0:00:29 > 0:00:33in Leicester. Five people are confirmed to have died in an

0:00:33 > 0:00:39explosion at a shop last night. Five others remain in hospital, one with

0:00:39 > 0:00:45serious injuries. My thanks to the fire crews to continue to search for

0:00:45 > 0:00:49survivors and hospital staff who are working tirelessly to save lives. I

0:00:49 > 0:00:53speak on the half of one of us when our thoughts are with the family and

0:00:53 > 0:00:58friends of those who have died and injured. Domestic violence is a

0:00:58 > 0:01:05devastating crime that shatters the lives of victims and families. This

0:01:05 > 0:01:09Government has introduced a new offence of chorus of and controlling

0:01:09 > 0:01:13behaviour and new tools to tackle domestic violence and committed £100

0:01:13 > 0:01:21million to support victims.Across greater Manchester domestic violence

0:01:21 > 0:01:27offences rose about over 20% last year. My constituents identified as

0:01:27 > 0:01:32a particular hotspot by the police. Local authorities and support groups

0:01:32 > 0:01:36are working flat out to ensure families are supported and

0:01:36 > 0:01:40prosecutions take place with significant Government cuts to the

0:01:40 > 0:01:45services, what steps will she take to ensure the forthcoming

0:01:45 > 0:01:47legislation will adequately resourced public services so that

0:01:47 > 0:01:54they are equipped to deal with the rise in domestic violence?I agree

0:01:54 > 0:01:57with her that tackling domestic violence and abuse is a priority and

0:01:57 > 0:02:02it always will be for this Government. Which is why we are

0:02:02 > 0:02:04bringing forward the domestic violence and abuse bill. There will

0:02:04 > 0:02:08be a consultation fast and I hope she will participate in that. We

0:02:08 > 0:02:13have seen an increase in reporting and it seems counterintuitive but it

0:02:13 > 0:02:17is right to welcome but because it's just shows that police are taking it

0:02:17 > 0:02:23more seriously which is exactly what we want.The Southerner domestic

0:02:23 > 0:02:28abuse service does great work tackling domestic violence in

0:02:28 > 0:02:35southern Hampshire. Regional charities do great work and are they

0:02:35 > 0:02:40back the fundraising campaign to build woman's venues.I joined him

0:02:40 > 0:02:45in congratulating southern Hampshire and taking action to protect women

0:02:45 > 0:02:50and raise funds for refugees. Quite often this is an area that needs the

0:02:50 > 0:02:54support of local charities and the councils and local activists making

0:02:54 > 0:03:01sure that the women and the community are kept safe.To domestic

0:03:01 > 0:03:05violence victims in my constituency came to see meat you asked me to

0:03:05 > 0:03:09support this petition to ask the Government to do more to tackle

0:03:09 > 0:03:14serial domestic abusers including a publicly accessible register to help

0:03:14 > 0:03:20stop perpetrators like their former partners success Li successfully

0:03:20 > 0:03:26targeting new victims bridged. Serial domestic abusers and one of

0:03:26 > 0:03:31the worst elements of this whole subject and I would encourage her

0:03:31 > 0:03:35and have constituents to participate in the consultation so we can make

0:03:35 > 0:03:42sure that particular trend is addressed.I welcome the article in

0:03:42 > 0:03:452-D's Times newspaper setting out a clear commitment to this important

0:03:45 > 0:03:49issue but does she agree that the increased use of screens and video

0:03:49 > 0:03:52links so that victims of domestic violence are able to give evidence

0:03:52 > 0:03:56without having to face the attacker will not only leads to increased

0:03:56 > 0:04:02reporting but given those victims a voice in court?Thank you for

0:04:02 > 0:04:07referring to that and the purpose of the announcement made to date is

0:04:07 > 0:04:11about making sure that victims have more confidence to come forward,

0:04:11 > 0:04:14more confidence about feeling safe and we can be more certain of

0:04:14 > 0:04:19getting the convictions they expect and we all want.We would also want

0:04:19 > 0:04:24to give thanks to the brave fire crews and thoughts and prayers are

0:04:24 > 0:04:30with the victims and their families. The fact that the Home Secretary has

0:04:30 > 0:04:36expressed concern about domestic violence is welcome but we know that

0:04:36 > 0:04:42on average two women a week at killed by a current or former

0:04:42 > 0:04:46partner, the end point of too much to Vista violence. Domestic

0:04:46 > 0:04:57violence. Refuge services in England have shattered just over the last

0:04:57 > 0:05:06few years, gone from 294 services to 2074 in 2017. It is all very well to

0:05:06 > 0:05:10talk about the role of charities but what is the Government going to do

0:05:10 > 0:05:18to address the funding crisis that the refugees now face?I would point

0:05:18 > 0:05:22out that there are more beds available to women seeking them now

0:05:22 > 0:05:26than there were in 2010. As a Government we would always make sure

0:05:26 > 0:05:31that there are sufficient beds needed by women so they are kept

0:05:31 > 0:05:38safe when they need them. In terms of domestic abuse prosecutions and

0:05:38 > 0:05:42convictions, since 2010 prosecutions have risen by 26% and convictions by

0:05:42 > 0:05:4833% so it is good to see women are able to come forward, it is good to

0:05:48 > 0:05:52see the convictions are taking place but it is still remains a terrible

0:05:52 > 0:05:57crime and violence gender-based violence done to women so I share

0:05:57 > 0:06:01our view about the need to do something but rest assured of this

0:06:01 > 0:06:04Government is taking action and I hope she will give her support to

0:06:04 > 0:06:18the bill.Number two.EU citizens read as a resident before we leave

0:06:18 > 0:06:22the EU are covered by the agreement we reached in December. Welcome

0:06:22 > 0:06:26their contribution to our economy and society. They and their families

0:06:26 > 0:06:31can stay and carry on living the Alexia. -- living in their lives

0:06:31 > 0:06:39here.Many sectors that are right on EU nationals are struggling with

0:06:39 > 0:06:42recruitment. The Government has created further uncertainty with

0:06:42 > 0:06:45mixed messages about the status of EU nationals that come here during

0:06:45 > 0:06:51it additional period. Will she provide clarity for businesses and

0:06:51 > 0:06:55people thinking about coming here? What will be their rights and will

0:06:55 > 0:07:01it match the rights of the 3 million EU citizens already living here?At

0:07:01 > 0:07:06various points recently I have come to this House and committed and

0:07:06 > 0:07:11highlighted in the rates available to EU nationals living here. The

0:07:11 > 0:07:14Government has undertaken to provide regular updates and I can assure the

0:07:14 > 0:07:21House that'll be case going forward. When might we get round to seeing

0:07:21 > 0:07:23the immigration bill brought forward on what is the reason for its

0:07:23 > 0:07:30lengthy delay?Thank you for the question. That was the subject of an

0:07:30 > 0:07:33urgent question in the House and they made it very clear that it

0:07:33 > 0:07:42would be coming forward and due course.While protecting the rights

0:07:42 > 0:07:47of EU nationals to an already here, can the Minister reassure my

0:07:47 > 0:07:51constituents that whatever the other details of the final Brexit

0:07:51 > 0:07:59agreement it will include the end of the movement?Thank you. I think we

0:07:59 > 0:08:03have been very clear, when people voted to leave the European Union in

0:08:03 > 0:08:082016 that will involve the end of the free movement. I can certainly

0:08:08 > 0:08:11reassured his constituents that will be the case.I am pleased the

0:08:11 > 0:08:18Government is delivering on its pledge to secure the rights of EU

0:08:18 > 0:08:23citizens of my constituency but could she comment on how

0:08:23 > 0:08:25straightforward applying to stay might be on whether we might have a

0:08:25 > 0:08:32little more detail?I think it is really important that we make it

0:08:32 > 0:08:35very clear that for EU citizens who are already living here and have

0:08:35 > 0:08:40come here before the specified date we want to have a smooth and

0:08:40 > 0:08:43seamless process as possible. They will be able to apply online

0:08:43 > 0:08:46digitally and the one that process to open on a voluntary basis later

0:08:46 > 0:08:59this year.The most recent migration statistics shows immigration from

0:08:59 > 0:09:02outside the EU which the Government has always been able to control

0:09:02 > 0:09:09going up. While EU citizens are leaving and the largest numbers for

0:09:09 > 0:09:15almost a decade the Government has again postponed the white paper on

0:09:15 > 0:09:19post Brexit immigration strategy. Rather than taking back control is

0:09:19 > 0:09:27this Government in fact driven by confusion and in action?I would

0:09:27 > 0:09:32like to reassure him we are working very hard to make sure we have a

0:09:32 > 0:09:35sustainable immigration system now and going forward. I actually

0:09:35 > 0:09:38welcome the fact that there are so many students coming here to study

0:09:38 > 0:09:42and she will be aware that there is no limit on the number of students

0:09:42 > 0:09:46that can come to this country but I really welcome the number of EU

0:09:46 > 0:09:50citizens who came to this country not just looking for a job but with

0:09:50 > 0:10:02a job to go to. Sewers Doi CDs organised crime does not respect

0:10:02 > 0:10:09boundaries which is why we tackle organised crime groups head-on. The

0:10:09 > 0:10:16Government has invested £140 million and last year an additional £40

0:10:20 > 0:10:27cybercrime and undercover work.Does he agree that when using informants

0:10:27 > 0:10:31to tackle serious and organised crime and should be an acceptable to

0:10:31 > 0:10:36use paedophiles and informants and such investigations?I understand

0:10:36 > 0:10:41her concerns and I can assure the use of informers are strongly

0:10:41 > 0:10:45controlled by robust safeguards and independent oversight. We must not

0:12:18 > 0:12:24tackle these people.My honourable friend will be aware of the article

0:12:24 > 0:12:28because I sent it to him. That appeared in the New York Times about

0:12:28 > 0:12:34the British television series and my friend has mentioned in the article

0:12:34 > 0:12:42in connection with it, but does he agree that while it is important to

0:12:42 > 0:12:45recognise many Russians are involved in organised crime is, it would be

0:12:45 > 0:12:49wrong and simplistic to demonise a whole nation and its immigrants in

0:12:49 > 0:12:59the UK question -- UK?There is no intention of demonising a country

0:12:59 > 0:13:05and a culture and ethnicity, but what is aborted to note the amount

0:13:05 > 0:13:10of illicit money that comes into the UK is from China and Russia, the

0:13:10 > 0:13:13majority of it, and we have got to tackle it, and these powers will

0:13:13 > 0:13:16allow us to go upstream and take some real action, if we take their

0:13:16 > 0:13:20money away, they will know they are not welcome in this country and

0:13:20 > 0:13:23neither is their dirty money and they can either go to prison or go

0:13:23 > 0:13:29home.I was very grateful for the opportunity to visit the National

0:13:29 > 0:13:33Crime Agency this morning to see the great work the staff are doing in

0:13:33 > 0:13:36tackling crime but there is little doubt that the tech giants could be

0:13:36 > 0:13:43doing a great you're more. -- great deal more. The Prime Minister was

0:13:43 > 0:13:47asking them to do more recently but you was also asking them to do more

0:13:47 > 0:13:51in her early days as Home Secretary nearly eight years ago. When can we

0:13:51 > 0:13:56have more emphasis on action?You are right, the empowerment that the

0:13:56 > 0:14:01internet gives criminals and terrorists is extraordinary and that

0:14:01 > 0:14:07is why my friend has led the charge at the global internet forum,

0:14:07 > 0:14:10recently visiting Silicon Valley, to make sure they start delivering and

0:14:10 > 0:14:13we have seen some significant changes in the taking down of

0:14:13 > 0:14:16radicalised material but also enabling us to catch the bad people

0:14:16 > 0:14:21doing the crimes. It is important to note that one of the reasons the

0:14:21 > 0:14:24National Crime Agency and the police and our intelligence services can

0:14:24 > 0:14:27get to the bottom of these crimes is because of the powers given to us

0:14:27 > 0:14:32that some members of this house still continue to try and block this

0:14:32 > 0:14:40effectiveness.I'm grateful to my honourable friend who is standing up

0:14:40 > 0:14:45for his constituents in Sutton in asking this question, and the

0:14:45 > 0:14:49government has drawn up a comprehensive action plan with the

0:14:49 > 0:14:51police, motorcycle and insurance industry leaders and local councils

0:14:51 > 0:14:57and charities and representatives from the motorcycle riding community

0:14:57 > 0:15:00to focus on the causes of low paid in a board crime and what works and

0:15:00 > 0:15:10what more needs to be done -- mopeds enabled crime.Does my friend agree

0:15:10 > 0:15:12that the police already have the necessary legal powers to tackle

0:15:12 > 0:15:17this issue and what is important for London is that across the 32 London

0:15:17 > 0:15:20boroughs that are victims of this crime is that the government

0:15:20 > 0:15:24continues to work with the Met police and the Mayor of London to

0:15:24 > 0:15:30better effectively use the power to tackle this scourge?Very much. And

0:15:30 > 0:15:35of course the police at the powers they need but also those powers need

0:15:35 > 0:15:37to be used in conjunction with charities and local authorities to

0:15:37 > 0:15:43make sure that we have a thorough response to this problem and we are

0:15:43 > 0:15:46reviewing the law and guidance and practice around pursuit because

0:15:46 > 0:15:52there are concerns as to that policy. We want to be sure that the

0:15:52 > 0:15:54current arrangements provide the right to legal protections for those

0:15:54 > 0:15:58officers who pursue offenders and we will publish the outcome of the

0:15:58 > 0:16:05review shortly.Vince Cable.As the representative of a relatively low

0:16:05 > 0:16:09crime area, what is the government doing to support the campaign

0:16:09 > 0:16:16amongst petrol station owners to stop serving mast riders?I had a

0:16:16 > 0:16:22very good meeting, on I first meetings was with the British petrol

0:16:22 > 0:16:26retailers Association -- one of my first. We have got to look at all

0:16:26 > 0:16:29sorts of measures to see what will work and this is why it is important

0:16:29 > 0:16:33that as part of the action plan we are involving not just law

0:16:33 > 0:16:38enforcement and councils but we also involving those who ride them

0:16:38 > 0:16:44motorbikes and use them quite legitimately.It isn't just mopeds

0:16:44 > 0:16:50but also scrambler bikes and quad bikes which are terrorising parts of

0:16:50 > 0:16:53my constituency, where people are being chased and they are being

0:16:53 > 0:16:56blocked from gaining access to rights of way, so what more can the

0:16:56 > 0:17:03minister do to tackle this scourge? Mopeds and other off-road bikes.We

0:17:03 > 0:17:08are very keen that the police forces collaborate on my bed and other

0:17:08 > 0:17:16smaller vehicles -- collaborate on mopeds and other smaller vehicles

0:17:16 > 0:17:22relating to crimes, and I know the Met police are using DNA sprays

0:17:22 > 0:17:27which we have great hopes with in terms of catching offenders, and

0:17:27 > 0:17:33those ideas should be shared around constabularies.I feel much better

0:17:33 > 0:17:40informed about the mopeds situation than I did five minutes ago and I

0:17:40 > 0:17:46hope my colleagues feel the same. Minister.The cap on Tier two visas

0:17:46 > 0:17:53was brought in in 2007 and it enables the government to control

0:17:53 > 0:17:55migration and it encourages them to look at the domestic workforce

0:17:55 > 0:17:59before recruiting from overseas and the government is clear that

0:17:59 > 0:18:02carefully controlled migration benefits the economy but we remain

0:18:02 > 0:18:04committed to reducing migration and protecting the jobs of British

0:18:04 > 0:18:09workers. We keep all immigration routes under control to make sure

0:18:09 > 0:18:13that the system that serves the national interest.Given that the

0:18:13 > 0:18:16cap has been reached three times in the last three months, what does she

0:18:16 > 0:18:20say to employers like Addenbrooke's Hospital in Cambridge were desperate

0:18:20 > 0:18:25for skilled staff, and then they find those people and then the

0:18:25 > 0:18:33government says those people cannot come here?I would like to reassure

0:18:33 > 0:18:39you that no range of medical professionals who are on the

0:18:39 > 0:18:43shortage occupation list have been refused a visas but what is

0:18:43 > 0:18:46important is that we keep this under review and we look carefully to make

0:18:46 > 0:18:51sure that we recruit more doctors and nurses within the UK and my

0:18:51 > 0:18:53friend the Health Secretary is committed to doing exactly that,

0:18:53 > 0:18:56making sure there is an increased amount of training places for nurses

0:18:56 > 0:19:06and doctors.Is the minister aware of the level of staff shortages in

0:19:06 > 0:19:14economic areas and also the NHS and social care and how is this likely

0:19:14 > 0:19:20to pan out?Nurses are on the shortage occupation list so no

0:19:20 > 0:19:24nurses turned away but the important thing is that we keep this under

0:19:24 > 0:19:28review and we understand through our work with the migration advisory

0:19:28 > 0:19:31committee who are looking at the pattern of EU workgroups in this

0:19:31 > 0:19:34country, that women come forward with an immigration policy affects

0:19:34 > 0:19:41the needs of our economy -- that when we come forward.As the Home

0:19:41 > 0:19:45Office decided when EU citizens want to come to our country to work in

0:19:45 > 0:19:50the NHS after Brexit will be subject to the Tier two these are cap? And

0:19:50 > 0:19:59when do ministers intend to end this on subsequent drop -- and this

0:19:59 > 0:20:04uncertainty?We will be coming forward with a immigration bill in

0:20:31 > 0:20:38tragedy in Leicester. The minister suggest that the system in terms of

0:20:38 > 0:20:41the Tier two cap is under review but that is not good enough, by

0:20:41 > 0:20:46applicants in the last three months might have no option but to apply

0:20:46 > 0:20:51again in the coming months, making evermore competitive 42

0:20:51 > 0:21:00sponsorships. -- competitive for Tier two sponsorships.We are very

0:21:00 > 0:21:04clear that businesses should look first to employ people from within

0:21:04 > 0:21:06the UK and we remain committed to reducing migration to sustainable

0:21:06 > 0:21:12levels. Businesses have told us that our system compares well with our

0:21:12 > 0:21:20global competitors and by they like its speed and 70 -- they like.What

0:21:20 > 0:21:27might work are some businesses, but not all. The job would have required

0:21:27 > 0:21:32to offer a salary of £55,000 or above and that might be OK for

0:21:32 > 0:21:38multinational companies in London but that is much rarer elsewhere.

0:21:38 > 0:21:42Will she make available information about the geographic spread of jobs

0:21:42 > 0:21:45that are qualified for certificates and sponsorship over the last three

0:21:45 > 0:21:47months

0:21:47 > 0:21:57and sponsorship over the last three months?Of course we do give a

0:21:57 > 0:22:00separate shortage occupation list for Scotland, but that broadly

0:22:00 > 0:22:04reflects the list across the UK. We look carefully at this issue but it

0:22:04 > 0:22:07is important that he reflect upon the fact that we are determined to

0:22:07 > 0:22:11have a immigration system in the UK that works for the whole country.

0:22:39 > 0:22:43trafficking, we have allocated 3.6 meeting pounds to work with France

0:22:43 > 0:22:47to improve identification and transfer of asylum seekers between

0:22:47 > 0:22:52the UK and France including children under the regulation. -- £3.6

0:22:52 > 0:22:58million for the euro border forces say they are stopping around a

0:23:35 > 0:23:44important, any loss of life is a tragedy but controls are part of our

0:23:44 > 0:23:48border, and the border staff force are very well trained and they look

0:23:48 > 0:23:50for vulnerabilities wherever they see them but suddenly she makes a

0:23:50 > 0:23:53very important point and we are committed to doing more to May shall

0:23:53 > 0:24:00we meet our allocation of children but also under the Dublin regulation

0:24:00 > 0:24:06-- doing more to meet. We resettle thousands of children every year.

0:24:47 > 0:24:52trafficking and exploitation still sit in camps in Europe and further

0:24:52 > 0:24:58afield are many have family members in the UK, so will she amend the

0:24:58 > 0:25:00immigration regulation so these desperate children can join their

0:25:00 > 0:25:05relatives here in the UK to be granted safety and century? --

0:25:05 > 0:25:13sanctuary.We have another schemes -- a number of schemes which allow

0:25:13 > 0:25:16children to come to the UK, and we are determined to make sure we meet

0:25:16 > 0:25:20our international commitments and humanitarian ones to make sure that

0:25:20 > 0:25:23where we can help children in desperate need across the continent

0:25:23 > 0:25:31and indeed in the wider region that we do so.

0:28:34 > 0:28:37prison service to insure that this is taken into consideration when

0:28:37 > 0:28:47these people are considered for parole.Thank you and I appreciate I

0:28:47 > 0:28:50cannot comment specifically on those cases but I would ask to write to me

0:28:50 > 0:28:54about it. I want to emphasise it is getting harder and harder for

0:28:54 > 0:28:59prisoners to get mobile phones into prisons and to then use them. 150

0:28:59 > 0:29:03phones at least have been disconnected since the

0:29:03 > 0:29:10telecommunications restriction order regulations came into force.We now

0:29:10 > 0:29:14in December 79 illegal mobile phones were seized as a result of a joint

0:29:14 > 0:29:20operations between police and prison services. What steps are being taken

0:29:20 > 0:29:28by the Home Office, police and claim commissioners and to set up proper

0:29:28 > 0:29:33protocols for joint working between police and prison services because

0:29:33 > 0:29:35obviously it is illegal activity on the outside as well as within the

0:31:29 > 0:31:36police. 4700 police officers five years ago, today less than 3500.

0:36:02 > 0:36:05dangerous work as we have seen and Leicester get fair pay for their

0:36:05 > 0:36:10work. It is also very true that over recent years they have been asked to

0:36:10 > 0:36:13make sacrifices as part of the contribution to getting on top of

0:36:13 > 0:36:19the deficit to be inherited from the party opposite. The are active pay

0:36:19 > 0:36:23negotiations going on between employer and deploy these which we

0:36:23 > 0:36:27are watching very closely. It is for them to sort it out we believe Fire

0:36:27 > 0:36:32authorities have the resources to make an appropriate offer but we are

0:36:32 > 0:36:38watching it very closely and engaging with them and if we can

0:36:38 > 0:36:47help and we will but we need to see a business case for that.Last

0:36:47 > 0:36:50night's fire in Leicestershire were five people very sadly lost their

0:36:50 > 0:36:54lives once again highlighted the bravery of our firefighters. The

0:36:54 > 0:36:58number of firefighters has been cut by 11,000 since 2010 and the Rangers

0:36:58 > 0:37:08have seen a deal terms pay cut. -- their wages have seen a pay cut. The

0:37:08 > 0:37:12same time deaths and fires have increased. I would like to ask the

0:37:12 > 0:37:15Minister to reconsider the levels of funding and resources for a Fire

0:37:15 > 0:37:19Service and whilst that has been praised today for firefighters when

0:37:19 > 0:37:22will the Government paying them a fair wage for the courageous work

0:37:22 > 0:37:30they undertake? When?Nobody disputes that courageous work, we

0:37:30 > 0:37:36sought at Grenfell Tower and yesterday in Leicester but the point

0:37:36 > 0:37:40is that our active negotiations going on between those who are

0:37:40 > 0:37:43responsible, employer and employee. Central Government does not have a

0:37:43 > 0:37:49role in that process unless we have called in for additional support.

0:37:49 > 0:37:56She talks about reserves, Labour are in denial on this. The file system

0:37:56 > 0:38:03that claims to be short of cash has increased its reserves by £288

0:38:03 > 0:38:06million since 2011. You can only increase those reserves by not using

0:38:06 > 0:38:11the money that you have been given. Our question to the Fire Service as

0:38:11 > 0:38:19tell us what you will do with the public's money will stop.The level

0:38:19 > 0:38:23of support provided to refugees and asylum seekers will vary depending

0:38:23 > 0:38:28on their status and the route they were granted. Last week 11 on I had

0:38:28 > 0:38:32first hand how important our resettlement scheme is and how it

0:38:32 > 0:38:34helps individuals and families fleeing danger and confined to

0:38:34 > 0:38:41rebuild their lives.A recent report from refugee rights Europe showed

0:38:41 > 0:38:45that two thirds of asylum seekers feel either unsafe very unsafe and

0:38:45 > 0:38:52accommodation. An eye surgery I met a constituent from Malawi. Robbie

0:38:52 > 0:38:56Home Secretary agreed to meet with me to discuss that case but the

0:38:56 > 0:39:03recent report? We are committed to ensuring that all asylum seekers as

0:39:03 > 0:39:07sick kept in safe accommodation so I will meet with him to look at the

0:39:07 > 0:39:09evidence but can I take the opportunity to thank the city of

0:39:09 > 0:39:14Glasgow who do so much and are way above proportionately to look after

0:39:14 > 0:39:23vulnerable people and refugees.Will she join with me and thanking

0:39:23 > 0:39:26Worcestershire County Council who recently agreed to resettle 50 more

0:39:26 > 0:39:30silly in a refugees taking the total to 100 and the county. -- city

0:39:30 > 0:39:40refugees. -- refugees from Syria.I join her and thanking our counsel

0:39:40 > 0:39:49for doing this. The great success of the resettlement seem scheme was

0:39:49 > 0:39:53something I was able to celebrate last week. It is the generosity of

0:39:53 > 0:39:56the British people and the support of local authorities and councils

0:39:56 > 0:39:59which allowed that to take place. We must be mindful of the bot councils

0:39:59 > 0:40:07and committees do.I am pleased one of the first families to BD settled

0:40:07 > 0:40:11from Syria and the sponsorship scheme lives in my constituency but

0:40:11 > 0:40:15they are trying to bring over the appearance for an important family

0:40:15 > 0:40:24visit and they add in a refugee camp in 11 on. -- Lebanon. Could she meet

0:40:24 > 0:40:32me to discuss this case and the wider issue affecting refugees?I

0:40:32 > 0:40:36understand the difficulty and heartbreak that goes sometimes with

0:40:36 > 0:40:40the wider families when they are resettled over here. We have two

0:40:40 > 0:40:44alone people to do their job to make their selection based on the most

0:40:44 > 0:40:49vulnerable and there are some schemes which allow for additional

0:40:49 > 0:40:53family in. I would absolutely welcome her meeting with one of my

0:40:53 > 0:40:59colleagues of ministers but I must put before the House the fact that

0:40:59 > 0:41:01although we do this resettle families if we did the wider family

0:41:01 > 0:41:10it would take up too much of the space allowed.When I met with

0:41:10 > 0:41:16refugee families at an event run by volunteers recently one woman showed

0:41:16 > 0:41:20me the heartbreaking footage that has sisters have centred on her

0:41:20 > 0:41:25phone. The stranded in Syria of injured children are being moved

0:41:25 > 0:41:29from rubble. Given how few Syrian refugees we have taken into date

0:41:29 > 0:41:33wattle and the Government give to refugees here to fear for their

0:41:33 > 0:41:37lives of their parents and siblings who are stuck in danger and Syria or

0:41:37 > 0:41:42refugee camps and neighbouring countries.

0:41:42 > 0:41:46I would say that we have all seen those pictures and we have all seen

0:41:46 > 0:41:50the images of the children, I saw for myself last week the children in

0:41:50 > 0:41:56the refugee camp in Lebanon and it is heartbreaking and I believe the

0:41:56 > 0:42:01UK is doing the right thing by taking up to 20,000 by 2020, this is

0:42:01 > 0:42:05five times as many as were resettled by the region under the former

0:42:05 > 0:42:09Labour government and more than any other European country in terms of

0:42:09 > 0:42:13resettlement from the region and I do believe the UK is doing its bit

0:42:13 > 0:42:17but this is a double approach we are also one of the largest bilateral

0:42:17 > 0:42:21donors to the area having put in £2.4 billion since the Syrian

0:42:21 > 0:42:30crisis.The department continues to make preparations for a range of

0:42:30 > 0:42:34possible outcomes from the UK's negotiations with the EU working in

0:42:34 > 0:42:39coordination with the Department for exiting the EU and others, and we

0:42:39 > 0:42:43already recruiting additional staff in border force and across the wider

0:42:43 > 0:42:48UK Department to make sure that we have preparations well underway for

0:42:48 > 0:42:54leaving the EU.Can she tell the House how much has been invested in

0:42:54 > 0:42:58our borders since the referendum and how much is planned between now and

0:42:58 > 0:43:04Brexit day in March 2019 and will the Home Office be ready and

0:43:04 > 0:43:09prepared for every single eventuality?As I reassured my

0:43:09 > 0:43:13honourable friend, we are making preparations for every eventuality

0:43:13 > 0:43:19and the Home Office has already invested £60 million and we will

0:43:19 > 0:43:23continue to review the funding position as negotiations continue

0:43:23 > 0:43:26and details of the final agreement become clear, and as you might

0:43:26 > 0:43:28expect we are in continuing discussions with Her Majesty 's

0:44:24 > 0:44:28have made a firm commitment to no hard border and we will also

0:44:28 > 0:44:32continue to update the house as negotiations progress.

0:44:38 > 0:44:43As a proportion of overall violence and alcohol-related violent crime

0:44:43 > 0:44:49rises steadily from 41% in 1995 to now 55% in 2009, and more recent EA

0:44:49 > 0:44:55has fallen back to 40% of all violent crime -- it has fallen. The

0:44:55 > 0:45:00cost of alcohol misuse to society is estimated to be around £21 billion a

0:45:00 > 0:45:04year with out while later crime estimated to account for around £11

0:45:04 > 0:45:08billion a year and we continue to equip the police to take effective

0:45:08 > 0:45:16action.The minister is aware of the terrible damage that alcohol does

0:45:16 > 0:45:21but is she aware of recent reports implicating alcohol as a major

0:45:21 > 0:45:26factor in child abuse amongst other things? When is the government going

0:45:26 > 0:45:30to take effective action to reduce levels of alcohol abuse and the

0:45:30 > 0:45:35suffering and cost it still in fixing our society?This is an issue

0:45:35 > 0:45:40which the Home Office and the Department of Health takes very

0:45:40 > 0:45:44seriously and we announced recently a report on helping children of

0:45:44 > 0:45:50alcoholic parents but violent crime is down and alcohol consumption

0:45:50 > 0:45:54overall is down especially with young people but of course looking

0:45:54 > 0:45:57at this issue is very important, especially when it comes to the

0:45:57 > 0:46:02issue of domestic abuse and we will be looking at how we can deal with

0:46:02 > 0:46:08this issue in combination with the Department of Health as part of our

0:46:08 > 0:46:13modern crime prevention strategy.It has been confirmed that all

0:46:13 > 0:46:17alcoholic drinks in Scotland must cost at least 50p per unit from May

0:46:17 > 0:46:22of this year, will the minister now review our alcohol strategy to allow

0:46:22 > 0:46:27us to take up this evidence -based policy that will do so much to

0:46:27 > 0:46:30tackle the scourge of cheap high-street alcohol and reduce

0:46:30 > 0:46:37pressure on the emergency services? We are of course aware of the

0:46:37 > 0:46:40Scottish Parliament's policy on this and we are looking at it with

0:46:40 > 0:46:45interest. In terms of alcohol strategy we have set out our

0:46:45 > 0:46:49strategy in the 2016 strategy dealing with modern crime but it is

0:46:49 > 0:46:54of course something we keep under review.I was one of those who was

0:46:54 > 0:46:59persuaded years ago that we needed reform our late-night drinking laws

0:46:59 > 0:47:02but in reality it has been a failure, would the government now

0:47:02 > 0:47:06seems the consider talking to our police forces and local authorities

0:47:06 > 0:47:09about how we can make sure that there is a more rational way of

0:47:09 > 0:47:12dealing with late-night drinking so we don't see the present problems

0:47:12 > 0:47:22that it causes?Very much so, and this is a matter for review, and a

0:47:22 > 0:47:24matter for police and crime commissioners and local police

0:47:24 > 0:47:27forces is to look at in their own local area and we have changed the

0:47:27 > 0:47:33late-night levy to make it more flexible and targeted so district

0:47:33 > 0:47:36councils can use that for the areas that present the most harm in terms

0:47:36 > 0:47:44of the night-time economy.On Saturday night I was out along with

0:47:44 > 0:47:50an inspector, seeing how they police talkie's night-time economy, it is

0:47:50 > 0:47:53important that councils work with their local policing teams and would

0:47:53 > 0:47:57she agreed to meet so we can look at provisions for things like the

0:47:57 > 0:48:02vagrancy act which have not rehab with our night-time economy?Of

0:48:02 > 0:48:04course, local councils and local policing teams know where the

0:48:04 > 0:48:09hotspots of travel can be in their local areas which is why it is

0:48:09 > 0:48:12essential that councils and police work together and I would be

0:48:12 > 0:48:20delighted to meet to discuss this important issue.Mr Paul Sweeney.

0:49:13 > 0:49:18ministers and the prime minister's anti-corruption champion and the

0:49:18 > 0:49:20member for Weston-Super-Mare will support me in driving efforts across

0:49:20 > 0:49:25government and around the world. Most useful answer, but far too

0:49:25 > 0:49:32long. Officials drafted and maybe a minister sometimes needs to apply
