:00:29. > :00:33.the Government to order an immediate public enquiry into the revelations

:00:34. > :00:40.of the ban papers. The second focuses on the schools' White Paper,

:00:41. > :00:44.looking at giving all schools in England and Academy status to move

:00:45. > :00:50.them from authority control. Join me for a round-up at 11pm tonight.

:00:51. > :00:55.First, questions to the new Secretary of State for Wells. The

:00:56. > :00:56.first comes from Julian Sturdy and it's about rebalancing the economy

:00:57. > :01:23.in Wales. Order, order. Questions for the

:01:24. > :01:30.Secretary of State for Wales. As the economy Britain begins to grow, we

:01:31. > :01:34.see Wales regenerating a city deal for God of capital region and we are

:01:35. > :01:39.looking to follow suit with a deal for Swansea in the west. I have

:01:40. > :01:48.opened the door to growth in north Wales. Maybe the first to welcome

:01:49. > :01:50.the Secretary of State Andy a new minister to their new roles. With

:01:51. > :01:54.the announcement of the north Wales growth deal in the budget, what

:01:55. > :01:59.plans are therefore this deal to be genuinely cross-border in nature and

:02:00. > :02:04.plug into northern powerhouse which has the potential to deliver huge

:02:05. > :02:08.benefits right across the north, not only for the distinct regions like

:02:09. > :02:18.north Wales, also own county of Yorkshire? -- God's own county. We

:02:19. > :02:24.are seeking to grow the economy right across UK, not just in Wales.

:02:25. > :02:29.We are looking to move this to the saloon, Western and eastern parts of

:02:30. > :02:31.the country. I was talking to local authority leaders and business

:02:32. > :02:42.goods, they were all keen to support of Wales growth deal and we want to

:02:43. > :02:48.ensure that north Wales plugged into northern powerhouse. Given the

:02:49. > :02:52.importance of north Wales, will be Secretary of State press very clear

:02:53. > :03:01.links to Manchester Airport and HS2 benefits? As an MP, will I be able

:03:02. > :03:03.to build on them? The honourable member makes an important point and

:03:04. > :03:12.you'll be aware of the cross-border task force that is set up. This is

:03:13. > :03:17.making a bid to CP6 to see if they can establish links between the

:03:18. > :03:21.rails and the roads were not well. We also want to make sure everyone

:03:22. > :03:25.has the right representation in the negotiations. Thank you. May I

:03:26. > :03:34.welcome my honourable friend disposition. I'm very thankful for

:03:35. > :03:37.his agreement on the growth deal, but I hobby recognises the

:03:38. > :03:40.disassociation with the west England. Does he agree that, in

:03:41. > :03:45.order to maximise the benefit, there has to be a degree of political

:03:46. > :03:54.devolution, or at least an element of it, to Wells? -- Wells? It is

:03:55. > :04:04.essential that we get devilish and to north Wales. It was interesting,

:04:05. > :04:07.at that meeting in north Wales, the north-west part of Wales, the border

:04:08. > :04:12.and the English side of the boundary all wanted this growth deal to work

:04:13. > :04:18.on a cross-border basis and I am determined to by the interest of

:04:19. > :04:20.that region. One of the most effective ways to rebalance the

:04:21. > :04:28.economy is to empower the Welsh Government with the necessary job

:04:29. > :04:33.creation, which is why I move to help increase growth for Wells. In

:04:34. > :04:41.order for this work, it has to be celebrated within the right

:04:42. > :04:50.framework. -- facilitated. What is the preferred reduction method for

:04:51. > :04:55.Wells? -- Wales? Welcome any draft bill that we want to bring forward,

:04:56. > :04:58.in terms of pride and tax varying powers, especially income tax, we

:04:59. > :05:03.want to see this making a load tax economy. There are mechanisms that

:05:04. > :05:07.need to be introduced in order to protect the Welsh interest in this.

:05:08. > :05:10.I have met with the Chief Secretary this week and we have spoken about

:05:11. > :05:17.early proposals, and they would have early discussions next week about

:05:18. > :05:23.this. Does this for the most exciting prospect and what steps are

:05:24. > :05:28.you taking to encourage them? He will be aware that the budget

:05:29. > :05:31.focused on the city deal for Cardiff, and that is the largest

:05:32. > :05:37.city deal across the whole of the United Kingdom, ?1.2 billion

:05:38. > :05:42.covering ten authority areas. We are ambitious and we would likely growth

:05:43. > :05:52.deal to keep increasing. We have to remember that this is in addition to

:05:53. > :05:56.the Barnett agreement. Is the growth dependent on growth in the Republic

:05:57. > :06:04.of Ireland and England as well? Can I well along with the secretary, a

:06:05. > :06:07.ploy to ensure that we get more details about this so-called growth

:06:08. > :06:12.partnership because we are the partners for north Wales. I am

:06:13. > :06:18.grateful to the honourable member for his kind without support. Yes,

:06:19. > :06:22.we are determined to work... The purpose of the growth deal is a

:06:23. > :06:26.bottom-up approach. They have met with local authority businesses from

:06:27. > :06:30.north Wales and we are determined to pursue that further. In relation to

:06:31. > :06:33.Northern Ireland and the links with Republic of Ireland, I'm not quite

:06:34. > :06:37.sure I can make the growth deal stretch that far, although I would

:06:38. > :06:50.be interested in trying to get across the English border. This

:06:51. > :06:53.Government's commitments is a major boost to the economy and the people

:06:54. > :07:00.of South Wales. It makes a great difference that commuters and small

:07:01. > :07:07.business owners in the strategy to rebalance the economy. May I say I

:07:08. > :07:13.also welcome him to his base, it seems that not long ago we were

:07:14. > :07:19.competing for the then safe Labour seat. Would my honourable friend

:07:20. > :07:24.agree with me that the reduction in the tolls would also have a great

:07:25. > :07:27.benefit from the Welsh tourism sector? Would you also now agree

:07:28. > :07:32.that it is now time for the Welsh Government to pull its finger out

:07:33. > :07:39.and develop the investments for the' four corridor. I'm grateful for the

:07:40. > :07:44.kind words. May I say, there are no infrastructure projects more

:07:45. > :07:51.important to the wealth economy than the upgrade to the' four corridor.

:07:52. > :07:54.An audible friend, Lord H, was very committed to this, only to have it

:07:55. > :07:59.cancelled on them by the party opposite when they were in

:08:00. > :08:02.Government. -- Hague. Commuters have called for it, visitors have called

:08:03. > :08:05.for it and the Chancellor made money specifically available for this

:08:06. > :08:11.project almost three years ago. We just wish the Welsh Government would

:08:12. > :08:14.get on with it. The Welsh Affairs Committee found that the operational

:08:15. > :08:18.and maintenance cost of the bridge represented one quarter of the tool,

:08:19. > :08:23.yet the Government has reduced the tool to half. Therefore, they are

:08:24. > :08:29.making a 100% margin. When will they reduce the cost of the maintenance

:08:30. > :08:32.cost in to give every chance for South Wales and the Welsh economy to

:08:33. > :08:41.perform as well as anywhere else, rather than have a stranglehold on

:08:42. > :08:46.it? I would hope the honourable member, and although the directors,

:08:47. > :08:50.would welcome the harvesting unequal fees. We saw no action when the

:08:51. > :08:54.opposite party was in power, but we have gone further than this. A small

:08:55. > :09:00.group vehicle will move from a current rate of ?13 20 two less than

:09:01. > :09:06.?4 when the tolls are halved. We also taking away the second class

:09:07. > :09:08.told. The announcement of the cutting tolls is a hugely welcome

:09:09. > :09:12.one from this conservative comment but, would you also agree with me

:09:13. > :09:15.that in the longer term, the revenue generated from the tolls should not

:09:16. > :09:23.exceed the cost of maintenance of the two bridges? Can I pay tribute

:09:24. > :09:26.to my honourable friend for his diligent, persistent campaign on

:09:27. > :09:32.this issue? I know he was the light my honourable friend was able to

:09:33. > :09:38.respond to his cold and, many other calls on the side. There will be a

:09:39. > :09:42.debt remaining on the tolls, even when they come back into public

:09:43. > :09:46.ownership by 2018. That debt needs to be serviced, as well as

:09:47. > :09:54.innovations aren't free flow traffic that we want to introduce as well.

:09:55. > :09:58.Can I start by congratulating the Secretary of State and the Minister

:09:59. > :10:02.on their recent appointments? We, on this site, look for two working

:10:03. > :10:07.constructively with them, particularly on new Wales Bill,

:10:08. > :10:14.whenever that may appear. The Chancellor did make much of the

:10:15. > :10:18.tolls on the Severn Crossing and halving the fees. This is not as

:10:19. > :10:22.severe as we think it is. This discount includes a 20% VAT, which

:10:23. > :10:29.disappears anyway when the bridge reverts to public ownership. Instead

:10:30. > :10:32.of leaving businesses still paying thousands of pounds per year, why

:10:33. > :10:40.would they Government do the right thing and scrap the tolls

:10:41. > :10:43.altogether? This is a very different call, a very convenient, I would say

:10:44. > :10:46.as well before an election from the party opposite. They have long

:10:47. > :10:51.called for the devolution of the tolls and we will feel full that the

:10:52. > :10:54.tolls, as soon as they are devolved, if that was agreed, they would get

:10:55. > :11:05.to a position that they would be used as a cash cow in order to

:11:06. > :11:10.support the Welsh Government. The marketing in Wales has never been

:11:11. > :11:14.stronger but there is a to celebrate, however unemployment has

:11:15. > :11:20.fallen and the number of people working in Wales as it an all-time

:11:21. > :11:26.high... May I welcome the Minister to his position and while he is

:11:27. > :11:33.quite focused on the issues of steel and Port Talbot, I wonder what you

:11:34. > :11:44.would think of the decision of Aston Martin to make your new DBX car in

:11:45. > :11:48.the UK. It is an investment. It is an investment which will create 750

:11:49. > :11:52.highly skilled jobs in Wales and the West Midlands. I'm very grateful to

:11:53. > :11:54.the Prime Minister and Michael Fallon for the work they have put

:11:55. > :12:06.into achieving that success. What some name was mentioned, it

:12:07. > :12:14.does not mean anything and the chamber. Sense 2012 jobs growth and

:12:15. > :12:17.Wales has helped 15,000 people into meaningful employment. Devon youth

:12:18. > :12:23.unemployment and Wales is falling faster than in the UK as a whole is

:12:24. > :12:28.the right honourable gentleman agree the UK Government can learn from

:12:29. > :12:32.Wales? These figures have highlighted some 80% of that

:12:33. > :12:38.spending has been inefficient, however it is important to point out

:12:39. > :12:43.that job creation success requires cooperation between the two

:12:44. > :12:48.Government, exactly what we saw with Aston Martin. My honourable friend

:12:49. > :12:54.102 dozen is a major employer. Will he take this opportunity to pay

:12:55. > :12:57.tribute to Andrew RT Davies, the Welsh Conservative leader, and

:12:58. > :13:03.Anthony pickles for coming up with the idea of bringing the Prince of

:13:04. > :13:07.Wales' regalia to wheels and particularly to praise the Prince of

:13:08. > :13:11.Wales for following up that idea. What discussion is he having with

:13:12. > :13:16.the Welsh Government to promote this? I will join with my honourable

:13:17. > :13:19.friend and paying tribute to the leader of the most conservatives. It

:13:20. > :13:22.is important to highlight the importance of tourism to the Bush

:13:23. > :13:29.economy and bringing radially back to Wales would be the right thing to

:13:30. > :13:33.do and I'm sure my constituents would be delighted to host it.

:13:34. > :13:40.Does the Minister thank his colleagues plan to sack hundreds of

:13:41. > :13:45.civil servants and Cardiff and will that help or hinder employment

:13:46. > :13:49.trends and Wales? I think the honourable lady should be aware it

:13:50. > :13:53.would be inappropriate for me to comment on leaked reports. We should

:13:54. > :13:58.be aware that it does not matter where in Wales Kulik, what we're

:13:59. > :14:02.seeing is employment growth, but it is not my position to comment on the

:14:03. > :14:09.reports. I welcome my honourable friend to his position. Does he

:14:10. > :14:13.agree with me that the reductions in the budget of business taxes and the

:14:14. > :14:17.ability of people to keep more of their own earnings create an

:14:18. > :14:21.environment in which the private sector can invest and employment

:14:22. > :14:25.opportunities can come to Wales in the same way as the rest of the

:14:26. > :14:31.country? I agree entirely. The tax cuts which have been brought in by

:14:32. > :14:37.this Government are welcomed and of particular importance in the Budget

:14:38. > :14:40.was the issue of small business rates and I would call on the Welsh

:14:41. > :14:45.Government to follow the UK Government in ensuring Welsh

:14:46. > :14:51.businesses have the same benefits from business rates as those in

:14:52. > :14:55.England. 30% of working age of disabled people are in jobs and

:14:56. > :15:01.Wales compared with 46% in the UK as a whole. Why? The honourable lady

:15:02. > :15:06.asks a very important question and there is more work to be done. There

:15:07. > :15:09.is a need to work together on this issue. However I would highlight

:15:10. > :15:17.there are more and more people with disabilities and work. Over 300,000

:15:18. > :15:22.more in the past 24 months. We must make sure the successes across the

:15:23. > :15:31.country are replicated in Wales. Question number four, Mr Speaker.

:15:32. > :15:35.This fuel industry is dealing with unparalleled global conditions and

:15:36. > :15:40.the UK is concerned with the impact that is happening in South Wales.

:15:41. > :15:45.While we cannot change the status of the global steel market our

:15:46. > :15:48.objective is to overcome the challenges and achieve a sustainable

:15:49. > :15:52.future for the steel industry in Wales and across the UK.

:15:53. > :15:57.I thank the Minister for that answer but would he agree that in order to

:15:58. > :16:00.secure the future of not only the Port Talbot site but Tata at sites

:16:01. > :16:07.across the UK no option should be pulled out? Can I pay tribute to my

:16:08. > :16:11.honourable friend, the member for Corbett, and how he has represented

:16:12. > :16:16.his constituents and those who depend on steel-making in that area.

:16:17. > :16:20.He recognises the way in which the plants are linked and I know he has

:16:21. > :16:25.been working closely with the Business Secretary and myself to

:16:26. > :16:30.secure the future. I can reassure my honourable friend no Stone will be

:16:31. > :16:38.left unsound to secure a long-term future for the Corby plant as well

:16:39. > :16:42.as those across the UK. I welcome the secretary of state to his new

:16:43. > :16:45.position and I assure you that in my questions I will endeavour to give

:16:46. > :16:51.them ample opportunity to explain themselves. So why didn't the

:16:52. > :16:58.secretary of state travel to Mumbai for the Tata board meeting on March

:16:59. > :17:01.the 29th? The Government has been in close dialogue with part Tata Steel

:17:02. > :17:05.what many months. My right honourable friend the Business

:17:06. > :17:08.Secretary was a Tata the month before the mum by meeting and

:17:09. > :17:17.engaged with directors at start-up before that. -- Mumbai. And we

:17:18. > :17:22.managed to avert the immediate closure and proposed a sealed. I

:17:23. > :17:25.will get them another go, shall I? That he failed to attend because a

:17:26. > :17:34.more senior Cabinet colleagues told him not to? That he decided not to

:17:35. > :17:38.go off off its own back? What was it as was said to be Welsh Affairs

:18:05. > :18:07.and the company working together, to secure the long-term future. The

:18:08. > :18:11.Government has been in long-term dialogue and that is demonstrated in

:18:12. > :18:18.the sales process we're not going through rather than the risk of

:18:19. > :18:23.immediate closure we were facing. What my honourable friend get me a

:18:24. > :18:27.assurance that he, together with the Wales office, will work with all

:18:28. > :18:32.relevant departments to ensure the long-term future of Port Talbot and

:18:33. > :18:36.in particular those in my constituency? I would also like to

:18:37. > :18:41.pay tribute to my honourable friend, a member and dour. I know he met the

:18:42. > :18:46.Business Secretary last week and I have had several conversations with

:18:47. > :18:49.him and an ongoing basis in support of his constituents. This

:18:50. > :18:52.demonstrates the regional impact this plant hard and the Government

:18:53. > :19:00.is determined to do everything possible to secure a long-term

:19:01. > :19:06.viable future for the plant. Add the secretary of state knows at

:19:07. > :19:11.cyclo-cross Wales Tata steel workers produce a range of specialist

:19:12. > :19:15.products. What assurances has he obtained from Tata steel they will

:19:16. > :19:20.not siphon of production of the most profitable lines to the plant

:19:21. > :19:24.abroad. What guarantees had to receive that the intellectual

:19:25. > :19:28.property will remain with the Welsh operations in order to attract a

:19:29. > :19:34.suitable buyer and safeguard many Welsh jobs? The honourable lady rate

:19:35. > :19:39.is a very important job in relation to the sale of the UK operations

:19:40. > :19:43.which demonstrates the positive engagement between the UK Government

:19:44. > :19:46.and Tata Steel which resulted in the decision to sell off of the

:19:47. > :19:51.operations rather than simply dispose of what some might see as

:19:52. > :20:00.the more profitable assets. Number five, Mr Speaker.

:20:01. > :20:05.We have all been an intensive, extensive discussions with Tata pop

:20:06. > :20:08.months and it is due to this Government intervention that Tata

:20:09. > :20:13.have agreed to ease sale process rather than immediate closure of its

:20:14. > :20:17.Welch operations. I spoke to the honourable member report he went to

:20:18. > :20:25.the Tata meeting and mum by and I have kept in regular contact to

:21:21. > :21:24.years before he was made redundant several years ago. I am from that

:21:25. > :21:29.community, I understand how important the steel as to the income

:21:30. > :21:35.of that area. My family have been through the good things and the

:21:36. > :21:39.difficult times. The Government is in regular engagement with many of

:21:40. > :21:44.the companies that work with Tata, both those who supply them and

:21:45. > :21:51.customers. We are determined to do everything to support them. The

:21:52. > :21:55.secretary of state for business said we should work across party on this.

:21:56. > :22:01.The secretary of state for Wales has also said that. I understand he is

:22:02. > :22:06.to visit on Monday, when was he in sending to tell me? I hope the

:22:07. > :22:13.honourable member would be grateful or approving of a visit from a UK

:22:14. > :22:17.Government minister. I have been responding to calls from local

:22:18. > :22:24.workers. I was in Wrexham on the day the news broke about Shotton and

:22:25. > :22:29.spoke to business leaders about the impact. I said to the community that

:22:30. > :22:34.as soon as more information is available I will return and that is

:22:35. > :22:40.why I am returning to Shotton next Monday. Question number six, Mr

:22:41. > :22:45.Speaker. The EU makes a massive contribution to the Belgian economy.

:22:46. > :22:52.It is not largest trading partner, supports thousands of jobs. -- Welsh

:22:53. > :22:58.economy. The benefits are far too great a risk leaving. He is

:22:59. > :23:02.absolutely right. The Welsh economy depends on EU funding to a large

:23:03. > :23:07.extent. Does the Minister agree with the remaining in the EU is vital to

:23:08. > :23:13.employment and training opportunities and Wales and the UK.

:23:14. > :23:16.I would fully endorse the comments. EU funding has been significant in

:23:17. > :23:20.reskilling the Welsh workforce and the support given to higher

:23:21. > :23:29.education institutions is phenomenal. Small family farms and

:23:30. > :23:33.the backbone of the West Wales rural economy. Incomes have declined over

:23:34. > :23:40.the past two years by ?5,000. Does the Minister issue the concerns of

:23:41. > :23:44.many organisations that the last thing we must countenance as

:23:45. > :23:48.withdrawal from the EU? I would entirely endorse the comments of the

:23:49. > :23:54.honourable gentleman. Both the farming unions in Wales are strongly

:23:55. > :23:59.in favour of others remaining in a reformed EU and the extent of Welsh

:24:00. > :24:07.agriculture products exported to the EU, 90%, is exported and we should

:24:08. > :24:16.not risk that. On the spot the Minister is right. -- on this point.

:24:17. > :24:23.The best position for Wales is to stay within the EU. But can he tell

:24:24. > :24:30.us, at the time when Sir Terry Matthews and others support our

:24:31. > :24:36.membership, can you tell us why Andrew RT Davies, the person the

:24:37. > :24:40.party opposite want to be First Minister of Wales, once Wales out of

:24:41. > :24:47.the EU? It is a disgrace, isn't that? The honourable lady is right

:24:48. > :24:51.to highlight the support of these groups but I would make this point.

:24:52. > :24:54.The Conservative Party is the Democratic party who believes

:24:55. > :24:59.passionately people can make a decision about this issue are the

:25:00. > :25:02.people of this country. We have offered them in referendum and it

:25:03. > :25:13.will make a decision in ten weeks' time. We believe any disabled person

:25:14. > :25:16.who wants to what should be able to. There will be a real terms spending

:25:17. > :25:21.increase in supporting disabled people into what which will ensure a

:25:22. > :25:27.valuable talent and skill will be further recognised within the Welsh

:25:28. > :25:35.workforce. We are discussing the situation of disabled people in

:25:36. > :25:38.Wales. Disability rights, organisations, the equality and

:25:39. > :25:42.human rights commission and many others have decried the lack of

:25:43. > :25:47.evidence in support of the Government cuts of ?1500 a year for

:25:48. > :25:53.disabled people who have been found not fit for work. How many employers

:25:54. > :25:57.in Wales has the Government signed up as active disability, but then

:25:58. > :26:03.employers to those disabled people who are fit for work? It is

:26:04. > :26:09.important to point that first of all, getting as supporting disabled

:26:10. > :26:13.people into what is imported and we have a track record of success. In

:26:14. > :26:19.the past 12 months we have seen 150,000 disabled people enter the

:26:20. > :26:25.workplace. I am proud of Swansea, for example, is the first disabled

:26:26. > :26:29.friendly city in the UK supporting disabled people into employment. I

:26:30. > :26:33.will write to the honourable lady with the specific figures that you

:26:34. > :26:38.request. One the minister concede that with over one third of what

:26:39. > :26:42.capability assessment appeal being successful Government policy is

:26:43. > :26:44.damaging the lives of a great many disabled people and financially

:26:45. > :26:51.starving them of money that they need to live a reasonable quality of

:26:52. > :26:55.life? It is very important to point out again that when is the what

:26:56. > :26:59.capability assessment should be refined and are being refined, it is

:27:00. > :27:03.crucial to buy that we believe strongly people who are disabled

:27:04. > :27:07.have a contribution to make if they want to and are able to work. Our

:27:08. > :27:10.policy is to help people into employment where that is possible
