0:00:00 > 0:00:01Questions to the Transport Secretary.

0:00:14 > 0:00:27Order, order. Questions to the Secretary of State, for transport.

0:00:27 > 0:00:32Can I start by making the house were about unfortunately the

0:00:32 > 0:00:35Parliamentary Secretary of State is not with us this morning because he

0:00:35 > 0:00:42has been invited to appear at a select committee. You will share my

0:00:42 > 0:00:47disappointment, that any committee with call him when he is supposed to

0:00:47 > 0:00:51be giving answers to the house. The two things we are doing to improve

0:00:51 > 0:00:59north and south rail connections, HS2, it is going to have a

0:00:59 > 0:01:02transformational effect on people in the Midlands, North England and

0:01:02 > 0:01:10Scotland. And operating on the east Coast mainline. Additional and

0:01:10 > 0:01:16faster services. And those are going to be running of the East coast of

0:01:16 > 0:01:26Scotland.Thank you. Real funding has increased from three building to

0:01:26 > 0:01:293.6 billion, can I ask what consideration has been given to

0:01:29 > 0:01:34increase road connections from Scotland, especially along the east

0:01:34 > 0:01:40coast?The east coast is the main priority and road building terms. We

0:01:40 > 0:01:48are close to opening what will be the final link, I am amazed it has

0:01:48 > 0:01:54not happened already, the motorway between London and Newcastle. Then

0:01:54 > 0:02:02dualling of the A1. We want to take that to the border. Editors to the

0:02:02 > 0:02:06Scottish Government to make sure something meets us at the other way.

0:02:06 > 0:02:10The Minister may know that I have done more miles east coast than any

0:02:10 > 0:02:17other member of this house. With that experience, it is chaos on the

0:02:17 > 0:02:27east coast. Stagecoach let off obligations to pay money, and yet

0:02:27 > 0:02:34again the East Coast line in a mess. He is doing nothing about it.

0:02:34 > 0:02:43Already recovered from the obvious disappointment of Arsenal's

0:02:43 > 0:02:50demolition of his team 5-0.A little bit below the belt, Mr Speaker. He

0:02:50 > 0:02:57will be aware that notwithstanding these issues, passenger satisfaction

0:02:57 > 0:03:01has improved rather than reduced. The money going to the taxpayer has

0:03:01 > 0:03:08increased travel ban reduced. Slightly misjudging the position.

0:03:08 > 0:03:10The Secretary of State knows how important the East Coast Main Line

0:03:10 > 0:03:16is to my constituents. Under other recent years, Network Rail's

0:03:16 > 0:03:21performance has been poor. The track needs considerable investment. That

0:03:21 > 0:03:25is the reason delays have increased. Will be new public-private

0:03:25 > 0:03:31partnership have more investment in the track?I can give my honourable

0:03:31 > 0:03:37friend that assurance. We have is of social investment programme lined

0:03:37 > 0:03:41up, improving the track. That is something that is going to be

0:03:41 > 0:03:48stereed by the partnership. The Secretary of State revealed to the

0:03:48 > 0:03:54dualling of the A1. Turn the Secretary of State understand the

0:03:54 > 0:04:01disappointment of that the spawning of the A1 roundabout scheme? What we

0:04:01 > 0:04:07have been doing is ensuring simply that we phase project, causing the

0:04:07 > 0:04:10minimal possible disruption, but making sure the programme goes

0:04:10 > 0:04:16forward. As a Conservative government, we are transforming A1.

0:04:16 > 0:04:23The project long overdue.Thank you. Going back to the rail funding, the

0:04:23 > 0:04:33Secretary of State has a wheel that it is a £600 million funding gap to

0:04:33 > 0:04:37Scotland. Previously, funding was based on percentage of the network.

0:04:37 > 0:04:47Can he explain why on his watch, if he thinks north south is a priority,

0:04:47 > 0:04:55why we should have this cut in funding?I am happy that funding is

0:04:55 > 0:05:02allocated to Scotland, on the basis of the Barnett Formula.I just

0:05:02 > 0:05:08explained, it was based on need, and percentage of network. It was

0:05:08 > 0:05:12acknowledge that allocation of funding should be be stored on need

0:05:12 > 0:05:20and geography. It should be the same for rail. A question tabled in

0:05:20 > 0:05:26October, the Secretary of State said that various discussions with those

0:05:26 > 0:05:31in Scotland from tainted thing, it is time that he should prioritise

0:05:31 > 0:05:33this, and meet with the Transport Secretary for Scotland, discussing

0:05:33 > 0:05:39the budget and north south linkages? If the honourable gentleman wants to

0:05:39 > 0:05:45meet with the government to discuss the removal of the Barnett Formula,

0:05:45 > 0:05:51and needs based funding then that would be an interesting discussion.

0:05:51 > 0:05:56What we have followed as the Barnett Formula, most recently we have

0:05:56 > 0:06:01provided additional funding, through the allocations in the budget.

0:06:01 > 0:06:09Capital investment, that is the way that we operate. We learned

0:06:09 > 0:06:14yesterday that the East Coast franchise is good to be terminated

0:06:14 > 0:06:19in 2020, three years earlier. Potentially forfeiting billions of

0:06:19 > 0:06:27pounds in premium. The Secretary of State told the house that Stagecoach

0:06:27 > 0:06:32will meet in full commitments to the government in this contract. Can he

0:06:32 > 0:06:42confirmed that the full 3.3 billion due from Stagecoach will be paid to

0:06:42 > 0:06:53the Treasury in accordance with the original contract?

0:06:53 > 0:06:56Every time a franchisee takes up a new contract, parents company

0:06:56 > 0:07:07commitments in full. Will the premiums due under that contract,

0:07:07 > 0:07:15covering 2020-2023, £2 billion, be paid? Will they be paid? Yes, no?

0:07:15 > 0:07:17Self evidently, after my announcing yesterday that we would have the

0:07:17 > 0:07:23East Coast partnership in place in 2020. New arrangement. What I have

0:07:23 > 0:07:29said to him, every franchisee makes appearing company commitment before

0:07:29 > 0:07:39taking out the contract. We will hold that commitment.Thank you Mr

0:07:39 > 0:07:48Speaker. Last month, the ease costs is going to be introducing new

0:07:48 > 0:07:57express trains from 2018. We have also committed to HS2, transforming

0:07:57 > 0:08:07the network.I thank the Minister for the answer. I welcome the

0:08:07 > 0:08:09strategy that was announced yesterday in the house. My right

0:08:09 > 0:08:14honourable friend knows that might interest in the express services

0:08:14 > 0:08:19from my constituency to Birmingham, I am grateful for the injuries

0:08:19 > 0:08:27shown. Will the real Minister agree to meet with me and operators, in

0:08:27 > 0:08:31light of the new franchise announced to looked at the keys to see if we

0:08:31 > 0:08:37can push this forward? We always have new colleagues, both at the

0:08:37 > 0:08:45same time, we always look to make improvements on networks, not least

0:08:45 > 0:08:53with new building stock. Earlier and later services to Birmingham. More

0:08:53 > 0:09:01than happy to meet, to discuss what can be done. One of the ways of

0:09:01 > 0:09:09improving express train services, new routes. Does he agree with me,

0:09:09 > 0:09:16that the opening of a route from Chester, via Wrexham and Shrewsbury

0:09:16 > 0:09:22to London with ease pressures and be an excellent novel way of

0:09:22 > 0:09:28approaching capacity difficulties?I know that he was listening carefully

0:09:28 > 0:09:33to yesterday's announcement. A lot of reference to reopening lines. It

0:09:33 > 0:09:40is an ideal that we will be considering further. The government

0:09:40 > 0:09:44has embarked on the biggest programme for the railways since the

0:09:44 > 0:09:54Victorian era, what role in the need to improve productivity?I think she

0:09:54 > 0:09:58is right to point out the significant investment, underpinned

0:09:58 > 0:10:02by improving productivity. Just today, we will be launching the HS2

0:10:02 > 0:10:07productivity report that Nottingham, setting out how we intend to improve

0:10:07 > 0:10:20HS2.A lot of talk about improvements to the Midlands main

0:10:20 > 0:10:24line, the last train leaves some two hours earlier than Manchester,

0:10:24 > 0:10:28Bristol. When the new franchise is let, this particular aspect will be

0:10:28 > 0:10:37addressed?I was not aware of the information, regarding late services

0:10:37 > 0:10:42from Sheffield. Just as entitled to a late departure as any other city.

0:10:42 > 0:10:46We will look to the timetable as part of the franchise. That will be

0:10:46 > 0:10:51taken into account.Could the Minister Seaport discussions have

0:10:51 > 0:10:58been killed with freight users about short notice terminations, causing

0:10:58 > 0:11:03hundreds of cargo to move to the roads?I am grateful for him raising

0:11:03 > 0:11:13the issue, it is perhaps often gets overlooked. I have frequent meetings

0:11:13 > 0:11:16with the sector, and engagement with officials at the Department. We

0:11:16 > 0:11:21always look at concerns about freight, any conditions of the

0:11:21 > 0:11:27future of the network.

0:11:27 > 0:11:35Questioned three.With permission I will answer this question together

0:11:35 > 0:11:45with question 16. With consulted the European tyre manufacturing

0:11:45 > 0:11:49association and beyond the use and maintenance of the tyre, they are

0:11:49 > 0:11:55significant factors in the ageing process.Surveys show 27% of drivers

0:11:55 > 0:11:59don't actually maintain or check their tyres. What will the Minister

0:11:59 > 0:12:04do to raise public awareness about this?We are acting exactly on that

0:12:04 > 0:12:13matter. The Department has introduced measures. Written copies

0:12:13 > 0:12:18of our guidance has been delivered to every single bus and coach

0:12:18 > 0:12:21operator in Great Britain. The guidance reflects best practice and

0:12:21 > 0:12:27supplements best advice on the use of tyres.Clay go.

0:12:31 > 0:12:33Claire eagle.

0:12:38 > 0:12:42Can the Minister confirm that he and his party will not be seeking to

0:12:42 > 0:12:48oppose this administration?The honourable lady has particular

0:12:48 > 0:12:57knowledge of this. One of her constituents in deed died in the

0:12:57 > 0:13:00accident relating to attire. She came to see the previous Secretary

0:13:00 > 0:13:05of State. She is right to take this seriously. I will not comment on

0:13:05 > 0:13:09that because you wouldn't expect me to, Mr Speaker, but I will say this

0:13:09 > 0:13:17to her, and I hope she will respect the seriousness I give this matter.

0:13:17 > 0:13:22I am prepared to commit today that my department will engage with

0:13:22 > 0:13:28further research with the experts in the industry and others to establish

0:13:28 > 0:13:33exactly the effect of age of tyres on safety and security. The safe and

0:13:33 > 0:13:36secure passage of people is our absolute first priority and we will

0:13:36 > 0:13:44do all that is necessary to ensure that. The tired campaign was

0:13:44 > 0:13:48highlighted to me at party conference. I was somebody who

0:13:48 > 0:13:51formerly worked in road safety and it was frankly shocking to me.

0:13:51 > 0:13:55Particularly where we have many of our children travelling on coaches

0:13:55 > 0:14:00to school. I am delighted to hear from the Minister that they are

0:14:00 > 0:14:06undertaking to do more work on this. In our constituencies, many of our

0:14:06 > 0:14:10visitors come via coaches. Kammy commits to really taking action so

0:14:10 > 0:14:22no more people die in this way? -- can we commit.I understand. The

0:14:22 > 0:14:27tragedy I described in my previous answer relates to a young person.

0:14:27 > 0:14:33She is right that public safety is an absolute priority. We have worked

0:14:33 > 0:14:39closely with the British car industry to produce competences

0:14:39 > 0:14:43guide to best practice. The advice gives that older tyres should simply

0:14:43 > 0:14:47not be used on the front axle. That's why want to go further and

0:14:47 > 0:14:56look at this matter in greater detail.I know my honourable friend

0:14:56 > 0:15:00has concerns about the impact of HS2 on major roads in his constituency.

0:15:00 > 0:15:04The project as a number of measures in place to ensure the impact of HS2

0:15:04 > 0:15:08on the road network is minimised, that HS2 Limited are working with

0:15:08 > 0:15:15local authorities and indeed highways England. At the risk of

0:15:15 > 0:15:21clogging up my honourable friend's diary, would he meet with me and

0:15:21 > 0:15:23other Staffordshire MPs and Staffordshire Council and the city

0:15:23 > 0:15:27of Stoke-on-Trent and highways England to ensure more than adequate

0:15:27 > 0:15:31preparations are put in place so we don't see damage to regional and

0:15:31 > 0:15:34national businesses as a result of the construction of this railway if

0:15:34 > 0:15:45it goes ahead? He should have no fear and it would be a pleasure to

0:15:45 > 0:15:50meet with him. It's critical we understand the impact on local roads

0:15:50 > 0:15:52and all relevant stakeholders, including local authorities are

0:15:52 > 0:15:59around the table with HS2 addressing the detail of their proposals.Can I

0:15:59 > 0:16:02welcome the announcer from the Department for Transport last week

0:16:02 > 0:16:08of the £13 billion that will be spent on improving road safety. --

0:16:08 > 0:16:1330 million pounds. How did the Department come up with the fairest

0:16:13 > 0:16:17way to distribute this money? Approximately a third of the route

0:16:17 > 0:16:19will be constructed in Buckinghamshire. The council will

0:16:19 > 0:16:26only receive less than £4 million of this funding. The honourable lady

0:16:26 > 0:16:30makes a valuable point. Part of what we have to consider is where the

0:16:30 > 0:16:37biggest impact on local roads actually is. Buckinghamshire will

0:16:37 > 0:16:42have less of the road network being affected. I will respond to her via

0:16:42 > 0:16:52letter if I may with the precise formula.Question five.Mr Speaker,

0:16:52 > 0:16:56with your permission I will answer this question together with question

0:16:56 > 0:17:00six. We recognise the importance of supporting regional growth, which is

0:17:00 > 0:17:04why we are increasing government infrastructure investment by 50%

0:17:04 > 0:17:08over the next four years. Those decisions are based on a fair and

0:17:08 > 0:17:11rigorous process designed to ensure spending goes where it is most

0:17:11 > 0:17:20needed.Will the Secretary of State put some power into the northern

0:17:20 > 0:17:27powerhouse and pledged to get funding for passenger trains and

0:17:27 > 0:17:34platforms to go on to the existing mid Cheshire rail network? As

0:17:34 > 0:17:38somebody who used to live very close to the mid Cheshire railway, and

0:17:38 > 0:17:42indeed used to walk alongside it, I am well aware of its potential. I

0:17:42 > 0:17:45have asked transport for the North to do work alongside this. They will

0:17:45 > 0:17:48take a lead on making recommendations about new projects.

0:17:48 > 0:17:52I will say to him, I am extremely sympathetic to the idea of trains

0:17:52 > 0:18:00running again on that line.Between 2011 and 2016 the average spending

0:18:00 > 0:18:05per head of population on transport infrastructure in London was £725. A

0:18:05 > 0:18:13similar figure for the north-east was £286. The investment we have

0:18:13 > 0:18:18retained in the metro is well welcomed. We have a long and

0:18:18 > 0:18:21historical legacy of underinvestment. Will the new

0:18:21 > 0:18:25formula do something about that historical legacy of

0:18:25 > 0:18:28underinvestment?To be honest, I must concerned with formula than

0:18:28 > 0:18:34actually doing things. I'm delighted we are renewing metro trains. I said

0:18:34 > 0:18:45yesterday that I'm keen to pursue the Blyth to Ashington extension.

0:18:45 > 0:18:49That's why the opening of the first motorway road complete link from

0:18:49 > 0:18:55Newcastle to London is imported. We want to keep on with the A1 north to

0:18:55 > 0:19:03Newcastle and is dealing with the A66 as well.Does the Secretary of

0:19:03 > 0:19:11State agree with me that doubling the line from Ely, will bring

0:19:11 > 0:19:16significant benefits to the Eastern region?Absolutely, Mr Speaker. I

0:19:16 > 0:19:19had regard this along with the trans-Pennine upgrade is one of the

0:19:19 > 0:19:26key priorities for the next railway investment period. Ely junction will

0:19:26 > 0:19:29unlock freight and passenger capacity in an important part of the

0:19:29 > 0:19:33country. And along with investment we are putting in elsewhere, is part

0:19:33 > 0:19:38of the strategy going forward. Can I thank the Secretary of State for his

0:19:38 > 0:19:42support in securing £79 million of funding for a new link road from

0:19:42 > 0:19:45Saint Austell to a main road in my constituency as confirmed in the

0:19:45 > 0:19:53budget last week. Does he agree with me that this and other schemes like

0:19:53 > 0:19:59duelling the A30 in Cornwall shows this government's commitment to

0:19:59 > 0:20:03improving infrastructure across the country bastion like I'm grateful

0:20:03 > 0:20:07for those comments. I am pleased to deliver that road for the people of

0:20:07 > 0:20:10Cornwall.It's important for the regions of this country whether it

0:20:10 > 0:20:15is the north-east of the south-west, areas that need more infrastructure

0:20:15 > 0:20:24support to get the economy to develop.Last week the Chancellor

0:20:24 > 0:20:31announced an extension to youth railcars. In my constituency young

0:20:31 > 0:20:35people have to take the bus to college and the cheapest fare for a

0:20:35 > 0:20:4117-year-old is £28 per week. But the Secretary of State takes some

0:20:41 > 0:20:45measures to help young people in the North as well as the South?

0:20:45 > 0:20:51Absolutely. Bus fares is something we have less control over as a

0:20:51 > 0:20:54department, particularly with new franchise arrangements coming into

0:20:54 > 0:21:00place. But I will certainly make sure that the parliamentary group

0:21:00 > 0:21:03Secretary of State responsible for buses is aware of those concerns and

0:21:03 > 0:21:12will respond. The government is committed to ensuring that continued

0:21:12 > 0:21:17levels of record investment best address the needs of passengers and

0:21:17 > 0:21:20freight. Passengers expect high-quality rail services. We are

0:21:20 > 0:21:24committed to electrification where it brings genuine benefits to

0:21:24 > 0:21:28passengers and value for money for the tax payers. No rail system can

0:21:28 > 0:21:33be called high-speed unless it is electric. After blocking the Hull

0:21:33 > 0:21:36privately financed rail electrification scheme a year ago,

0:21:36 > 0:21:41I'm sure the Transport Secretary will recall that yesterday he told

0:21:41 > 0:21:44the Liverpool to Hull Crossrail for the North will happen in parallel

0:21:44 > 0:21:49with the Surrey to Hertfordshire Crossrail two. We'll both these

0:21:49 > 0:21:57lines be electrified just as Crossrail one is electric?I really

0:21:57 > 0:22:00do think at a time when we are seeing technology move very fast,

0:22:00 > 0:22:05that people have to get away from the idea on a set focus of

0:22:05 > 0:22:11individual form of motor power. It's not the case that every speed fast

0:22:11 > 0:22:15train, every 125 mph train has to be powered by a particular power

0:22:15 > 0:22:21source. In the coming years we will see more development in mode

0:22:21 > 0:22:24technology, battery technology and hydrogen technology. We will use the

0:22:24 > 0:22:26systems that make the most difference to the passenger most

0:22:26 > 0:22:32cost effectively.Despite the creaking electrification

0:22:32 > 0:22:38infrastructure on the east coast, the 43 page connecting people was

0:22:38 > 0:22:42jammed with funding re-announcement, possible reopenings, adjustments to

0:22:42 > 0:22:47delivery dates and a lot of words to try to hide what we all now know was

0:22:47 > 0:22:54the central purpose, to conceal the deal on the failed franchise. The

0:22:54 > 0:22:58new partnership that passengers want is for the trains to arrive on time.

0:22:58 > 0:23:03When will we see the upgrade to electrification work is needed on

0:23:03 > 0:23:10the east coast? As I said earlier, the key point to make is the next

0:23:10 > 0:23:14investment control period contains a programme that continues upgrading

0:23:14 > 0:23:19investment in the East Coast Main line to go along with a new

0:23:19 > 0:23:22generation of smart new, effective and passenger friendly trains. All

0:23:22 > 0:23:26that will happen so we deliver those improvements, deliver passenger

0:23:26 > 0:23:32services. Listening to the Shadow Secretary of State's questions, not

0:23:32 > 0:23:35understood that this will be a completely fresh partnership with

0:23:35 > 0:23:39potentially new partners and a new way forward, delivering better

0:23:39 > 0:23:45services to passengers in a new joined up weight.More structural

0:23:45 > 0:23:49changes, but the weight continues. Let's look at the new rail

0:23:49 > 0:23:55partnerships. Moving a public service to under the control of

0:23:55 > 0:23:58private companies. This is not a devolution to the rail authorities,

0:23:58 > 0:24:02or devolution to the people. Its devolution to the shareholders.

0:24:02 > 0:24:06Further fragmentation and privatisation of the railway, failed

0:24:06 > 0:24:10operators now being handed the tracks as well as the trains, and

0:24:10 > 0:24:13nothing to address the electrification upgrade. To acute

0:24:13 > 0:24:18these costs, is this why the ticket prices will be soaring by 32% since

0:24:18 > 0:24:262010 at the Christmas? Two points, they should remember how much fares

0:24:26 > 0:24:32rose when they were in power. The other point, they might like to

0:24:32 > 0:24:40explain why it is that their friends in the unions have in their training

0:24:40 > 0:24:45manuals, a requirement for negotiation for RPI increases in the

0:24:45 > 0:24:50future? Why is that? Why don't they just say to their union events to

0:24:50 > 0:24:58change their methods of operation. The government is providing local

0:24:58 > 0:25:06highways and authorities England outside London 296 million between

0:25:06 > 0:25:102016 and 2021. This includes an extra 46 million that was announced

0:25:10 > 0:25:15in the autumn budget last week. I am sure local authorities across the

0:25:15 > 0:25:21country will welcome their share of funding and put it to good use. We

0:25:21 > 0:25:24heard some very thoughtful remarks about tire quality on both sides of

0:25:24 > 0:25:29the house. I think road quality is the flip side of that coin. A lot of

0:25:29 > 0:25:34constituents my area suffer from pothole marked roads. In our

0:25:34 > 0:25:38Conservative manifesto this year we committed to improving the quality

0:25:38 > 0:25:43of roads and fill in potholes. We'll my honourable friend tell my

0:25:43 > 0:25:51constituents we remain committed to that.Potholes are a menace, a drain

0:25:51 > 0:25:54on the economy and damaged hard-working family cars. That's why

0:25:54 > 0:26:00the funding provided to authorities outside London for the pothole

0:26:00 > 0:26:07managing fund is enough to fix 6 million potholes. And even better,

0:26:07 > 0:26:10to stop them forming in the first place. People deserve to see smooth

0:26:10 > 0:26:13and safe roads as they look back in the mirror.

0:26:21 > 0:26:26In 2006, the annual maintenance study estimated it could take nine

0:26:26 > 0:26:31years to repair every single. It is 14 years. How long does the Minister

0:26:31 > 0:26:36think it is acceptable for motorists and cyclists to wait to see

0:26:36 > 0:26:46necessary investment to repair potholes?It is always a mistake to

0:26:46 > 0:26:51prepare your question before you have the previous answer. If he had

0:26:51 > 0:26:55heard, he would have asked a different question. Notwithstanding

0:26:55 > 0:27:02that, I do not mean to be unkind... He is right. Potholes are a

0:27:02 > 0:27:08nightmare. We have made that absolutely clear. The money is in

0:27:08 > 0:27:12place. Always more that we can do. I will take the honourable gentleman's

0:27:12 > 0:27:24question. We will do more.Thank you Mr Speaker. A180 suffers potholes,

0:27:24 > 0:27:31the bigger problem is the concrete surface. And I are to the Minister

0:27:31 > 0:27:38to have discussions with high reason England, phased programme to replace

0:27:38 > 0:27:44the surface? This is not the first time that my right honourable friend

0:27:44 > 0:27:50with his typical diligence has raised the issue. He has raised it

0:27:50 > 0:27:58with the Secretary of State. I am inclined to visit this road, drive

0:27:58 > 0:28:10on it, and see for myself exactly what is happening. Having done so, I

0:28:10 > 0:28:17will look again at all we can do to improve that surface and others.

0:28:17 > 0:28:29They deserve close attention. They get mine.Nine.As my right

0:28:29 > 0:28:34honourable friend told how she study, almost 6 billion private

0:28:34 > 0:28:39investment over the past decade, new trains, upgrades, transforming the

0:28:39 > 0:28:53passenger experience.I thank my honourable friend for that response.

0:28:53 > 0:28:55Could he inform the house what measures are being taken on Crewe

0:28:55 > 0:29:02Derby line?I share concerns. I often have to travel bus back to

0:29:02 > 0:29:09Blackpool. I am often struck, it is usually two carriage. Not always fit

0:29:09 > 0:29:14for demand. We have the East Midlands consultation going on at

0:29:14 > 0:29:24the moment. I am sure we will look to see further improvement in this

0:29:24 > 0:29:29line, as bids come forward.I particularly welcome the document

0:29:29 > 0:29:39that keynote yesterday, in it the point on regional rail partnerships,

0:29:39 > 0:29:44driving satisfaction. This should be the first stage an integrated

0:29:44 > 0:29:47companies. Can he confirmed that could be the final destination for

0:29:47 > 0:29:53these partnerships? As the Secretary of State said yesterday, it is about

0:29:53 > 0:30:01evolution rather than revolution. We have been aware of getting track and

0:30:01 > 0:30:05train together. Working in the interest of passengers, the more

0:30:05 > 0:30:11that occurs, the more benefits of joint working. Developing across the

0:30:11 > 0:30:22network.I welcome the publication yesterday of the invitation to

0:30:22 > 0:30:26tender the south eastern franchise. I hope we will see better services

0:30:26 > 0:30:32for constituents. One part of the ITT is that it will no longer have

0:30:32 > 0:30:41first class to provide more space. I have heard from constituents with

0:30:41 > 0:30:44disabilities, first-class make sure that they have a seat. What steps

0:30:44 > 0:30:48are you going to take to make sure that in future people with

0:30:48 > 0:30:55disabilities are able to get a seat on busy trains? It is a valuable

0:30:55 > 0:31:02point. I do not think Travelers should have to purchase first-class

0:31:02 > 0:31:06tickets to be seated suitably. All companies have an obligation to

0:31:06 > 0:31:11treat disabled customers in a fair manner. I will reflect on how we can

0:31:11 > 0:31:23ensure that in future franchises, that aspect is looked at.Thank you.

0:31:23 > 0:31:35Highways England are responsible for electronic messages, the country has

0:31:35 > 0:31:38a very good safety record but improvements can always be made.

0:31:38 > 0:31:46Drivers can do their bit, regularly ensuring eyes are tested.Very happy

0:31:46 > 0:31:54St Andrew's Day. Very grateful to the Minister for that answer. Last

0:31:54 > 0:31:59week was Road safety week. We had vision express explaining the

0:31:59 > 0:32:04importance of getting eyes tested. 1.5 million have not. The Scottish

0:32:04 > 0:32:13Government had a pilot, last week, making for safer conditions. It is

0:32:13 > 0:32:21something that practically we can do. Getting the DVLA to make changes

0:32:21 > 0:32:25to the letter to drivers, when they renew their licence, remaining game

0:32:25 > 0:32:30of the importance of good eyesight. On the issue of signage, I risk you

0:32:30 > 0:32:35have too much signage. Evidence suggests that having consulted road

0:32:35 > 0:32:41users, the more you put up, we do need to be careful about just how

0:32:41 > 0:32:52much we have on the roads.

0:32:55 > 0:33:0511, the latest statistics published for 17/18 show a slight decline in

0:33:05 > 0:33:17rail journeys.Since 2010, fares have risen by 27%, twice the rate of

0:33:17 > 0:33:22weights, the steepest are going to be due in January. Passengers to

0:33:22 > 0:33:28cleaning. More constituents priced out of rail travel, when will the

0:33:28 > 0:33:30government accept that franchising and private profiteering is utterly

0:33:30 > 0:33:39broken.I am afraid members opposite should not draw conclusions from one

0:33:39 > 0:33:44quarter of statistics to underpin ideological agendas. We are seeing

0:33:44 > 0:33:51far more passengers using the network than ever before. It has

0:33:51 > 0:33:55been a success. The alternative proposed means passengers are always

0:33:55 > 0:34:08at the back of the queue. By any future Labour government.More

0:34:08 > 0:34:10passengers are using the great Western mainline than ever before.

0:34:10 > 0:34:20We need more investment to ensure journey are faster, if they continue

0:34:20 > 0:34:25to be so will the Minister committed to extending the mobile phone trial,

0:34:25 > 0:34:35to include Devon and Cornwall?Great demand on journeys to the south

0:34:35 > 0:34:41west, good job on that franchise at the moment. The of the task force,

0:34:41 > 0:34:44putting together all the work to make sure we have a clearer idea of

0:34:44 > 0:34:54what we can do. I will consider that carefully. As you will have heard,

0:34:54 > 0:35:01that answer yesterday, two trains per hour between catering and

0:35:01 > 0:35:07Nottingham. One for the rest of the day. We want a minimum of one and

0:35:07 > 0:35:10error, throughout the whole day, but no formal decision has yet been

0:35:10 > 0:35:18taken. I will listen carefully to father representations.Any

0:35:18 > 0:35:21objective analysis, the superior submission to the East Midlands

0:35:21 > 0:35:26franchise consultation must be one of the very best that the office has

0:35:26 > 0:35:32received. Could I invite the real Minister to read in even greater

0:35:32 > 0:35:39detail submission because it contains compelling case for

0:35:39 > 0:35:46Kettering to be the optimum hub.I have already paid tribute to the

0:35:46 > 0:35:51work of the association. Listening to those who want to use the network

0:35:51 > 0:35:58as a source of great wisdom. The biggest upgrade since 1870, and I am

0:35:58 > 0:36:03making sure that we are very keen to maintain as many opportunities as

0:36:03 > 0:36:06possible from Kettering. I will review that submission in greater

0:36:06 > 0:36:18detail.13.The British Road safety statement published in December 2015

0:36:18 > 0:36:21set out priorities for action, including vulnerable groups staying

0:36:21 > 0:36:26safe, action to crack down on drug affected drivers and penalties for

0:36:26 > 0:36:37using mobile phones.The Kingsland Diebold 's forum, highlighted

0:36:37 > 0:36:41selfish pavement parking on blind and vision impaired people. They

0:36:41 > 0:36:46recently to me on a blindfolded walk, bringing called the scale of

0:36:46 > 0:36:51this problem. I would recommend the Secretary of State does a similar

0:36:51 > 0:36:57blindfolded walk, in the constituency.I went on one a few

0:36:57 > 0:37:04weeks ago. I would recommend it to the honourable member is. It gives

0:37:04 > 0:37:09an entirely different insight into the struggle that people have,

0:37:09 > 0:37:13getting around the town centre when people are part, obstacles in the

0:37:13 > 0:37:26way. It gets an understanding of how wonderful the dead dogs -- guide

0:37:26 > 0:37:31dogs are. I certainly take the remarks seriously. We will look

0:37:31 > 0:37:38closely at what more can be done. We can be absolutely certain that my

0:37:38 > 0:37:43colleagues in the Department, we champion the interests of people who

0:37:43 > 0:37:50are visually impaired and use guide dogs. One of the biggest obstacles

0:37:50 > 0:37:58for cycling, fields of safety. The necessary resources in place, to

0:37:58 > 0:38:07implement cycling and walking strategy, can this be published? As

0:38:07 > 0:38:10the honourable gentleman implied, we have such a strategy and he is

0:38:10 > 0:38:16correct that cyclists need the same sort of attention that I mentioned

0:38:16 > 0:38:25in my previous answer. A range of different obstacles encountered as

0:38:25 > 0:38:29people go about business. The government is strongly committed to

0:38:29 > 0:38:35cycling. We need to look closely at the hassles that cycling faces. That

0:38:35 > 0:38:46is good to be included in the strategy.14.I have interest in

0:38:46 > 0:38:50this particular project, highways England conducting a final review of

0:38:50 > 0:38:54options for the missing link. Ontrack to launch a public

0:38:54 > 0:39:04consultation.My right honourable friend knows that the Southwest is a

0:39:04 > 0:39:10small growth area. This is a strategic scheme, linking the

0:39:10 > 0:39:13Midlands and the Thames corridor. We need to build this as soon as

0:39:13 > 0:39:20possible.It is not just about that. It is a highly dangerous piece of

0:39:20 > 0:39:24road. Tragically another accident with the loss of life recently. It

0:39:24 > 0:39:32is not just economic, it is about a safer road network. For more those

0:39:32 > 0:39:50reasons, I want to get on with this project.18.I do apologise. I have

0:39:50 > 0:39:55ongoing discussions with the Scottish Government, and all

0:39:55 > 0:40:00devolved administrations about the optic of electric vehicles. I

0:40:00 > 0:40:06recommend very strongly. It is progressing through Parliament. Also

0:40:06 > 0:40:11strong engagement on an official level through the office for more

0:40:11 > 0:40:16emission vehicles with foldable administrations.The Scottish

0:40:16 > 0:40:20Government ins to establish one of the most comprehensive programmes in

0:40:20 > 0:40:29Europe, we welcome the announcement. Can he can what the Secretary of

0:40:29 > 0:40:34State said on Monday, 400 million will be allocated on a localised

0:40:34 > 0:40:39needs -based approach, not just population? It is a good point, it

0:40:39 > 0:40:44was considered closely at the committee. He will know that the

0:40:44 > 0:40:51provisions of that, allow for the development of more charge points,

0:40:51 > 0:41:00supported by the way by the £300 million announcement in the autumn

0:41:00 > 0:41:08of 200 million for infrastructure, but if I say so, Mr Speaker, he is

0:41:08 > 0:41:13correct that we need to be mindful of the effect that rural areas. What

0:41:13 > 0:41:19I do not want, a situation when certain areas are covered with good

0:41:19 > 0:41:23infrastructure and not elsewhere. I said in the committee that we will

0:41:23 > 0:41:25look at for the measures to ensure that even spread of that

0:41:25 > 0:41:30infrastructure.

0:41:30 > 0:41:34More and poor people in East Renfrewshire are looking to buy and

0:41:34 > 0:41:37purchase electric vehicles, but they are put off by the lack of charging

0:41:37 > 0:41:41points. -- more and more people. What steps will he take going

0:41:41 > 0:41:46forward to make sure that is more charging infrastructure across the

0:41:46 > 0:41:50UK? Are a number of ways of doing that. We have spoken so far and it's

0:41:50 > 0:42:00it's in the billcharge points could be clustered around major arterial

0:42:00 > 0:42:05routes. The good news is that I am working closely with colleagues to

0:42:05 > 0:42:12ensure local authorities make sure there are on street charging points.

0:42:12 > 0:42:17I am open to other suggestions about how we might ensure these charge

0:42:17 > 0:42:21points asked Brad across the country. I invite suggestions from

0:42:21 > 0:42:26members across the house as the bill makes its way through Parliament. --

0:42:26 > 0:42:29are spread across the country.

0:42:34 > 0:42:40Mr Speaker, it's almost like having too much of a good thing, but you

0:42:40 > 0:42:50can never have too much. The driver and vehicle standards agency agreed

0:42:50 > 0:42:57proposals to reform the practical car driving test in April. The

0:42:57 > 0:43:02former DV SA has maintained dialogue with public and the unions about

0:43:02 > 0:43:05components of the driving test through the development proposals

0:43:05 > 0:43:12through 2015 and the present day. What plans does the Minister have

0:43:12 > 0:43:15two meet with workers, unions and Stevie SA before the 4th of December

0:43:15 > 0:43:21where more than 2000 staff take strike action about concerns over

0:43:21 > 0:43:26the new test, and what reassurances can you give me that the safety

0:43:26 > 0:43:35issues raised will be ironed out?A powerful idea communicates some

0:43:35 > 0:43:39fixed rents to he who challenges it. I hope the power of my idea will

0:43:39 > 0:43:43have some resonance for the honourable gentleman. The truth is

0:43:43 > 0:43:53that these changes have been recommended by those without trial.

0:43:53 > 0:43:574000 learner drivers and 860 driving instructors took part in research

0:43:57 > 0:44:01across locations across written. At no point at any stage has anyone

0:44:01 > 0:44:07said that these changes are not beneficial. At least among those who

0:44:07 > 0:44:13have been involved in that process. I think we need to press on with

0:44:13 > 0:44:24them. Clearly beneficial.Topical questions, Craig Tracey.Topical

0:44:24 > 0:44:29number one, Mr Speaker. I am sure we haven't heard of too much of a good

0:44:29 > 0:44:32thing. He will be knighted to know that not only this week did the

0:44:32 > 0:44:37house here extensively from him but also 106 to five ministers from

0:44:37 > 0:44:42around the world. In London this week we have been hosting the

0:44:42 > 0:44:46biannual meeting of the International Maritime Organisation

0:44:46 > 0:44:50and General Assembly. The specialist organisation that is responsible for

0:44:50 > 0:44:54measures to improve the safety and security of international shipping

0:44:54 > 0:45:00and prevent pollution from ships. We post them here in London. I wanted

0:45:00 > 0:45:04to thank everyone involved in organising that event and extend a

0:45:04 > 0:45:06very warm welcome on behalf of the United Kingdom government to all of

0:45:06 > 0:45:12the ministers and all ministers who have attended that assembly this

0:45:12 > 0:45:16week.I'm sure all those ministers from around the world feel both

0:45:16 > 0:45:21informed and improved as a result of their interaction with the right

0:45:21 > 0:45:25honourable gentleman for South Holland.I warmly welcome last week

0:45:25 > 0:45:31the's announcement of 8,000,004 road safety funds for areas of

0:45:31 > 0:45:35Warwickshire affected by HS2. Will be Trinity Road over Wood Road

0:45:35 > 0:45:40junction in my solicitor and see, that has seen numerous mortalities

0:45:40 > 0:45:44and accidents, would be an excellent candidate for some of the funding

0:45:44 > 0:45:47given a proposed solution is unlikely to go ahead because of the

0:45:47 > 0:45:56development of HS2.I am very glad my honourable friend was able to

0:45:56 > 0:46:00visit that particular junction with him last week. I am also pleased

0:46:00 > 0:46:03that Warwickshire County Council has been such a beneficiary of the

0:46:03 > 0:46:06funding available. Whilst it will be for them to decide what schemes to

0:46:06 > 0:46:09support, I very much hope they will focus on where it can make the

0:46:09 > 0:46:16biggest difference to safety.This government is presiding over a

0:46:16 > 0:46:19sustained fall in the number of bus journeys undertaken. Just this week

0:46:19 > 0:46:25Kent County Council outlined plans that would see up to 70 bus routes

0:46:25 > 0:46:30axed in a bid to save money. Will the Minister accept that unless his

0:46:30 > 0:46:33government holds the cuts to local authorities, these passenger numbers

0:46:33 > 0:46:38will continue to fall?We wish to see bus passenger numbers rise. I

0:46:38 > 0:46:46believe the measures in the bus passengers act passed to the house a

0:46:46 > 0:46:49number of months ago will provide an environment in which bus passenger

0:46:49 > 0:46:51numbers can improve and we will see more and better services around the

0:46:51 > 0:47:00country.What assurance canny Secretary of State give to help taxi

0:47:00 > 0:47:06drivers who buy the new electric taxi before vehicle excise duty

0:47:06 > 0:47:13comes into force? The honourable gentleman is right in these matters.

0:47:13 > 0:47:17It requires a legal change that will allow the DVLA to identify electric

0:47:17 > 0:47:22taxes separately from cars and vans privately for exemption. He will

0:47:22 > 0:47:29want to know that I wrote to five former PPS, now Treasury Minister.

0:47:29 > 0:47:33That was on the 25th October. I will meet with the Treasury Minister on

0:47:33 > 0:47:40the 12th of December to discuss exactly the matter he has raised.

0:47:40 > 0:47:44Train services in Manchester and the North are poor. Meanwhile prices

0:47:44 > 0:47:48keep going up and up. One constituent sent me a photograph

0:47:48 > 0:47:58showing delays on all but one of 18 trains between eight and 9am from my

0:47:58 > 0:48:01constituency. Appallingly, this station does not have disabled

0:48:01 > 0:48:06access. Could the Minister take steps to improve the situation in my

0:48:06 > 0:48:11constituency so constituents can get to work?We are always keen to work

0:48:11 > 0:48:17with our Labour friends who co-managed rail North. I recognise

0:48:17 > 0:48:20the importance of step free access in greater Manchester and we will

0:48:20 > 0:48:28look particularly at this station first to see what we can do.May I

0:48:28 > 0:48:31congratulate my right honourable friend on his statement yesterday,

0:48:31 > 0:48:36which will be broadly welcomed and much admired his gumption in

0:48:36 > 0:48:42sticking to his guns on this important matter. Will he also agree

0:48:42 > 0:48:46with me that the service to my constituents continues to fall well

0:48:46 > 0:48:53short of any satisfactory record at all. Is he aware that this is often

0:48:53 > 0:48:58due to the fact that train crew don't turn up? Will he agree this is

0:48:58 > 0:49:01a failure of leadership and management, and will he tell the

0:49:01 > 0:49:07company to smarten themselves up?I will happily do that. I think it's

0:49:07 > 0:49:11always disappointing when there are staffing issues. The other area of

0:49:11 > 0:49:14challenge on the server network has been the condition of the

0:49:14 > 0:49:19infrastructure. In the coming months we will take major steps and major

0:49:19 > 0:49:23projects to start improving quality of that infrastructure. Spending

0:49:23 > 0:49:26£300 million we have already committed with more to follow in the

0:49:26 > 0:49:34next control period.TfL transformed the dilapidated Silverlink North

0:49:34 > 0:49:39London line from two carriages twice per hour to the renewed London

0:49:39 > 0:49:44Overground five cars every ten minutes. My constituents want to

0:49:44 > 0:49:49know when delays at the decrepit actin mainline and West Ealing

0:49:49 > 0:49:53finally finish. First group seems to have forgotten how to run small

0:49:53 > 0:49:59stations.Crossrail is a massive investment in Transport for London.

0:49:59 > 0:50:03It is not a TfL project, it is a joint project between my department

0:50:03 > 0:50:07and Transport for London. It's a joint project designed to improve

0:50:07 > 0:50:10the lot of passengers both inside and outside London and it will make

0:50:10 > 0:50:18a real difference to the south-east. By 2029, just 12 years to on the

0:50:18 > 0:50:21central forecast of the Office for National Statistics is that the

0:50:21 > 0:50:24national population hits 70 million, up 5 million from today's level and

0:50:24 > 0:50:28an increase of 8%. What is the department estimate for vehicle

0:50:28 > 0:50:34growth in that same 12 year period, and given our superb roads minister

0:50:34 > 0:50:38is enthusiastic about the design of our road network, how will his

0:50:38 > 0:50:40enthusiasm helped to meet that challenge?Three things to say

0:50:40 > 0:50:46immediately. The record road investment programme will help. The

0:50:46 > 0:50:50development of technology will change the use of cars. We talk

0:50:50 > 0:50:53about autonomous vehicles in many ways but one of the effects they may

0:50:53 > 0:50:59have is to change ownership of cars to encourage more sharing of cars.

0:50:59 > 0:51:02In addition, we have to figure that transport infrastructure in

0:51:02 > 0:51:11connection with other developments. I can't answer in just a few

0:51:11 > 0:51:14moments, so I suggest we invite him to the Department, sit down with

0:51:14 > 0:51:17officials and have a serious discussion about the important

0:51:17 > 0:51:23matter he has raised.In July, a three-year-old boy experienced a

0:51:23 > 0:51:26life-threatening allergic reaction on a plane when fellow passengers

0:51:26 > 0:51:31started eating nuts they had been served. Thankfully he survived, but

0:51:31 > 0:51:34I know from personal experience how terrifying it is to go into

0:51:34 > 0:51:38anaphylactic shock, and the last place you would want that to happen

0:51:38 > 0:51:42is 30,000 feet in the air when you are ours from formal medical

0:51:42 > 0:51:45attention. Will the Secretary of State agreed to meet with me and a

0:51:45 > 0:51:49group of campaigners to explore solutions that enable the 2% of the

0:51:49 > 0:51:53population who have a nut allergy to fly with confidence.I understand

0:51:53 > 0:51:57why this is a serious issue and I am delighted to extend an invitation

0:51:57 > 0:52:01for her to come in to the Department to make ministers and officials to

0:52:01 > 0:52:08talk about an important matter. Along with many other Londoners my

0:52:08 > 0:52:12constituents are concerned that the number of promises the mayor is

0:52:12 > 0:52:18breaking on transport ever served. What does the mayor need to do to

0:52:18 > 0:52:23address Crossrail two so it doesn't become another broken promise?We

0:52:23 > 0:52:26are now conducting the kind of review we did into the financing of

0:52:26 > 0:52:30the project that we did in Crossrail one, the Montague report. I'm keen

0:52:30 > 0:52:35to see the project progress. In lockstep parallel with Northern

0:52:35 > 0:52:41Powerhouse rail. These are both important projects. I'm clear that

0:52:41 > 0:52:44the London contribution can't be an ideal you paid for by the

0:52:44 > 0:52:48government. It has to be a robust and absolutely reliable funding

0:52:48 > 0:52:54package so the project can go ahead in good shape.Bradford and the

0:52:54 > 0:52:59whole Yorkshire region has been locked in a dispute with the

0:52:59 > 0:53:01Department for Yorkshire devolution, meaning we have to compete for

0:53:01 > 0:53:04limited funding from the transforming cities fund and not be

0:53:04 > 0:53:12entitled to it because of DC LG's stubbornness. Will the Minister

0:53:12 > 0:53:17speak to colleagues in the DC LG to help break the deadlock and unlock

0:53:17 > 0:53:22the transport funding the region desperately needs? The first thing

0:53:22 > 0:53:29is, I am well aware of the issue. It's worth remembering we have just

0:53:29 > 0:53:32allocated £175 million to Leeds that will be spent on a variety of

0:53:32 > 0:53:37projects around the city. I'm also absolutely aware that funding needs

0:53:37 > 0:53:41to flow to West Yorkshire and I will personally make sure that as we

0:53:41 > 0:53:52allocate the funding, west Yorkshire is not out. Will the Secretary of

0:53:52 > 0:53:57State welcome the fourth season of the formula E E series starting in

0:53:57 > 0:54:04Hong Kong this Sunday, to be broadcast on Channel five with races

0:54:04 > 0:54:08taking place in 11 cities such as Paris and New York. Will the

0:54:08 > 0:54:13Secretary of State look at attracting future races to the UK to

0:54:13 > 0:54:15complement our rapidly increasing technology in the electric vehicle

0:54:15 > 0:54:20industry?I think my honourable friend is absolutely right. Motor

0:54:20 > 0:54:24racing is a great success story for this country. It's an important part

0:54:24 > 0:54:29of our economy. People don't often understand the importance that it

0:54:29 > 0:54:32plays in an industry that is centred around Northamptonshire and

0:54:32 > 0:54:37Silverstone where many leading teams are based. And where technology that

0:54:37 > 0:54:40comes from small businesses and supplies changes the automotive

0:54:40 > 0:54:45world, not just in motor racing, but across the bees. I'm delighted to

0:54:45 > 0:54:49see the success of formula E and I would like to see it in UK, that

0:54:49 > 0:54:52element of technologies in the UK, and I'm delighted to extend the

0:54:52 > 0:54:57support to that motor racing industry.South West trains planned

0:54:57 > 0:55:02to reduce the number of trains going through Queenstown Road station in

0:55:02 > 0:55:07my constituency from seven trains per hour to just four. Given the

0:55:07 > 0:55:11increased number of residents and commuters and it already being one

0:55:11 > 0:55:15of the busiest lines, Kammy Secretary of State commit to looking

0:55:15 > 0:55:21again at this ill thought out policy? And very grateful for the

0:55:21 > 0:55:24Minister. We are having consultation at the moment with Southwest trains,

0:55:24 > 0:55:28listening carefully to what passengers want. We take all

0:55:28 > 0:55:31submissions very seriously, so we will listen carefully to what

0:55:31 > 0:55:34passengers say in this consultation and respond in due course. But I

0:55:34 > 0:55:41have heard her point. Can I ask the Secretary of State to keep in mind

0:55:41 > 0:55:45the other Northern Powerhouse, Aberdeen, and the economic

0:55:45 > 0:55:49importance of the airport, including servicing the oil and gas industry?

0:55:49 > 0:55:53My honourable friend and I had a productive visit to Aberdeen airport

0:55:53 > 0:55:56recently. I absolutely understand the importance of the airport to the

0:55:56 > 0:56:00whole economy of the north-east of Scotland, and to the United Kingdom.

0:56:00 > 0:56:04Aberdeen is essential to one of our key industries. I have been very

0:56:04 > 0:56:08clear that as we expand Heathrow Airport, we'll make sure capacity is

0:56:08 > 0:56:12set aside for regional links to airports in Scotland and elsewhere

0:56:12 > 0:56:15so every part of the United Kingdom benefits from the expansion of the

0:56:15 > 0:56:16airport.

0:56:24 > 0:56:28This TfL has demonstrated the ability to run efficient services,

0:56:28 > 0:56:33will he enter into negotiations with Emir of London for suburban services

0:56:33 > 0:56:41before my constituents injure more privatisation? The first thing to

0:56:41 > 0:56:49remind them, the London Overground is a franchise. The new south

0:56:49 > 0:56:53eastern franchise, the document published yesterday involved is far

0:56:53 > 0:57:04greater additional benefits for passengers than was extended, I have

0:57:04 > 0:57:07extended the same offer forced in the north, for the partnership and

0:57:07 > 0:57:17designing

0:57:19 > 0:57:25franchise my constituents are extremely grateful for the funding,

0:57:25 > 0:57:29key to delivering the economic growth. As also is the need to

0:57:29 > 0:57:42improve junction 17 of the M6 nearby.

0:57:42 > 0:57:54I absolutely understand what my friend says. I should transport for

0:57:54 > 0:57:58the North, and the need is Cheshire grows, the town has expanded. The

0:57:58 > 0:58:14need to make sure of, structure is fit for purpose is, it is important.

0:58:14 > 0:58:19If the Northern powerhouse is to be anything more than a marketing

0:58:19 > 0:58:23gimmick, such funding must be part of an overall commitment to address

0:58:23 > 0:58:33the imbalance in transport

0:58:34 > 0:58:38funding we are actually doing things across the North.The Tyne-Wear

0:58:38 > 0:58:49Mitchell, the improvements to the A1, M6, A66, project is happening

0:58:49 > 0:58:56all across the North. And the Northern powerhouse of the future.

0:58:56 > 0:59:00This is a government that delivers better transport for the North of

0:59:00 > 0:59:08England.Following the announcement by the Secretary of State that he

0:59:08 > 0:59:13will explore opportunities to restore capacity lost in the 1960s,

0:59:13 > 0:59:21will my right honourable friend look into the possibility of reopening

0:59:21 > 0:59:25Aldridge station, looking at the benefits that could bring?Identify

0:59:25 > 0:59:32that project worth considering. More than happy to have proper

0:59:32 > 0:59:40conversations on that matter.Thank you Mr Speaker. Yesterday I met with

0:59:40 > 0:59:44Next Bike, who have a scheme in Glasgow. Can the Minister tell me

0:59:44 > 0:59:51that he has plans to regulate public cycle hire schemes, so the public

0:59:51 > 0:59:58can be assured of safety.Hire schemes are an important part of

0:59:58 > 1:00:02extending provision, making cycling more widely available. As she will

1:00:02 > 1:00:06know, different schemes apply that different localities. Always happy

1:00:06 > 1:00:17to have discussions.Residents and businesses face real issues as a

1:00:17 > 1:00:24result of HGV fly parking. Can the Minister of bigger measures taken to

1:00:24 > 1:00:29improve HGV parking facilities? It is something that is close to my

1:00:29 > 1:00:38heart. Absolutely correct that the appropriate parking is a menace. We

1:00:38 > 1:00:47are trialling a scheme that kind, I have to tell you that drivers are

1:00:47 > 1:00:50not usually from the United Kingdom and it is difficult for the local

1:00:50 > 1:00:53authority to pursue them in the way that you would expect. We will look

1:00:53 > 1:01:01at that and go even farther. I am determined to stop irresponsible

1:01:01 > 1:01:07parking. It is a nuisance.Does the Secretary of State feel any guilt on

1:01:07 > 1:01:10the fact that many of my constituents thought during the

1:01:10 > 1:01:14referendum people like him or promising more money would be spent

1:01:14 > 1:01:18on transport infrastructure, the NHS, because we will save so much

1:01:18 > 1:01:24money losing the European Union. 50 billion debt we have got to pay to

1:01:24 > 1:01:28the European Union. Shocking revelation. What will he do about

1:01:28 > 1:01:34it?We made the announcement yesterday and we are spending more

1:01:34 > 1:01:45money on transport.Montrose port, vital to the local economy, good

1:01:45 > 1:01:49transport links are essential. Can the Minister tell me what

1:01:49 > 1:01:56communications he has had since his visit to Montrose, opening a direct

1:01:56 > 1:02:03link to the port?I have exciting news for the right honourable

1:02:03 > 1:02:08friend, because I have initiated a connectivity study. It is absolutely

1:02:08 > 1:02:20correct as we invest in the port, we look at

1:02:27 > 1:02:37links, we have neither finished the design of Crossrail, my focus is on

1:02:37 > 1:02:47the projects under

1:02:48 > 1:02:50way, we want better investment and when we see
