:00:16. > :00:18.Urgent question, Mr Andy Burnham. To ask the Home Secretary to make a

:00:19. > :00:22.statement on the incidence of violence in Marseille over the

:00:23. > :00:31.weekend involving England fans at the Euro 2016 football tournament.

:00:32. > :00:35.As I told the House yesterday, the trouble that occurred in Marseille

:00:36. > :00:39.involving England supporters was deeply disturbing. I made it clear

:00:40. > :00:43.that coordinated groups of Russian supporters were responsible for

:00:44. > :00:47.instigating a good deal of the worst of islands. You wafer within the

:00:48. > :00:51.last hour has announced that Russia is subject to a suspended

:00:52. > :00:54.disqualification from the tournament. This Government's

:00:55. > :00:58.priority is to work with the French authorities to ensure the events of

:00:59. > :01:01.the weekend are not repeated. This morning I updated Cabinet colleagues

:01:02. > :01:05.on the full range of measures that we are taking head of the match

:01:06. > :01:09.between England and Wales on Thursday. It had already been agreed

:01:10. > :01:14.with the French that an additional contingent of UK police spotters

:01:15. > :01:17.would be deployed to help identify troublemakers. The Foreign Office is

:01:18. > :01:23.advising supporters without tickets that they should avoid travelling.

:01:24. > :01:28.The FCO has drawn fan's attention to the fact that Russia are playing

:01:29. > :01:33.Slovakia tomorrow afternoon and said English and Welsh sport should be on

:01:34. > :01:36.their guard. Stadium security is an area of concern following the

:01:37. > :01:40.breakdown of segregation in the velodrome stadium. We are conscious

:01:41. > :01:44.of the dangers when crowd management inside the stadium goes wrong and

:01:45. > :01:48.discussions are in hand with the French police about reinforcing the

:01:49. > :01:53.stewarding operation on Thursday night. Else will be aware of a

:01:54. > :01:57.robust operation in place in this country to prevent troublemakers

:01:58. > :02:01.subject to football banning orders from travelling to France before the

:02:02. > :02:05.start of the tournament which has seen 1400 as bulls being

:02:06. > :02:10.surrendered. Following the violence in Marseille, nine British nationals

:02:11. > :02:14.were arrested and six have been given custodial sentences. Aaron

:02:15. > :02:17.expected is that all will be subject to additional court proceedings on

:02:18. > :02:22.the return to the UK to decide whether banning orders should be

:02:23. > :02:26.imposed. I am concerned that the serious injuries suffered by some

:02:27. > :02:30.England supporters in Marseille. The Foreign Office has additional staff

:02:31. > :02:33.in France and is providing consular assistance to those hurt and their

:02:34. > :02:39.families. I'm confident all the measures will -- we are taking will

:02:40. > :02:43.help but I conclude by echoing the England captain and manager who have

:02:44. > :02:48.urged fans to stay out of trouble as the Uefa decision in relation to the

:02:49. > :02:51.Russian team shows on the penalty as individuals and for the teams they

:02:52. > :02:58.support could be severe if there is more violence in the days ahead. As

:02:59. > :03:02.the dust settles, attention is turning to security around England's

:03:03. > :03:06.next game. While England fans were not blameless at the weekend, it is

:03:07. > :03:11.clear they were the subject of extreme violence meted out by

:03:12. > :03:16.Russian supporters. We cannot afford to see any repeat of that and I am

:03:17. > :03:20.sure we are all agreed. The office today that there could be. The

:03:21. > :03:23.chairman of the FA has raised concerns in a letter to Uefa and

:03:24. > :03:27.identifies a number of major security lapses in the stadium on

:03:28. > :03:31.Saturday. He says stewarding was poor come segregation insufficient

:03:32. > :03:36.and fireworks and flares were taken in and let off. This is

:03:37. > :03:39.extraordinary given me heightened security around this tournament.

:03:40. > :03:44.Greg Dyke points to a situation where England and Russian fans may

:04:22. > :04:26.there are only 2000 banning orders. What happened to the other 600

:04:27. > :04:29.passports who have not been taken? On stadium safety, with the

:04:30. > :04:33.Government contact Uefa to enforce the concerns at a very senior level?

:04:34. > :04:39.Will she asked them to investigate claims that Russian ultras have

:04:40. > :04:43.links to the official Russian delegation? On policing it would

:04:44. > :04:47.appear that some of the tactics were heavy-handed and the indiscriminate

:04:48. > :04:50.use of tear gas added to the chaos. While we accept the sensitivity of

:04:51. > :04:54.policing, will there be discussion with the French authorities about

:04:55. > :04:57.policing going forward and dart their discussions about managing

:04:58. > :05:02.flash points in Lille tomorrow and giving support to separate? What is

:05:03. > :05:07.needed is honesty and cool heads on all sides. In the fans were victims

:05:08. > :05:12.of violent extremism and poor security but nor is it acceptable to

:05:13. > :05:17.sing provocative songs about the Second World War and launching

:05:18. > :05:22.bottles at police. All sides now need to take a look at themselves

:05:23. > :05:29.and resolve to make this the Festival of football we all want it

:06:01. > :06:08.Minister after the events that took place. I have spoken with my French

:06:09. > :06:14.opposite number. The police are meeting as we speak to look at the

:06:15. > :06:18.extra action that would be taken around Lille. My understanding is

:06:19. > :06:22.there is an expectation that there will be a greater police presence in

:06:23. > :06:26.relation to the stadium both the security outside the stadium and

:06:27. > :06:29.also inside the stadium. The right honourable gentleman asks how many

:06:30. > :06:35.police we have spent France. We don't talk about numbers for

:06:36. > :06:38.operational reasons but what we are involved in is a number of things.

:06:39. > :06:43.We have police spotters who are the police will -- people trained to

:06:44. > :06:52.spot troublemakers. We have some posting and giving post-incident

:06:53. > :06:57.analysis with regards to the CCT footage and providing some

:06:58. > :07:03.investigative support to the French. Whatever the French have asked for,

:07:04. > :07:06.we are willing to provide to them. That goes both for police and

:07:07. > :07:10.British Transport Police. In relation to the changing in numbers

:07:11. > :07:17.between the number of people subject to a football banning order here

:07:18. > :07:21.around the 2000 and the number who have had passports taken away,

:07:22. > :07:24.nearly 1400, the ads is that the ones we have taken passports away

:07:25. > :07:33.from the ones who are passport holders. The others do not hold

:07:34. > :07:42.passports. Clearly the disgraceful scenes in France we have seen from

:07:43. > :07:48.Russian folks condemned -- to be condemned all round. What has the

:07:49. > :07:55.party done for hosting the next Russian World Cup? There was concern

:07:56. > :07:58.for the safety of the people around the world and we want to see the

:07:59. > :08:07.beautiful game played properly on the field rather than folks on the

:08:08. > :08:13.terraces as -- ruining it. Our focus currently must be on the immediacy

:08:14. > :08:20.of Euro 2016 but he is right that following this, we will need to look

:08:21. > :08:25.carefully at the next event which is due to be held in Russia. There will

:08:26. > :08:28.be those with concerns seeing what has happened in relation to the

:08:29. > :08:35.Russian supporters. As my honourable friend has said, any fans, whoever

:08:36. > :08:40.they support, who get involved in violence around these games are not

:08:41. > :08:45.only letting themselves down, they are letting all those law-abiding

:08:46. > :08:49.fans down who want to go and enjoy a good football tournament.

:08:50. > :08:57.We must take steps to protect fans from home nations while they are

:08:58. > :09:02.abroad. Does she agree that we must address the appalling behaviour of

:09:03. > :09:05.some of the English fans? In the 1970s, we had a serious problem with

:09:06. > :09:09.football hooliganism in Scotland. We addressed it, and now the Tartan

:09:10. > :09:22.Army Winter was for the good behaviour. -- wins awards for good

:09:23. > :09:24.behaviour. Scotland might not have a world-class global team yet but we

:09:25. > :09:30.do have world-class fans who know how to behave themselves, as to the

:09:31. > :09:43.Welsh and the Northern Irish. My point is that the problem is that

:09:44. > :09:46.the problem is not insoluble. If it is allowed to continue unchecked,

:09:47. > :09:52.English fans will not be welcome abroad. What is being done to

:09:53. > :09:55.address this undertone of racism? Finally, a senior politician in

:09:56. > :09:59.Marseille has demanded that the United Kingdom pay towards the cost

:10:00. > :10:04.of the clean-up operation after the trouble on the city streets. What

:10:05. > :10:07.steps will she take to ensure that these costs fall on the fans

:10:08. > :10:12.responsible, and not on the British taxpayer?

:10:13. > :10:19.I have to say to the honourable and loaded lady that I think the tone of

:10:20. > :10:26.the remarks that she has made was somewhat unfortunate. Yes, there

:10:27. > :10:29.were England supporters, as I indicated yesterday, in the

:10:30. > :10:33.statement I made in Home Office questions, and she was in for that,

:10:34. > :10:37.that there were England supporters who were involved in this violence.

:10:38. > :10:41.As I indicated in my response to the urgent question just now, nine

:10:42. > :10:43.England supporters have been arrested and action is being taken

:10:44. > :10:48.by the French criminal justice system. Those people will be

:10:49. > :10:54.considered for banning orders when they return to the UK. Football

:10:55. > :10:58.hooliganism can erupt anywhere, with any group of fans. We have

:10:59. > :11:05.experience here in the UK of dealing with the football hooliganism in the

:11:06. > :11:11.past. We have banning orders, which do work well, but we're ever

:11:12. > :11:13.vigilant in this matter and we will take the steps necessary to make

:11:14. > :11:24.sure that we can protect the law-abiding fans who wish to enjoy

:11:25. > :11:28.football. English football hooligans who take

:11:29. > :11:33.part in such violence bring shame on our country. It would appear in this

:11:34. > :11:38.case that the bulk of the responsibility lies with some really

:11:39. > :11:42.nasty Russian football hooligans. Anyone who takes part in violence

:11:43. > :11:46.needs to take their own responsibility for that. The French

:11:47. > :11:49.have got enough to worry about with the terrorist threat to this

:11:50. > :11:54.football Turner Road. This is the worst time to start to get involved

:11:55. > :11:58.in other issues. Can my right honourable friend redouble her

:11:59. > :12:01.efforts to make sure that the French have all of the intelligence they

:12:02. > :12:05.need to weed out the few troublemakers who are catching the

:12:06. > :12:10.headlines? My honourable friend makes an

:12:11. > :12:14.important point. We are working with the French authorities to ensure

:12:15. > :12:17.that they have as much information as possible about those individuals

:12:18. > :12:20.who might be potential troublemakers. It is why the

:12:21. > :12:26.expertise we have with police spotters has been increased, they

:12:27. > :12:32.will be in France for the match on Thursday. They can provide that

:12:33. > :12:39.support to the French authorities. The record-setting long serving

:12:40. > :12:48.chair of the Home Affairs Select Committee, Mr Keith Vaz. It is

:12:49. > :12:52.ridiculous to suppose that ministers can control what people do at double

:12:53. > :12:56.matches. It is a worry that there are more matches to be played, and

:12:57. > :13:02.the fact that flares and other weapons were being taken into

:13:03. > :13:06.stadiums at a time when France is on such a very high state of alert.

:13:07. > :13:12.Interpol is 200 miles away from Marseille. What action is being

:13:13. > :13:17.taken to flag up the names and photographs of those involved with

:13:18. > :13:23.Interpol so we ensure they cannot travel across borders in future? The

:13:24. > :13:26.right honourable gentleman raises the point about the issue of the

:13:27. > :13:30.stadium security and flares being taken in. This is why one of the

:13:31. > :13:35.issues that is being discussed with the French police is further steps

:13:36. > :13:41.from them with regard to security at the stadium on Thursday, and indeed

:13:42. > :13:45.inside the stadium. As I indicated earlier, the UK police are working

:13:46. > :13:50.with the French and with Russian and Slovakian police, particularly

:13:51. > :13:55.because the match on Wednesday is Russia versus Slovakia, to ensure

:13:56. > :13:58.that every action is being taken to identify those who are

:13:59. > :14:03.troublemakers, and action is taken against those. I have indicate that

:14:04. > :14:08.action has been taken about English fans. There are some reports about

:14:09. > :14:14.French authorities taking action against Russian people as well.

:14:15. > :14:19.With the French authorities, police and armed forces, having to face the

:14:20. > :14:23.horrors of the Paris attacks in recent months, does the Home

:14:24. > :14:30.Secretary agree that it is beholden, no matter what the provocation from

:14:31. > :14:37.English thugs, for English fans to show restraint and respect to French

:14:38. > :14:41.authorities question this is the message we should be giving to the

:14:42. > :14:45.England fans. The England captain and manager have both said and urged

:14:46. > :14:49.and encouraged fans to go and enjoy the football, show respect for the

:14:50. > :14:56.authorities, and not get involved in violence or hooliganism.

:14:57. > :15:01.I was at the match on Saturday in Marseille, and the scenes that we

:15:02. > :15:07.saw in the stadium we thought we had left behind 30 years ago. They were

:15:08. > :15:12.appalling and coordinated, and the violent assault on England fans by

:15:13. > :15:16.the Russian fans who were there. It was very worrying indeed. It is

:15:17. > :15:19.clear that the French police were entirely focused on preventing

:15:20. > :15:24.terrorism, and had no real strategy in terms of inventing hooliganism.

:15:25. > :15:32.By taking them responsible at the four running that tournament, the do

:16:39. > :16:43.conduct at Bordeaux on Saturday has been widely praised in the French

:16:44. > :16:48.press. She has mentioned the measures he is putting in place,

:19:14. > :19:16.understanding is that they have tended to be imposed for domestic

:19:17. > :19:21.incidents rather than incidents that had taken place abroad. Can the Home

:19:22. > :19:25.Secretary ensure the House that every effort will be made to

:19:26. > :19:29.identify troublemakers abroad so whether they had been arrested or

:19:30. > :19:33.not, it having orders can be placed on them so we do not see these

:19:34. > :19:42.bronze in future? -- do not see these problems in

:19:43. > :19:46.future. Consideration will be given to the king that action on them when

:20:25. > :20:34.are with the family of a man who died. Will the Home Secretary press

:20:35. > :20:39.on the authorities and Uefa are lessons that they need to learn? Can

:20:40. > :20:47.I echo the comments that the right honourable gentleman has made, and

:20:48. > :20:53.the condolences that we send to the family of Darren Raj is, for

:20:54. > :20:57.somebody who was going there to watch the football, it is a huge

:20:58. > :21:05.tragedy for his family. -- Darren Rogers. We are talking to the French

:21:06. > :21:10.authorities about how these matches can be policed. He is right, the

:21:11. > :21:14.vast majority of fans are law-abiding, they go there to enjoy

:21:15. > :21:17.the game, they go there to have a good time. We should praise them

:21:18. > :21:22.when they do that. I would encourage all England fans, Wales fans and

:21:23. > :21:30.Northern Ireland fans to carry on doing that and need shoring that we

:21:31. > :21:34.have a tournament that we can be proud of.

:21:35. > :21:39.Will my right honourable friend commissioned a study into what is

:21:40. > :21:44.causing the distinction in behaviour between those who support

:21:45. > :21:50.Association will and those who support Rugby football?

:21:51. > :21:55.I have to say to my right on for friend, there has been a lot of work

:22:31. > :22:35.peaceful crowd throughout the game? I entirely echo the comments. I

:22:36. > :22:39.won't comment on individual players! I echo the comments that the

:22:40. > :22:43.honourable lady made about the best antidote to what happened last

:22:44. > :22:47.Saturday, being a good, peaceful, excellent game that everyone can

:22:48. > :22:53.enjoy. My understanding is that the

:22:54. > :22:56.sanctions that we're levelling against the Russians, they spend it

:22:57. > :23:01.discoloured occasion and the fine, or any apply to incidents within the

:23:42. > :23:48.Would the Home Secretary asked for an investigation into these alleged

:23:49. > :23:49.links between the Russian football authorities and extreme groups? An

:23:50. > :24:12.investigation by Fifa about them investigating a safe

:24:13. > :24:18.environment? He has raised concerns in relation to the situation for the

:24:19. > :24:24.tournament in Russia. As he will appreciate, I have said that the

:24:25. > :24:28.Secretary of State for culture media and has been in touch with the

:24:29. > :24:33.minister in Russia. Our focus must be on the tournament in France but

:24:34. > :24:37.after the tournament in France has finished, I am sure there will be

:24:38. > :24:40.many issues people wish to raise looking ahead to the tournament in

:24:41. > :24:52.Russia and some of those would be for governments and the football

:24:53. > :24:58.authorities. Can I remind the French and Scotland that there was a riot

:24:59. > :25:03.at the end of the football final on the 21st of May. There is the issue

:25:04. > :25:11.about how we prevent racism and do the work on the ground. They have

:25:12. > :25:23.played a good part in encouraging young people to get involved. Sadly,

:25:24. > :25:28.the funding for groups like this has been stopped. Can I encourage the

:25:29. > :25:32.Minister to look at that and look at putting the support back to these

:25:33. > :25:39.people because it is about getting to our children first witch. This

:25:40. > :25:42.curse? He makes an important point about the significant work that has

:25:43. > :25:49.been done to stop racism in football. Sadly, there -- this is

:25:50. > :25:54.not a job that is complete and it is necessary to carry on with this work

:25:55. > :25:57.and I am sure that is something the Government takes seriously and it is

:25:58. > :26:05.something football takes seriously but it is an issue that goes wider

:26:06. > :26:10.than racism. Prior to the Olympics, I had talks about the issues of

:26:11. > :26:14.homophobia in sporting events and these are issues we should all take

:26:15. > :26:23.seriously and work at every label to ensure we cut all of this out. Any

:26:24. > :26:27.football fan who goes to commit violence or starts violence is

:26:28. > :26:32.purely criminal and should be dealt with. We witnessed in the stadium

:26:33. > :26:37.innocent people suffering assault, unprovoked assault and having to

:26:38. > :26:44.flee for their lives and risking serious injures street -- Indo --

:26:45. > :26:49.injury. Just because those fans were wearing football shirts, they should

:26:50. > :26:52.be given support to seek justice against their perpetrators in a way

:26:53. > :27:01.that they would in any other walk of life. Any issue of investigating is

:27:02. > :27:04.done by the French authorities. The support available from the Foreign

:27:05. > :27:13.and Commonwealth Office office is available to all of those. I was

:27:14. > :27:20.lucky enough to be one of the 25,000 sea of red in Bordeaux for Wales'

:27:21. > :27:27.victory over Salah -- over Slovakia which leaves us top of the group

:27:28. > :27:34.ahead of England. There is genuine concern and the Home Secretary is

:27:35. > :27:42.the Home Secretary for England and Wales and what Wales face in the
