled. We have had this debate for weeks, and months. I

3:57:51 > 3:57:50am ashamed when I listen to the European public debate. I hear

3:57:51 > 3:57:50concern and compassion, something that seems to be missing in this

3:57:51 > 3:57:50place. I am sure the Honorable Lady is aware that we have shown in our

3:57:51 > 3:57:50resettlement scheme that many children have been resettled. More

3:57:51 > 3:57:50than 50% of those coming here have been children. I remind her and

3:57:51 > 3:57:50other Honorable members that UNHCR's policy is to keep children in the

3:57:51 > 3:57:50areas around Syria where have been very successful and identifying

3:57:51 > 3:57:50children with greater families to make sure they have a good chance of

3:57:51 > 3:57:50a better life the future. Will the government expand the current

3:57:51 > 3:57:50definition to include de facto family members so that vulnerable

3:57:51 > 3:57:50children can come here much more quickly than is currently the case?

3:57:51 > 3:57:50The honourable gentleman will be aware that the government is

3:57:51 > 3:57:50currently looking at reports from UNHCR on precisely the issue of

3:57:51 > 3:57:50unaccompanied children. I would hope you would agree that lots of efforts

3:57:51 > 3:57:50are actually on the way. The government is right and made a big

3:57:51 > 3:57:50deal about the Syrian conference. The UN HCR has said financial

3:57:51 > 3:57:50solidarity is not enough so why won't the government listen and step

3:57:51 > 3:57:50up to responsibilities to help more? On behalf of the government I was at

3:57:51 > 3:57:50the Geneva conference and night would like to put on record that the

3:57:51 > 3:57:50British Government was committed by other governments for the work it

3:57:51 > 3:57:50has done. It has certainly programmed to resettle them has

3:57:51 > 3:57:50insignificantly greater than all of the other countries in the European

3:57:51 > 3:57:50Union put together. At Easter I and three other Scottish MPs, during

3:57:51 > 3:57:50those days we met many refugees with strong ties to the United Kingdom.

3:57:51 > 3:57:50Why is the government record on take charge request for those with strong

3:57:51 > 3:57:50ties to the UK so poor and what exactly will the government do to

3:57:51 > 3:57:50make sure there is greater awareness of and a faster process for these

3:57:51 > 3:57:50take charge request. The Honorable Lady were quickly mentions that

3:57:51 > 3:57:50properly. So officials have been seconded, not just in Calais but in

3:57:51 > 3:57:50good enough, there was no evidence of any Home Office presence in any

3:57:51 > 3:57:50of those camps. What is happening to children in those camps is utterly

3:57:51 > 3:57:50disgraceful. In one camp, I met a 16, while if I'm allowed to speak I

3:57:51 > 3:57:50will try to. The honourable Tillman welcomes your opinion, his opinion

3:57:51 > 3:57:50is not enhanced by simply winking at me. LAUGHTER The Honorable Lady is a

3:57:51 > 3:57:50hard for exams from a pop-ups school in a tent. She made the journey from

3:57:51 > 3:57:50northern France on her own. Her father is in the United Kingdom but

3:57:51 > 3:57:50due to an absence of guidance from the French authorities any failure

3:57:51 > 3:57:50of our government to act she was stuck in limbo and uncertain of her

3:57:51 > 3:57:50future. Children like her are very vulnerable in these camps. It is

3:57:51 > 3:57:50time for the Home Secretary to show leadership. Would she give her a

3:57:51 > 3:57:50commitment that her department will make sure those with a right to join

3:57:51 > 3:57:50their families in the UK are granted that right urgently? Albertine ... I

3:57:51 > 3:57:50must reiterate that the children are in France and they are the

3:57:51 > 3:57:50responsibility of the French government. We are working with them

3:57:51 > 3:57:50very closely by pressing officials with them. The children in question

3:57:51 > 3:57:50have a very clear path, they should claim asylum which they are

3:57:51 > 3:57:50perfectly allowed to do. Then it is a responsibility of the Home Office,

3:57:51 > 3:57:50the British Government, to make sure that those asylum claims are

3:57:51 > 3:57:50speedily and effectively produce. If they do have the relationship with

3:57:51 > 3:57:50family in the UK, I can assure her that the process is very much

3:57:51 > 3:57:50speedier and more efficient than it used to be. Question number three.

3:57:51 > 3:57:50While overall crime has fallen, is changing. It is critical to reform

3:57:51 > 3:57:50our response to cyber crime, that is why statistics have been published

3:57:51 > 3:57:50for the first time. Based on the culinary field trial. They estimate

3:57:51 > 3:57:50to .5 million estimates of computer crime every year. They estimate

3:57:51 > 3:57:50about 5.1 additional incidents of crime which adds about 40% to the

3:57:51 > 3:57:50purpose beyond the challenge of government, they should actually

3:57:51 > 3:57:50deliver positive results for members. I will write to him and the

3:57:51 > 3:57:50whole house with details of what he can advise his businesses and his

3:57:51 > 3:57:50constituents on how they can prevent these kinds of cyber crimes. The

3:57:51 > 3:57:50West of England is leading the way in tackling cyber crime following on

3:57:51 > 3:57:50from the 1.9 billion investment from our Chancellor last year. Given the

3:57:51 > 3:57:50atrocities in Brussels last month Kenny Mr give an update to this

3:57:51 > 3:57:50house about what work he is doing to work with our allies in order to

3:57:51 > 3:57:50tackle cyber crime? What is critical to tackling cyber crime is the issue

3:57:51 > 3:57:50and the private and public sector. Which is why the Home Secretary

3:57:51 > 3:57:50launch a joint task force to look at how allies, comrades, and friends

3:57:51 > 3:57:50and others can work together to tackle this issue. It is important

3:57:51 > 3:57:50also to emphasise that they say 80% of these crimes can be prevented by

3:57:51 > 3:57:50the kind of straightforward good practice that identified earlier.

3:57:51 > 3:57:50Precisely why I take this matter so seriously and wide public

3:57:51 > 3:57:50information is the heart of it. For five years the alibi of the

3:57:51 > 3:57:50government was to say we can't police but we can't crime. By the

3:57:51 > 3:57:50police minister has told sky that citizens are more likely to have a

3:57:51 > 3:57:50significant savings since 2010. Fire and death into the streets are at

3:57:51 > 3:57:50historic lows. They can still work smarter and reduce costs. Between

3:57:51 > 3:57:50course we recognise the pressures and the difficult job that

3:57:51 > 3:57:50firefighters do, but it is right that the number of fires that they

3:57:51 > 3:57:50are having to be called to has been reducing, the number of fire deaths

3:57:51 > 3:57:50and injuries is now at historic lows. The job of being a firefighter

3:57:51 > 3:57:50has been changing over the years, they are now doing more work for

3:57:51 > 3:57:50example in fire prevention. That is very valuable for the community. As

3:57:51 > 3:57:50look forward to greater collaboration between them and

3:57:51 > 3:57:50deeply service I we can have a better service provider for the

3:57:51 > 3:57:50communities. On attachment for the Northamptonshire Fire and Rescue

3:57:51 > 3:57:50Service, we proceeded increasingly close way, how the police and Fire

3:57:51 > 3:57:50Service are working together to deliver for effective emergency

3:57:51 > 3:57:50services. With the Home Secretary take this opportunity to

3:57:51 > 3:57:50had their budgets cost by half. Thousands of firefighters will have

3:57:51 > 3:57:50lost their jobs, many fire stations closed and dark firefighters do a

3:57:51 > 3:57:50superb job, but can he Home Secretary say honestly that city is

3:57:51 > 3:57:50to see how that can be done even better and how that can work a

3:57:51 > 3:57:50better collaboration with the police in places select North in the

3:57:51 > 3:57:50future. They have already cost 6700 front-line firefighters, cuts the

3:57:51 > 3:57:50police have already cost 12,000 from police officers. As the Home

3:57:51 > 3:57:50Secretary and other knows there can only be so much. With the Home

3:57:51 > 3:57:50Secretary admit that her cynical plan to merge both services want to

3:57:51 > 3:57:50protect or restore a single police officer or firefighter to the front

3:57:51 > 3:57:50mind or make a single member of the public safer? I say to the

3:57:51 > 3:57:50honourable lady that yet again the Labour Party goes down this road

3:57:51 > 3:57:50thinking the only thing that matters is the number of police officers on

3:57:51 > 3:57:50a number of firefighters that are available. Tonight paid tribute

3:57:51 > 3:57:50actually, can I pay tribute to those people that volunteer at

3:57:51 > 3:57:50firefighters in those communities. There often overlooked. What matters

3:57:51 > 3:57:50is not just the number of people that you have, what matters is how

3:57:51 > 3:57:50you are spending the money and how you are deploying your resources.

3:57:51 > 3:57:50That is why the efficiencies we have seen, the collaboration we have

3:57:51 > 3:57:50seen, with results not just in savings but in a better service to

3:57:51 > 3:57:50the public. Question number six please. The Home Office provides

3:57:51 > 3:57:50financial support by meeting additional cost to those local

3:57:51 > 3:57:50authorities taking on responsibility care of unaccompanied asylum seeking

3:57:51 > 3:57:50children. The immigration bill will underpin arrangements between local

3:57:51 > 3:57:50authorities. I think the Minister for that answer but given the number

3:57:51 > 3:57:50of cases where people over the age of 18 are pertaining to children

3:57:51 > 3:57:50what can local authorities do to make sure that resources are being

3:57:51 > 3:57:50best directed to these very vulnerable children? Can I thank my

3:57:51 > 3:57:50Honorable friend for his question, also the work for Northamptonshire

3:57:51 > 3:57:50as well in dealing with the pressures they have experienced any

3:57:51 > 3:57:50way have they have approached this. There are clearly age assessment

3:57:51 > 3:57:50test taken to ensure that support is provided to those required and not

3:57:51 > 3:57:50to those that don't. I would also add that it will be writing to all

3:57:51 > 3:57:50local authorities this week with an update on the progress to the

3:57:51 > 3:57:50national transfer scheme. Can the Minister say just how much money in

3:57:51 > 3:57:50the overseas but it has been used to help authorities resettle

3:57:51 > 3:57:50asylum-seekers? I think the honourable gentleman is effectively

3:57:51 > 3:57:50asking about not the unaccompanied asylum seeking children but a

3:57:51 > 3:57:50broader question in the Syrian resettlement scheme. We have sent

3:57:51 > 3:57:50out the mechanisms to those that are resettled and some of that is

3:57:51 > 3:57:50vulnerable through overseas development aid. That is how we are

3:57:51 > 3:57:50looking to ensure their great Added the Minister would agree that

3:57:51 > 3:57:50we can only perform our duty as a country in all areas take there is

3:57:51 > 3:57:50possibilities. It is good to hear his answer. Can I ask him about
