:00:43. > :00:44.strong community ties which pull the people through the immediatd
:00:45. > :00:49.aftermath and provided so mtch support in the months and ydars that
:00:50. > :00:53.followed. Wales is benefiting from millions of pounds of UK investment
:00:54. > :00:58.across the country. We are modernising our rail infrastructure,
:00:59. > :01:02.investing and providing significant funding and support to improve
:01:03. > :01:04.Internet speeds. This is a clear demonstration of the governdd plasma
:01:05. > :01:12.commitment to delivering and improving infrastructure in all
:01:13. > :01:16.corners of Wales. Wales recdives its funding from the Barnet pluck. Does
:01:17. > :01:21.my right honourable friend recognise that the UK Government has ` part to
:01:22. > :01:27.play in UK infrastructure, so that it meets the UK's strategic need as
:01:28. > :01:37.well as in Wales with yellow my honourable friend -- in Walds? We
:01:38. > :01:41.are pleased to introduce a funding which gives Wales and ?50 for every
:01:42. > :01:44.hundred pounds that is spent in England. We have the electrhc
:01:45. > :01:49.indication of the great Western mainline. The significant prison
:01:50. > :01:53.project and their broadband roll-out. We interconnected
:01:54. > :02:01.economies, and are determindd to do our best to the whole of thd UK Can
:02:02. > :02:06.I associate myself with the gentleman's marks. I'm pleased to
:02:07. > :02:12.hear the emphasis on interconnectivity of infrastructure.
:02:13. > :02:17.He will note the North Wales bid growth supported by cross-p`rty
:02:18. > :02:21.politicians and local authorities. It needs support, financial support,
:02:22. > :02:27.from the UK Government. Will the UK Government give support fin`ncially
:02:28. > :02:31.to the growth bed? Can I pax tribute to the honourable member for the
:02:32. > :02:35.work he's doing on a cross-border basis with the Mersey Alliance and
:02:36. > :02:41.the all-party group this arda. This resonates with our policy to develop
:02:42. > :02:45.a growth that works on cross-border basis. We are working with those who
:02:46. > :02:51.are developing the North Wales growth deal. In negotiation with
:02:52. > :02:55.that. We have received a bid and of course we will analyse it in due
:02:56. > :03:00.course. It has been recentlx submitted, but we are keen to work
:03:01. > :03:05.together. Is my right honourable friend knows, trade passages from
:03:06. > :03:09.and to my constituency is p`rt of the great Western Railway lhne.
:03:10. > :03:18.Could my right honourable friend tell me when the new interchty
:03:19. > :03:22.express trains will be oper`tional? The honourable member highlhghts the

:03:26. > :03:28.is rightly drawn to the infrastructure of the
:03:29. > :03:33.electrification itself. But it is fair to say that as soon as we have
:03:34. > :03:37.electrified as far as Didcot all Swindon, then the new trains will be
:03:38. > :03:40.operational. Both his consthtuents and mine and those in Wales and the
:03:41. > :03:48.South West in general, will benefit from modern trains well before the
:03:49. > :03:52.infrastructure has been completed. In terms of infrastructural
:03:53. > :03:55.investment on both sides of the border. Can I ask him what
:03:56. > :04:05.conversations he's had with the Welsh government about the @5, which
:04:06. > :04:11.goes towards the Wrexham arda, with particular road safety problems The

:04:27. > :04:29.the government on their infrastructure plan and the National
:04:30. > :04:32.infrastructure plans for thd whole of the United Kingdom. It is
:04:33. > :04:38.important that they dovetail appropriately. The Minister will be
:04:39. > :04:43.aware of a range of infrastructure improvement proposals contahned with
:04:44. > :04:47.in the North Wales and Mersdy plan. Did he advise on the merits of
:04:48. > :04:54.seeking funding via North W`les growth bid by cross-border partners
:04:55. > :04:58.to accelerate the delivery of those which are priorities in the
:04:59. > :05:03.short-term, and help facilitate it? Can I pay tribute to my honourable
:05:04. > :05:08.friend for his work on this. It was one of the first meetings that he
:05:09. > :05:14.drew attention after the general elections, which has led to the
:05:15. > :05:16.growth track proposal. Of course, there are growth elements and also
:05:17. > :05:22.transport infrastructure eldments. It's important that we ensure these
:05:23. > :05:25.come together for the benefht of the whole region. I'm happy to work with
:05:26. > :05:31.him and the Department for Transport as we approach the consider`tions
:05:32. > :05:35.which will take place in dud course. I would also like to associ`te my
:05:36. > :05:40.party and myself with his comments in relation to the disaster. The
:05:41. > :05:43.Treasury aims to pull government pension schemes in well in Dngland
:05:44. > :05:48.to great wealth to invest in infrastructure, and each fund
:05:49. > :05:56.containing assets of ?25 billion. Welsh assets come up to 30 billion.
:05:57. > :06:00.It will be swallowed up by ` cross-border pool. Will he demand
:06:01. > :06:05.specific Welsh wealth fund, so that the contribution of Welsh government
:06:06. > :06:10.workers are used to invest hn infrastructure in Wales? Thd

:06:19. > :06:21.appropriate economies of sc`le in -- technical part of policy. The worst
:06:22. > :06:24.government have made their views clear. It is not only Welsh money
:06:25. > :06:27.for Wales which on the basis of it would sound good, it's about having
:06:28. > :06:31.the economies of scale so that we can access funding elsewherd as
:06:32. > :06:36.well. It is therefore not necessarily the right thing, but I'm
:06:37. > :06:43.certainly not closing the idea. Question to you, Mr Speaker. --
:06:44. > :06:49.question two. I'm very supportive of achieving a deal for Swanse` Bay
:06:50. > :06:53.City. It is about empowering them to bring forward specific proposals for
:06:54. > :06:56.their region. I welcome the announcement in the budget that we
:06:57. > :06:59.will be opening negotiations, but it must be the right deal, a wdll
:07:00. > :07:10.thought out deal, that delivers the whole region. The Minister will know
:07:11. > :07:13.that Brexit will deal a major body blow for Swansea universitids in the
:07:14. > :07:16.Swansea region overall. What assurances can he give it in a
:07:17. > :07:19.statement from the autumn the Chancellor will give a firm
:07:20. > :07:24.commitment to put his money where his mouth is? We want hard cash not
:07:25. > :07:30.hot air, to provide the support we want for jobs and prosperitx
:07:31. > :07:39.stoplight I should correct ,- prosperity. Swansea voted to leave,
:07:40. > :07:42.so that was their decision. He has to be slightly fair or not this
:07:43. > :07:46.government has delivered. Wd have delivered a city deal for C`rdiff,

:07:51. > :07:53.European element would be stpported. If the Swansea East eg deal is as
:07:54. > :08:02.good as it appears to be, and as good as the indications would appear
:08:03. > :08:08.to be -- if the Swansea citx deal. The Swansea Bay City Deal ahms to
:08:09. > :08:12.turn the region into a digital super hub, to boost the local economy
:08:13. > :08:16.transform energy delivery and improve health and social c`re. With
:08:17. > :08:23.the Minister ensure the house that this deal would not face delays as
:08:24. > :08:27.experienced by the tidal lagoon In terms of the delay, I think it is
:08:28. > :08:31.important to point out that this was announced at the largest budget but
:08:32. > :08:35.has been taken forward. But it is a bottom-up approach. Better `t the
:08:36. > :08:37.latest budget. We believe vdry strongly that the proposal should
:08:38. > :08:46.come from the region, and it is fantastic to see in way the four
:08:47. > :08:53.authorities are working togdther. If the detail is persuasive, then their
:08:54. > :08:57.support will be there. Numbdr three please, Mr Speaker. Thank you, Mr
:08:58. > :09:03.Speaker. This week will see the completion of the works on the
:09:04. > :09:06.Severn Tunnel. This is a trtly historic occasion and is a clear
:09:07. > :09:09.demonstration of this government's commitment to deliver a real
:09:10. > :09:16.investment strategy which whll benefit the people of Wales in its
:09:17. > :09:20.entirety. The Secretary of State has already spoken about the calpaign
:09:21. > :09:24.which as the Minister will know has the potential to transform the area
:09:25. > :09:31.by delivering 70,000 new jobs over 20 years. Including my constituency,
:09:32. > :09:35.identified as the first priority. Will the Minister join with me in
:09:36. > :09:39.the words of encouragement heard this morning and to make
:09:40. > :09:44.representations to the Chancellor, to ensure this much-needed
:09:45. > :09:47.investment? Am very pleased to echo the words of this Secretary of State
:09:48. > :09:54.for Wales. These are made in the north-west and made in Wales
:09:55. > :09:58.connectivity. They are proposals that we are supportive of, `nd I'm
:09:59. > :10:02.very pleased to say that thd Treasury this morning actually wrote
:10:03. > :10:10.to the proposals in North W`les stating its support the proposals in
:10:11. > :10:14.question. ?730 million has been ring fenced for the electrificathon of
:10:15. > :10:22.the Valley lines, although this is not expected to be completed until
:10:23. > :10:26.at least 2022 or 2023. What assurances, however, has thd
:10:27. > :10:31.Minister had that the ?120 lillion from the European new regional
:10:32. > :10:37.development fund will in fact be still forthcoming for this project
:10:38. > :10:40.before the UK leaves the EU? I'm very grateful to my honourable
:10:41. > :10:45.friend the question. The situation is very clear. The proposals for the
:10:46. > :10:48.south wales metro are part of the Cardiff city deal. There ard
:10:49. > :10:51.significant investments which includes a contribution frol the
:10:52. > :10:54.European fund of around ?110 million. Minor stemming frol the
:10:55. > :10:59.Treasury is that if necessary, that element of the contribution will be
:11:00. > :11:04.-- my understanding from. It will be footed by the Treasury if rdquired.
:11:05. > :11:09.The European element will bd funded by the European Union.

:12:48. > :12:52.investment in the Chester lhnks into Wrexham, and it is important that
:12:53. > :12:55.the growth proposals are looked at carefully and coherently to see how

:13:04. > :13:07.the Secretary of State in m`rking the 50th anniversary of the Aberfan
:13:08. > :13:13.disaster. I would like to p`ge gets to the spirit and resiliencd of the
:13:14. > :13:18.people of Aberfan. Rail passenger numbers into our capital city
:13:19. > :13:22.station, Cardiff Central, h`ve increased. The expansion of the
:13:23. > :13:31.station, in conjunction with the south wales metro project, hncluding
:13:32. > :13:40.the branding, is critical. Canny Secretary of State -- funding. Say
:13:41. > :13:46.why he will not allow artists to have a station fit for purpose? I
:13:47. > :13:54.welcome the honourable lady. In relation to Cardiff under this is
:13:55. > :13:56.another example of the old-fashioned thing of hearing whispers and you
:13:57. > :14:03.know best. We are still waiting clearly proposals. This is ` matter
:14:04. > :14:09.of investing in something that a Labour Government neglected for 14
:14:10. > :14:14.years. We will look at it in a constructive manner. In Aprhl's

:14:21. > :14:23.a massive contribution to the Welsh economy, the largest trading partner
:14:24. > :14:27.and support loads of jobs and investment for project all `round
:14:28. > :14:31.Wales. For months on from the referendum result, what is the
:14:32. > :14:35.Secretary of State's Brexit line for Wales to replace that trade, those
:14:36. > :14:44.jobs and infrastructure? Whdre is it? When the leading edge? @gain, on
:14:45. > :14:47.the issue of Brexit, I have do say that Wales didn't vote to ldave the
:14:48. > :14:51.European Union. I stand by ly comments but it is important to
:14:52. > :14:56.point out that the Wales Office have been going around, talking to
:14:57. > :15:01.stakeholders, identifying areas and trying to reassure. I hope the
:15:02. > :15:05.honourable lady would build on the commitments made by the Chancellor
:15:06. > :15:08.to ensure that we will support European funding projects in Wales
:15:09. > :15:15.and agriculture funding in Wales. These are written proposals from the
:15:16. > :15:20.Treasury which should be welcomed. I've remain in close contact with my
:15:21. > :15:27.friend, the Secretary of St`te for friend, the Secretary of St`te for
:15:28. > :15:30.business energy. This is an exciting project for Wales. I'm due to meet
:15:31. > :15:33.with Charles Hendry tomorrow to get an update on the progress of the
:15:34. > :15:39.independent review and look forward to hearing the findings when he
:15:40. > :15:47.reports later this autumn. Last week saw Sheffield masted and lots of
:15:48. > :15:57.others back Charles Hendry with this review. Will they listen and get on
:15:58. > :16:01.the Swansea Bay deal? I recognise the honourable lady s

:16:06. > :16:11.has been seen as a positive thing. The point is welcomed. Not only by

:23:56. > :24:00.families opportunity. One of the major challenges facing the steel
:24:01. > :24:04.industry is that energy costs are far higher than those of our
:24:05. > :24:07.competitors. Despite this, little action has been taken. Can H have
:24:08. > :24:13.the secretary of state which action he is taking or what the Government
:24:14. > :24:22.is doing to bring down energy costs? Can I Wellcome the honourable member
:24:23. > :24:30.to his position and to the front of the room? He makes a very ilportant
:24:31. > :24:33.point regarding energy costs. He will be well aware that the energy
:24:34. > :24:41.intensive industry package that the Government has put forward responded
:24:42. > :24:44.to demands of the industry `nd from Tata specifically. We reducd the
:24:45. > :24:48.energy costs by ?9 million. Something that has been welcomed. It
:24:49. > :24:55.has put us in a much strongdr position to turnaround profhts. A

:25:08. > :25:09.other franchise was announcdd in 2014. Now, we are

:25:15. > :25:21.successful procurement of the next franchise in 2018. Labour h`ve

:27:08. > :27:14.Wales cannot access superfast broadband. -- can already. ,- 9 %.
:27:15. > :27:18.The majority is overstating the case but the improvements over rdcent
:27:19. > :27:21.months has been spectacular, with rate of 90%. There is still more
:27:22. > :27:25.what to be done but I think, in terms of rural broadband, wd are
