0:00:32 > 0:00:36that in moving towards an opt out system for organ donation as part of

0:00:36 > 0:00:40a wider communication and logistical package, it can be associated with

0:00:40 > 0:00:44higher donation rates. We have invited further evidence to be

0:00:44 > 0:00:47submitted and we will carefully consider this before the...

0:00:47 > 0:00:51Response. I can advise the House that since the consultation was

0:00:51 > 0:00:57published last week, we have already had in excess of 2000 responses.

0:00:57 > 0:01:04Thank you. As someone with a long-standing passion in wanting to

0:01:04 > 0:01:07increase the number of organs available for donation, I am

0:01:07 > 0:01:12encouraged by that response. Can I just ask whether the Minister thinks

0:01:12 > 0:01:19the shift from voluntary donation, which is the current system, to one

0:01:19 > 0:01:23of the state taking a decision through presumed consent, is having

0:01:23 > 0:01:26an impact on the reduction in the number of live donors we have seen

0:01:26 > 0:01:34over the last three years?The first thing I would say is, I part company

0:01:34 > 0:01:38with his discussion that we are moving towards the state taking

0:01:38 > 0:01:43control. We are talking about having a register where people physically

0:01:43 > 0:01:51opt out rather than opt in. The next of kin would be the tool consulted.

0:01:51 > 0:01:57As regards live donation, the issues surrounding that are very complex.

0:01:57 > 0:02:00One of the reasons why we are seeing a decline in live donation is

0:02:00 > 0:02:05because the waiting lists for receiving an organ are coming down,

0:02:05 > 0:02:12which is reducing the need for live donors. I think we should keep

0:02:12 > 0:02:14watching that.The evidence relates to the fact that hundreds of people

0:02:14 > 0:02:18die because we don't have enough donors. Can I thank the Minister for

0:02:18 > 0:02:21the work she is doing in bringing for this consultation and ask her

0:02:21 > 0:02:28what more can be done to widen public participation?I thank him

0:02:28 > 0:02:33for his support and for the very hard work he has done in this space.

0:02:33 > 0:02:36Perhaps I could thank the daily Mirror for their very public

0:02:36 > 0:02:41displays of education they did to their campaign. I think this is

0:02:41 > 0:02:44something that we all need to make an effort to do. There is no doubt

0:02:44 > 0:02:48that the public are hugely in favour of the nation. They want to be able

0:02:48 > 0:02:52to support it as best they can. But it has fallen from public

0:02:52 > 0:02:56consciousness and I think everyone of us has the to raise awareness

0:02:56 > 0:02:59amongst the public, get involved in the consultation. Have a real

0:02:59 > 0:03:04debate. What we need to do is ensure that people are willing to donate

0:03:04 > 0:03:14their organs so we can save more lives.There are a significant

0:03:14 > 0:03:20number of people who are on the register. Many people die a day

0:03:20 > 0:03:25because "Correct organs. Is she aware of a particularly where were

0:03:30 > 0:03:34to join the register than others? Is anywhere they could be encouraged to

0:04:00 > 0:04:03with the black and Asian communities to discuss how we can communicate to

0:04:03 > 0:04:08get the right messages through the right messages to encourages people

0:04:08 > 0:04:12to join the register.I thank her for her response. I fully support

0:04:12 > 0:04:19the opt out organ donation, as I believe it will increase the

0:04:19 > 0:04:22donation pool. But could the Minister outlined further the most

0:04:22 > 0:04:25recent statistics on the Welsh Department of Health should increase

0:04:25 > 0:04:29in provision of organs due to presumed consent? As it's been a

0:04:29 > 0:04:37success so far?I thank him for his support. I agree with him that the

0:04:37 > 0:04:41figures from Wales are actually a very early stage but I think we are

0:04:41 > 0:04:45looking at the system we're planning on introducing, it is very common

0:04:45 > 0:04:48with the one that currently exists in Spain, it is the issue not so

0:04:48 > 0:04:52much whether the register is moving forward to opt out, it is all the

0:04:52 > 0:04:55wraparound care that goes with that, the specialist nurses that speak

0:04:55 > 0:05:00with relatives when they are going through the com of losing a loved

0:05:00 > 0:05:05one, plus the public debate that raises awareness. -- going through

0:05:05 > 0:05:13the trauma. That is what will lead to more organs.Number two. The oh

0:05:51 > 0:05:54awareness of that infection is incredibly low and I wonder if he

0:05:54 > 0:06:05would meet with me and GPS test to discuss how get this to the earliest

0:06:05 > 0:06:08possible stage.I know this is a subject she cares about quickly. I

0:06:08 > 0:06:11would be happy to meet with her and bring together the people I work

0:06:11 > 0:06:15with so we can see how we can make the best of this leaflet and make

0:06:15 > 0:06:17sure it is the best Christmas present and the most important one

0:06:17 > 0:06:23as well.Thank you. I welcome the Government's focus on reducing

0:06:23 > 0:06:29stillbirths and the maternity safety strategy, and absolutely this

0:06:29 > 0:06:31particular focus on group streptococcus beat. Can the Minister

0:06:31 > 0:06:35outlined how he is working locally with hospitals like surfactant to

0:06:35 > 0:06:43make sure they are aware of this new focus? -- like Southampton.

0:06:43 > 0:06:47Public-health health England, which is one of the most effective bodies

0:06:47 > 0:06:49who work within government, will be working with Commissioners and

0:06:49 > 0:06:52trusts across our country to make sure that this new information is

0:06:52 > 0:06:57out there with the -- ragged mothers and the numbers of Parliament have

0:06:57 > 0:07:02an important role to play in that bottle -- pregnant. I know she will

0:07:02 > 0:07:09play her part in that as well. Number three.General practice

0:07:09 > 0:07:11remains under sustained pressure, which is why we remain committed to

0:07:11 > 0:07:15increasing the number of doctors working in general practice by 5000.

0:07:15 > 0:07:21However challenging that might be. Does he not think it is unfortunate

0:07:21 > 0:07:26that at a time when GP services are being sustained, local hospital

0:07:26 > 0:07:30services in some areas are being reduced? Does he share my concern

0:07:30 > 0:07:35that some NHS Trust managers and clinical commissioning groups seem

0:07:35 > 0:07:40hell-bent on removing valued local services from our smaller hospitals,

0:07:40 > 0:07:47such as at Driffield and Bridlington?He has talked

0:07:47 > 0:07:50extensively about this in private and I fully understand his concerns.

0:07:50 > 0:07:55I would say that the Government is increasing funding to the NHS, and

0:07:55 > 0:08:00that involves extra money going both for out of hospital services like

0:08:00 > 0:08:04general practice and for hospital services, and we expect all areas of

0:08:04 > 0:08:10the country to find sensible ways for those sectors to work together.

0:08:10 > 0:08:14I refer members to my register of interest. As the Secretary of State

0:08:14 > 0:08:20has seen the recent Royal College of GPs report, looking at how to

0:08:20 > 0:08:23inspire a career career in general practice whiz-mac will he consider

0:08:23 > 0:08:29the recommendations to help better support GP and medical student

0:08:29 > 0:08:35placements in general practice?I will absolutely consider the very

0:08:35 > 0:08:39sensible recommendations in the report. People like him and indeed

0:08:39 > 0:08:45on our side of the House, people who have been GPs do a fantastic job in

0:08:45 > 0:08:47flying the flag for general practice. I think we are making some

0:08:47 > 0:08:53progress. 3157 medical school students have gone into general

0:08:53 > 0:08:56practice as a specialty, which is the highest ever, but there is lots

0:08:56 > 0:09:02more work to do.I would very much welcome the additional funding that

0:09:02 > 0:09:07this Government has put into the NHS, but constituents tell me that

0:09:07 > 0:09:11they can better manage chronic conditions and illnesses if they

0:09:11 > 0:09:16have consistent care from general practitioners, something they find

0:09:16 > 0:09:20very difficult to access in some surgeries in my constituency.

0:09:20 > 0:09:24Because of problems with recruitment and retention. What is he doing with

0:09:24 > 0:09:30his team to make sure we can lessen that problem?I totally agree, I

0:09:30 > 0:09:34think one of the best things about the NHS is having a GP who knows you

0:09:34 > 0:09:38and your family, and I think there is a lot of evidence that it is the

0:09:38 > 0:09:42best way to manage people with long-term conditions, as she rightly

0:09:42 > 0:09:47says. The truth is that for a very long time, governments on both sides

0:09:47 > 0:09:51have not invested as much as we should in general practice. We are

0:09:51 > 0:09:56trying to put that right. Part of that is actually flying the flag for

0:09:56 > 0:10:00what an exciting career it is. It is the one part of medicine where you

0:10:00 > 0:10:03have an ongoing relationship with patients and their families over

0:10:03 > 0:10:07their whole lives, and that is something that is very motivating.

0:10:07 > 0:10:12Thank you. The capacity and availability of at least one of the

0:10:12 > 0:10:16GP surgeries in my constituency are both profoundly affected by their

0:10:16 > 0:10:19relationships with NHS property services, with incomplete

0:10:19 > 0:10:23maintenance jobs and vastly increased rent being a problem. Will

0:10:23 > 0:10:26the Secretary of State meet with me and that practice manager to discuss

0:10:26 > 0:10:31this?

0:10:31 > 0:10:34The idea understand the concerns that she raises and who have been

0:10:34 > 0:10:42raised by a number of members. There are historic issues about the

0:10:42 > 0:10:46numbers of rent charges which are not fear when you look at the

0:10:46 > 0:10:50variation of what is charged to GP practices across the country. I will

0:10:50 > 0:11:00look into those issues.The NHS has lost 1300 full-time GP equivalents

0:11:00 > 0:11:04in the last three years and 200 partners in the same period. Given

0:11:04 > 0:11:10that 20% of the GP workforce is aged over 60, it is clear there is a

0:11:10 > 0:11:15retirement time looming. What steps does the Secretary of State intend

0:11:15 > 0:11:21to take to address the looming crisis. Patients are waiting longer

0:11:21 > 0:11:26than ever free surgery appointment. I would respectfully say I think the

0:11:26 > 0:11:30figures she has pointed out that would actually take account of local

0:11:30 > 0:11:34doctors, but there is nonetheless a very big problem, and she is right

0:11:34 > 0:11:39to draw that to the attention of the house. First of all, we need to

0:11:39 > 0:11:44encourage more medical school graduates to go into that as a

0:11:44 > 0:11:48specialty and our objective is that half of all medical school graduates

0:11:48 > 0:11:53should choose general practice as their specialty. We are making good

0:11:53 > 0:11:56progress, but retention is also extremely important, and that's why

0:11:56 > 0:12:00we are putting in place a number of programmes that will make it easier

0:12:00 > 0:12:04for GPs who want to work a limited period of time to work flexibly and

0:12:04 > 0:12:08make it easier for people who have family responsibilities to

0:12:08 > 0:12:18potentially work from home.

0:12:19 > 0:12:22We had productive discussions with the Chancellor of the Exchequer head

0:12:22 > 0:12:27of the Budget which led to a £2.8 billion increase in NHS revenue

0:12:27 > 0:12:31funding and a three Eddie Howe billion pounds increase in capital

0:12:31 > 0:12:38funding.Given that the NHS trusts in England are facing an

0:12:38 > 0:12:43accumulative shortfall of over £1 billion and still one in six

0:12:43 > 0:12:46patients attending A & E will wait for over 4-mac Iris to be treated,

0:12:46 > 0:12:52what will be Secretary of State be telling managers to focus on this

0:12:52 > 0:12:58winter?I am bemused to hear that question from the honourable

0:12:58 > 0:13:04gentleman given that over the last 4-mac years, NHS funding in England

0:13:04 > 0:13:09has increased by 10%. In Scotland, it has only increased by 5%.

0:13:09 > 0:13:14Scotland has now got the longest waiting times on record for elective

0:13:14 > 0:13:18surgery. What are we saying to NHS managers? We are seeing we

0:13:18 > 0:13:22understand how tough it is. You and your team's are doing a brilliant

0:13:22 > 0:13:27job and we want to do everything we can to support you through what will

0:13:27 > 0:13:31be a challenging winter.Can I congratulate my Right Honourable

0:13:31 > 0:13:35Friend on securing the extra funding and making sure that it spent

0:13:35 > 0:13:40effectively in his Department, and does he agree with me that one

0:13:40 > 0:13:44important thing to think about at this time of year is winter

0:13:44 > 0:13:49pressures? In an area like mine, it is important that there should be

0:13:49 > 0:13:52some extra funding at the hospital at this time of year, and is he able

0:13:52 > 0:13:58to say anything about that today in respect of the Lister Hospital in

0:13:58 > 0:14:02Hertfordshire?In the spirit of Christmas, I am a happy to tell my

0:14:02 > 0:14:06Right Honourable Friend that the Lister Hospital received an extra

0:14:06 > 0:14:11£2.5 billion to help with the winter pressures as the result of the

0:14:11 > 0:14:21Chancellor 's budget announcement. -- £2.5 million.The patient in

0:14:21 > 0:14:28Exeter waiting over a year for vital surgery, can he explain the

0:14:28 > 0:14:30contradictory statements of the traveller who said at the time of

0:14:30 > 0:14:35the Budget that he expected significant inroads to be made into

0:14:35 > 0:14:38growing waiting time lists and the secret of the NHS boards who met the

0:14:38 > 0:14:41following week when they said NHS waiting times centres will not be

0:14:41 > 0:14:48fully funded or met next year?I've been waiting for him to issue that

0:14:48 > 0:14:55press release welcoming the £1.4 million of extra funding that you

0:14:55 > 0:14:58Royal Devon of Exeter got in the Chancellor APPLAUSE

0:14:58 > 0:15:01Budget, but for some extraordinary reason it hasn't been forthcoming.

0:15:01 > 0:15:07Let me tell right honourable gentleman that the NHS... This was

0:15:07 > 0:15:11something many people commented on, got a lot more money than it was

0:15:11 > 0:15:15expecting in the winter announcement and money that will, to answer his

0:15:15 > 0:15:19question, make a big difference in helping the NHS get back to meeting

0:15:19 > 0:15:28its constitutional waiting time targets.First of all, can I welcome

0:15:28 > 0:15:31the winter allocation for the hospitals in my area, which was very

0:15:31 > 0:15:40welcome. Given the improvements in my hospital area theory, which the

0:15:40 > 0:15:46Minister agree that leadership is as important as funding?He is

0:15:46 > 0:15:51absolutely right to say that. Both matter. You need to have the right

0:15:51 > 0:15:56level of funding, but one of the highlights for me this year was

0:15:56 > 0:15:59visiting his local trust in Carlisle and the new tours will

0:15:59 > 0:16:02transformation in readership. This was one of the most troubled trusts

0:16:02 > 0:16:08in the NHS. Thanks to the dedication of everyone working there, they have

0:16:08 > 0:16:15turned things around.The Scottish Government already pays nurses and

0:16:15 > 0:16:19the resistance the highest rates in the UK, has maintained the nursing

0:16:19 > 0:16:24bursary and has now committed to a 3% pay rise for those earning

0:16:24 > 0:16:27£30,000 or less. Does the Secretary of State recognised that his failure

0:16:27 > 0:16:31to similarly value NHS staff in England is one of the reasons

0:16:31 > 0:16:35nursing vacancy rates is more than double that of Scotland?What I

0:16:35 > 0:16:40recognise is that life expectancy continues to rise in England, but

0:16:40 > 0:16:45has ground to a halt in Scotland. One of the reasons for that is

0:16:45 > 0:16:47because his party has consistently not taking the extra resources it

0:16:47 > 0:16:55could and put them into the NHS and Member other priorities.At the last

0:16:55 > 0:16:58health questions, the Health Secretary said that funding the new

0:16:58 > 0:17:00Chancellor to remove the pay gap would be based on productivity

0:17:00 > 0:17:06improvements. Could he therefore it collaborate on what productivity

0:17:06 > 0:17:09improvements are expected and when will NHS England staff get a pay

0:17:09 > 0:17:19rise they deserve? Deserve?We are having discussions about

0:17:19 > 0:17:25productivity. We are looking at allsorts of things including the

0:17:25 > 0:17:30weight increments are some works and I am very hopeful that we'll have a

0:17:30 > 0:17:35modern contract fit for the future for gender for a change staff and

0:17:35 > 0:17:39something that allows us to go beyond the 1% as the Chancellor has

0:17:39 > 0:17:45authorised me to do.It is not just don't funding. These editors state

0:17:45 > 0:17:49recently wrote to East Sussex health trust to recognise the fact that the

0:17:49 > 0:17:53A & E Department of the most improved the last six months. When I

0:17:53 > 0:17:57spoke to be chief executive, his point was that management focus

0:17:57 > 0:18:00around target and delivery was the reason why that can read have

0:18:00 > 0:18:10occurred.-- was the reason why that change occurred. I met with him last

0:18:10 > 0:18:14week and was able to congratulate him on a number of changes. He will

0:18:14 > 0:18:20be pleased that we have been able to find 1.9 million more. He is right.

0:18:27 > 0:18:32quality of leadership makes a critical difference in turning round

0:18:32 > 0:18:38hospitals and making them the best in the world.In the last few weeks,

0:18:38 > 0:18:46Simon Stephens and another number of others told the Government the NHS

0:18:46 > 0:18:52does not have the funding it needs. It is blatantly obvious that with

0:18:52 > 0:18:55performance, treatment is rationed and staff demoralised after seven

0:18:55 > 0:19:02years are paid restriction that funding is not sufficient. Even

0:19:02 > 0:19:06though the Secretary of State has a new-found enthusiasm for 280

0:19:06 > 0:19:10character statements, I am asking for him today is one word. If the

0:19:10 > 0:19:15NHS getting the funding it says it needs, yes or no?

0:19:15 > 0:19:23CHEERING Is the happy with...Order, order.

0:19:23 > 0:19:30We must observe the terms of the debate. Don't play games with the

0:19:30 > 0:19:34traditional and established procedures of this House. Please,

0:19:34 > 0:19:38Secretary of State, you can do better than that.Mr Speaker, yes, I

0:19:38 > 0:19:44am delighted that his local hospital got £2.8 million in the Budget and I

0:19:44 > 0:19:49am disappointed he didn't feel able to issue a press release to his

0:19:49 > 0:19:53local press. The difference between me and him, and I much enjoyed

0:19:53 > 0:19:58debating with him over the years, is that we both want to find extra

0:19:58 > 0:20:03money for the NHS. He would do it by hiking corporation tax that would

0:20:03 > 0:20:07destroy jobs on this side of the house. We want to create jobs and

0:20:07 > 0:20:15that's what wording. -- that is what we are doing.With your permission,

0:20:15 > 0:20:19Mr Speaker, I will also answer questions than. Councils in England

0:20:19 > 0:20:24will receive an additional £2 billion for social care of the next

0:20:24 > 0:20:28three years as announced in March 2000 and 17. The Government have

0:20:28 > 0:20:33given councils access to up to a lot more money for social care over the

0:20:33 > 0:20:37next two years as a result of measures introduced. Overall

0:20:37 > 0:20:40councils are able to increase spending on adult social care in

0:20:40 > 0:20:48real terms in each of the next three years.Last week's health survey for

0:20:48 > 0:20:52England, prove that all the people in deprived areas like my own

0:20:52 > 0:20:56constituency are twice as likely to have unmet social care needs and the

0:20:56 > 0:20:59NHS is left picking up the pieces. When will this Government stop

0:20:59 > 0:21:05passing the buck and bring forward concrete plans on proper investment

0:21:05 > 0:21:12and reform to end the national scandal that is our care system?IC

0:21:12 > 0:21:17to the honourable gentleman, the entitlement to care is completely on

0:21:17 > 0:21:21the carer. If needs are not being met, there is a statutory obligation

0:21:21 > 0:21:29that can be enforced. With regards to long-term solutions, we have put

0:21:29 > 0:21:33additional money aside to sort out short term pressures, but we need to

0:21:33 > 0:21:37have a long-term and most sustainable deal and that is why we

0:21:37 > 0:21:40are bringing forward a paper next year and I hope you will participate

0:21:40 > 0:21:49in that debate.Following the four seasons temporary reprieve from

0:21:49 > 0:21:53Administration, what plans are in place to help councils deliver their

0:21:53 > 0:22:00statutory care duties in the event of this major providers feel the?I

0:22:00 > 0:22:04am grateful to the honourable gentleman for raising the best with

0:22:04 > 0:22:11me today, because I hope to reassure the house and there is no immediate

0:22:11 > 0:22:15threat to the continuity of care. Myself and my officials are keeping

0:22:37 > 0:22:40Given that health and social care are intrinsically linked, does the

0:22:40 > 0:22:44Minister agree with me that now is the time to put health and social

0:22:44 > 0:22:53care under one roof in a combined Department?I say to my honourable

0:22:53 > 0:23:00friend, I have always thought that that was the enemy of good public

0:23:00 > 0:23:05policy, is of the more that we can integrate policy-making across

0:23:05 > 0:23:10Government tends to lead to better outcomes. I can assure her that I

0:23:10 > 0:23:14have regular conversations with the local government and departments as

0:23:14 > 0:23:16we approach the long-term funding pressures and we will be very much

0:23:16 > 0:23:25working in tandem.Thank you, Mr Speaker. Not only did the recent

0:23:25 > 0:23:30health survey show that needs, unmet needs were most concentrated amongst

0:23:30 > 0:23:35people who were the most deprived, it also showed that 2.3 million

0:23:35 > 0:23:42older people aged 65 and over now have unmet Kearney 's. 2.3 million.

0:23:42 > 0:23:48-- unmet carer needs. Nobody has said anything about closing the

0:23:48 > 0:23:51funding gap for social care. Given that the green paper is only

0:23:51 > 0:23:57scheduled for next summer, what is the Health Secretary doing about the

0:23:57 > 0:24:00crisis in funding social care and meeting staggering levels of unmet

0:24:00 > 0:24:07need?The honourable lady will be aware that immediately following

0:24:07 > 0:24:12these questions, we will be having a statement from the Secretary of

0:24:12 > 0:24:19State on funding. Remind her again, we have made a additional 9.5

0:24:19 > 0:24:23million available over the last three years. The long term

0:24:23 > 0:24:26sustainability will be addressed by reform and that is why we are

0:24:26 > 0:24:30bringing forward the green paper. As to the figures regarding unmet

0:24:30 > 0:24:35needs, I do not recognise them. The entitlement to care is enshrined in

0:24:35 > 0:24:42the care Act and those rights are protected.Number six.The Minister

0:24:42 > 0:24:49of State.With your permission, I will take the questions together.

0:24:49 > 0:24:57The autumn budget committed backing the NHS about 2019 2020 it would

0:24:57 > 0:25:04have received funding including the £237 million and 3.5 billion of new

0:36:20 > 0:36:25ensure that no child in this country ever experiences malnutrition?Of

0:36:25 > 0:36:31course we want no child in England, in our country to expense

0:36:31 > 0:36:35malnutrition. I mentioned the breakfast clubs and the nutrition

0:36:35 > 0:36:38scheme, healthy start is an excellent programme, which

0:36:38 > 0:36:41encourages a healthy diet to hundreds of thousands of families

0:36:41 > 0:36:45and children. It is exactly that which is helping us tackle this

0:36:45 > 0:36:58issue.The recently announced life sciences sector deal draws in

0:36:58 > 0:37:01significant investment into the sector from across the world,

0:37:01 > 0:37:04ensuring the next wave of breakthrough treatments, innovative

0:37:04 > 0:37:07research and the technologies and highly skilled jobs are created

0:37:07 > 0:37:13right here in Great Britain.I thank the Minister for that answer but in

0:37:13 > 0:37:16Scotland today there are over 600 life sciences organisations employ

0:37:16 > 0:37:21more than 30,000 people, which makes Scotland one of the largest life

0:37:21 > 0:37:25sciences clusters in Europe. But could the Minister give the House

0:37:25 > 0:37:29some more detail on the sector and industry investments, which could

0:37:29 > 0:37:32give even more strength to this world leading industry across the

0:37:32 > 0:37:38UK?The sector's commercial activity, it is very broadly spread

0:37:38 > 0:37:43across the whole of the UK, which I know is his concern. There are a

0:37:43 > 0:37:49number of strong emerging life sciences clusters. Manchester,

0:37:49 > 0:37:53Leeds, Sheffield, Glasgow, south Wales and the South East. A very

0:37:53 > 0:37:57broad spread.Medical research charities play a key role in

0:37:57 > 0:38:02developing new medical treatment. The charity research support fund,

0:38:26 > 0:38:32of industrial strategy funding for early diagnosis, including building

0:39:34 > 0:39:40pledge to transform mental health services will not be met? Well, does

0:39:40 > 0:39:44-- as he knows, we have published a strategy to deliver exactly the

0:39:44 > 0:39:48commitment the Prime Minister has made. I can report we have had a

0:39:48 > 0:39:56significant increase in the workforce. There has been a 47%

0:39:56 > 0:40:04increase. If I talk about psychiatry consultants, we are up from 4026,

0:40:04 > 0:40:12two 4292. Community psychiatric nurses are up from 50,500, to 16,600

0:40:12 > 0:40:1858. So, we are delivering the workforce to deliver on diagnosis

0:40:18 > 0:40:22commitments and I think the most important thing is rather than trade

0:40:22 > 0:40:31numbers, let us look at improving patient care.In psychiatric

0:40:31 > 0:40:35conditions, they are unlikely to routinely encounter that. How can we

0:40:35 > 0:40:43make better use of GPs in mental health?As he identifies, the key to

0:40:43 > 0:40:49this is training, but it is also essential, the ability for GPs to

0:40:49 > 0:40:52signpost people to appropriate other treatments and therapies, and that

0:40:52 > 0:40:57is exactly why we are investing in specialist care.

0:40:57 > 0:41:01If if we are talking about concerned professionals and outcomes, can we

0:41:01 > 0:41:08add headteachers and teachers? In my area, one has written to me about a

0:41:28 > 0:41:34lady raises the question that we are trying to raise in the green paper.

0:41:34 > 0:41:38We are making sure we will be treated more than 70,000 more

0:41:38 > 0:41:42children with mental health issues that need to be addressed, but I

0:41:42 > 0:41:45will be quite honest, this is not where I want to be, which is that

0:41:45 > 0:41:48the way this Government has made it a priority and we will deliver by

0:41:48 > 0:41:592020.The Budget announced an extra £237 million to help NHS Trust deal

0:41:59 > 0:42:05with the pressures of winter.I am very grateful to be secretary of

0:42:05 > 0:42:11state for that answer and I welcome the additional 2.6 million for my

0:42:11 > 0:42:16hospital. The care centre is a vital service that helps to relieve

0:42:16 > 0:42:19pressure on Kettering General A & E always around. What role in

0:42:49 > 0:42:55a hospital.One of the causes of pressure in my part of London is the

0:42:55 > 0:43:01impending closure threat which is still Bert to King George Hospital A

0:44:02 > 0:44:09its own right.My constituent Justin Bartholomew, just a young man of 25

0:44:09 > 0:44:14recently omitted suicide by hanging himself. His family are convinced

0:44:14 > 0:44:20that the high energy drinks he was taking, over £25 a day, increased

0:44:20 > 0:44:29his anxiety. What assessment is the Department taking to look at the

0:44:29 > 0:44:32safety of these drinks?I thank my honourable friend for sharing this

0:44:32 > 0:44:37very moving case. We have no evidence that such drinks cause that

0:44:37 > 0:44:44at this stage, but we do know that stimulants whether it is alcohol or

0:44:44 > 0:44:46caffeine do have consequences which can affect pupils mental-health.

0:46:16 > 0:46:20good enough and of course the pressures can get even worse on them
