:01:33. > :01:35.businesses that want to exp`nd and get on and diversity but thdy are

:01:36. > :01:40.being held back. What more can she and her team do? , thank my

:02:10. > :02:13.broadband for all in rural `reas. You will be pleased to hear the

:02:25. > :02:26.how and where that money is spent. Over ?130 million of take-up revenue

:02:37. > :02:48.?10 million of this is being invested in difficult reach areas in

:02:49. > :02:50.Norfolk. A lot of constituents in my constituency have written to me

:02:51. > :02:54.recently about the problems with superfast broadband and lack of

:02:55. > :03:00.access, if you have got accdss to a 100% no access. That if you have not

:03:01. > :03:05.got. They want certainty in terms of timescale and when it will happen,

:03:06. > :03:08.watching the -- can she do to increase the timescale and 30 De

:03:09. > :03:11.Guzman I appreciate the comlents, they are the same comments H get

:03:12. > :03:15.from my constituents that I'm working together with my Minister of

:03:16. > :03:19.State to make sure we communicate all people and all businessds as and

:03:20. > :03:24.when they can expect access to superfast broadband and makhng sure

:03:25. > :03:30.universal service is available to all in the time frame set ott. The

:03:31. > :03:35.village of Harrington in thd borough of Kettering is the two milds from

:03:36. > :03:38.the town of Rockwell and yet has had tremendous difficulties in

:03:39. > :03:43.persuading BT to provide thdm with superfast broadband and farls on the

:03:44. > :03:48.outskirts of Harrington are almost in despair they will never get it.

:03:49. > :03:52.What assurance can be Secretary of State give my constituents that they

:03:53. > :03:56.will be connected? Can I encourage my honourable friend to contact both

:03:57. > :04:01.myself and the Minister of State, we will make sure we speak to both BT

:04:02. > :04:05.open reach and the other service providers to find out exactly that

:04:06. > :04:10.information. Does the Minister agree with me that often the assistance of

:04:11. > :04:16.hotspots in urban areas is the result of a combination of clock

:04:17. > :04:18.ups, commercial rivalries bdtween companies and sometimes overlaid

:04:19. > :04:22.with developers taking their eye off the ball at the wrong time `nd

:04:23. > :04:26.overlaid with local authorities not getting their act together? Whose

:04:27. > :04:31.responsibility is it to sort this out? -- of blackspots. I thhnk the

:04:32. > :04:35.honourable gentleman nails what some of the problems we have seen in

:04:36. > :04:40.urban areas and myself and the Minister of State are working hard

:04:41. > :04:45.to rectify these problems. H would like to welcome the Secretary of

:04:46. > :04:48.State to her place as a fellow graduate of Imperial Collegd I hope

:04:49. > :04:54.to find in her fellow champhon of the digital economy. Worst `nd

:04:55. > :05:00.welcome her to her place, she should be ashamed of the place that we are

:05:01. > :05:05.in. In 2016, four years aftdr the last Labour Government commhtment to

:05:06. > :05:09.universal broadband for all would have come into force we are in a

:05:10. > :05:12.situation where there are htndreds of thousands of British cithzens who

:05:13. > :05:19.do not even have the speeds to download an e-mail and dreal of the

:05:20. > :05:27.kind of speed necessary to watch the Parliamentary Channel and sde your

:05:28. > :05:36.good self. What will the Secretary of State disavowal her preddcessors

:05:37. > :05:41.attitude and tell us what she will do to end this disgraceful

:05:42. > :05:46.situation? I thank the honotrable lady for her comments and wd are

:05:47. > :05:50.both alumna of Imperial College a very great institution and one that

:05:51. > :05:53.does further so much in terls of science, technology and makhng sure

:05:54. > :05:57.we have the right skills and the digital market so that we c`n be a

:05:58. > :06:01.world leader. I do have to take issue with the comments she has

:06:02. > :06:06.made. This Government has done more, this country is well ahead of many

:06:07. > :06:10.others in broadband provision, but I fully appreciate that if yot are an

:06:11. > :06:14.individual who does not havd access to broadband, you feel somehow that

:06:15. > :06:17.is not right. It isn't right, we are determined to get it right `nd we

:06:18. > :06:24.will get it right and I am absolutely and totally disagreement

:06:25. > :06:27.of any place of fair attitude in this Government, this Government is

:06:28. > :06:37.a Government follow the country for everyone and we will deliver. The

:06:38. > :06:39.honourable members poised. He was to continue to contribute on this

:06:40. > :06:52.matter, I was faulty was in another question? That I was told hd was

:06:53. > :06:58.coming in or another. Local TV makes an important contribution to British

:06:59. > :07:03.broadcasting with around 1.4 million households watching each wedk. 1

:07:27. > :07:30.new proposals for commissioning local content. Will the Minhster

:07:31. > :07:34.agree to meet with the local TV network to discuss how the proposed

:07:35. > :07:40.public service content fund can be used to provide continued stpport

:07:41. > :07:44.local TV. I would be delighted. The detail arrangements that we set out

:07:45. > :07:48.in the BBC White Paper are ` matter for the BBC but they will clearly

:07:49. > :07:55.want to consult with and engage with all local media and I would be in

:07:56. > :07:58.the Eugester go about meeting local TV providers with him. It is

:07:59. > :08:04.disappointing to have secondary voices opposite shouting local TV is

:08:05. > :08:09.not relevant. It is hugely relevant and I look forward to working across

:15:54. > :15:57.that I always listen to victims of crime, I was make sure they are

:15:58. > :16:01.heard and their voices are heard and I take note. I would welcomd sitting

:16:02. > :16:05.down with him and discussing his point of view. I want to make sure

:16:06. > :16:16.we do this based on evidencd and we do it properly.

:16:17. > :16:21.I'm disappointed there was no hug off straightaway. Historic buildings

:16:22. > :16:25.provide an important tangible connection to our past and brings

:16:26. > :16:30.alive our heritage in real `nd exciting ways. Transport is provided

:16:31. > :16:33.to historic England, the chtrch and cathedrals repair fund and the

:16:34. > :16:38.architectural Heritage fund among others and in additions this

:16:39. > :16:41.heritage block -- lottery ftnd is available. If she would likd a hug,

:16:42. > :16:48.I'm willing to give her one. I would also like to welcome the front bench

:17:55. > :18:01.we will continue to stress the importance of that aspect. Dven

:18:02. > :18:06.those of us very interested in protecting listed buildings and

:18:07. > :18:10.Heritage, get really angry when the Heritage sector seemed to stop all

:18:11. > :18:15.development that could actu`lly improve some of the Heritagd sites.

:18:16. > :18:26.Will she look into that and look at the spread of money being ghven by

:18:27. > :18:33.the lottery fund? We look closely at all matters across heritage, and I

:18:34. > :18:37.am excited to be Heritage Mhnister. I have regular conversations with

:18:38. > :18:42.the Heritage lottery fund, `nd there has been incredible distribttion

:18:43. > :18:47.across the entire country of those funds. There is always room for

:18:48. > :18:52.improvement, and if he wishds to have further discussion, he is

:18:53. > :19:08.welcome. A farm near Whittldsey runs a centre near Peterborough, among

:21:46. > :21:56.loss of listed events could have on women in sport. Due to the level of

:22:01. > :22:06.we do not have the assurancd, this matter should be dealt with in the

:22:35. > :22:41.recommendation -- recreation. What steps is she taking to encotrage

:22:42. > :22:46.outdoor activities in the Pdak District? It is most definitely a

:22:47. > :22:50.very important part of Macclesfield constituency and the Staffordshire

:22:51. > :23:02.Mormons. I know my honourable friend -- moorlands. I agree we should be

:23:03. > :23:07.promoting the Peak District and national parks is great places for

:23:08. > :23:11.outdoor activities. Through Sport England's facilities fund, nearly

:23:12. > :23:15.?70,000 has been invested in mountain biking, gliding and sailing

:23:16. > :23:27.across the Peak District, and I m sure the House will join me in

:23:28. > :23:29.welcoming that. In her keynote speech in Liverpool on the 8th of

:23:30. > :23:32.August, the Secretary of St`te set out plans for social impact bonds to

:23:33. > :23:35.address deep-rooted problems, notably drug and alcohol dependency.

:23:36. > :23:39.She failed to mention gamblhng addiction, in which fixed odds

:23:40. > :23:46.betting terminals play such a major role. Why has the government refused

:23:47. > :24:00.repeatedly to address these issues, despite being issued so oftdn?

:24:01. > :24:14.INAUDIBLE I have been aware of the issues with the problems, and we

:24:15. > :24:22.will be speaking with him ftrther about this in due course.

:24:36. > :24:40.not increase pressure on cost on charities like this? Can I thank him

:25:01. > :25:04.that elderly and vulnerable people are protected from poor fundraising

:25:05. > :25:09.practices, including high-pressure tactics. Committing to a proper

:25:10. > :25:16.fundraising practice should not be viewed as a regulatory burddn but as

:25:17. > :25:22.a means of restoring and increasing trust on charities. With thd

:25:23. > :25:26.continuing success of Formula 1 and of teams based here, does hd agree

:25:27. > :25:34.that we should be encouraging more young people to go into enghneering

:25:35. > :25:41.and engage in motor sport? H grew up with Formula 1, so it is always

:25:42. > :25:44.exciting to see success for British drivers and teams. The government is

:25:45. > :25:49.working closely with the engineering community to boost employer

:25:50. > :25:52.engagement with young peopld, teachers, schools and colleges and

:25:53. > :25:58.universities, and showcase the exciting careers available,

:25:59. > :26:10.including in motor sport. I am glad that you marked the death of Thomas

:26:11. > :26:13.Kettle MP. Would you wish the Northern Irish and the Irish

:26:14. > :26:17.Paralympians all the best, `fter the thrills of the Olympics, thd same to

:26:18. > :26:21.everyone else from Great Brhtain. Could we also marked the extra bit

:26:22. > :26:26.of funding they need to get over to the side of the water, wherd the

:26:27. > :26:31.excellent facilities exist? I would be pleased to join him in whshing

:27:31. > :27:38.pleased to report real progress in his own area with over 1500 young

:27:39. > :27:42.people in Hampshire dissipating -- participating. The National police

:27:43. > :27:46.chiefs cancel show lasting rise in hate crime. Sections of the present

:27:47. > :27:48.share responsibility for crdating the climate in which this is

:27:49. > :27:56.happening and all have an opportunity to change it. -, of the

:28:05. > :28:08.hate crime and I want to rehterate the point that there is no place in

:28:14. > :28:19.victim must report that crile. I am of course meeting editors and others

:28:20. > :28:24.to discuss many points but this is one I can assure him I will raise.

:28:25. > :28:29.Does my honourable friend agree with me that superfast broadband should

:28:30. > :28:33.be stuck the function for all new-build properties? We ard

:28:34. > :28:37.bringing in the universal sdrvice obligation to make sure that

:28:38. > :28:43.everybody has the opportunity for high-quality superfast broadband

:28:44. > :28:49.where possible and fast bro`dband where that is necessary. Broadband

:28:50. > :28:53.is no longer nice to have, ht is vital for good is a pasting in

:28:54. > :28:58.modern society everyone to lake sure everybody has the opportunity to get

:28:59. > :29:03.it. It was a terrible mistake to hand over all the superfast

:29:04. > :29:07.broadband funding to one colpany and communities across the country are

:29:08. > :29:11.suffering as a result, will the Minister make a fresh start and

:29:12. > :29:15.recognise the key role of competition in driving the `doption
