:00:28. > :00:42.Order order. Questions for secondary estate. Number one Mr Speaker. But

:00:43. > :00:46.about last weeks cancellation of the key stage one spending test. How

:00:47. > :00:50.sorry I am that this has been necessary and I entirely share their

:00:51. > :00:54.anger and frustration. I know how hard everyone has worked to prepare

:00:55. > :00:57.for these tests, and its investigations by the stated testing

:00:58. > :01:03.agencies show that their internal processes did not keep part stable

:01:04. > :01:08.and live test questions and human error led to test questions putting

:01:09. > :01:13.on the website. The executive has apologised unreservedly for the

:01:14. > :01:20.error. The two test term plan for this test aren't effective. The form

:01:21. > :01:25.of curriculum is making sure young people can compete with the best in

:01:26. > :01:28.the world. I like to thank the suggestive of the answer, but what

:01:29. > :01:31.has been done to find out what they're doing around the world in

:01:32. > :01:37.the classroom so that our students can meet the highest standards and

:01:38. > :01:41.our students can compete with the best in connecting my Honorable

:01:42. > :01:46.friend very much indeed. We meet with other education ministers

:01:47. > :01:52.around the world to discuss our reforms that they're introducing. We

:01:53. > :01:59.introduce in ambitious National Curriculum to match vest the world.

:02:00. > :02:02.To represent a new gold standard and enable students to compete with

:02:03. > :02:09.their peers in the worlds best school systems. I do hope the

:02:10. > :02:16.Secretary of State gets it right, we've made a lot of mistakes in the

:02:17. > :02:23.past comparing hours, but she Tatian with Finland and parts of China. --

:02:24. > :02:30.education. And to be very misleading, and we should be very

:02:31. > :02:34.careful. We are very careful and mindful of the fact that we want our

:02:35. > :02:37.children to have the best possible result in the world. That is what

:02:38. > :02:42.our forms are all about. That is why as well as the importance of getting

:02:43. > :02:48.our GCA sees and A-levels to eight gold standard. We are also focusing

:02:49. > :02:56.on things like character education and good strong mental well-being as

:02:57. > :02:59.well. This the Secretary of State every with me that we need to focus

:03:00. > :03:05.on the stem subjects as a top priority. And by doing so we will

:03:06. > :03:09.deliver a more effective and competitive workforce. They way to

:03:10. > :03:16.do that is by having a strong vision of our schools and academies and

:03:17. > :03:19.trusts. I'm looking for to appearing in front of him and his committee

:03:20. > :03:22.later on this week. I think he is absolutely right to talk about the

:03:23. > :03:27.importance of the stem subjects. Of course part of the E back is mod or

:03:28. > :03:32.formally witches. I'm sure that all members of the sides of house

:03:33. > :03:35.remember what we said last week about securing the future

:03:36. > :03:39.examinations of all modern for linkages, let's are taught languages

:03:40. > :03:42.including things like Biblical Hebrew and the Japanese. As very

:03:43. > :03:48.important for the future competitiveness of our country. How

:03:49. > :03:51.the Secretary of State agrees that he critical thing in improving this

:03:52. > :04:00.time of education is good quality teachers. Will she listen to the

:04:01. > :04:04.schools, 13 of whom Robin and talking about secondary schools in

:04:05. > :04:10.the small town have already spent half ?1 million on a too big to

:04:11. > :04:13.recruit teachers and yet in the words of a headteacher of an

:04:14. > :04:18.excellent grammar school, we are now appointing teachers who we would

:04:19. > :04:27.argue... Arguably not considered five years ago. Was she doing to

:04:28. > :04:32.have high-quality teachers of our children so they can learn? The most

:04:33. > :04:35.important thing is the quality of teachers in our classrooms. That is

:04:36. > :04:41.why we have more changes coming back into teaching any white paper. We

:04:42. > :04:44.mentioned the fact that we want to set up a website which will save

:04:45. > :04:48.schools important and high recruiting calls. So they're able to

:04:49. > :04:56.reward excellent teachers at the front line. The most important thing

:04:57. > :04:59.from the recruiter survey is that 31% of teachers said recruitment

:05:00. > :05:02.crisis is doing a profession down. What to focus on the big and

:05:03. > :05:04.important things that make a difference, that talk up the

:05:05. > :05:11.profession not always talking it down. Stages of schools can be

:05:12. > :05:16.raised by encouraging more schools to start breakfast club that they do

:05:17. > :05:19.at a junior school in my constituency. It was Secretary of

:05:20. > :05:27.State encourage more schools of thought that an homer close? He'll

:05:28. > :05:33.be at aware of enough of any budget for the new sugar levy to expand

:05:34. > :05:40.breakfast concert 1600 schools to September 2017 the opportunities

:05:41. > :05:42.offered by the school they are very important and is sure of young

:05:43. > :05:47.people get possession at regular activities that help them to achieve

:05:48. > :05:53.the higher possible standards. Most of the quality of students in

:05:54. > :05:56.schools and driven by academies and by local authorities. The main self

:05:57. > :06:02.evaluation and improvement is a continuous cycle with only the

:06:03. > :06:04.occasional visit from HM IE in Scotland or offset in England to

:06:05. > :06:09.understand the work that they have done. The move to academies how does

:06:10. > :06:13.the Secretary of State envisage quality assurance will be monitoring

:06:14. > :06:17.locally and well but it has sheet set aside for the increased number

:06:18. > :06:21.of inspectors required to drive improvement? Quality assurance will

:06:22. > :06:26.be measured exactly the same way that it is now. Also partly by

:06:27. > :06:28.parents who make the best possible choice for their children and tens

:06:29. > :06:35.of the strongest schools. I think is worth noting that in Scotland 29%

:06:36. > :06:39.schools in the areas I what rated week were unsatisfactory. It had

:06:40. > :06:46.nine years to raise educational standards in Scotland, what have

:06:47. > :06:50.they done about a? Our education policy including the white paper it

:06:51. > :06:54.is about making sure that every child gets the best possible start

:06:55. > :07:01.in life. Enable them to fulfil their vigil. It is called educational

:07:02. > :07:06.excellence everywhere. Everywhere is non-negotiable. We're making

:07:07. > :07:09.progress. The formula calls us think. Moving us closer to a fair

:07:10. > :07:17.system where ever schools funding especially needs of the people. A

:07:18. > :07:23.school is upsetting without being an Academy gives an excellent teacher

:07:24. > :07:26.staff. Wouldn't ministers be better focused on the focusing their time

:07:27. > :07:32.energy and money on raising standards and poor from forming

:07:33. > :07:42.schools, the result purpose of the pragmatic and targeted Academy

:07:43. > :07:46.programme. Not the whistle imposed dogma of structures on everyone. I'm

:07:47. > :07:51.having to hear but the school of the Honorable Lady mentioned, I wanted

:07:52. > :07:56.to go on to make the rest of the schools in the area a strong as

:07:57. > :07:59.possible to work in collaboration. I'm not going to be suggested that

:08:00. > :08:04.had the opportunity to make sure we had a very good strong school system

:08:05. > :08:06.across the country offering the best possible education, I'm not going to

:08:07. > :08:14.leave the job half done. They're going to finish the job. My

:08:15. > :08:18.constituency is a rapidly going new town. That puts pressure on primary

:08:19. > :08:23.school places. This is Secretary of State agreed with me that an

:08:24. > :08:26.categorisation can put an outstanding primary better financial

:08:27. > :08:33.position so they could build more classrooms and increased intake to

:08:34. > :08:36.meet apparent demand? She's deathly right to say that the opportunities

:08:37. > :08:40.offered by both schools becoming academies but also by the fair

:08:41. > :08:42.funding which means that more money to the front line, the schools are

:08:43. > :08:48.in charge of their own destinies about whether they expand to take on

:08:49. > :08:51.more pupils. They also want to see local authorities both in academies

:08:52. > :08:58.sticker more places and securing more free schools for example to

:08:59. > :09:06.deal with parental demand. Canonization so far breasts on the

:09:07. > :09:08.czar of an individual school to economize or surround school

:09:09. > :09:12.improvement. That's not going to be the case in the future were schools

:09:13. > :09:20.will be required to catalyse even if they are good or excellent and will

:09:21. > :09:28.risk losing the very features that made them good or excellent as she

:09:29. > :09:31.considers legislation with the Secretary of State consider in

:09:32. > :09:40.Academy ovation model that allows which schools to remain to have a

:09:41. > :09:43.form of education with a may do so? Up until the last sentence where he

:09:44. > :09:46.seemed to imply that somehow academies were not part of the

:09:47. > :09:51.public sector. He cannot be more mistaken. They get their funding

:09:52. > :09:56.directive from the apartment of education. They could follow the

:09:57. > :10:00.National Curriculum. I will say his them. What does he say to the

:10:01. > :10:05.headteacher who wrote to me after the Academy show last week who said

:10:06. > :10:07.her college for forgetting that children are the parties. Change the

:10:08. > :10:12.reality and collaboration is a strategy. How can it not be our

:10:13. > :10:15.moral spots ability to serve as many children as possible working

:10:16. > :10:23.together for. That is what we want to see. Does the right honourable

:10:24. > :10:32.friend groovy that a good argument for Academy Station is getting

:10:33. > :10:38.schools out of left houses were sitting gender reassignment for

:10:39. > :10:46.four-year-olds. The point about academies and that they are the

:10:47. > :10:48.vehicle for schools to innovate and do the right things with her

:10:49. > :10:53.children. That does not happen other local authority control. That is

:10:54. > :11:01.what we want to see and why we want schools to become academies the

:11:02. > :11:04.Secretary of State has intimated that good local authorities can

:11:05. > :11:08.perform local or Academy trust. This would give local authorities more

:11:09. > :11:11.spots before running schools than they have now. Something

:11:12. > :11:17.appointments or suggest is what is holding schools back. Why is having

:11:18. > :11:22.such cost the up he having necessary for good local authorities. Isn't it

:11:23. > :11:29.time for her to smell the coffee and shelve her plants were forced

:11:30. > :11:33.academization? I'm a caffeine addict. Basically he is missing the

:11:34. > :11:37.point. Good schools have much to offer the whole of the rest of the

:11:38. > :11:43.education system. What we see now in schools across the country is

:11:44. > :11:46.collaboration and partnership in clusters of schools. That is what we

:11:47. > :11:52.want to see continue across the way in the system. We have the best

:11:53. > :11:57.people don't run schools, the front lines, as we want to see. We never

:11:58. > :12:06.hear talk of the pupils from the Labour Party. It is always about

:12:07. > :12:11.vested interest. Over the last 11 months one of the issues time and

:12:12. > :12:16.time again that his company is the cost of recruitment to teachers. I'm

:12:17. > :12:22.just very pleased to see a proposal in relation to a national website is

:12:23. > :12:31.going to be show up -- set up. How is this going to improve

:12:32. > :12:35.recruitment? Thank you for raising that issue and for spotting a

:12:36. > :12:39.chapters and a white paper that only one deals with school structures,

:12:40. > :12:42.the rest tackle with issues that schools have been talking with us

:12:43. > :12:48.about. The high recruitment of teachers. We can work with the

:12:49. > :12:51.sector to enable a low or no-cost way to advertise that means more

:12:52. > :12:59.money to get to the front line. That's what we all want to see.

:13:00. > :13:09.Sorry Mr Speaker, question number four. I would like to answer this

:13:10. > :13:15.question with question 16. We have record numbers of teachers in the

:13:16. > :13:19.classrooms and attendance rates have raised. It's become more challenging

:13:20. > :13:25.for some schools which is why our white paper explains to boost

:13:26. > :13:29.teacher recruitment and abilities assessment measures we've already

:13:30. > :13:34.put in place as easy to ?7 million package to work improve standards

:13:35. > :13:42.for teachers and generous training groceries and fellowship. Excessive

:13:43. > :13:46.workload is a top reason for teachers leaving the professors.

:13:47. > :13:52.Three quarters of teachers say their workload has increased since the

:13:53. > :13:56.Secretary of State launched the 2014 workload challenge. Ellis was two

:13:57. > :13:59.inch address the increases in successive work. Why has that love

:14:00. > :14:06.Jones failed to reduce the workload crisis. Will she agreed to me myself

:14:07. > :14:14.and my and their colleagues in our questions about local challenges? In

:14:15. > :14:22.terms of the workload challenge, the 44,000 responses to that inquiry and

:14:23. > :14:27.survey and the top issues raised were a marketing data management and

:14:28. > :14:31.lesson planning burdens and within three working parties that have

:14:32. > :14:38.reported now very concrete proposals how we reduced the Burns, these are

:14:39. > :14:43.real puzzles of how we will group reduce the burdens on teachers. The

:14:44. > :14:49.report that a number of teachers leaving the profession has increased

:14:50. > :14:53.by over 11% in the last three years. The last four consecutive years the

:14:54. > :14:58.government has failed to heed its own recruitment tires. Does the

:14:59. > :15:01.Minister agree with me that the plan to force all schools to become

:15:02. > :15:05.academies and did nothing to help the situation and may in many cases

:15:06. > :15:09.cost teachers to be come more demoralise and more likely to leave

:15:10. > :15:15.the profession? The professional autonomy that comes with academies

:15:16. > :15:17.does the opposite. It encourages the profession in a way that has not

:15:18. > :15:23.happened in the past. The highest number of teachers at all times and

:15:24. > :15:36.I'll schools 450 5000. That 13,000 cents weekend. -- since 2010. The

:15:37. > :15:42.number of teachers has kept pace, in terms of retention 90% of teachers

:15:43. > :15:47.are still in after one year of qualifying. 70% after five years,

:15:48. > :15:49.and half of teachers are still in teachers 18 years after

:15:50. > :15:56.qualification. These figures are broadly in line with other

:15:57. > :16:03.professions. One of the very best ideas is the troops into teachers

:16:04. > :16:06.scheme. Given that personnel in the Armed Forces are amongst the very

:16:07. > :16:14.best that Britain has to offer what success is he achieving a getting

:16:15. > :16:20.personnel from the RTF, Navy, and Army into schools to teach our

:16:21. > :16:27.people? To say to your scheme that only started in January 2014, as is

:16:28. > :16:39.the first core road to qualify. There are now other 140 people

:16:40. > :16:45.working in schools. It is clear that teachers and not being listened to

:16:46. > :16:51.with regards to the fiasco of the forthcoming... Distant number for

:16:52. > :16:57.education is putting off children from learning English and math

:16:58. > :17:03.probably. What is the Mr going to listen to teachers to change his

:17:04. > :17:06.approach? We do listen to teachers and have consulted very widely on

:17:07. > :17:11.the new curriculum that was published in final form in 2013.

:17:12. > :17:17.They came into force in 2014 and is on par with the best curriculum for

:17:18. > :17:22.primary schools around the world. It is very high educations --

:17:23. > :17:25.expectations. We need to make sure that people leaving our schools are

:17:26. > :17:30.able to compete in a modern world, able to survive and thrive in the

:17:31. > :17:38.modern economy. That is our ambition. We wish the Liberal party

:17:39. > :17:45.which ended condition as well. Education questions, the 7th of

:17:46. > :17:53.March asked them about the in cold -- income threshold. He told me

:17:54. > :17:59.there was a consultation with the Home Office and that was ongoing. No

:18:00. > :18:02.announcements have been made on this issue. For the Minister answer my

:18:03. > :18:05.question today, what steps of the Minister answer my question today,

:18:06. > :18:07.what steps have you taken to ensure qualified teachers will be exempt

:18:08. > :18:16.from the ?35,000 threshold on earnings. The consultation is

:18:17. > :18:23.ongoing and we will port back in due course. Peggy Mr Speaker, there is

:18:24. > :18:29.undeniably a crisis in teacher recruitment in schools. Canada won

:18:30. > :18:31.the Minister that this is not confined to schools. This is

:18:32. > :18:38.starting to affect early years as well. There is no coherent early

:18:39. > :18:46.years career pathway, there is no set pay scale and some providers

:18:47. > :18:50.only pay wages for 35 weeks a year. How can the government possibly hope

:18:51. > :18:57.to improve quality in early years what it is doing its best to put

:18:58. > :19:02.people off joining the profession? We're not putting people off, we are

:19:03. > :19:07.expanding the early years sector. We acknowledge that when you have a

:19:08. > :19:17.strong economy is a challenge to recruit highly qualified people,

:19:18. > :19:24.highly in abled people. We are doing a huge amount to encourage to the

:19:25. > :19:28.profession, we have a very effective advertising campaign, effective

:19:29. > :19:35.bursaries, we are spending ?120 billion ungenerous bursaries, and it

:19:36. > :19:42.it is working. We have record numbers of people in teaching. But

:19:43. > :19:46.we do not do is talking down the profession. My right honourable

:19:47. > :19:52.friend has just said that what teachers tell us is when people talk

:19:53. > :20:01.about recruitment crisis is, that helps deter people for coming into

:20:02. > :20:03.the profession not encouraging him. I will answer this

:20:04. > :20:10.the government make a significant contribution to the schools we want

:20:11. > :20:14.this to continue. That is not the only way we'll want to see parents

:20:15. > :20:20.engaged in schools. That is why the paper outlines our plan to engage

:20:21. > :20:27.many clearly with Pat. Mysteries and a new parent portal to help parents

:20:28. > :20:31.navigate the school system. I make human forces have many parents

:20:32. > :20:37.engaged with local schools. Many have a person recently because they

:20:38. > :20:40.been reports that their voice position and influence may be

:20:41. > :20:45.diminished if it is turned into an academy. To my Honorable friend

:20:46. > :20:50.assured that that is not the case? I pay tribute to the many thousands of

:20:51. > :20:57.parents to plate a valuable role. It is vital that they listen to parents

:20:58. > :21:04.and we want academies to engage with them. People in my own constituency,

:21:05. > :21:11.parents are invited often to and I can't Academy policies their views.

:21:12. > :21:17.A recent 78% of responders felt that they were able to contribute to the

:21:18. > :21:25.academies that Almond. -- development. Could you clarify how

:21:26. > :21:29.their voice and skills continue to play an important part in government

:21:30. > :21:36.bodies with a skill becomes an Academy. Involving parents and

:21:37. > :21:41.governments and really listening to the views of parents are not

:21:42. > :21:48.necessarily the same thing. That's what I want the boards to have them

:21:49. > :21:51.for the skills and setting up parent councils to engage the many Philly.

:21:52. > :22:00.And to represent their views to governing bodies. With the Secretary

:22:01. > :22:10.of State confirm that parents should be considered over the

:22:11. > :22:13.canonization... I don't need to rethink because we are very clear

:22:14. > :22:18.about the important role that parents plays as governors, through

:22:19. > :22:21.parental surveys and engagement. He appears to be in the second half of

:22:22. > :22:25.his question fighting a fight under we had of the education adoption act

:22:26. > :22:36.is now part of the law which 78 clear role for parents to be

:22:37. > :22:41.involved. Can he explain more clearly articulate to some of her

:22:42. > :22:46.parental accountability is quite an important part in school life. In

:22:47. > :22:50.what circumstances that she invented and that taking parents off at role

:22:51. > :22:55.of governments in the school is a good thing? I don't think the

:22:56. > :23:00.honourable gentleman should be insulting members of the side of the

:23:01. > :23:07.house, you partly well understand the important role of parents as

:23:08. > :23:14.governments. Hear, hear! We are not, please let me speak slowly and

:23:15. > :23:17.clearly to the Honorable Tillman. We are not and have never suggested

:23:18. > :23:30.that parents should not be on governing bodies. Mr Speaker, I have

:23:31. > :23:38.had many parents contact me over the Key stage two SATs. Even though this

:23:39. > :23:44.is the in place in 2014 there is some concern that after the exams

:23:45. > :23:49.and would the Honorable Lady me with meet and talk over any concerns that

:23:50. > :23:56.may come up? I would be delighted to. As the Minister has said we have

:23:57. > :24:00.raised the bar in relation to the key stage two tests which are

:24:01. > :24:03.happening. The border reason for that is to make sure that our young

:24:04. > :24:08.people actually have the basics of the reading and writing and maths

:27:16. > :27:19.become an academy will prove? Mr Speaker, I am not sure it has any

:27:20. > :27:25.relevance to the original question asked by his honourable friend. Now

:27:26. > :27:36.that he has done, I am afraid it is not suitable for a minute Thierry

:28:27. > :28:30.assessment has been undertaken on the effect of enforcing schools to

:28:31. > :28:37.become academies and how that will affect disabled children? I am happy

:28:38. > :28:42.to meet with honourable Lady and give her more detail on exactly how

:28:43. > :28:48.the system breaks. I can reassure her that under the children and

:28:49. > :28:51.families act, academies have exactly the same duties for people with

:28:52. > :29:05.special education needs as all schools. They must co-operate with

:29:06. > :29:13.their local consul weather. If respected for what type of school

:29:14. > :29:18.but is. Thank you Mr Speaker. Does the Minister agree that one of the

:29:19. > :29:21.most egregious elements of today's unfair school funding system is that

:29:22. > :29:27.which affects children with special education needs? Can he confirm that

:29:28. > :29:31.the special needs block will be part and will be part of the reviews so

:29:32. > :29:36.that we can have a transparent and fair system for all children? My

:29:37. > :29:39.honourable friend and the former chair of the select committee is

:29:40. > :29:43.right to point out that the hype needs funding element of the

:29:44. > :29:48.dedicated schools Gregg has over time become extremely skewed in how

:29:49. > :29:52.we have silenced the formula to distribute that important money for

:29:53. > :29:59.the support of chosen for special education needs and disabilities. We

:30:00. > :30:03.announced additional money, but going for the need to have a fairer

:30:04. > :30:06.system so that every child has there been smacked irrespective of where

:30:07. > :30:21.they are in the country. It will be part of that... -- has their needs

:30:22. > :30:26.met. This year, the school forum them egregious teachers for 7

:30:27. > :30:33.million to the height needs block in order to address some of the needs

:30:34. > :30:38.of the honourable children. These proposals will result in a huge

:30:39. > :30:44.shortfall in funding for social needs. What's with the secretary of

:30:45. > :30:47.state due to address this very great concern of parents and teachers?

:30:48. > :30:51.Just to reiterate, we want to see a funding system that is based fairly

:30:52. > :30:58.and squarely on meeting children's needs. He will be consulting widely

:30:59. > :31:02.across the sector to make sure that in the future we achieve just that.

:31:03. > :31:06.I will look over the honourable lady says about London as well as across

:31:07. > :31:07.the country so that every child can benefit from any system, as we move

:31:08. > :31:24.forward with yellow. Particularly physically and mentally

:31:25. > :31:27.disabled, and fact, so much so that other schools passed them onto their

:31:28. > :31:32.schools. The finding does not recognise this high level of care

:31:33. > :31:38.that is needed. Will the consider this and also can he help me if

:31:39. > :31:44.there is a pot of money someone to help this excellent school continue

:31:45. > :31:47.to do wonderful job? We know that there aren't many children in this

:31:48. > :31:51.country who have profound needs, we also want to make sure that we make

:31:52. > :31:56.sure have education excellence everywhere and they have the

:31:57. > :31:58.opportunity to learn, grow, and develop interests successful adults.

:31:59. > :32:05.You need to make sure they are well supported. It is clear that has to

:32:06. > :32:08.be cooperation across education, social clear, and health to provide

:32:09. > :32:13.the money and support that is needed for those children. Of course, I am

:32:14. > :32:15.happy to talk further with my honourable friend to establish how

:32:16. > :32:21.it is working in his own constituency and how we can make it

:32:22. > :32:26.work better in the future. Edifice of the government announced the

:32:27. > :32:31.ham-fisted and categorisation of all schools there has been growing

:32:32. > :32:46.opposition from parents, teachers, as Ian charities, Tory Council

:32:47. > :32:49.leaders, and educating as six's... Can the Minister further explained

:32:50. > :33:03.that his government is doing to alleviate these concerns. Will he go

:33:04. > :33:14.so far to... And ensure that children with SEMD are not excluded?

:33:15. > :33:19.Mr Speaker, I have a fondness for her. I enjoyed our time together

:33:20. > :33:23.during the children and family filled in the housing days of 2013.

:33:24. > :33:29.I have to say, and I suspect that this is been put up. This does not

:33:30. > :33:35.Tomic or question. I am confident that the law that we both helped

:33:36. > :33:45.take to this how's the 23rd of May 2014 for flex... When it comes to

:33:46. > :33:51.children with special education needs. The law is clear. That is why

:33:52. > :33:54.we're bringing in a inspection regime for special education so we

:33:55. > :34:02.can see a clear picture of how that is performing. We know that

:34:03. > :34:05.academies rejects the old one size fits all approach and are more

:34:06. > :34:07.dynamic and responsive to the needs of local areas. Schools will have

:34:08. > :34:25.time to make choices. It will buy now be clear to the

:34:26. > :34:28.Secretary of state that members on her side believe that schools should

:34:29. > :34:37.get some toys about whether to become academies -- choice. They

:34:38. > :34:38.have more autonomy with their local authority than members of an Academy

:34:39. > :34:55.trust. 350,000 children now study and

:34:56. > :34:58.sponsored academies rated good or outstanding. Let's look at an

:34:59. > :35:09.example of the Academy in his own constituency. A few months later,

:35:10. > :35:23.over a year later, it had gone from 45% of pupils... Converging to

:35:24. > :35:29.academies is improving the education for children up and down the key

:35:30. > :35:34.country. It is absolutely right that we make this opportunity available

:35:35. > :35:39.to all children. However, concerns have been expressed about how this

:35:40. > :35:42.will affect small schools. I wonder whether my friend would confirm the

:35:43. > :35:46.dish is considered one of the ways of addressing these concerns would

:35:47. > :35:50.be to allow local authorities to the involved in a running a

:35:51. > :35:54.multi-Academy trust? Can I thank the honourable friend very much indeed.

:35:55. > :35:59.He will know that we publish the White Paper, and the point of

:36:00. > :36:01.publishing that paper is that we are talking to members of all sides of

:36:02. > :36:05.the House as well as local authorities. Like him, I want all

:36:06. > :36:07.young people to have the best possible start my. In We know that

:36:08. > :36:16.academies make a difference. They also know that small schools can

:36:17. > :36:27.benefit from this. I look for to continue my conversations with him.

:36:28. > :36:32.Lucan has the highest... When is the government going to undertake an

:36:33. > :36:39.objective analysis of why some schools do better than others? What

:36:40. > :36:45.we know from the international evidence is that the more autonomy

:36:46. > :36:47.does at the front line half, heads, teachers, and governors, the more

:36:48. > :36:50.they take responsibility for the results that are achieved. What I

:36:51. > :36:55.would say to the honourable gentleman is that I will the good

:36:56. > :37:01.schools in his constituencies to be sharing expertise. That way that

:37:02. > :37:12.they have a strong education, which I want to see for everyone. In my

:37:13. > :37:15.constituency, schools converted from maintained to academies and saw the

:37:16. > :37:18.results improve. Surpassing the local authority at this. What my

:37:19. > :37:22.right honourable friend agree with me that this policy represents an

:37:23. > :37:28.opportunity for Hampshire, which performs well as a local authority,

:37:29. > :37:35.to get involved in creative old board -- create more autonomy? She

:37:36. > :37:39.is writes to say that we can see the results and primary academies which

:37:40. > :37:42.have been open for two years have improved by an average of ten

:37:43. > :37:49.percentage points, double the rate of improvement of authority schools.

:37:50. > :37:58.I hope that they will take advantage of the new system as well. Question

:37:59. > :38:01.number ten Mr Speaker. I wish I could claim to binding London

:38:02. > :38:06.Marathon like my honourable friend. I only went on a two-mile run this

:38:07. > :38:13.morning and ate nearly finished me off. On to the honourable Lady 's

:38:14. > :38:19.question. I have regular meetings with post 16 education providers. I

:38:20. > :38:30.am also holding meetings with honourable members. Jhonattan I

:38:31. > :38:44.think the Minister for that answer. A forcing them to travel long

:38:45. > :38:47.distances to get to college. What funding would be available for the

:38:48. > :38:52.Department for students forced to travel further as a result of

:38:53. > :38:55.closure or amalgamation of their courses? For the department consider

:38:56. > :39:01.reinstating the education maintenance allowance? Mr Speaker,

:39:02. > :39:04.the honourable lady will be aware that any of the recommendations that

:39:05. > :39:09.come out of a review that might include proposals for a merger, to

:39:10. > :39:15.have to be accepted by the colleges themselves. They are an independent

:39:16. > :39:21.corporation. And my constituency, I also have very sparsely populated

:39:22. > :39:28.areas. I understand full well the issues around travel to course

:39:29. > :39:33.provision. They can use funding, including the bursary funding, to

:39:34. > :39:36.pay for and contribute towards transport costs. It is ultimately up

:39:37. > :39:41.to the college related think that move is going to be good for

:39:42. > :39:49.student. Can my honourable friend update the House of colleges that

:39:50. > :39:58.are in special house at the same time the college are being expected

:39:59. > :40:02.to merge. Mr Speaker, I'm not aware of the particular case that he

:40:03. > :40:05.refers to, but if you would like to write me I would be had to be with

:40:06. > :40:10.him to discuss it. In general, we don't want merger is being rushed

:40:11. > :40:14.into before the review has had a chance to look at the provision in

:40:15. > :40:18.the whole area. Equally, we don't want to stop institutions are making

:40:19. > :40:24.arrangements that help them address problems. I am having to look into

:40:25. > :40:32.it. The government wants to promote apprentice ships, yet the proportion

:40:33. > :40:36.of apprenticeships with learning difficulties and disabilities

:40:37. > :40:44.decreased from 11% to 8% in 2010-13. Wild bees are these are going on, a

:40:45. > :40:54.rep report... -- while these reports. And indeed those on the

:40:55. > :41:05.autism spectrum be addressed? Especially if reviews.

:41:06. > :41:12.Mr Speaker, I am grateful to the honourable gentleman from raising

:41:13. > :41:16.this question. It is very important. I recently had an excellent meeting

:41:17. > :41:25.that was facilitated by the honourable member for Bedford. I am

:41:26. > :41:29.going to be holding a round table of people who represent others

:41:30. > :41:39.disabilities. It is essential that we... We are determined to do that.

:41:40. > :41:44.Question 12 Mr Speaker. With permission Mr Speaker, I would like

:41:45. > :41:48.to answer this question with question 17. We expect all schools

:41:49. > :41:53.to be academies or have plans in place to convert by 2020 with all

:41:54. > :41:55.schools as academies by 2022 spelling out our clear expedition

:41:56. > :42:09.for full academisation now. We have set aside funding to support

:42:10. > :42:12.a high-quality, fully Academy is school system with over ?500 million

:42:13. > :42:26.available. In response to written questions to

:42:27. > :42:30.me earlier in the month, the department confirmed that deficits

:42:31. > :42:34.for school that converts will still remain with the local authority. And

:42:35. > :42:44.my bro, over half of our schools will have deficits by 2017. -- Biro.

:42:45. > :42:53.If I may say to the honourable gentleman, I've read the honourable

:42:54. > :42:56.member's report, and I do share his ambition for improving standards of

:42:57. > :43:00.education in greater Manchester. I have to say that it is not a

:43:01. > :43:05.top-down reform. This is depletion in its purest form. Giving control

:43:06. > :43:09.of schools to the professionals on the front line. That is what this

:43:10. > :43:11.about. He should be supporting these measures because it will raise

:43:12. > :43:22.academic standards across our system. Mr Speaker, I visited

:43:23. > :43:26.Springfield primary school and my constituency this morning. It is run

:43:27. > :43:31.by the most dedicated professionals I have ever known and had the

:43:32. > :43:36.privilege to teach there myself. They tell me that it is more than

:43:37. > :43:43.adequately supported by the local conservative education authority, it

:43:44. > :43:48.has a brilliant LDA Labour council or school government. With the

:43:49. > :43:52.Minister joined me in praising the school, but explain to me why they

:43:53. > :43:56.think that they have a good model currently and why it needs to be

:43:57. > :44:00.change. We don't want the model but that school operates under to

:44:01. > :44:05.change. He wants that school to take the model that it uses to raise

:44:06. > :44:09.standards and teach children well and that school, despite the loss of

:44:10. > :44:12.the honourable member as a teacher. We wanted to spread that exposed

:44:13. > :44:16.other schools in the area. That is the essence of the academies

:44:17. > :44:21.programme. It is about ensuring that every local school in every part of

:44:22. > :44:28.the country has a good local school. That is the ambition. I hope that he

:44:29. > :44:38.will that ambition. -- shared that ambition. We should ensure that

:44:39. > :44:41.academies benefit from strong leadership and recognise that they

:44:42. > :44:43.can support other schools that the creation of a multi-academies trust.

:44:44. > :45:00.Honorably I am pleased that the headteacher of

:45:01. > :45:10.that Academy is exploring joining in a multi-academies trust. We are

:45:11. > :45:14.supporting leaders of trust to succeed in their vital role through

:45:15. > :45:18.programmes that be successful multi-academies trust executive

:45:19. > :45:24.programme and the Academy ambassadors programme which is

:45:25. > :45:31.resulted and over hundred and 90 business experienced leaders. We

:45:32. > :45:45.have now exceeded time and become to topple question. Topical number one.

:45:46. > :45:57.Watching a live streaming of the... The 55% of preschool, shows that all

:45:58. > :46:00.pupils regardless of background to develop appreciation and love for

:46:01. > :46:04.great literary works. We want to encourage more pupils to encourage

:46:05. > :46:17.Shakespeare. We all welcome on the side of the

:46:18. > :46:24.House the government's decision to introduce a fairer funding formula

:46:25. > :46:28.for schools. Can my right honourable friend is sure of my constituents of

:46:29. > :46:34.the particular needs of our rural and coastal schools will form part

:46:35. > :46:38.of the new formulas of the children and my constituency are not

:46:39. > :46:45.disadvantaged simply because of an accident of geography and the

:46:46. > :46:48.current formula? The fair distribution of funding is a

:46:49. > :46:50.priority for this government. As he already heard, their funding will

:46:51. > :46:56.ensure that every school is allocated funding fairly and

:46:57. > :47:09.transparently. According to the formula, we will support our

:47:10. > :47:14.smallest and most remote school. This weekend, the conservative led

:47:15. > :47:19.county councils network added a very strong opposition to the secretary

:47:20. > :47:24.of state's plans to force all schools to become academies. Adding

:47:25. > :47:26.to that already expects by the national Association of head

:47:27. > :47:30.teachers, the Association of school and College leaders, parents, the

:47:31. > :47:34.national Governors Association, leading names in the Academy

:47:35. > :47:39.programme, like the chief exec of the Harris foundation and the

:47:40. > :47:42.freedom and autonomy for schools national Association. As well as a

:47:43. > :47:48.growing number of her own park benches. It is hardly a list of what

:47:49. > :47:52.she might called, or just called, the vested interests. Can she today

:47:53. > :47:58.clarified to those with these very serious concerns whether or not she

:47:59. > :48:01.will be bringing forth legislation to force good and outstanding

:48:02. > :48:11.schools to become academies against their I set out very clearly our

:48:12. > :48:14.desire on the side of the House to make sure that every child gets the

:48:15. > :48:21.best start in life. We believe that academies, as the House has heard,

:48:22. > :48:25.are the right vehicle for that innovation in terms of curriculum,

:48:26. > :48:28.pay, and feed for headteacher. I wonder if the honourable lady and

:48:29. > :48:35.her vocal opposition has taken account of the writer on the Labour

:48:36. > :48:40.teachers is that we have people on the left, discovering of schools,

:48:41. > :48:43.and the hundreds of thousands of people of work for them in terms

:48:44. > :48:49.that are so unjust as to be deceitful. A sub of the honourable

:48:50. > :48:53.lady wants to be taken as? She is not responsible for what is written

:48:54. > :48:58.on Labour blogs. The topical questions there are is based

:48:59. > :49:04.shortage of time. We must press on the extraneous matters the

:49:05. > :49:09.introduce. She may not appreciate what a huge amount of a people,

:49:10. > :49:14.uncertainty, and frankly panic, she has caused by her announcement. For

:49:15. > :49:21.head teachers, who are already facing huge challenges trying to

:49:22. > :49:25.work around her botched new stats test, or massively behind schedule

:49:26. > :49:30.of GCS ease, and her real terms cuts to school budgets, those heads need

:49:31. > :49:35.and deserve more clarity from the Secretary of State. Let me just

:49:36. > :49:39.remind her she had powers to term underperformance. Academies. Good

:49:40. > :49:46.and outstanding schools can already choose to convert. The only

:49:47. > :49:50.remaining power she needs is to force any good or outstanding school

:49:51. > :49:53.that does not want to become an Academy to do so. Still her

:49:54. > :50:02.intention to ask Parliament for these new powers, yes or no? I have

:50:03. > :50:07.been clear that I will not be the secretary of state that leaves the

:50:08. > :50:11.jobs of making our school system as strong as possible for the benefit

:50:12. > :50:18.of all pupils undone. I would just point or two, and I hope the

:50:19. > :50:25.honourable lady is visiting schools that are ready to give the new

:50:26. > :50:33.Academy freedoms. One academies as bad as the Academy, we have the

:50:34. > :50:37.freedom to explore. To respond to our changing needs, this has allowed

:50:38. > :50:43.us to become a top performing schools nationally. Mr Speaker, we

:50:44. > :50:46.on the side of the House are all for improving the opportunities and my

:50:47. > :50:50.chances for all children. It is interesting, we never heard the

:50:51. > :50:53.honourable lady talking about the pupils, or children, just obsessing

:50:54. > :50:59.about one chapter in the White Paper. Digital skills are

:51:00. > :51:03.fundamental to the success of our knowledge economy, but evidence of

:51:04. > :51:10.the science and technology inquiry so that only 35% of ICT teachers

:51:11. > :51:14.have qualifications. Will the Minister say what steps they are

:51:15. > :51:17.taking to train ICT teachers and ensure that we are equipping in

:51:18. > :51:21.people with the skills they need, not just for today's workplace, but

:51:22. > :51:28.for a jobs market that may be an recognisable and a decade. Digital

:51:29. > :51:32.literacy is a core part of the National Curriculum in computing

:51:33. > :51:39.which is a statutory subject in all four key stages in schools. We are

:51:40. > :51:54.training up a cadre of specialists who. This school is an outstanding

:51:55. > :52:04.primary and my constituency. There chair of governors has been... What

:52:05. > :52:09.is the secretary of state ignoring the concerns of others and insisting

:52:10. > :52:19.on dictating an offer that has no choice. I had the pleasure of

:52:20. > :52:23.visiting the Charles Dickens primary school in the last academic year,

:52:24. > :52:28.and it absolutely brilliant school for the personal headteacher. I want

:52:29. > :52:31.that headteacher, not only to help and help and support, and inspire

:52:32. > :52:34.the teacher in high school, but also to spread that excellence to other

:52:35. > :52:38.schools locally that are struggling. That is what we want to see in the

:52:39. > :52:41.education system. I'm surprised members on the other side of the

:52:42. > :52:49.House are not interesting in raising standards for all children in all

:52:50. > :52:55.parts of country. This dyslexia group tells me that the provision

:52:56. > :52:58.can be good, but it is all too often uneven across local schools. What

:52:59. > :53:04.can the government do to ensure not just the quality of dyslexia and its

:53:05. > :53:12.proxy a provision, but it's consistency in England? Can I come

:53:13. > :53:24.in the words of the dyslexia work group and my honourable friend's

:53:25. > :53:30.constituency. And the dyslexia trust to provide training to schools and

:53:31. > :53:35.parents. I can also tell my honourable from that we are

:53:36. > :53:46.procuring a new contract in 2016-17 D 13 is for children and young

:53:47. > :53:50.people with dyslexia. Thank you Mr Speaker. Last year I spoke to the

:53:51. > :53:54.Minister about the difficulties that behalf with recruitment and training

:53:55. > :53:58.teachers in my constituency. This is partly because of its remoteness.

:53:59. > :54:05.Can I ask specifically, you talked a lot about the recruitment of

:54:06. > :54:11.teachers, what specifically is being done to encourage teachers to come

:54:12. > :54:18.to remote areas? One thing is the national teaching service was has

:54:19. > :54:21.been established to bring high-performing teachers to part of

:54:22. > :54:25.the country that have had problems and recruiting teachers to that

:54:26. > :54:29.area. The other thing, is what a rural, remote school is part of the

:54:30. > :54:32.multi-Academy trust, that does help to recruit teachers because they

:54:33. > :54:37.know that they can move around within a multi-Academy trust from a

:54:38. > :54:48.rural school to a school in a rule urban area and back again. It

:54:49. > :54:53.makes... The best educational settings in the country are

:54:54. > :54:59.maintained nursery schools. They performed remarkably, just as well

:55:00. > :55:06.in poor areas as they do in the less affluent areas. What... And make

:55:07. > :55:17.sure these great institutions continue their work? My honourable

:55:18. > :55:22.friend is absolutely right, although nurseries only provide 3% of the

:55:23. > :55:26.places in the early years, they do offer excellent early years

:55:27. > :55:30.education. Over the last few years we have seen the structure of a

:55:31. > :55:34.number have federated project multi-Academy trust. I know my

:55:35. > :55:38.honourable friend has a special interest in this area, and I would

:55:39. > :55:43.welcome the opportunity to meet and discuss how we can promote the

:55:44. > :55:50.excellent work the centuries to. On the 20th of April, the control

:55:51. > :55:53.provided an adverse opinion for the sake year running on the truth and

:55:54. > :55:58.fairness of the Department for Education's statements. Providing

:55:59. > :56:02.Parliament with a clear view of the Academy trust spending is a vital

:56:03. > :56:08.part for education's work, yet it is failing to do so. Probably secretary

:56:09. > :56:11.of state ensure that by extending Academy, pilot will be able to see

:56:12. > :56:18.if the taxpayer is getting a good value for money when not clearly is

:56:19. > :56:20.not happening now? I regroup you but the honourable lady has just that.

:56:21. > :56:34.We have a more rigorous system. Rather than to the end of August,

:56:35. > :56:39.rather than to the end of March. We have not agreed with Parliament, a

:56:40. > :56:44.new methodology that will better reflect the situation.

:56:45. > :56:50.with Secretary of State join me in congratulating the excellent had

:56:51. > :56:58.teaching staff at Bonsall primary school my constituency that has gone

:56:59. > :57:03.through an outstanding improvement? I would like to congratulate his

:57:04. > :57:12.pupils for an outstanding judgement. It is an amazing achievement to move

:57:13. > :57:26.to that. I was pleased toward the... I hope that will now consider their

:57:27. > :57:36.experience and expertise. ... Will the Minister except concerns that

:57:37. > :57:42.the government departments without committing to count and truck abuse

:57:43. > :57:46.and neglect to children that they will fold the cracks not receiving

:57:47. > :57:55.the mental health support that they need to their lives? I had an

:57:56. > :58:00.inquiry into this issue. The honourable lady is right to

:58:01. > :58:02.highlight that this needs a better response. That's of me is that of a

:58:03. > :58:06.joint working group to the Department of Health to create new

:58:07. > :58:10.care pathways specifically for children to improve their mental

:58:11. > :58:12.health process. Would you have a questionnaire which is collected

:58:13. > :58:16.every 12 months for children who are looked after, but we need to look at

:58:17. > :58:21.what more we can do to make sure we could follow the progress and

:58:22. > :58:26.achieve what we are capable of. At the end of last week a college in us

:58:27. > :58:36.a draft proposal to end its a level position. I don't look apparent in

:58:37. > :58:40.students in opposing these plants. Would you Mr make it clear to the

:58:41. > :58:45.college that must do everything that those students have only completed

:58:46. > :58:51.one year are able to complete the second year. Mr Speaker I am happy

:58:52. > :58:55.to reassure my Honorable friend is a college would have a very clear

:58:56. > :59:00.responsibility to ensure the students were able to complete their

:59:01. > :59:03.a levels and another high-quality institution and I'll be happy to

:59:04. > :59:09.work with them to intro to that they work up to that responsibility. Does

:59:10. > :59:17.he accept it all the evidence shows that being an academy is either good

:59:18. > :59:21.or bad for a schools performance. It is surely time to revisit this

:59:22. > :59:28.flawed plan to force the schools against their will to become

:59:29. > :59:33.Academy. I think she ought to take note of the director of education

:59:34. > :59:36.and schools. What I did the show is that school systems which offer a

:59:37. > :59:40.greater deal of school autonomy tend to have higher performance. It don't

:59:41. > :59:45.say anything about trends. IV the trends towards academies is a very

:59:46. > :59:48.promising development in the UK. Used to have a prescriptive

:59:49. > :59:56.education system. Adding should take note of the international evidence.

:59:57. > :00:00.In this cool governor, I must declare an interest in that I've see

:00:01. > :00:03.for myself the amazing performance has been improved as a result of

:00:04. > :00:10.being a member of that Academy chain. The Secretary of State join

:00:11. > :00:14.me in welcoming the continuance successive academies. And having a

:00:15. > :00:23.good number of outstanding schools will ensure that standards match our

:00:24. > :00:27.international competition. I thought it was as though the excellent,

:00:28. > :00:32.inspiring, for the approval that we know that there are 1.4 million more

:00:33. > :00:41.children in schools rated good or outstanding there were 8010. We did

:00:42. > :00:45.didn't to push on with that. They've would have ?40,000 year for the last

:00:46. > :00:55.two years of premium money. Isn't that the bong intention for that

:00:56. > :00:59.money? The as we have had about academies and schools and you like

:01:00. > :01:12.to read meet with further details. ... Teachers and heads in Mike is a

:01:13. > :01:14.toothache have contacted me with concerns for the additional workload

:01:15. > :01:23.of unexpected canonization can have on them. What steps is my right over

:01:24. > :01:28.and taking to ensure that time focus and energy and morale are not lost

:01:29. > :01:32.while the white paper is discussed to the teachers can continue to do

:01:33. > :01:38.the do best and inspire young people and children? Mid-August the the

:01:39. > :01:47.fact that there will be 60 is the now and 2022 to become Academy.

:01:48. > :01:50.Their support for school to want to become academies and the people that

:01:51. > :01:56.driving the process will be the head and governors of that school. Order,

:01:57. > :01:57.urgent question Emily
