0:00:20 > 0:00:24first question I conveyed the thoughts and prayers of the whole

0:00:24 > 0:00:27house to the family and community in Wales after the tragic fire earlier

0:00:27 > 0:00:34this week. With permission I will answer questions one, four and 15

0:00:34 > 0:00:37together. The government is delivering the biggest investment

0:00:37 > 0:00:41programme in over a century. The weight Western modernisation

0:00:41 > 0:00:46programme includes five on £7 billion of investment in new trains.

0:00:46 > 0:00:51-- great Western. It will cut times by 15 minutes and will make South

0:00:51 > 0:00:53Wales more attractive for investment and bring significant benefits to

0:01:04 > 0:01:08The decision not to go ahead with electrifying the mainline to Swansea

0:01:08 > 0:01:13has been a bitter blow for South Wales. My constituency in Nantwich

0:01:13 > 0:01:17is less than 20 miles away from North Wales. Many constituents have

0:01:17 > 0:01:21written to me and asked what steps the Government are taking to

0:01:21 > 0:01:25electrify the North Wales coastline. Can they give me clarification

0:01:25 > 0:01:33today?Mr Speaker, the honourable lady raises an interesting question

0:01:33 > 0:01:38and will be aware of the responses and advances in technology which

0:01:38 > 0:01:41mean electrifying Cardiff and Swansea would not say passengers

0:01:41 > 0:01:45significant journey times. She makes an interesting point related to

0:01:45 > 0:01:49North Wales and I hope she is aware of the £43 million of signalling

0:01:49 > 0:01:52improvement which has taken place in North Wales to improve speed and

0:01:52 > 0:01:59reliability on the line. Also the crew hub offers great potential to

0:01:59 > 0:02:02bring HS2 benefit, which is the UK major rail investment programme to

0:02:02 > 0:02:09North Wales and the North of England.Liz twist. What will the

0:02:09 > 0:02:15secretary of state be doing to create a more competitive and cost

0:02:15 > 0:02:22effective environment for rail infrastructure in Wales?There is a

0:02:22 > 0:02:26major multi-billion pound investment programme which is benefiting

0:02:26 > 0:02:30railway journeys and passengers in Wales. The Public Accounts Committee

0:02:30 > 0:02:35earlier this year asked for a reassessment of the elect vacation

0:02:35 > 0:02:40programme on a state-by-state basis. That is what we did and that is why

0:02:40 > 0:02:43we are using the latest advancements in technology to make sure

0:02:43 > 0:02:47passengers in Swansea and West Wales gets the benefit of the most modern

0:02:47 > 0:02:52trains in the network immediately, rather than waiting for the

0:02:52 > 0:02:58traditional technology of electrified trains only.On the 16th

0:02:58 > 0:03:01of May the transport secretary said electrification was definitely

0:03:01 > 0:03:05happening and he wanted an end to smelly diesel trains. There was

0:03:05 > 0:03:09disappointment on the 20th of July when it was cancelled from Cardiff -

0:03:09 > 0:03:13Swansea and the Midland Mainline. Ministers cited new technology

0:03:13 > 0:03:17making a letter vacation unnecessary. Can you satisfy the

0:03:17 > 0:03:21House that this is not a cynical broken promise by outlining what

0:03:21 > 0:03:25breakthroughs were made after the closure of the ballot boxes?One of

0:03:25 > 0:03:29the strong advocates for a letter vacation was Professor Mark Barry.

0:04:18 > 0:04:25State for Transport, I regularly meet and discuss the range of

0:04:25 > 0:04:28infrastructure programmes taking place in Wales, but also the way the

0:04:28 > 0:04:33network works by the harbour and the potential it offers not only for her

0:04:33 > 0:04:39constituency but also North Wales by bringing the benefit of rail to crew

0:04:39 > 0:04:45which will benefit North Wales as well.As a former member of the

0:04:45 > 0:04:50Public accounts committee, when the recommendations were come up with in

0:04:50 > 0:04:53every I am pleased they had been sighted. Will he agree that any

0:04:53 > 0:04:58future litigation needs to be based on robust assessment and the trains

0:04:58 > 0:05:01he is proposing to Swansea are exactly what most parts of the

0:05:01 > 0:05:05network including Pinilla -- Plymouth and Torbay will be getting

0:05:05 > 0:05:13anyway?He makes a logical and helpful point. He recognises we are

0:05:13 > 0:05:16using the latest technology, offering more capacity and much

0:05:16 > 0:05:23faster trains. These are a major benefit for Swansea and West Wales.

0:05:23 > 0:05:26Criticising the decision to use the latest technology to Swansea does

0:05:26 > 0:05:31nothing more than undermine investment in the city itself.

0:05:31 > 0:05:37Geraint Davies.A letter vacation from London to Cardiff will save 15

0:05:37 > 0:05:42minutes. The new Swansea Metro proposal will save 30 minutes

0:05:42 > 0:05:46journey time between Cardiff and Swansea. The city deal will create

0:05:46 > 0:05:5210,000 more jobs and more passenger demand. Will he look again at the

0:05:52 > 0:05:58business case for an electrified Swansea Metro between Swansea and

0:05:58 > 0:06:00Cardiff, to provide an environmentally friendly a stronger

0:06:00 > 0:06:02future which will offset the negative impact of HS2 in South

0:06:02 > 0:06:10Wales?Clearly the Swansea Metro is a different proposal. But I am keen

0:06:10 > 0:06:15to meet with Professor Mark Barry to discuss the potential. That is an

0:06:15 > 0:06:18interesting addition to a wide ranging debate. There are also

0:06:18 > 0:06:23proposals where we can improve train frequency going to Carmarthen and

0:06:23 > 0:06:27Pembroke because at the moment passengers from West Wales will

0:06:27 > 0:06:31often drive to Port Talbot to get onto the train. I think a more

0:06:31 > 0:06:35imaginative solution can become about and I think the Metro is an

0:06:35 > 0:06:38additional solution that can be considered in part of that debate.

0:06:38 > 0:06:44Mr Stephen Dowty.The Secretary of State will be aware that along with

0:06:44 > 0:06:46a deep concern about failure to electrify beyond Cardiff there is

0:06:46 > 0:06:52also concern great Western Railway will not of a bilingual service on

0:06:52 > 0:06:56the mainline service operating into Wales. As he had a discussion about

0:06:56 > 0:06:59that? Other companies have been offering a bilingual service even

0:06:59 > 0:07:03though they go between Wales and England.I have noticed the public

0:07:03 > 0:07:07statements which have been made by the Welsh government. As the

0:07:07 > 0:07:12comments the honourable member has made. I suggest he raises it with

0:07:12 > 0:07:18first great Western, Riva are also changing it and it is a matter for

0:07:57 > 0:08:01Speaker I would hope the honourable member would recognise we are using

0:08:01 > 0:08:04the latest technology with more capacity and faster trains that will

0:08:04 > 0:08:10go to Swansea. She needs to look at the 15 minute savings which were

0:08:10 > 0:08:13originally going to be between Swansea and Paddington and they will

0:08:13 > 0:08:18also be a 15 minute savings still under the bimodal trains. We are

0:08:18 > 0:08:24bringing about the most modern technology with bimodal trains on

0:08:24 > 0:08:27the network now rather than waiting a couple of years with the

0:08:27 > 0:08:33destruction it would bring Swansea in the process.Jonathan Edwards.--

0:08:38 > 0:08:43billion for crossrail two. It is a scandal the Government broke the

0:08:50 > 0:08:53only way to make sure Wales gets its fair share of investment is to

0:08:53 > 0:08:59devolve full responsibility for rail infrastructure?I am surprised by

0:08:59 > 0:09:04the tone of the member is taking. Bimodal trains would be able to

0:09:04 > 0:09:09improve the connectivity to his constituency and West Wales. Under

0:09:09 > 0:09:14the former proposal of electric only trains into Swansea, his

0:09:14 > 0:09:18constituency would not benefit from that. But of course the network in

0:09:18 > 0:09:22Wales is part of the UK network. When he compares the spending, he

0:09:22 > 0:09:29should think of a logical basis. He has been supportive of the curve in

0:09:29 > 0:09:32England but which would bring major benefit for North Wales into

0:09:32 > 0:09:41Liverpool as a network.Immensely grateful.Thank you, Mr Speaker. The

0:09:41 > 0:09:43Secretary of State has regular discussions with Cabinet colleagues

0:09:43 > 0:09:46on a range of UK investment projects including the proposed expansion of

0:09:46 > 0:09:51Heathrow airport. Estimates suggest the Heathrow proposed expansion

0:09:51 > 0:09:55would require 370,000 tonnes of UK steel, securing 700 British steel

0:09:55 > 0:10:01job. Welcome news for community such as Port Talbot.As well as benefit

0:10:01 > 0:10:04to Wales construction related to the expansion of Heathrow, does my

0:10:04 > 0:10:07honourable friend agree there are also opportunities for what industry

0:10:07 > 0:10:10to support the ongoing operation of Heathrow when expansion has

0:10:10 > 0:10:16completed? As my constituents do in nearby Glasgow airport?I agree with

0:10:16 > 0:10:19my honourable friend. The opportunities for Wales and the

0:10:19 > 0:10:24Welsh supply chain is significant. The Welsh office is working with

0:10:24 > 0:10:29government to make sure that we have round table discussions and we meet

0:10:29 > 0:10:33in Wales and South Wales and North Wales soap was companies can be in a

0:10:33 > 0:10:40position to benefit from the investment in Heathrow.

0:11:35 > 0:11:40my honourable friend. The importance of hub airport is understood by

0:11:40 > 0:11:44businesses across the UK and it is imperative that we have regular

0:11:44 > 0:11:48flights into Heathrow, one of the reasons why we need the expansion of

0:11:48 > 0:11:52Heathrow. This expansion will be good for the UK and regional

0:11:52 > 0:11:57economies, were connectivity into a major hub airport such as Heathrow

0:11:57 > 0:12:03will be beneficial for our local economies.The trade unions and

0:12:03 > 0:12:06local authorities support these extra £2 billion worth of investment

0:12:06 > 0:12:12that the Heathrow expansion will bring. But it depends on two things.

0:12:12 > 0:12:15The extension of HS2 and also a final decision on Heathrow. When

0:14:01 > 0:14:03Government. It's there to say that infrastructure investment in roads

0:14:03 > 0:14:09depends upon partnership approach -- in Wales depends upon partnership.

0:14:09 > 0:14:22This is why we have crucial examples of cooperation.As with many

0:14:22 > 0:14:26constituencies across Wales, we saw huge benefits from European

0:14:26 > 0:14:31structural funds. There is currently great uncertainty about the future.

0:14:31 > 0:14:35Can you assure the house that the level of financial benefits we

0:14:35 > 0:14:38currently enjoy from structural funds will be replicated when we

0:14:38 > 0:14:45leave the EU?The gentleman raises a point about structural funds. The

0:14:45 > 0:14:48reality is that structural funds in Wales doesn't make the difference we

0:14:48 > 0:14:55anticipated. Communities such as yours will want it and long-term

0:14:55 > 0:15:03jobs, the type that I sought when I visited. This is exactly what the

0:15:03 > 0:15:10economy needs in South Wales.The excellent history of Parliament

0:17:22 > 0:17:29fell. This Government is committed to a UK chip with Verity -- Shared

0:17:29 > 0:17:36Prosperity Fund. Rather than being wasted than the way that the Welsh

0:17:36 > 0:17:40Government wasted funds over the past 18 years.I'm afraid that the

0:17:40 > 0:17:44gentleman did not answer my question. There is a lack of clarity

0:17:44 > 0:17:50of what will happen after 2020 in Wales. I thank you for a meeting

0:17:50 > 0:17:58with me to discuss these issues. Can you convene a meeting with the Wales

0:17:58 > 0:18:02team, the shadow Wales team and the ties of the striker to sort this out

0:18:02 > 0:18:07so that there is absolute clarity for the people of Wales on this

0:18:44 > 0:18:50leave the EU, we will continue to support existing relationships and

0:18:50 > 0:18:55work to attract new projects and work closely with the Department of

0:18:55 > 0:18:58International trade to deliver this. The secretary of State will note

0:18:58 > 0:19:02that the Welsh Liberal Government is successful in attracting businesses

0:19:02 > 0:19:09such as Aston Martin. This could be at risk if there is a new deal

0:19:09 > 0:19:16Brexit. What does the Secretary of State plan to do to reassure the

0:19:16 > 0:19:20business community that Wales is open for business?The honourable

0:19:20 > 0:19:28member is applicable right, Wales is a great place to invest. 95% of the

0:19:28 > 0:19:34projects that came last year were supported and facilitated by the

0:19:34 > 0:19:40Department for International Trade. I've been to Qatar, Japan, I be

0:19:40 > 0:19:42encouraged by the optimism and flexibility that the Welsh economy

0:19:42 > 0:19:52can bring.Mr Gerry Mautner.Can the Minister provide assurance that the

0:19:52 > 0:19:57important markets that he visited, Japan and Qatar, are committed to

0:19:57 > 0:20:01the current international business links with Wales? What plans do they

0:20:01 > 0:20:08have to expand?Mr Speaker, as a mentioned, I'm encouraged by the

0:20:08 > 0:20:15interest and commitment. Japanese companies by tradition made

0:20:15 > 0:20:23long-term investments. The first was in 1973, Sony. They have committed

0:20:23 > 0:20:29to remaining longer.We have a lot of noisy private conversations

0:20:29 > 0:20:34taking place but I think it's important to listen to the products

0:20:34 > 0:20:46of the secretary's meditations.Ever poured sort that there was a decline

0:21:18 > 0:21:22the EU increased by 20%. This demonstrates the great flexibility

0:21:22 > 0:21:27of businesses in Wales, keen to explore new opportunities exiting

0:21:27 > 0:21:33the EU brings.For a meaningful vote on the final deal to be meaningful

0:21:33 > 0:21:40we must not allow Parliament to be able to condemn the UK to a notable

0:21:40 > 0:21:44scenario, should that final deal proved unsatisfactory. Would it not

0:21:44 > 0:21:53be more prudent to explore any problems around Article 50, to

0:21:53 > 0:21:57appease businesses around Wales and avoid damaging cliff edge?I hope

0:21:57 > 0:22:00the honourable lady will degrade reassurances that we are doing

0:22:00 > 0:22:06everything we can to make sure that the whole of the UK is getting a

0:22:06 > 0:22:13good deal. -- will take reassurances. We must prepare for

0:22:13 > 0:22:18all outcomes and every eventuality because we need to preserve the

0:22:18 > 0:22:24integrity of the UK market and making it the most of new

0:22:24 > 0:22:28opportunities as leaving the EU. Will the Secretary of State in

0:22:28 > 0:22:34Qureshi Department of trade to give a higher priority to Wales as part

0:22:34 > 0:22:39of the Government's efforts to bring prosperity to all of the corners of

0:22:39 > 0:22:43the UK.I'm grateful for the question and I think the Department

0:22:43 > 0:22:47for International Trade is already doing that but there's almost always

0:22:47 > 0:22:55more we can do. I met with the First Minister on Friday to consider the

0:22:55 > 0:22:59paper as well as the new opportunities. The establishment of

0:22:59 > 0:23:03UK border trade, including stronger sedition from Wales as an important

0:23:03 > 0:23:12part of that work.Thank you, Mr Speaker. Since the referendum the

0:23:12 > 0:23:15Secretary of State and I have discussed the impact of the UK's

0:23:15 > 0:23:21exit from the EU across Wales. We have met farming unions, businesses,

0:23:21 > 0:23:30universities. And you exit panel -- a panel will take place on Monday.

0:23:30 > 0:23:37Does my right honourable friend agreed me that this has to go even

0:23:37 > 0:23:40further as negotiations continue? Will encourage other Cabinet

0:23:40 > 0:23:47ministers to come to Wales to hear the views of Welsh businesses,
