:00:00. > :00:09.That is the end of the day in a House of Commons. We will now be
:00:10. > :00:12.going over live to the House of Lords. You can watch recorded
:00:13. > :00:13.coverage of all the business in the Lords after the Daily Politics later
:00:14. > :00:24.tonight. Therefore that is one of the powers
:00:25. > :00:31.that it has, just as we have existing powers validation from the
:00:32. > :00:34.two institutions that actually put themselves in touch with each other
:00:35. > :00:39.and go through validation, and I would like to say that while I know
:00:40. > :00:42.this is a major issue of concern for the Government, it is also true that
:00:43. > :00:45.the Competition and Markets Authority does not think it is an
:00:46. > :00:49.area where there is a real problem in the market. But it isn't always
:00:50. > :00:54.an easy relationship, and so the purpose of my amendment is simply to
:00:55. > :01:01.make sure that a provider involved in a commissioning arrangement of
:01:02. > :01:03.this sort, which involves one institution not necessarily
:01:04. > :01:10.validating but being the potential validator, and another one hoping to
:01:11. > :01:14.have its degrees validated if they are good enough, if things go wrong,
:01:15. > :01:19.there is a clearly marked out route of appeal to the first tier
:01:20. > :01:23.tribunal, and this is what this amendment sets out to introduce into
:01:24. > :01:26.the Bill, and on that basis I hope that the Government will think
:01:27. > :01:30.seriously about this, see this as something to make sure that
:01:31. > :01:33.everybody has an appeal route, and I beg to move.
:01:34. > :01:44.Subtitles will resume on Wednesday In Parliament at 2300.
