0:04:13 > 0:04:19to day and heard another secretary of state talking in mysterious
0:04:19 > 0:04:27language, talking about a post-Brexit trade policy, a new
0:04:27 > 0:04:30post-Brexit trade policy, a new remedy body, what is a new trade
0:04:30 > 0:04:37remedy body? Fine forget what that is, what I'm concerned about is
0:04:37 > 0:04:42autonomous vehicles, electrical or otherwise. Let's hear about that.He
0:04:42 > 0:04:46asks a very important question and it is absolutely right that the
0:04:46 > 0:04:50research is in the University of Huddersfield again to have huge
0:04:50 > 0:04:54opportunities in this area, they are very much a part of the reputation
0:04:54 > 0:04:58for excellence that has been established in that University and
0:04:58 > 0:05:02is well known not just across the country but around the world. I had
0:05:02 > 0:05:06the privilege with the Prime Minister of attending a Round Table
0:05:06 > 0:05:13of the leading managers across the motor industry including the supply
0:05:13 > 0:05:17chain. They united in their excitement about what is the biggest
0:05:17 > 0:05:23change in mobility since the invention of the petrol and diesel
0:05:23 > 0:05:27engines. We are replete with these possibilities and we are
0:05:27 > 0:05:30establishing, and it is increasingly recognised on a reputation for being
0:05:30 > 0:05:38the place in the world to come for it.Whether it is with autonomous
0:05:38 > 0:05:42vehicles or indeed other exporter as with the automobile industry within
0:05:42 > 0:05:46my constituency, what they need going forward is a concept that
0:05:46 > 0:05:50regulatory framework. What kind of guarantees any Secretary of State
0:05:50 > 0:05:55gave exporters like this in my constituency as we leave the EU?The
0:05:55 > 0:06:00honourable gentleman makes a good point and the regulatory environment
0:06:00 > 0:06:04is extremely important to the predictability of that for future
0:06:04 > 0:06:08investment. It's one of the reasons we have introduced the bill that is
0:06:08 > 0:06:11currently before Parliament to be ahead of the world in establishing
0:06:11 > 0:06:18the right regulatory environment for electric and Thomas Eagles. Bass is
0:06:18 > 0:06:20something that has commended the attention of the world, exactly in
0:06:20 > 0:06:27line with what he says.As we take steps to grow the economy and

0:06:47 > 0:06:52right in one of the advantages of this being that they give particular
0:06:52 > 0:06:56hope to people who find it difficult or impossible to use conventional
0:06:56 > 0:07:02vehicles at the moment. Part of the point of joining together the
0:07:02 > 0:07:07research in the automotive sector in the renewable energy sector and in
0:07:07 > 0:07:11health care and social care is that we are able to join the benefits of
0:07:11 > 0:07:19all of these in a single programme full party is right.If we're going
0:07:19 > 0:07:24to be having these electric these autonomous vehicles and everything
0:07:24 > 0:07:35else is going to be wonderful, why bother with £100 billion on the HS2?
0:07:35 > 0:07:38Because we need both. Our ambition is to make this country will of the
0:07:38 > 0:07:43best connected in the world so it is possible to go from the capital to
0:07:43 > 0:07:49our Midlands and northern city and beyond quickly and efficiently. We
0:07:49 > 0:07:56have capacity to move freely frayed around the country and I thought of

0:09:52 > 0:09:57ensure we understand and address their concerns.Will the Minister
0:09:57 > 0:10:00agree that given the uncertainties ever leaving EU as well as the
0:10:00 > 0:10:06falling prices of solar energy and the timescale for delivering these
0:10:06 > 0:10:10projects will make nuclear energy projects like Hinkley point the very
0:10:10 > 0:10:17little value for money?I very much disagree with the honourable lady
0:10:17 > 0:10:20border-mac assessment. The policy of the Government is to go for a mix of
0:10:20 > 0:10:26different types of energy of which nuclear power is firmly one of them
0:10:26 > 0:10:33as our renewables and all the others.As the minister well now the
0:10:33 > 0:10:36nuclear industry is extremely important to Cumbria. Would he agree
0:10:36 > 0:10:40with me at leaving the EU does have its issues but far more report on
0:10:40 > 0:10:44the come at a jury, we have a nuclear sector deal as part of the
0:10:44 > 0:10:47industrial strategy which will see rail investment and growth in this
0:10:47 > 0:10:53sector?Thank you. I agree with my honourable friend and I would like
0:10:53 > 0:10:55to commend him for Ollie Ricky has done to support the nuclear
0:10:55 > 0:11:01industry. We are very well aware of this. -- for all the work he has
0:11:01 > 0:11:06done. We are making sure the deal is an important one and will carry the
0:11:06 > 0:11:12industry forward for a long time into the future.The civil nuclear
0:11:12 > 0:11:15industry is getting increasingly twitchy about your rat in transition
0:11:15 > 0:11:21arrangements. Can the Minister to day verify whether Euratom
0:11:21 > 0:11:25membership can continue during the transition period and will they
0:11:25 > 0:11:28support the cross-party agreement added 300 to the EU withdrawal bill
0:11:28 > 0:11:34which seeks to reject the industry from a cliff edge Brexit?The
0:11:34 > 0:11:37honourable lady probably is aware that we are discussing these matters
0:11:37 > 0:11:42in committee at the minute and it is my intention than the Government's
0:11:42 > 0:11:47intention to build a consensual view to gratify this problem but whatever
0:11:47 > 0:11:54she must be aware and she is very keen interested in this and that she
0:11:54 > 0:11:58is -- we are aware of this and will have the closest possible Asian ship
0:11:58 > 0:12:03with members of Euratom.It is very important that we achieve an
0:12:03 > 0:12:07agreement with the EU that enables us to retain as many of the benefits
0:12:07 > 0:12:11as possible of Euratom but I wonder if the Minister could say something
0:12:11 > 0:12:18about the future of small modular reactors in the UK?
0:12:18 > 0:12:22My honourable friend makes an excellent point that small nuclear
0:12:22 > 0:12:26reactors are something the Department is looking closely at. We
0:12:26 > 0:12:29had presentations from many different companies and entities
0:12:29 > 0:12:32involved in developing this technology, which we hope will be
0:12:32 > 0:12:38brought to a inclusion quickly. I would like to commend him. I have
0:12:38 > 0:12:41visited in his constituency to seize the research work being done will
0:12:41 > 0:12:50stop.Exiting of the European Union is putting an added complication on
0:12:50 > 0:12:58the effort to rescue the deal and the security that will bring. If the
0:12:58 > 0:13:04Government open to the idea of offering a stake in the mirror side
0:13:04 > 0:13:11project if the conditions were the secular buyer are right?I would
0:13:11 > 0:13:17like to make two points, the Moorside arrangement is a matter for
0:13:17 > 0:13:23Toshiba, this is a private commercial matter. I would like to
0:13:23 > 0:13:29also tell him my view that the issues with Euratom and the EU are
0:13:29 > 0:13:36not relevant at all.The Government has acted quickly to underwrite
0:13:36 > 0:13:48Horizon 2020 funding. As we set out in our future partnership paper, we
0:13:48 > 0:13:51will be seeking an agreement on science and innovation that protects
0:13:51 > 0:13:54us now end in the future and continues to ensure we deliver these
0:13:54 > 0:14:00partnerships.Edinburgh is blessed with three was class universities in
0:14:00 > 0:14:05Napier, Herriot Watt and Edinburgh. They punch significantly above their
0:14:05 > 0:14:08weight in being able to gain EU funding for research and
0:14:08 > 0:14:12development. Can the Minister reassure those universities that
0:14:12 > 0:14:15research and development funding will still be able to be accessed a
0:14:15 > 0:14:21European level when we leave the European Union?As I said, we are
0:14:21 > 0:14:25working towards an agreement which will ensure our continued success in
0:14:25 > 0:14:29European science and research collaboration. Scottish institutions
0:14:29 > 0:14:33do indeed do exceptionally well, they punch well above their weight
0:14:33 > 0:14:35in terms of their share of UK participation is an Horizon 2020.
0:14:35 > 0:14:42Really, about 20% of participations, well above their populations and we
0:14:42 > 0:14:48want that to continue.The Mr is right to highlight the Scottish
0:14:48 > 0:14:52universities as world beating. The university of Saint Andrews gets £38
0:14:52 > 0:14:58million of research funding, that relies on partnerships with the
0:14:58 > 0:15:00European Union and European Union institutions. What reassurances can
0:15:00 > 0:15:08he get other plans post 2020 that these partnerships will continue?As
0:15:08 > 0:15:11it is said, we're working hard to ensure there's an agreement with the
0:15:11 > 0:15:15west of the European Union that we can continue to collaborate closely
0:15:15 > 0:15:21in these important areas. Aye editions do well in terms of their
0:15:21 > 0:15:26scare of participation in Horizon 2020, we want that success to
0:15:26 > 0:15:33continue. A lot of research is done in Scotland in collaboration with
0:15:33 > 0:15:37the continent and we want that to continue.Question number four, Mr
0:15:37 > 0:15:52Speaker.We have committed just now to the single largest increase in
0:15:52 > 0:15:55science innovation funding, adding an additional £4.7 billion to our
0:15:55 > 0:16:00signs spending. This helps drive growth across the country. I'm pleas
0:16:00 > 0:16:09that the consortia will be under taking local research and innovation
0:16:09 > 0:16:16strengths to drive economic growth. Thank you. Following the commitments
0:16:16 > 0:16:21in the industrial strategy green paper to build new institutes of
0:16:21 > 0:16:27technology, can I ask the Minister to meet with me in Redditch, if his
0:16:27 > 0:16:30diary permits, to review what an excellent location it would make for
0:16:30 > 0:16:34one of the first institutes of technology, given its fantastic
0:16:34 > 0:16:37transport links, access to business and a great opportunity for young
0:16:37 > 0:16:44people?My honourable friend is a strong champion of Redditch and I'm
0:16:44 > 0:16:49happy to say where's recently issuing a statement confirming our
0:16:49 > 0:16:54intention to establish high and prestigious institutions which
0:16:54 > 0:16:56specialise in high-level technical skills which employers need across
0:16:56 > 0:17:01all regions of England. Will be launching a call for proposals
0:17:01 > 0:17:04before the end of the year and will welcome applications from Redditch
0:17:04 > 0:17:13and other places across the country. Question five, Mr Speaker.As I have
0:17:13 > 0:17:15said, Scottish institutions are performing well in terms of their
0:17:15 > 0:17:20participation levels in Horizon 2020. We want that to continue in
0:17:20 > 0:17:25the years ahead. We're working hard as a Government to ensure the
0:17:25 > 0:17:29success of our institutions and are working hard to get an agreement to
0:17:29 > 0:17:35enable us to continue to collaborate in years ahead.First, we want our
0:17:35 > 0:17:43institutions to work well as well. Our research says terror does these
0:17:43 > 0:17:48a -- our research sector faces a lack of funding due to Brexit. What
0:17:48 > 0:17:51communication has this Government had with Scottish universities about
0:17:51 > 0:17:58the funding threat posed by Brexit? The Department for business, energy
0:17:58 > 0:18:04and industrial strategy are in constant contact with all the
0:18:04 > 0:18:06devolved administrations at various levels on a wide range of issues,
0:18:06 > 0:18:19including? Exit. Officials have recently participated in a number of
0:18:19 > 0:18:29Scottish and students.The cleaner growth strategy...Number seven,
0:18:29 > 0:18:35very good.With your progression, I will answer this in question for
0:18:35 > 0:18:40together. Carbon capture and use and storage has huge potential to play a
0:18:40 > 0:18:44vital role in reducing emissions across a range of activities, but
0:18:44 > 0:18:49the technology has to be made more cost-effective to deploy at scale.
0:18:49 > 0:18:54That's why we have committed to £100 million of public money and why
0:18:54 > 0:18:59we're working with the private sector to and other governments to
0:18:59 > 0:19:05drive innovation drive down costs.I think the grouping is with question
0:19:05 > 0:19:1613, I think.Apologies, that's my mistake.Thank you, Mr Speaker. The
0:19:16 > 0:19:22cleaner growth strategy falls short of boosting investment necessary to
0:19:22 > 0:19:26stimulate change for the future ofcc as an industrial strategy green
0:19:26 > 0:19:31paper, failing to mention and in the light of the previous failure to
0:19:31 > 0:19:35deliver for Peterhead, what an ass and were the Mr Maker cover that
0:19:35 > 0:19:46investment?The world has not yet decided to invest in this matter.
0:19:46 > 0:19:50There are several plants across the Worrall is operating in this area.
0:19:50 > 0:19:53It is not cost-effective in its current form to commit large-scale
0:19:53 > 0:20:00investment. We have to get the cost down. We are now and then world
0:20:00 > 0:20:02whether private sector wants to bring costs down, and ensures he
0:20:02 > 0:20:08would well, projects like project Acorn with the UK and Scottish
0:20:08 > 0:20:14currents have committed funds.The Business Minister does not like
0:20:14 > 0:20:21being reminded that the pulling of funding for Peterhead was a

0:20:30 > 0:20:38will the governments make commitments to CCS for Scotland?In
0:20:38 > 0:20:43the world I live in £109 is quite a substantial investment in things
0:20:43 > 0:20:50like CCS. The Scottish Government invested £100 million -- Lescott
0:20:50 > 0:20:54Strowman invested £100,000 in Haboubi acorn. There are six plants
0:20:54 > 0:20:57in awards operating this additional revenue from enhanced oil recovery.
0:20:57 > 0:21:04We want Britain to be the technological leader. I hope that we
0:21:04 > 0:21:13can work together to achieve that aim.I welcome to the return of some
0:21:13 > 0:21:17consideration of Horizon 2020 after the dreadful mistake by the
0:21:17 > 0:21:22honourable lady's Government of the cancellation of the 1 billion UK CCS
0:21:22 > 0:21:27pilot plants in 2015. What discussions has she had with her
0:21:27 > 0:21:31Norwegian counterparts on prospects for UK for its national way
0:21:31 > 0:21:36collaboration on that country's advance plans for carbon cess
0:21:36 > 0:21:44cassation in the North Sea?Norway is unsure about the level of its own
0:21:44 > 0:21:47financial commitment at the moment. There is an excellent energy
0:21:47 > 0:21:51minister within my fat multiple conversations, because to me eight
0:21:51 > 0:21:59seems strange that we wouldn't cooperate in this area. There are
0:21:59 > 0:22:02frequent conversations. He will have seen in the cleaner growth strategy
0:22:02 > 0:22:05would like to work with other countries, not just the Norway,
0:22:05 > 0:22:09claiming US and Canada as well.We have just heard about the broken
0:22:09 > 0:22:14promise of establishing a world-leading carbon capture project
0:22:14 > 0:22:21at Peterhead, another Virgin Rail to the North Sea industry. -- another
0:22:21 > 0:22:26betrayal to the nasty industry. Isn't it true that when it comes to
0:22:26 > 0:22:29the North Sea, this Government is no good at anything except a breaking
0:22:29 > 0:22:34promises?Some might say that the SNP aren't very good at forecasting
0:22:34 > 0:22:42oil prices. However, as I think I have illustrated, the fact that no
0:22:42 > 0:22:45Government had taken a very substantial bet in the last few
0:22:45 > 0:22:53years, and I got a bed because it is not cost-effective, he will know
0:22:53 > 0:22:57that organisations are coming to us to ask how can we work in a
0:22:57 > 0:23:01public/private way to deliver the most cost effective solutions and
0:23:01 > 0:23:06create technology we can export, as we did with oil and gas services
0:23:06 > 0:23:10that have delivered such economic value in the North Sea.Support was
0:23:10 > 0:23:14also promised by the Prime Minister in January 2016, when he said that
0:23:14 > 0:23:17an oil and gas ambassador would be appointed to promote oil and gas
0:23:17 > 0:23:21around the world. Yet the current energy minister recently told the
0:23:21 > 0:23:26press and Journal it was a good idea, but he was not aware of it. It
0:23:26 > 0:23:30hasn't crossed his desk. His death did it cross? Was just another
0:23:30 > 0:23:37fantasy, of fantasy from this do anything, do nothing governments?It
0:23:37 > 0:23:45doesn't appear... I would take lessons from the honourable
0:23:45 > 0:23:49gentleman in terms of support for the North Sea, it is a vital
0:23:49 > 0:23:59industry, I will discuss it with my colleagues.Narrates, Mrs Vicault.I
0:23:59 > 0:24:01have frequent discussions with the Secretary of State for Exiting the
0:24:01 > 0:24:09EU. Companies such as Nesson, B&W and so are to continue to invest
0:24:09 > 0:24:16thanks to our highly skilled workforce, and long-term investment
0:24:16 > 0:24:22in innovation.Thank you for that reply, however I am sure that he
0:24:22 > 0:24:26will be aware that some current factors have questioned whether to
0:24:26 > 0:24:31make further investments in the UK because they are uncertain about the
0:24:31 > 0:24:36validity of proposals after we leave the European Union. Can the
0:24:36 > 0:24:38Secretary of State confirm they will be valid and when will be in a
0:24:38 > 0:24:42position to confirm that there are components are not going to get
0:24:42 > 0:24:49stuck at either long queues at Dover Calais?I have been clear in my
0:24:49 > 0:24:57discussions with industry, it is absolutely essential that we have a
0:24:57 > 0:25:01trading relationship with the European Union that is not only
0:25:01 > 0:25:06tariff-free, but allows the means of production, which involves multiple
0:25:06 > 0:25:10components going back and forth, often in very short notice, to be
0:25:10 > 0:25:16continued. There are questions such as rules of origin that we are
0:25:16 > 0:25:20working with the industry to make sure that it is part of the deal we
0:25:20 > 0:25:23want to achieve. I think that's something all sides of the House
0:25:23 > 0:25:31would commence.Mitsubishi have their headquarters in Cirencester,
0:25:31 > 0:25:35when they employ 250 people supporting dealerships throughout
0:25:35 > 0:25:41the UK. Then I wholeheartedly endorse my right honourable friend's
0:25:41 > 0:25:48remarks about needing a Brexit that supports the automotive sector?I'm
0:25:48 > 0:25:54grateful. We are clearer that the industry know the firmness of our
0:25:54 > 0:26:00intention. It doesn't make any sense to disrupt what has been a very
0:26:00 > 0:26:03successful relationship between this country and some of the home
0:26:03 > 0:26:08countries of these manufacturers. That is very clear in all of our
