0:00:36 > 0:00:40She was passionate about helping others and through her work has

0:00:40 > 0:00:44improved the lives of some of the most logical ice people in the

0:00:44 > 0:00:50world. Her family have set up a charitable fund in her name to

0:00:50 > 0:00:53advance some of the causes that you get so deeply about. My department

0:00:53 > 0:01:03is providing support. -- the causes that she cared so do deeply about.

0:01:03 > 0:01:06I'm sure I speak for the whole House when I say that our thoughts and

0:01:06 > 0:01:12prayers are with her family at this time. The UK continues to lead

0:01:12 > 0:01:15efforts to strengthen international tax transparency. If supports

0:01:15 > 0:01:21developing countries, to benefit from and influence new international

0:01:21 > 0:01:29standards which help to tackle tax avoidance and evasion.Mr Speaker,

0:01:29 > 0:01:32Lesotho has severely underfunded public services partly due to high

0:01:32 > 0:01:39levels of HIV and AIDS but we have just concluded a tax treaty with

0:01:39 > 0:01:47this every which limits its ability to levy taxes. Is this an consistent

0:01:47 > 0:01:51with promoting international development?

0:01:51 > 0:01:55One of the things I've done this week is set up a new team to help

0:01:55 > 0:01:57countries that we are seeking to develop and that are transitioning

0:01:57 > 0:02:02out of poverty improved tax collection systems and set up public

0:02:02 > 0:02:08services. This is what we focus on as well as alleviating people in

0:02:08 > 0:02:11crisis and its property. I would be happy to drop further about this

0:02:18 > 0:02:23Do you agree that aggressive tax avoidance including tax havens can

0:03:50 > 0:03:58modern slavery is a top UK priority. We are habitable Libyan capacity to

0:03:58 > 0:04:01tackle this crime and providing humanitarian aid and production for

0:04:01 > 0:04:06migrants and refugees, not just here but on the whole foot travelling to

0:04:06 > 0:04:14Libya. Last year, we supported interventions for migrants and

0:04:14 > 0:04:18refugees in Libya. Over 2000 people signed a petition

0:04:18 > 0:04:21that was debated last month, the issue is of great concern to all.

0:04:21 > 0:04:28What update can we have on this planet, agreed by African union and

0:04:28 > 0:04:34EU countries at the end of November, and how many migrants have been

0:04:34 > 0:04:39repatriated? -- on this plan. I asked the organiser of the

0:04:39 > 0:04:44position after the debate, I asked to come to the office to see me and

0:04:44 > 0:04:48we had a meeting last week with herself and one of the supporters of

0:04:48 > 0:04:52the petition. It gave a transfer my officials to talk with about the

0:04:52 > 0:04:57huge interest and concern that the petition demonstrated. In short,

0:04:57 > 0:05:02this is a matter that worries as considerably. Work is going on

0:05:02 > 0:05:06across Government in relation to the criminal aspects of the slave

0:05:06 > 0:05:11auctions but I was able to outline what we are doing to build capacity

0:06:07 > 0:06:12Thank you, Mr Speaker, I've repeatedly raised in this chamber of

0:06:12 > 0:06:21the abuse endured by migrants in the camps in Libya. Sexual violence

0:06:21 > 0:06:25against women, girls and men. Can you now confirmed that Libya has now

0:06:25 > 0:06:30been designated a euchre preventing sexual violence initiative probity

0:06:30 > 0:06:39country? -- a UK preventing sexual violence.I frankly -- I thank you

0:06:56 > 0:07:07Mr Speaker, we -- would you commended the work of the Church to

0:07:07 > 0:07:10help us to identify victims more easily? All too often they are

0:07:10 > 0:07:15invisible to us. My right honourable friend is right.

0:07:15 > 0:07:21Modern slavery is a very key part of the pie Mr's agenda. £150 million

0:07:21 > 0:07:32has been allotted to this. -- port of the Prime Minister's agenda.

0:07:32 > 0:07:37Thank you, Mr Speaker. May I join the secretary of state in paying

0:07:37 > 0:07:40tribute to Rebecca diets. Our thoughts are with her family,

0:07:40 > 0:07:44friends and colleagues during this very difficult time. May I

0:07:44 > 0:07:49congratulate the new Minister for Africa on her appointment. I'd like

0:07:49 > 0:07:55to thank the Minister for his answer. But the truth is that we

0:07:55 > 0:08:00must do much more. This is not modern slavery, it is just slavery,

0:08:00 > 0:08:04pure and simple. Alive and flourishing in the 21st century. It

0:08:04 > 0:08:10is racist and it is a stain on personality. The African union say

0:08:10 > 0:08:16there are hundreds of thousands at risk. Repatriating a feud thousand

0:08:16 > 0:08:20will never be enough. Can I ask the Secretary of State to address the

0:08:20 > 0:08:26root causes and will she re-examine the UK and Europe's all migration

0:08:26 > 0:08:32policy in the Mediterranean and across Africa? -- Europe's own

0:08:32 > 0:08:41migration policy. Can I thank you for your comments on Rebecca Dykes.

0:08:41 > 0:08:45I am grateful for these comments and it spoke for all of us. The

0:08:45 > 0:08:48honourable that is right to keep the attention focused on slavery but I

0:08:48 > 0:08:51want to do as much as I can to reassure her that we have this very

0:08:51 > 0:08:55much in focus, although there is more to be done. A closer connection

0:08:55 > 0:09:00between the EU, the UN and the African union. We are working with

0:09:00 > 0:09:05international partners in relation to the whole of the road. We are

0:09:05 > 0:09:07also working specifically in relation to Libya on the criminal

0:09:07 > 0:09:12aspects of this. It is complex, Libya is a difficult stage work in

0:09:12 > 0:09:16and it is a £150 billion communal operation moving people around and

0:09:16 > 0:09:23putting them to slavery. We will continue to do as much as possible.

0:09:31 > 0:09:34Thank you, Mr Speaker.Small charities are vital to the UK's

0:09:34 > 0:09:38funding for international developer. Last July, a small charity boss Mike

0:09:38 > 0:09:44Allen fund was launched to support the work of small charities in

0:09:44 > 0:09:49development. The funding will allow these organisations to increase the

0:09:49 > 0:09:51root of the work. The Scottish Borders make a

0:09:51 > 0:09:57significant contribution to the overseas aid effort. Local

0:09:57 > 0:10:03grassroots organisations can play a crucial role in some of the world's

0:10:03 > 0:10:11tourist countries. Applying for funding is often difficult. --

0:10:11 > 0:10:15poorest countries. Can you reassure me that the Department is doing all

0:10:15 > 0:10:20it can to promote these funds and make applying for funds as easy as

0:10:20 > 0:10:22possible? Can I thank the honourable gentleman

0:10:22 > 0:10:28for his excellent question and agree with him that we do need and have

0:10:28 > 0:10:31tried to make this process as simple as to mind as possible. We

0:10:31 > 0:10:36publicised it with a range of different regional offence and

0:10:36 > 0:10:41written to every single member of Parliament in this place because, of

0:10:41 > 0:10:46course, excellent local MPs like himself or able to publicise these

0:10:46 > 0:10:49opportunities to the great grassroots charities. -- himself are

0:12:17 > 0:12:22themselves of the fund until she actively promote the fund to them?

0:12:27 > 0:12:30smaller than 257, provided they are working in one of the 50 biggest

0:12:30 > 0:12:34countries in the world, which the fund is aimed. The larger they can

0:12:34 > 0:12:43apply for other sources funding.The Secretary of State may talk about

0:12:43 > 0:12:47the 4 million small charities challenge fund but the truth is that

0:12:47 > 0:12:50this government is failing to national charities and the people

0:12:50 > 0:12:55they serve. Civil Society funding squeeze, the flexible funding

0:12:55 > 0:12:59scrapped and the rights to speak out restricted under the Draconian

0:12:59 > 0:13:02lobbying acts so what planet the Secretary of State have the time it

0:13:02 > 0:13:10around?Can I congratulate the honourable lady on her appointment?

0:13:10 > 0:13:15And say how much we look forward to working with her. We are proud of

0:13:15 > 0:13:20the track record we have in terms of 0.7%, indeed my right honourable

0:13:20 > 0:13:28friend will be announcing her strategic priority shortly.With

0:13:28 > 0:13:34permission, I will add to questions for and nine together, briefly. The

0:13:34 > 0:13:38UK Government consistently calls on the Israeli government to ease

0:13:38 > 0:13:43movement and access restrictions in the all BT is, since 2011 rehab and

0:15:20 > 0:15:27that.What action is my honourable friend taking to ensure that the

0:15:27 > 0:15:33funds given to the Palestinian Authority and two Israeli NGOs are

0:15:33 > 0:15:37used to promote peace in the area so we can see peaceful coexistence

0:15:37 > 0:15:41between Israel and the state of Palestine?My honourable friend

0:15:41 > 0:15:45raises an aborted point, we have allocated £3 million to coexistence

0:15:45 > 0:15:49projects so that those from the Palestinian community and the

0:15:49 > 0:15:51Israelis can work more effectively together, one of the problems in

0:15:51 > 0:15:55recent years has been a growing divide between communities, we want

0:15:55 > 0:15:58to find products that will try and break down barriers rather than

0:15:58 > 0:16:06erect them.Will the government opposes President Trump's latest

0:16:06 > 0:16:11threat to withdraw funding from the UN Works agency and will the

0:16:11 > 0:16:14government attend a conference between the Norwegian government and

0:16:14 > 0:16:18EU of donor countries to discuss the eminent crisis that would result?

0:16:18 > 0:16:23Yato to the second question is yes I hope to attend the conference

0:16:23 > 0:16:27myself, and secondly as I answered the honourable gentleman, it is a

0:16:27 > 0:16:30decision for the United States. We are concerned about the impact but

0:16:30 > 0:16:39our support will continue.The US President's said this week to

0:16:39 > 0:16:43withdraw tens of millions of dollars to the UN relief and Works agency

0:16:43 > 0:16:47for Palestinian refugees is an act of cruelty towards some of the

0:16:47 > 0:16:51poorest and most disadvantaged people in the world. It attacks the

0:16:51 > 0:16:54long-established principle that development and aid cannot wait a

0:16:54 > 0:17:01peace deal. What is the Minister doing to of the UN and our European

0:17:01 > 0:17:07counterparts to maintain vital humanitarian work in the region?

0:17:07 > 0:17:10Outlook on the honourable gentleman to his position? We look forward to

0:19:08 > 0:19:14Manichaean crisis in Yemen.The Unicef report highlights the

0:19:14 > 0:19:17appalling impact on children of the conflict in Yemen. I ask the

0:19:17 > 0:19:22Minister to examine the proposal from War child that at least 1% of

0:19:22 > 0:19:25humanitarian funding should be devoted to mental health and

0:19:25 > 0:19:32psychosocial support.I would be very happy to see that, I have not

0:21:16 > 0:21:20conflict helps to bring a lasting peace and safer more prosperous

0:21:20 > 0:21:27world. This is good for both developing countries and the UK.Mr

0:21:27 > 0:21:31Speaker we obviously worked very closely with our EU partners in the

0:21:31 > 0:21:34delivery of international aid, as the Secretary of State makes pants

0:22:22 > 0:22:27named after terrorists who have murdered Israelis and even silly

0:22:27 > 0:22:34named after Nasser collaborator is? As the house knows we constantly

0:22:34 > 0:22:37challenge the Palestinian Authority in relation to anything that might

0:22:37 > 0:22:42encourage or glorify violence. I can assure the house that we make sure

0:22:42 > 0:22:45that there are no payments made to those who have those connections and

0:22:45 > 0:22:51we do all we can to encourage the authority to understand that the

0:22:51 > 0:22:53naming of places after those who have been involved in terrorism does

0:22:53 > 0:23:00not contribute to the peace process. Della oh could I ask the Secretary

0:23:00 > 0:23:05of State if you will conduct an independent review of independent

0:23:05 > 0:23:10aid delivery method in Iraq? There are reports that UK aid is not

0:23:22 > 0:23:25department to make sure that some of the challenges that come in on
