0:00:00 > 0:00:00main business today this afternoon will be the Northern Ireland budget

0:00:00 > 0:00:09bill that will offer a spending normal decided by the Northern

0:00:09 > 0:00:11Ireland Assembly, but is currently suspended. Please join me for a

0:00:11 > 0:00:15round-up of the day in both Houses of Parliament at 11 o'clock tonight.

0:00:15 > 0:00:21But first questions to the Health Secretary, Jeremy Hunt.

0:00:21 > 0:00:27A further £210 million is being invested in research and £162

0:00:27 > 0:00:32million in medical manufacturing. Like sharing a big data sets and

0:00:32 > 0:00:37integrating new technologies such as AI across the NHS, outcomes can be

0:00:37 > 0:00:40improved. Can my right honourable friend update the host and what

0:00:40 > 0:00:47plans the NHS has plans with regards to digitisation? Leave I am very

0:00:47 > 0:00:51much looking forward to right honourable friend's report on this.

0:00:51 > 0:00:56We have five of the world's top ten medical research universities and

0:00:56 > 0:01:01more than double the number of Nobel prizes than France so we do very

0:01:01 > 0:01:05well in research but some hospitals are still running on paper which is

0:01:05 > 0:01:13inappropriate and that's why we are determined to implement the review.

0:01:13 > 0:01:16Corporation in medical research science and innovation with our

0:01:16 > 0:01:20European partners must not be hindered by a bad Brexit deal. What

0:01:20 > 0:01:25steps is the Secretary of State taking to ensure British patients

0:01:25 > 0:01:29are not left behind during negotiations?Let me reassure the

0:01:29 > 0:01:33honourable gentleman, who I know is a doctor and a very conscious of

0:01:33 > 0:01:38these issues. Let me reassure him the house and interrupted supply of

0:01:38 > 0:01:44critical drugs, that is at the forefront of our minds and confident

0:01:44 > 0:01:49we can achieve that. We also want to have a great collaboration with

0:01:49 > 0:01:53European universities that is why we said we will be happy to be an

0:01:53 > 0:01:58associate member of the European medicines agency.Part of the life

0:01:58 > 0:02:02science strategy is making sure we have skills for the future. May I

0:02:02 > 0:02:06thank the Secretary of State for the fantastic news of the five new

0:02:06 > 0:02:11medical schools opening in the country, including one in

0:02:11 > 0:02:18Chelmsford. Thank you. Well I'm most grateful for that

0:02:18 > 0:02:24thanks. Let me say I'm looking forward to many more doctors from

0:02:24 > 0:02:31Chelmsford.The Secretary of State will be aware one of the fact of

0:02:31 > 0:02:36stifling innovation is difficulty of rapid growth companies in crossing

0:02:36 > 0:02:40the so-called Valley of death. Since the establishment in the coalition

0:02:40 > 0:02:45's years of the business growth form, the business bank, how far is

0:02:45 > 0:02:52the sector now to crossing the Valley of death?I hope we are

0:02:52 > 0:02:56crossing the Valley into eternal life because we have a fantastic

0:02:56 > 0:03:03life science industry was £61 billion and employing 250,000

0:03:03 > 0:03:07people. But he is right and this was something he was very involved in

0:03:07 > 0:03:12what he was Business Secretary, part of that is having a very close links

0:03:12 > 0:03:18with key decision makers about where to invest their resources. With

0:03:18 > 0:03:23companies raving about the ability of Belfast to provide technology,

0:03:23 > 0:03:27support and skills from universities can the Secretary of State from

0:03:27 > 0:03:30what's that he is taking to invest money is in the universities to set

0:03:30 > 0:03:37up a life science skill centres?Let me reassure the honourable gentleman

0:03:37 > 0:03:42we are very conscious of the critical importance of good outcomes

0:03:42 > 0:03:48to the Brexit box for universities, including Wing

0:03:48 > 0:03:53# -- queen's Belfast. Those research links, that are excellent with

0:03:53 > 0:03:58universities all over the world and it's particularly important we on

0:03:58 > 0:04:05with European universities.Number two, Mr Speaker.

0:04:05 > 0:04:10Since 2016 the Government has invested £750,000 to fund the

0:04:10 > 0:04:13provision of sports and activities for children and young people on the

0:04:13 > 0:04:21NHS and also invested £750,000 in a new national Institute for health

0:04:21 > 0:04:25research and to provide research and technology. I can confirm that

0:04:25 > 0:04:31funding will continue and we will announce more details shortly.I

0:04:31 > 0:04:35thank the Minister for her reply. The Centre at Headley Court provides

0:04:35 > 0:04:42world-class support for our service men who unfortunately have lost

0:04:42 > 0:04:47limbs in Iraq and Afghanistan. They do incredible work. What lessons we

0:04:47 > 0:04:56learn is from Headley Court that we are able to transfer into the NHS?

0:04:56 > 0:05:00My honourable friend speaks about this with great knowledge, I know he

0:05:00 > 0:05:06was an outstanding defence minister. I am sure he will be pleased to know

0:05:06 > 0:05:12the incredible progress we have seen with adult prostheses through places

0:05:12 > 0:05:16like Headley Court and others include the same technology we are

0:05:16 > 0:05:22now seeing an development of children sports and activity

0:05:22 > 0:05:27prostheses. This research and collaboration enables us to invest

0:05:27 > 0:05:32in future studies, including the development of exciting technologies

0:05:32 > 0:05:41such as electrical bionic upper limb prostheses for children.

0:05:41 > 0:05:44By 2020 investment in general practice will have risen by 2.4

0:05:44 > 0:05:50building, 14% in real terms. Including an additional 680 million

0:05:50 > 0:05:56in infrastructure and premises in the past two years. The Health

0:05:56 > 0:05:59Secretary knows how our staffers worked at the Gloucestershire Royal

0:05:59 > 0:06:04hospital to ensure this year they were rated 15 out of 137 hospitals

0:06:04 > 0:06:10for the A&E performance. My right honourable friend knows from his

0:06:10 > 0:06:15recent visit all staff and the corporation with health services as

0:06:15 > 0:06:21well as within A&E has led to this. Well he also recognised and do all

0:06:21 > 0:06:26he can to let health in England know how important it is new capital

0:06:26 > 0:06:30expenditure is available in order to increase beds and serve the

0:06:30 > 0:06:34demographics of an ageing population?I was pleased and

0:06:34 > 0:06:39privileged to see the brilliant work they are doing in Gloucester when I

0:06:39 > 0:06:44visited and Deborah Lee and her team deserve enormous credit for getting

0:06:44 > 0:06:52a 10% improvement in performance on year. That is a capital bid to end

0:06:52 > 0:06:58by his STP and it is a promising bed and I hope to give him news soon and

0:06:58 > 0:07:03if it is successful it will be in no small part thanks to lobbying from

0:07:03 > 0:07:07home and the honourable member for Cheltenham.

0:07:07 > 0:07:11Research shows access to GPs is a more difficult than five years ago

0:07:11 > 0:07:16and then Warrington we have fewer GPs than the population merits. What

0:07:16 > 0:07:21is the Secretary of State doing to attract more GPs to areas like this

0:07:21 > 0:07:25and reduce the burden is on those already in the profession so they do

0:07:25 > 0:07:32not take early retirement, as many are planning to do?She is

0:07:32 > 0:07:34absolutely right how critically important it is to increase the

0:07:34 > 0:07:40number of GPs. The most significant thing is that we announced this

0:07:40 > 0:07:44morning, five new medical colleges, which are in part of the country

0:07:44 > 0:07:51where it is particularly hard to recruit doctors and our intention is

0:07:51 > 0:07:54half the medical school graduates going forward should move into

0:07:54 > 0:08:01general practice. Planet enjoys an ageing population

0:08:01 > 0:08:08and I am pleased to be a part of it -- Thanet. We would be delighted to

0:08:08 > 0:08:15know one of the five new medical schools will be based upon the

0:08:15 > 0:08:20University of Kent and Christchurch College. It will not escape my right

0:08:20 > 0:08:24honourable friend's noticed the Christchurch campus is in close

0:08:24 > 0:08:28proximity to an A&E Hospital in market and we very much hope to see

0:08:28 > 0:08:35all of the benefits are very soon. -- in Margate. If memory serves me

0:08:35 > 0:08:40correctly he was born on the 20th of August 1943 and therefore is really

0:08:40 > 0:08:45not very old at all. Can I congratulate my right

0:08:45 > 0:08:52honourable friend on being born five years before the NHS was founded. A

0:08:52 > 0:08:59very short while ago. And can I say to him Ken is an area, the Garden of

0:08:59 > 0:09:03England but some profound challenges in health economy and one of those

0:09:03 > 0:09:08is attracting doctors to work in Kent and other more geographically

0:09:08 > 0:09:11remote areas and I am hopeful this big new announcement will be a big

0:09:11 > 0:09:20help.The GP to patient ratio in my constituency is unacceptably high

0:09:20 > 0:09:24and many people cannot get an appointment when they need one and

0:09:24 > 0:09:28turn up at A&E costing more money and treating additional pressure.

0:09:28 > 0:09:33What will he do to make sure outer London boroughs like my get the GP

0:09:33 > 0:09:39support they need because, frankly, the assurance that you have already

0:09:39 > 0:09:43given are not manifesting on the ground in terms of practical results

0:09:43 > 0:09:48for patients.I appreciate there are pressures in his constituency. I

0:09:48 > 0:09:52would say most members would say there are pressures with general

0:09:52 > 0:09:59practice and so far what have we done? This year, 3157 medical school

0:09:59 > 0:10:03graduates will go on to specialise in general practice, the highest

0:10:03 > 0:10:09ever. We have still got to do more. Do more to improve the retention of

0:10:09 > 0:10:15a GPs approaching retirement. Forgive me, Mr Speaker if I first of

0:10:15 > 0:10:19all congratulate you on a marvellous event this morning celebrate ten

0:10:19 > 0:10:23years on from your claims report on young children's speech and

0:10:23 > 0:10:31language. And for a -- calling for a national strategy on that. It was an

0:10:31 > 0:10:39excellent event. On to Taunton Deane. To model I shall be very

0:10:39 > 0:10:44proud -- tomorrow I shall be very proud to present my petition in this

0:10:44 > 0:10:49chamber that over 6000 people from Taunton Deane have signed calling

0:10:49 > 0:10:53for a new surgical centre at Musgrove Park hospital. They are not

0:10:53 > 0:10:58querying the quality of health care but they are querying the facilities

0:10:58 > 0:11:02and I wonder if my right honourable friend would agree this is a very

0:11:02 > 0:11:08deserving case for funding and for a new centre?

0:11:08 > 0:11:12If these cases were decided on the strength of lobbying by members,

0:11:12 > 0:11:15that the very top of the list because I've been to the hospital,

0:11:15 > 0:11:20I've heard about issues from staff mother was a very good visit and she

0:11:20 > 0:11:25has campaigned persistently on this. I very much hope we can give her

0:11:25 > 0:11:31good news because I'm aware of how urgent the need is.The lady is

0:11:31 > 0:11:35present in the Speaker's house this morning but Rosalyn Powell was

0:11:35 > 0:11:40present as well so we had two doses of how well in the course of a

0:11:40 > 0:11:44breakfast meeting and it was an unforgettable meeting for all those

0:11:44 > 0:11:51concerned.I cannot compete with that. Back in November, I wrote to

0:11:51 > 0:11:56the Secretary of State on the issue of service charges on GP practices

0:11:56 > 0:12:02and at the surgery which serves an increasingly ageing population faces

0:12:02 > 0:12:07a huge increase of more than double. There is a fear they may not be able

0:12:07 > 0:12:12to keep the surgery going long-term with that kind of increase. The

0:12:12 > 0:12:17minister's written response did not mention that once in November but

0:12:17 > 0:12:19Lily can now do intervene in directly that Ambleside health

0:12:19 > 0:12:25centre will not have to pay this unjustified additional £25,000 per

0:12:25 > 0:12:32year.I will reboot at the issue and will at the response he gave. The

0:12:32 > 0:12:36response seems to have brought unevenness and unfairness in the

0:12:36 > 0:12:40rates charged to GPs surgeries belong to NHS property services and

0:12:40 > 0:12:43we are trying to make this fair across the country but we do want to

0:12:43 > 0:12:49make sure that no GP surgeries close.Thank you. With an ageing

0:12:49 > 0:12:53population, I, too, welcome the age of integrating health and social

0:12:53 > 0:12:57care and also developing consultation -based planning with

0:12:57 > 0:13:02health and social care as we have in Scotland. The outsourcing of health

0:13:02 > 0:13:07service contracts to provide as an NHS England has led to a

0:13:07 > 0:13:09fragmentation rather than integration. With the Secretary of

0:13:09 > 0:13:15State to groovy that there is a need to repeal section 75 of the health

0:13:15 > 0:13:18and social care act so local commissioners can develop agents

0:13:18 > 0:13:23centred services and not fear litigation if they don't beat them

0:13:23 > 0:13:32out to tender.-- if they don't put them out to tender. We do want more

0:13:32 > 0:13:36integrated services. A part of that is contractual structures but

0:13:36 > 0:13:41another part is funding and I would gently point out that 80% of the NHS

0:13:41 > 0:13:46budget in England go to general practice and only 6.6% in Scotland.

0:13:46 > 0:13:49That's why there was an even bigger problem of GP surgeries closing in

0:13:49 > 0:13:58Scotland.The new care structure is developing in NHS England however

0:13:58 > 0:14:02have no statutory basis and yet in the future will control the entire

0:14:02 > 0:14:06health budget foreign population. Does the Secretary of State not

0:14:06 > 0:14:10accept that, with another major NHS reorganisation, we need debate and

0:14:10 > 0:14:18legislation in this place to get the structure and governance right. If I

0:14:18 > 0:14:23could say to the honourable lady, my first two years as secretary, the

0:14:23 > 0:14:27message I heard loud and clear from the NHS was they did not want a huge

0:14:27 > 0:14:30structural reorganisation and so we are very cautious about changing

0:14:30 > 0:14:36statutory structures. What they want to do is encourage integration but

0:14:36 > 0:14:40in the course of time, the NHS said they would be statutory structures

0:14:40 > 0:14:50change, we will listen.Number five. NHS improvement has informed the

0:14:50 > 0:14:53Department that trusts have reported consolidation subsidiaries but the

0:14:53 > 0:14:56reggae be a small number of instances where our subsidiaries to

0:14:56 > 0:15:03small to be consolidated. One assessment that the Minister has

0:15:03 > 0:15:10made a the staff morale, tension, recruitment may just have set up

0:15:10 > 0:15:13these poorly subsidiary companies and introduced a two tier system

0:15:13 > 0:15:17where new staff, terms and conditions are not part the NHS and

0:15:17 > 0:15:25they don't change as well as the NHS pension scheme. Is this an open back

0:15:25 > 0:15:28door to the privatisation? If the honourable lady could have joined US

0:15:28 > 0:15:32means that the state we had on this issue recently, she would have heard

0:15:32 > 0:15:36that was under discussion, the staff survey showed an improvement in

0:15:36 > 0:15:39responses as a result of the subsidiary because many staff survey

0:15:39 > 0:15:41showed an improvement in responses as a result of the subsidiary

0:15:41 > 0:15:43because many star values like abilities that are offered as a

0:15:43 > 0:15:52result of the new contract at the subsidiary can offer.Thank you. The

0:15:52 > 0:15:59Minister has been in denial about privatisation but the question from

0:15:59 > 0:16:01Harvard Law organisation trust has said the subsidiary organisation to

0:16:01 > 0:16:15be taken over by a subsidiary in the future. -- the Hertfordshire trust.

0:16:15 > 0:16:19The party in denial was the one that cast the legislation. The party that

0:16:19 > 0:16:26passed the legislation through the subsidiaries is the one and that is

0:16:26 > 0:16:29the Labour Party that passed legislation that allows a subsidiary

0:16:29 > 0:16:32to be offered but if he doesn't believe me, perhaps he should listen

0:16:32 > 0:16:37to NHS providers we say, and I quote, it is misleading to say that

0:16:37 > 0:16:42the establishment of holy subsidiaries is a new phenomenon are

0:16:42 > 0:16:50being pursued to avoid VAG, privatise the NHS or material aid

0:16:50 > 0:16:54conditions for staff. They should stop scaremongering over the party

0:16:54 > 0:17:02actually passed. Muller we don't believe! We didn't then!Thank you,

0:17:02 > 0:17:12for the last few for the last three years, the majority have been happy

0:17:12 > 0:17:16with your support in England and adults supporter is rated as good as

0:17:16 > 0:17:24well.Thank you for the Liverpool City Council has faced 74% and, in

0:17:24 > 0:17:28real terms, cuts from central governments in 2010. Our ability to

0:17:28 > 0:17:32raise money locally through council tax with 90% of properties in band

0:17:32 > 0:17:38a- C is at the bottom end of the UK average of the weenies integrated

0:17:38 > 0:17:40health and social care budget departmental name change since we

0:17:40 > 0:17:46won't do it and we need the money locally. When we see proper reform

0:17:46 > 0:17:51and proper funding to plug the gap for the most deprived areas?Thank

0:17:51 > 0:17:57you. The honourable gentleman is very correct to point out how the

0:17:57 > 0:18:02integration between adult health and social care is so absolutely vital

0:18:02 > 0:18:08and I think they are renaming that as very much a symbol of how

0:18:08 > 0:18:13seriously the governor takes our commitment in this area but actually

0:18:13 > 0:18:18I'm very keen to talk about finding with him because, for example,

0:18:18 > 0:18:22figures show that Liverpool are raising £7.4 million from the social

0:18:22 > 0:18:26care precept and have received approximately £21 million in funding

0:18:26 > 0:18:32from the governments.I agree that these social gases that needs more

0:18:32 > 0:18:35funding which is why, at recent budget, the Chancellor of the

0:18:35 > 0:18:39Exchequer has found that funding and put it into the system but can I

0:18:39 > 0:18:41urge my honourable friend, as she looks at the Government's proposals

0:18:41 > 0:18:47in the green paper, can she make sure she includes implementing the

0:18:47 > 0:18:49proposals we have already legislated for because they give the best

0:18:49 > 0:18:58chance for a sustained losses than Parliament?I think my honourable

0:18:58 > 0:19:02friend -- I thank my honourable friend for his question. I think it

0:19:02 > 0:19:06is something we're looking at very closely as of yesterday. He is very

0:19:06 > 0:19:11right to say that alone 81% of adult social care providers are as good or

0:19:11 > 0:19:13outstanding, it is unacceptable when levels of careful below the

0:19:13 > 0:19:17standards we would expect which is why it is green paper is coming and

0:19:17 > 0:19:23will be very closely at how we can improve the system.Thank you.

0:19:23 > 0:19:26According to the recent polling by the Alzheimer's Society, public

0:19:26 > 0:19:30concern about the social care system is growing. It is clear that action

0:19:30 > 0:19:34is needed now to fix the crisis so why will be Government not heed the

0:19:34 > 0:19:39will of Parliament and commit to needy social care funding gap as

0:19:39 > 0:19:46agreed on the opposition day motion last year. -- commit to meet the

0:19:46 > 0:19:49gap.I don't agree with the substance of what he's saying. We

0:19:49 > 0:19:54have given an eight £2 billion of additional funding in the budget

0:19:54 > 0:19:59last year. This is to help councils commission can services that are

0:19:59 > 0:20:03sustainable, high-quality and diverse of the Green paper is coming

0:20:03 > 0:20:08this summer and knowledge about the future proof the moving forward. The

0:20:08 > 0:20:11Government inspector into Northamptonshire County Council has

0:20:11 > 0:20:14recommended that, due to his governance of the last five years,

0:20:14 > 0:20:17the county council be abolished. Wilshire colleagues in the

0:20:17 > 0:20:21Department of Health work with the news excessive authority to ensure

0:20:21 > 0:20:31we have a successful social gases than established in the county?I

0:20:31 > 0:20:34thank my honourable friend, question. I think we have already

0:20:34 > 0:20:36had conversations with local councillors in this matter was that

0:20:36 > 0:20:43he is absolutely right to raise this, the care act place a duty on

0:20:43 > 0:20:46organisations in England to deliver high-quality care and it is

0:20:46 > 0:20:51important that is what they continue to do.Thank you. We have a care

0:20:51 > 0:20:56system which the National Audit Office has said is not sustainable

0:20:56 > 0:20:59funded where the CDC says that one quarter of care facilities is not

0:20:59 > 0:21:04safe enough and care providers Jerry picked as to who they will give care

0:21:04 > 0:21:07places and even if its people with advanced dementia on the grounds of

0:21:07 > 0:21:13cost. Can the care Minister tells what you think address these issues

0:21:13 > 0:21:15and the sharp decline in which there has been in public satisfaction with

0:21:15 > 0:21:22the social care services?Reno the sector is under pressure because of

0:21:22 > 0:21:27the ageing population but the Government has given councils access

0:21:27 > 0:21:34to £9.4 billion of more dedicated funding over the years. She is right

0:21:34 > 0:21:37to emphasise the importance of putting power back in the hands of

0:21:37 > 0:21:42residents and their families. That is why we published a package of

0:21:42 > 0:21:46measures to ensure and protect against consumer protections in the

0:21:46 > 0:21:53social care sector and that is something we will continue to look

0:21:53 > 0:21:59at looking forward.Number six. Mr Speaker, this afternoon, I make a

0:21:59 > 0:22:02speech setting out the principles of which we will approach the social to

0:22:02 > 0:22:07green paper including a focus on the highest standards of care,

0:22:07 > 0:22:11integration of the health and social care system and developing a

0:22:11 > 0:22:18long-term is obtainable funding solution.Thank you. Given that the

0:22:18 > 0:22:21arithmetic of this place is so tight, it is quite clear that they

0:22:21 > 0:22:23will need to be some sort of cross-party consensus for any

0:22:23 > 0:22:29meaningful re-form. Given that the opposition appeared to favour a

0:22:29 > 0:22:32health packs and our own side have mooted the idea of individuals

0:22:32 > 0:22:35paying more for their own care, surely cross-party consensus is that

0:22:35 > 0:22:42in breach. Can I have the Secretary of State his view on cross-party

0:22:42 > 0:22:46consensus?I think it is very important and they always speaks

0:22:46 > 0:22:48very thoughtfully on this matter but it is important because the social

0:22:48 > 0:22:54care issues are something that going to continue for decades head unless

0:22:54 > 0:22:58we find a solution and both parties are going to have to deal with this

0:22:58 > 0:23:02issue and governments. In truth, the parties have made things worse by

0:23:02 > 0:23:07politicking in the past, whether it was discussion about a death tax in

0:23:07 > 0:23:172009 or a dementia tax in 2017.I have received a document my local

0:23:17 > 0:23:20authority sent out by Cheshire and Merseyside NHS which says they are

0:23:20 > 0:23:30looking at a minimum of choice for a -- one choice looking for someone

0:23:30 > 0:23:35coming out of hospital into a care home. We are asking the elderly to

0:23:35 > 0:23:38go into traditional placements which costs more money. How can people

0:23:38 > 0:23:42cope with this? The problem is simply this, there is not enough

0:23:42 > 0:23:45money, there was not enough money to pay good qualities that and not

0:23:45 > 0:23:49enough places. The Government should be ashamed of themselves. It is his

0:23:49 > 0:23:52party that should be ashamed of itself for leaving is that the

0:23:52 > 0:23:57financial crisis ten years ago but has created such huge pressure in

0:23:57 > 0:24:02both the health and social care systems. Let me say to him that,

0:24:02 > 0:24:07yes, in 2010, there were some cuts in the social gases than but those

0:24:07 > 0:24:11have changed now and come over this Parliament, the budget is going up

0:24:11 > 0:24:15by £9.4 billion of additional resources which has an 8.6% increase

0:24:15 > 0:24:19in real terms. I think we need to go further which is why we have a green

0:24:19 > 0:24:26paper.Can I add my gratitude to those of my honourable friend 's

0:24:26 > 0:24:31that of one the new medical school in Kent will be placed. That is

0:24:31 > 0:24:34great for the health economy. On social care, the Secretary of State

0:24:34 > 0:24:39will be aware that the funding issue is clearly one of the big long-term

0:24:39 > 0:24:45questions that need to be answered. He surely have that, the same time

0:24:45 > 0:24:51as the Green paper addresses that, it will place equal emphasis on the

0:24:51 > 0:24:53need for releasing quality and social care across the board because

0:24:53 > 0:25:01that, in a short run, is what many families feel most anxious about.I

0:25:01 > 0:25:03thank my honourable friend because he did some incredibly important

0:25:03 > 0:25:07work when he was responsible for this area and lay some really

0:25:07 > 0:25:11important foundations. He is absolutely right. Earlier, my

0:25:11 > 0:25:17honourable friends spoke about how 81% of adult social care providers

0:25:17 > 0:25:21are good or outstanding. That means one in five are not and that is too

0:25:21 > 0:25:24many people who are not getting adequate social care provisions so

0:25:24 > 0:25:27we need to put quality at the heart of this and of course that was

0:25:27 > 0:25:34linked to funding.I hope the Secretary of State saw last night's

0:25:34 > 0:25:37Panorama programme which highlighted the link between the low pay of

0:25:37 > 0:25:41co-workers and the gender pay gap. We all know the amazing work care

0:25:41 > 0:25:45workers do is particularly difficult circumstances, whether it is severe

0:25:45 > 0:25:49weather or 15 minute appointments so what will he do to ensure they are

0:25:49 > 0:25:54properly rewarded?I am pleased she mentioned that because today is

0:25:54 > 0:25:58actually worked social worker day and it is a day to celebrate the

0:25:58 > 0:26:05brilliant work done by people done any social care system -- World

0:26:05 > 0:26:10Social Worker Day. We should also celebrate the fact that, thanks to

0:26:10 > 0:26:15the living wage, 9000 workers have benefited including a rate of up to

0:26:15 > 0:26:24£2000 per year for the lowest paid workers.

0:26:24 > 0:26:30Children's oral health is better than ever, 72% of five-year-olds in

0:26:30 > 0:26:36England and no decay free. But that means 28% and not and that is why

0:26:36 > 0:26:47our Starting Well programme aims to improve this.

0:26:47 > 0:26:51In Kirklees, 29% of under five-year-olds have experienced

0:26:51 > 0:26:56tooth decay. Nationally among 5-9 -year-old tooth decay is the most

0:26:56 > 0:27:01common cause of hospital admission. Does the Minister agree the system

0:27:01 > 0:27:05of penalising dentists for not hitting targets while not paying

0:27:05 > 0:27:10them when they exceed target led to a situation where there is virtually

0:27:10 > 0:27:14no NHS dentist available to my young constituents? What steps will he

0:27:14 > 0:27:20take to make more places available? We are testing this new prevention

0:27:20 > 0:27:25focus of dental contract what she knows about to improve access and

0:27:25 > 0:27:30outcomes for NHS dental treatment. We have made great progress and

0:27:30 > 0:27:35children's oral health. NHS England is currently finalising arrangements

0:27:35 > 0:27:38for extra funding to support dentists and offer additional access

0:27:38 > 0:27:43and places and that will be available from the 1st of April. So

0:27:43 > 0:27:47members should stand by their phones. The honourable lady for

0:27:47 > 0:27:51Backley and Spain is right about this particular issue, the

0:27:51 > 0:27:57Government long acknowledged a shortage of dentists in North

0:27:57 > 0:28:00Yorkshire and Bradford in particular so can he set out what the

0:28:00 > 0:28:09Government is doing to ensure there are unacceptable -- do is accept all

0:28:09 > 0:28:15levels of dentists in Bradford?I will not pre-empt what the right

0:28:15 > 0:28:24honourable lady will say but the areas were selected nationally on

0:28:24 > 0:28:29overall lead using data including access to NHS dental services. The

0:28:29 > 0:28:33that seems the Minister is in denial that British dental Association

0:28:33 > 0:28:38reported almost half of all NHS dentists are not accepting new

0:28:38 > 0:28:43patients. No adult and no children. In several regions across the

0:28:43 > 0:28:51country, patients are having to rely on the third World charity with his

0:28:51 > 0:28:55now famous wheelie bin dental surgeries. Does the Minister think

0:28:55 > 0:29:00this is acceptable and will he outlined what steps he intends to

0:29:00 > 0:29:07take to improve access to NHS dentists? One of the things we may

0:29:07 > 0:29:11be discussing shortly but that introspection she raises that

0:29:11 > 0:29:17because to one survey, results published last year 59% of adults

0:29:17 > 0:29:23that tried to get an NHS dental appointment, 95% were successful.

0:29:23 > 0:29:34That is not bad figures.Number eight, Mr Speaker.All posted teams

0:29:34 > 0:29:37in my department have conducted assessments of the implications of

0:29:37 > 0:29:42Brexit and continue to plan for all scenarios.I hope to hear some good

0:29:42 > 0:29:47news then. In my own constituency Dundee University and the hospital

0:29:47 > 0:29:51are recognised biomedical and clinical research centres and work

0:29:51 > 0:29:56closely with other European colleagues and institutions and work

0:29:56 > 0:30:01is threatened if we are outside network and the clinical trial

0:30:01 > 0:30:05system. How does the Secretary of State plan to specifically protect

0:30:05 > 0:30:10the academic and clinical research excellence of Scottish and UK

0:30:10 > 0:30:15institutions post-Brexit?We have made it clear we want to integrate

0:30:15 > 0:30:19closely with European structures when it comes to medicines research.

0:30:19 > 0:30:24I would gently say great universities like Dundee also

0:30:24 > 0:30:28collaborate with universities all over the world. I think this is a

0:30:28 > 0:30:32good opportunity for us to make sure we strengthen our research networks

0:30:32 > 0:30:36internationally as well as the tried and tested ones with the EU.

0:30:36 > 0:30:40Does he agree when we leave the EU it would be a good opportunity to

0:30:40 > 0:30:45build links with other countries' medical systems, particularly

0:30:45 > 0:30:52Chinese and integrated Chinese and Western medicines.

0:30:52 > 0:30:56He is right to draw attention to antimicrobial resistance because

0:30:56 > 0:30:59China is one of the big countries that can make a difference on that

0:30:59 > 0:31:03and we have had lots of discussion with Chinese health ministers as to

0:31:03 > 0:31:11how to work together on that. Number nine.

0:31:11 > 0:31:16Patient safety and infection perception are a key priority and

0:31:16 > 0:31:20Public-health England carried out initial analysis however the data is

0:31:20 > 0:31:25currently incomplete and would not truly reflect the usage of hand gel

0:31:25 > 0:31:29so we're working on how we can improve that data.

0:31:29 > 0:31:32I'm sure the Minister would agree on the bill importance of making sure

0:31:32 > 0:31:34all NHS staff are washing their hands

0:31:38 > 0:31:43would she agree it's disappointing we have not quite got that paper

0:31:43 > 0:31:47published yet and will she set a date for when we can actually see

0:31:47 > 0:31:52that data?We will continue to look at that but the department has a

0:31:52 > 0:31:59very strong track record at tackling infection. Incidents of MRSA are

0:31:59 > 0:32:05down 54% on 2010 and we published a revised code of practice and hand

0:32:05 > 0:32:08hygiene and we're working with partners to make sure this remains

0:32:08 > 0:32:13the focus. There has been excellent work on

0:32:13 > 0:32:20extending this to the NHS and the decline of MRSA is indicative of

0:32:20 > 0:32:27this but there is a prejudice by some on people who think these gels

0:32:27 > 0:32:31can take alcohol and therefore will not use them. Is it possible to

0:32:31 > 0:32:36instigate some kind of marketing to ensure there is no alcohol within

0:32:36 > 0:32:44these gels? The honourable gentleman makes an excellent point and it's

0:32:44 > 0:32:48certainly something we can close it would that.

0:32:48 > 0:32:52Will the minister explain the work the Government is doing with

0:32:52 > 0:32:57Public-health England to raise awareness of sepsis infections and

0:32:57 > 0:33:04raising awareness of this potential killer?This is a matter priority.

0:33:04 > 0:33:09We -- this is a matter priority and we are about to start a public

0:33:09 > 0:33:12information campaign. This deserves to be given our fullest importance

0:33:12 > 0:33:22and one we will seek to tackle in every way possible.Number ten. With

0:33:22 > 0:33:27your permission I will answer this along with question number 22. The

0:33:27 > 0:33:31estimates of the approximate 460,000 referrals made the children and

0:33:31 > 0:33:36young people's NHS mental health services every year, 200,000

0:33:36 > 0:33:39children receive treatment and many are properly signposted to other

0:33:39 > 0:33:44help. Treatment is determined by clinical need and it's vital for all

0:33:44 > 0:33:47to remember special services are not always appropriate for those

0:33:47 > 0:33:50referred. We are committed to treating 70,000 more children and

0:33:50 > 0:33:56young people each year by 2021. About one in ten children and young

0:33:56 > 0:34:01people in my constituency have mental health disorder, higher than

0:34:01 > 0:34:05the average. Local services are becoming overwhelmed. A local mental

0:34:05 > 0:34:10health charity for children so a an increase of 40% last year and have a

0:34:10 > 0:34:17waiting list of over 140 children. The charity is still having to make

0:34:17 > 0:34:20redundancies and staff have had their hours cut due to the funding

0:34:20 > 0:34:25crisis. Will she commit to ring fencing and increasing funding for

0:34:25 > 0:34:30child and adolescent mental health and will she ensure the role of the

0:34:30 > 0:34:34third sector charities in delivering this is preserved?

0:34:34 > 0:34:40Having looked at the performance of her local trust I can say they have

0:34:40 > 0:34:44managed to challenge extremely well but that of course bring its own

0:34:44 > 0:34:48challenges. We are increasing the amount of funding available for

0:34:48 > 0:34:53these services and are relying on local clinical commissioning groups

0:34:53 > 0:34:58to purchase or services but I can tell her NHS England will be keeping

0:34:58 > 0:35:01this area under scrutiny to ensure we deliver the help to the front

0:35:01 > 0:35:06line.Does the Minister accept cuts the mental health services mean too

0:35:06 > 0:35:11many young people who have suffered trauma are not getting the support

0:35:11 > 0:35:15of a desperately needs and how she measured the impact of this on young

0:35:15 > 0:35:21people and in particular any links to the tragic incidents of youth

0:35:21 > 0:35:25violence we are now seeing on a daily basis?

0:35:25 > 0:35:30I do not accept the allegation that has been cuts, we have increased

0:35:30 > 0:35:35expenditure by 20%. What I would say is we recognise we need to

0:35:35 > 0:35:37significantly invest more in improving children and young

0:35:37 > 0:35:45people's mental health and that exactly is what will be doing.

0:35:45 > 0:35:49Mental health problems have a wider societal costs and does the Minister

0:35:49 > 0:35:55agree treating children's mental health issues benefits our society

0:35:55 > 0:35:59as a whole.I don't think I could have put that better myself and

0:35:59 > 0:36:03that's exactly why we brought forward the proposals in the Green

0:36:03 > 0:36:06paper. We recognised early intervention is the best way of

0:36:06 > 0:36:11protecting people's mental health and will encourage all schools to

0:36:11 > 0:36:15appoint a designated mental health leads and will roll of mental health

0:36:15 > 0:36:19support teams to support schools and trial a four-week Whittington

0:36:19 > 0:36:23standard which will lead to material improvement in children's mental

0:36:23 > 0:36:29health -- this will leads. BC QC reported young people are

0:36:29 > 0:36:34waiting up to 18 months to receive vital treatment. The Royal College

0:36:34 > 0:36:37of psychiatrists say that some health trusts are spending less than

0:36:37 > 0:36:42£10 per child on mental health services and spending today is less

0:36:42 > 0:36:46than in 2012. Will the Minister tell us exactly what she's doing to fix

0:36:46 > 0:36:52what many health professionals say is a broken system?

0:36:52 > 0:36:57Firstly I would like to welcome the lady to her place on the front

0:36:57 > 0:37:02bench, I think it is the first time we have had exchanges. We have

0:37:02 > 0:37:07invested an additional £100 million last year. We know over half of

0:37:07 > 0:37:12providers have an average waiting time of less than 12 weeks and 4% of

0:37:12 > 0:37:17providers are waiting time of less than four weeks. There are six

0:37:17 > 0:37:20trusts that are outliers and they are receiving significant attention

0:37:20 > 0:37:25from NHS England, we have targeted work with them to address possible

0:37:25 > 0:37:31issues. As I said, part of the Green paper we will be trialling a

0:37:31 > 0:37:34four-week Whittington standards as we are determined to achieve

0:37:34 > 0:37:44improvement in this area.Number 11. I fully support the role youth

0:37:44 > 0:37:47workers play in supporting vulnerable young people. We are

0:37:47 > 0:37:53working with the Home Office to support the charity Red Thread to

0:37:53 > 0:37:57help embed youth workers in hospital emergency departments. They

0:37:57 > 0:38:03currently operate in London's four major trauma centres and will launch

0:38:03 > 0:38:08in Nottingham and Birmingham this year. They also work with academics

0:38:08 > 0:38:14to assess the efficiency of the use of violence intervention programme.

0:38:14 > 0:38:20Use of violence and Mason Crane continues to soar. Youth workers in

0:38:20 > 0:38:27hospital A&E is proven to work and it would cost as little as £6

0:38:27 > 0:38:31million each year to put youth workers into every A&E. Well the

0:38:31 > 0:38:38honourable lady finally finding? I commend the work that I will be a

0:38:38 > 0:38:46honourable lady find the funding? I would say the work with Red Thread

0:38:46 > 0:38:51is being done with the Home Office and I would not want to allocate

0:38:51 > 0:38:56their expenditure any more than they should allocate mind.Dementia

0:38:56 > 0:39:01awareness week runs from the 21st two the 27th of May and the

0:39:01 > 0:39:05Department of Health and social care expects to fully participate that

0:39:05 > 0:39:07week, working with partner organisations and the voluntary

0:39:07 > 0:39:11sector. Alongside the work of governments of

0:39:11 > 0:39:16both parties to improve dementia research and care, dementia

0:39:16 > 0:39:20awareness week is key. The role of voluntary organisations and

0:39:20 > 0:39:25dedicated volunteers is vital. Will my right honourable friend join me

0:39:25 > 0:39:29in paying tribute to the fantastic work or specialist dementia care

0:39:29 > 0:39:33nurses and join me in backing Leicestershire dimension UK

0:39:33 > 0:39:38volunteers in their campaign that is well on track to raise the £50,000

0:39:38 > 0:39:44needed for a nurse for the county. First of all I would like to pay

0:39:44 > 0:39:48tribute to my right honourable friend and his sterling work as the

0:39:48 > 0:39:52culture of the all-party parliamentary group on dementia. He

0:39:52 > 0:39:56is right to see Admiral nurses do fantastic work all of the country,

0:39:56 > 0:39:59helping people with dementia maintain their independence and

0:39:59 > 0:40:02improve the quality of life and that of their families and overly much

0:40:02 > 0:40:10support all the fundraising activities.Number 13, Mr Speaker.

0:40:10 > 0:40:15NHS England is working with the East and north Hertfordshire hospitals

0:40:15 > 0:40:19NHS Trust to determine the best way to deliver radiotherapy services for

0:40:19 > 0:40:23patients in Stevenage, part of a systemwide NHS England review of the

0:40:23 > 0:40:29way in which the developing services are delivered.Thank you, Mr

0:40:29 > 0:40:32Speaker, Hertfordshire has over 1 million people was no rid provision.

0:40:32 > 0:40:37My constituents travel over 80 miles for every treatment racking up

0:40:37 > 0:40:43thousands of miles. Myself and the member for North East Hertfordshire

0:40:43 > 0:40:47who run this campaign and we have all the agreements from every single

0:40:47 > 0:40:51part of the NHS, we are meeting the board of the trust on Friday and

0:40:51 > 0:40:58will the Minister given direction to get on with building the facility?

0:40:58 > 0:41:03They'll have a direction to get on with building and that includes a

0:41:03 > 0:41:07strategic plan is working with the councils. This is including

0:41:07 > 0:41:12radiotherapy services and recognise that a more radical approach and law

0:41:12 > 0:41:15review for radiotherapy may be required in the future. As he says,

0:41:15 > 0:41:17Indian parliament in parliamentary neighbour at that meeting later this

0:41:17 > 0:41:21week and I hope they did gush and productive. That discussions are

0:41:21 > 0:41:27productive.Will my honourable friend Beaverbrook to highlight to

0:41:27 > 0:41:33the review team just how dreadful it is for someone to have to travel day

0:41:33 > 0:41:37after day, 1.5 hours in each direction to London for their

0:41:37 > 0:41:43radiotherapy when they are already ill and I just hope it may be

0:41:43 > 0:41:54possible for some action to be taken to resolve this in our area.

0:41:54 > 0:41:56Girl-mac my honourable friend is right is right is the doctor

0:41:56 > 0:42:00services in his area and the review is not about cutting those but I

0:42:00 > 0:42:04would say sometimes the services have to be centralised to be in the

0:42:04 > 0:42:07right place and deliver the right outcomes for cancer patients. We

0:42:07 > 0:42:13have too mindful of that as well.I take the next question on the

0:42:13 > 0:42:16condition that members are exceptionally brief as time is a

0:42:16 > 0:42:28constraint.Thank you. I will answer this as quickly as I can with 16 and

0:42:28 > 0:42:3121 with your permission. We recognise of course the shortages in

0:42:31 > 0:42:40general practice which is widening committed to delivering extra

0:42:40 > 0:42:45doctors in... Composer 2015.A fountain, like many other places

0:42:45 > 0:42:49around the country, are struggling to recruit and retain GPs. --

0:42:49 > 0:42:56Southampton are struggling. One reason is perhaps the discouraging

0:42:56 > 0:42:58of medical students into general practice while encouraging them into

0:42:58 > 0:43:02becoming specialist consultants. Is my honourable friend aware of this

0:43:02 > 0:43:06practice and how widespread is it? What is he doing to encourage more

0:43:06 > 0:43:12people into general practice? The Secretary of State has already

0:43:12 > 0:43:15outlined about the medical schools and the GB training places that

0:43:15 > 0:43:20fulfilled, that is a record number. I am aware of what he mentions. That

0:43:20 > 0:43:22is why we are working together with the profession on a range of

0:43:22 > 0:43:27measures to boost recruitment. The existing profession as a role to

0:43:27 > 0:43:32play as well and I would say current super chair, Helen Stokes Lampard,

0:43:32 > 0:43:38is leading from the front initial state. But even as I agree with me

0:43:38 > 0:43:42that the answer of addressing some of the pressures is enhancing the

0:43:42 > 0:43:45role of community pharmacies? Will you provide an update on what steps

0:43:45 > 0:43:47they are taking to support pharmacies and further integrate

0:43:47 > 0:43:52them with general practice? We know that there are benefits to be had

0:43:52 > 0:43:59from better integrating amenity pharmacies with in STPs. We are

0:43:59 > 0:44:03doing this by integrating them further into the community and we

0:44:03 > 0:44:07will have 2000 of them integrate the general practice by 2020. Trinity

0:44:07 > 0:44:12pharmacy themselves should be integrated through STPs because it

0:44:12 > 0:44:18is one NHS. -- community pharmacies. It is great is see record numbers of

0:44:18 > 0:44:21medical student going into general practice but far too many GPs are

0:44:21 > 0:44:25choosing to retire and leave the NHS and 50s because of tax their pension

0:44:25 > 0:44:31scheme. We have to address this, does the Minister agree that we

0:44:31 > 0:44:36should not be penalising them for staying in the NHS? Tier along with

0:44:36 > 0:44:41concerns about workload, pensions are the issue. You'll make GPs often

0:44:41 > 0:44:46find that with me. It is a matter for her magazine's Treasury but the

0:44:46 > 0:44:50issue was also raised the Prime Minister's Question Time last week.

0:44:50 > 0:44:57I'm sure that will be raised here as well. Girl-mac at Stoke-on-Trent, we

0:44:57 > 0:45:03have fabulous GPs. Too many GPs present to AMD because their primary

0:45:03 > 0:45:08not up to dealing with the workload. Then the a and E get overloaded and

0:45:08 > 0:45:13it makes the pressure on the hospital so much worse. What do you

0:45:13 > 0:45:19do to combat this? What we will do is properly integrate primary care

0:45:19 > 0:45:22and secondary care 3-D models of care so the extended access, for

0:45:22 > 0:45:27instance, is reimported in that. That is what we're talking about

0:45:27 > 0:45:30disciplinary teams and pharmacy care. They are not about providing

0:45:30 > 0:45:33the plaster when the cost happens, they are about preventing the cut in

0:45:33 > 0:45:44the first place.Do we need more salary GPs?We need more GPs.If

0:45:44 > 0:45:53there will be more of them, they have to be paid.Patients at

0:45:53 > 0:45:59Hightown GP were promised surgery would stay open then there are

0:45:59 > 0:46:02written to that it would close on June eight. The governor is

0:46:02 > 0:46:10belligerently taking action on the shortage of GPs but will they

0:46:10 > 0:46:15promised they get to patients and GPs will stay "Mac girl-mac I will

0:46:15 > 0:46:18get Hightown surgery and if you want to talk to me about it coming he is

0:46:18 > 0:46:24welcome to do so.It is important to look at his area to provide care for

0:46:24 > 0:46:29the patients that his constituents need and what I am happy to look at

0:46:29 > 0:46:38it and talk about it.Topical questions.One.Commitment to expand

0:46:38 > 0:46:41medical places by 25%, one of the biggest this pageant in history of

0:46:41 > 0:46:44the NHS. I'm pleased to announce to the house the results become

0:46:44 > 0:46:48addition to set up five new medical schools, they were chosen following

0:46:48 > 0:46:52a rigorous independent bidding process which prioritised attracting

0:46:52 > 0:46:58doctors to harder to recruit areas and increasing the number of GPs and

0:46:58 > 0:47:02psychiatristss. Many congratulations to the winner who are the University

0:47:02 > 0:47:06of Sunderland, edge Hill University in Lancashire, Anglia Ruskin

0:47:06 > 0:47:09University in Chelmsford, the University of Lincoln and working in

0:47:09 > 0:47:12collaboration with Nottingham University and Canterbury

0:47:12 > 0:47:18Christchurch University. With the death of Professor Stephen Hawking

0:47:18 > 0:47:22and all of our thoughts, can the Minister tell us which steps his

0:47:22 > 0:47:25department will take to support research and develop a cure for

0:47:25 > 0:47:31motor neurone disease?Of course Professor Hawking was an inspiration

0:47:31 > 0:47:35is not just because of his scientific thinking but because, to

0:47:35 > 0:47:39many people with motor neurone disease, he was an absolute exempla

0:47:39 > 0:47:43because he was given two years to live at the age of 21 and ended up

0:47:43 > 0:47:50living to the age of 76. This is a big area priority for us to any last

0:47:50 > 0:47:56year, that we have figures, £2 million was invested in it and they

0:47:56 > 0:48:00are investing for clinical trials. Can I say, you have to reboot

0:48:00 > 0:48:04because there was a lot of pressure on time and the would not want a

0:48:04 > 0:48:07situation where the front bench dominate at the expense of the back

0:48:07 > 0:48:10because that would be absolutely wrong. The honourable gentleman is

0:48:10 > 0:48:15always opposed to that which is wrong.Thank you thank you for your

0:48:15 > 0:48:20instructions. We have heard to say more warnings that the winter crisis

0:48:20 > 0:48:23will stretch beyond Easter. We have seen the worst winter crisis for

0:48:23 > 0:48:29years. He will blame the flu, he will blame the weather but patients

0:48:29 > 0:48:34are waning years of underfunding, years of social care cots and years

0:48:34 > 0:48:39of cuts to acute beds so will he now apologise for telling us that the

0:48:39 > 0:48:46NHS was better prepared than ever before this winter?Say sorry!They

0:48:46 > 0:48:49did prepared to relieve this winter but he is right to talk about

0:48:49 > 0:48:54finding the cause he will be interested in these figures which is

0:48:54 > 0:48:57the last five year period we can get all the numbers fall. In Wales,

0:48:57 > 0:49:08funding went up 7.2%. In Scotland, 11.5%. In England, 17.3%. Yafan Wang

0:49:08 > 0:49:13this is a Government moving into its eighth year, not its fifth year. At

0:49:13 > 0:49:16eight years, life expectancy is going backwards in the poorest part

0:49:16 > 0:49:22of the country.-- this is a Government moving into its eighth

0:49:22 > 0:49:27year. New research shows that in the first 49 days of 2018, an additional

0:49:27 > 0:49:32person dies every seven minutes. Shameful. Isn't it time we had a

0:49:32 > 0:49:39full national enquiry into widening health inequalities and, in the 70th

0:49:39 > 0:49:42year of the NHS, Willie Government now bring an end to the

0:49:42 > 0:49:51underfunding, cuts, austerity and privatisation of our health service?

0:49:51 > 0:49:55Mr Speaker, really, you can do better than that, the truth is that

0:49:55 > 0:49:59the NHS has had its most difficult winter in living memory and that is

0:49:59 > 0:50:03why last year, in preparation, we invested £1 billion in the social

0:50:03 > 0:50:08care assistant, £109 in accident and emergency capital and more people

0:50:08 > 0:50:11got the flu jab but he still has not explained why, for every additional

0:50:11 > 0:50:16£1 we present operation to the NHS in England, the Labour Government in

0:50:16 > 0:50:24Wales only put in £57. That is underfunding.Thank you. Now my

0:50:24 > 0:50:29younger daughter, being at the particularly discerning age of

0:50:29 > 0:50:33one-year-old, is a fussy eater, childhood obesity is becoming one of

0:50:33 > 0:50:38the most quickly rising and important issues of our time so does

0:50:38 > 0:50:41my honourable friend recognise that it is something we really need to

0:50:41 > 0:50:48tackle and tackle quickly? We are all trying to deliver on a really

0:50:48 > 0:50:53ambitious childhood obesity plan. We want people to exercise more but I

0:50:53 > 0:50:58think we do need to keep a close watch on this. We are one of the

0:50:58 > 0:51:01first few steps in a long race and are always looking to learn from

0:51:01 > 0:51:03successful initiatives elsewhere. Last week, I was in Amsterdam

0:51:03 > 0:51:10looking at the systemwide approach to tackling obesity. We should be

0:51:10 > 0:51:16listening and we are.In my constituency, head teachers tell me

0:51:16 > 0:51:21that they are asked by the men loyal service to prove that children have

0:51:21 > 0:51:28tried to commit suicide before they are prepared to accept a referral.

0:51:28 > 0:51:32The Minister has just accepted that less than half of children who are

0:51:32 > 0:51:36referred are treated and that under the plans, less than two thirds will

0:51:36 > 0:51:41get treatment. There is so much rationing going on, will the

0:51:41 > 0:51:45Secretary of State please connect to committing now the amount of ring

0:51:45 > 0:51:52fenced funding? That is totally unacceptable and that is why we

0:51:52 > 0:52:01announced a £300 million expansion of cams in the autumn and they went

0:52:01 > 0:52:05by 20%. That is what you're trying to end, what she is speaking about,

0:52:05 > 0:52:07which is a terrible situation we were told that you are not ill

0:52:07 > 0:52:15enough yet to get treatment and we have to resist not do that. Will the

0:52:15 > 0:52:18Secretary of State joined the paying tribute to all the staff of my local

0:52:18 > 0:52:23hospital which he knows very well, and they have done a superb job, and

0:52:23 > 0:52:29indeed my neighbour, they have done well also because it services

0:52:29 > 0:52:32constituency. Logically they have done a great job this winter and

0:52:32 > 0:52:37assurances and clarity of the current nurses' pay negotiations

0:52:37 > 0:52:42will help with both recruitment and retention in the future? My

0:52:42 > 0:52:46neighbour... I know because I know someone who was born at that

0:52:46 > 0:52:50hospital, he is right to highlight the importance of the work done at

0:52:50 > 0:52:53King 's Lynn and all the work done there. That is why in the budget the

0:52:53 > 0:52:58Chancellor signalled, his additional agenda for change that and those

0:52:58 > 0:53:05discussions are ongoing.Thank you. My constituent Rebecca is a good and

0:53:05 > 0:53:09lastly she told me that because a of insufficient funding and staff

0:53:09 > 0:53:16shortages, that she is having to rationally Jackie gives. Bat a

0:53:16 > 0:53:24podiatrist. What can be said on the impact of the cut off funding to

0:53:24 > 0:53:31poor dieterss? The reality is the number of places is increasing even

0:53:31 > 0:53:35if the income of applications is lower than what it was not the

0:53:35 > 0:53:38reality is that the Government has signalled its commitment on pay and

0:53:38 > 0:53:42we have more clinicians, doctors, nurses and they treating more

0:53:42 > 0:53:50people. That is part of the success of the NHS under this Government.

0:53:50 > 0:53:53Can I thank the Secretary of State for visiting Kettering General

0:53:53 > 0:53:56Hospital recently? In his opinion, what are the main issue they will

0:53:56 > 0:54:02need to concentrate in order to get itself out of special measures?

0:54:02 > 0:54:07First of all, I have to say I was very inspired by how hard the staff

0:54:07 > 0:54:10are working and he always championed them in this house but it was a

0:54:10 > 0:54:14great privilege to see this by myself. They have great leadership

0:54:14 > 0:54:16coming in at that hospital and I'm very confident the new leadership

0:54:16 > 0:54:20will put in place several changes that will enable that hospital to

0:54:20 > 0:54:24get out of special measures, hopefully quickly.This morning, I

0:54:24 > 0:54:32met with the family of a constituent out of the longer the case of many,

0:54:32 > 0:54:39many more highlighting the case for medical cannabis. What will the

0:54:39 > 0:54:43Secretary of State do to integrate medical cannabis for the thousands

0:54:43 > 0:54:48people who would benefit but then might be branded as criminals?

0:54:48 > 0:54:51Obviously everybody in the houses are aware of this case and thoughts

0:54:51 > 0:54:54are with Alfie and his family. My honourable friend, the Policing

0:54:54 > 0:55:00Minister, Alfie's family and discuss options which may assist him. Any

0:55:00 > 0:55:03proposal would have to be led by his clinicians using sufficient and

0:55:03 > 0:55:09rigorous evidence. Yellow necklace by Nottingham from the is that sure

0:55:09 > 0:55:12we welcome the announcement of five new medical schools announced to

0:55:12 > 0:55:16date. With the Minister also welcome the extra medical school places in

0:55:16 > 0:55:21Brighton and Sussex University is supporting my constituent and launch

0:55:21 > 0:55:24last week of the new nursing apprenticeship scheme by Brighton

0:55:24 > 0:55:29University wringing more nurses into the profession. My honourable friend

0:55:29 > 0:55:32always quite rightly championed the work of nurses and she is quite

0:55:32 > 0:55:34right to signal the importance of the nursing apprenticeship route

0:55:34 > 0:55:41which offers, for many health care assistant, a new way to progress

0:55:41 > 0:55:44within the NHS and it is right that we increase the number of pathways

0:55:44 > 0:55:52what this is in order to deliver. During the first seven weeks of

0:55:52 > 0:55:572018, 10,000 younger than 75 people more ran in those weeks in the

0:55:57 > 0:56:00previous years. One extra death every seven minutes. It was not

0:56:00 > 0:56:05colder than usual and deaths from flu were not up but our hospitals

0:56:05 > 0:56:07were under unprecedented pressure. Why did all these extra death

0:56:07 > 0:56:14occurred?As he will know, these are figures that cover England and

0:56:14 > 0:56:17Wales, and he will also know that they do not take account of changes

0:56:17 > 0:56:26in population or changes so that it is the age standardised note. That

0:56:26 > 0:56:29remain stable over the next years.

0:56:45 > 0:56:55My honourable friend has been an assiduous MP for lobbying for Luton

0:56:55 > 0:56:59and Dunstable Bedford and he will be aware the ongoing business case is

0:56:59 > 0:57:03being reviewed. Ultimately this is about the additional money the

0:57:03 > 0:57:07government has funded, the £3.9 billion worth of investment, which

0:57:07 > 0:57:12is why those cases are being reviewed.Over a third of children

0:57:12 > 0:57:23in the UK are either overweight or OBEs. An influx of junk food, junk

0:57:23 > 0:57:28food and sort is not help. Will the Health Secretary make sure that

0:57:28 > 0:57:36health is put over trade going forward? As I've already said, we

0:57:36 > 0:57:40are concerned about child obesity. It is probably the big public health

0:57:40 > 0:57:43challenge, not least the impact it can have on diabetes, heart disease

0:57:43 > 0:57:49and cancer, which is why I welcome Cancer Research UK moving into this

0:57:49 > 0:57:52space. We have one of the most ambushers plans in the world, it is

0:57:52 > 0:57:57the start of a conversation, not the end and if we need to go further, we

0:57:57 > 0:58:01will.Can I welcome today's announcement on a new medical school

0:58:01 > 0:58:05for Kent was making an area that struggles to attract doctors, this

0:58:05 > 0:58:11will make a huge difference. It is genuinely a game changer and can I

0:58:11 > 0:58:13asked my honourable friend to congratulate the University of Kent

0:58:13 > 0:58:18and Christchurch University on their successful bid?I congratulate them

0:58:18 > 0:58:21and I'd like to congratulate her because I know she worked hard on

0:58:21 > 0:58:25this bid and I'm sure thanks to that they are one of the successful

0:58:25 > 0:58:32bidders today.The Independent reconfiguration panel's report on

0:58:32 > 0:58:34the downgrading of Huddersfield Royal Infirmary is sitting on the

0:58:34 > 0:58:39Secretary of State's desk and I've been told it will be made public in

0:58:39 > 0:58:45due course. Can we now have the exact date it will be published?I

0:58:45 > 0:58:53am aware that the issues raised by the council, and I understand local

0:58:53 > 0:58:57campaigners have referred it to judicial review. It would not be

0:58:57 > 0:59:00appropriate to comment further at this stage. A decision on the

0:59:00 > 0:59:07referral to me by the local council will be made in due course.Chop in

0:59:07 > 0:59:10general is a wonderful hospital but needs investment in theatres and

0:59:10 > 0:59:15wards. Can I take this opportunity to commend the application for over

0:59:15 > 0:59:20£30 million of capital funding which would make a huge difference to my

0:59:20 > 0:59:23constituents?I've met the management team for his trust and he

0:59:23 > 0:59:27has talked to me on many occasions about that. I am hoping he will have

0:59:27 > 0:59:33a positive answer and it is in no small part to his campaign. Our

0:59:33 > 0:59:39cancer is a major killer in the UK. NICE recognises the new screening

0:59:39 > 0:59:43test to be far more effective in screening but there remains a lack

0:59:43 > 0:59:47of clarity about when it will be rolled out nationally. Will the

0:59:47 > 0:59:52Minister provide that clarity today so that people can be saved down the

0:59:52 > 0:59:56line?The UK National screening committee has recommended it be the

0:59:56 > 1:00:05primary screening test in the UK and we want to implemented in 2018-19,

1:00:05 > 1:00:11we will give a statement shortly. Thank you for our new medical school

1:00:11 > 1:00:20in Lincoln.Gratefully accepted. Very wise. Mr Frank Field.Can I

1:00:20 > 1:00:27thank the Minister for health, he's concerned about what is happening in

1:00:27 > 1:00:32our area. Might he meet the members shortly so that we can ensure

1:00:32 > 1:00:36existing government is short-term and that the issue of bullying and

1:00:36 > 1:00:40the way the hospital cripples primary care is dealt with

1:00:40 > 1:00:44effectively?The Right Honourable gentleman is absolutely right to

1:00:44 > 1:00:48raise this issue, it is a serious issue and there does need to be

1:00:48 > 1:00:51culture change in Wirral. I will continue to meet with him and the

1:00:51 > 1:00:56other members to discuss this. He will be aware of the NHS improvement

1:00:56 > 1:01:03report into the issue coming out in March.According to Lord O'Neill,

1:01:03 > 1:01:06diagnostics and prescription of antibiotics is the most important of

1:01:06 > 1:01:12the Ten Commandments of the review. Will the Minister update the house

1:01:12 > 1:01:20towards progress of this goal?He is absolutely right and we are totally

1:01:20 > 1:01:22committed to the O'Neill recommendations and working

1:01:22 > 1:01:26internationally to bring them about. My local paper the Bradford

1:01:26 > 1:01:32Telegraph has loved disease-mac launched the stop the rot campaign

1:01:32 > 1:01:35as children in Bradford have the worst dental outcomes than anywhere

1:01:35 > 1:01:39in the country. Does the Minister agree prevention is the key to

1:01:39 > 1:01:41improving children's dental health and what states is the government

1:01:41 > 1:01:46taking to make sure prevention is key in any new dental contract? That

1:01:46 > 1:01:54would be the William Bradford Telegraph. 75 dental practices are

1:01:54 > 1:01:59continuing to test the clinical approach alongside Newman systems

1:01:59 > 1:02:04which tried to increase prevention. It is taking time but we are trying

1:02:04 > 1:02:08to get it right. We know early diagnosis of cancer is crucial for

1:02:08 > 1:02:13successful treatment outcomes but for many cancers, such as ovarian

1:02:13 > 1:02:17and pancreatic, early symptoms can be fake and the chance to diagnose

1:02:17 > 1:02:22early mist. What is the government doing to make sure hard to detect

1:02:22 > 1:02:27cancers are diagnosed early? An excellent question. We are testing

1:02:27 > 1:02:31the new programme which I visited recently in Oxford. Patients with

1:02:31 > 1:02:39vague symptoms can be referred for multiple tests. I don't get excited

1:02:39 > 1:02:44very easily but this promises great excitement.Well, it is a delight to

1:02:44 > 1:02:51see the Minister in high excitement. 70 MPs from across the house in the

1:02:51 > 1:02:56Westminster Hall debate agreed we need more for the NHS now so what

1:02:56 > 1:03:00will the Minister do differently for sufferers of cystic fibrosis and

1:03:00 > 1:03:06when will the news of a breakthrough come through? They are slowly

1:03:06 > 1:03:11drowning in their disease without access to Orkambi. The honourable

1:03:11 > 1:03:14gentleman spread very well in the debate on behalf of his

1:03:14 > 1:03:19constituents. We have made a counter offer to the company and I call on

1:03:19 > 1:03:23them to be reasonable, and to get back in the room and a round table

1:03:23 > 1:03:32and get this sorted. The health service, demand exceeds supply, as

1:03:32 > 1:03:39with these questions. I'm creating more time.I'd like to thank the

1:03:39 > 1:03:45honourable member for Winchester, the Minister, for his response to

1:03:45 > 1:03:49the APPG. Will he make sure that cancer alliances and GPs are

1:03:49 > 1:03:56diagnosing early?It is an easy one, Mr Speaker.Absolutely, yes. The

1:03:56 > 1:04:06significant amounts of public money at stake... Should subsidiary

1:04:06 > 1:04:10companies publish their full cases? They are 100% owned by the NHS so

1:04:10 > 1:04:12any benefit that accrues from
