0:00:47 > 0:00:50Questions to the Secretary of State for housing committees and local
0:00:50 > 0:01:01government.Question number one. Thank you Mr Speaker. The Government
0:01:01 > 0:01:04will consider financial facilities for local authorities to undertake
0:01:04 > 0:01:10safety work to make the pink say. We've got turned down any requests
0:01:10 > 0:01:13for such flexibility. We've provided funding to local authorities for
0:01:13 > 0:01:19data collection on private buildings.The former Housing
0:01:19 > 0:01:24Minister revealed for Christmas that 36 local 30s have contacted the
0:01:24 > 0:01:28apartment ensuring fire safety in tower blocks when none have so far
0:01:28 > 0:01:39received any financial help. Why not?So far it is my records show 36
0:01:39 > 0:01:42authorities. Ten of those we have requested further information from
0:01:42 > 0:01:47four of those that information has been provided. Unless I have just
0:01:47 > 0:01:50said a moment ago we are willing to provide whatever financial thoughts
0:01:50 > 0:01:54about ways to any local authority to make sure all essential fire safety
0:01:54 > 0:02:02work is done. How are local authorities to know what steps to
0:02:02 > 0:02:06take to ensure adequate fire protection when the relevant
0:02:06 > 0:02:09building regulations are 11 years old and no review of them has yet
0:02:09 > 0:02:19commenced?Perhaps the honourable gentleman was not in Parliament last
0:02:19 > 0:02:21year when I am the Home Secretary asked for an independent review of
0:02:21 > 0:02:29all building regulations by Dame Judith Hackett. Just a few weeks ago
0:02:29 > 0:02:32I presented the findings of her interim report recognitions excepted
0:02:32 > 0:02:41in full.Grenfell Tower so seared in all our memories. We must do all we
0:02:41 > 0:02:51can. Am I not right in thinking that if a local authority runs out of
0:02:51 > 0:02:56funds for fire protection measures there is a mechanism by which they
0:02:56 > 0:03:02could be allowed to spend more beyond the normal restraints?Added
0:03:02 > 0:03:10to my friend that I'm not sure... With regards to this question there
0:03:10 > 0:03:14are mechanisms in place what we've done is that she gone further and
0:03:14 > 0:03:16said to those local authorities there are certain facilities that
0:03:16 > 0:03:21they need and they should contact us and the flexibility so be per five.
0:03:21 > 0:03:32Mr Speaker and my
0:03:37 > 0:03:40honourable friends he was the leader of Kansai counsel. The Council of
0:03:40 > 0:03:44the year in 2016 and our thoughts and condolences are with his family.
0:03:44 > 0:03:50And his friends today. Can I welcome the ministerial faces to the
0:03:50 > 0:03:55Department with the new name. But say to them in his new policies to
0:03:55 > 0:03:59fix the growing crisis that the country really means. The question
0:03:59 > 0:04:03to the Secretary of State is this. More than seven months on from the
0:04:03 > 0:04:09Grenfell Tower tragedy how many tower blocks, with the same dangers
0:04:09 > 0:04:18cladding, have had that cladding taken down and replaced?I also like
0:04:18 > 0:04:23to extend my condolences to Karen Quinn whose family and friends and
0:04:23 > 0:04:28was actually a ethical day for all of them. What I can tell the right
0:04:28 > 0:04:33honourable gentleman is that so far with the figures that I have which I
0:04:33 > 0:04:38think are accurate up to one tenth -- the 10th of January am a syndrome
0:04:38 > 0:04:43called the lanes into why been tested. Of those 299 have not passed
0:04:43 > 0:04:50the tests have been put in place. A number of buildings the cladding has
0:04:50 > 0:04:55started to come down and is being replaced slowly as well. We also
0:04:55 > 0:04:57interested to make sure there's enough capacity in the industry to
0:04:57 > 0:05:02meet the extra demand that is now upon it and that is why we are now
0:05:02 > 0:05:04working with both industry and my right honourable friend the Business
0:05:04 > 0:05:09Secretary.I wonder whether the Secretary of State has read the
0:05:09 > 0:05:12update as to the issue this morning because the answer to that number of
0:05:12 > 0:05:16tower blocks with the same dangerous flammable cladding has been taken
0:05:16 > 0:05:21down and replaced, more than seven months on from Grenfell Tower, is
0:05:21 > 0:05:28free. How would -- three. How is it the pheromones on from Grenfell
0:05:28 > 0:05:34Tower one in four families who were survivors only have a new permanent
0:05:34 > 0:05:40home. The Government still cannot confirm how many other tower blocks
0:05:40 > 0:05:47across the country are unsafe, Ministers still refuse to help fund
0:05:47 > 0:05:51essential fire safety work where they know they blocks are dangerous
0:05:51 > 0:05:55and the Secretary of State is sitting back and letting individual
0:05:55 > 0:06:00flat owners pick up the full costs of private tower blocks and not the
0:06:00 > 0:06:04landlord or the developer. In the Secretary of State must know that
0:06:04 > 0:06:08this is not good enough so what new action is he going to take to sort
0:06:08 > 0:06:15out these serious problems was that? The right honourable gentleman knows
0:06:15 > 0:06:21that the number one priority following the tragedy in terms of
0:06:21 > 0:06:26building safety is to make sure that anyone living in any tower that
0:06:26 > 0:06:30might have similar cladding feels completely saved. To make sure those
0:06:30 > 0:06:33buildings are properly tested and facing a sound before that cladding
0:06:33 > 0:06:37can be taken down and replaced, which of course will take time, that
0:06:37 > 0:06:42adequate measures are put in place such as 20 47 fire wardens, all on
0:06:42 > 0:06:47the device of the local Fire and Rescue Service and that is exactly
0:06:47 > 0:06:52what has been done in every single case. He also asked me about the
0:06:52 > 0:06:56private sector tower blocks on the costs of any remedial work in the
0:06:56 > 0:07:01city down and I have been very clear in this House. I think clear since
0:07:01 > 0:07:07last order of questions that... Whatever the legal case might be in
0:07:07 > 0:07:12the case of a private relationship the moral case is clear that the tab
0:07:12 > 0:07:18should be picked up by the freeholders of those properties.
0:07:18 > 0:07:28These are strongly important matters but we do need to speed up a bit.In
0:07:28 > 0:07:37the recent budget we announced £20 million at the dock we continue to
0:07:37 > 0:07:40work with the pilot regions to refine our scope and design very for
0:07:40 > 0:07:46Washington this year.I'm careful to the Secretary of State for that
0:07:46 > 0:07:49answer and ahead of the commencement of the Homelessness Reduction Act of
0:07:49 > 0:07:53the secretary of join me in praising the work of routes to roots a local
0:07:53 > 0:08:01charity that helps the homeless and also honorably housed adults? But me
0:08:01 > 0:08:05think my friend for the role he played in getting that act onto the
0:08:05 > 0:08:13statute books. I do agree with him that two and the homelessness cycle
0:08:13 > 0:08:16there are a lot of people can get involved including voluntary groups
0:08:16 > 0:08:20like Routes to roots in his constituency that can make a real
0:08:20 > 0:08:25difference for Pharma will.On Boxing Day and group called
0:08:25 > 0:08:29activists for love created a squat to shelter homeless people. I went
0:08:29 > 0:08:34to meet the residence on Saturday. The landlord has been very
0:08:34 > 0:08:38accommodating as actually going to find everyone living there a home.
0:08:38 > 0:08:42Online concerned that the funding cuts to city councils mean they
0:08:42 > 0:08:46don't have the money for the really needed aftercare support to prevent
0:08:46 > 0:08:49BC book from becoming homeless again. So would the Government
0:08:49 > 0:08:53please commit to providing more money for an aftercare homeless
0:08:53 > 0:09:01service for...I can see the honourable lady shares our desire
0:09:01 > 0:09:06passing all members of this House would like to fight homelessness and
0:09:06 > 0:09:11mass I'm sure she would welcome the £1 billion that the Government is
0:09:11 > 0:09:15outdated in Twenty20 to fight homelessness including £315 million
0:09:15 > 0:09:20for core funding for local authorities to help.I commend the
0:09:20 > 0:09:24Government furnish eating the housing first pilots. What
0:09:24 > 0:09:28assessment has he made of the situation in London which is clearly
0:09:28 > 0:09:32under the greatest pressure for rough sleeping to enable people to
0:09:32 > 0:09:36have a firm home of their own to make sure that the Mayor of London
0:09:36 > 0:09:40actually delivers affordable housing for the capital.I know my
0:09:40 > 0:09:46honourable friend cares about this issue deeply and has done much at
0:09:46 > 0:09:49work including the Homelessness Reduction Act and he is right to
0:09:49 > 0:09:53raise this issue. Able to solve homelessness and country unless Lund
0:09:53 > 0:09:56inducted that and I'm afraid that Mayor of London is leading the
0:09:56 > 0:10:00people of London down just in his first year in office. Not a single
0:10:00 > 0:10:03home for social that cannot was started in London it is a tragic
0:10:03 > 0:10:12record.The centre for housing policy at the University of York is
0:10:12 > 0:10:18looking at the the the the the Council is providing over a 15 fold
0:10:18 > 0:10:25increase in 15 foot how investors researcher that residents of York
0:10:25 > 0:10:33will benefit from housing first not just in theory but in action.First
0:10:33 > 0:10:37of all help they are the lady agrees with me that it would make sense to
0:10:37 > 0:10:41pilot housing first properly to make sure that at some future stage when
0:10:41 > 0:10:45it can be brought across the country it works properly. As I reset the
0:10:45 > 0:10:49pilot areas. Another parts the country there are other types of
0:10:49 > 0:10:53help on a lot of that comes from the £1 billion of funding is allocated
0:10:53 > 0:10:59to Twenty20 including the funding to local authorities such as York. The
0:10:59 > 0:11:03local government and social care ombudsman report still hopelessly
0:11:03 > 0:11:06calm found that seven out of ten housing cases it investigated
0:11:06 > 0:11:12families were being placed in the and B's for him lawfully in the
0:11:12 > 0:11:16praise him for over two years. The report highlights the appalling is
0:11:16 > 0:11:20one mental impact including on children of living in inadequate,
0:11:20 > 0:11:20one mental impact including on children of living in inadequate,,
0:11:20 > 0:11:24crowded and sometimes Dan conditions. Does the Secretary of
0:11:24 > 0:11:27State recognise just how damaging this is? Will we see any improvement
0:11:27 > 0:11:35for these families in the next 12 months?I share the concerns of many
0:11:35 > 0:11:37honourable members of his house and outside the Government has made
0:11:37 > 0:11:41fighting homelessness I would do seem rough sleeping on absolute
0:11:41 > 0:11:44priority. What the honourable ladies question recognises and requires
0:11:44 > 0:11:49action on many fronts not just economic issues but there are mental
0:11:49 > 0:11:52health, dictionary other issues and that is the programme the Government
0:11:52 > 0:12:01has put together and as a going to pursue.
0:12:01 > 0:12:06I'm grateful for the recommendations. Our bid thing
0:12:06 > 0:12:11safety programme is making good progress in identifying potentially
0:12:11 > 0:12:13unsafe cladding and English tower blocks and with these actions and
0:12:13 > 0:12:19future actions, we will make buildings much safer.Since the
0:12:19 > 0:12:22tragic events of Grenfell Tower, Vigurs a gringos in high-risk box
0:12:22 > 0:12:32has been widely discussed. The back of the use of sprinklers in high
0:12:32 > 0:12:38rise blocks has been widely discussed. Would my right honourable
0:12:38 > 0:12:41friend sure the House that the fire resistant properties of individual
0:12:41 > 0:12:47flats will form part of the ongoing reviews? It is an important point
0:12:47 > 0:12:52raised by my honourable friend. Buy your safety, fire rescue services
0:12:52 > 0:12:57have visited 1250 high rise to think so since the tragedy of Grenfell
0:12:57 > 0:13:06Tower. This included checking compartmentalization and... There is
0:13:06 > 0:13:12the responsible person who must determine what is the best for each
0:13:12 > 0:13:16building.I wanted to reverted to part to be of the regulations and
0:13:16 > 0:13:27the guidance that goes with it. A paragraph... Will the state
0:13:27 > 0:13:31confirmed the guidance is less clear about cladding and it appears to
0:13:31 > 0:13:36allow for the continued use of combustible material in the cladding
0:13:36 > 0:13:39on high rise buildings Cusack is that the case, and if so, is a
0:13:39 > 0:13:45second carrier so comfortable with that situation?I can take to the
0:13:45 > 0:13:48right honourable member that I do believe that is the case. I do not
0:13:48 > 0:13:53think that is still the case. What he has raises an important point of
0:13:53 > 0:13:57the needed to review the guidance and the regulations themselves, a
0:13:57 > 0:14:01point that was made and very clear by Dame Judith Hackett in their
0:14:01 > 0:14:09report that she published last month and recognitions accepted in full.
0:14:09 > 0:14:12This of residential block in Croydon with the same for mobile cladding is
0:14:12 > 0:14:17Grenfell Tower. Its residents fear they are living in a death trap. The
0:14:17 > 0:14:21Secretary of State told them that a responsible person should take
0:14:21 > 0:14:24action, but the freeholder, the developer and the manager, all
0:14:24 > 0:14:29denied liability, so will tell you while the legal wrinkles go on, the
0:14:29 > 0:14:33cladding stays in place. There's only one responsible person. When
0:14:33 > 0:14:35will the Secretary of State take action to remove this dangerous
0:14:35 > 0:14:42cladding and keep up above and their families save?I'm very happy to
0:14:42 > 0:14:48reiterate on this point again that where the situations are arising,
0:14:48 > 0:14:52the responsible person clearly is the freeholder and whatever the
0:14:52 > 0:14:57legal case might be, the freeholder should take responsibility. I can
0:14:57 > 0:15:01tell the honourable gentleman that my honourable friend, the Housing
0:15:01 > 0:15:06Minister spoke to the CEO of the Company concerning this case and is
0:15:06 > 0:15:10in dialogue to try and see which we can do to make sure that they do the
0:15:10 > 0:15:17right thing. As the Secretary of State Tessa said, one of the key
0:15:17 > 0:15:24recommendations of the building when collisions city was the need for the
0:15:24 > 0:15:28whole suite of approved documents to be restructured to provide greater
0:15:28 > 0:15:33clarity on high fire safety measures to knock on how fire safety measures
0:15:33 > 0:15:39will be applied. The Secretary of State given a damn census department
0:15:39 > 0:15:42are taking to implement this recommendation, particularly with
0:15:42 > 0:15:55regard to planning guidance? -- gave a clear answer to the steps his
0:15:55 > 0:16:03Department are taking.There were recommendations around desktop
0:16:03 > 0:16:07studies and restricting how and when they can be used. That is being
0:16:07 > 0:16:11implemented right now. She might be to implement tetonic interested in
0:16:11 > 0:16:16knowing passes become down the road from Parliaments, there a meeting of
0:16:16 > 0:16:22industry experts and stakeholders going on and it is looking to what
0:16:22 > 0:16:35more can be done in the interim. With your permission, I will answer
0:16:35 > 0:16:41this question with questions 11, 13, 17 and 20 two. I think the
0:16:41 > 0:16:44honourable gentleman for his question. There are too many people
0:16:44 > 0:16:48sleeping rough and I am determined to do more. That is widely rough
0:16:48 > 0:16:55sleeping and homelessness production task will deliver a strategy to
0:16:55 > 0:17:00tackle this issue with the help of in advisory Council.I welcome the
0:17:00 > 0:17:05Minister to her new role. Rough sleeping has doubled nationally
0:17:05 > 0:17:08since 2010. Actually, in my constituency, it has doubled in the
0:17:08 > 0:17:14last two years according to local charities. Of course, the biggest
0:17:14 > 0:17:18cause of homelessness is a lack of affordable housing. In my
0:17:18 > 0:17:22constituency, development...I apologise but we owe a lot to get
0:17:22 > 0:17:26there. We need is a question, not a series of statements. A question in
0:17:26 > 0:17:37a question mark a?. One sentence please.Currently running a 27%
0:17:37 > 0:17:42against the 40%... What is the Minister planning to do to ensure
0:17:42 > 0:17:49that is enforced locally?That was a very interesting question because
0:17:49 > 0:17:52the statistics are not aligned with the November sleeping rough
0:17:52 > 0:17:57statistics that we have. However, we do recognise the concerns around
0:17:57 > 0:18:01viability assessments of affordable housing. Last autumn, we consulted
0:18:01 > 0:18:04on proposals to simplify viability assessments and increase
0:18:04 > 0:18:08transparency. We will announce further details for our approach
0:18:08 > 0:18:14when we got was the new national planning open seat later this year.
0:18:14 > 0:18:17The number of rough sleepers in Darlington since 2010 is doubled. Is
0:18:17 > 0:18:24this caused by a comma reduction in Council borders, over 5 million
0:18:24 > 0:18:28benefits? Of the bedroom tax? Not affordable housing? There
0:18:28 > 0:18:34aristocratic? I could go to Zee.
0:18:39 > 0:18:43I would like to say, I think honourable lady for the question,
0:18:43 > 0:18:49but Franco, this is not a laughing matter. The Government is clear that
0:18:49 > 0:18:54one person without a home is too many. We are party taken steps
0:18:54 > 0:18:59towards combating rough sleeping and homelessness. For instance, we have
0:18:59 > 0:19:03implemented the most ambitious legislative reform in decades. The
0:19:03 > 0:19:05homelessness reduction asked and I congratulate my right honourable
0:19:05 > 0:19:08friend for all the hard work you do on that. He comes into force this
0:19:08 > 0:19:12April. And we will ensure that more people get the help they need
0:19:12 > 0:19:14earlier to prevent them from becoming homeless in the first
0:19:14 > 0:19:19place. Thank you very much. The massive increase in homelessness and
0:19:19 > 0:19:24rough sleeping in my city of glass Coke is in stark contrast to the...
0:19:24 > 0:19:28Homelessness fell by over three Courtice. Given the shocking
0:19:28 > 0:19:36situation, what plans does the Mr have -- it does the Minister have?
0:19:42 > 0:19:47The question seemed to be rather about a devolved matter, but moving
0:19:47 > 0:19:51on, as the nation gets to grips with this issue, rough sleeping advisory
0:19:51 > 0:19:56panel, which I will chair, will include key figures from local
0:19:56 > 0:19:58governments, central government and homelessness charities. The role
0:19:58 > 0:20:07will be to support and a half rough sleeping by 2022 and eliminated by
0:20:07 > 0:20:102027. The first meeting of the advisory panel will take place on
0:20:10 > 0:20:17the 1st of February.The Wales audit office produced a report which
0:20:17 > 0:20:21stated that it believed the Government welfare policies were
0:20:21 > 0:20:24having a detrimental impact on homelessness in Wales. We'll see
0:20:24 > 0:20:30except for what is chewing Wells is also true in England? Two true in
0:20:30 > 0:20:39Wales is also true in England. He lectures across all of the UK. -- I
0:20:39 > 0:20:42like truths across all the UK. The interesting issue will be an amount
0:20:42 > 0:20:46of money and packages we can put into spread funding for affordable
0:20:46 > 0:20:49housing across the nation. That is something that we are determined to
0:20:49 > 0:20:57do.In Wolverhampton, where I represent, one of its
0:20:57 > 0:21:01constituencies, the number of estimated rough sleepers has doubled
0:21:01 > 0:21:04since 2010. What plans did the Government have in place to decrease
0:21:04 > 0:21:07the numbers of rough sleepers as their current plan is certainly not
0:21:07 > 0:21:16working?Of course, the interesting thing with Wolverhampton area is it
0:21:16 > 0:21:19is part of the West Midlands, so we are working very hard with mayor
0:21:19 > 0:21:25Andy Street who will be joining me on that the rough sleepers strategic
0:21:25 > 0:21:33panel and look forward to our first meeting on the 1st of February.I'm
0:21:33 > 0:21:37launching an appeal for mobile phones for a local charity to enable
0:21:37 > 0:21:41those who are homeless or suffering to get back on their feet, literally
0:21:41 > 0:21:46and have an emergency lifeline. Will the Minister offer their support for
0:21:46 > 0:21:49what is a controversial initiative locally with some people and agree
0:21:49 > 0:21:54that it is much more controversial but in the UK today, we still have
0:21:54 > 0:21:56some people homeless, which is why this government is prioritising the
0:21:56 > 0:22:03area?Does a very interesting, innovative ways of dealing with this
0:22:03 > 0:22:08in the future. I will be very interesting to see that either in
0:22:08 > 0:22:14her area and I congratulate her look very on so proactive. In rugby,
0:22:14 > 0:22:17cancel officers got into the community to speak to rough sleepers
0:22:17 > 0:22:25and have recently put... Offer of support has been declined recently.
0:22:25 > 0:22:29Last week, police of charge to rough sleepers for aggressive begging. I
0:22:29 > 0:22:33wonder if the Minister will agree that it is important this provides
0:22:33 > 0:22:36support for those were forced to sleep rough. It is important to also
0:22:36 > 0:22:41to ensure that he goes to those who are in genuine need.By honourable
0:22:41 > 0:22:46friend is quite correct. It is a very complex matter. There is some
0:22:46 > 0:22:51inherent difficulty details with mental health issues, breakdown in
0:22:51 > 0:22:56family crisis and chaos but equally, the state has to be fair handed and
0:22:56 > 0:22:59if you people are aggressive begging and top properties of their own,
0:22:59 > 0:23:05than the state will do when you has to do, but our focus is on rough
0:23:05 > 0:23:11sleepers who needed the help most. It's a pleasure to welcome the
0:23:11 > 0:23:18Minister to replace. Following could grant which provided funding for and
0:23:18 > 0:23:21homelessness campaign, we extend the number of sleepers fall. Could you
0:23:21 > 0:23:25confirm that sort of work will become lamented bitty house
0:23:25 > 0:23:31Homelessness Reduction Act come into force later this year?I thank my
0:23:31 > 0:23:33honourable and very long known friend for years. I think you got
0:23:33 > 0:23:36that question. It is the pilots around of the country that are
0:23:36 > 0:23:42working so well that we wanted to pick up on. Home certainly the
0:23:42 > 0:23:46Homelessness Reduction Act means that councils will have a duty try
0:23:46 > 0:23:51and help people before the accident, homeless and that is why, as part of
0:23:51 > 0:23:56this suite of effort, we are looking at dealing with this and we aren't
0:23:56 > 0:24:00confident that by 2022, we will have to rough sleeping in the country.
0:24:00 > 0:24:03There's been a noticeable increase in the number of rough sleepers in
0:24:03 > 0:24:06the Shipley over the past year or so. Can the Minister said that with
0:24:06 > 0:24:10the Government is doing with Bradford Council to try and deal
0:24:10 > 0:24:14with the issue? Will she agree with me with in order to help homeless
0:24:14 > 0:24:19people, it's important that Bradford Council developed new housing in
0:24:19 > 0:24:27cheaper affordable areas and Brad Ford rather than building expensive
0:24:27 > 0:24:36housing?He never fails to disappoint. Interestingly, one of
0:24:36 > 0:24:41the areas where councils will be able to flex their muscles mark is
0:24:41 > 0:24:47to take on empty homes and look into quality rented properties that are
0:24:47 > 0:24:50affordable preppy buddy and it means that community stick together. I
0:24:50 > 0:24:55think I would be something that Council are to do.
0:25:02 > 0:25:05Over 119,000 affordable homes were delivered in rural communities has
0:25:05 > 0:25:102010. Holmes England had invested under 142 million in the affordable
0:25:10 > 0:25:16homes programme scheme. That is run 9% of total spending.I welcome
0:25:16 > 0:25:21those figures. They are redundant farm building sites which could be
0:25:21 > 0:25:24classed as Bradfield says. If they were, then they could actually
0:25:24 > 0:25:29believes a lot more land for affordable homes. Could the Minister
0:25:29 > 0:25:33consider that, please?He is absolutely right. There is a
0:25:33 > 0:25:39requirement for each authority to register. Over 90% of local
0:25:39 > 0:25:43authorities have done so in the information to date suggest nearly
0:25:43 > 0:25:5216,500 sites covering many actors have been identified in England. As
0:25:52 > 0:25:55well as helping rural areas, where is he going to do for places like
0:25:55 > 0:26:01Birmingham and how is he going to responded to the councils request
0:26:01 > 0:26:06for additional assistance with the provision of new homes, essential
0:26:06 > 0:26:10maintenance on existing properties and the discharge of obligations
0:26:10 > 0:26:16such as health and safety and annual gases precious? Tie-dye gas
0:26:16 > 0:26:18inspections.
0:26:22 > 0:26:27Of course, we are ambitious to do more. Working with housing
0:26:27 > 0:26:31associations, working with lower -- local mayor such as street. We have
0:26:31 > 0:26:38raised the hot housing revenue account. In welcoming my honourable
0:26:38 > 0:26:42friend to his new position, I will also ask them to look with his
0:26:42 > 0:26:46intellectual figure that I know he is gods into the case of national
0:26:46 > 0:26:52parks and what they do -- he has got, into the case of national
0:26:52 > 0:27:00parks.Original roof and has considerable experience. We will
0:27:00 > 0:27:06look into all of those areas because we are absolutely committed to look
0:27:06 > 0:27:15into that and increase housing for generations. There has been... To
0:27:15 > 0:27:22the provision of more cooperative housing in urban places. What might
0:27:22 > 0:27:25the Minister in his department be looking to achieve? The honourable
0:27:25 > 0:27:29gentleman is right in a lot of social housing is a book or
0:27:29 > 0:27:32operative nature. I think, in particular, it depends on the
0:27:32 > 0:27:37specific needs of any given community and that is often local
0:27:37 > 0:27:40authorities to help identify. Local authorities in rural areas need to
0:27:40 > 0:27:43focus on the particular needs of the committee and that can include, for
0:27:43 > 0:27:47example, in other areas, the raw exceptions at were stable long-term
0:27:47 > 0:27:52protection for affordable homes in rural areas.
0:27:52 > 0:27:58Only with permission of office question along with question 20.
0:27:58 > 0:28:09Since 2012 in a vested... And 295 coastal committee projects. These
0:28:09 > 0:28:14projects are forecast to deliver 18,000 jobs of a announced that the
0:28:14 > 0:28:20£40 million fund it will open shortly. I'm grateful for that
0:28:20 > 0:28:30reply. Will my honourable friend visit to see for himself this work
0:28:30 > 0:28:34that will transform Britain's most easterly town into the East Coast
0:28:34 > 0:28:40destination of choice?I see that my horrible friends constituency has
0:28:40 > 0:28:45already had over one half million pounds from the fund is showing that
0:28:45 > 0:28:48his campaign he is delivering for his own constituency and I would be
0:28:48 > 0:28:55delighted but in the area to visit. I think the Minister. The social
0:28:55 > 0:28:59mobility commissions report the State of the nation revealed that
0:28:59 > 0:29:04the prospects, the social economic prospects for those living in rural
0:29:04 > 0:29:09coastal areas are poor. Given our world-class skills and industries
0:29:09 > 0:29:12across many sectors what steps is he taking to make sure that we do
0:29:12 > 0:29:18realise our full potential?I have the pleasure and privilege of
0:29:18 > 0:29:23visiting my honourable friends constituency by stressing those
0:29:23 > 0:29:25world-class skills particularly in the nuclear supply chain and action
0:29:25 > 0:29:29unless I'm delighted to say that through our industrial strategy and
0:29:29 > 0:29:32through the northern powerhouse we're supporting people throughout
0:29:32 > 0:29:38our country so they can grow their wherever they may reside. The
0:29:38 > 0:29:42Minister will know because he is leading on this issue, that the
0:29:42 > 0:29:46northern powerhouse growth deal which will affect North Wales and
0:29:46 > 0:29:54the coastal committees there is a... Could he give some indication as to
0:29:54 > 0:29:58when he's going to create some conclusions on the budget for that
0:29:58 > 0:30:05growth deal? Ultimately my honourable friend Marla friend is in
0:30:05 > 0:30:10the lead when it comes that apply with them have an absolute
0:30:10 > 0:30:12determination to ensure that this deal delivers for the people of
0:30:12 > 0:30:18North Wales. Only this week as is in the local 30s in North Wales to ask
0:30:18 > 0:30:22them what progress they have made to update me upon what objects they
0:30:22 > 0:30:35would like to see come forward? For selected extend that that that that
0:30:35 > 0:30:41the business or wherever they part of decoration which was signed in
0:30:41 > 0:30:47November by the Scottish Government has also represented as than 20 in
0:30:47 > 0:30:52use but that that present will have a disproportionate impact on coastal
0:30:52 > 0:30:59regions?I do not agree with this statement. Because taking back
0:30:59 > 0:31:05control of our fishing industry will page huge dividends for those who up
0:31:05 > 0:31:08and down her cause. It is usually setting that only last Thursday I
0:31:08 > 0:31:15got to finish -- attitude visit as a detailed physical is coast-to-coast.
0:31:15 > 0:31:19It covers the English and Scottish Borders and it is a partnership of
0:31:19 > 0:31:21two governments, the Scottish Government and the UK Government,
0:31:21 > 0:31:28coming together as equals to deliver for the people of the borderlands.
0:31:28 > 0:31:31That doesn't really answer the questions. Because coastal
0:31:31 > 0:31:41committees face isolation. And heartbreak that would exacerbate
0:31:41 > 0:31:45this. Is this government does do the unthinkable and walks away for a
0:31:45 > 0:31:48deal that Scotland, Wales and Northern Ireland just to be up to
0:31:48 > 0:31:52fund -- taxes EU funding programmes? Of course I'll be happy to discuss
0:31:52 > 0:32:00hat having a meeting. I would gently point out that Discover, the UK
0:32:00 > 0:32:04Government, it has already invested £174 million in our coastal
0:32:04 > 0:32:08communities, getting behind this coastal communities, one has a
0:32:08 > 0:32:16Scottish Government done? I think nothing. The Government is promoting
0:32:16 > 0:32:21a change in self billed to the home building fund and the 2016 self
0:32:21 > 0:32:34billed regulations. When discussions as you have...To deliver more local
0:32:34 > 0:32:39houses.I thank my honourable friend and he's right to raise the issue
0:32:39 > 0:32:42the community housing fund was worth 60 million its first year and in the
0:32:42 > 0:32:44context of the budget in November we announced it would be continued for
0:32:44 > 0:32:48a further three years. And that includes capital and revenue funding
0:32:48 > 0:32:51as part of the Government strive to support committee is bringing
0:32:51 > 0:33:04forward home built projects. Thank you Mr Speaker. This government has
0:33:04 > 0:33:08high ambitions to look after children in caregivers. The
0:33:08 > 0:33:13forthcoming corporate parenting that does one sure high-quality care and
0:33:13 > 0:33:21support for these vulnerable young people.I look Minister to his new
0:33:21 > 0:33:25post but when will the Government have to provide adequate funds to
0:33:25 > 0:33:31properly support these special young people? The arm of judgement will be
0:33:31 > 0:33:34pleased another short-lived government will be announcing the
0:33:34 > 0:33:38winners of applicants for the social impact bond to provide funding for
0:33:38 > 0:33:40those local 30s to improve outcomes in education training and employment
0:33:40 > 0:33:47for care levers.I too welcome the Minister to his position that I know
0:33:47 > 0:33:51he will be excellent in his role. Does the Minister gave me that no
0:33:51 > 0:33:55child should be taken into care if family support would allow them to
0:33:55 > 0:33:59stay safely at home was back and away due to provide or support to
0:33:59 > 0:34:04struggling countries to prevent children from me taking into care?I
0:34:04 > 0:34:10think my horrible friend. I agree that when possible children are best
0:34:10 > 0:34:14look after by their own families. And as either troubled families
0:34:14 > 0:34:17programme which we are investing £1 billion and is working with the
0:34:17 > 0:34:21families to reduce the need of children to go to care. The result
0:34:21 > 0:34:24in December show a decrease in the number of children in need in that
0:34:24 > 0:34:31programme.Can I remind the Minister that whether we're talking about the
0:34:31 > 0:34:35children in care or we're talking about the elderly care, the real
0:34:35 > 0:34:39question that he has to answer, what has happened to the fabric of social
0:34:39 > 0:34:44support and care as that has been driven down by cuts to local
0:34:44 > 0:34:50authorities over the last two years? This government is ensuring that
0:34:50 > 0:34:54local authorities have the resources they need to provide important local
0:34:54 > 0:34:59services. £200 million over these five years of real terms funding
0:34:59 > 0:35:02increase to date has announced in the last budget specifically for
0:35:02 > 0:35:13social care. With your permission I would answer this question along
0:35:13 > 0:35:18with question 19. Are fair and sustainable financial settlement
0:35:18 > 0:35:21gives local authorities the ability to protect important local services
0:35:21 > 0:35:26in March the 3rd of a four-year deal providing funding certainty to local
0:35:26 > 0:35:29government and the Cesaro real terms increase in available resources to
0:35:29 > 0:35:34the sector. How does the Minister and tend to ensure that individual
0:35:34 > 0:35:37local authorities under the fair funding review receive an adequate
0:35:37 > 0:35:41level of funding which is not only fair that sustainable given that the
0:35:41 > 0:35:45governments intention to reset the business rate space flight from 20
0:35:45 > 0:35:48to one they resulted all the individual growth as a build-up
0:35:48 > 0:35:52since the start of the business retention scheme taken away? Kevin
0:35:52 > 0:36:01Mr provide any assurances that this growth will be protected?I
0:36:01 > 0:36:06encourage but there something drafted can usually be shortened.
0:36:06 > 0:36:13Thank you Mr Speaker. That government is scenic Sterne
0:36:13 > 0:36:16applications for those and we're learning from those pilots to design
0:36:16 > 0:36:22the purposes and to take over and 19 that the together for full review
0:36:22 > 0:36:28affair Fundy City to get the allocations read. His government has
0:36:28 > 0:36:32to literally targeted the most deprived communities and Nottingham
0:36:32 > 0:36:36city has lost a staggering 80% of its funding since 2010. Now the
0:36:36 > 0:36:41governments only answer to the social care crisis is to add another
0:36:41 > 0:36:453% to council tax bills. And Nottingham that raises just £3
0:36:45 > 0:36:55million just short way short of the... When is he going to stop
0:36:55 > 0:36:57doping the financial burden onto taxpayers and fun social care
0:36:57 > 0:37:05properly and fairly?I would point out to the honourable lady that
0:37:05 > 0:37:08spending per blowing in the most deprived authorities as Archie 22%
0:37:08 > 0:37:14higher than those that are the least -- the most part but that core
0:37:14 > 0:37:25spending is 11% higher than the national average.
0:37:27 > 0:37:30Will the Minister ensure that the transfer of the Fire Service out of
0:37:30 > 0:37:34the County Council to the Police Commissioner is not delayed by this
0:37:34 > 0:37:40inspection?Affect my horrible friend for this question has he
0:37:40 > 0:37:45knows the Secretary of State has asked the do that to go and look at
0:37:45 > 0:37:48the authority and we're awaiting his findings with eagerness and is
0:37:48 > 0:37:51difficult for me to comment further after he will appreciate at this
0:37:51 > 0:38:00time.Can local my honourable friend to his place. Some of what was said
0:38:00 > 0:38:06is very so pointing not to that of the end is underfunded relative to
0:38:06 > 0:38:12other authorities. Will he meet with me to discuss the upcoming local
0:38:12 > 0:38:18government finance round?Affect my horrible friend for that question as
0:38:18 > 0:38:22he knows we had overwhelming applications for the pilot and I am
0:38:22 > 0:38:24disappointed for him that Somerset was not a member what I would say is
0:38:24 > 0:38:27he should encourage local 32 apply again this year when we are
0:38:27 > 0:38:30rerunning the pilot scheme at in the meantime I would be delighted to be
0:38:30 > 0:38:33with him and discuss the fair funding for the Somerset local
0:38:33 > 0:38:42authority.Thank you Mr Speaker. Descended into complete and utter
0:38:42 > 0:38:47shambles listed. The figures sent to local 30s were wrong. Back in March
0:38:47 > 0:38:50of 2017, the National Audit Office were concerned that there wasn't a
0:38:50 > 0:38:54capacity within the Ministry of Housing in communities and local
0:38:54 > 0:38:57government and within the feel way to handle a Secretary of State plan
0:38:57 > 0:39:02and this new era will certainly not engender confidence in the Secretary
0:39:02 > 0:39:04of State Department. Was that are being taken to ensure that this era
0:39:04 > 0:39:12is not repeated?The valuation office agency has made a mistake
0:39:12 > 0:39:15with the initial calculations those are corrected and this department
0:39:15 > 0:39:18has moved swiftly to provide accurate information to local
0:39:18 > 0:39:22authorities. I would generally pull at this point out that local
0:39:22 > 0:39:31authorities received an increasing but about the last time we were able
0:39:31 > 0:39:35to ask questions and suggesting we have to he planned to address the
0:39:35 > 0:39:38unsustainable and insufficient funding for its services. He asked
0:39:38 > 0:39:43the buddies would do about the £2 billion funding gap? And he told us
0:39:43 > 0:39:46to wait and see what happened in the local government finance settlement.
0:39:46 > 0:39:50Mobley waited having looked at his proposal and there is no new money
0:39:50 > 0:39:55for these vital services. Was this another era? Is is going to be
0:39:55 > 0:40:05corrected in the future? -- error. They will receive a increase in
0:40:05 > 0:40:10funding the sure neck. The Government is also invested £200
0:40:10 > 0:40:12million and then innovation programme to the ways of improving
0:40:12 > 0:40:23the delivery of children's social services. The commission is engaging
0:40:23 > 0:40:27with all interested parties including last Friday's visit to
0:40:27 > 0:40:31soften your part which I understand my honourable friend also attended.
0:40:31 > 0:40:36They are developing but that that animal publish its final report in
0:40:36 > 0:40:43the spring of this year.I thank you for that reply. Not Monday and South
0:40:43 > 0:40:46End Airports selector for two is going to make a major impact to the
0:40:46 > 0:40:52commission. What role could he see in London seven airport plane to
0:40:52 > 0:40:59boost Garth and boost productivity across the whole of South at six?I
0:40:59 > 0:41:02would also like to refer to this one didn't South Bend airport I think
0:41:02 > 0:41:06that this is correct title and it is a real success story. It has great
0:41:06 > 0:41:09potential for growth. It has an ambitious £200 million -- 200
0:41:09 > 0:41:16million passenger are good this year and already is reminiscent of £162
0:41:16 > 0:41:19million in a new terminal. That puts London South Bend airport at the
0:41:19 > 0:41:30heart of the Thames estuary emissions plans. Thank you Mr
0:41:30 > 0:41:34Speaker. We've been working closely with local government Association
0:41:34 > 0:41:39who... About the financial difficulties Carillion was facing.
0:41:39 > 0:41:44This is to ensure that they had it property contingency plans in place.
0:41:44 > 0:41:48He continued to work with them to make sure that there is no or at
0:41:48 > 0:41:59least to public services.Thank you Mr Speaker.
0:41:59 > 0:42:01Following revelations, can the Minister of the secretary stated
0:42:01 > 0:42:05buys if he or anyone in his department has taken advice from or
0:42:05 > 0:42:14held meetings with Keith Cochran? On not aware of any meetings were
0:42:14 > 0:42:19advice taken place. Have a right to the honourable gentleman if there
0:42:19 > 0:42:26were such meetings.Number 14. 15.
0:42:32 > 0:42:37With permission, I've will take questions 15 and 16 together. We
0:42:37 > 0:42:49have delivered 357,000 affordable homes since 2010.With the Secretary
0:42:49 > 0:43:02of State adopt labour's plans to... Lift caps?We are not going to take
0:43:02 > 0:43:06on labour's plans in this error or any other. They're not sustainable.
0:43:06 > 0:43:16What we are going -- in this era or any other. We will raise affordable
0:43:16 > 0:43:22homes. There are 11 new housing starts. We're talking about the
0:43:22 > 0:43:28housing deal.Whichever way Ministers try to present the
0:43:28 > 0:43:31figures, the number of genuinely affordable social homes built with
0:43:31 > 0:43:35public sector grants on their watch is pitiful. If the Minister will not
0:43:35 > 0:43:40accept the policy of the Labour Party, will he accepted the
0:43:40 > 0:43:43recommendation of the Treasury select committee and lift of the
0:43:43 > 0:43:48borrowing cap councils housing revenue accounts completely to
0:43:48 > 0:43:52enable councils to build desperately needed council homes or will he
0:43:52 > 0:43:56confirmed only a Labour government will take action we need?I think
0:43:56 > 0:44:00the record speaks for itself. We deliver 357,000 more affordable
0:44:00 > 0:44:04homes as 2010. I was more than in the preceding seven years and the
0:44:04 > 0:44:08last Labour government. We are raising the cap. We have done that
0:44:08 > 0:44:13in the last budget we are creating a stable financial envelope for
0:44:13 > 0:44:15affordable housing associations with a long-term... That is the
0:44:15 > 0:44:28sustainable way to start the country. Between 2011 and 2015, was
0:44:28 > 0:44:36of a capacity deliver up to 9000 homes.Some labour councils,
0:44:36 > 0:44:40particularly in London, on hundreds of acres of surplus land. Can I urge
0:44:40 > 0:44:43the new Minister to challenge those labour authorities so we can turn
0:44:43 > 0:44:52that landed 2-family homes?Is absolutely right. They want to
0:44:52 > 0:44:57release government land by 2020 460,000 extra homes to be built. The
0:44:57 > 0:45:00Government is providing action authorities to facilitate that and I
0:45:00 > 0:45:04met with the CEO of Palm England last week to ensure we get cracking
0:45:04 > 0:45:14on this top priority. Tenneco homes England. -- homes England.Temporary
0:45:14 > 0:45:18accommodation shows that no families left without a roof over their
0:45:18 > 0:45:21heads, prevention is at the centre of our push to protect the most
0:45:21 > 0:45:25vulnerable and we are spending over £1 billion until 2020 to prevent
0:45:25 > 0:45:28homelessness as well as implementing the most ambitious legislative
0:45:28 > 0:45:37reform in decades. Why does the Minister think that the number of
0:45:37 > 0:45:43children in temporary accommodation has risen by 73% 220,000 since 2010,
0:45:43 > 0:45:46according to the Public Accounts Committee, one number had been
0:45:46 > 0:45:53falling under labour?I very much regretted to have to point out to
0:45:53 > 0:45:56the honourable lady that the number of children living in temporary
0:45:56 > 0:46:01accommodation is love with and at its peak in 2006. 2011, we changed
0:46:01 > 0:46:06the laws of the gases can place families in decent and affordable
0:46:06 > 0:46:14private rented homes. Behave yourself, love. Please. This means
0:46:14 > 0:46:16homelessness Astles should not have to wait as long for settled
0:46:16 > 0:46:21accommodation.
0:46:32 > 0:46:35Anti-Semitism and Holocaust denial are completely in unacceptable a
0:46:35 > 0:46:38civilized society. This government has taken a strong vision tackling
0:46:38 > 0:46:48both. We have adopted the international Holocaust... We
0:46:48 > 0:46:55position.Where do my honourable friend agree that the work of the
0:46:55 > 0:46:59trust is as important as ever given the levels of organised hate you and
0:46:59 > 0:47:08intimidation both at home and abroad? -- hate and intimidation.I
0:47:08 > 0:47:12was pleased last week at the speakers House, Mr Speaker, to
0:47:12 > 0:47:20announce that we are giving 144,000 of support jointly to the Holocaust
0:47:20 > 0:47:26education trust and the union of Jewish students to tackle in
0:47:26 > 0:47:33tolerance and anti-Semitism on our campuses. The new year has meant a
0:47:33 > 0:47:40new name for my department. A fantastic new ministerial team that
0:47:40 > 0:47:43will build on the great strides up achieved by my honourable friends
0:47:43 > 0:47:49from the to and Reading West. Other name the importance to fix the
0:47:49 > 0:47:53broken housing market, we will continue to help both the strong
0:47:53 > 0:47:56communities and support local government. Something that resonates
0:47:56 > 0:48:01strong this week is Holocaust Memorial Day, an opportunity to
0:48:01 > 0:48:03reaffirm our commitment to rooting out hatred and anti-Semitism
0:48:03 > 0:48:13wherever they exist.Thank you for that upbeat statement. Scotland and
0:48:13 > 0:48:16Wales are totally served by local authorities. How many people in
0:48:16 > 0:48:20England are served by the same authorities and how does he expect a
0:48:20 > 0:48:26figure to be in five years' time? May I say that it is a privilege to
0:48:26 > 0:48:29receive a question for my right honourable friend, the first time I
0:48:29 > 0:48:32have received one in Parliament. It's an opportunity for me to think
0:48:32 > 0:48:35and for all the work that he is done in government and the work that he
0:48:35 > 0:48:40can being credibly ploughed of. It is 60%, the number of famous people
0:48:40 > 0:48:45that are served by unitary authorities. I expect the number to
0:48:45 > 0:48:51be higher given the views of people on unitary authorities and also our
0:48:51 > 0:48:56commitment to consider miniaturization whenever requested.
0:48:56 > 0:49:02We're very pleased for him.Recent statistics published by the
0:49:02 > 0:49:07department show that 54,000 households in London are living in
0:49:07 > 0:49:14temporary accommodation and as my honourable friend said, 120,000
0:49:14 > 0:49:20children are living in some of the most of honourable houses. What
0:49:20 > 0:49:26social the department now take to take the temporary accommodation
0:49:26 > 0:49:30crisis in London and in the rest of the country? Is a very serious
0:49:30 > 0:49:35matter, which is why we put more money into local government so that
0:49:35 > 0:49:39they can look at the quality of the private rented accommodation, the
0:49:39 > 0:49:43temporary accommodation cannot take place and secondly, on the point of
0:49:43 > 0:49:51children, we have made it quite clear that bed and that the breast
0:49:51 > 0:49:56-- bed and breakfast. Look authority knows that. Will the Minister assure
0:49:56 > 0:50:02me that he will setup cross departmental with transport and GC
0:50:02 > 0:50:11MS to ensure delivery of the Milton Keynes corridor as mandated by
0:50:11 > 0:50:23the... ?I want to congratulate my friend for the position he now has.
0:50:23 > 0:50:29I'm sure he will make a great difference. The cross departmental
0:50:29 > 0:50:35cooperation is essential and I'm sure he will help me.A borderlands
0:50:35 > 0:50:43Guptill was promoted. -- the deal. Consummate -- Grothe deal.
0:50:52 > 0:50:56Is the honourable gentleman will be aware, the Grothe deals architecture
0:50:56 > 0:51:00and the public at it. I left why have agreed to meet with the backers
0:51:00 > 0:51:05of the actual Guptill to see how the Government can take the deal
0:51:05 > 0:51:10forward.Does my right honourable friend that the ability to buy a
0:51:10 > 0:51:16hold at an affordable price is vital to developing and enhancing
0:51:16 > 0:51:22social... And realising the Government is my goal? We must
0:51:22 > 0:51:24massively increase house-building to speed up the process ran across the
0:51:24 > 0:51:32country.My right honourable friend is absolutely right. 50% higher than
0:51:32 > 0:51:36the last year the last labour government, that number of houses we
0:51:36 > 0:51:47have provided. We targeted funding to release private sector lead.
0:51:47 > 0:51:50Lincoln City Council is aiming to build 500 homes in the next five
0:51:50 > 0:51:54years to tackle its waiting list of over a thousand households. If the
0:51:54 > 0:51:58Government will not consider raising the borrowing cap on local housing
0:51:58 > 0:52:00revenue accounts, and how does it play to tackle the shortage of truly
0:52:00 > 0:52:06affordable rented housing? We have of course raised the capital by
0:52:06 > 0:52:09billion pounds. It needs to be done in a responsible way because you
0:52:09 > 0:52:12have to consider the amount of debt that has been taken on, but we will
0:52:12 > 0:52:15keep it under review. That is one aspect of the huge draw towards
0:52:15 > 0:52:20building extra homes we need. I talked about some of those issues.
0:52:20 > 0:52:23Targeted funding, releasing the sector land. We want to make sure
0:52:23 > 0:52:29that we get up to the 300,000 annual target as soon as possible.
0:52:29 > 0:52:40Regeneration will be greatly assisted... Town Grothe deal and the
0:52:40 > 0:52:46stuff brought forward. When will there be a conclusion on this?I met
0:52:46 > 0:52:54with the members of the town growth board. Those are my right honourable
0:52:54 > 0:52:58friend will be as pleased as I am that the growth deal he refers to
0:52:58 > 0:53:03was specifically referenced in the industrial strategy that would
0:53:03 > 0:53:05encourage him to contact the Secretary of State for Business to
0:53:05 > 0:53:11talk about how it can be taken forward. Can I has the new
0:53:11 > 0:53:14Parliamentary secretary whether she thinks the Government policy since
0:53:14 > 0:53:212010 has played any part in the sharp rise in rough sleeping? This
0:53:21 > 0:53:25is a very complex matter. The interesting thing that I find now
0:53:25 > 0:53:29that I'm getting to grips with this as a Minister is that the different
0:53:29 > 0:53:33layers of the sort of problems people have in their chaotic lives,
0:53:33 > 0:53:37and I think what is very important is that different councils have
0:53:37 > 0:53:43moved with the building new council housing. My own conservative
0:53:43 > 0:53:49councils declared interest. Different levels are really
0:53:49 > 0:53:56attacking it and it is going to be a pleasure to get my teeth into it.
0:53:56 > 0:54:01The Secretary of State attended the launch of the new party dementia did
0:54:01 > 0:54:08group chaired by my honourable friend for Telford. He will know
0:54:08 > 0:54:12that the new towns and Milton Keynes were created because they were able
0:54:12 > 0:54:18to acquire land at any reasonable valuation close to its current use.
0:54:18 > 0:54:22That is no longer possible because of the land compensation act. Will
0:54:22 > 0:54:27he, among his many admirable ambitions for house in this country,
0:54:27 > 0:54:32will he agreed to look at the land compensation act and the possibility
0:54:32 > 0:54:39of reforming the valuation of land that is acquired? My honourable
0:54:39 > 0:54:43friend speaks with a great experience. He made a number of
0:54:43 > 0:54:46important planning reforms himself when he was the Minister. I will
0:54:46 > 0:54:51commit to looking at that and I point him already to the work that
0:54:51 > 0:54:54we have done. An amendment that was made to the neighbourhood planning
0:54:54 > 0:55:01act which enables the Secretary of State to designate planning stones.
0:55:01 > 0:55:04The leader Birmingham City Council both of the Secretary of State on
0:55:04 > 0:55:08financial support from government to make sake of Birmingham's 213 tower
0:55:08 > 0:55:12blocks in the aftermath of the Grenfell Tower fire. Can't these
0:55:12 > 0:55:14accursed provide an update on the proposals submitted and whether it
0:55:14 > 0:55:21will make the finances available?Mr Speaker, we are working with
0:55:21 > 0:55:25Birmingham City Council under the request and as I said earlier, no
0:55:25 > 0:55:27request for financial flexibility will be turned on. He received
0:55:27 > 0:55:31further information and are working back to networking one that with
0:55:31 > 0:55:39Birmingham or not.In the budget, money was provided for a national
0:55:39 > 0:55:42rental deposit scheme. What plans to serve my right honourable friend how
0:55:42 > 0:55:45to produce Netscape and how many families does he believe it will
0:55:45 > 0:55:56assist? -- produce at that scheme. I'm very happy, particularly on the
0:55:56 > 0:56:02impact of...The level of rough sleeping in Chesterfield and across
0:56:02 > 0:56:07the country is something that I find both deeply humiliating as an MP and
0:56:07 > 0:56:12some that infuriates and discuss my constituents. When Ministers walk
0:56:12 > 0:56:18past people who are living in sleeping bags, DD believe -- do they
0:56:18 > 0:56:26believe that all the cards are responsible for the national scar on
0:56:26 > 0:56:32a society?We have made it absolutely a priority to help a
0:56:32 > 0:56:36fight of rough sleeping and homelessness. We have committed to
0:56:36 > 0:56:40have it by the end of this Parliament to eliminating it
0:56:40 > 0:56:43completely by 2027. I share the concerns, but I hope you agree with
0:56:43 > 0:56:46me that this is not a party political football. We should all
0:56:46 > 0:56:51work together across this has to do with this issue.I'm delighted to
0:56:51 > 0:56:56new Housing Minister has agreed to work with me to improve tenant
0:56:56 > 0:57:00safety in respect to carbon monoxide poisoning. To with the national
0:57:00 > 0:57:04landlords Association and a brain injury charity that more needs to be
0:57:04 > 0:57:07done to protect the public at large for death or injury to carbon
0:57:07 > 0:57:13monoxide poisoning?I congratulate the honourable gentleman on the
0:57:13 > 0:57:17tenacious way he is this campaign up. We certainly listen to all
0:57:17 > 0:57:20voices and I'm grateful that I've had the opportunity to sit down and
0:57:20 > 0:57:23talk about the private members bill and we certainly shares are
0:57:23 > 0:57:27concerned to make progress on carbon monoxide in both of the key areas of
0:57:27 > 0:57:30his private members Bill I look wherefore to working with him in the
0:57:30 > 0:57:35future.
0:57:35 > 0:57:43Since 2010. 50% of its budget spent on normal children at. With over 90%
0:57:43 > 0:57:49of all properties in council tax but other the social care does not get
0:57:49 > 0:57:55near addressing the shortfall. Will the Secretary of State urgently
0:57:55 > 0:58:04address the shortfall in funding? Order. Couple questions are supposed
0:58:04 > 0:58:11to be shorter than substantive and that was just as long. Minister.
0:58:11 > 0:58:20Thank you minute Minister. Thanks to the steps taken in the spring budget
0:58:20 > 0:58:32by my arm a friend of the Chancellor additional £40 million. To see how
0:58:32 > 0:58:39Northamptonshire is Public lab risk Dobey kept open? That exchange to be
0:58:39 > 0:58:50circular to all codecs.Later Waco Council is now supporting a wider
0:58:50 > 0:58:55Yorkshire deal The Miz 18 of the 20 local 30s are supporting the deal.
0:58:55 > 0:58:58Does the Minister or Secretary said that in addition to finalise the
0:58:58 > 0:59:03details and he deal their support conversation not to be had with the
0:59:03 > 0:59:11team leaders about a wider Yorkshire deal? The crucial decision about any
0:59:11 > 0:59:15wider Yorkshire deal if there ever is one is in the hands of the local
0:59:15 > 0:59:19authorities concerned. We will be going ahead with the South Yorkshire
0:59:19 > 0:59:22deal but earlier this week and I'm sure the honourable gentleman as
0:59:22 > 0:59:27well as we did part forward a proposal that would allow others to
0:59:27 > 0:59:34take a different route in the future if they picked to do so.For the
0:59:34 > 0:59:37coming gear sex race day has enables counsellors to increase tax by 2%
0:59:37 > 0:59:40compared to just 2% Leicester but that limit has been retained to £5
0:59:40 > 0:59:45to parity would be £7 50. This affects 88 small district councils
0:59:45 > 0:59:50with the Secretary of State Bosley consider a change?A number people
0:59:50 > 0:59:54have made this representation. I listened carefully and we will keep
0:59:54 > 0:59:57it under review as he knows the draft settlement is just that at the
0:59:57 > 1:00:03moment. I we're looking at it carefully.May I also welcome and
1:00:03 > 1:00:10congratulate the new members of the team. Now the leading cause of
1:00:10 > 1:00:13homelessness what will the Secretary of State extent the mandatory
1:00:13 > 1:00:19licensing scheme from landlords to the private sector?Thank you very
1:00:19 > 1:00:25much. We are looking for it closely to see where certain councils have
1:00:25 > 1:00:34introduced this. At the moment is in the week keeping under review. Some
1:00:34 > 1:00:37of the poorest wards in London has had the pleasure more than £100
1:00:37 > 1:00:47million in cuts. So what extent is this situation sustainable? The
1:00:47 > 1:00:50Government recognises the pressure on local councils and is the term to
1:00:50 > 1:00:54get them the resources they need the method that be a real-time funding
1:00:54 > 1:00:56increase to local authorities this year together the flexibly to
1:00:56 > 1:01:05deliver more money for social care. We'll government please Mr. Jutting
1:01:05 > 1:01:08situation whereby street homeless people are crossing local authority
1:01:08 > 1:01:12boundaries from one weather still support to others such as Bristol
1:01:12 > 1:01:18weather is a great deal.The honourable Lady does ask a very
1:01:18 > 1:01:22interesting question. One of the issues of the task force will be
1:01:22 > 1:01:30looking into his cross county issues. Perhaps he can be discuss
1:01:30 > 1:01:44this further?Social and fiscal benefits of removing completely the
1:01:44 > 1:01:46Kansai house-building borrowing cap why can't the Government front
1:01:46 > 1:01:55bench?The cap has been raised by £1 billion but has to be done in a
1:01:55 > 1:01:58sustainable way and we remain open-minded in keeping it under
1:01:58 > 1:02:04review.With Holocaust Memorial Day this week despite right arm of
1:02:04 > 1:02:08friend agree that on all sides of his house he really need to face up
1:02:08 > 1:02:17to anti-Semitism wherever we see it and in whatever form it takes? Is a
1:02:17 > 1:02:21reminder for all of us of the horrors of what can happen when
1:02:21 > 1:02:26mankind what we can do to each other is no one speaks up and it is
1:02:26 > 1:02:32incumbent on all parties in this House I noted just a few days ago
1:02:32 > 1:02:35that Jewish labour movement is appealing to the Labour Party
1:02:35 > 1:02:39leadership to actually throw out people who allegedly practised
1:02:39 > 1:02:42anti-Semitism. The Labour Party talks about combating hate crime but
1:02:42 > 1:02:50it has to show people that it really means it.To be people who move into
1:02:50 > 1:02:54brand-new homes struggle with poor or no Wi-Fi. The Ministers work with
1:02:54 > 1:02:57toppers to make sure that the necessary infrastructure is in place
1:02:57 > 1:03:01on these houses are being built? She's actually right to raise this
1:03:01 > 1:03:13issue. If something we work with local authorities and developers.
