0:01:48 > 0:01:55tackle the plight of the nearly two million living with this problem. I
0:01:55 > 0:02:00feel lucky to have not one or two, but not even three, but four
0:02:00 > 0:02:06brilliant female apprentices in my private offices and my Parliamentary
0:02:06 > 0:02:13office. Many members are marking national apprenticeship week and I
0:02:13 > 0:02:16would encourage any member and every business to offer the valuable
0:02:16 > 0:02:23experience of an apprentice ship to young people. And lastly, this week
0:02:23 > 0:02:28marks the birthday of our own resident rock star, the member for
0:02:28 > 0:02:35Perth. I hear that he is 21 again! But actually I might be confusing
0:02:35 > 0:02:41that with his majority! But I'm sure... I'm sure he is not much
0:02:41 > 0:02:45older than that. And I hope the whole House will join me in wishing

0:03:38 > 0:03:42important legislation is delayed. Is think Government a no-business
0:03:42 > 0:03:52Government? I do thank the Leader of the House for finding time for the
0:03:52 > 0:03:57statutory instruments. There one missing about the regulations
0:03:57 > 0:04:02abolishing nursing bursaries. There has been a 33% fall in applications
0:04:02 > 0:04:06for nursing degrees and it helps women returners. Perhaps the
0:04:06 > 0:04:10Chancellor might make a concession in the spring statement on the
0:04:10 > 0:04:15bursaries. Because after that when we do debate the statutory
0:04:15 > 0:04:22instruments people will see cuts to free school meals, ending free child
0:04:22 > 0:04:27care to two-year-olds and universal credit regulations that will affect
0:04:27 > 0:04:35self-employed and disabled people. That what is you get with with a
0:04:35 > 0:04:39woman Prime Minister perhaps. The reports on plastic bottles which was
0:04:39 > 0:04:44push lished in December and disposable coffee cups on 5th
0:04:44 > 0:04:49January. Would the leader find time for that debate and find time for a
0:04:49 > 0:04:52debate on the announcement by the president of the United States on
0:04:52 > 0:04:59tariffs on our steel and aluminium? We have a sitting Friday on 16th
0:04:59 > 0:05:04March, I don't know if the leader is aware a leadure motion was moved
0:05:04 > 0:05:12after two hours of debate stopping our spokesman from speaking. She is
0:05:12 > 0:05:15stopped in mid speech. Is that going to be the normal case. In which case
0:05:15 > 0:05:19we need to warn the member for Glasgow South who is second on the
0:05:19 > 0:05:24list, because his bill will come up much more quickly than before. She
0:05:24 > 0:05:28promised the list of ministerial responsibilities in March and I
0:05:28 > 0:05:33think it is 8th March, could we have that please? And will there be a
0:05:33 > 0:05:40further day on, we have two debates on the UK's exit from the EU. Will
0:05:40 > 0:05:46there be further day or could the opposition dare to dream we have an
0:05:46 > 0:05:53opposition day? Despite setting ow our speech to the mansion house,
0:05:53 > 0:05:57only two thousand words to the house. I feel robbed. We need a
0:05:57 > 0:06:04third allotted day as we come up to the year of triggering Article 50.
0:06:04 > 0:06:10The Prime Minister said on Monday that the Government is looking at
0:06:10 > 0:06:16customs arrangements, including the border between the United States and
0:06:16 > 0:06:19Canada, but the Irish Prime Minister actually visited that border and
0:06:19 > 0:06:25said it is definitely not a solution that we could possibly entertain.
0:06:25 > 0:06:28What about if former Deputy Prime Minister who criticised the Prime
0:06:28 > 0:06:33Minister when he said, why haven't we got any closer with the issues.

0:09:04 > 0:09:08spirit which everyone should be congratulated on. She raised a
0:09:08 > 0:09:12number of legislative issues which I'm very glad she did because quite
0:09:12 > 0:09:22often she asks about policy issues which are not technically a matter
0:09:22 > 0:09:25for business questions. Chests about legislation on renewal. She knows
0:09:25 > 0:09:29that we will be bringing forward legislation on the establishment of
0:09:29 > 0:09:34a delivery authority and a sponsor body as soon as possible. On the
0:09:34 > 0:09:37trade bill with discussed last week the fact there are number of
0:09:37 > 0:09:41amendments being foot forward. The Government considers those
0:09:41 > 0:09:46carefully, is right we will always consider amendments put forward to

0:09:56 > 0:10:00ourselves in the best possible way. I'm glad she's happy about the
0:10:00 > 0:10:08statutory instrument debates, which we will be having next week. Chests
0:10:08 > 0:10:11about nursing training places, she will be aware there is an increase
0:10:11 > 0:10:17in nursing training places of 25%, the biggest increase ever. She also
0:10:17 > 0:10:24raises the question of plastics and what we are doing there and I hope
0:10:24 > 0:10:29she as I have signed up to plastic free Lent trying to minimise the use
0:10:29 > 0:10:33of single plastics during the period as an opportunity for ourselves to
0:10:33 > 0:10:38really highlight the importance of reducing plastics. This Government's
0:10:38 > 0:10:42record is very good on that with the determination in our 25 year
0:10:42 > 0:10:45environment plans to be the first generation that leaves our
0:10:45 > 0:10:50environment in a better state than we found it. She asks about the talk
0:10:50 > 0:10:54about tariffs coming out of the United States on steel and
0:10:54 > 0:10:59aluminium. We are concerned about that. As she will be aware, in the
0:10:59 > 0:11:03UK we have ourselves made social and economic factors part of the
0:11:03 > 0:11:07consideration for public sector procurement of steel. We have
0:11:07 > 0:11:11commissioned research to identify high value opportunities for UK
0:11:11 > 0:11:16steel worth up to nearly 4 billion a year by 2030 and we have certainly
0:11:16 > 0:11:22made great steps to support our steel sector since 20 to the cost of
0:11:22 > 0:11:25renewables and climate change policies but she's right to raise
0:11:25 > 0:11:28concerns about US policy in this area and the Prime Minister has
0:11:28 > 0:11:33spoke with President Trump recently and raised a concern at his
0:11:33 > 0:11:37forthcoming announcement on steel and aluminium tariffs. Multilateral
0:11:37 > 0:11:42action is the only way to resolve the problem of global overcapacity
0:11:42 > 0:11:46in all parties' interests. Just again about ministerial
0:11:46 > 0:11:50responsibilities, that list will be forthcoming as soon as possible once
0:11:50 > 0:11:56those positions have been confirmed with all departments. She asks about
0:11:56 > 0:12:01the debate on the European Union. I think she's happy we are having
0:12:01 > 0:12:04those debates, this is in response to the request from many honourable
0:12:04 > 0:12:10and right honourable members to be able to talk in general terms about
0:12:10 > 0:12:13their ideas and proposals for how we leave the European Union. We have
0:12:13 > 0:12:17had a very important speech from the Prime Minister last week and of
0:12:17 > 0:12:22course we have the EU Council coming up soon where we hope to secure
0:12:22 > 0:12:26implementation period so now is a very good time for all honourable
0:12:26 > 0:12:32and right honourable members to put forward their thoughts and views.

0:15:08 > 0:15:12the misogynistic abuse she has suffered just for being a young
0:15:12 > 0:15:17woman in politics. On International Women's Day, can the Leader of the
0:15:17 > 0:15:21House consider making misogyny the hate crime and proactively legislate
0:15:21 > 0:15:25and ensure this is something we can start to make part of the history of
0:15:25 > 0:15:33the women's movement in this country? We are having a day of
0:15:33 > 0:15:36action on Saturday, an issue which continues to upset and concerned
0:15:36 > 0:15:41communities that we represent. The Scottish affairs committee which our
0:15:41 > 0:15:45chair has finally secured RBS CEO to come in front of the committee to
0:15:45 > 0:15:48answer questions about the closure programme, but the one group of
0:15:48 > 0:15:53people we have not heard from and who still refuse to speak to us are
0:15:53 > 0:15:56the majority shareholder, this Government. The Government is the
0:15:56 > 0:16:04steward of the public interest in this so will she join me in
0:16:04 > 0:16:08insisting they come to answer questions about what they are doing
0:16:08 > 0:16:12to represent our interests. Lastly, we made a statement on the emerging
0:16:12 > 0:16:16constitutional crisis on Brexit, the Government say it will push ahead on
0:16:16 > 0:16:19amendments in clause 11 without any agreement from the Scottish
0:16:19 > 0:16:26Government. The BBC say they have a letter in which the Government says
0:16:26 > 0:16:31it cannot counter the power grab claims. Perhaps they cannot counter
0:16:31 > 0:16:40the power grab claims because that's exactly what it is.Mr Speaker, to
0:16:40 > 0:16:47the honourable gentleman's first point, I'm very appalled, as I think
0:16:47 > 0:16:53all honourable members are, to hear of the experiences of his honourable
0:16:53 > 0:16:57friend and I sincerely apologise to her own behalf of everybody here for
0:16:57 > 0:17:01the appalling abuse she has received. It is utterly unacceptable
0:17:01 > 0:17:05and of course in my role as Leader of the Commons if she wanted to talk
0:17:05 > 0:17:11to me I would be very happy to do so and see if there's anything specific
0:17:11 > 0:17:17I can do. As you know, we have worked tirelessly cross-party to put
0:17:17 > 0:17:21in place or independent complaints procedure. Whether that would, if it
0:17:21 > 0:17:26were up and running today, have gone some way to improving the honourable
0:17:26 > 0:17:30lady's situation I'm not sure, but I certainly hope that our commitment
0:17:30 > 0:17:35across this House and the other place to stamping out abuse and to
0:17:35 > 0:17:40making our Parliament one of the best places to work and to be
0:17:40 > 0:17:45employed is going to stand us in good stead for the future. To his
0:17:45 > 0:17:48second point about RBS, I'm very aware of the grave concerns
0:17:48 > 0:17:52expressed in a number of occasions by honourable members on his side of
0:17:52 > 0:17:56the House about buying closures and he will be aware these are
0:17:56 > 0:18:00commercial decisions, there are procedures to go through before a
0:18:00 > 0:18:04bank decides to close in terms of consultation with local communities
0:18:04 > 0:18:07but I would just point out to him that one of his honourable friend
0:18:07 > 0:18:11has an adjournment debate on banking in Scotland next week on the 14th of
0:18:11 > 0:18:17March and I'm sure that he will want to take part on that. Finally, the
0:18:17 > 0:18:25honourable gentleman raises the issue of the Scottish party's
0:18:25 > 0:18:31continuity bill. The EU Withdrawal Bill will provide consistency across
0:18:31 > 0:18:35the UK to middle all parts of the UK are ready for our departure from the
0:18:35 > 0:18:39EU and we are still hopeful we can reach agreement with the default of
0:18:39 > 0:18:46the decisions on the bill in coming weeks.In a recent debate on the
0:18:46 > 0:18:52family test in the Lords, probably better called family impact
0:18:52 > 0:18:54assessment, there was good cross-party support for the private
0:18:54 > 0:18:58member's bill promoting a more satisfactory application of this
0:18:58 > 0:19:02test than currently appears to be the case from several questions I've
0:19:02 > 0:19:05asked across government departments recently. Would the leader
0:19:05 > 0:19:09facilitate the safe passage of this bill in the other place by liaising
0:19:09 > 0:19:13with the leader of there so it can be brought to this House for
0:19:13 > 0:19:19consideration as possible?I would first of all like to really commend
0:19:19 > 0:19:25and congratulate my honourable friend for the amazing work she does
0:19:25 > 0:19:27cross-party and Crosshouse on supporting families. I totally share
0:19:27 > 0:19:34her desire to see the strengthening families of all types and salts, and
0:19:34 > 0:19:37in particular I know she shares might have for the importance of
0:19:37 > 0:19:42early attachment and giving every baby the best start in life I
0:19:42 > 0:19:47absolutely support her desire to see the family test carefully applied
0:19:47 > 0:19:50and would be delighted to meet with her to discuss how I can
0:19:50 > 0:19:58specifically help her.Very grateful, Mr Speaker, and I note

0:20:00 > 0:20:07has been given a holiday from backbench business debate. We do

0:20:27 > 0:20:40three members present on Tuesday that is not... Where we the choir
0:20:40 > 0:20:49four whereas we currently only have six members.
0:20:55 > 0:20:59I would just gently like to point out to the honourable gentleman that
0:20:59 > 0:21:04there is government by next week for a Welsh affairs debate and we were
0:21:04 > 0:21:07all very disappointed on Saint Davids Day when, due to the awful
0:21:07 > 0:21:11weather and the need for members to get home before the train station is
0:21:11 > 0:21:16closed and so on, not only I was at the Number Ten reception for St
0:21:16 > 0:21:21David's Day and very sadly we missed out on the Welsh schools choir who
0:21:21 > 0:21:24couldn't get there and that was a great shame so we are delighted to
0:21:24 > 0:21:28offer government time for that debate to continue to take place
0:21:28 > 0:21:34notwithstanding its under government time, and I will of course ensure I
0:21:34 > 0:21:38make representations where necessary for his outstanding applications. I
0:21:38 > 0:21:42have raised with colleagues what we can do to facilitate extra
0:21:42 > 0:21:45Conservative members on the backbench unity and will continue to
0:21:45 > 0:21:50press for that. If he would like to write to me on the subject, I'm

0:22:16 > 0:22:21constituencies passed on Monday. Both were unopposed. Unfortunately,
0:22:21 > 0:22:24this is more than three months later, no money resolutions have
0:22:24 > 0:22:34been forthcoming. That means there can only be one bill at any one
0:22:34 > 0:22:38time, there is none in committee because of this. This looks to be an
0:22:38 > 0:22:44obstruction of the private member's bill system by the Government. I'm
0:22:44 > 0:22:48sure that's not the case, well I'm not sure that's not the case, but
0:22:48 > 0:22:52will the Leader of the House arrange for an urgent statement next week so
0:22:52 > 0:23:01this can be discussed?Earlier question was asked about migratory
0:23:01 > 0:23:05speeches and in the course of the question a number of members on the
0:23:05 > 0:23:08opposition benches noted the honourable gentleman has migrated
0:23:08 > 0:23:13from his usual seat to his new seat. I don't think any significance need
0:23:13 > 0:23:16be read into that and I can assure the House even if it is thought to
0:23:16 > 0:23:20be unusual I don't think it means he is suddenly broke the European
0:23:20 > 0:23:28Union.

0:23:52 > 0:23:55Government does support the health and social care bill that my
0:23:55 > 0:23:58honourable friend is bringing through as a private member's bill
0:23:58 > 0:24:03and we will bring forward money resolutions on a case by case basis
0:24:03 > 0:24:12in the usual way.I appreciated the comments the honourable lady made
0:24:12 > 0:24:18about the President Trump's announcement on steel tariffs I
0:24:18 > 0:24:24think we need the Secretary of State to make a statement. 10% of UK steel
0:24:24 > 0:24:31is exported to the US. It has huge implications. Particularly
0:24:31 > 0:24:35post-Brexit.The honourable lady raises an important issue, as I
0:24:35 > 0:24:38mentioned to the shadow leader, the Prime Minister has spoke within
0:24:38 > 0:24:44President Trump and raised our grave concern at his proposals. I can also
0:24:44 > 0:24:47tell the honourable lady that my honourable friend the Secretary of
0:24:47 > 0:24:54State for international trade is speaking with Wilber Ross, the US
0:24:54 > 0:24:59Commerce Secretary and this and she hay be aware there has been an
0:24:59 > 0:25:04overnight briefing that tariffs may not apply to allies. This a moving
0:25:04 > 0:25:11issue. And we will continue to take every step to protect the UK's steel
0:25:11 > 0:25:16and aluminium sectors.On Monday, my honourable friend the Secretary of
0:25:16 > 0:25:20State for housing, communities and local government made a welcome
0:25:20 > 0:25:25statement on housing and planning. Sadly, this coincided with the
0:25:25 > 0:25:29select committee meeting so, those of us that have a degree of
0:25:29 > 0:25:36expertise on this were unable to question him on the new policies.
0:25:36 > 0:25:44Equally, the estimate day we had on homeless was oversubscribed, which
0:25:44 > 0:25:49meant colleagues could only make short contributions. Could we find
0:25:49 > 0:25:53time for a general debate on housing and planning so members on all sides
0:25:53 > 0:25:57can express their views and tease out some of the policies that the
