0:00:07 > 0:00:12This morning and welcome to BBC Parliament's live coverage of the

0:00:12 > 0:00:15Commons on this final day before Parliament takes a brief half term

0:00:15 > 0:00:19break and it is a busy day in the chamber. In one hour, Matthew

0:00:19 > 0:00:22pinnacle will be asking a question on the release of the papers on the

0:00:22 > 0:00:29economic impact of Brexit, followed by a second urgent question on the

0:00:29 > 0:00:33recent controversial meetings of the Cabinet minister pretty Battelle on

0:00:33 > 0:00:40holiday to Israel. A third urgent question will be as uneasy monetary

0:00:40 > 0:00:47concession in Yemen. -- Priti Patel. Boris Johnson will also update MPs

0:00:47 > 0:00:51on the combating Islamic State. A backbench motion on temporary

0:00:51 > 0:00:56accommodation will be discussed before a short recess. Don't forget

0:00:56 > 0:01:01to join me for a round-up of the day in both Houses of Parliament at

0:01:01 > 0:01:1111pm. Firstly the Business Secretary Greg Clark.Order.I beg to move.

0:01:11 > 0:01:17Simon relating to private business matters as on the order paper. As

0:01:17 > 0:01:20many as are of the opinion, say "aye". To the contrary, "no". The

0:01:20 > 0:01:33ayes have it. Energy, business and industrial strategy.Thank you.The

0:01:33 > 0:01:36Secretary of State, Secretary Doctor Greg Clark.Thank you, with

0:01:36 > 0:01:40permission, I want to put this question six, an industrial strategy

0:01:40 > 0:01:45on strength as the build our next generation of motor vehicles, in

0:01:45 > 0:01:51July, we committed £269 to try and make Britain the centre of battery

0:01:51 > 0:01:56storage. We have also and £51 million to find automated vehicle

0:01:56 > 0:02:01test across the country and in October, and are likely to say that

0:02:01 > 0:02:06Ford opened their first European mobility headquarters in Britain.

0:02:06 > 0:02:10Thank you. Whether it is more result tractors, it is in rural areas where

0:02:10 > 0:02:15Thomas vehicles had the potential to make a regularly profound impact.

0:02:15 > 0:02:20Can my honourable friend assure me that the reason she is funding will

0:02:20 > 0:02:23look in particular at rural areas rather than simply focusing on very

0:02:23 > 0:02:28well connected cities? My honourable friend makes an excellent point and

0:02:28 > 0:02:32he is right in saying that if this is to apply right across the

0:02:32 > 0:02:35country, the opportunities in rural areas are very important not just

0:02:35 > 0:02:38for the vehicle he describes by public transport as well for

0:02:38 > 0:02:42example. He will know that any University of Lincoln and not far

0:02:42 > 0:02:47from them, there is excellent work through the centre of autonomous

0:02:47 > 0:02:50systems that is looking at the future of mobility. I very much hope

0:02:50 > 0:02:57they will be his friends in this great way across the country of

0:02:57 > 0:03:00development in the technology of the future. -- they will be

0:03:00 > 0:03:05participants.Thank you. Silverstone technology cluster support many

0:03:05 > 0:03:09thousands of jobs in and around and Sinjar including my constituency of

0:03:09 > 0:03:17Northampton salve. With companies will... -- in and around

0:03:17 > 0:03:21Northamptonshire. What steps are being taken with them?My honourable

0:03:21 > 0:03:25friend is right, the joys that some of the best motor manufacturers make

0:03:25 > 0:03:32to locate in a cluster reinforces our reputation. Last year, we

0:03:32 > 0:03:36launched an ever cries zone which supports the Silverstone

0:03:36 > 0:03:41high-performance technology cluster. -- and enterprise zone. It provides

0:03:41 > 0:03:47an environment which helps deliver new jobs in the sector and of course

0:03:47 > 0:03:52the local growth fund for his area includes an innovation Centre which

0:03:52 > 0:03:56is geared towards automotive technology and the enterprise zone.

0:03:56 > 0:04:05Can I urge the secretary to say something to the leading engineering

0:04:05 > 0:04:07businesses at the University of Huddersfield where we do a lot of

0:04:07 > 0:04:13research on autonomous vehicles? They might have listened to Radio 4

0:04:13 > 0:04:19to day and heard another secretary of state talking in mysterious

0:04:19 > 0:04:27language, talking about a post-Brexit trade policy, a new

0:04:27 > 0:04:30post-Brexit trade policy, a new remedy body, what is a new trade

0:04:30 > 0:04:37remedy body? Fine forget what that is, what I'm concerned about is

0:04:37 > 0:04:42autonomous vehicles, electrical or otherwise. Let's hear about that.He

0:04:42 > 0:04:46asks a very important question and it is absolutely right that the

0:04:46 > 0:04:50research is in the University of Huddersfield again to have huge

0:04:50 > 0:04:54opportunities in this area, they are very much a part of the reputation

0:04:54 > 0:04:58for excellence that has been established in that University and

0:04:58 > 0:05:02is well known not just across the country but around the world. I had

0:05:02 > 0:05:06the privilege with the Prime Minister of attending a Round Table

0:05:06 > 0:05:13of the leading managers across the motor industry including the supply

0:05:13 > 0:05:17chain. They united in their excitement about what is the biggest

0:05:17 > 0:05:23change in mobility since the invention of the petrol and diesel

0:05:23 > 0:05:27engines. We are replete with these possibilities and we are

0:05:27 > 0:05:30establishing, and it is increasingly recognised on a reputation for being

0:05:30 > 0:05:38the place in the world to come for it.Whether it is with autonomous

0:05:38 > 0:05:42vehicles or indeed other exporter as with the automobile industry within

0:05:42 > 0:05:46my constituency, what they need going forward is a concept that

0:05:46 > 0:05:50regulatory framework. What kind of guarantees any Secretary of State

0:05:50 > 0:05:55gave exporters like this in my constituency as we leave the EU?The

0:05:55 > 0:06:00honourable gentleman makes a good point and the regulatory environment

0:06:00 > 0:06:04is extremely important to the predictability of that for future

0:06:04 > 0:06:08investment. It's one of the reasons we have introduced the bill that is

0:06:08 > 0:06:11currently before Parliament to be ahead of the world in establishing

0:06:11 > 0:06:18the right regulatory environment for electric and Thomas Eagles. Bass is

0:06:18 > 0:06:20something that has commended the attention of the world, exactly in

0:06:20 > 0:06:27line with what he says.As we take steps to grow the economy and

0:06:27 > 0:06:30decrees submissions, Can the Secretary of State commit to working

0:06:30 > 0:06:35with all businesses around autonomous vehicles and as

0:06:35 > 0:06:38highlighted by my constituents who are deaf and blind in terms of the

0:06:38 > 0:06:42noise that they make and working with the disability agenda as well

0:06:42 > 0:06:47as this new area moves follow? My honourable friend is absolutely

0:06:47 > 0:06:52right in one of the advantages of this being that they give particular

0:06:52 > 0:06:56hope to people who find it difficult or impossible to use conventional

0:06:56 > 0:07:02vehicles at the moment. Part of the point of joining together the

0:07:02 > 0:07:07research in the automotive sector in the renewable energy sector and in

0:07:07 > 0:07:11health care and social care is that we are able to join the benefits of

0:07:11 > 0:07:19all of these in a single programme full party is right. If we're going

0:07:19 > 0:07:24to be having these electric these autonomous vehicles and everything

0:07:24 > 0:07:35else is going to be wonderful, why bother with £100 billion on the HS2?

0:07:35 > 0:07:38Because we need both. Our ambition is to make this country will of the

0:07:38 > 0:07:43best connected in the world so it is possible to go from the capital to

0:07:43 > 0:07:49our Midlands and northern city and beyond quickly and efficiently. We

0:07:49 > 0:07:56have capacity to move freely frayed around the country and I thought of

0:07:56 > 0:07:59a Derbyshire MP given the importance of the major industry, he would

0:07:59 > 0:08:04welcome the investment and progress you're making. -- move freight

0:08:04 > 0:08:07around the country. Including quarter of £1 billion investment by

0:08:07 > 0:08:15Toyota and uplands.-- in the uplands. Germany said 2030, Norway

0:08:15 > 0:08:23and Holland April 2025, the Chinese owners of all their new models will

0:08:23 > 0:08:31have electric motors and by 2019. -- Chinese owners of Volvo. The UK plan

0:08:31 > 0:08:35to ban the sale of fossil fuel vehicles by 2040 is somewhat lacking

0:08:35 > 0:08:41in ambition, failing to provide strong leadership or downright

0:08:41 > 0:08:46pathetic and making the UK would like a laughing stock?What I would

0:08:46 > 0:08:51say to the honourable gentleman is if he reflects on our reputation in

0:08:51 > 0:08:55the world, issued now that our reputation for international

0:08:55 > 0:08:59leadership in climate change is very strong and he would do well to

0:08:59 > 0:09:05comment back rather than seek to undermine it. Relaunched, in the

0:09:05 > 0:09:08last few weeks, the green growth strategy which connects across a

0:09:08 > 0:09:14range of areas not just to meet our legal commitments, not just to

0:09:14 > 0:09:19generate jobs in these important technologies, but to lead the world

0:09:19 > 0:09:22in Joseph Xbox we have and I would have thought he would use this time

0:09:22 > 0:09:25in the dispatch box to commend the governed for a doctrine that has

0:09:25 > 0:09:35been very well received right across the world. -- we launched.Thank

0:09:35 > 0:09:39you. The Government has made clear its commitment to the continuing

0:09:39 > 0:09:42success of the nuclear sector including nuclear research in this

0:09:42 > 0:09:46country. We are aiming for a maximum level of continuity with the good

0:09:46 > 0:09:52arrangements and my department held discussions with the sector to

0:09:52 > 0:09:57ensure we understand and address their concerns. Will the Minister

0:09:57 > 0:10:00agree that given the uncertainties ever leaving EU as well as the

0:10:00 > 0:10:06falling prices of solar energy and the timescale for delivering these

0:10:06 > 0:10:10projects will make nuclear energy projects like Hinkley point the very

0:10:10 > 0:10:17little value for money?I very much disagree with the honourable lady

0:10:17 > 0:10:20border-mac assessment. The policy of the Government is to go for a mix of

0:10:20 > 0:10:26different types of energy of which nuclear power is firmly one of them

0:10:26 > 0:10:33as our renewables and all the others. As the minister well now the

0:10:33 > 0:10:36nuclear industry is extremely important to Cumbria. Would he agree

0:10:36 > 0:10:40with me at leaving the EU does have its issues but far more report on

0:10:40 > 0:10:44the come at a jury, we have a nuclear sector deal as part of the

0:10:44 > 0:10:47industrial strategy which will see rail investment and growth in this

0:10:47 > 0:10:53sector?Thank you. I agree with my honourable friend and I would like

0:10:53 > 0:10:55to commend him for Ollie Ricky has done to support the nuclear

0:10:55 > 0:11:01industry. We are very well aware of this. -- for all the work he has

0:11:01 > 0:11:06done. We are making sure the deal is an important one and will carry the

0:11:06 > 0:11:12industry forward for a long time into the future. The civil nuclear

0:11:12 > 0:11:15industry is getting increasingly twitchy about your rat in transition

0:11:15 > 0:11:21arrangements. Can the Minister to day verify whether Euratom

0:11:21 > 0:11:25membership can continue during the transition period and will they

0:11:25 > 0:11:28support the cross-party agreement added 300 to the EU withdrawal bill

0:11:28 > 0:11:34which seeks to reject the industry from a cliff edge Brexit? The

0:11:34 > 0:11:37honourable lady probably is aware that we are discussing these matters

0:11:37 > 0:11:42in committee at the minute and it is my intention than the Government's

0:11:42 > 0:11:47intention to build a consensual view to gratify this problem but whatever

0:11:47 > 0:11:54she must be aware and she is very keen interested in this and that she

0:11:54 > 0:11:58is -- we are aware of this and will have the closest possible Asian ship

0:11:58 > 0:12:03with members of Euratom. It is very important that we achieve an

0:12:03 > 0:12:07agreement with the EU that enables us to retain as many of the benefits

0:12:07 > 0:12:11as possible of Euratom but I wonder if the Minister could say something

0:12:11 > 0:12:18about the future of small modular reactors in the UK?

0:12:18 > 0:12:22My honourable friend makes an excellent point that small nuclear

0:12:22 > 0:12:26reactors are something the Department is looking closely at. We

0:12:26 > 0:12:29had presentations from many different companies and entities

0:12:29 > 0:12:32involved in developing this technology, which we hope will be

0:12:32 > 0:12:38brought to a inclusion quickly. I would like to commend him. I have

0:12:38 > 0:12:41visited in his constituency to seize the research work being done will

0:12:41 > 0:12:50stop.Exiting of the European Union is putting an added complication on

0:12:50 > 0:12:58the effort to rescue the deal and the security that will bring. If the

0:12:58 > 0:13:04Government open to the idea of offering a stake in the mirror side

0:13:04 > 0:13:11project if the conditions were the secular buyer are right?I would

0:13:11 > 0:13:17like to make two points, the Moorside arrangement is a matter for

0:13:17 > 0:13:23Toshiba, this is a private commercial matter. I would like to

0:13:23 > 0:13:29also tell him my view that the issues with Euratom and the EU are

0:13:29 > 0:13:36not relevant at all.The Government has acted quickly to underwrite

0:13:36 > 0:13:48Horizon 2020 funding. As we set out in our future partnership paper, we

0:13:48 > 0:13:51will be seeking an agreement on science and innovation that protects

0:13:51 > 0:13:54us now end in the future and continues to ensure we deliver these

0:13:54 > 0:14:00partnerships.Edinburgh is blessed with three was class universities in

0:14:00 > 0:14:05Napier, Herriot Watt and Edinburgh. They punch significantly above their

0:14:05 > 0:14:08weight in being able to gain EU funding for research and

0:14:08 > 0:14:12development. Can the Minister reassure those universities that

0:14:12 > 0:14:15research and development funding will still be able to be accessed a

0:14:15 > 0:14:21European level when we leave the European Union? As I said, we are

0:14:21 > 0:14:25working towards an agreement which will ensure our continued success in

0:14:25 > 0:14:29European science and research collaboration. Scottish institutions

0:14:29 > 0:14:33do indeed do exceptionally well, they punch well above their weight

0:14:33 > 0:14:35in terms of their share of UK participation is an Horizon 2020.

0:14:35 > 0:14:42Really, about 20% of participations, well above their populations and we

0:14:42 > 0:14:48want that to continue. The Mr is right to highlight the Scottish

0:14:48 > 0:14:52universities as world beating. The university of Saint Andrews gets £38

0:14:52 > 0:14:58million of research funding, that relies on partnerships with the

0:14:58 > 0:15:00European Union and European Union institutions. What reassurances can

0:15:00 > 0:15:08he get other plans post 2020 that these partnerships will continue? As

0:15:08 > 0:15:11it is said, we're working hard to ensure there's an agreement with the

0:15:11 > 0:15:15west of the European Union that we can continue to collaborate closely

0:15:15 > 0:15:21in these important areas. Aye editions do well in terms of their

0:15:21 > 0:15:26scare of participation in Horizon 2020, we want that success to

0:15:26 > 0:15:33continue. A lot of research is done in Scotland in collaboration with

0:15:33 > 0:15:37the continent and we want that to continue.Question number four, Mr

0:15:37 > 0:15:52Speaker.We have committed just now to the single largest increase in

0:15:52 > 0:15:55science innovation funding, adding an additional £4.7 billion to our

0:15:55 > 0:16:00signs spending. This helps drive growth across the country. I'm pleas

0:16:00 > 0:16:09that the consortia will be under taking local research and innovation

0:16:09 > 0:16:16strengths to drive economic growth. Thank you. Following the commitments

0:16:16 > 0:16:21in the industrial strategy green paper to build new institutes of

0:16:21 > 0:16:27technology, can I ask the Minister to meet with me in Redditch, if his

0:16:27 > 0:16:30diary permits, to review what an excellent location it would make for

0:16:30 > 0:16:34one of the first institutes of technology, given its fantastic

0:16:34 > 0:16:37transport links, access to business and a great opportunity for young

0:16:37 > 0:16:44people?My honourable friend is a strong champion of Redditch and I'm

0:16:44 > 0:16:49happy to say where's recently issuing a statement confirming our

0:16:49 > 0:16:54intention to establish high and prestigious institutions which

0:16:54 > 0:16:56specialise in high-level technical skills which employers need across

0:16:56 > 0:17:01all regions of England. Will be launching a call for proposals

0:17:01 > 0:17:04before the end of the year and will welcome applications from Redditch

0:17:04 > 0:17:13and other places across the country. Question five, Mr Speaker. As I have

0:17:13 > 0:17:15said, Scottish institutions are performing well in terms of their

0:17:15 > 0:17:20participation levels in Horizon 2020. We want that to continue in

0:17:20 > 0:17:25the years ahead. We're working hard as a Government to ensure the

0:17:25 > 0:17:29success of our institutions and are working hard to get an agreement to

0:17:29 > 0:17:35enable us to continue to collaborate in years ahead.First, we want our

0:17:35 > 0:17:43institutions to work well as well. Our research says terror does these

0:17:43 > 0:17:48a -- our research sector faces a lack of funding due to Brexit. What

0:17:48 > 0:17:51communication has this Government had with Scottish universities about

0:17:51 > 0:17:58the funding threat posed by Brexit? The Department for business, energy

0:17:58 > 0:18:04and industrial strategy are in constant contact with all the

0:18:04 > 0:18:06devolved administrations at various levels on a wide range of issues,

0:18:06 > 0:18:19including? Exit. Officials have recently participated in a number of

0:18:19 > 0:18:29Scottish and students.The cleaner growth strategy...Number seven,

0:18:29 > 0:18:35very good. With your progression, I will answer this in question for

0:18:35 > 0:18:40together. Carbon capture and use and storage has huge potential to play a

0:18:40 > 0:18:44vital role in reducing emissions across a range of activities, but

0:18:44 > 0:18:49the technology has to be made more cost-effective to deploy at scale.

0:18:49 > 0:18:54That's why we have committed to £100 million of public money and why

0:18:54 > 0:18:59we're working with the private sector to and other governments to

0:18:59 > 0:19:05drive innovation drive down costs.I think the grouping is with question

0:19:05 > 0:19:1613, I think.Apologies, that's my mistake.Thank you, Mr Speaker. The

0:19:16 > 0:19:22cleaner growth strategy falls short of boosting investment necessary to

0:19:22 > 0:19:26stimulate change for the future ofcc as an industrial strategy green

0:19:26 > 0:19:31paper, failing to mention and in the light of the previous failure to

0:19:31 > 0:19:35deliver for Peterhead, what an ass and were the Mr Maker cover that

0:19:35 > 0:19:46investment?The world has not yet decided to invest in this matter.

0:19:46 > 0:19:50There are several plants across the Worrall is operating in this area.

0:19:50 > 0:19:53It is not cost-effective in its current form to commit large-scale

0:19:53 > 0:20:00investment. We have to get the cost down. We are now and then world

0:20:00 > 0:20:02whether private sector wants to bring costs down, and ensures he

0:20:02 > 0:20:08would well, projects like project Acorn with the UK and Scottish

0:20:08 > 0:20:14currents have committed funds. The Business Minister does not like

0:20:14 > 0:20:21being reminded that the pulling of funding for Peterhead was a

0:20:21 > 0:20:30betrayal. There is not value for money in the Hinckley project. When

0:20:30 > 0:20:38will the governments make commitments to CCS for Scotland? In

0:20:38 > 0:20:43the world I live in £109 is quite a substantial investment in things

0:20:43 > 0:20:50like CCS. The Scottish Government invested £100 million -- Lescott

0:20:50 > 0:20:54Strowman invested £100,000 in Haboubi acorn. There are six plants

0:20:54 > 0:20:57in awards operating this additional revenue from enhanced oil recovery.

0:20:57 > 0:21:04We want Britain to be the technological leader. I hope that we

0:21:04 > 0:21:13can work together to achieve that aim.I welcome to the return of some

0:21:13 > 0:21:17consideration of Horizon 2020 after the dreadful mistake by the

0:21:17 > 0:21:22honourable lady's Government of the cancellation of the 1 billion UK CCS

0:21:22 > 0:21:27pilot plants in 2015. What discussions has she had with her

0:21:27 > 0:21:31Norwegian counterparts on prospects for UK for its national way

0:21:31 > 0:21:36collaboration on that country's advance plans for carbon cess

0:21:36 > 0:21:44cassation in the North Sea?Norway is unsure about the level of its own

0:21:44 > 0:21:47financial commitment at the moment. There is an excellent energy

0:21:47 > 0:21:51minister within my fat multiple conversations, because to me eight

0:21:51 > 0:21:59seems strange that we wouldn't cooperate in this area. There are

0:21:59 > 0:22:02frequent conversations. He will have seen in the cleaner growth strategy

0:22:02 > 0:22:05would like to work with other countries, not just the Norway,

0:22:05 > 0:22:09claiming US and Canada as well.We have just heard about the broken

0:22:09 > 0:22:14promise of establishing a world-leading carbon capture project

0:22:14 > 0:22:21at Peterhead, another Virgin Rail to the North Sea industry. -- another

0:22:21 > 0:22:26betrayal to the nasty industry. Isn't it true that when it comes to

0:22:26 > 0:22:29the North Sea, this Government is no good at anything except a breaking

0:22:29 > 0:22:34promises?Some might say that the SNP aren't very good at forecasting

0:22:34 > 0:22:42oil prices. However, as I think I have illustrated, the fact that no

0:22:42 > 0:22:45Government had taken a very substantial bet in the last few

0:22:45 > 0:22:53years, and I got a bed because it is not cost-effective, he will know

0:22:53 > 0:22:57that organisations are coming to us to ask how can we work in a

0:22:57 > 0:23:01public/private way to deliver the most cost effective solutions and

0:23:01 > 0:23:06create technology we can export, as we did with oil and gas services

0:23:06 > 0:23:10that have delivered such economic value in the North Sea.Support was

0:23:10 > 0:23:14also promised by the Prime Minister in January 2016, when he said that

0:23:14 > 0:23:17an oil and gas ambassador would be appointed to promote oil and gas

0:23:17 > 0:23:21around the world. Yet the current energy minister recently told the

0:23:21 > 0:23:26press and Journal it was a good idea, but he was not aware of it. It

0:23:26 > 0:23:30hasn't crossed his desk. His death did it cross? Was just another

0:23:30 > 0:23:37fantasy, of fantasy from this do anything, do nothing governments? It

0:23:37 > 0:23:45doesn't appear... I would take lessons from the honourable

0:23:45 > 0:23:49gentleman in terms of support for the North Sea, it is a vital

0:23:49 > 0:23:59industry, I will discuss it with my colleagues.Narrates, Mrs Vicault.I

0:23:59 > 0:24:01have frequent discussions with the Secretary of State for Exiting the

0:24:01 > 0:24:09EU. Companies such as Nesson, B&W and so are to continue to invest

0:24:09 > 0:24:16thanks to our highly skilled workforce, and long-term investment

0:24:16 > 0:24:22in innovation.Thank you for that reply, however I am sure that he

0:24:22 > 0:24:26will be aware that some current factors have questioned whether to

0:24:26 > 0:24:31make further investments in the UK because they are uncertain about the

0:24:31 > 0:24:36validity of proposals after we leave the European Union. Can the

0:24:36 > 0:24:38Secretary of State confirm they will be valid and when will be in a

0:24:38 > 0:24:42position to confirm that there are components are not going to get

0:24:42 > 0:24:49stuck at either long queues at Dover Calais?I have been clear in my

0:24:49 > 0:24:57discussions with industry, it is absolutely essential that we have a

0:24:57 > 0:25:01trading relationship with the European Union that is not only

0:25:01 > 0:25:06tariff-free, but allows the means of production, which involves multiple

0:25:06 > 0:25:10components going back and forth, often in very short notice, to be

0:25:10 > 0:25:16continued. There are questions such as rules of origin that we are

0:25:16 > 0:25:20working with the industry to make sure that it is part of the deal we

0:25:20 > 0:25:23want to achieve. I think that's something all sides of the House

0:25:23 > 0:25:31would commence.Mitsubishi have their headquarters in Cirencester,

0:25:31 > 0:25:35when they employ 250 people supporting dealerships throughout

0:25:35 > 0:25:41the UK. Then I wholeheartedly endorse my right honourable friend's

0:25:41 > 0:25:48remarks about needing a Brexit that supports the automotive sector?I'm

0:25:48 > 0:25:54grateful. We are clearer that the industry know the firmness of our

0:25:54 > 0:26:00intention. It doesn't make any sense to disrupt what has been a very

0:26:00 > 0:26:03successful relationship between this country and some of the home

0:26:03 > 0:26:08countries of these manufacturers. That is very clear in all of our

0:26:08 > 0:26:16mines.When a successful car manufacturing sector exports nearly

0:26:16 > 0:26:22a million cars to the rest of the European Union. But with the Society

0:26:22 > 0:26:26of motor Manufacturers saying Brexit is the greatest challenge of our

0:26:26 > 0:26:29times, what is the Secretary of State doing to ensure there are no

0:26:29 > 0:26:33costly carers or time-consuming customs checks in the automotive

0:26:33 > 0:26:43sector after we leave the European Union? We've met with the members of

0:26:43 > 0:26:46the sector to discuss every aspect of the challenges and opportunities

0:26:46 > 0:26:52ahead. She's right that the issue Brexit is very much on the minds of

0:26:52 > 0:26:58every motoring manufacturer, and it is why every discussion we have had

0:26:58 > 0:27:02has reinforced our commitment to not only have a good deal at the full,

0:27:02 > 0:27:06but also to make sure that the particular aspects for that industry

0:27:06 > 0:27:12are addressed. But the other thing the industry was enthusiastic about

0:27:12 > 0:27:15was our clear commitment, with mounting enthusiasm being shown on

0:27:15 > 0:27:20behalf of our partners, to invest in the future and make sure what makes

0:27:20 > 0:27:23a Briton attractive as a place to locate continues to be

0:27:29 > 0:27:32Ten years in low-paid work and four years as an apprentice, I will never

0:27:32 > 0:27:40remember Warren waxing lyrical about the place he loved, moving into the

0:27:40 > 0:27:43house of his dreams of the women of his dreams but does the Secretary of

0:27:43 > 0:27:49State begin to understand that as a consequence of the disastrous

0:27:49 > 0:27:52mishandling of Brexit by this Government, investment has fallen by

0:27:52 > 0:27:56over 50% and does he begin to recognise the damage the Government

0:27:56 > 0:27:59is doing to workers like warring and the jewel in the ground of British

0:27:59 > 0:28:05manufacturing?What I would say to the honourable gentleman committee

0:28:05 > 0:28:09talks to people in the motor industry as in other industries,

0:28:09 > 0:28:16there is no one more vigorous than I am in meeting with prospective

0:28:16 > 0:28:21investors to explain our strategy, explain the attractiveness of the

0:28:21 > 0:28:25UK. As a result of the work of the industry supported by the

0:28:25 > 0:28:29Government, we've had a commitment from BMW to build the electric mini

0:28:29 > 0:28:37in the UK, we have had Toyota investing 250 thousand pounds in

0:28:37 > 0:28:42Derbyshire, Nissan confirmed they will build new models in Sunderland.

0:28:42 > 0:28:44We have other discussions continuing. -- what what they

0:28:44 > 0:28:52billion pounds. The access to the European market is giving confidence

0:28:52 > 0:28:56to the industry and I think it's a matter of consensus file to across

0:28:56 > 0:29:06the house that we should maintain that confidence rather than...

0:29:06 > 0:29:11Recent research has been conducted by Smart energy GB who are an

0:29:11 > 0:29:14independent not-for-profit organisation responsible for the

0:29:14 > 0:29:19National consumer engagement in smart meters. They found that 86% of

0:29:19 > 0:29:22people with a smart meter said they had made energy saving changes to

0:29:22 > 0:29:26their behaviour and this positive action was maintained after

0:29:26 > 0:29:34installation.The Minister is obviously aware that by encouraging

0:29:34 > 0:29:36better energy consumption, average consumer save about £75 per year

0:29:36 > 0:29:40through a smart meter. But he also agree that smart meters will enable

0:29:40 > 0:29:45more switching of suppliers saving the average cost of a £200 per year?

0:29:45 > 0:29:50Is this not therefore good for the environment and consumers?I totally

0:29:50 > 0:29:55agree with my honourable friend's analysis, smart meters enable

0:29:55 > 0:29:58consumers to make more confident and informed decisions about which

0:29:58 > 0:30:03supplier and Paris is right for them. Interestingly, a Serbian

0:30:03 > 0:30:07showed that consumers who say they have a smart meter are more likely

0:30:07 > 0:30:13to switch supplier in the last 12 months. -- which tariff suits them.

0:30:13 > 0:30:17Energy consumption and awareness is a two-way street and companies are

0:30:17 > 0:30:20aware of what energy is being consumed in the home. Can the

0:30:20 > 0:30:24Minister tell us what steps he is taking to make sure that energy

0:30:24 > 0:30:34companies do not increase the customers' daily rate as they have

0:30:34 > 0:30:37energy consumption. The honourable lady should rest assure that this is

0:30:37 > 0:30:44something that is on our agenda and the free increases have to come with

0:30:44 > 0:30:46approval from of gem and it is something we are monitoring very

0:30:46 > 0:30:52carefully.And wonder what assessment we can hear that the

0:30:52 > 0:30:56Government has made and that security of smart meters. The

0:30:56 > 0:31:00security of smart meters is something that is very relevant to

0:31:00 > 0:31:03the governments because it is most important. I think the honourable

0:31:03 > 0:31:07gentleman should be aware that the whole smart meter programme was

0:31:07 > 0:31:13designed with the approval of the cyber Security and all the other

0:31:13 > 0:31:20authorities as well.Howard is the Minister intends to make the process

0:31:20 > 0:31:23for switching gas or electric companies easier for those who have

0:31:23 > 0:31:33smart meters? The process is extremely complicated. As president

0:31:33 > 0:31:37--, located at present. With manuals being sent out.The honourable

0:31:37 > 0:31:49gentleman should be aware that a programme increases compatibility

0:31:49 > 0:31:54between the meters enabling people to switch. Nico current system being

0:31:54 > 0:32:08installed will be relevant in a year.Thank you. The UK was a

0:32:08 > 0:32:10leading negotiator in the extraordinary Paris agreement which

0:32:10 > 0:32:16saw 195 countries agree to act to keep global temperature rise below 2

0:32:16 > 0:32:20degrees. In 2016, there are only two countries any role to cut their

0:32:20 > 0:32:24carbon emissions intensity in line with that Paris goal, China and the

0:32:24 > 0:32:29UK. Last month, growth strategy sets out how we hope to go further and

0:32:29 > 0:32:32faster in cutting our UK emissions to reach the Paris goal while

0:32:32 > 0:32:38delivering economic growth. And grateful to the Minister for her

0:32:38 > 0:32:41answer and many constituents have contacted me with concerned about

0:32:41 > 0:32:45climate change. Following Paris, what's that has the Minister taken

0:32:45 > 0:32:48to ensure there is a global political movement to combat climate

0:32:48 > 0:32:57change?I will be going to Bonne next week for a conference where we

0:32:57 > 0:33:01will join other leading nations to reaffirm commitment to the Paris

0:33:01 > 0:33:09goal and work on practical initiatives -- were contractual

0:33:09 > 0:33:14initiatives to phase out coal and the use of innovative financial

0:33:14 > 0:33:18solutions to mobilise private investment in low carbon technology.

0:33:18 > 0:33:22How did the Minister intends to support carbon capturing storage in

0:33:22 > 0:33:27the Tees Valley given that too would improve the environmental ambitions

0:33:27 > 0:33:32and enhance economic growth? The honourable lady will know the Tees

0:33:32 > 0:33:35Valley in many farms has been incredibly deciduous at campaigning

0:33:35 > 0:33:38as a location for some of the deployment of the new technology,

0:33:38 > 0:33:43working actively with them and they will want to see some investment

0:33:43 > 0:33:48proposals coming forward.In reaffirming the UK's commitment to

0:33:48 > 0:33:52the Paris climate change, well my honourable friend reassure me that

0:33:52 > 0:33:55she and her colleagues will continue to pressure and persuade other

0:33:55 > 0:34:00countries who may either not have signed up to it or may be reticent

0:34:00 > 0:34:04about it, of its merits and why they should be involved? The honourable

0:34:04 > 0:34:07gentleman make a good point, we are only as good as the problems we work

0:34:07 > 0:34:15with. -- we are only as good as the partners we were there. China set

0:34:15 > 0:34:18their own goals and that remains the case that Paris is fit for purpose

0:34:18 > 0:34:23and will not be renegotiated. We would like all countries,

0:34:23 > 0:34:28particularly major OTC countries, to perhaps change the minds and get

0:34:28 > 0:34:33behind a ground-breaking agreement for the world. -- particularly OECD

0:34:33 > 0:34:37countries.We have heard that fracking cannot be compatible with

0:34:37 > 0:34:41the climate change targets unless they test are met on meeting yes,

0:34:41 > 0:34:51Cass consumption and carbon budgets. -- methane gas, gas consumption. In

0:34:51 > 0:34:54Riddell North Yorkshire, it is under consideration, is she planning to

0:34:54 > 0:34:59ignore the advice? We cannot comment on particular cases but it does seem

0:34:59 > 0:35:04odd to me frankly that we have testing Wells being drilled at the

0:35:04 > 0:35:09moment, we need to understand the scientific basis of weekend prove or

0:35:09 > 0:35:13disprove these tests and I find it all that those who argue loudest

0:35:13 > 0:35:16that people should accept the scientific basis for climate change

0:35:16 > 0:35:20refused to have conversation about the scientific basis that prove or

0:35:20 > 0:35:34disprove fracking.Non-relevant.-- number 11.Including financial

0:35:34 > 0:35:39regulation. The Financial Conduct Authority has published a summary of

0:35:39 > 0:35:44skilled persons report to which I think the honourable gentleman

0:35:44 > 0:35:48refers. The SCA is now considering the report's inclusions, including

0:35:48 > 0:35:53whether there is a basis for further action. -- we FCA.Constituent of

0:35:53 > 0:35:58mine used in good faith Government back schemes such as the priority

0:35:58 > 0:36:01Finance guarantee seem to grow the business only to find out that the

0:36:01 > 0:36:04Royal Bank of Scotland use the same scheme to close down businesses.

0:36:04 > 0:36:12Given the litany of such cases drag a report is not the time that we had

0:36:12 > 0:36:17a proper investigation and a judge let enquiry?The enterprise Finance

0:36:17 > 0:36:23guarantee scheme is exactly designed to enable businesses to borrow when

0:36:23 > 0:36:27they lack collateral with taxpayer support. If a bank is closing down

0:36:27 > 0:36:32overdraft facilities as the case I believe the honourable gentleman

0:36:32 > 0:36:36refers, in order to claim on the guarantee, that would clearly be a

0:36:36 > 0:36:40gross abuse of the scheme. Any evidence of this will certainly be

0:36:40 > 0:36:46looked at very carefully by my department. Vincent cable.Does my

0:36:46 > 0:36:51honourable friend not agree that the finding of the 22% of small bank

0:36:51 > 0:36:54customers of the restructuring group were mistreated has been pathetic

0:36:54 > 0:37:01and these are unworthy of a publicly owned institution?I would suggest

0:37:01 > 0:37:07that the honourable gentleman holds fire until the FCA has decided on

0:37:07 > 0:37:12what action it may still take. It is empowered to take action. I totally

0:37:12 > 0:37:18agree with the sentiment by the honourable gentleman's question.

0:37:18 > 0:37:22Thank you. What happened at RBS global use doctrine group is a

0:37:22 > 0:37:25scandal of the highest order. Businesses were ruined, families

0:37:25 > 0:37:31torn apart, people to their own lives. The Minister must know that

0:37:31 > 0:37:33the Financial Conduct Authority on its own cannot deliver justice for

0:37:33 > 0:37:40the victims as most business banking is not regulated. I've asked

0:37:40 > 0:37:44ministers this question six times. For the seven time, will be

0:37:44 > 0:37:51Government set up a judge let enquiry into RBS GRG all they do

0:37:51 > 0:37:54have something to hide? -- do they have something to hide? Muller I

0:37:54 > 0:37:58sure we have nothing to hide. I the practices of the global

0:37:58 > 0:38:03restructuring group at RBS and the devastating impact on people's

0:38:03 > 0:38:06businesses representative to many a lifetime of work and I'm sure they

0:38:06 > 0:38:16have not heard the last of this enquiry yet.Number 14.Thank you.

0:38:16 > 0:38:20Still only car industry, the UK's automotive industry is a great

0:38:20 > 0:38:23British success story and as I said earlier in the Prime Minister and I

0:38:23 > 0:38:27met senior executive last week and reiterated our determination to

0:38:27 > 0:38:32secure a better deal at the sector's competitiveness. I will continue to

0:38:32 > 0:38:36work with these companies.Thank you. I'm grateful to the Secretary

0:38:36 > 0:38:44of State from mentioning Ford in the answer the cause that is a major

0:38:44 > 0:38:48manufacturer in my constituency. Can we hear what they are doing to make

0:38:48 > 0:38:51sure this country remains the epicentre of the car industry as

0:38:51 > 0:38:54they move out of the EU?To industrial strategy, we have a very

0:38:54 > 0:38:58clear focus on being the go to place in the world for the future of

0:38:58 > 0:39:05mobility in all its different forms and of course in his constituency,

0:39:05 > 0:39:10Ford as its technical centre. Obviously one of the major global

0:39:10 > 0:39:13forces in that future and it is particularly gratifying that they

0:39:13 > 0:39:17have chosen the UK DVD centre of their European operations for the

0:39:17 > 0:39:26future of mobility. -- chose in the UK to be the centre. Iraq with your

0:39:26 > 0:39:31permission, I'll answer this question together with number 17. --

0:39:31 > 0:39:36with your permission. I have closely to ever meant a national minimum

0:39:36 > 0:39:39wage enforcement approach which will protect the interests of both social

0:39:39 > 0:39:44care workers and vulnerable service users. The Government recognises the

0:39:44 > 0:39:47financial pressures some provider says and exploring further options

0:39:47 > 0:39:51to minimise any impact on the sector. Any intervention would need

0:39:51 > 0:39:55to be proportionate and Government has opened discussions with the

0:39:55 > 0:39:58European Commission about issues relating to the state aid.Thank

0:39:58 > 0:40:03you. Can I thank the Minister for that and so? Tallied the governments

0:40:03 > 0:40:08supporting individuals with personal budgets or could be facing bills for

0:40:08 > 0:40:16thousands of pounds in back payments. We recognise that such

0:40:16 > 0:40:20individuals can be among the most vulnerable in society and we are

0:40:20 > 0:40:23working to ensure this group receives the necessary help and

0:40:23 > 0:40:29support. We expect local authorities to work with HM RC to ensure the

0:40:29 > 0:40:34right outcome for such individuals. It is only fair that the budget

0:40:34 > 0:40:37provided to personal budget holders reflect their legal obligations to

0:40:37 > 0:40:43pay national minimum wage to workers who are on duty both now and when it

0:40:43 > 0:40:48comes to any arrears owing. If enforcement action does result in

0:40:48 > 0:40:54closure or disruption of service providers, how will the Government

0:40:54 > 0:41:00Guaranty vulnerable people will not be left our services?I would like

0:41:00 > 0:41:04to reassure the honourable lady that the new social care compliance

0:41:04 > 0:41:08scheme we'll be giving providers to one year to identify what they owed

0:41:08 > 0:41:12to workers supported by advice from HM RC. Employers who identify

0:41:12 > 0:41:17carriers at the end of the review period will have three months to pay

0:41:17 > 0:41:22workers. The scheme is designed to both support workers and to ensure

0:41:22 > 0:41:28the continuation of the crucial services that provide is performed.

0:41:28 > 0:41:35Thank you. The Government's new compliance scheme announced last

0:41:35 > 0:41:38week unfortunately adds to the uncertainty facing the social care

0:41:38 > 0:41:43sector. Can I urge the Minister to do all she can to ensure as quickly

0:41:43 > 0:41:47as possible the Government get back around the table with the sector to

0:41:47 > 0:41:53find unacceptable long-term solution?I can assure my honourable

0:41:53 > 0:41:55friend that we are working very hard across Government with the

0:41:55 > 0:42:00Department of Health and the Department for community in local

0:42:00 > 0:42:04government to continue our discussions at the Treasury about

0:42:04 > 0:42:12possible solutions to the long-term viability of certain providers.

0:42:12 > 0:42:15I welcome the Government's efforts to try and find a permanent solution

0:42:15 > 0:42:21to sleeping shifts. But the situation has arisen from a changing

0:42:21 > 0:42:25guidance around employment tribunal in 2014. Do not be sensible to

0:42:25 > 0:42:30consider revisiting the decision to return legislation to the

0:42:30 > 0:42:38pre-tribunal situation? We have made clear that we expect all employers

0:42:38 > 0:42:48to pay all employees in accordance with national law. This issue has

0:42:48 > 0:42:54been subject to a number of cases. Even if we were to do as my

0:42:54 > 0:42:58honourable friend suggests, which we certainly will not be revisiting

0:42:58 > 0:43:04legislation, even if we were to, it would not have impact on workers'

0:43:04 > 0:43:09eligibility prehistoric backpay. This week is living wage week. Some

0:43:09 > 0:43:14sectors in the UK are better predisposed to pay these wages than

0:43:14 > 0:43:20others. But the cost of living rising applies to all. What will the

0:43:20 > 0:43:27Minister do to require all sectors to sign up as living wage employers?

0:43:27 > 0:43:32I applaud this work, but the crucial role we have to play is danger HMRC

0:43:32 > 0:43:36have the resources to enforce the minimum wage where it needs in

0:43:36 > 0:43:42forcing. That is our priority, although I respect, obviously, the

0:43:42 > 0:43:53work done by the National Living Wage fund.Number 16.As my

0:43:53 > 0:43:59honourable friends will know, the Libyan programme cost in the region

0:43:59 > 0:44:06of £15 billion. The questions in association with employing this

0:44:06 > 0:44:09technology in the marine environments, all programmes had to

0:44:09 > 0:44:13begin with the following in mind, the possible contribution to the

0:44:13 > 0:44:20green economy. The Hendry review was to limit on time by a distinguished

0:44:20 > 0:44:22former Conservative energy minister who started a sceptic and edit a

0:44:22 > 0:44:28conference, strongly recommending the Government but ahead with a

0:44:28 > 0:44:32pilot project. Although we would not want to see the current rush into

0:44:32 > 0:44:37decisions, what is my friend think of the chances of a formal response

0:44:37 > 0:44:40before the first anniversary of this review in January? Whitty agree with

0:44:40 > 0:44:43me that the budget is an excellent opportunity for a positive

0:44:43 > 0:44:49announcements?My honourable friend may be frustrated. I know the

0:44:49 > 0:44:54Government has yet to respond to the review, but this is a complex issue

0:44:54 > 0:44:59and we need to make sure we make the right decision. We will be

0:44:59 > 0:45:08publishing our response in due course.Number one, Mr Speaker.

0:45:08 > 0:45:12Since we last met, my ministerial colleagues and I have brought

0:45:12 > 0:45:17forward three major pieces of legislation to the house, a draft

0:45:17 > 0:45:20bill to cut consumer energy prices, new laws to make sure every home and

0:45:20 > 0:45:25business will be offered a smart meter and a nuclear safeguards bill

0:45:25 > 0:45:29to maintain our safeguards as we lead the EU. We continue to develop

0:45:29 > 0:45:34new policy which will benefit in the scissors and wider society. We are

0:45:34 > 0:45:44publishing today eight call on the independent review of energy. We are

0:45:44 > 0:45:47tackling climate change through the queen growth strategy. And can I

0:45:47 > 0:45:51take this opportunity to invite all members and all sides of the House

0:45:51 > 0:45:56to join with us and celebrating Small-business Saturday, Keisuke Is

0:45:56 > 0:46:05Coming Up In December. Is The Secretary Of State Concerned That

0:46:05 > 0:46:13Almost Half Of The Net Jobs Created In The Uk In Receiver Since 2010 Are

0:46:13 > 0:46:18In London And The South East?I thought the honourable gentleman

0:46:18 > 0:46:22would welcome that jobs are being created in all parts of the united

0:46:22 > 0:46:28Quay. We have the highest level of employment since records began. This

0:46:28 > 0:46:35is a signal of the UK economy. He's absolutely right that we want to

0:46:35 > 0:46:41make sure every part of the UK which is the height of prosperity is is

0:46:41 > 0:46:44capable of. Through the industrial strategy will have more to say about

0:46:44 > 0:46:52how we can propel that forward. Businesses in my constituency and

0:46:52 > 0:46:58across the West Midlands need the investment and skills to write and

0:46:58 > 0:47:01flourish. I wandered the most could update me on what work Government is

0:47:01 > 0:47:09doing in that regard?We are investing in a world-class technical

0:47:09 > 0:47:16education system, growing apprenticeships and introducing

0:47:16 > 0:47:24levels for teenagers. Were investigating to create technology

0:47:24 > 0:47:26across all regions and £80 million for specialist national colleges to

0:47:26 > 0:47:34deliver a higher technical education.Last week, the Secretary

0:47:34 > 0:47:37of State repeatedly refused to confirm, when pressed by the Select

0:47:37 > 0:47:42Committee, that the energy price cap would be in place by next winter.

0:47:42 > 0:47:46Media reports have also suggested that the Government has already told

0:47:46 > 0:47:51energy investors that draft legislation would be ditched in it

0:47:51 > 0:47:55feels the big six power firms are doing a enough to tackle high bills.

0:47:55 > 0:48:02I therefore ask the Minister that he will today provide a clear answer

0:48:02 > 0:48:07whether the energy price cap will be in place by Winter 2018, and if not,

0:48:07 > 0:48:13whether the suggested media reports are true that there is no intention

0:48:13 > 0:48:20of introducing a cat?I can assure you there are every attention of

0:48:20 > 0:48:25introducing a cab. There is consensus around it. It is being

0:48:25 > 0:48:28scrutinised by the Select Committee. As soon as they have finished with

0:48:28 > 0:48:33that scrutiny, we will introduce into the House.I'm are afraid that

0:48:33 > 0:48:38answers of the grade D, ambiguity, Mr Speaker, so let's try a different

0:48:38 > 0:48:43topic. The Government scheme to deal with the social care back payment

0:48:43 > 0:48:48announced on the 1st of November has been cited inadequate by many care

0:48:48 > 0:48:50businesses and organisations as it does not address that many

0:48:50 > 0:48:56providers, can't afford to pay, due to funding cuts, nor will some

0:48:56 > 0:49:03workers be paid what they are Giulio until the 31st of March 2000 19.

0:49:03 > 0:49:06Many can state that they will be reluctant to take part in the scheme

0:49:06 > 0:49:11as the field they will be writing their own suicide note. I therefore

0:49:11 > 0:49:15ask the Secretary of State for the Government commit to the necessary

0:49:15 > 0:49:19funding in the budget to avert a crisis in the care sector which

0:49:19 > 0:49:26would see many businesses struggle to survive, impacting and already

0:49:26 > 0:49:33graduate -- impacting already fragile care services?I think the

0:49:33 > 0:49:38honourable lady knows this is a difficult and complex issue. We

0:49:38 > 0:49:42completely accept with the needs that we should have confidence among

0:49:42 > 0:49:46the providers of care to some of the most honourable people on society

0:49:46 > 0:49:51was recognising the legitimate claim that has been upheld by the courts

0:49:51 > 0:49:55of those that have worked in that sector. Bringing those two together

0:49:55 > 0:50:00requires precision and care so that its robust and does not create

0:50:00 > 0:50:02further uncertainty if it were found to be not legally possible to

0:50:02 > 0:50:08advance eight. That is why the interim proposal has been made. But

0:50:08 > 0:50:13I am very happy to keep the honourable lady informed.Mr

0:50:13 > 0:50:16Speaker, yesterday afternoon we had an excellent debate in this chamber

0:50:16 > 0:50:22about the benefits of EEA and editor membership, with mail those on both

0:50:22 > 0:50:27sides of the chamber supporting our continues membership. I don't expect

0:50:27 > 0:50:30my honourable friend to pass comment on his own views on this matter, but

0:50:30 > 0:50:34I do know he will be Sir Reg Empey the best interests of British

0:50:34 > 0:50:40business. To that end, witty undertake in the negotiations he is

0:50:40 > 0:50:45word to make sure all options are kept open as to how we get a Brexit

0:50:45 > 0:50:52deal, and that includes the EEA and Efta.I do represent very strongly

0:50:52 > 0:50:57the views of the business duty, because they are absolutely vital

0:50:57 > 0:51:01for our continued prosperity as a country. I think the whole of the

0:51:01 > 0:51:06business community, and the vast majority of members elected to this

0:51:06 > 0:51:10House, were elected on a platform and a manifesto of getting the best

0:51:10 > 0:51:13possible deal for the United Kingdom. I will be tireless and

0:51:13 > 0:51:21pressing the case for that. After years of the SNB lobbying this

0:51:21 > 0:51:26department wants to review limited partnerships. While we welcome that,

0:51:26 > 0:51:32in light of the categories are those papers, many members will be forced

0:51:32 > 0:51:38to reveal their own's identities. When will this Government publish

0:51:38 > 0:51:47the full findings of the review?At the International anti-corruption

0:51:47 > 0:51:51society last year, we committed to an ownership of overseas companies

0:51:51 > 0:51:58review, and we have evidence this April, and calls for evidence are

0:51:58 > 0:52:01being analysed and we will publish a response that provides to

0:52:01 > 0:52:08legislation in due course.Geezer helms recently published cost of

0:52:08 > 0:52:14energy review has shown that the cost had fallen contrary to the

0:52:14 > 0:52:17modelling of both the Department and committee for climate change. He

0:52:17 > 0:52:23states that no matter their intentions, regulators are rubbish

0:52:23 > 0:52:28are predicting energy prices. So my writer friend agreed to the draft

0:52:28 > 0:52:33Bill's absolute energy cap with repeat these same mistakes and

0:52:33 > 0:52:38should be replaced instead was something more closely linked to the

0:52:38 > 0:52:44few competitive energy prices that exist already instead? Are you know

0:52:44 > 0:52:46what a great campaigner my honourable friend has been on this

0:52:46 > 0:52:53issue. We have published a paper on our intentions, I hope he will give

0:52:53 > 0:52:56scrutiny to that bill and we are eager to hear his views on the

0:52:56 > 0:52:59Select Committee's views as to whether they agree with his

0:52:59 > 0:53:05analysis.Does the Secretary of State accept that the true test of

0:53:05 > 0:53:07his industrial strategy will be how the Government intervene into

0:53:07 > 0:53:12directing jobs when companies such as BAE Systems, Bombardier or box

0:53:12 > 0:53:22office crisis?I agree with him that the Government and I had my

0:53:22 > 0:53:31mysterious team should be and are active in securing investments

0:53:31 > 0:53:35opportunities and employment by UK companies and international

0:53:35 > 0:53:40companies investing in the UK. I do that tirelessly. In the case of

0:53:40 > 0:53:46Ellesmere Port, we have had discussions with Peugeot. They are

0:53:46 > 0:53:49as interested as we are in the investment in a new generation of

0:53:49 > 0:54:00vehicles willstop. I am working closely with the greater

0:54:00 > 0:54:02Lincolnshire partnership who will shortly publish a report detailing

0:54:02 > 0:54:06areas in which every structure in Lincolnshire requires investment.

0:54:06 > 0:54:11One problem is that Western power is prevented from making speculative

0:54:11 > 0:54:15investments by Jen. , right honourable friend tell me why there

0:54:15 > 0:54:23is as apparent barrier to investment and what he can do to help? Can

0:54:23 > 0:54:27recommend the honourable lady for the work they are doing and will it

0:54:27 > 0:54:38forward to seeing that report and having economic grooves.Net present

0:54:38 > 0:54:43value is the economic measurement generally held to hold the most

0:54:43 > 0:54:47robust assessment of all cost and benefits of any proposed major

0:54:47 > 0:54:52infrastructure projects. Some of the Government ever support and major

0:54:52 > 0:54:56infrastructure projects that would have become purely to have a

0:54:56 > 0:55:04negative net economic benefit. One of the things this House has

0:55:04 > 0:55:07correctly required of the Government is that we should take into account

0:55:07 > 0:55:13the impact on local economies, on small businesses, that is something

0:55:13 > 0:55:18that has changed in the guidance for impact. I think it was right to do

0:55:18 > 0:55:25so.On the 100th anniversary of the commonest revolution introducing the

0:55:25 > 0:55:29system that impoverished and imprisoned tens of millions, what is

0:55:29 > 0:55:34is department doing to promote the benefits of free markets for

0:55:34 > 0:55:41workers, consumers and society as a whole? The history and reputation of

0:55:41 > 0:55:46this country, during the last 100 years, but especially during the

0:55:46 > 0:55:51last decade, has been the more that we have in this country, a system of

0:55:51 > 0:55:56vigorous competition in which businesses compete not because they

0:55:56 > 0:56:00are guaranteed a position by the state, but because they face

0:56:00 > 0:56:05pressure from competitors, that has introduced its from a prosperity

0:56:05 > 0:56:10that would be throwing away where we to adopt a different system, such as

0:56:10 > 0:56:17that proposed 100 years ago., Secretary of State given assurance

0:56:17 > 0:56:19about is department's amendments and force the national minimum wage in

0:56:19 > 0:56:25the maritime sector, and can he give reasons why heads officials have

0:56:25 > 0:56:29been unable to attend meetings of cross departments all legal

0:56:29 > 0:56:37framework?The honourable gentleman raises of what point in regards to

0:56:37 > 0:56:39the national minimum wage and seafarers. It is one were looking

0:56:39 > 0:56:45into and I will write to him with the latest position. This week is

0:56:45 > 0:56:50offshore wind week, and the wind is renewable sector is vitally

0:56:50 > 0:56:54important to my constituency. Many young people are training to secure

0:56:54 > 0:56:58jobs in the industry. It has been highlighted that the apprentice

0:56:58 > 0:57:03advent that will shortly be beginning here. What ongoing support

0:57:03 > 0:57:10for the Government give to young people entering the industry?

0:57:10 > 0:57:12The honourable gentleman likely to celebrate the fact that we have had

0:57:12 > 0:57:17a fall in the price of offshore wind recently showing that in this case

0:57:17 > 0:57:21it did actually work as really for two further investment in the

0:57:21 > 0:57:25industry and are working with the sector on a sector deal that will

0:57:25 > 0:57:29have the address the issue of skilled and apprenticeships. It's a

0:57:29 > 0:57:34vital industry with much more to do and much more growth to come.Thank

0:57:34 > 0:57:38you. Last year, a tumble dryer caused a fire at Shepherd's Bush

0:57:38 > 0:57:43Green have to whirlpool told customers it will save to keep using

0:57:43 > 0:57:47them contrary to advice from the Fire Brigade. There are still 1

0:57:47 > 0:57:49million of these densely deadly tumble dryers and people's homes.

0:57:49 > 0:57:57What does the Secretary of State think about that? Will they be

0:57:57 > 0:58:00recall this not? Yellow vacuum Government text product safety can

0:58:00 > 0:58:05be seriously and established a working group on product recall than

0:58:05 > 0:58:09safety was reported in July we will respond very shortly but who are

0:58:09 > 0:58:13already taking action in the areas that have given her course of

0:58:13 > 0:58:19concern.I would point out that will pool have managed to withdraw now or

0:58:19 > 0:58:24modify those machines. To an unprecedented degree over 2 million

0:58:24 > 0:58:30machines.The Secretary of State will be aware that Moody's bid to be

0:58:30 > 0:58:34the location of the spaceport is backed by organisations right across

0:58:34 > 0:58:39goal will including the business community and local authority. Gucci

0:58:39 > 0:58:44update you as an what progress is being made in this very important

0:58:44 > 0:58:49development for the UK space sector. I will, he is a great champion for

0:58:49 > 0:58:56the development in Newquay? -- in Newquay and analysis will be made

0:58:56 > 0:59:00soon.The Secretary of State will know the Red Arrows fly hawksbill at

0:59:00 > 0:59:06Ross and they are great ambassadors for aeronautical engineering and

0:59:06 > 0:59:10attracting export orders. With the production line under threat and

0:59:10 > 0:59:13including those skilled jobs, is it time the Government renewed the

0:59:13 > 0:59:17contract to the new the Hawks for the Red Arrows and keep most

0:59:17 > 0:59:27importantly sovereign capability in this country?A great advocate for

0:59:27 > 0:59:32this and we are going to do all they can to ensure the future for that

0:59:32 > 0:59:47entirely company to get the receives orders they need. When will be get a

0:59:47 > 0:59:51reply to the modern economy crashing?, working on the response

0:59:51 > 0:59:55time they will publish the response to the Taylor review recommendations

0:59:55 > 1:00:05before the year end. Changes to the trading system register are likely

1:00:05 > 1:00:09to invalidate UK issued carbon allowances from the start of next

1:00:09 > 1:00:13year. These measures which are being brought about by Brexit will have a

1:00:13 > 1:00:16significant impact on the steel industry. Could the minister let us

1:00:16 > 1:00:22know what contingency measures are being taken to mitigate this impact

1:00:22 > 1:00:26in the event that an agreement cannot be reached with the European

1:00:26 > 1:00:31Commission on this issue in time? The gentleman is right to raise this

1:00:31 > 1:00:36important issue, you will be reassured to know there is active

1:00:36 > 1:00:38conversation going on between my department and the European

1:00:38 > 1:00:41Commission. That is worst-case scenario and they are sure we will

1:00:41 > 1:00:47not reach it.The other Conservative members standing have been heard but

1:00:47 > 1:00:52we do have not heard from Mrs Powell.Thank you, you may be aware

1:00:52 > 1:00:56that 2017 is likely to be declared in the top 31 years on record was up

1:00:56 > 1:01:06with that in mind -- warmest years on record. Sticking to our carbon

1:01:06 > 1:01:09commitment is more important than ever. What objectives are there for

1:01:09 > 1:01:15the climate conference and what will consolidate us as global leaders?

1:01:15 > 1:01:19Can I first of all commend the honourable lady for her tireless

1:01:19 > 1:01:22advocacy, leadership any Conservative environment network and

1:01:22 > 1:01:27the work she does on behalf of constituents, they are very lucky.

1:01:27 > 1:01:31She and I urge any to continue a global leadership role and I think

1:01:31 > 1:01:35the headline objective for this conference is to make everyone aware

1:01:35 > 1:01:40that there is no going back on the Paris agreement. We want managing to

1:01:40 > 1:01:45accelerate. We will be using the conference to announce some further

1:01:45 > 1:01:51investment and approaches and the UK is taking it to push our world

1:01:51 > 1:01:54leadership for what will stop if you can make take you more days, I'm

1:01:54 > 1:02:01sure she will celebrate them with you and me make them. The committee

1:02:01 > 1:02:05on climate change in a range of respected experts all point out that

1:02:05 > 1:02:09the existing clean growth strategy will fail on the fifth carbon budget

1:02:09 > 1:02:13as well as the Paris commitment. The Minister must have some additional

1:02:13 > 1:02:20measures in mind. What are they? The committee on climate change said it

1:02:20 > 1:02:24was one of the most wide-ranging set of policies that had ever been put

1:02:24 > 1:02:30forward and the budget as he knows and in ten and 15 years. We are on

1:02:30 > 1:02:35track to and lead to achieve 94 and
